"To make their owne termes": servant rebelliousness and the transitionto slavery in seventeenth-century Barbados and Virginia

E-Print Network (OSTI)

Throughout the seventeenth century the English colonies of Barbados and Virginia relied upon the institution of indentured servitude to meet their labor needs. By the end of the seventeenth century, however, both colonies had come to rely upon African slavery as the primary source of laborers. Multiple factors prompted this change, including economic and demographic changes as well as social developments in each colony. The adoption of slave labor occurred, however, in the context of servant rebellions, a factor that has not been explored in the study of developing slave societies. Multiple rebellions on the island of Barbados and throughout the Virginia countryside helped create a context in which planters perceived servants to be more difficult to control than slaves. With that mindset, plantation owners turned to African slavery to meet their labor demands, benefit them economically, and alleviate real or perceived social pressures caused by servant rebellion.

Development and testing of a high-resolution model for tropospheric sulfate driven by observation-derived meteorology

Science Conference Proceedings (OSTI)

A high-resolution three-dimensional Eulerian transport and transformation model has been developed to simulate concentrations of tropospheric sulfate for specific times and locations; it was applied over the North Atlantic and adjacent continental regions during October and November, 1986. The model represents emissions of anthropogenic SO{sub 2} and sulfate and of biogenic sulfur species, horizontal and vertical transport, gas-phase oxidation of SO{sub 2} and dimethylsulfide, aqueous-phase oxidation of SO{sub 2}, and wet and dry deposition of SO{sub 2}, sulfate, and methanesulfonic acid (MSA). The meteorological driver is the 6-hour output from the forecast model of the European Centre for Medium-Range Weather Forecasts. Calculated sulfate concentrations and column burdens, examined in detail for October 15 and October 22 at 6Z, are related to existing weather patterns. These results exhibit rich temporal and spatial structure; the characteristic (1/e) temporal autocorrelation time for the sulfate column burdens over the central North Atlantic averages 20 hours; 95% of the values were 25 hours or less. The characteristic distance of spatial autocorrelation over this region depends on direction and averages 1,600 km; with 10{sup th} percentile value of 400 km and 90{sup th} percentile value of 1,700 km. Daily average model sulfate concentrations at the lowest vertical accurately represent the spatial variability, temporal episodicity, and absolute magnitudes of surface concentrations measured by monitoring stations in Europe, Canada and Barbados.

Annotated bibliography of coal in the Caribbean region. [Lignite

SciTech Connect

The purpose of preparing this annotated bibliography was to compile information on coal localities for the Caribbean region used for preparation of a coal map of the region. Also, it serves as a brief reference list of publications for future coal studies in the Caribbean region. It is in no way an exhaustive study or complete listing of coal literature for the Caribbean. All the material was gathered from published literature with the exception of information from Cuba which was supplied from a study by Gordon Wood of the US Geological Survey, Branch of Coal Resources. Following the classification system of the US Geological Survey (Wood and others, 1983), the term coal resources has been used in this report for reference to general estimates of coal quantities even though authors of the material being annotated may have used the term coal reserves in a similar denotation. The literature ranges from 1857 to 1981. The countries listed include Colombia, Mexico, Venezuela, Cuba, the Dominican Republic, Haiti, Jamaica, Puerto Rico, and the countries of Central America.

Leonard Wood and the American Empire

E-Print Network (OSTI)

During the ten years following the Spanish American War (1898 to 1908), Major General Leonard Wood served as the primary agent of American imperialism. Wood was not only a proconsul of the new American Empire; he was a symbol of the empire and the age in which he served. He had the distinction of directing civil and military government in Cuba and the Philippines where he implemented the imperial policies given to him by the administrations of William McKinley and Theodore Roosevelt. In Cuba, he labored to rebuild a state and a civil society crippled by decades of revolutionary ferment and guided the administration's policy through the dangerous channels of Cuban politics in a way that satisfied at least to the point of avoiding another revolution both the Cubans and the United States. In the Philippines, Wood took control of the Moro Province and attempted to smash the tribal-religious leadership of Moro society in order to bring it under direct American rule. His personal ideology, the imperial policies he shepherded, and the guidance he provided to fellow military officers and the administrations he served in matters of colonial administration and defense shaped the American Empire and endowed it with his personal stamp.

