    This paper examines the current system development processes of three major Turkish banks in terms of compliance to internationally accepted system development and software engineering standards to determine the common process problems of banks. After an in-depth investigation into system development and software engineering standards, related process-based standards were selected. Questions were then prepared covering the whole system development process by applying the classical Waterfall life cycle model. Each question is made up of guidance and suggestions from the international system development standards. To collect data, people from the information technology departments of three major banks in Turkey were interviewed. Results have been aggregated by examining the current process status of the three banks together. Problematic issues were identified using the international system development standards.

    In 1994 AEF signed a Cooperative Agreement with DOE to address a program called the African Power /Energy and Environmental Development Plan. The Program initially addressed five area: (1) Historical Black Colleges and Universities Energy/Environmental Program; (2) The Department of Energy and United States Private Industry Africa Program; (3) The Annual United States Energy Study Tour; (4) South African Training Program, and (5) South African Environmental Program. The programs were implemented in conjunction with DOE, institutions, agencies and the private sector support in the USA and within African nations. AEF has worked with government and technical representatives from 13 African nations and expanded the program to address sponsorship of South African students in Historical Black Colleges and Universities, supporting DOE trade missions through participation and planning, and giving presentations in the U.S., and Africa regarding business opportunities in the African energy sector. The programs implemented have also opened doors for the US private sector to seek business opportunities in Africa and for African nations to gain exposure to US products and services.

    Application of sealed sources in agriculture, medicine and industry was used in many African countries without having any arrangements in place for managing the sources when their useful life was over. In Tanzania a substantial use of such sources was utilized. In the early days source management was not an area that was given the required attention hence a legacy associated with sealed sources became evident in many African countries and Tanzania was one of them. In the 90's Tanzania Atomic Energy Commission (TAEC), realized the scope of the waste problem and began to participate in an International Atomic Energy Agency Regional (IAEA) project on waste management. Tanzania in cooperation with IAEA initiated activities under the IAEA Technical Cooperation and the Regional projects 'Strengthening Waste Management Infrastructure, RAF/4/015'; and 'Sustaining the Waste Management Infrastructure RAF/3/005' which played a significant role. The first outcome of the project was realized in 1999, as the first 'Temporary Radioactive Waste Storage Facility' began to operate. This particular Storage facility gave the first impact as well as the need to develop this particular infrastructure further. As the project carried on, more and more orphan sources were recovered, collected and safely stored at the facility. As the use of nuclear technology was expanding and the identification of the extent of sealed sources in the countries became more defined, the need to develop a 'Central Radioactive Waste Management Facility' (CRWMF) was becoming more desired. The central radioactive waste storage facility was constructed and commissioned in 2005. The facility was more advanced and could be used for much longer periods of time, as one of the most advanced storage facility in the Region. At present a large number of disused sources from various industries as well as from different activities are being stored at the facility. Tanzanian authorities are also planning to initiate a nationwide mission to recover and properly store as well as dispose of abandoned sources. Cooperation among the AFRA Member states has been very rewarding in terms of experience and its importance. Skills that have been gained during the past years of existence of the AFRA project will be a vital contribution for years to come. This paper discusses the experiences of United Republic of Tanzania on management of orphan radioactive sources. The need to develop its own radioactive waste management infrastructure was required due to the fact, that many disused radioactive sources have been found abandoned and needed to be properly disposed of. The paper will also discuss some of these experiences. (authors)

    Episodic events of both Saharan dust outbreaks and African easterly waves (AEWs) are observed to move westward over the eastern tropical Atlantic Ocean. The relationship between the warm, dry, and dusty Saharan air layer on the nearby storms has been the subject of considerable debate. In this study, the Weather Research and Forecasting model is used to investigate the radiative effect of dust on the development of AEWs during August and September, the months of maximumtropical cyclone activity, in years 2003–07. The simulations show that dust radiative forcing enhances the convective instability of the environment. As a result, mostAEWsintensify in the presence of a dust layer. The Lorenz energy cycle analysis reveals that the dust radiative forcing enhances the condensational heating, which elevates the zonal and eddy available potential energy. In turn, available potential energy is effectively converted to eddy kinetic energy, in which local convective overturning plays the primary role. The magnitude of the intensification effect depends on the initial environmental conditions, including moisture, baroclinity, and the depth of the boundary layer. The authors conclude that dust radiative forcing, albeit small, serves as a catalyst to promote local convection that facilitates AEW development.

