    This report serves as the Final Report for Santa Barbara County’s Energy Efficiency and Conservation Block Grant (EECBG) BetterBuildings Neighborhood Program (BBNP) award from the U.S. Department of Energy (DOE). This report explains how DOE BBNP funding was invested to develop robust program infrastructure designed to help property owners complete energy improvements, thereby generating substantial outcomes for the local environment and economy. It provides an overview of program development and design within the grant period, program accomplishments and challenges to date, and a plan for the future sustainability of emPower, the County’s innovative clean energy and building efficiency program. During the grant period, Santa Barbara County’s emPower program primarily targeted 32,000 owner occupied, single family, detached residential homes over 25 years old within the County. In order to help these homeowners and their contractors overcome market barriers to completing residential energy improvements, the program developed and promoted six voluntary, market-based service areas: 1) low cost residential financing (loan loss reserve with two local credit unions), 2) residential rebates, 3) local customer service, 4) expert energy advising, 5) workforce development and training, and 6) marketing, education and outreach. The main goals of the program were to lower building energy use, create jobs and develop a lasting regional building performance market. These services have generated important early outcomes and lessons after the program’s first two years in service. The DOE BBNP funding was extended through October 2014 to enable Santa Barbara County to generate continued outcomes. In fact, funding related to residential financing remains wholly available for the foreseeable future to continue offering Home Upgrade Loans to approximately 1,300 homeowners.     Barbara gas field, discovered in 1971, is located in the northern sector of the Adriatic offshore. The field is a gentle anticline involving Quaternary clastic sediments and shaped by carbonate Mesozoic morphology. The presence of shallow gas pockets at the crest of the structure distort the seismic signal to such an extent that structural reconstruction using seismic data is not possible. Moreover, time delays and ray-path anomalies do not allow the use of staking velocities for the depth conversion. Seismic attribute analysis, instead of velocities, and time delays on the isochrone maps are providing a key to the understanding of seismic anomalies and are an indirect tool for reconstructing the real structural configuration of the field. The appraisal story of the field illustrates how the previously mentioned complications influenced its delineation and how an understanding of these complications helped in upgrading the reserves from an initial value of 10 billion ECM of gas to 40 billion ECM. Additional data acquired with the development wells tend to increase the estimate. Therefore, Barbara field is the most important Italian gas field of the decade. The producing formation is composed of very thin-bedded sandstone and shale intercalations, representing the peculiarity of this reservoir. Development of the field is being achieved with six production platforms and 72 wells.

  3. WIMP Dark Matter Limit-Direct Detection Data and Sensitivity Plots from the Cryogenic Dark Matter Search II and the University of California at Santa Barbara

    Expectations for non-baryonic dark matter are founded principally in Big Bang nucleosynthesis calculations, which indicate that the missing mass of the universe is not likely to be baryonic. The supersymmetric standard model (SUSY) offers a promising framework for expectations of particle species which could satisfy the observed properties of dark matter. WIMPs are the most likely SUSY candidate for a dark matter particle. The High Energy Physics Group at University of California, Santa Barbara, is part of the CDMSII Collaboration and have provided the Interactive Plotter for WIMP Dark Matter Limit-Direct Detection Data on their website. They invite other collaborations working on dark matter research to submit datasets and, as a result, have more than 150 data sets now available for use with the plotting tool. The published source of the data is provided with each data set.

    The development of comprehensive two-dimensional gas chromatography (GC x GC) has expanded the analytical window for studying complex mixtures like oil. Compared to traditional gas chromatography, this technology separates and resolves at least an order of magnitude more compounds, has a much larger signal to noise ratio, and sorts compounds based on their chemical class; hence, providing highly refined inventories of petroleum hydrocarbons in geochemical samples that was previously unattainable. In addition to the increased resolution afforded by GC x GC, the resulting chromatograms have been used to estimate the liquid vapor pressures, aqueous solubilities, octanol-water partition coefficients, and vaporization enthalpies of petroleum hydrocarbons. With these relationships, powerful and incisive analyses of phase-transfer processes affecting petroleum hydrocarbon mixtures in the environment are available. For example, GC x GC retention data has been used to quantitatively deconvolve the effects of phase transfer processes such as water washing and evaporation. In short, the positive attributes of GC x GC-analysis have led to a methodology that has revolutionized the analysis of petroleum hydrocarbons. Overall, this research has opened numerous fields of study on the biogeochemical "genetics" (referred to as petroleomics) of petroleum samples in both subsurface and surface environments. Furthermore, these new findings have already been applied to the behavior of oil at other seeps as well, for petroleum exploration and oil spill studies.

    New and existing databases will be combined to support development of physically based models of transition temperature shifts (TTS) for high fluence-low flux (φ < 10{sup 11}n/cm{sup 2}-s) conditions, beyond the existing surveillance database, to neutron fluences of at least 1×10{sup 20} n/cm{sup 2} (>1 MeV). All references to neutron flux and fluence in this report are for fast neutrons (>1 MeV).     The goal of the current proposal is to obtain partial support for an upcoming symposium planned for the Fall 2011 American Chemical Society national meeting. The symposium is designed to honor the deceased senior physical chemist and Department of Energy Principle Investigator, Professor Paul Barbara. The primary use of support from DOE’s Basic Energy Sciences division would be to fund registration for postdoctoral and junior scientists, as well as registration and travel support for principle investigators from Primarily Undergraduate Institutions (PUIs). Professor Barbara was particularly adept at mentoring postdoctoral scholars in their transition to independent researchers. DOE support would help to promote the participation of these early career scientists in this symposium. Professor Barbara undertook many projects of considerable importance to the Nation’s energy program; it is hoped that the symposium, beyond honoring him, will also provide an opportunity to discuss the best ways to move forward the unfinished science he initiated with his collaborators.

    Novel chip design and the balance of multiple interrelated design parameters have enabled Cree, Inc.'s Santa Barbara Technology Center to demonstrate white LEDs with efficacies greater than 65 lumens per watt at 350 mA. The results are particularly significant because they were achieved with a pre-production prototype chip using the same package used in Cree's commercially available XLamp® 7090 high power LED, rather than a laboratory device.

    The State Department is investigating reports that China has delivered 24 short-range M-11 missiles to Pakistan in apparent violation of pledges to the United States to abide by the Missile Technology Control Regime (MTCR). The MTCR is an informal export control agreement that prohibits the transfer to non-MTCR states of supporting equipment and missiles capable of delivering 500 kilogram payloads more than 300 kilometers. Reports of the Chinese deliveries came just two weeks before Commerce Secretary Barbara Franklin traveled to China to advance US commercial interests' there.

