    We argue that a primary focus on energy efficiency may not be sufficient to slow (and ultimately reverse) the growth in total energy consumption and carbon emissions. Instead, policy makers need to return to an earlier emphasis on"conservation," with energy efficiency seen as a means rather than an end in itself. We briefly review the concept of"intensive" versus"extensive" variables (i.e., energy efficiency versus energy consumption), and why attention to both consumption and efficiency is essential for effective policy in a carbon- and oil-constrained world with increasingly brittle energy markets. To start, energy indicators and policy evaluation metrics need to reflect energy consumption as well as efficiency. We introduce the concept of"progressive efficiency," with the expected or required level of efficiency varying as a function of house size, appliance capacity, or more generally, the scale of energy services. We propose introducing progressive efficiency criteria first in consumer information programs (including appliance labeling categories) and then in voluntary rating and recognition programs such as ENERGY STAR. As acceptance grows, the concept could be extended to utility rebates, tax incentives, and ultimately to mandatory codes and standards. For these and other programs, incorporating criteria for consumption as well as efficiency offers a path for energy experts, policy-makers, and the public to begin building consensus on energy policies that recognize the limits of resources and global carrying-capacity. Ultimately, it is both necessary and, we believe, possible to manage energy consumption, not just efficiency in order to achieve a sustainable energy balance. Along the way, we may find it possible to shift expectations away from perpetual growth and toward satisfaction with sufficiency.

    The peridynamic model of solid mechanics treats internal forces within a continuum through interactions across finite distances. These forces are determined through a constitutive model that, in the case of an elastic material, permits the strain energy density at a point to depend on the collective deformation of all the material within some finite distance of it. The forces between points are evaluated from the Frechet derivative of this strain energy density with respect to the deformation map. The resulting equation of motion is an integro-differential equation written in terms of these interparticle forces, rather than the traditional stress tensor field. Recent work on peridynamics has elucidated the energy balance in the presence of these long-range forces. We have derived the appropriate analogue of stress power, called absorbed power, that leads to a satisfactory definition of internal energy. This internal energy is additive, allowing us to meaningfully define an internal energy density field in the body. An expression for the local first law of thermodynamics within peridynamics combines this mechanical component, the absorbed power, with heat transport. The global statement of the energy balance over a subregion can be expressed in a form in which the mechanical and thermal terms contain only interactions between the interior of the subregion and the exterior, in a form anticipated by Noll in 1955. The local form of this first law within peridynamics, coupled with the second law as expressed in the Clausius-Duhem inequality, is amenable to the Coleman-Noll procedure for deriving restrictions on the constitutive model for thermomechanical response. Using an idea suggested by Fried in the context of systems of discrete particles, this procedure leads to a dissipation inequality for peridynamics that has a surprising form. It also leads to a thermodynamically consistent way to treat damage within the theory, shedding light on how damage, including the nucleation and advance of cracks, should be incorporated into a constitutive model.

    A parameter method is introduced in order to estimate the relationship among the various variables of a system in equilibrium, where the potential energy functions are incompletely known or the quantum mechanical calculations very difficult. No formal proof of the method is given; instead, a sufficient number of valuable examples are shown to make the case for the method's usefulness in classical and quantum systems. The mathematical methods required are quite elementary: basic algebra and minimization of power functions. This method blends advantageously with a simple but powerful approximate method for quantum mechanics, sidestepping entirely formal operators and differential equations. It is applied to the derivation of various well-known results involving centrally symmetric potentials for a quantum particle such as the hydrogen-like atom, the elastic potential and other cases of interest.     A Surface Energy Balance System (SEBS) has been installed collocated with each deployed ECOR system at the Southern Great Plains (SGP), North Slope of Alaska (NSA), Tropical Western Pacific (TWP), ARM Mobile Facility 1 (AMF1), and ARM Mobile Facility 2 (AMF2). The surface energy balance system consists of upwelling and downwelling solar and infrared radiometers within one net radiometer, a wetness sensor, and soil measurements. The SEBS measurements allow the comparison of ECOR sensible and latent heat fluxes with the energy balance determined from the SEBS and provide information on wetting of the sensors for data quality purposes.

