    The contingent valuation (CV) method is a technique used frequently in benefit-cost analysis to estimate the economic value of non-market goods such as environmental quality. In CV, surveys are used to ask people about their willingness to pay for a good in a hypothetical market situation. In this application, homeowners in Baltimore County were asked about their willingness to pay (WTP) for programs to control pollutants in urban stormwater runoff designed to achieve, respectively, 4% and 1% reductions in nutrient loadings to the Chesapeake Bay. The main variation comprised alternate descriptions of the payment vehicle. Tests show that the mean WTP by means of property taxes does not differ significantly from mean WTP via user charges. This result was somewhat surprising because of other evidence that the respondents believe strongly that user charges are fairer than property taxes. A best estimate of the benefits to homeowners in Baltimore County of controlling nutrient loads for urban stormwater is from $1.2 to $4.2 million annually, depending on the reduction objective.

  6. Implications of the Baltimore Rail Tunnel Fire for Full-Scale Testing of Shipping Casks

    The U.S. Nuclear Regulatory Commission (NRC) does not currently require full-scale physical testing of shipping casks as part of its certification process. Stakeholders have long urged NRC to require full-scale testing as part of certification. NRC is currently preparing a full-scale casktesting proposal as part of the Package Performance Study (PPS) that grew out of the NRC reexamination of the Modal Study. The State of Nevada and Clark County remain committed to the position that demonstration testing would not be an acceptable substitute for a combination of full-scale testing, scale-model tests, and computer simulation of each new cask design prior to certification. Based on previous analyses of cask testing issues, and on preliminary findings regarding the July 2001 Baltimore rail tunnel fire, the authors recommend that NRC prioritize extra-regulatory thermal testing of a large rail cask and the GA-4 truck cask under the PPS. The specific fire conditions and other aspects of the full-scale extra-regulatory tests recommended for the PPS are yet to be determined. NRC, in consultation with stakeholders, must consider past real-world accidents and computer simulations to establish temperature failure thresholds for cask containment and fuel cladding. The cost of extra-regulatory thermal testing is yet to be determined. The minimum cost for regulatory thermal testing of a legal-weight truck cask would likely be $3.3-3.8 million.

    The SCALE (Standardized Computer Analyses for Licensing Evaluation) computer software system developed at Oak Ridge National Laboratory (ORNL) is widely used and accepted around the world for criticality safety analyses. The well-known KENO V.a three-dimensional Monte Carlo criticality computer code is the primary criticality safety analysis tool in SCALE. The KENO V.a primer is designed to help a new user understand and use the SCALE/KENO V.a Monte Carlo code for nuclear criticality safety analyses. It assumes that the user has a college education in a technical field. There is no assumption of familiarity with Monte Carlo codes in general or with SCALE/KENO V.a in particular. The primer is designed to teach by example, with each example illustrating two or three features of SCALE/KENO V.a that are useful in criticality analyses. The primer is based on SCALE 4.4a, which includes the Criticality Safety Processor for Analysis (CSPAN) input processor for Windows personal computers (PCs). A second edition of the primer, which uses the new KENO Visual Editor, is currently under development at ORNL and is planned for publication in late 2003. Each example in this first edition of the primer uses CSPAN to provide the framework for data input. Starting with a Quickstart section, the primer gives an overview of the basic requirements for SCALE/KENO V.a input and allows the user to quickly run a simple criticality problem with SCALE/KENO V.a. The sections that follow Quickstart include a list of basic objectives at the beginning that identifies the goal of the section and the individual SCALE/KENO V.a features which are covered in detail in the example problems in that section. Upon completion of the primer, a new user should be comfortable using CSPAN to set up criticality problems in SCALE/KENO V.a.

