    This report serves as the Final Report for Santa Barbara Countys Energy Efficiency and Conservation Block Grant (EECBG) BetterBuildings Neighborhood Program (BBNP) award from the U.S. Department of Energy (DOE). This report explains how DOE BBNP funding was invested to develop robust program infrastructure designed to help property owners complete energy improvements, thereby generating substantial outcomes for the local environment and economy. It provides an overview of program development and design within the grant period, program accomplishments and challenges to date, and a plan for the future sustainability of emPower, the Countys innovative clean energy and building efficiency program. During the grant period, Santa Barbara Countys emPower program primarily targeted 32,000 owner occupied, single family, detached residential homes over 25 years old within the County. In order to help these homeowners and their contractors overcome market barriers to completing residential energy improvements, the program developed and promoted six voluntary, market-based service areas: 1) low cost residential financing (loan loss reserve with two local credit unions), 2) residential rebates, 3) local customer service, 4) expert energy advising, 5) workforce development and training, and 6) marketing, education and outreach. The main goals of the program were to lower building energy use, create jobs and develop a lasting regional building performance market. These services have generated important early outcomes and lessons after the programs first two years in service. The DOE BBNP funding was extended through October 2014 to enable Santa Barbara County to generate continued outcomes. In fact, funding related to residential financing remains wholly available for the foreseeable future to continue offering Home Upgrade Loans to approximately 1,300 homeowners. The Countys investment of DOE BBNP funding was used to build a lasting, effective, and innovative program design that has earned statewide recognition and distinction. As a result of the Countys leadership, the California Energy Commission (CEC) and the California Public Utilities Commission (PUC) offered over $5 million in funding to continue realizing ongoing returns on the initial investment made in developing emPower, alongside remaining (extended) DOE BBNP funds. These new funding sources, accepted by the County Board of Supervisors on June 25, 2013, also allow the program to expand its innovative energy solutions to the broader region, including Ventura and San Luis Obispo Counties.

Unit 4 of the Walter Scott, Jr. Energy Center (WSEC) entered into service in June 2006 doubling the capacity of the PRB-coal fuelled plant to 1,600 MW. This is the first major new supercritical plant in the US in more than 15 years. The design of the boiler and the air pollution control systems downstream are described and illustrated. Unit 4 won the 2007 Plant of the Year awarded by Power magazine. 11 figs.

    The University of California Campus-Laboratory Collaboration (CLC) project is an integrated 3 year effort involving Lawrence Livermore National Laboratory (LLNL) and four UC campuses - Los Angeles (UCLA), Riverside (UCR), Santa Barbara (UCSB), and San Diego (UCSD) - plus additional collaborators at San Diego State University (SDSU), at Los Alamos National Laboratory and in industry. The primary purpose of the project is to estimate potential ground motions from large earthquakes and to predict site-specific ground motions for one critical structure on each campus. This project thus combines the disciplines of geology, seismology, geodesy, soil dynamics, and earthquake engineering into a fully integrated approach. Once completed, the CLC project will provide a template to evaluate other buildings at each of the four UC campuses, as well as provide a methodology for evaluating seismic hazards at other critical sites in California, including other UC locations at risk from large earthquakes. Another important objective of the CLC project is the education of students and other professional in the application of this integrated, multidisciplinary, state-of-the-art approach to the assessment of earthquake hazard. For each campus targeted by the CLC project, the seismic hazard study will consist of four phases: Phase I - Initial source and site characterization, Phase II - Drilling, logging, seismic monitoring, and laboratory dynamic soil testing, Phase III - Modeling of predicted site-specific earthquake ground motions, and Phase IV - Calculations of 3D building response. This report cover Phase I for the UCSB campus and incudes results up through March 1997.