This paper shows how such factors have been developed for the recycling of glass, metals (Al and Fe), plastics and paper from municipal solid waste, as well as for the composting of garden refuse in South Africa. The emission factors developed for the different recyclables in the country show savings varying from ?290 kg CO{sub 2} e (glass) to ?19 111 kg CO{sub 2} e (metals – Al) per tonne of recyclable. They also show that there is variability, with energy intensive materials like metals having higher GHG savings in South Africa as compared to other countries. This underlines the interrelation of the waste management system of a country/region with other systems, in particular with energy generation, which in South Africa, is heavily reliant on coal. This study also shows that composting of garden waste is a net GHG emitter, releasing 172 and 186 kg CO{sub 2} e per tonne of wet garden waste for aerated dome composting and turned windrow composting, respectively. The paper concludes that these emission factors are facilitating GHG emissions modelling for waste management in South Africa and enabling local municipalities to identify best practice in this regard.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Areas for new research are highlighted. - Abstract: Greenhouse gas (GHG) emission factors are used with increased frequency for the accounting and reporting of GHG from waste management. However, these factors have been calculated for developed countries of the Northern Hemisphere and are lacking for developing countries. This paper shows how such factors have been developed for the collection, transport and landfilling of municipal waste in South Africa. As such it presents a model on how international results and methodology can be adapted and used to calculate country-specific GHG emission factors from waste. For the collection and transport of municipal waste in South Africa, the average diesel consumption is around 5 dm{sup 3} (litres) per tonne of wet waste and the associated GHG emissions are about 15 kg CO{sub 2} equivalents (CO{sub 2} e). Depending on the type of landfill, the GHG emissions from the landfilling of waste have been calculated to range from ?145 to 1016 kg CO{sub 2} e per tonne of wet waste, when taking into account carbon storage, and from 441 to 2532 kg CO{sub 2} e per tonne of wet waste, when carbon storage is left out. The highest emission factor per unit of wet waste is for landfill sites without landfill gas collection and these are the dominant waste disposal facilities in South Africa. However, cash strapped municipalities in Africa and the developing world will not be able to significantly upgrade these sites and reduce their GHG burdens if there is no equivalent replacement of the Clean Development Mechanism (CDM) resulting from the Kyoto agreement. Other low cost avenues need to be investigated to suit local conditions, in particular landfill covers which enhance methane oxidation.