    We investigate the energy-momentum balance in the perforating collision of a point particle with an infinitely thin planar domain wall within the linearized gravity in arbitrary dimensions. Since the metric of the wall increases with distance, the wall and the particle are never free, and their energy-momentum balance involves not only the instantaneous kinetic momenta, but also the non-local contribution of gravitational stresses. However, careful analysis shows that the stresses can be unambiguously divided between the colliding objects leading to definition of the gravitationally dressed momenta. These take into account for gravity in the same way as the potential energy does in the non-relativistic theory, but our treatment is fully relativistic. Another unusual feature of our problem is the non-vanishing flux of the total energy-momentum tensor through the lateral surface of the world tube. In this case the zero divergence of the energy-momentum tensor does not imply conservation of the total momentum defined as the integral over the space-like section of the tube. But one can still define the conservation low infinitesimally, passing to time derivatives of the momenta. Using this definition we establish the momentum balance in terms of the dressed particle and wall momenta.

    We apply the principle of energy conservation to the motion of the test particle in gravitational field by requiring that its energy, gained by gravitation, has to be balanced by decrease of its rest mass. Due to the change of mass in gravitational field Newton's force law between gravitating bodies is modified, too. With this modified force law we build up the the classical field theory of gravitation in which all relevant field quantities are in the definition domain $r\\in [0,\\infty)$ finite and positive. We show that under such circumstances, the energy release at any gravitational collapse is finite. On the other side, the energy conservation leads to an equation which relates the mass change of the test particle due to gravitation and the metric of the corresponding gravitational field. The mass change in Newton's gravitational field lead to a remarkable simple metric which shifts, in contrast to the Schwarzschild metric, the horizon of events to the gravity center of the gravitational collapse.

    We study the mass dependence of various quantities (like the average and maximum density, collision rate, participant-spectator matter, temperature as well as time zones for higher density) by simulating the reactions at the energy of vanishing flow. This study is carried out within the framework of Quantum Molecular Dynamics model. Our findings clearly indicate an existence of a power law in all the above quantities calculated at the balance energy. The only significant mass dependence was obtained for the temperature reached in the central sphere. All other quantities are rather either insensitive or depend weakly on the system size at balance energy. The time zone for higher density as well as the time of maximal density and collision rate follow a power law inverse to the energy of vanishing flow.

    We calculate the energy-momentum balance in quantum dielectrics such as Bose-Einstein condensates. In agreement with the experiment [G. K. Campbell et al. Phys. Rev. Lett. 94, 170403 (2005)] variations of the Minkowski momentum are imprinted onto the phase, whereas the Abraham tensor drives the flow of the dielectric. Our analysis indicates that the Abraham-Minkowski controversy has its root in the Roentgen interaction of the electromagnetic field in dielectric media.

    The energy balance Bowen ratio (EBBR) system produces 30-minute estimates of the vertical fluxes of sensible and latent heat at the local surface. Flux estimates are calculated from observations of net radiation, soil surface heat flux, and the vertical gradients of temperature and relative humidity (RH). Meteorological data collected by the EBBR are used to calculate bulk aerodynamic fluxes, which are used in the Bulk Aerodynamic Technique (BA) EBBR value-added product (VAP) to replace sunrise and sunset spikes in the flux data. A unique aspect of the system is the automatic exchange mechanism (AEM), which helps to reduce errors from instrument offset drift.