  8. Hydrophobic organic contaminants in surficial sediments of Baltimore Harbor: Inventories and sources

    The heavily urbanized and industrialized Baltimore Harbor/Patapsco River/Back River system is one of the most highly contaminated regions of the Chesapeake Bay. In June 1996, surficial sediments were collected at 80 sites throughout the subestuarine system, including historically undersampled creek sand embayments. The samples were analyzed for a suite of hydrophobic organic contaminants (HOCs) consisting of 32 polycyclic aromatic hydrocarbons (PAHs) and 113 polychlorinated biphenyl (PCB) congeners. Total PAH and total PCB concentrations ranged from 90 to 46,200 and 8 to 2,150 ng/g dry weight, respectively. There was enormous spatial variability in the concentrations of HOCs, which was not well correlated to grain size or organic carbon content, suggesting nonequilibrium partitioning and/or proximity to sources as important factors explaining the observed spatial variability. High concentrations of both classes of HOCs were localized around major urban stormwater runoff discharges. Elevated PAH concentrations were also centered around the Sparrow`s Point Industrial Complex, most likely a result of the pyrolysis of coal during the production of steel. All but 1 of the 80 sites exceeded the effects range-low (ERL) for total PCBs and, of those sites, 40% exceeded the effects range-medium (ERM), suggesting toxicity to marine benthic organisms would frequently occur. Using principal component analysis, differences in PAH signatures were discerned. Higher molecular weight PAHs were enriched in signatures from sediments close to suspected sources (i.e., urban stormwater runoff and steel production complexes) compared to those patterns observed at sites further from outfalls or runoff.     The disparity between microprocessor clock frequencies and memory latency is a primary reason why many demanding applications run well below peak achievable performance. Software controlled scratchpad memories, such as the Cell local store, attempt to ameliorate this discrepancy by enabling precise control over memory movement; however, scratchpad technology confronts the programmer and compiler with an unfamiliar and difficult programming model. In this work, we present the Virtual Vector Architecture (ViVA), which combines the memory semantics of vector computers with a software-controlled scratchpad memory in order to provide a more effective and practical approach to latency hiding. ViVA requires minimal changes to the core design and could thus be easily integrated with conventional processor cores. To validate our approach, we implemented ViVA on the Mambo cycle-accurate full system simulator, which was carefully calibrated to match the performance on our underlying PowerPC Apple G5 architecture. Results show that ViVA is able to deliver significant performance benefits over scalar techniques for a variety of memory access patterns as well as two important memory-bound compact kernels, corner turn and sparse matrix-vector multiplication -- achieving 2x-13x improvement compared the scalar version. Overall, our preliminary ViVA exploration points to a promising approach for improving application performance on leading microprocessors with minimal design and complexity costs, in a power efficient manner.

    RW has started the viability assessment (VA) effort to determine the feasibility of Yucca Mountain as the first geologic repository for spent nuclear fuel (SNF) and high-level waste. One component of the viability assessment will be a total system performance assessment (TSPA), based on the design concept and the scientific data and analysis available, describing the repository's probable behavior relative to the overall system performance standards. Thus, all the data collected from the Exploratory Studies Facility to-date have been incorporated into the latest TSPA model. In addition, the Repository Integration Program, an integrated probabilistic simulator, used in the TSPA has also been updated by Golder Associates Incorporated at December 1997. To ensure that the Department of Energy-owned (DOE-owned) SNF continues to be acceptable for disposal in the repository, it will be included in the TSPA-VA evaluation. A number of parameters are needed in the TSPA-VA models to predict the performance of the DOE-owned SNF materials placed into the potential repository. This report documents all of the basis and/or derivation for each of these parameters. A number of properties were not readily available at the time the TSPA-VA data was requested. Thus, expert judgement and opinion was utilized to determine a best property value. The performance of the DOE-owned SNF will be published as part of the TSPA-VA report. Each DOE site will be collecting better data as the DOE SNF program moves closer to repository license application. As required by the RW-0333P, the National Spent Nuclear Fuel Program will be assisting each site in qualifying the information used to support the performance assessment evaluations.

    Beneficial effects of Va and/or Zn supplementation of children in NE Thailand are described in a companion abstract. In the same study, blastogenic response (BR) of T-lymphocytes to concanavalin-A (ConA) and PPD were assayed in cultures containing mononuclear cells (MNC) or whole blood (WB). Methods were previously described. Children were previously vaccinated with BCG. BR to ConA of MNC or WB from children supplemented with VA, Zn, VA + Zn or placebo were similar. BR to PPD of MNC was higher in children receiving VA + Zn than placebo, but not in children supplemented with VA or Zn alone. Data indicate that children with suboptimal VA and Zn nutriture supplemented with < 2 times RDA of these nutrients showed enhanced cellular immunity to PPD. This observation is relevant to BCG immunization program and thus may benefit public health.