    In this project, we are developing and exploiting a unique seismic dataset to address the characteristics of small seismic events and the associated seismic signals observed at local (< 200 km) and regional (< 2000 km) distances. The dataset is being developed using mining-induced events from three deep gold mines in South Africa recorded on in-mine networks (< 1 km) composed of tens of high-frequency sensors, a network of four broadband stations installed as part of this project at the surface around the mines (1-10 km), and a network of existing broadband seismic stations at local/regional distances (50-1000 km) from the mines. Data acquisition has now been completed and includes: (1) {approx}2 years (2007 and 2008) of continuous recording by the surface broadband array, and (2) tens of thousands of mine tremors in the -3.4 < ML < 4.4 local magnitude range. Events with positive magnitudes are generally well recorded by the surface-mine stations, while magnitudes of 3.0 and larger are seen at regional distances (up to {approx} 600 km) in high-pass filtered recordings. We have now completed the quality control of the in-mine data gathered at the three gold mines included in this project. The quality control consisted of: (1) identification and analysis of outliers among the P- and S-wave travel-time picks reported by the in-mine network operator and (2) verification of sensor orientations. The outliers have been identified through a 'Wadati filter' that searches for the largest subset of P- and S-wave travel-time picks consistent with a medium of uniform wave-speed. They have observed that outliers are generally picked at a few select stations. They have also detected that trigger times were mistakenly reported as origin times by the in-mine network operator, and corrections have been obtained from the intercept times in the Wadati diagrams. Sensor orientations have been verified through rotations into the local ray-coordinate system and, when possible, corrected by correlating waveforms obtained from theoretical and empirical rotation angles. Full moment tensor solutions have been obtained for selected events within the Savuka network volume, with moment magnitudes in the 0.5 < M{sub W} < 2.6 range. The solutions were obtained by inverting P-, SV-, and SH-spectral amplitudes measured on the theoretically rotated waveforms with visually assigned polarities. Most of the solutions have a non-zero implosive contribution (47 out of 76), while a small percentage is purely deviatoric (10 out of 76). The deviatoric moment tensors range from pure double couple to pure non-double couple mechanisms. We have also calibrated the regional stations for seismic coda-derived source spectra and moment magnitude using the envelope methodology of Mayeda et al. (2003). they tie the coda M{sub w} to independent values from waveform modeling. The resulting coda-based source spectra of shallow mining-related events show significant spectral peaking that is not seen in deeper tectonic earthquakes. This coda peaking may be an independent method of identifying shallow events and is similar to coda peaking with previously observed for Nevada explosions, where the frequency of the observed spectral peak correlates with the depth of burial (Murphy et al., 2009).

    This article reports the results of a survey of the responsible crime laboratories in the first 19 states with legislation establishing forensic DNA data banks. The survey inquired into the labs` policies and procedures regarding the collection, storage, and analysis of samples; the retention of samples and data; search protocols; access to samples and data by third parties; and related matters. The research suggests that (1) the number of samples collected from convicted offenders for DNA data banking has far surpassed the number that have been analyzed; (2) data banks have already been used in a small but growing number of cases, to locate suspects and to identify associations between unresolved cases; (3) crime labs currently plan to retain indefinitely the samples collected for their data banks; and (4) the nature and extent of security safeguards that crime labs have implemented for their data banks vary among states. The recently enacted DNA Identification Act (1994) will provide $40 million in federal matching grants to states for DNA analysis activities, so long as states comply with specified quality-assurance standards, submit to external proficiency testing, and limit access to DNA information. Although these additional funds should help to ease some sample backlogs, it remains unclear how labs will allocate the funds, as between analyzing samples for their data banks and testing evidence samples in cases without suspects. The DNA Identification Act provides penalties for the disclosure or obtaining of DNA data held by data banks that participate in CODIS, the FBI`s evolving national network of DNA data banks, but individual crime labs must also develop stringent internal safeguards to prevent breaches of data-bank security. 9 refs., 3 tabs.

    American Control Engineering is pleased to submit to LLNL this Final Report describing the final assembly and preliminary testing of the 1.7 megajoule prototype capacitor bank that is located at our facility. The purpose of this test program was to evaluate and characterize the performance of this capacitor bank. These tests were necessary in order to proceed with the design of a final building block module that is to be used to create a reliable and cost effective multi-hundred megajoule energy storage system. The period of performance covered by this contract is from January 1, 1991 through August 31, 1992. American Control Engineering has provided all of the necessary facilities, personnel and materials that were required to perform this testing effort (except for the existing capacitor bank, the LLNL provided flashlamp assembly and E-size ignitron switch tube), An overall view of the assembled capacitor bank system as it appeared at the completion of this subcontract is shown. The initial statement-of-work for the testing and characterization of the capacitor bank was as follows: (1) Measure all of the principal electrical parameters for the 1.7 megajoule prototype capacitor bank at low voltage before proceeding to high voltage testing. This low voltage testing is to include measurement of both normal and fault current and voltage waveforms, starting with the smallest building block grouping and proceeding systematically through to the capacitor bank load. (2) Assemble and attach each of the major subsystem elements to the capacitor bank as they are required for low voltage testing including the ignition output switch structure, coaxial transmission line and load assembly. (3) Make comparison of the test results collected through low voltage testing with those forecasted by the computer mode. Evaluate and resolve any discrepancies between the two results until the computer model achieves reasonable agreement with the actual measured test results.