    Gated infrared (IR) images have been taken of a series of shocked surface geometries in tin. Metal coupons machined with steps and flats were mounted directly to the high explosive. The explosive was point-initiated and 500-ns to 1-microsecond-wide gated images of the target were taken immediately following shock breakout using a Santa Barbara Focalplane InSb camera (SBF-134). Spatial distributions of surface radiance were extracted from the images of the shocked samples and found to be non-single-valued. Several geometries were modeled using CTH, a two-dimensional Eulerian hydrocode.

    'Undergraduate Research at the Center for Energy Efficient Materials (CEEM)' was submitted by CEEM to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. CEEM, an EFRC directed by John Bowers at the University of California, Santa Barbara is a partnership of scientists from four institutions: UC, Santa Barbara (lead), UC, Santa Cruz, Los Alamos National Laboratory, and National Renewable Energy Laboratory. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009. These collaboratively-organized centers conduct fundamental research focused on 'grand challenges' and use-inspired 'basic research needs' recently identified in major strategic planning efforts by the scientific community. The overall purpose is to accelerate scientific progress toward meeting the nation's critical energy challenges. The mission of the Center for Energy Efficient Materials is 'to discover and develop materials that control the interactions between light, electricity, and heat at the nanoscale for improved solar energy conversion, solid-state lighting, and conversion of heat into electricity.'     California oil producers face a loss of production this year because of constraints on pipeline and tanker transportation to Los Angeles area refineries. The potential bottleneck is occurring at a time when Outer Continental Shelf production is near capacity from Chevron Corp.'s Point Arguello project at the same time production is increasing from Exxon Corp.'s nearby Santa Ynex Unit (SYU) expansion. Both megaprojects must compete for pipeline space with onshore crude producers, notably in California's San Joaquin Valley (SJV). Recent development limiting transportation options include: An indefinite shutdown of Four Corners Pipe Line Co.'s 50,000 b/d Line No. 1, damaged by the Jan. 17 earthquake; Loss of a tanker permit by Chevron and partners for offshore Point Arguello production; Permanent shutdown of Exxon's offshore storage and treatment (OST) facility, which since 1981 has used tankers to transport about 20,000 b/d of SYU production from the Santa Barbara Channel to Los Angeles. The OST, the first commercial floating production system in the US -- placed in the Santa Barbara Channel in 1981 after a decade of precedent setting legal and political battles -- was shut down Apr. 4. The paper discusses these production concerns, available options, the OST shutdown, and the troubled history of the OST.

  19. Prepermit work starts on California crude line

    This paper reports on preliminary work leading to permitting efforts for a 171 mile pipeline to move low gravity crude from giant fields of California to the Los Angeles area. The 20 in., unheated pipeline would cost $180-190 million and could go on stream in 3-3 1/2 years. The project has the backing of partners in development of giant Point Arguello field in the Santa Maria basin off Santa Barbara County, a project blocked from start-up for more than 3 years by permitting wrangles. Pipeline sponsors also have proposed moving oil production from development of Santa Ynez Unit in the Santa Barbara Channel. Point Arguello production is expected to start this year with flow limited to 20,000 b/d, moving moved by pipeline to refineries outside Los Angeles. Point Arguello partners want to ship full Arguello production of 80,000-100,00 b/d by tanker until the PPC project is complete, which the county opposes. The group has appealed the county's denial of an interim tankering permit to the California Coastal Commission, which is expected to hold a hearing on the matter this month. The controversy has been further complicated by other, competing projects designed to move Point Arguello crude to market.

    The University of California Santa Barbara (UCSB) -1 experiment was irradiated in the A-10 position of the ATR. The experiment was irradiated during cycles 145A, 145B, 146A, and 146B. Capsule 6A was removed from the test train following Cycle 145A and replaced with Capsule 6B. This report documents the as-run physics analysis in support of Post-Irradiation Examination (PIE) of the test. This report documents the as-run fluence and displacements per atom (DPA) for each capsule of the experiment based on as-run operating history of the ATR. Average as-run heating rates for each capsule are also presented in this report to support the thermal analysis.

    A `Future High Energy Colliders` Symposium was held October 21-25, 1996 at the Institute for Theoretical Physics (ITP) in Santa Barbara. This was one of the 3 symposia hosted by the ITP and supported by its sponsor, the National Science Foundation, as part of a 5 month program on `New Ideas for Particle Accelerators`. The long term program and symposia were organized and coordinated by Dr. Zohreh Parsa of Brookhaven National Laboratory/ITP. The purpose of the symposium was to discuss the future direction of high energy physics by bringing together leaders from the theoretical, experimental and accelerator physics communities. Their talks provided personal perspectives on the physics objectives and the technology demands of future high energy colliders. Collectively, they formed a vision for where the field should be heading and how it might best reach its objectives.

    In July of 2012, scientists leading two different research teams, working independently of each other, announced that they had almost certain proof of the long-sought Higgs boson. Though Cern did not call the discovery "official", many physicists conceded the evidence was now so compelling they had surely found the missing particle. The formal confirmation will come over the next few months of further investigation. The experiments are taking place at the Large Hadron Collider (LHC), and this third lecture in the DOE Science Speaker Series is given by one of those announcing scientists in July. He is Dr. Joseph Incandela, the current spokesperson for the Compact Muon Solenoid (CMS) Experiment at CERN. He was heavily involved in the search for the top quark at Fermi and is from the University of California, Santa Barbara. The title he gives his presentation is "Searching for the genetic code of our universe: Discovery at the LHC."

  9. Physiochemical Evidence of Faulting Processes and Modeling of Fluid in Evolving Fault Systems in Southern California

    Our study targets recent (Plio-Pleistocene) faults and young (Tertiary) petroleum fields in southern California. Faults include the Refugio Fault in the Transverse Ranges, the Ellwood Fault in the Santa Barbara Channel, and most recently the Newport- Inglewood in the Los Angeles Basin. Subsurface core and tubing scale samples, outcrop samples, well logs, reservoir properties, pore pressures, fluid compositions, and published structural-seismic sections have been used to characterize the tectonic/diagenetic history of the faults. As part of the effort to understand the diagenetic processes within these fault zones, we have studied analogous processes of rapid carbonate precipitation (scaling) in petroleum reservoir tubing and manmade tunnels. From this, we have identified geochemical signatures in carbonate that characterize rapid CO2 degassing. These data provide constraints for finite element models that predict fluid pressures, multiphase flow patterns, rates and patterns of deformation, subsurface temperatures and heat flow, and geochemistry associated with large fault systems.