    LiFeBATT has concentrated its recent testing and evaluation on the safety of its batteries. There appears to be a good margin of safety with respect to overheating of the cells and the cases being utilized for the batteries are specifically designed to dissipate any heat built up during charging. This aspect of LiFeBATTs products will be even more fully investigated, and assuming ongoing positive results, it will become a major component of marketing efforts for the batteries. LiFeBATT has continued to receive prismatic 20 Amp hour cells from Taiwan. Further testing continues to indicate significant advantages over the previously available 15 Ah cells. Battery packs are being assembled with battery management systems in the Danville facility. Comprehensive tests are underway at Sandia National Laboratory to provide further documentation of the advantages of these 20 Ah cells. The company is pursuing its work with Hybrid Vehicles of Danville to critically evaluate the 20 Ah cells in a hybrid, armored vehicle being developed for military and security applications. Results have been even more encouraging than they were initially. LiFeBATT is expanding its work with several OEM customers to build a worldwide distribution network. These customers include a major automotive consulting group in the U.K., an Australian maker of luxury off-road campers, and a number of makers of E-bikes and scooters. LiFeBATT continues to explore the possibility of working with nations that are woefully short of infrastructure. Negotiations are underway with Siemens to jointly develop a system for using photovoltaic generation and battery storage to supply electricity to communities that are not currently served adequately. The IDA has continued to monitor the progress of LiFeBATTs work to ensure that all funds are being expended wisely and that matching funds will be generated as promised. The company has also remained current on all obligations for repayment of an IDA loan and lease payments for space to the IDA. A commercial venture is being formed to utilize the LiFeBATT product for consumer use in enabling photovoltaic powered boat lifts. Field tests of the system have proven to be very effective and commercially promising. This venture is expected to result in significant sales within the next six months.

    We have carried out the first very long baseline interferometry (VLBI) imaging of a 44 GHz class I methanol maser (7{sub 0}-6{sub 1} A {sup +}) associated with a millimeter core MM2 in a massive star-forming region IRAS 18151–1208 with KaVA (KVN and VERA Array), which is a newly combined array of KVN (Korean VLBI Network) and VERA (VLBI Exploration of Radio Astrometry). We have succeeded in imaging compact maser features with a synthesized beam size of 2.7 milliarcseconds × 1.5 milliarcseconds (mas). These features are detected at a limited number of baselines within the length of shorter than ≈ 650 km corresponding to 100 Mλ in the uv-coverage. The central velocity and the velocity width of the 44 GHz methanol maser are consistent with those of the quiescent gas rather than the outflow traced by the SiO thermal line. The minimum component size among the maser features is ∼5 mas × 2 mas, which corresponds to the linear size of ∼15 AU × 6 AU assuming a distance of 3 kpc. The brightness temperatures of these features range from ∼3.5 × 10{sup 8} to 1.0 × 10{sup 10} K, which are higher than the estimated lower limit from a previous Very Large Array observation with the highest spatial resolution of ∼50 mas. The 44 GHz class I methanol maser in IRAS 18151–1208 is found to be associated with the MM2 core, which is thought to be less evolved than another millimeter core MM1 associated with the 6.7 GHz class II methanol maser.

    The authors report AMS [sup 14]C measurements on sub annual samples of coral from the Galapagos Islands that span the period, 1970-1973. Both the major 1972 El Nino/Southern Oscillation event and intra-annual changes in regional upwelling of [sup 14]C-depleted waters associated with alternation of surface-ocean current patterns are evident in the record. These data show that the corals preserve a detailed record of past intra-annual variations of the [sup 14]C content of surface ocean water.

    The Rhinehart Tire Fire Dump site is located in a 22-acre drainage area of a sparsely populated rural area in western Frederick County, Virginia. Surface water runoff flows into a north-south tributary that discharges to Hogue Creek, which is 4,000 feet downstream. Bedrock is noted to be highly fractured, and the ground water flow in the overburden aquifer is toward Massey Run. From 1972 to 1983, the site owner conducted a tire disposal operation, which consisted of transporting discarded tires from various locations and storing them on a 5-acre wooded slope behind his home. An estimated 5 to 7 million tires that had been accumulated caught on fire in October 1983 and burned until July 1984. As a result of the fire, a free-flowing oily-tar, which contained anthracene, benzene, cadmium, chromium, ethylbenzene, napthalene, nickel, pyrene, toluene, and zinc, began to seep out of the tire pile into Massey Run and on to Hogue Creek.