    This paper investigates how greenhouse gases are accounted and reported in the waste sector in South Africa. Developing countries (including South Africa) do not have binding emission reduction targets, but many of them publish different greenhouse gas emissions data which have been accounted and reported in different ways. Results show that for South Africa, inventories at national and municipal level are the most important tools in the process of accounting and reporting greenhouse gases from waste. For the development of these inventories international initiatives were important catalysts at national and municipal levels, and assisted in developing local expertise, resulting in increased output quality. However, discrepancies in the methodology used to account greenhouse gases from waste between inventories still remain a concern. This is a challenging issue for developing countries, especially African ones, since higher accuracy methods are more data intensive. Analysis of the South African inventories shows that results from the recent inventories can not be compared with older ones due to the use of different accounting methodologies. More recently the use of Clean Development Mechanism (CDM) procedures in Africa, geared towards direct measurements of greenhouse gases from landfill sites, has increased and resulted in an improvement of the quality of greenhouse gas inventories at municipal level.

    The present tectonic features of the northeast African shelf margin between the Nile delta and the Gulf of Sirte are products of (1) precursory late Paleozoic basement arches, (2) early Mesozoic rifting and plate separation, and (3) Late Cretaceous structural inversion. The 250 km-wide and highly differentiated Mesozoic passive margin in the Western Desert region of Egypt is developed above a broad northwest-trending Late Carboniferous basement arch. In northeastern Libya, in contrast, the passive margin is restricted to just the northernmost Cyrenaica platform, where subsidence was extremely rapid in the Jurassic and Early Cretaceous. The boundary between the Western Desert basin and the Cyrenaica platform is controlled by the western flank of the basement arch. In the middle Cretaceous (100-90 Ma), subsidence accelerated over large areas of the Western desert, further enhancing a pattern of east-west-trending subbasins. This phase of rapid subsidence was abruptly ended about 80 Ma by the onset of structural inversion that uplifted the northern Cyrenaica shelf margin and further differentiated the Western Desert subbasin along a northeasterly trend.

    The Analytical Development Section of Savannah River Technology Center (SRTC) was requested by the Facilities Decommissioning Division (FDD) to determine the holdup of enriched uranium in the 321-M facility as part of an overall deactivation project of the facility. The results of the holdup assays are essential for determining compliance with the Waste Acceptance Criteria, Material Control and Accountability, and to meet criticality safety controls. This report covers holdup measurements of uranium residue in six high efficiency particulate air (HEPA) filter banks of the A-lathe and B-lathe exhaust systems of the 321-M facility. This report discusses the non-destructive assay measurements, assumptions, calculations, and results of the uranium holdup in these six items.