    The shape composition of detrital quartz grains from the medium sand fraction of 61 samples collected from the eastern and central Santa Barbara Littoral Cell was determined using Fourier analysis. Nine sample sets were obtained by various organizations from the shoreface (0 to [minus]9 m MLLW) of beaches, rivers, coastal cliffs and dunes as well as the inner continental shelf ([minus]16 to [minus]23 m MLLW) between June, 1969 and March, 1992. The Ventura and Santa Clara River samples are statistically homogeneous with respect to quartz grain shape. Littoral and inner shelf samples from the Ventura area are composed principally of resedimented sand from the Ventura and Santa Clara Rivers, but also contain sand from an unidentified source exposed on the adjacent inner shelf. No statistically significant change in the grain-shape composition of upper shoreface (0 m MLLW) samples in the Ventura area occurs within the observed sample sets, which represent a period of 23 years. Seasonal variation within the Ventura area is marked by an increase in the abundance of more elongate grains on the upper shoreface during the summer months, and a decrease in the abundance of such grains during the oceanographic winter. The increase in more elongate grains during the summer most likely reflects the onshore transport of shelf-derived grains through ridge and runnel systems, whereas the decrease in the abundance of such grains reflects mixing with pre-existing backshore sand containing more equate grains during winter storms. The selective transport of more elongate grains is evidenced by the enrichment of such grains within Ventura Harbor ([minus]7 m MLLW).

    Expectations for non-baryonic dark matter are founded principally in Big Bang nucleosynthesis calculations, which indicate that the missing mass of the universe is not likely to be baryonic. The supersymmetric standard model (SUSY) offers a promising framework for expectations of particle species which could satisfy the observed properties of dark matter. WIMPs are the most likely SUSY candidate for a dark matter particle. The High Energy Physics Group at University of California, Santa Barbara, is part of the CDMSII Collaboration and have provided the Interactive Plotter for WIMP Dark Matter Limit-Direct Detection Data on their website. They invite other collaborations working on dark matter research to submit datasets and, as a result, have more than 150 data sets now available for use with the plotting tool. The published source of the data is provided with each data set.

    The development of comprehensive two-dimensional gas chromatography (GC x GC) has expanded the analytical window for studying complex mixtures like oil. Compared to traditional gas chromatography, this technology separates and resolves at least an order of magnitude more compounds, has a much larger signal to noise ratio, and sorts compounds based on their chemical class; hence, providing highly refined inventories of petroleum hydrocarbons in geochemical samples that was previously unattainable. In addition to the increased resolution afforded by GC x GC, the resulting chromatograms have been used to estimate the liquid vapor pressures, aqueous solubilities, octanol-water partition coefficients, and vaporization enthalpies of petroleum hydrocarbons. With these relationships, powerful and incisive analyses of phase-transfer processes affecting petroleum hydrocarbon mixtures in the environment are available. For example, GC x GC retention data has been used to quantitatively deconvolve the effects of phase transfer processes such as water washing and evaporation. In short, the positive attributes of GC x GC-analysis have led to a methodology that has revolutionized the analysis of petroleum hydrocarbons. Overall, this research has opened numerous fields of study on the biogeochemical "?genetics" (referred to as petroleomics) of petroleum samples in both subsurface and surface environments. Furthermore, these new findings have already been applied to the behavior of oil at other seeps as well, for petroleum exploration and oil spill studies.

    Studies have confirmed the possibility of significant temperature decreases and other severe environmental perturbations following a nuclear war, with potentially critical implications for human survival. Nevertheless, important uncertainties remain to be resolved. Fuel Inventories; Fuel Impaction; The quantities of fuels affected by nuclear explosions are sensitive to the scenario adopted. Smoke Emission Factor: Burning petroleum, plastics, and related materials can emit 5% or more of their mass as soot; recent experiments reveal that the combustion of wood under restricted ventilation can convert up to 2% to soot; such emission factors imply blacker smoke than has been presumed in most existing studies. Plume Heights: Simulations and observations indicate initial smoke injection as high as 15 kilometers. Prompt Scavenging: The immediate rainout of the sooty component of smoke emissions is probably less than 50%, because of its poor nucleation properties relative to other materials, and because of the likely overseeding and reduced precipitation efficiencies of smoke clouds. Mesoscale Dispersion; Acute Climate Change: The extent of land surface cooling for a specific smoke injection can presently be estimated to within a factor of 2; Long-term Climate Change: Preliminary investigations show important couplings between smoke injections, oceanic responses, ice formation, and other processes that drive persistent climate fluctuations over periods of years; residual stabilized smoke layers could greatly enhance these effects; uncertainty about the long-term chemical interaction between soot and ozone must be resolved; Other Environmental Effects; Biological Impacts.