    In preparation for the 2005 US/Russian Weapons Laboratories Directors Meeting, the six laboratories participating in the meeting endeavored to develop a strategy for nonproliferation technology research and development. A literature review was conducted to identify possible areas of technical collaboration and technology opportunities associated with improving nonproliferation associated with the civilian nuclear fuel cycle. The issue of multinationalization of the nuclear fuel cycle was also researched. This digest is the compilation of one-page summaries used by management of the three US nuclear weapons laboratories in preparation for strategy development.   12. The Challenges to Coupling Dynamic Geospatial Models

    Many applications of modeling spatial dynamic systems focus on a single system and a single process, ignoring the geographic and systemic context of the processes being modeled. A solution to this problem is the coupled modeling of spatial dynamic systems. Coupled modeling is challenging for both technical reasons, as well as conceptual reasons. This paper explores the benefits and challenges to coupling or linking spatial dynamic models, from loose coupling, where information transfer between models is done by hand, to tight coupling, where two (or more) models are merged as one. To illustrate the challenges, a coupled model of Urbanization and Wildfire Risk is presented. This model, called Vesta, was applied to the Santa Barbara, California region (using real geospatial data), where Urbanization and Wildfires occur and recur, respectively. The preliminary results of the model coupling illustrate that coupled modeling can lead to insight into the consequences of processes acting on their own.

    The University of California Santa Barbara (UCSB) is maximizing the efficiency of a white LED by enhancing the external quantum efficiency using photonic crystals to extract light that would normally be confined in a conventional structure. Ultimate efficiency can only be achieved by looking at the internal structure of light. To do this, UCSB is focusing on maximizing the light extraction efficiency and total light output from light engines driven by Gallium Nitride (GaN)-based LEDs. The challenge is to engineer large overlap (interaction) between modes and photonic crystals. The project is focused on achieving high extraction efficiency in LEDs, controlled directionality of emitted light, integrated design of vertical device structure, and nanoscale patterning of lateral structure.

    I am Barbara Tyran, Director of Washington & State Relations, at the Electric Power Research Institute (EPRI). EPRI recently completed a Concept Paper, 'The Integrated Grid', which examines the rapid rise of Distributed Energy Resources and how these technologies could be integrated into the electric power systems so customers could enjoy the benefit of both the central power system and the distributed technologies in the most cost-effective manner. The integrated grid enables the optimal combination of local generation, energy storage, energy efficiency and new uses of electricity – integrated with central generation – to provide reliable, affordable and environmentally sustainable electricity. The approach allows resource deployment that will realize all potential benefits and requires a modern grid characterized by connectivity, enabling interconnection rules, and rate structures that enhance the value of the power system to all consumers. Although the journey towards a fully integrated grid will take decades, EPRI is pleased to submit the first of three phases, 'The Integrated Grid' Concept Paper, into the permanent QER comments library and to discuss it at any time. EPRI plans to finalize Phase II in Summer 2014. The next phase will establish a comprehensive framework to address research gaps in key areas and assess the technology needs by examining: 1) a benefit-cost framework; 2) interconnection technical guidelines; and 3) grid planning and operations. This scientifically rigorous assessment before system-wide deployment will support prudent investment for grid modernization. Phase II will also be submitted to the QER library when complete. Phase III will involve demonstrations of the methodology for a particular power system to assess the feasibility of an integrated benefit/cost methodology, as well as one or more technology demonstrations, and will continue over the next two years.   20. A simple, low-cost, versatile CCD spectrometer for plasma spectroscopy

    The authors have constructed a simple, low-cost CCD spectrometer capable of both high resolution ({Delta}{lambda} {le} 0.015 nm) and large bandpass (110 nm with {Delta}{lambda} {approximately}0.3 nm). These two modes of operation provide two broad areas of capability for plasma spectroscopy. The first major application is measurement of emission line broadening; the second is emission line surveys from the ultraviolet to the near infrared. Measurements have been made on a low-temperature plasma produced by a miniature electrostatic plasma source and the high-temperature plasma in the MST Reversed-Field Pinch. The spectrometer is a modified Jarrell-Ash 0.5 m Ebert-Fastie monochromator. Light is coupled into the entrance slit with a fused silica fiber optic bundle. The exposure time (2 ms minimum) is controlled by a fast electromechanical shutter. The exit plane detector is a compact and robust CCD detector developed for amateur astronomy by Santa Barbara Instrument Group. The CCD detector is controlled and read out by a Macintosh{reg_sign} computer. This spectrometer is sophisticated enough to serve well in a research laboratory, yet is simple and inexpensive enough to be affordable for instructional use.

  1. The Canadian experience in frontier environmental protection

    Early Canadian frontier exploration (from 1955 onshore and from 1966 for offshore drilling) caused insignificant public concern. The 1967-1968 Torrey Canyon Tanker and Santa Barbara disasters roused public opinion and governments. In Canada, 1969-1970 Arctic gas blowouts, a tanker disaster, and damage to the 'Manhattan' exacerbated concerns and resulted in new environmental regulatory constraints. From 1970, the Arctic Petroleum Operations Association learned to operate safely with environmental responsibility. It studied physical environment for design criteria, and the biological and human environment to ameliorate impact. APOA's research projects covered sea-ice, permafrost, sea-bottom, oil-spills, bird and mammal migration, fish habitat, food chains, oceanography, meteorology, hunters'/trappers' harvests, etc. In 1971 Eastcoast Petroleum Operators' Association and Alaska Oil and Gas Association followed APOA's cooperative research model. EPOA stressed icebergs and fisheries. Certain research was handled by the Canadian Offshore Oil Spill Research Association. By the mid-1980s these associations had undertaken $70,000,000 of environmental oriented research, with equivalent additional work by member companies on specific needs and similar sums by Federal agencies often working with industry on complementary research. The frontier associations then merged with the Canadian Petroleum Association, already active environmentally in western Canada. Working with government and informing environmental interest groups, the public, natives, and local groups, most Canadian frontier petroleum operations proceeded with minimal delay and environmental disturbance.