    The Washington Department of Fish and Wildlife implemented the Banks Lake Fishery Evaluation Project (BLFEP) in September 2001 with funds from the Bonneville Power Administration. Fiscal Year (FY) 2001 of the BLFEP was used to gather historic information, establish methods and protocols, collect limnology data, and conduct the first seasonal fish surveys. FY 2002 was used to continue seasonal fish and lakewide creel surveys and adjust methods and protocols as needed. Water quality parameters were collected monthly from February to May and bi-monthly from June to August. Banks Lake water temperatures began to increase in April and stratification was apparent by June at all 3 limnology collection sites. By late August, the thermocline had dropped to nearly 20 meters deep, with 16-17 C temperatures throughout the epilimnion. Dissolved oxygen levels were generally above 10 mg/L until August when dissolved oxygen dropped near or below 5 mg/L below 20-meters deep. Secchi depths ranged from 2.5-8 meters and varied by location and date. Nearshore and offshore fish surveys were conducted in October 2002 and May and July 2003 using boat electrofishing, fyke net, gill net, and hydroacoustic surveys. Yellow Perch Perca flavescens (32 %) and cottid spp. (22 %) dominated the nearshore species composition in October; however, by May yellow perch (12 %) were the third most common species followed by smallmouth bass Micropterous dolomieui (34 %) and lake whitefish Coregonus clupeaformis (14 %). Lake whitefish dominated the offshore catch during October (78 %) and May (81 %). Fish diet analysis indicated that juvenile fishes consumed primarily insects and zooplankton, while adult piscivores consumed cottids spp. and yellow perch most frequently. For FY 2002, the following creel statistics are comprehensive through August 31, 2003. The highest angling pressure occurred in June 2003, when anglers were primarily targeting walleye and smallmouth bass. Boat anglers utilized Steamboat State Park more frequently than any other boat ramp on Banks Lake. Shore anglers used the rock jetty at Coulee City Park 76 % of the time, with highest use occurring from November through April. An estimated total of 11,915 ({+-}140 SD) smallmouth bass, 6,412 ({+-}59 SD) walleye, 5,470 ({+-}260 SD) rainbow trout, and 1,949 ({+-}118 SD) yellow perch were harvested from Banks Lake in FY 2002. Only 3 kokanee were reported in the catch during the FY 2002 creel survey. In the future, data from the seasonal surveys and creel will be used to identify potential factors that may limit the production and harvest of kokanee, rainbow trout, and various spiny-rayed fishes in Banks Lake. The limiting factors that will be examined consist of: abiotic factors including water temperature, dissolved oxygen levels, habitat, exploitation and entrainment; and biotic factors including food limitation and predation. The BLFEP will also evaluate the success of several rearing and stocking strategies for hatchery kokanee in Banks Lake.

    The authors discuss the crude oil from a new offshore field called the Lam Bank in the Caspian Sea. A segregated commercial crude was distilled and the distillation data is shown. In order to determine the content of n-paraffins, the naphthenic-paraffinic part of the narrow cuts was subjected to adsorptive separation on CaA zeolite. Owing to the high contents of naphthenic and isoparaffinic hydrocarbons and the low content of aromatic hydrocarbons in the distillate part, this crude can be used to produce high-quality fuels and oils by the use of the dewaxing processes.

    A data bank of monthly-mean surface air temperature and sea-level or station-level pressures is presented for 29 stations over the Antarctic region south of 60/sup 0/S. Considerable attempts have been made to locate missing data in nationally published sources and in World Weather Records. By cross-checking neighboring station data, suspect values have been either verified or corrected. At four sites in the Antarctic Peninsula region, composite records were produced by amalgamating records from a number of short and longer length records at or near the key sites. The four sites were Bellingshausen, Faraday, Esperenza and Rothera. The mean Antarctic temperature series produced by Raper et al. (1984) is updated using the same method of calculation.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.

    The East African and Ethiopian Plateaus have long been recognized to be part of a much larger topographic anomaly on the African Plate called the African Superswell. One of the few places within the African Superswell that exhibit elevations of less than 1 km is southeastern Sudan and northern Kenya, an area containing both Mesozoic and Cenozoic rift basins. Crustal structure and uppermost mantle velocities are investigated in this area by modeling Rayleigh wave dispersion. Modeling results indicate an average crustal thickness of 25 {+-} 5 km, some 10-15 km thinner than the crust beneath the adjacent East African and Ethiopian Plateaus. The low elevations can therefore be readily attributed to an isostatic response from crustal thinning. Low Sn velocities of 4.1-4.3 km/s also characterize this region.

    The US Nuclear Regulatory Commission (NRC) is conducting a research program to determine the need for a human-reliability data bank unique to the nuclear industry. This report, in describing a proposed data bank, focuses primarily on four requirements: human-performance data collection, treatment, structuring (storage), and retrieval. Four data-collection methods are proposed: three are extensions to existing systems (i.e., Licensee Event Reports (LER), Nuclear Plant Reliability Data System (NPRDS), and Plant Incident Reports (PIR)); the fourth is a new system called the Nuclear Safety Reporting System (NSRS). Data treatment involves evaluating raw field data and data from other sources (e.g., training simulator, expert judgment, and performance modeling), and preparing them for entry into the data bank. Data structuring involves storage of data by equipment characteristics and human actions at the system, component, and individual control/display levels. Data retrieval uses a set of matrices based on the data-structuring taxonomy.