    A study was carried out of the flows of commercial energy in the economy of Kenya. Indications were sought of the extent to which energy conservation, (i.e., increase in efficiency of energy use) has reduced the ratio of energy inputs to economic outputs, in the post-1973 years. An assessment was made of the potential for energy conservation to reduce the growth of Kenyan energy use in the future and of significant barriers to increasing energy efficiency. Consideration was given to the role of government policy and of international assistance in fostering energy conservation in Kenya and other developing countries. The study was performed by analyzing available energy data and statistics from the largest oil companies, the Kenyan electric utility, and the government. These sources were supplemented by conducting personal interviews with personnel of nearly 50 commercial firms in Kenya. Direct consumption of fuel accounts for 94% of the commercial energy use in Kenya, while electricity accounts for 6%. The sectoral division of fuel use is: transportation 53%, industry 21%, energy production 11%, agriculture 9%, buildings and residences 5%, and construction 1%. For electricity the division is: buildings and residences 48%, industry 45%, energy production 4%, agriculture 2%, and construction 1%. Recent progress in conservation is reported.

    We re-examine the problem of load balancing in conservatively synchronized parallel, discrete-event simulations executed on high-performance computing clusters, focusing on simulations where computational and messaging load tend to be spatially clustered. Such domains are frequently characterized by the presence of geographic 'hot-spots' - regions that generate significantly more simulation events than others. Examples of such domains include simulation of urban regions, transportation networks and networks where interaction between entities is often constrained by physical proximity. Noting that in conservatively synchronized parallel simulations, the speed of execution of the simulation is determined by the slowest (i.e most heavily loaded) simulation process, we study different partitioning strategies in achieving equitable processor-load distribution in domains with spatially clustered load. In particular, we study the effectiveness of partitioning via spatial scattering to achieve optimal load balance. In this partitioning technique, nearby entities are explicitly assigned to different processors, thereby scattering the load across the cluster. This is motivated by two observations, namely, (i) since load is spatially clustered, spatial scattering should, intuitively, spread the load across the compute cluster, and (ii) in parallel simulations, equitable distribution of CPU load is a greater determinant of execution speed than message passing overhead. Through large-scale simulation experiments - both of abstracted and real simulation models - we observe that scatter partitioning, even with its greatly increased messaging overhead, significantly outperforms more conventional spatial partitioning techniques that seek to reduce messaging overhead. Further, even if hot-spots change over the course of the simulation, if the underlying feature of spatial clustering is retained, load continues to be balanced with spatial scattering leading us to the observation that spatial scattering can often obviate the need for dynamic load balancing.

    We recall and generalize the analysis of the output of the so-called balanced homodyne detectors. The most important feature of these detectors is their ability to quantify the vacuum fluctuations of the electric field, that is expectation values of products of (quantum-) electric-field operators. More precisely, the output of BHDs provides information on the one- and two-point functions of arbitrary states of quantum fields. We generalize the analysis of the response of BHDs to the case of quantum fields under influence of static external conditions such as cavities or polarizable media. By recalling the expressions for two-point functions of quantum fields in Casimir geometries we show, that a rich, position- and frequency-dependent pattern of BHD responses is predicted for ground states. This points to a potentially new characterization of quantum fields in Casimir setups which would not only complement the current global methods (Casimir forces), but also improve understanding of sub-vacuum energy densities present in some regions in these geometries.

    A conventional derivation of motion equations in mechanics and field equations in field theory is based on the principle of least action with a proper Lagrangian. With a time-independent Lagrangian, a function of coordinates and velocities that is called energy is constant. This paper presents an alternative approach, namely derivation of a general form of equations of motion that keep the system energy, expressed as a function of generalized coordinates and corresponding velocities, constant. These are Lagrange equations with addition of gyroscopic forces. The important fact, that the energy is defined as the function on the tangent bundle of configuration manifold, is used explicitly for the derivation. The Lagrangian is derived from a known energy function. A development of generalized Hamilton and Lagrange equations without the use of variational principles is proposed. The use of new technique is applied to derivation of some equations.