  2. Archaeofaunal insights on pinniped-human interactions in the northeastern Pacific

    Human exploitation of pinnipeds has considerable antiquity but shows increasing impacts on population numbers in the Holocene. Pinnipeds are a rich source of fat as well as protein. A few well-documented cases of regional extirpation of seals and sea lions by non-industrial peoples exist. The northeastern Pacific region, from southern California to Alaska, has yielded archaeological evidence for distributions and abundances of eared seals that differs markedly from historically documented biogeography. This is especially true of the northern fur seal (Callorhinus ursinus), among the most common pinnipeds in many archaeological sites from the Santa Barbara Channel area through to Kodiak Islands. This chapter reviews contemporary eared seal biogeography, evidence for the earlier timing and extent, of occurrence of northern fur seals along the northeastern Pacific coast, zooarchaeological and isotopic evidence for their foraging and probable maintenance of rookeries in lower latitudes, and for their disappearance from the southernmost part of their ancient distribution well before European contact. It also reviews ongoing debates over the behavioral ecology of ancient fur seals and over humans role in contributing to their disappearance.

  3. The La Pica Formation-new ideas and more questions

    The La Pica Formation has been producing from the beginning of the century in the fields of the Santa Barbara-Jusepin trend and Pedernales field. These fields are located in the Eastern Venezuela Basin, one of the most prolific oil basins in Venezuela. The accumulative oil produced until now in Lagoven, S.A., area is 225,556 million barrels. The type of crude produced is ranging from light to heavy. The interval producing in the fields mentioned before measures in between 1000 and 3000 in. The La Pica formation is present in all of the Eastern Venezuela Basin and continues to be an important target for oil producing. In recent years, this formation has been drilled by several wells located in different areas apart from the traditional fields. These wells had provided new information which in some cases clarified some of the questions about the environment of deposition, geochemical composition age, reservoir quality and trap style. However, these wells also have raised new questions and La Pica Formation still has a number of problems. The La Pica Formation was deposited during the Late Miocene-Pliocene time, in continental to outer neritic environments. The sediments range from silts to fine sands with some shaly intervals. The first accumulations were discovered in pinchouts against highs. However, in recent seismic lines, La Pica Formation shows possible different style of traps for hydrocarbon that could contain commercial accumulations.

  4. Sedimentary evolution of the upper Cretaceous and late Oligocene sequences, and its relation to oil production, North Monagas area, Eastern Venezuela

    The most important oil reservoirs of the Eastern Venezuela Basin are located in the North Monagas Area. These reservoirs are contained within a 3500 ft Cretaceous to Late Oligocene sedimentary section. Daily production is rated at about 350 MBO and 1000 MMCFG. At this moment, these reservoirs are undergoing special studies, in order to establish enhanced recovery projects, for which heterogeneity definition is very important. The database consisted of log analyses of 136 wells, sedimentological and biostratigraphic interpretation of 10,200 ft of cores, and biostratigraphic interpretation of ditch samples from 13 wells. Sedimentary models, based on facies analyses and deltaic conceptual models of 31 separate genetic units were defined. The models allowed for the interpretation of paleoenvironments, sedimentary facies architecture, direction of sedimentation and depocenters. The preferred sediment orientation was determined to be West-East. In the Santa Barbara and Pirital reservoirs the Late Oligocene sediments are composed of fluvial deposits, and the Cretaceous sediments of estuarine deposits. In the Carito-Mulata reservoirs, the Late Oligocene sediments are composed of fluvial to marine deposits, and the Upper Cretaceous sediments of estuarine deposits. Possible preferred transmissibility pathways for fluid injection were described, providing a great support for the enhanced recovery phases of these reservoirs.

  5. High-performance computing of electron microstructures

    This is the final report of a three-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The project was a collaboration between the Quantum Institute at the University of California-Santa Barbara (UCSB) and the Condensed Matter and Statistical Physics Group at LANL. The project objective, which was successfully accomplished, was to model quantum properties of semiconductor nanostructures that were fabricated and measured at UCSB using dedicated molecular-beam epitaxy and free-electron laser facilities. A nonperturbative dynamic quantum theory was developed for systems driven by time-periodic external fields. For such systems, dynamic energy spectra of electrons and photons and their corresponding wave functions were obtained. The results are in good agreement with experimental investigations. The algorithms developed are ideally suited for massively parallel computing facilities and provide a fundamental advance in the ability to predict quantum-well properties and guide their engineering. This is a definite step forward in the development of nonlinear optical devices.

    OpenMP was not well recognized at the beginning of the project, around year 2003, because of its limited use in DoE production applications and the inmature hardware support for an efficient implementation. Yet in the recent years, it has been graduately adopted both in HPC applications, mostly in the form of MPI+OpenMP hybrid code, and in mid-scale desktop applications for scientific and experimental studies. We have observed this trend and worked deligiently to improve our OpenMP compiler and runtimes, as well as to work with the OpenMP standard organization to make sure OpenMP are evolved in the direction close to DoE missions. In the Center for Programming Models for Scalable Parallel Computing project, the HPCTools team at the University of Houston (UH), directed by Dr. Barbara Chapman, has been working with project partners, external collaborators and hardware vendors to increase the scalability and applicability of OpenMP for multi-core (and future manycore) platforms and for distributed memory systems by exploring different programming models, language extensions, compiler optimizations, as well as runtime library support.

  7. Keeping Energy Savings in the LOOP: Mesa Lane Partners Case Study

    Mesa Lane Partners (MLP) partnered with the U.S. Department of Energy (DOE) to develop and implement solutions to a build a new, low-energy mixed-use building that consumes at least 50% less energy than requirements set by Energy Standard 90.1-2007 of the American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE), the American National Standards Institute (ANSI), and the Illuminating Engineering Society of America (IESNA), as part of DOEs Commercial Building Partnerships (CBP) Program. Lawrence Berkeley National Laboratory (LBNL) provided technical expertise in support of this DOE program. The privately developed 46,000-square-foot LOOP project, which is intended to provide affordable off-campus student housing in an underserved community next to University of California at Santa Barbara, will contain more than 7,000 square feet of retail space, a roof deck, an event space, a gym, and 48 apartments. The project developer, MLP, is aiming to exceed CBP requirement, targeting energy consumption that is at least 65% less than that required by the standard. If the LOOP meets this goal, it is expected to achieve Leadership in Energy and Environmental Design (LEED) Gold certification.

