    Expectations for non-baryonic dark matter are founded principally in Big Bang nucleosynthesis calculations, which indicate that the missing mass of the universe is not likely to be baryonic. The supersymmetric standard model (SUSY) offers a promising framework for expectations of particle species which could satisfy the observed properties of dark matter. WIMPs are the most likely SUSY candidate for a dark matter particle. The High Energy Physics Group at University of California, Santa Barbara, is part of the CDMSII Collaboration and have provided the Interactive Plotter for WIMP Dark Matter Limit-Direct Detection Data on their website. They invite other collaborations working on dark matter research to submit datasets and, as a result, have more than 150 data sets now available for use with the plotting tool. The published source of the data is provided with each data set.

    This report serves as the Final Report for Santa Barbara County’s Energy Efficiency and Conservation Block Grant (EECBG) BetterBuildings Neighborhood Program (BBNP) award from the U.S. Department of Energy (DOE). This report explains how DOE BBNP funding was invested to develop robust program infrastructure designed to help property owners complete energy improvements, thereby generating substantial outcomes for the local environment and economy. It provides an overview of program development and design within the grant period, program accomplishments and challenges to date, and a plan for the future sustainability of emPower, the County’s innovative clean energy and building efficiency program. During the grant period, Santa Barbara County’s emPower program primarily targeted 32,000 owner occupied, single family, detached residential homes over 25 years old within the County. In order to help these homeowners and their contractors overcome market barriers to completing residential energy improvements, the program developed and promoted six voluntary, market-based service areas: 1) low cost residential financing (loan loss reserve with two local credit unions), 2) residential rebates, 3) local customer service, 4) expert energy advising, 5) workforce development and training, and 6) marketing, education and outreach. The main goals of the program were to lower building energy use, create jobs and develop a lasting regional building performance market. These services have generated important early outcomes and lessons after the program’s first two years in service. The DOE BBNP funding was extended through October 2014 to enable Santa Barbara County to generate continued outcomes. In fact, funding related to residential financing remains wholly available for the foreseeable future to continue offering Home Upgrade Loans to approximately 1,300 homeowners. The County’s investment of DOE BBNP funding was used to build a lasting, effective, and innovative

    California oil producers face a loss of production this year because of constraints on pipeline and tanker transportation to Los Angeles area refineries. The potential bottleneck is occurring at a time when Outer Continental Shelf production is near capacity from Chevron Corp.'s Point Arguello project at the same time production is increasing from Exxon Corp.'s nearby Santa Ynex Unit (SYU) expansion. Both megaprojects must compete for pipeline space with onshore crude producers, notably in California's San Joaquin Valley (SJV). Recent development limiting transportation options include: An indefinite shutdown of Four Corners Pipe Line Co.'s 50,000 b/d Line No. 1, damaged by the Jan. 17 earthquake; Loss of a tanker permit by Chevron and partners for offshore Point Arguello production; Permanent shutdown of Exxon's offshore storage and treatment (OST) facility, which since 1981 has used tankers to transport about 20,000 b/d of SYU production from the Santa Barbara Channel to Los Angeles. The OST, the first commercial floating production system in the US -- placed in the Santa Barbara Channel in 1981 after a decade of precedent setting legal and political battles -- was shut down Apr. 4. The paper discusses these production concerns, available options, the OST shutdown, and the troubled history of the OST.

    This paper reports on preliminary work leading to permitting efforts for a 171 mile pipeline to move low gravity crude from giant fields of California to the Los Angeles area. The 20 in., unheated pipeline would cost $180-190 million and could go on stream in 3-3 1/2 years. The project has the backing of partners in development of giant Point Arguello field in the Santa Maria basin off Santa Barbara County, a project blocked from start-up for more than 3 years by permitting wrangles. Pipeline sponsors also have proposed moving oil production from development of Santa Ynez Unit in the Santa Barbara Channel. Point Arguello production is expected to start this year with flow limited to 20,000 b/d, moving moved by pipeline to refineries outside Los Angeles.     Barbara gas field, discovered in 1971, is located in the northern sector of the Adriatic offshore. The field is a gentle anticline involving Quaternary clastic sediments and shaped by carbonate Mesozoic morphology. The presence of shallow gas pockets at the crest of the structure distort the seismic signal to such an extent that structural reconstruction using seismic data is not possible. Moreover, time delays and ray-path anomalies do not allow the use of staking velocities for the depth conversion. Seismic attribute analysis, instead of velocities, and time delays on the isochrone maps are providing a key to the understanding of seismic anomalies and are an indirect tool for reconstructing the real structural configuration of the field. The appraisal story of the field illustrates how the previously mentioned complications influenced its delineation and how an understanding of these complications helped in upgrading the reserves from an initial value of 10 billion ECM of gas to 40 billion ECM. Additional data acquired with the development wells tend to increase the estimate. Therefore, Barbara field is the most important Italian gas field of the decade. The producing formation is composed of very thin-bedded sandstone and shale intercalations, representing the peculiarity of this reservoir. Development of the field is being achieved with six production platforms and 72 wells.

