    We argue that a primary focus on energy efficiency may not be sufficient to slow (and ultimately reverse) the growth in total energy consumption and carbon emissions. Instead, policy makers need to return to an earlier emphasis on"conservation," with energy efficiency seen as a means rather than an end in itself. We briefly review the concept of"intensive" versus"extensive" variables (i.e., energy efficiency versus energy consumption), and why attention to both consumption and efficiency is essential for effective policy in a carbon- and oil-constrained world with increasingly brittle energy markets. To start, energy indicators and policy evaluation metrics need to reflect energy consumption as well as efficiency. We introduce the concept of"progressive efficiency," with the expected or required level of efficiency varying as a function of house size, appliance capacity, or more generally, the scale of energy services. We propose introducing progressive efficiency criteria first in consumer information programs (including appliance labeling categories) and then in voluntary rating and recognition programs such as ENERGY STAR. As acceptance grows, the concept could be extended to utility rebates, tax incentives, and ultimately to mandatory codes and standards. For these and other programs, incorporating criteria for consumption as well as efficiency offers a path for energy experts, policy-makers, and the public to begin building consensus on energy policies that recognize the limits of resources and global carrying-capacity. Ultimately, it is both necessary and, we believe, possible to manage energy consumption, not just efficiency in order to achieve a sustainable energy balance. Along the way, we may find it possible to shift expectations away from perpetual growth and toward satisfaction with sufficiency.

    The City of Chicago's Department of Planning and the Center for Neighborhood Technology (CNT) engaged Charles Rial and Associates (CRA) to assess the initial feasibility of an independent residential balancing service as a venture opportunity for a community-based organization (cbo). This document represents CRA's final report on the feasibility of the proposed venture. To assess the feasibility of a residential balancing venture, CRA determined the market potential for such a service, reviewed the efforts of the Chicago Energy Savers Fund, and interviewed engineering firms and heating and boiler contractors. It was determined that a stand-alone venture that offers balancing as its service will not reach a broad enough market to support a break-even operation and therefore, does not represent a feasible venture opportunity. A more feasible approach would involve a joint-venture between an established heating/boiler contractor and a cbo. A summary of the findings that led to this conclusion is provided.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. The Facilities Energy RDTandS program insures that the Army will be able to rapidly utilize the latest state-of-the-art energy technology.

    A parameter method is introduced in order to estimate the relationship among the various variables of a system in equilibrium, where the potential energy functions are incompletely known or the quantum mechanical calculations very difficult. No formal proof of the method is given; instead, a sufficient number of valuable examples are shown to make the case for the method's usefulness in classical and quantum systems. The mathematical methods required are quite elementary: basic algebra and minimization of power functions. This method blends advantageously with a simple but powerful approximate method for quantum mechanics, sidestepping entirely formal operators and differential equations. It is applied to the derivation of various well-known results involving centrally symmetric potentials for a quantum particle such as the hydrogen-like atom, the elastic potential and other cases of interest. The same formulas provide estimates for previously unsolved cases. PACS: 03.65.-w 30.00.00

    A Surface Energy Balance System (SEBS) has been installed collocated with each deployed ECOR system at the Southern Great Plains (SGP), North Slope of Alaska (NSA), Tropical Western Pacific (TWP), ARM Mobile Facility 1 (AMF1), and ARM Mobile Facility 2 (AMF2). The surface energy balance system consists of upwelling and downwelling solar and infrared radiometers within one net radiometer, a wetness sensor, and soil measurements. The SEBS measurements allow the comparison of ECOR sensible and latent heat fluxes with the energy balance determined from the SEBS and provide information on wetting of the sensors for data quality purposes.