  8. Assessing the Efficacy of the Aerobic Methanotrophic Biofilter in Methane Hydrate Environments

    In October 2008 the University of California at Santa Barbara (UCSB) initiated investigations of water column methane oxidation in methane hydrate environments, through a project funded by the National Energy Technology Laboratory (NETL) entitled: assessing the efficacy of the aerobic methanotrophic biofilter in methane hydrate environments. This Final Report describes the scientific advances and discoveries made under this award as well as the importance of these discoveries in the broader context of the research area. Benthic microbial mats inhabit the sea floor in areas where reduced chemicals such as sulfide reach the more oxidizing water that overlies the sediment. We set out to investigate the role that methanotrophs play in such mats at locations where methane reaches the sea floor along with sulfide. Mats were sampled from several seep environments and multiple sets were grown in-situ at a hydrocarbon seep in the Santa Barbara Basin. Mats grown in-situ were returned to the laboratory and used to perform stable isotope probing experiments in which they were treated with 13C-enriched methane. The microbial community was analyzed, demonstrating that three or more microbial groups became enriched in methane?s carbon: methanotrophs that presumably utilize methane directly, methylotrophs that presumably consume methanol excreted by the methanotrophs, and sulfide oxidizers that presumably consume carbon dioxide released by the methanotrophs and methylotrophs. Methanotrophs reached high relative abundance in mats grown on methane, but other bacterial processes include sulfide oxidation appeared to dominate mats, indicating that methanotrophy is not a dominant process in sustaining these benthic mats, but rather a secondary function modulated by methane availability. Methane that escapes the sediment in the deep ocean typically dissolved into the overlying water where it is available to methanotrophic bacteria.   9. Metagenomic analysis of microbial consortium from natural crude oil that seeps into the marine ecosystem offshore Southern California

    Crude oils can be major contaminants of the marine ecosystem and microorganisms play a significant role in the degradation of the main constituents of crude oil. To increase our understanding of the microbial hydrocarbon degradation process in the marine ecosystem, we collected crude oil from an active seep area located in the Santa Barbara Channel (SBC) and generated a total of about 52 Gb of raw metagenomic sequence data. The assembled data comprised ~500 Mb, representing ~1.1 million genes derived primarily from chemolithoautotrophic bacteria. Members of Oceanospirillales, a bacterial order belonging to the Deltaproteobacteria, recruited less than 2% of the assembled genes within the SBC metagenome. In contrast, the microbial community associated with the oil plume that developed in the aftermath of the Deepwater Horizon (DWH) blowout in 2010, was dominated by Oceanospirillales, which comprised more than 60% of the metagenomic data generated from the DWH oil plume. This suggests that Oceanospirillales might play a less significant role in the microbially mediated hydrocarbon conversion within the SBC seep oil compared to the DWH plume oil. We hypothesize that this difference results from the SBC oil seep being mostly anaerobic, while the DWH oil plume is aerobic. Within the Archaea, the phylum Euryarchaeota, recruited more than 95% of the assembled archaeal sequences from the SBC oil seep metagenome, with more than 50% of the sequences assigned to members of the orders Methanomicrobiales and Methanosarcinales. These orders contain organisms capable of anaerobic methanogenesis and methane oxidation (AOM) and we hypothesize that these orders and their metabolic capabilities may be fundamental to the ecology of the SBC oil seep.

  10. An HRTEM investigation of the metastable low-temperature silica phase opal-CT in cherts and porcelanites from the Monterey Formation, CA

    High resolution transmission electron microscopy (HRTEM) is used to investigate the metastable low-temperature silica phase opal-CT in cherts and porcelanites from the Miocene Monterey Formation of California. Low-dose imaging techniques developed to image highly beam sensitive proteins were used in this study and have resulted in good phase contrast images of this hydrous silica phase. Detailed X-ray powder diffraction studies of stratigraphically equivalent rocks along the Santa Barbara coast indicate that the primary d-spacing of newly formed opal-CT differs in rocks with different ratios of silica and detrital minerals. Opal-CT forms progressively later and with a smaller primary d-spacing in rocks with increasing amounts of detrital minerals. In siliceous cherts opal-CT occurs as long needles that most often form dense spherulitic fiber bundles which are randomly dispersed within the rock matrix. The random orientation of fiber bundle nucleation centers does not appear to be associated with any obvious nucleation site, unlike the length-slow opal-CT fibers known as lussatite. Opal-CT needles produce optical diffractogram patterns that are compatible with tridymite and crystobalite. Streaking in the diffraction pattern of individual needles is attributed to a high density of planar defects parallel to their length. Planar defects are not as abundant in opal-CT needles formed in detrital-rich rocks suggesting the rapid growth of opal-CT in highly siliceous environments results in a greater proportion of stacking disorder in the needles. HRTEM provides a method for investigating the development of the microstructure of opal-CT during diagenesis.

    A workshop to assess the potential application of ceramic matrix composites (CMCs) for structural applications in fusion reactors was held on May 21--22, 1990, at University of California, Santa Barbara. Participants included individuals familiar with materials and design requirements in fusion reactors, ceramic composite processing and properties and radiation effects. The primary focus was to list the feasibility issues that might limit the application of these materials in fusion reactors. Clear advantages for the use of CMCs are high-temperature operation, which would allow a high-efficiency Rankine cycle, and low activation. Limitations to their use are material costs, fabrication complexity and costs, lack of familiarity with these materials in design, and the lack of data on radiation stability at relevant temperatures and fluences. Fusion-relevant feasibility issues identified at this workshop include: hermetic and vacuum properties related to effects of matrix porosity and matrix microcracking; chemical compatibility with coolant, tritium, and breeder and multiplier materials, radiation effects on compatibility; radiation stability and integrity; and ability to join CMCs in the shop and at the reactor site, radiation stability and integrity of joints. A summary of ongoing CMC radiation programs is also given. It was suggested that a true feasibility assessment of CMCs for fusion structural applications could not be completed without evaluation of a material tailored'' to fusion conditions or at least to radiation stability. It was suggested that a follow-up workshop be held to design a tailored composite after the results of CMC radiation studies are available and the critical feasibility issues are addressed.

  13. Fault-related CO2 degassing, geothermics, and fluid flow in southern California basins---Physiochemical evidence and modeling

    Our studies have had an important impact on societal issues. Experimental and field observations show that CO2 degassing, such as might occur from stored CO2 reservoir gas, can result in significant stable isotopic disequilibrium. In the offshore South Ellwood field of the Santa Barbara channel, we show how oil production has reduced natural seep rates in the area, thereby reducing greenhouse gases. Permeability is calculated to be ~20-30 millidarcys for km-scale fault-focused fluid flow, using changes in natural gas seepage rates from well production, and poroelastic changes in formation pore-water pressure. In the Los Angeles (LA) basin, our characterization of formation water chemistry, including stable isotopic studies, allows the distinction between deep and shallow formations waters. Our multiphase computational-based modeling of petroleum migration demonstrates the important role of major faults on geological-scale fluid migration in the LA basin, and show how petroleum was dammed up against the Newport-Inglewood fault zone in a “geologically fast” interval of time (less than 0.5 million years). Furthermore, these fluid studies also will allow evaluation of potential cross-formational mixing of formation fluids. Lastly, our new study of helium isotopes in the LA basin shows a significant leakage of mantle helium along the Newport Inglewood fault zone (NIFZ), at flow rates up to 2 cm/yr. Crustal-scale fault permeability (~60 microdarcys) and advective versus conductive heat transport rates have been estimated using the observed helium isotopic data. The NIFZ is an important deep-seated fault that may crosscut a proposed basin decollement fault in this heavily populated area, and appears to allow seepage of helium from the mantle sources about 30 km beneath Los Angeles. The helium study has been widely cited in recent weeks by the news media, both in radio and on numerous web sites.