    Three-quarters of DOE's Conservation R and D funds have been devoted to technology research and development: basic and applied research, exploratory R and D, engineering feasibility studies, pilot-scale prototype R and D, and technology demonstration. Non R and D projects have involved technology assessment program planning and analysis, model development, technology transfer and consumer information, health effects and safety research, and technical support for rule making. The success stories summarized in this compendium fall into three general categories: Completed Technology Success Stories, projects that have resulted in new energy-saving technologies that are presently being used in the private sector; Technical Success Stories, projects that have produced or disseminated important scientific/technical information likely to result in future energy savings; Program Success Stories, non-R and D activities that have resulted in nationally significant energy benefits. The Energy Conservation research and development program at DOE is managed by the Office of Conservation under the direction of the Deputy Assistant Secretary for Conservation. Three subordinate Program Offices correspond to the buildings, transportation, and industrial end-use sectors. A fourth subordinate Program Office/endash/Energy Utilization Research/endash/sponsors research and technical inventions for all end-use sectors.

    In the EXOSAT and ROSAT eras a significant number of polars were found to show a soft/hard X-ray ratio much greater than that expected from the standard accretion shock model. This was known as the `soft X-ray excess'. We have made an snapshot survey of polars using XMM-Newton and determined their soft/hard ratios. We find that less than one in five of systems show a significant soft X-ray excess, while the rest show ratios consistent with that predicted by the standard model. We have investigated the discrepancy between this and the previous investigations by re-examining all the available ROSAT PSPC pointed observations of polars using more recent calibrations than in the original studies. We find that these data show an energy balance ratio which is broadly consistent with that of our XMM-Newton results. We conclude that the previous studies were affected by the data being less well calibrated. We discuss which physical mechanisms might give rise to a high soft X-ray excess and whether systems with high ratios show more variation in soft X-rays. Surprisingly, we find that 6 out of 21 systems found in a high accretion state did not show a distinct soft X-ray component. Two systems showed one pole with such a component and one which did not. Based on the ratio of the observed soft X-ray to UV flux measurements (which were obtained simultaneously using the Optical Monitor) we suggest that this is because the reprocessed component in these systems is cool enough to have moved out of the soft X-ray band and into the EUV or UV band.

    Observations in Quantum Mechanics are subject to complex restrictions arising from the principle of energy conservation. Determining such restrictions, however, has been so far an elusive task, and only partial results are known. In this paper we discuss how constraints on the energy spectrum of a measurement device translate into limitations on the measurements which we can effect on a target system with non-trivial energy operator. We provide efficient algorithms to characterize such limitations and we quantify them exactly when the target is a two-level quantum system. Our work thus identifies the boundaries between what is possible or impossible to measure, i.e., between what we can see or not, when energy conservation is at stake.

    Almost every aspect of land development has an effect on energy use, from minute architectural details to broad considerations of urban density. Energy-efficiency depends in part on how development is planned and carried out. Conventional development regulations, such as zoning ordinances and subdivision regulations, can be adapted in many ways to promote energy conservation at the community level. This report is about energy-efficient site and neighborhood design. It examines recent experiences of local governments that have adopted new development regulations or amended existing ones to promote energy conservation, more efficient generation and distribution, or a switch to alternative, renewable sources. Although much has been written in recent years about saving energy through community design, actual experience in applying these new ideas is still limited. To date, most communities have focused their efforts on studying the problem, documenting consumption patterns, and writing reports and plans. Only a handful have amended their land-use controls for the express purpose of saving energy. This study identifies 13 of these pioneering communities, after undertaking a survey of over 1400 local, regional, and state planning agencies. It takes a look at their experiences, to learn what has been done, how well it has worked, and what problems have been encountered.

The contribution of this effort is the development of a synergistic model based on engineering algorithms as opposed to lumped parameter estimates. The model explicitly details the relationships between direct and indirect water and energy savings. Irrigation, plumbing fixture, appliance, and boiler blowdown savings comprise the direct water component of the model. Reduction in leakage and unaccounted-for water in the distribution system are calculated as indirect water savings. Direct energy savings are calculated for hot water production. Indirect energy savings associated with distribution and collection, electric line losses, and unaccounted-for gas are determined by the model. Data sources, algorithms, and engineering assumptions used in the development of the model are detailed. The model capabilities are demonstrated for a hypothetical federal facility.