    We investigate the energy-momentum balance in the perforating collision of a point particle with an infinitely thin planar domain wall within the linearized gravity in arbitrary dimensions. Since the metric of the wall increases with distance, the wall and the particle are never free, and their energy-momentum balance involves not only the instantaneous kinetic momenta, but also the non-local contribution of gravitational stresses. However, careful analysis shows that the stresses can be unambiguously divided between the colliding objects leading to definition of the gravitationally dressed momenta. These take into account for gravity in the same way as the potential energy does in the non-relativistic theory, but our treatment is fully relativistic. Another unusual feature of our problem is the non-vanishing flux of the total energy-momentum tensor through the lateral surface of the world tube. In this case the zero divergence of the energy-momentum tensor does not imply conservation of the total momentum defined as the integral over the space-like section of the tube. But one can still define the conservation low infinitesimally, passing to time derivatives of the momenta. Using this definition we establish the momentum balance in terms of the dressed particle and wall momenta.

    We study the mass dependence of various quantities (like the average and maximum density, collision rate, participant-spectator matter, temperature as well as time zones for higher density) by simulating the reactions at the energy of vanishing flow. This study is carried out within the framework of Quantum Molecular Dynamics model. Our findings clearly indicate an existence of a power law in all the above quantities calculated at the balance energy. The only significant mass dependence was obtained for the temperature reached in the central sphere. All other quantities are rather either insensitive or depend weakly on the system size at balance energy. The time zone for higher density as well as the time of maximal density and collision rate follow a power law inverse to the energy of vanishing flow.

    We treat energy-momentum conservation laws as particular gauge conservation laws when generators of gauge transformations are horizontal vector fields on fibre bundles. In particular, the generators of general covariant transformations are the canonical horizontal prolongations of vector fields on a world manifold. This is the case of the energy-momentum conservation laws in gravitation theories. We find that, in main gravitational models, the corresponding energy-momentum flows reduce to the generalized Komar superpotential. We show that the superpotential form of a conserved flow is the common property of gauge conservation laws if generators of gauge transformations depend on derivatives of gauge parameters. At the same time, dependence of conserved flows on gauge parameters make gauge conservation laws form-invariant under gauge transformations.

    We calculate the energy-momentum balance in quantum dielectrics such as Bose-Einstein condensates. In agreement with the experiment [G. K. Campbell et al. Phys. Rev. Lett. 94, 170403 (2005)] variations of the Minkowski momentum are imprinted onto the phase, whereas the Abraham tensor drives the flow of the dielectric. Our analysis indicates that the Abraham-Minkowski controversy has its root in the Roentgen interaction of the electromagnetic field in dielectric media.

    An energy conserving air motor with rotary actuation includes a pair of cooperating different diameter pistons coaxially arranged and connected rigidly to one another by a central connecting member provided with spur gear section adaptable of receiving a meshing pinion assembled inside an elongated housing provided with a diffential diameter bore passing therethrough and adaptable of receiving inside a larger diameter section which is blind a larger piston while smaller diameter section which is provided with fluid supply and exhaust port means receives smaller diameter piston while said pinion entering said housing perpendicularly substantially central to the housing ends so as to rotate therein when pistons move linearly inside bore between a first normally atmospheric and a second energized positions in response to the working fluid pressure supplied via fluid supply and exhaust port means by way of a 3-way solenoid or pilot operated directional valve so as to allow energization of the small diameter piston, initially atmospheric, with an end force large enough to shift piston assembly into the second energized position at which time working fluid enters backside of the larger piston via internal pilot porting provided therebetween to exert a much larger end force than that prevailing over the small piston, automatically returning piston assembly into the first original position for an eventual exhaust of the working fluid via 3-way valve and cycle repetition saving energy.

    We re-examine the problem of load balancing in conservatively synchronized parallel, discrete-event simulations executed on high-performance computing clusters, focusing on simulations where computational and messaging load tend to be spatially clustered. Such domains are frequently characterized by the presence of geographic 'hot-spots' - regions that generate significantly more simulation events than others. Examples of such domains include simulation of urban regions, transportation networks and networks where interaction between entities is often constrained by physical proximity. Noting that in conservatively synchronized parallel simulations, the speed of execution of the simulation is determined by the slowest (i.e most heavily loaded) simulation process, we study different partitioning strategies in achieving equitable processor-load distribution in domains with spatially clustered load. In particular, we study the effectiveness of partitioning via spatial scattering to achieve optimal load balance. In this partitioning technique, nearby entities are explicitly assigned to different processors, thereby scattering the load across the cluster. This is motivated by two observations, namely, (i) since load is spatially clustered, spatial scattering should, intuitively, spread the load across the compute cluster, and (ii) in parallel simulations, equitable distribution of CPU load is a greater determinant of execution speed than message passing overhead. Through large-scale simulation experiments - both of abstracted and real simulation models - we observe that scatter partitioning, even with its greatly increased messaging overhead, significantly outperforms more conventional spatial partitioning techniques that seek to reduce messaging overhead. Further, even if hot-spots change over the course of the simulation, if the underlying feature of spatial clustering is retained, load continues to be balanced with spatial scattering leading us to the observation that spatial scattering can often obviate the need for dynamic load balancing.