    The US Air Force Space Command (SPACECOM) has tasked the Pacific Northwest Laboratory (PNL), as the lead laboratory supporting the US Department of Energy (DOE) Federal Energy Management Program (FEMP), to identify, evaluate, and assist in acquiring all cost-effective energy projects at Vandenberg Air Force Base (VAFB). This is part of a model program that PNL is designing to support energy-use decisions in the federal sector. This report provides the results of the fossil fuel and electric energy resource opportunity (ERO) assessments performed by PNL at the SPACECOM VAFB facility located approximately 50 miles northwest of Santa Barbara, California. It is a companion report to Volume 1, Executive Summary, and Volume 2, Baseline Detail. The results of the analysis of EROs are presented in ten common energy end-use categories (e.g., boilers and furnaces, service hot water, and building lighting). In addition, a case study of process loads at Space Launch Complex-4 (SLC-4) is included. A narrative description of each ERO is provided, including information on the installed cost, energy and dollar savings; impacts on operation and maintenance (O and M); and, when applicable, a discussion of energy supply and demand, energy security, and environmental issues. A description of the evaluation methodologies and technical and cost assumptions is also provided for each ERO. Summary tables present the cost-effectiveness of energy end-use equipment before and after the implementation of each ERO and present the results of the life-cycle cost (LCC) analysis indicating the net present value (NPV) and value index (VI) of each ERO. Finally, an appendix includes a summary of an economic analysis case study of the South Vandenberg Power Plant (SVPP) operating scenarios.

  15. Recent progress in siting low-level waste disposal facilities in the Southwestern Compact and the Central Interstate Compact

    US Ecology is the private contractor selected to develop and operate low-level waste disposal facilities in the Southwestern and the Central Interstate Compacts. These initiatives have been proceeding for almost a decade in somewhat different regulatory and political climates. This paper chronicles recent events in both projects. In both cases there is reason for continued optimism that low-level waste facilities to serve the needs of waste generators in these two compacts will soon be a reality. When the California Department of Health Services issued a license for the proposed Ward Valley LLRW disposal facility on September 16, 1993, it represented a significant step in implementation of a new generation of regional LLRW disposal facilities. While limited scope land transfer hearings were on the horizon, project beneficiaries were confident that the disposal site would be operational by 1995. Since then, however, political initiatives championed by Senator Barbara Boxer (D-CA) have clouded the federal land transfer process and left the commencement date of operations indeterminant. Since 1993, the biomedical community, waste generators most affected by delays, have been petitioning the current administration to emphasize the need for a timely solution. These efforts are aimed at Clinton administration officials responsible for current delays, who apparently have not recognized the importance of the Ward Valley facility to California`s economy, nor the national ramifications of their delaying actions. The current status of challenges to the Ward Valley license and California Environmental Quality Act (CEQA) documentation is also provided. The presentation also discusses the recently completed National Academy of Science evaluation of reports critical of the Ward Valley development process.

  16. Economic analysis of operating alternatives for the South Vandenberg Power Plant at Vandenberg Air Force Base, California

    Vandenberg Air Force Base (VAFB), located approximately 50 miles northwest of Santa Barbara, California, commissioned the Pacific Northwest Laboratory to conduct an economic analysis of operating alternatives of the South Vandenberg Power Plant (SVPP). Recent concern over SVPP operating and environmental costs prompted VAFB personnel to consider other means to support the Missile Operation Support Requirement (MOSR). The natural gas-fired SVPP was originally designed to support the Space Transportation System launch activities. With cancellation of this mission, the SVPP has been used to provide primary and backup electric power to support MOSR activities for the Space Launch Complexes. This document provides economic analysis in support of VAFB decisions about future operation of the SVPP. This analysis complied with the life-cycle cost (LCC) analytical approach detailed in 10 CFR 436, which is used in support of all Federal energy decisions. Many of the SVPP operational and environmental cost estimates were provided by VAFB staff, with additional information from vendors and engineering contractors. The LCC analysis consisted of three primary operating strategies, each with a level of service equal to or better than the current status-quo operation. These scenarios are: Status-quo operation where the SVPP provides both primary and backup MOSR power; Purchased utility power providing primary MOSR support with backup power provided by an Uninterruptible Power Supply (UPS) system. The SVPP would be used to provide power for long-duration power outages; Purchased utility power provides primary MOSR support with backup power provided by a UPS system. A new set of dedicated generators would provide backup power for long-duration power outages.

    Sea lion mortalities in central California during May and June 1998 were traced to their ingestion of sardines and anchovies that had accumulated the neurotoxin domoic acid. The detection of toxin in urine, feces, and stomach contents of several sea lions represents the first proven occurrence of domoic acid transfer through the food chain to a marine mammal. The pennate diatoms, Pseudo-nitzschia multiseries and P. australis, were the dominant, toxin-producing phytoplankton constituting algal blooms near Monterey Bay, Half Moon Bay, and Oceano Dunes, areas where sea lions with neurological symptoms stranded. Toxic Pseudo-nitzschia were also found near Morrow Bay, Point Conception, Point Arguello, and Santa Barbara, demonstrating that these species were widespread along the central California coast in June 1998. Measurements of domoic acid during three cruises in early June showed the highest cellular toxin levels in P. multiseries near Point A?o Nuevo and in P. australis from Morro w Bay. Maximum cellular domoic acid levels were observed within 20 km of the coast between 0 and 5 m depth, although toxin was also measured to depths of 40 m. Hydrographic data indicated that the highest toxin levels and greatest numbers of toxic cells were positioned in water masses associated with upwelling zones near coastal headlands. Nutrient levels at these sites were less than those typically measured during periods of active upwelling, due to the 1998 El Ni?o event. The flow of cells and/or nutrients from coastal headlands into embayments where cells can multiply in a stratified environment is a possible mechanism of bloom development along the central California coast. This coupling of toxic Pseudo-nitzschia growth near upwelling zones with physical processes involved in cell transport will be understood only when long-term measurements are made at several key coastal locations, aiding in our capability to predict domoic-acid producing algal blooms.