    The Brookhaven AGS Main Magnet Power Supply (MMPS) is a thyristor control supply rated at 5500 Amps, +/-9000 Volts. The peak magnet power is 50 MWatts. The power supply is fed from a motor/generator manufactured by Siemens. The generator is 3 phase 7500 Volts rated at 50 MVA. The peak power requirements come from the stored energy in the rotor of the motor/generator. The motor generator is about 45 years old, made by Siemens and it is not clear if companies will be manufacturing similar machines in the future. We are therefore investigating different ways of storing energy for future AGS MMPS operations. This paper will present simulations of a power supply where energy is stored in capacitor banks. Two dc to dc converters will be presented along with the control system of the power section. The switching elements will be IGCT's made by ABB. The simulation program used is called PSIM version 6.1. The average power from the local power authority into the power supply will be kept constant during the pulsing of the magnets at +/-50 MW. The reactive power will also be kept constant below 1.5 MVAR. Waveforms will be presented.

    For years suffering of Booster Injection Kicker transistor bank driver regulator troubleshooting, a new real time monitor system has been developed. A simple and floating circuit has been designed and tested. This circuit monitor system can monitor the driver regulator power limit resistor status in real time and warn machine operator if the power limit resistor changes values. This paper will mainly introduce the power supply and the new designed monitoring system. This real time resistor monitor circuit shows a useful method to monitor some critical parts in the booster pulse power supply. After two years accelerator operation, it shows that this monitor works well. Previously, we spent a lot of time in booster machine trouble shooting. We will reinstall all 4 PCB into Euro Card Standard Chassis when the power supply system will be updated.

    We have conducted a search for giant pulses from four millisecond pulsars using the 100m Green Bank Telescope. Coherently dedispersed time-series from PSR J0218+4232 were found to contain giant pulses of very short intrinsic duration whose energies follow power-law statistics. The giant pulses are in phase with the two minima of the radio integrated pulse profile but are phase aligned with the peaks of the X-ray profile. Historically, individual pulses more than 10-20 times the mean pulse energy have been deemed to be ``giant pulses''. As only 4 of the 155 pulses had energies greater than 10 times the mean pulse-energy, we argue the emission mechanism responsible for giant pulses should instead be defined through: (a) intrinsic timescales of microsecond or nanosecond duration; (b) power-law energy statistics; and (c) emission occurring in narrow phase-windows coincident with the phase windows of non-thermal X-ray emission. Four short-duration pulses with giant-pulse characteristics were also observed from PSR B1957+20. As the inferred magnetic fields at the light cylinders of the millisecond pulsars that emit giant pulses are all very high, this parameter has previously been considered to be an indicator of giant pulse emissivity. However, the frequency of giant pulse emission from PSR~B1957+20 is significantly lower than for other millisecond pulsars that have similar magnetic fields at their light cylinders. This suggests that the inferred magnetic field at the light cylinder is a poor indicator of the rate of emission of giant pulses.

    The Pacific Northwest National Laboratory measured and analyzed the energy end-use patterns in a bank building located in the north-eastern United States. This work was performed in collaboration with PNC Financial Service Group under the US DOE’s Commercial Building Partnerships Program. This paper presents the metering study and the results of the metered data analysis. It provides a benchmark for the energy use of different bank-related equipments. The paper also reveals the importance of metering in fully understanding building loads and indentifying opportunities for energy efficiency improvements that will have impacts across PNC’s portfolio of buildings and were crucial to reducing receptacle loads in the design of a net-zero bank branches. PNNL worked with PNC to meter a 4,000 ft2 bank branch in the state of Pennsylvania. 71 electrical circuits were monitored and 25 stand-alone watt-hour meters were installed at the bank. These meters monitored the consumption of all interior and exterior lighting, receptacle loads, service water heating, and the HVAC rooftop unit at a 5-minute sampling interval from November 2009 to November 2010. A total of over 8 million data records were generated, which were then analyzed to produce the end-use patterns, daily usage profiles, rooftop unit usage cycles, and inputs for calibrating the energy model of the building.