    Various policies and programs have been created to promote energy conservation in Asia. Energy conservation centers, energy conservation standards and labeling, commercial building codes, industrial energy use regulations, and utility demand-side management (DSM) are but a few of them. This article attempts to analyze the roles of these different policies and programs in seven typical Asian countries: China, Indonesia, Japan, Pakistan, South Korea, the Philippines, and Thailand. The conclusions show that the two most important features behind the success policies and programs are (1) government policy support and (2) long-run self-sustainability of financial support to the programs.

    The energy balance Bowen ratio (EBBR) system produces 30-minute estimates of the vertical fluxes of sensible and latent heat at the local surface. Flux estimates are calculated from observations of net radiation, soil surface heat flux, and the vertical gradients of temperature and relative humidity (RH). Meteorological data collected by the EBBR are used to calculate bulk aerodynamic fluxes, which are used in the Bulk Aerodynamic Technique (BA) EBBR value-added product (VAP) to replace sunrise and sunset spikes in the flux data. A unique aspect of the system is the automatic exchange mechanism (AEM), which helps to reduce errors from instrument offset drift.

    We recall and generalize the analysis of the output of the so-called balanced homodyne detectors. The most important feature of these detectors is their ability to quantify the vacuum fluctuations of the electric field, that is expectation values of products of (quantum-) electric-field operators. More precisely, the output of BHDs provides information on the one- and two-point functions of arbitrary states of quantum fields. We generalize the analysis of the response of BHDs to the case of quantum fields under influence of static external conditions such as cavities or polarizable media. By recalling the expressions for two-point functions of quantum fields in Casimir geometries we show, that a rich, position- and frequency-dependent pattern of BHD responses is predicted for ground states. This points to a potentially new characterization of quantum fields in Casimir setups which would not only complement the current global methods (Casimir forces), but also improve understanding of sub-vacuum energy densities present in some regions in these geometries.

    This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    This report systematically compares, within a consistent framework, the technical and economic characteristics of energy-conserving irrigation systems with those of conventional irrigation systems and to determine total energy savings. Levelized annual costs of owning and operating both energy-conserving and conventional irrigation systems have been developed and compared for all 17 states to account for the differences in energy costs and irrigation conditions in each state. Market penetration of energy-conserving systems is assessed for those systems having lower levelized annual costs than conventional systems performing the same function. Annual energy savings were computed by matching the energy savings per system with an assumed maximum market penetration of 100 percent in those markets where the levelized annual costs of energy-conserving systems are lower than the levelized annual costs of conventional systems.

    In the EXOSAT and ROSAT eras a significant number of polars were found to show a soft/hard X-ray ratio much greater than that expected from the standard accretion shock model. This was known as the `soft X-ray excess'. We have made an snapshot survey of polars using XMM-Newton and determined their soft/hard ratios. We find that less than one in five of systems show a significant soft X-ray excess, while the rest show ratios consistent with that predicted by the standard model. We have investigated the discrepancy between this and the previous investigations by re-examining all the available ROSAT PSPC pointed observations of polars using more recent calibrations than in the original studies. We find that these data show an energy balance ratio which is broadly consistent with that of our XMM-Newton results. We conclude that the previous studies were affected by the data being less well calibrated. We discuss which physical mechanisms might give rise to a high soft X-ray excess and whether systems with high ratios show more variation in soft X-rays. Surprisingly, we find that 6 out of 21 systems found in a high accretion state did not show a distinct soft X-ray component. Two systems showed one pole with such a component and one which did not. Based on the ratio of the observed soft X-ray to UV flux measurements (which were obtained simultaneously using the Optical Monitor) we suggest that this is because the reprocessed component in these systems is cool enough to have moved out of the soft X-ray band and into the EUV or UV band.