Solar radiation is modeled using the NREL METSTAT model, with surface observed cloud cover being the principal model input. Each container file contains up to 30 yearly files for one station, plus the Typical Meteorological Year (TMY) file for the selected station, plus documentation files and a TMY data reader file for use with Microsoft Excel. (Purpose): Simulations (Supplemental Information): The intended use of these data files is for computer simulations of solar energy conversion systems and building systems. The yearly data may be suitable for designing systems and their components to meet the worst-case conditions occurring at a location, if enough years of data are present. The TMY consists of months selected from individual years and concatenated to form a complete year.. Because of the selection criteria, these TMYs are not appropriate for simulations of wind energy conversion systems. A TMY provides a standard for hourly data for solar radiation and other meteorological elements that permit performance comparisons of system types and configurations for one or more locations. A TMY is not necessarily a good indicator of conditions over the next year, or even the next 5 years. Rather, it represents conditions judged to be typical over a long period of time, such as 30 years.

Left-Wing Extremism: The Current Threat

SciTech Connect

Left-wing extremism is ''alive and well'' both in the US and internationally. Although the current domestic terrorist threat within the U. S. is focused on right-wing extremists, left-wing extremists are also active and have several objectives. Leftist extremists also pose an espionage threat to U.S. interests. While the threat to the U.S. government from leftist extremists has decreased in the past decade, it has not disappeared. There are individuals and organizations within the U.S. who maintain the same ideology that resulted in the growth of left-wing terrorism in this country in the 1970s and 1980s. Some of the leaders from that era are still communicating from Cuba with their followers in the U.S., and new leaders and groups are emerging.

ECONOMIC REFORM AND COMMUNIST REGIME SURVIVABILTY: PAST, PRESENT, AND FUTURE

E-Print Network (OSTI)

While the collapse of communist rule and process of transitioning to democracy in the former-Soviet Union and its numerous satellite states certainly warrants the wealth of attention received, by no means does this signal that the history of communist state rule is ended. Contrary to popular beliefand even belief in academe it sometimes seemsCommunism still survives. In fact, a number of Asian states still claim to follow the path to a promised societal utopia under the guidance of their respective Politburos and may be described as not only surviving but thriving, experiencing economic stability and enjoying high rates of growth. This study examines the ramifications of economic and political reform policies implemented by four collapsed communist regimes which have transitioned to democratic governancethe former-Soviet Union, Poland, Hungary, and Czechoslovakiaas well as two surviving Asian communist regimesVietnam and Chinain identifying characteristic patterns of reform that are conducive to regime survival and/or collapse. The end objective herein is to provide projections for the future of the Castro regime in Cuba, which faces a critical juncture in the future with the impending death of its charismatic leader. I hypothesize that economic reform, through consistent implementation, generates credibility for both Communist Party elites and their future reform endeavors. Additionally, reform packages that manage to successfully stabilize the economy bestow an increased measure of legitimacy to the political elite, allowing the Communist Party to maintain political control, thereby avoiding collapse and the transition to democracy. The third and final section contains general discussion and what conclusions can be drawn from the results, as well as analysis of the history of reform efforts to present in the Caribbean island state of Cuba.