    Stimulated gluon emission and thermal absorption in addition to induced radiation are considered for an energetic parton propagating inside a quark- gluon plasma. In the presence of thermal gluons, stimulated emission reduces while absorption increases the parton's energy. The net effect is a reduction of the parton energy loss. Though decreasing asymptotically as $T/E$ with the parton energy, the relative reduction is found to be important for intermediate energies. The modified energy dependence of the energy loss will affect the shape of suppression of moderately high $p_T$ hadrons due to jet quenching in high-energy heavy-ion collisions.

    The energy return on investment (EROI) of an energy resource is the ratio of the energy it ultimately produces to the energy used to recover it. EROI is a key viability measure for a new recovery technology, particularly in its early stages of development when financial cost assessment would be premature or highly uncertain. This paper estimates the EROI of uranium recovery from seawater via a braid adsorbent technology. In this paper, the energy cost of obtaining uranium from seawater is assessed by breaking the production chain into three processes: adsorbent production, adsorbent deployment and mooring, and uranium elution and purification. Both direct and embodied energy inputs are considered. Direct energy is the energy used by the processes themselves, while embodied energy is used to fabricate their material, equipment or chemical inputs. If the uranium is used in a once-through fuel cycle, the braid adsorbent technology EROI ranges from 12 to 27, depending on still-uncertain performance and system design parameters. It is highly sensitive to the adsorbent capacity in grams of U captured per kg of adsorbent as well as to potential economies in chemical use. This compares to an EROI of ca. 300 for contemporary terrestrial mining. It is important to note that these figures only consider the mineral extraction step in the fuel cycle. At a reference performance level of 2.76 g U recovered per kg adsorbent immersed, the largest energy consumers are the chemicals used in adsorbent production (63%), anchor chain mooring system fabrication and operations (17%), and unit processes in the adsorbent production step (12%).     A full energy-cycle analysis of greenhouse gas emissions of biomass energy systems requires analysis well beyond the energy sector. For example, production of biomass fuels impacts on the global carbon cycle by altering the amount of carbon stored in the biosphere and often by producing a stream of by-products or co-products which substitute for other energy-intensive products like cement, steel, concrete or, in case of ethanol from corn, animal feed. It is necessary to distinguish between greenhouse gas emissions associated with the energy product as opposed to those associated with other products. Production of biomass fuels also has an opportunity cost because it uses large land areas which could have been used otherwise. Accounting for the greenhouse gas emissions from biomass fuels in an environment of credits and debits creates additional challenges because there are large nonlinearities in the carbon flows over time. This paper presents some of the technical challenges of comprehensive greenhouse gas accounting and distinguishes between technical and public policy issues.

    Analysts assessing energy policies and energy modelers forecasting future trends need to have access to reliable and concise energy statistics. Lawrence Berkeley National Laboratory evaluated several sources of California energy data, primarily from the California Energy Commission and the U.S. Energy Information Administration, to develop the California Energy Balance Database (CALEB). This database manages highly disaggregated data on energy supply, transformation, and end-use consumption for each type of energy commodity from 1990 to the most recent year available (generally 2001) in the form of an energy balance, following the methodology used by the International Energy Agency. This report presents the data used for CALEB and provides information on how the various data sources were reconciled. CALEB offers the possibility of displaying all energy flows in numerous ways (e.g.,physical units, Btus, petajoules, different levels of aggregation), facilitating comparisons among the different types of energy commodities and different end-use sectors. In addition to displaying energy data, CALEB can also be used to calculate state-level energy-related carbon dioxide emissions using the methodology of the Intergovernmental Panel on Climate Change.