    A strong differential transverse collective flow is predicted for the first time to occur in heavy-ion collisions at balance energies. We also give a novel explanation for the disappearance of the total transverse collective flow at the balance energies. It is further shown that the differential flow especially at high transverse momenta is a useful microscope capable of resolving the balance energy's dual sensitivity to both the nuclear equation of state and in-medium nucleon-nucleon cross sections in the reaction dynamics.

    This report considers the question of whether the California Energy Commission should incorporate the ASHRAE 62.1 ventilation standard into the Title 24 ventilation rate (VR) standards, thus allowing buildings to follow the Indoor Air Quality Procedure. This, in contrast to the current prescriptive standard, allows the option of using ventilation rate as one of several strategies, which might include source reduction and air cleaning, to meet specified targets of indoor air concentrations and occupant acceptability. The research findings reviewed in this report suggest that a revised approach to a ventilation standard for commercial buildings is necessary, because the current prescriptive ASHRAE 62.1 Ventilation Rate Procedure (VRP) apparently does not provide occupants with either sufficiently acceptable or sufficiently healthprotective air quality. One possible solution would be a dramatic increase in the minimum ventilation rates (VRs) prescribed by a VRP. This solution, however, is not feasible for at least three reasons: the current need to reduce energy use rather than increase it further, the problem of polluted outdoor air in many cities, and the apparent limited ability of increasing VRs to reduce all indoor airborne contaminants of concern (per Hodgson (2003)). Any feasible solution is thus likely to include methods of pollutant reduction other than increased outdoor air ventilation; e.g., source reduction or air cleaning. The alternative 62.1 Indoor Air Quality Procedure (IAQP) offers multiple possible benefits in this direction over the VRP, but seems too limited by insufficient specifications and inadequate available data to provide adequate protection for occupants. Ventilation system designers rarely choose to use it, finding it too arbitrary and requiring use of much non-engineering judgment and information that is not readily available. This report suggests strategies to revise the current ASHRAE IAQP to reduce its current limitations. These strategies, however, would make it more complex and more prescriptive, and would require substantial research. One practical intermediate strategy to save energy would be an alternate VRP, allowing VRs lower than currently prescribed, as long as indoor VOC concentrations were no higher than with VRs prescribed under the current VRP. This kind of hybrid, with source reduction and use of air cleaning optional but permitted, could eventually evolve, as data, materials, and air-cleaning technology allowed gradual lowering of allowable concentrations, into a fully developed IAQP. Ultimately, it seems that VR standards must evolve to resemble the IAQP, especially in California, where buildings must achieve zero net energy use within 20 years.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    We study the effect of isospin degree of freedom on balance energy throughout the mass range between 50 and 350 for two sets of isotopic systems with N/Z = 1.16 and 1.33 as well as isobaric systems with N/Z = 1.0 and 1.4. Our findings indicate that different values of balance energy for two isobaric systems may be mainly due to the Coulomb repulsion. We also demonstrate clearly the dominance of Coulomb repulsion over symmetry energy.

    Stimulated gluon emission and thermal absorption in addition to induced radiation are considered for an energetic parton propagating inside a quark- gluon plasma. In the presence of thermal gluons, stimulated emission reduces while absorption increases the parton's energy. The net effect is a reduction of the parton energy loss. Though decreasing asymptotically as $T/E$ with the parton energy, the relative reduction is found to be important for intermediate energies. The modified energy dependence of the energy loss will affect the shape of suppression of moderately high $p_T$ hadrons due to jet quenching in high-energy heavy-ion collisions.