To embark upon successful re-development and to optimize reservoir management, Venoco intends to investigate, map and characterize field fracture patterns and the reservoir conduit system. State of the art borehole imaging technologies including FMI, dipole sonic and cross-well seismic, interference tests and production logs will be employed to characterize fractures and micro faults. These data along with the existing database will be used for construction of a novel geologic model of the fracture network. Development of an innovative fracture network reservoir simulator is proposed to monitor and manage the aquifer's role in pressure maintenance and water production. The new fracture simulation model will be used for both planning optimal paths for new wells and improving ultimate recovery. In the second phase of this project, the model will be used for the design of a pilot program for downhole water re-injection into the aquifer simultaneously with oil production. Downhole water separation units attached to electric submersible pumps will be used to minimize surface fluid handling thereby improving recoveries per well and field economics while maintaining aquifer support. In cooperation with the DOE, results of the field studies as well as the new models developed and the fracture database will be shared with other operators.   20. Charge Recombination, Transport Dynamics, and Interfacial Effects in Organic Solar Cells

    The need for renewable sources of energy is well known. Conversion of sunlight to electricity using solar cells is one of the most important opportunities for creating renewable energy sources. The research carried out under DE-FG02-08ER46535 focused on the science and technology of “Plastic” solar cells comprised of organic (i.e. carbon based) semiconductors. The Bulk Heterojunction concept involves a phase separated blend of two organic semiconductors each with dimensions in the nano-meter length scale --- one a material that functions as a donor for electrons and the other a material that functions as an acceptor for electrons. The nano-scale inter-penetrating network concept for “Plastic” solar cells was created at UC Santa Barbara. A simple measure of the impact of this concept can be obtained from a Google search which gives 244,000 “hits” for the Bulk Heterojunction solar cell. Research funded through this program focused on four major areas: 1. Interfacial effects in organic photovoltaics, 2. Charge transfer and photogeneration of mobile charge carriers in organic photovoltaics, 3. Transport and recombination of the photogenerated charge carriers in organic photovoltaics, 4. Synthesis of novel organic semiconducting polymers and semiconducting small molecules, including conjugated polyelectrolytes. Following the discovery of ultrafast charge transfer at UC Santa Barbara in 1992, the nano-organic (Bulk Heterojunction) concept was formulated. The need for a morphology comprising two interpenetrating bicontinuous networks was clear: one network to carry the photogenerated electrons (negative charge) to the cathode and one network to carry the photo-generated holes (positive charge) to the anode.     The Sixteenth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 23-25, 1991. The Workshop Banquet Speaker was Dr. Mohinder Gulati of UNOCAL Geothermal. Dr. Gulati gave an inspiring talk on the impact of numerical simulation on development of geothermal energy both in The Geysers and the Philippines. Dr. Gulati was the first recipient of The Stanford Geothermal Program Reservoir Engineering Award for Excellence in Development of Geothermal Energy. Dr. Frank Miller presented the award. The registered attendance figure of one hundred fifteen participants was up slightly from last year. There were seven foreign countries represented: Iceland, Italy, Philippines, Kenya, the United Kingdom, Mexico, and Japan. As last year, papers on about a dozen geothermal fields outside the United States were presented. There were thirty-six papers presented at the Workshop, and two papers were submitted for publication only. Attendees were welcomed by Dr. Khalid Aziz, Chairman of the Petroleum Engineering Department at Stanford. Opening remarks were presented by Dr. Roland Horne, followed by a discussion of the California Energy Commission's Geothermal Activities by Barbara Crowley, Vice Chairman; and J.E. ''Ted'' Mock's presentation of the DOE Geothermal Program: New Emphasis on Industrial Participation. Technical papers were organized in twelve sessions concerning: hot dry rock, geochemistry, tracer injection, field performance, modeling, and chemistry/gas. As in previous workshops, session chairpersons made major contributions to the program. Special thanks are due to Joel Renner, Jeff Tester, Jim Combs, Kathy Enedy, Elwood Baldwin, Sabodh Garg, Marcel0 Lippman, John Counsil, and Eduardo Iglesias.     The above quote, taken from the executive summary of the Report from the US DOE Basic Energy Sciences Workshop held August 6–8, 2007,[1] places in context the research carried out at the University of California, Santa Barbara, which is reported in this document. The enormous impact of heterogeneous catalysis is exemplified by the Haber process for the synthesis of ammonia, which consumes a few % of the world’s energy supply and natural gas, and feeds as many as a third of the world’s population. While there have been numerous advances in understanding the process,[2] culminating in the awarding of the Nobel Prize to Gerhard Ertl in 2007, it is interesting to note that the catalysts themselves have changed very little since they were discovered heuristically in the the early part of the 20th century. The thesis of this report is that modern materials chemistry, with all the empirical knowledge of solid state chemistry, combined with cutting edge structural tools, can help develop and better heterogeneous catalysis. The first part of this report describes research in the area of early transition metal carbides (notably of Mo and W), potentially useful catalysts for water gas shift (WGS) and related reactions of use to the hydrogen economy. Although these carbides have been known to be catalytically useful since the 1970s,[3] further use of these relatively inexpensive materials have been plagued by issues of low surface areas and ill-defined, and often unreactive surfaces, in conjunction with deactivation. We have employed for the first time, a combination of constant-wavelength and time-of-flight neutron scattering, including a total scattering analysis of the latter data, to better understand what happens in these materials, in a manner that for the first time, reveals surface graphitic carbon in these materials in a quantitative manner. Problems of preparation, surface stability, and irreversible reactivity have become manifest in this class of materials