    The Hanford wildfire in the summer of 2000 destroyed much of the vegetation on the Hanford Site, often resulting in soil erosion and dust storms. The 200 W Area has been affected by dust storms, and a re-vegetation project has been planned for the area to the west, the source of much of the dust. To determine if the seed bank in this area had been damaged by the fire, inhibiting natural re-growth, soil samples were collected from three burned areas and watered to see how much seedling emergence would occur. The soil was then sifted for grass seeds and the seeds examined for signs of fire damage. From this data it was concluded that significant damage to the seed bank probably occurred in the 200 West Expansion Area, and slight damage may have occurred primarily to monocot seeds in the seed banks farther west.

    Based on results and models presented previously, it is possible to consider an exploration matrix that examines the 5 basic exploration parameters: source, reservoir, timing, structure, and seal. This matrix indicates that even those basins that have had marginal exploration successes, including the Paleozoic megabasin and downfaulted Triassic grabens of Morocco, the Cyrenaican platform of Libya, and the Tunisia-Sicily shelf, have untested plays. The exploration matrix also suggests these high-risk areas could change significantly, if one of the 5 basic matrix parameters is upgraded or if adjustments in political or financial risk are made. The Sirte basin and the Gulf of Suez, 2 of the more intensely explored areas, also present attractive matrix prospects, particularly with deeper Nubian beds or with the very shallow Tertiary sections. The Ghadames basin of Libya and Tunisia shows some potential, but its evaluation responds strongly to stratigraphic and external nongeologic matrix variations based on degree of risk exposure to be assumed. Of greatest risk in the matrix are the very deep Moroccan Paleozoic clastic plays and the Jurassic of Sinai. However, recent discoveries may upgrade these untested frontier areas. Based on the matrix generated by the data presented at a North African Petroleum Geology symposium, significant hydrocarbon accumulations are yet to be found. The remaining questions are: where in the matrix does each individual company wish to place its exploration capital and how much should be the risk exposure.

    Purpose: Patient specific IMRT QC is performed routinely in many clinics as a safeguard against errors and inaccuracies which may be introduced during the complex planning, data transfer, and delivery phases of this type of treatment. The purpose of this work is to evaluate the feasibility of detecting systematic errors in MLC leaf bank position with patient specific checks. Methods: 9 head and neck (H and N) and 14 prostate IMRT beams were delivered using MLC files containing systematic offsets ({+-}1 mm in two banks, {+-}0.5 mm in two banks, and 1 mm in one bank of leaves). The beams were measured using both MAPCHECK (Sun Nuclear Corp., Melbourne, FL) and the aS1000 electronic portal imaging device (Varian Medical Systems, Palo Alto, CA). Comparisons with calculated fields, without offsets, were made using commonly adopted criteria including absolute dose (AD) difference, relative dose difference, distance to agreement (DTA), and the gamma index. Results: The criteria most sensitive to systematic leaf bank offsets were the 3% AD, 3 mm DTA for MAPCHECK and the gamma index with 2% AD and 2 mm DTA for the EPID. The criterion based on the relative dose measurements was the least sensitive to MLC offsets. More highly modulated fields, i.e., H and N, showed greater changes in the percentage of passing points due to systematic MLC inaccuracy than prostate fields. Conclusions: None of the techniques or criteria tested is sufficiently sensitive, with the population of IMRT fields, to detect a systematic MLC offset at a clinically significant level on an individual field. Patient specific QC cannot, therefore, substitute for routine QC of the MLC itself.