    Moduli stabilisation is explored in the context of low-energy heterotic $M$-theory to show that a small value of the cosmological constant can result from a balance between the negative potential energy left over from stabilising the moduli and a positive Casimir energy from the higher dimensions. Supersymmetry breaking is induced by the fermion boundary conditions on the two branes in the theory. An explicit calculation of the Casimir energy for the gravitino reveals that the energy has the correct sign, although the size of the contribution is close to the edge of the parameter range for which the calculation is valid.

    We have presented views of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    The National Appliance Energy Conservation Act (NAECA) of 1987 established minimum energy-efficiency standards for room air conditioners, which became effective on January 1, 1990. The 1990 minimum energy-efficiency ratios (EER) range from 8.0 to 9.0 (Btu/h)/W (2.34 to 2.64 W/W). As required by NAECA, the Department of Energy (DOE) must also consider amending the room air conditioner standards that went into effect in 1990. As a result, the DOE issued a Notice of Proposed Rulemaking (NOPR) in March 1994 proposing new energy-efficiency standards for several products including room air conditioners. DOE received an extensive number of comments in response to the updated standards that were proposed. A reanalysis was conducted incorporating these comments, resulting in revised estimates of the cost and efficiency increases for more efficient room air conditioner designs. This paper describes the cost-efficiency analysis of design options carried out in support of DOE`s effort to revise the energy-efficiency standards that were proposed for room air conditioners in March 1994. The analysis shows that for the most popular classes of room air conditioners (classes without reverse cycle, with louvered sides, and with capacities ranging from less than 5000 to 20,000 Btu/h [1758 to 5860 W]) EERs of approximately 10.0 (Btu/h)/W (2.93 W/W) can be achieved by incorporating commonly used technologies, such as high-efficiency rotary compressors, grooved refrigerant tubing, slit-type fins, subcoolers, and permanent split capacitor fan motors. Even greater increases in efficiency can be realized with brushless permanent magnet fan motors, enlarged heat exchanger coils, and variable-speed compressors.

Since the energy costs of operating such a large IT infrastructure are a significant fraction of the total operating costs, we argue for redesigning CDNs to incorporate energy optimizations as a first-order principle. We propose techniques to turn off CDN servers during periods of low load while seeking to balance three key design goals: maximize energy reduction, minimize the impact on client-perceived service availability (SLAs), and limit the frequency of on-off server transitions to reduce wear-and-tear and its impact on hardware reliability.     Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)

The BUU model for intermediate energy heavy-ion collisions is used with isospin-dependent mean fields to calculate the balance energies of 58Fe + 58Fe and 58Ni + 58Ni for a range of impact parameters. We find that we are able to reproduce the impact parameter dependence of the balance energy, and the sign (but not the magnitude) of the shift in balance balance energy as a function of isospin asymmetry.

    The proton elliptic flow in collisions of Ca on Ca at energies from 30 to 100 MeV/nucleon is studied in an isospin-dependent transport model. With increasing incident energy, the elliptic flow shows a transition from positive to negative flow. Its magnitude depends on both the nuclear equation of state (EOS) and the nucleon-nucleon scattering cross section. Different elliptic flows are obtained for a stiff EOS with free nucleon-nucleon cross sections and a soft EOS with reduced nucleon-nucleon cross sections, although both lead to vanishing in-plane transverse flow at the same balance energy. The study of both in-plane and elliptic flows at intermediate energies thus provides a means to extract simultaneously the information on the nuclear equation of state and the nucleon-nucleon scattering cross section in medium.

    This study relies on extensive, existing survey data and new analyses to develop information that would help design a marketing plan to achieve energy conservation in new manufactured homes. Existing surveys present comprehensive information about regional manufactured home occupants and their homes that are relevant to a potential conservation marketing plan. An independent analysis of the cost-effectiveness of various efficiency improvements provides background information for designing a marketing plan. This analysis focuses on the economic impacts of alternative energy conservation options as perceived by the home owner. Identifying impediments to conservation investments is also very important in designing a marketing plan. A recent report suggests that financial constraints and the need for better information and knowledge about conservation pose the major conservation investment barriers. Since loan interest rates for new manufactured homes typically exceed site-built rates by a considerable amount and the buyers tend to have lower incomes, the economics of manufactured home conservation investments are likely to significantly influence their viability. Conservation information and its presentation directly influences the manufactured home buyer's decision. A marketing plan should address these impediments and their implications very clearly. Dealers express a belief that consumer satisfaction is the major advantage to selling energy efficient manufactured homes. This suggests that targeting dealers in a marketing plan and providing them direct information on consumers' indicated attitudes may be important. 74 refs.