    This report updates the 1980 Energy Information Administration (EIA) publication entitled Trends in the Capacity Utilization and Fuel Consumption of Electric Utility Powerplants, 1970-1978, DOE/EIA-184/32. The analysis covers the period from 1970 through 1981, and examines trends during the period prior to the 1973 Arab oil embargo (1970-1973), after the embargo (1974-1977), and during the immediate past (1978-1981). The report also addresses other factors affecting the electric utility industry since the oil embargo: the reduction in foreign oil supplies as a result of the 1979 Iranian crisis, the 1977 drought in the western United States, the 1978 coal strike by the United Mine Workers Union, and the shutdown of nuclear plants in response to the accident at Three Mile Island. Annual data on electric utility generating capacity, net generation, and fuel consumption are provided to identify changes in patterns of power plant capacity utilization and dispatching.

    This superb book is the most important reference on the Order Odonata to appear since the 1999 publication of Philip Corbet's monumental work on the behavior and ecology of Odonata. In the context of specimen identification and faunistics, it is the most significant contribution in decades, for it opens a new door to the most diverse and least known dragonfly fauna on Earth, that of the Neotropical Region. The book treats the genera of all the New World dragonflies, but while the Nearctic Anisoptera (at least north of the Mexican border) is extensively summarized in many taxonomic and identification manuals (e.g., Needham et al. 2000), the Neotropical fauna remains rather poorly known. Much of it still is undescribed and taxonomic syntheses are few and far between. This is partly because of its huge diversity, the remoteness of much of the region, and the relative scarcity of specimens in collections. As T. W. Donnelly (2006) noted in a recent review of this book, the New World tropics have always been a challenge to biologists in many disciplines because the region was first colonized by the Spanish and Portuguese who largely lacked the tradition of natural history studies characteristic of the British, French, Dutch and Germans in Africa, India or Southeast Asia. In South America there simply was no F. C. Fraser to write an equivalent to his three volumes on the Odonata in The Fauna of British India. Borror (1945) was an early and wonderful resource for deciphering the genera of the large family Libellulidae in the Americas. Calvert's hard-to-find contributions on the Odonata (1902-1908) in the Biologia Centrali-Americana helped students of the Central American fauna; the updated equivalent by Foerster (2001) for Mesoamerican genera is also important. But as far as syntheses and overviews, that's about all there was - until now.

    The nature of the primary biochemical defect in the human radiosensitive and cancer-prone syndrome, ataxia telangiectasia (AT), has remained obscure despite many efforts to elucidate it. In this study, AT complementation group D cells and a nearly isogenic corrected AT-hamster hybrid derivative have been analyzed for induction and repair of initial double-strand breaks (DSBs) after exposure to ionizing radiation, using a sensitive field-inversion electrophoresis technique. Results suggesting that initial levels of damage are the same in these two cell types, but indicating differences in the fast component of DNA repair, have been compared and correlated with those resulting from a study of the radioresistant DNA synthesis defect and its correction in the same cell lines. These measurements show that the radioresistant phenotype of the substantially corrected AT-hamster hybrid correlates with its higher level of fast-component DSB repair and higher level of inhibition of DNA synthesis, but that the initial damage induction does not contribute to the phenotype. We propose that the AT gene product(s) is likely to act early in a signaling pathway which controls both DNA repair and progression of cells through the phases of the cell cycle in response to ionizing radiation. 36 refs., 3 figs., 2 tabs.

    The U.S. Bureau of Mines diskette contains analysis and related source data for 2,357 natural gas samples collected from miscellaneous states, which include the following states: Alabama, Arkansas (except Arkoma Basin), Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia. All samples were obtained and analyzed as part of the Bureau's investigations of occurrences of helium in natural gases of countries with free market economies.     Previous surveys of the nutritional status of young children in NE Thailand suggested that they may benefit from vitamin A (VA) and/or zinc (Zn) supplementation. 140 children, with low plasma retinol concentrations were entered in a double-blind study. They were randomized and supplemented with either VA, Zn, VA + Zn or placebo each weekday for 6 mos. All subjects consumed their usual diet that provided adequate protein, less than recommended calories, fat, Zn and VA. Biochemical indices of VA and Zn status increased significantly. The children had adequate VA liver stores as assessed by relative dose response. Zn supplementation resulted in improvement of vision restoration time in dim light using rapid dark adaptometry. VA and Zn synergistically normalized conjunctival epithelium after a 6 mo supplementation. Data suggest that functional improvements of populations with suboptimal VA and Zn nutriture can be accomplished by supplementation with {lt}2 times of RDA of these nutrients.