    A full energy-cycle analysis of greenhouse gas emissions of biomass energy systems requires analysis well beyond the energy sector. For example, production of biomass fuels impacts on the global carbon cycle by altering the amount of carbon stored in the biosphere and often by producing a stream of by-products or co-products which substitute for other energy-intensive products like cement, steel, concrete or, in case of ethanol from corn, animal feed. It is necessary to distinguish between greenhouse gas emissions associated with the energy product as opposed to those associated with other products. Production of biomass fuels also has an opportunity cost because it uses large land areas which could have been used otherwise. Accounting for the greenhouse gas emissions from biomass fuels in an environment of credits and debits creates additional challenges because there are large nonlinearities in the carbon flows over time. This paper presents some of the technical challenges of comprehensive greenhouse gas accounting and distinguishes between technical and public policy issues.

    Moduli stabilisation is explored in the context of low-energy heterotic $M$-theory to show that a small value of the cosmological constant can result from a balance between the negative potential energy left over from stabilising the moduli and a positive Casimir energy from the higher dimensions. Supersymmetry breaking is induced by the fermion boundary conditions on the two branes in the theory. An explicit calculation of the Casimir energy for the gravitino reveals that the energy has the correct sign, although the size of the contribution is close to the edge of the parameter range for which the calculation is valid.

    The purpose of this study is to identify and quantify potential energy savings available through the development and application of biotechnologies. This information is required in support of ECUT research planning efforts as an aid in identifying promising areas needing further consideration and development. It is also intended as background information for a companion ECUT study being conducted by the National Academy of Science to evaluate the use of bioprocessing methods to conserve energy. Several studies have been conducted recently to assess the status and implications of the development of biotechnology. The Office of Technology Assessment (OTA) considered institutional, economic, and scientific problems and barriers. The National Science Foundation sponsored a study to examine regulatory needs for this new and expanding technology. Somewhat in contrast to these studies, this report covers principally the technical issues. It should be emphasized that the practicality of many developments in biotechnology is not evaluated solely on the basis of energy considerations. Bioprocesses must often compete with well-established coal, petroleum, and natural gas technologies. A complete evaluation of the technical, economical, and ecological impacts of the large-scale applications discussed in this report is not possible within the scope of this study. Instead, this report assesses the potential of biotechnology to save energy so that research into all aspects of implementation will be stimulated for those industries with significant energy savings potential. 92 references, 6 figures, 24 tables.

    Based on the isospin-dependent quantum molecular dynamics (IQMD) picture, we attempt to understand the nature of transverse flow in $_{28}Ni^{58}+_{28}Ni^{58}$ and $_{26}Fe^{58}+_{26}Fe^{58}$ systems at wide range of energies and impact parameters. The isospin dependence of balance energy in transverse flow is clearly visible. The results are compared with the experimental data available.

    Dynamical horizons are considered in full, non-linear general relativity. Expressions of fluxes of energy and angular momentum carried by gravitational waves across these horizons are obtained. Fluxes are local, the energy flux is positive and change in the horizon area is related to these fluxes. The flux formulae also give rise to balance laws analogous to the ones obtained by Bondi and Sachs at null infinity and provide generalizations of the first and second laws of black hole mechanics.

Our results indicate that balance energy decreases linearly with increase in N/Z ratio for all the masses throughout the colliding geometry range.     Approximately three years ago, the utilities started preparing for deregulation. Energy savings concerns and rebate programs were suspended by the fear of retail wheeling. Utilities were becoming more interested in increasing load and their customer base because, under deregulation, competitors would be stealing their customer base with cheaper prices and incentive packages. Thus, the commitment of utilities shifted from supplying power under their obligation to serve the customer, and to obtain a reasonable return for the stockholder to increasing their market share. As a consequence of the evaporation of utility incentive payments, financing has taken on a larger role in developing viable projects. The developer has to present projects to his customers as they stand on economic benefits, and without the help of rebate incentives. Financing energy conservation deals is the province of a small community of financiers who have expertise to present and explain deals to lenders. Other available funding sources are: banks; insurance companies; utility subsidiaries; energy funds and green funds; private investors; and leasing companies.