    Advanced Test Reactor National Scientific User Facility (ATR NSUF) Monthly Report November 2014 Highlights Rory Kennedy and Sarah Robertson attended the American Nuclear Society Winter Meeting and Nuclear Technology Expo in Anaheim, California, Nov. 10-13. ATR NSUF exhibited at the technology expo where hundreds of meeting participants had an opportunity to learn more about ATR NSUF. Dr. Kennedy briefed the Nuclear Engineering Department Heads Organization (NEDHO) on the workings of the ATR NSUF. • Rory Kennedy, James Cole and Dan Ogden participated in a reactor instrumentation discussion with Jean-Francois Villard and Christopher Destouches of CEA and several members of the INL staff. • ATR NSUF received approval from the NE-20 office to start planning the annual Users Meeting. The meeting will be held at INL, June 22-25. • Mike Worley, director of the Office of Innovative Nuclear Research (NE-42), visited INL Nov. 4-5. Milestones Completed • Recommendations for the Summer Rapid Turnaround Experiment awards were submitted to DOE-HQ Nov. 12 (Level 2 milestone due Nov. 30). Major Accomplishments/Activities • The University of California, Santa Barbara 2 experiment was unloaded from the GE-2000 at HFEF. The experiment specimen packs will be removed and shipped to ORNL for PIE. • The Terrani experiment, one of three FY 2014 new awards, was completed utilizing the Advanced Photon Source MRCAT beamline. The experiment investigated the chemical state of Ag and Pd in SiC shell of irradiated TRISO particles via X-ray Absorption Fine Structure (XAFS) spectroscopy. Upcoming Meetings/Events • The ATR NSUF program review meeting will be held Dec. 9-10 at L’Enfant Plaza. In addition to NSUF staff and users, NE-4, NE-5 and NE-7 representatives will attend the meeting.   5. Use of Biostratigraphy to Increase Production, Reduce Operating Costs and Risks and Reduce Environmental Concerns in Oil Well Drilling

    In the Santa Maria Basin, Santa Barbara County, California, four wells were processed and examined to determine the age and environment parameters in the oil producing sections. From west to east, we examined Cabot No. 1 Ferrero-Hopkins,from 3917.7 m (12850 ft) to 4032 m (13225 ft); Sun No. 5 Blair, from 3412 m (11190 ft) to 3722.5 m (12210 ft); Triton No. 10 Blair, from 1552 m (5090 ft) to 1863 m (6110 ft); and OTEC No. 1 Boyne, from 2058 m (6750 ft) to 2528 m (8293 ft). Lithic reports with lithic charts were prepared and submitted on each well. These tested for Sisquoc Fm lithology to be found in the Santa Maria area. This was noted in the OTEC No. 1 Boyne interval studied. The wells also tested for Monterey Fm. lithology, which was noted in all four wells examined. Composite samples of those intervals [combined into 9.15 m (30 foot) intervals] were processed for paleontology. Although the samples were very refractory and siliceous, all but one (Sun 5 Blair) yielded index fossil specimens, and as Sun 5 Blair samples below 3686 m (12090 ft) were processed previously, we were able to make identifications that would aid this study. The intervals examined were of the Sisquoc Formation, the Low Resistivity and the High Resistivity sections of the Monterey Formation. The Lower Sisquoc and the top of the late Miocene were identified by six index fossils: Bolivina barbarana, Gyroidina soldanii rotundimargo, Bulimina montereyana, Prunopyle titan, Axoprunum angelinum and Glyphodiscus stellatus. The Low Resistivity Monterey Fm. was identified by eight index fossils, all of which died out at the top of the late Miocene, late Mohnian: Nonion goudkoffi, Brizalina girardensis, Cibicides illingi, Siphocampe nodosaria, Stephanogonia hanzawai, Uvigerina modeloensis, Buliminella brevior, Tytthodiscus sp.and the wide geographic ranging index pelagic fossil, Sphaeroidinellopsis subdehiscens.   6. High-Efficiency Non-Polar GaN-Based LEDs

    Inlustra Technologies with subcontractor U.C. Santa Barbara conducted a project with the principle goal of demonstrating high internal quantum efficiency blue (430 nm) and green (540nm) light emitting diodes (LEDs) on low-defect density non-polar GaN wafers. Inlustra pursued the fabrication of smooth thick a-plane and m-plane GaN films, as well as defect reduction techniques such as lateral epitaxial overgrowth (LEO) to uniformly lower dislocation density in these films. Limited free-standing wafers were produced as well. By the end of the reporting period, Inlustra had met its milestone of dislocation reduction to < 5 x 10{sup 6} cm{sup -2}. Stacking faults were still present in appreciable density ({approx} 1 x 10{sup 5} cm{sup -1}), but were not the primary focus of defect reduction since there have been no published studies establishing their detrimental effects on LED performance. Inlustra's LEO progress built a solid foundation upon which further commercial development of GaN substrates will occur. UCSB encountered multiple delays in its LED growth and fabrication efforts due to unavoidable facilities outages imposed by ongoing construction in an area adjacent to the metalorganic chemical vapor deposition (MOCVD) laboratory. This, combined with the large amount of ab initio optimization required for the MOCVD system used during the project, resulted in unsatisfactory LED progress. Although numerous blue-green photoluminescence results were obtained, only a few LED structures exhibited electroluminescence at appreciable levels. UCSB also conducting extensive modeling (led by Prof. Van de Walle) on the problem of non-radiative Auger recombination in GaN-based LED structures, which has been posited to contribute to LED efficiency 'droop' at elevated current density.   7. Oilfield Flare Gas Electricity Systems (OFFGASES Project)

    The Oilfield Flare Gas Electricity Systems (OFFGASES) project was developed in response to a cooperative agreement offering by the U.S. Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) under Preferred Upstream Management Projects (PUMP III). Project partners included the Interstate Oil and Gas Compact Commission (IOGCC) as lead agency working with the California Energy Commission (CEC) and the California Oil Producers Electric Cooperative (COPE). The project was designed to demonstrate that the entire range of oilfield 'stranded gases' (gas production that can not be delivered to a commercial market because it is poor quality, or the quantity is too small to be economically sold, or there are no pipeline facilities to transport it to market) can be cost-effectively harnessed to make electricity. The utilization of existing, proven distribution generation (DG) technologies to generate electricity was field-tested successfully at four marginal well sites, selected to cover a variety of potential scenarios: high Btu, medium Btu, ultra-low Btu gas, as well as a 'harsh', or high contaminant, gas. Two of the four sites for the OFFGASES project were idle wells that were shut in because of a lack of viable solutions for the stranded noncommercial gas that they produced. Converting stranded gas to useable electrical energy eliminates a waste stream that has potential negative environmental impacts to the oil production operation. The electricity produced will offset that which normally would be purchased from an electric utility, potentially lowering operating costs and extending the economic life of the oil wells. Of the piloted sites, the most promising technologies to handle the range were microturbines that have very low emissions. One recently developed product, the Flex-Microturbine, has the potential to handle the entire range of oilfield gases. It is deployed at an oilfield near Santa Barbara to run on waste gas that is only 4% the