    Purpose: Valproic acid (VA) is an antiepileptic drug (AED) and histone deacetylase (HDAC) inhibitor taken by patients with glioblastoma (GB) to manage seizures, and it can modulate the biologic effects of radiation therapy (RT). We investigated whether VA use during RT for GB was associated with overall survival (OS). Methods and Materials: Medical records of 544 adults with GB were retrospectively reviewed. Analyses were performed to determine the association of Radiation Therapy Oncology Group recursive partitioning analysis (RTOG RPA) class, seizure history, and concurrent temozolomide (TMZ) and AED use during RT with OS. Results: Seizures before the end of RT were noted in 217 (40%) patients, and 403 (74%) were taking an AED during RT; 29 (7%) were taking VA. Median OS in patients taking VA was 16.9 months (vs 13.6 months taking another AED, P=.16). Among patients taking an AED during RT, OS was associated with VA (P=.047; hazard ratio [HR], 0.67; 95% confidence interval [CI], 0.27-1.07), and RTOG RPA class (P<.0001; HR, 1.49; 95% CI, 1.37-1.61). Of the 5 most common AEDs, only VA was associated with OS. Median OS of patients receiving VA and TMZ during RT was 23.9 months (vs 15.2 months for patients taking another AED, P=.26). When the analysis was restricted to patients who received concurrent TMZ, VA use was marginally associated with OS (P=.057; HR, 0.54; 95% CI, −0.09 to 1.17), independently of RTOG RPA class and seizure history. Conclusions: VA use during RT for GB was associated with improved OS, independently of RTOG RPA, seizure history, and concurrent TMZ use. Further studies of treatment that combines HDAC inhibitors and RT are warranted.

    The initiation of wildcatting in the controversial Georges Bank and the noted interest for deepwater tracts in the Baltimore Canyon during a recent lease sale are evidences of exploration. Offshore tracts in the deepwater Jurassic trend that stretches along the edge of the Baltimore Canyon trough captured the interest and most of the high bids. The tracts offered for the sale occupy 1.4 million acres of offshore territory located between 64 to 113 miles off Atlantic City to Virginia's Assateaque Island. Recent USGS estimates have reported there may be 962 million barrels of oil and 7.6 trillion cubic feet of natural gas in the 253 tracts on sale. Exxon, Shell and Mobil are exploratory drilling in the George Bank trough. (DP)

    Purpose: Effective permanent prostate brachytherapy (PPB) requires precise placement of radioactive seeds in and around the prostate. The impetus for this research is to examine a new ultrasound-based imaging modality, vibro-acoustography (VA), which may serve to provide a high rate of PPB seed detection while also effecting enhanced prostate imaging. The authors investigate the ability of VA, implemented on a clinical ultrasound (US) scanner and equipped with a quasi-2D (Q2D) array US transducer, to detect and localize PPB seeds in excised prostate specimens. Methods: Nonradioactive brachytherapy seeds were implanted into four excised cadaver prostates. A clinical US scanner equipped with a Q2D array US transducer was customized to acquire both US and C-scan VA images at various depths. The VA images were then used to detect and localize the implanted seeds in prostate tissue. To validate the VA results, computed tomography (CT) images of the same tissue samples were obtained to serve as the reference by which to evaluate the performance of VA in PPB seed detection. Results: The results indicate that VA is capable of accurately identifying the presence and distribution of PPB seeds with a high imaging contrast. Moreover, a large ratio of the PPB seeds implanted into prostate tissue samples could be detected through acquired VA images. Using CT-based seed identification as the standard, VA was capable of detecting 74%–92% of the implanted seeds. Additionally, the angular independency of VA in detecting PPB seeds was demonstrated through a well-controlled phantom experiment. Conclusions: Q2DVA detected a substantial portion of the seeds by using a 2D array US transducer in excised prostate tissue specimens. While VA has inherent advantages associated with conventional US imaging, it has the additional advantage of permitting detection of PPB seeds independent of their orientation. These results suggest the potential of VA as a method for PPB imaging that