    We have presented views of the seemingly paradoxical nature and irrationality of the energy system and the decisions that determine its evolution. An economic approach to energy decisions, while widely espoused and generally believed to be the underpinning of our system. appears not to be functioning in very important areas. The result is enormous waste of economic and intangible resources to produce energy that could be effectively replaced by energy conservation at low costs. This inefficiency in the economic system is, in our judgment. far greater than is recognized either by the public or by 'experts.' It has led to an over-investment in centralized energy systems and has discouraged the use of decentralized systems that could contribute significantly in the near term to a lessening of our energy problems. There are some signs that the situation is changing. albeit rather slowly. High prices and the widespread recognition of the seriousness of our energy problems have contributed to an increasing involvement of individuals in energy decisions profoundly affecting their future. To achieve an evolution of the energy system in which decentralized technologies (and, in the near term, particularly technologies that improve the efficiency of energy use) play an important role, the government must act forcefully. This action needs to recognize and be responsive to the powerful discriminatory effect of the economic system, as it is presently constituted, against investments in energy conservation.

    The University of Miami (UM) has embarked on a very important and worthwhile mission: {open_quotes}To make UM one of the most energy efficient Universities in the Nation by the year 2000.{close_quotes} In order for the University to meet this goal we knew we would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past (i.e. elimination, reheat, first generation lighting retrofits, and some diversity), each plant had excess capacity. At that time we also had identified about 600 tons of old falling apart air conditioning equipment. Our Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    Guidance is given on measuring energy consumption in the plant and pinpointing areas where energy-conservation activities can return the most favorable economics. General energy-conservation techniques applicable to most or all segments of the dairy processing industry, including the fluid milk segment, are emphasized. These general techniques include waste heat recovery, improvements in electric motor efficiency, added insulation, refrigeration improvements, upgrading of evaporators, and increases in boiler efficiency. Specific examples are given in which these techniques are applied to dairy processing plants. The potential for energy savings by cogeneration of process steam and electricity in the dairy industry is also discussed. Process changes primarily applicable to specific milk products which have resulted in significant energy cost savings at some facilities or which promise significant contributions in the future are examined. A summary checklist of plant housekeeping measures for energy conservation and guidelines for economic evaluation of conservation alternatives are provided. (MHR)

    The effects of an isospin asymmetry and in-medium corrections to the nucleon collision cross section on the balance energy are explored. The BUU model for intermediate energy heavy-ion collisions is used with isospin-dependent mean fields to calculate the balance energies of 58Fe + 58Fe and 58Ni + 58Ni for a range of impact parameters. We find that we are able to reproduce the impact parameter dependence of the balance energy, and the sign (but not the magnitude) of the shift in balance balance energy as a function of isospin asymmetry.

    The proton elliptic flow in collisions of Ca on Ca at energies from 30 to 100 MeV/nucleon is studied in an isospin-dependent transport model. With increasing incident energy, the elliptic flow shows a transition from positive to negative flow. Its magnitude depends on both the nuclear equation of state (EOS) and the nucleon-nucleon scattering cross section. Different elliptic flows are obtained for a stiff EOS with free nucleon-nucleon cross sections and a soft EOS with reduced nucleon-nucleon cross sections, although both lead to vanishing in-plane transverse flow at the same balance energy. The study of both in-plane and elliptic flows at intermediate energies thus provides a means to extract simultaneously the information on the nuclear equation of state and the nucleon-nucleon scattering cross section in medium.

    This study relies on extensive, existing survey data and new analyses to develop information that would help design a marketing plan to achieve energy conservation in new manufactured homes. Existing surveys present comprehensive information about regional manufactured home occupants and their homes that are relevant to a potential conservation marketing plan. An independent analysis of the cost-effectiveness of various efficiency improvements provides background information for designing a marketing plan. This analysis focuses on the economic impacts of alternative energy conservation options as perceived by the home owner. Identifying impediments to conservation investments is also very important in designing a marketing plan. A recent report suggests that financial constraints and the need for better information and knowledge about conservation pose the major conservation investment barriers. Since loan interest rates for new manufactured homes typically exceed site-built rates by a considerable amount and the buyers tend to have lower incomes, the economics of manufactured home conservation investments are likely to significantly influence their viability. Conservation information and its presentation directly influences the manufactured home buyer's decision. A marketing plan should address these impediments and their implications very clearly. Dealers express a belief that consumer satisfaction is the major advantage to selling energy efficient manufactured homes. This suggests that targeting dealers in a marketing plan and providing them direct information on consumers' indicated attitudes may be important. 74 refs.