High Resolution Solar Energy Resource Assessment within the UNEP Project

Open Energy Info (EERE)

High Resolution Solar Energy Resource Assessment within the UNEP Project High Resolution Solar Energy Resource Assessment within the UNEP Project SWERA Dataset Summary Description (Abstract): To expand the world wide use of renewable energy a consistent, reliable, verifiable, and easily accessible database of solar energy resources is needed. Within the UNEP (United Nations Environment Programme) Project SWERA (Solar and Wind Energy Resource Assessment, http://swera.unep.net), funded by GEF (Global Environment Facility), a global database of solar and wind energy resources will be set up. SWERA will provide, beside the wind products, global horizontal irradiance, which is mostly used to plan photovoltaic systems, and direct normal irradiance, which is needed for solar concentrating systems. For selected countries throughout the world, additionally high resolution data will be produced which is required to plan solar energy systems in detail. Within SWERA, the partners DLR, SUNY and INPE calculate solar irradiance with high temporal resolution of 1 hour and with a spatial resolution of 10km x 10km. By processing data from geostationary satellites we provide solar irradiance data for Cuba, El Salvador, Honduras, Nicaragua, Guatemala, Brazil, Ghana, Ethiopia, Kenya, China, Sri Lanka, Nepal, and Bangladesh. In this paper we describe the ongoing work of developing this high resolution solar irradiance tx_metadatatool and cross-checking of the used solar irradiance algorithms for various satellite data.

could collapse at any time, has begun developing plans to help Cuba manage a change in government and nudge the aging president's successor toward a U.S.-style system. Administration officials say they are trying to chart how they would react if the Cuban leader's death, for example, opened the way for a leadership more sympathetic to the United States. And they are considering what they would do if it set off a mass migration toward Florida that the United States would have to head off. From President Bush down, the administration "has come to a realization that we need to be more vigorous in thinking through what we would do in any number of contingencies, " said a senior administration official who asked to remain unidentified. "We have a number of interests in play." Many analysts say the government that succeeds Castro might permit additional limited free enterprise- perhaps focusing on small businesses- as a way of turning around the impoverished island's economy. But many also believe that it would resist political reform. WASHINGTON Two F-16 fighter jets escorted a US Airways jet to Baltimore-

Why the Gulf War still matters: Foreign perspectives on the war and the future of international security. Report No. 16

Science Conference Proceedings (OSTI)

This report summarizes the main findings of a Center for National Security Studies (CNSS) project that examined how a number of nations other than the United States have reacted to the course and outcome of the Persian Gulf War of 1991. The project was built around studies of key countries on which the Gulf War might reasonably be expected to have had a significant impact: Argentina, the ASEAN states, Brazil, China, Cuba, Egypt, France, Germany, India, Iran, Iraq, Israel, Italy, Japan, Jordan, Libya, North Korea, Russia, Saudi Arabia, South Korea, Spain, Syria, Taiwan, the United Kingdom, Vietnam, and the states of the former Yugoslavia. These country studies were written by well-recognized independent experts following a common set of guidelines provided by CNSS. When the country studies were completed, they were reviewed and supplemented through a series of peer assessments and workshops. The report represents a synthesis of material generated through this process, and is intended to stimulate thought and further analysis on the critical topics discussed herein.

(Category 3). It made multiple landfalls throughout the Caribbean, including Antigua, the U.S. Virgin Islands, Hispaniola, and Cuba. On September 25, Hurricane Georges struck the U.S. mainland near Key West, Florida, and made final landfall on September 27 in Biloxi, Mississippi, as a Category 2 hurricane. This report presents preliminary data about deaths resulting from the hurricane in Puerto Rico. On September 23, all 78 civil divisions in Puerto Rico reported damage to homes, and 416 government-run shelters were housing approximately 28,000 persons. Approximately 700,000 persons were without water, and 1 million had no electricity. The medical examiner (ME) at the Institute of Forensic Sciences provided information about the number and causes of deaths associated with Hurricane Georges. The ME determined whether a death was hurricane-related, including deaths during the impact phase of the storm (i.e., associated with high winds, storm surge, or flash flooding), and during the post-impact phase (i.e., associated with hurricane-related effects such as structural damage, power outages, and injuries incurred during cleanup).