    The initial conditions in the chemical non-equilibrated medium and Bjorken expanding medium at RHIC are determined. With a set of rate equations describing the chemical equilibration of quarks and gluons based on perturbative QCD, we investigate the consequence for parton evolution at RHIC. With considering parton evolution, it is shown that the Debye screening mass and the inverse mean free-path of gluons reduce with increasing proper time in the QGP medium. The parton evolution affects the parton energy loss with detailed balance, both parton energy loss from stimulated emission in the chemical non-equilibrated expanding medium and in Bjorken expanding medium are linear dependent on the propagating distance rather than square dependent in the static medium. The energy absorption can not be neglected at intermediate jet energies and small propagating distance of the energetic parton in contrast with that it is important only at intermediate jet energy in the static medium. This will increase the energy and propagating distance dependence of the parton energy loss and will affect the shape of suppression of moderately high P_T hadron spectra.

    The main reason for the generation of tsunamis is the deformation of the bottom of the ocean caused by an underwater earthquake. Usually, only the vertical bottom motion is taken into accound while the horizontal displacements are neglected. In the present paper we study both the vertical and the horizontal bottom motion while we propose a novel methodology for reconstructing the bottom coseismic displacements field which is transmitted to the free surface using a new three-dimensional Weakly Nonlinear (WN) approach. We pay a special attention to the evolution of kinetic and potential energies of the resulting wave while the contribution of horizontal displacements into wave energy balance is also quantified. Approaches proposed in this study are illustrated on the July 17, 2006 Java tsunami.

    All the Doubly Special Relativity (DSR) models studied in literature so far involve a deformation of the energy conservation rule that forces us to release the hypothesis of the additivity of the energy for composite systems. In view of the importance of the issue for a consistent formulation of a DSR statistical mechanics and a DSR thermodynamics, we show that DSR models preserving the usual (i.e. additive) energy conservation rule can be found. These models allow the construction of a DSR-covariant extensive energy. The implications of the analysis for the dynamics of DSR-covariant multiparticle systems are also briefly discussed.

    Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). A comparative analysis is performed. Elements are proposed for inclusion in a comprehensive strategy for conservation in new buildings. (MCW)

    In the presence of collective flow a new model potential describing the interaction of the hard jet with scattering centers is derived based on the static color-screened Yukawa potential. The flow effect on jet quenching with detailed balance is investigated in pQCD. It turns out, considering the collective flow with velocity $v_z$ along the jet direction, the collective flow decreases the LPM destructive interference comparing to that in the static medium. The gluon absorption plays a more important role in the moving medium. The collective flow increases the energy gain from gluon absorption, however, decreases the energy loss from gluon radiation, which is $(1 - v_z )$ times as that in the static medium to the first order of opacity. In the presence of collective flow, the second order in opacity correction is relatively small compared to the first order. So that the total effective energy loss is decreased. The flow dependence of the energy loss will affect the suppression of high $p_T$ hadron spectrum and anisotropy parameter $v_2$ in high-energy heavy-ion collisions.

    Using the quantum molecular dynamics model, we study the role of mass asymmetry of colliding nuclei on the fragmentation at the balance energy and on its mass dependence. The study is done by keeping the total mass of the system fixed as 40, 80, 160, and 240 and by varying the mass asymmetry of the ($\\eta$ = $\\frac{A_{T}-A_{P}}{A_{T}+A_{P}}$; where $A_{T}$ and $A_{P}$ are the masses of the target and projectile, respectively) reaction from 0.1 to 0.7. Our results clearly indicate a sizeable effect of the mass asymmetry on the multiplicity of various fragments. The mass asymmetry dependence of various fragments is found to increase with increase in total system mass (except for heavy mass fragments). Similar to symmetric reactions, a power law system mass dependence of various fragment multiplicities is also found to exit for large asymmetries.