    Sea lion mortalities in central California during May and June 1998 were traced to their ingestion of sardines and anchovies that had accumulated the neurotoxin domoic acid. The detection of toxin in urine, feces, and stomach contents of several sea lions represents the first proven occurrence of domoic acid transfer through the food chain to a marine mammal. The pennate diatoms, Pseudo-nitzschia multiseries and P. australis, were the dominant, toxin-producing phytoplankton constituting algal blooms near Monterey Bay, Half Moon Bay, and Oceano Dunes, areas where sea lions with neurological symptoms stranded. Toxic Pseudo-nitzschia were also found near Morrow Bay, Point Conception, Point Arguello, and Santa Barbara, demonstrating that these species were widespread along the central California coast in June 1998. Measurements of domoic acid during three cruises in early June showed the highest cellular toxin levels in P. multiseries near Point A?o Nuevo and in P. australis from Morro w Bay. Maximum cellular domoic acid levels were observed within 20 km of the coast between 0 and 5 m depth, although toxin was also measured to depths of 40 m. Hydrographic data indicated that the highest toxin levels and greatest numbers of toxic cells were positioned in water masses associated with upwelling zones near coastal headlands. Nutrient levels at these sites were less than those typically measured during periods of active upwelling, due to the 1998 El Ni?o event. The flow of cells and/or nutrients from coastal headlands into embayments where cells can multiply in a stratified environment is a possible mechanism of bloom development along the central California coast. This coupling of toxic Pseudo-nitzschia growth near upwelling zones with physical processes involved in cell transport will be understood only when long-term measurements are made at several key coastal locations, aiding in our capability to predict domoic-acid producing algal blooms.

    Our study targets recent (Plio-Pleistocene) faults and young (Tertiary) petroleum fields in southern California. Faults include the Refugio Fault in the Transverse Ranges, the Ellwood Fault in the Santa Barbara Channel, and most recently the Newport- Inglewood in the Los Angeles Basin. Subsurface core and tubing scale samples, outcrop samples, well logs, reservoir properties, pore pressures, fluid compositions, and published structural-seismic sections have been used to characterize the tectonic/diagenetic history of the faults. As part of the effort to understand the diagenetic processes within these fault zones, we have studied analogous processes of rapid carbonate precipitation (scaling) in petroleum reservoir tubing and manmade tunnels. From this, we have identified geochemical signatures in carbonate that characterize rapid CO2 degassing. These data provide constraints for finite element models that predict fluid pressures, multiphase flow patterns, rates and patterns of deformation, subsurface temperatures and heat flow, and geochemistry associated with large fault systems.

    In September 2013, an experiment using Distributed Acoustic Sensing (DAS) was conducted at Garner Valley, a test site of the University of California Santa Barbara (Lancelle et al., 2014). This submission includes all DAS data recorded during the experiment. The sampling rate for all files is 1000 samples per second. Any files with the same filename but ending in _01, _02, etc. represent sequential files from the same test.     Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

  2. California Hydrogen Infrastructure Project

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs

    Last March, more than two years after California passed legislation to slash greenhouse gas emissions 25 percent by 2020, Lawrence Berkeley National Laboratory scientist Marc Fischer boarded a Cessna loaded with air monitoring equipment and crisscrossed the skies above Sacramento and the Bay Area. Instruments aboard the aircraft measured a cocktail of greenhouse gases: carbon dioxide from fossil fuel use, methane from livestock and landfills, CO2 from refineries and power plants, traces of nitrous oxide from agriculture and fuel use, and industrially produced other gases like refrigerants. The flight was part of the Airborne Greenhouse Gas Emissions Survey, a collaboration between Berkeley Lab, the National Oceanic and Atmospheric Administration, and the University of California, and UC Davis to pinpoint the sources of greenhouse gases in central California. The survey is intended to improve inventories of the states greenhouse gas emissions, which in turn will help scientists verify the emission reductions mandated by AB-32, the legislation enacted by California in 2006.

These four are: Pacific Gas and Electric (PG and E), Southern California Edison (SCE), Southern California Gas (SoCalGas), and San diego Gas and Electric (SDG and E). These studies covered residential, commercial, industrial, and agricultural DSM programs and provided a wealth of information on program impacts. The objective of this report is to summarize the results of these DSM evaluation studies in order to describe what DSM has achieved in California, to assess how well these achievements were forecast, and to compare the effectiveness of different types of DSM programs. This report documents the sizable investment made by the California utilities in their 1990--92 DSM programs. Between 1990 and 1992, the four utilities spent $772 million on energy-efficiency/conservation programs. This report also summarizes the realization rates estimated by the 50+ evaluation studies. Realization rates are defined as ex-post net savings estimates divided by ex-ante net savings estimates. Realization rates are summarized for 158 programs and program segments.

    Vandenberg Air Force Base (VAFB), located approximately 50 miles northwest of Santa Barbara, California, commissioned the Pacific Northwest Laboratory to conduct an economic analysis of operating alternatives of the South Vandenberg Power Plant (SVPP). Recent concern over SVPP operating and environmental costs prompted VAFB personnel to consider other means to support the Missile Operation Support Requirement (MOSR). The natural gas-fired SVPP was originally designed to support the Space Transportation System launch activities. With cancellation of this mission, the SVPP has been used to provide primary and backup electric power to support MOSR activities for the Space Launch Complexes. This document provides economic analysis in support of VAFB decisions about future operation of the SVPP. This analysis complied with the life-cycle cost (LCC) analytical approach detailed in 10 CFR 436, which is used in support of all Federal energy decisions. Many of the SVPP operational and environmental cost estimates were provided by VAFB staff, with additional information from vendors and engineering contractors. The LCC analysis consisted of three primary operating strategies, each with a level of service equal to or better than the current status-quo operation. These scenarios are: Status-quo operation where the SVPP provides both primary and backup MOSR power; Purchased utility power providing primary MOSR support with backup power provided by an Uninterruptible Power Supply (UPS) system. The SVPP would be used to provide power for long-duration power outages; Purchased utility power provides primary MOSR support with backup power provided by a UPS system. A new set of dedicated generators would provide backup power for long-duration power outages.