Its necessary attributes sor components have been studied, analyzed, validated, standardized, and normed, onpredominantly white male populations. Few of these studies have focused on people of color, specifically African-Americans, and fewer still on those African-Americans working in a high-tech, scientific and research environments. The researchers have defined what is necessary for the current dominent culture`s population, but are their findings applicable and valid for our nation`s other cultures and ethnic groups? Among the conclusions: the subjects felt that there was no real difference in job satisfiers from their white colleagues; however the subjects had the sense of community (African-American) and the need to give back to it. Frustrations included politics, funding, and lack of control.

    Technical guidance to support the formulation and comparison of possible siting criteria for nuclear power plants has been developed in four areas: (1) consequences of hypothetical severe nuclear-power-plant accidents, (2) characteristics of population distributions about current reactor sites, (3) site availability within the continental United States, and (4) socioeconomic impacts of reactor siting. The impact on consequences of source-term magnitude, meteorology, population distribution, and emergency response have been analyzed. Population distributions about current sites were analyzed to identify statistical characteristics, time trends, and regional differences. A site-availability data bank was constructed for the continential United States. The data bank contains information about population densities, seismicity, topography, water availability, and land-use restrictions.     The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level is described. The Federal government also exercises extensive regulatory authority in the area. The first obstacle which any developer must confront in Michigan is obtaining the authority to utilize the river bed, banks, and flowing water at a proposed dam site. This involves a determination of ownership of the stream banks and bed, and the manner of obtaining either their title or use; and existing constraints with regard to the use of the water. Michigan follows the riparian theory of water law. The direct regulation; indirect regulation; public utilities regulation; financing; and taxation are discussed.

    A transmitter includes a synthesis filter bank to spread a data symbol to a plurality of frequencies by encoding the data symbol on each frequency, apply a common pulse-shaping filter, and apply gains to the frequencies such that a power level of each frequency is less than a noise level of other communication signals within the spectrum. Each frequency is modulated onto a different evenly spaced subcarrier. A demodulator in a receiver converts a radio frequency input to a spread-spectrum signal in a baseband. A matched filter filters the spread-spectrum signal with a common filter having characteristics matched to the synthesis filter bank in the transmitter by filtering each frequency to generate a sequence of narrow pulses. A carrier recovery unit generates control signals responsive to the sequence of narrow pulses suitable for generating a phase-locked loop between the demodulator, the matched filter, and the carrier recovery unit.

    Development organizations and International Non-Governmental Organizations have been emphasizing the high potential of Free and Open Source Software for the Less Developed Countries. Cost reduction, less vendor dependency and increased potential for local capacity development have been their main arguments. In spite of its advantages, Free and Open Source Software is not widely adopted at the African continent. In this book the authors will explore the grounds on with these expectations are based. Where do they come from and is there evidence to support these expectations? Over the past years several projects have been initiated and some good results have been achieved, but at the same time many challenges were encountered. What lessons can be drawn from these experiences and do these experiences contain enough evidence to support the high expectations? Several projects and their achievements will be considered. In the final part of the book the future of Free and Open Source Software for Development will be explored. Special attention is given to the African continent since here challenges are highest. What is the role of Free and open Source Software for Development and how do we need to position and explore the potential? What are the threats?     In October 2011, ARBI organized and conducted an Experts' Meeting on the topic of performance guarantees and financing vehicles for Energy Efficiency Upgrades. The meeting brought together technical, policy, and financial experts, including researchers, experienced installation contractors, and innovative energy business leaders, in order to discuss the opportunities and challenges for the energy efficiency upgrade industry to increase market uptake of Home Energy Upgrades (HEUs) through innovative offerings, such as performance guarantees. The meeting had several primary goals. First, it sought to understand how other industries have developed successful models for financing renewable energy installations while providing performance guarantees. This has been most recently demonstrated by the solar leasing industry. Second, the meeting explored the applicability of such business models to the energy efficiency upgrade industry. Third, the meeting sought to identify technical impediments to performance guarantees for energy efficiency retrofits. Fourth, the meeting sought to provide a common framework for these goals within the context of current financing mechanisms for energy efficiency upgrades.