The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

The relationship of similar factors to households' interest in receiving a free energy audits examined. Rates of return that underly household investments in major conservation improvements are assessed. A special analysis of household knowledge of economically attractive investments is provided that compares high payback improvements specified by the energy audit with the list of needed or desirable conservation improvements identified by respondents.     The Department of Energy's (DOE) Office of Conservation and Renewable Energy proudly presents this summary of some its most successful projects and activities. The projects included in this document have made significant contributions to improving energy efficiency and fuel flexibility in the United States. The energy savings that can be realized from these projects are considerable. Americans have shown an impressive ability to reduce energy consumption since 1973. Studies show that 34 quadrillion Btus (quads) of energy were saved in 1988 alone as a result of energy conservation and other factors. These savings, worth approximately $180 billion, represent more energy than the United States obtains from any other single source. The availability of new, energy-efficient technologies has been an important ingredient in achieving these savings. Federal efforts to develop and commercialize energy-saving technologies and processes are a part of the reason for this progress. Over the past 10 years, DOE has carefully invested more than $2 billion in hundreds of research and development (R D) projects to ensure the availability of advanced technology in the marketplace. These energy-efficient projects are carried out through DOE's Office of Conservation and Renewable Energy and reflect opportunities in the three energy-consuming, end-use sectors of the economy: buildings, transportation, and industry.

    The effect of different isospin-dependent cross-section on directed flow is studied for variety of systems(for which experimental balance energies are available) using an isospin-dependent Quantum Molecular Dynamic (IQMD) model. We show that balance energies are sensitive towards isospin-dependent cross-sections for light systems, while nearly no effect exist for heavier nuclei. A reduced cross-section $\\sigma = 0.9\\sigma_{NN}$ with stiff equation of state is able to explain experimental balance energies in most of systems. A power law behaviour is also given for the mass dependence of balance energy, which also follow N/Z dependence.

In addition to the Clean Air Act, Federal Property Managers are impacted by other Laws, such as the Energy Policy Act, which requires improved energy efficiency in Federal buildings.     We study the correlation between balance energy and transition energy of fragments in heavy-ion collisions for different systems at incident energies between 40 and 1200 MeV/nucleon using an isospin-dependent quantum molecular dynamics model. With increasing incident energy, the elliptic flow shows a transition from positive (in-plane) to negative (out-of-plane) flow. This transition energy is found to depend on the size of the fragments, composite mass of the reacting system, and the impact parameter of the reaction. It has been observed that a reduced cross section can explain the experimental data. There is a correlation between transition energy and balance energy as their difference decreases with an increase in the total mass of colliding nuclei.

    The case study examines the means by which energy conservation can be achieved at an aggregate community level by using proper planning and analytical techniques for a new town, Shenandoah, Georgia, located twenty-five miles southwest of Atlanta's Hartsfield International Airport. A potentially implementable energy conservation community plan is achieved by a study team examining the land use options, siting characteristics of each building type, alternate infrastructure plans, possible decentralized energy options, and central utility schemes to determine how community energy conservation can be achieved by use of pre-construction planning. The concept for the development of mixed land uses as a passively sited, energy conserving community is based on a plan (Level 1 Plan) that uses the natural site characteristics, maximizes on passive energy siting requirement, and allows flexibility for the changing needs of the developers. The Level 2 Plan is identical with Level 1 plan plus a series of decentraized systems that have been added to the residential units: the single-family detached, the apartments, and the townhouses. Level 3 Plan is similar to the Level 1 Plan except that higher density dwellings have been moved to areas adjacent to central site. The total energy savings for each plan relative to the conventional plan are indicated. (MCW)