    The initial conditions in the chemical non-equilibrated medium and Bjorken expanding medium at RHIC are determined. With a set of rate equations describing the chemical equilibration of quarks and gluons based on perturbative QCD, we investigate the consequence for parton evolution at RHIC. With considering parton evolution, it is shown that the Debye screening mass and the inverse mean free-path of gluons reduce with increasing proper time in the QGP medium. The parton evolution affects the parton energy loss with detailed balance, both parton energy loss from stimulated emission in the chemical non-equilibrated expanding medium and in Bjorken expanding medium are linear dependent on the propagating distance rather than square dependent in the static medium. The energy absorption can not be neglected at intermediate jet energies and small propagating distance of the energetic parton in contrast with that it is important only at intermediate jet energy in the static medium. This will increase the energy and propagating distance dependence of the parton energy loss and will affect the shape of suppression of moderately high P_T hadron spectra.

    The main reason for the generation of tsunamis is the deformation of the bottom of the ocean caused by an underwater earthquake. Usually, only the vertical bottom motion is taken into accound while the horizontal displacements are neglected. In the present paper we study both the vertical and the horizontal bottom motion while we propose a novel methodology for reconstructing the bottom coseismic displacements field which is transmitted to the free surface using a new three-dimensional Weakly Nonlinear (WN) approach. We pay a special attention to the evolution of kinetic and potential energies of the resulting wave while the contribution of horizontal displacements into wave energy balance is also quantified. Approaches proposed in this study are illustrated on the July 17, 2006 Java tsunami.

The approach used in developing the proposed standard revision is a cost-benefit analysis in which the costs of energy conservation measures (ECM) are balanced against the benefits of energy savings. The analysis used to develop the recommendations for revision of the US Department of Housing and Urban Development (HUD) energy conservation standards for manufactured housing requires information on specific ECMs. This technical support document contains the data from two of the three surveys that were used primarily to characterize the available ECMs and their associated costs.     In the presence of collective flow a new model potential describing the interaction of the hard jet with scattering centers is derived based on the static color-screened Yukawa potential. The flow effect on jet quenching with detailed balance is investigated in pQCD. It turns out, considering the collective flow with velocity $v_z$ along the jet direction, the collective flow decreases the LPM destructive interference comparing to that in the static medium. The gluon absorption plays a more important role in the moving medium. The collective flow increases the energy gain from gluon absorption, however, decreases the energy loss from gluon radiation, which is $(1 - v_z )$ times as that in the static medium to the first order of opacity. In the presence of collective flow, the second order in opacity correction is relatively small compared to the first order. So that the total effective energy loss is decreased. The flow dependence of the energy loss will affect the suppression of high $p_T$ hadron spectrum and anisotropy parameter $v_2$ in high-energy heavy-ion collisions.

    The effect of different isospin-dependent cross-section on directed flow is studied for variety of systems(for which experimental balance energies are available) using an isospin-dependent Quantum Molecular Dynamic (IQMD) model. We show that balance energies are sensitive towards isospin-dependent cross-sections for light systems, while nearly no effect exist for heavier nuclei. A reduced cross-section $\\sigma = 0.9\\sigma_{NN}$ with stiff equation of state is able to explain experimental balance energies in most of systems. A power law behaviour is also given for the mass dependence of balance energy, which also follow N/Z dependence.

    Pacific Northwest National Laboratory (PNNL) performed an energy and water evaluation of selected buildings on the Hanford Site during the months of May and June 2012. The audit was performed under the direction of the U.S. Department of Energy, Sustainability Performance Office to identify key energy conservation measures (ECMs) and water conservation measures (WCMs). The evaluations consisted of on-site facility walk-throughs conducted by PNNL staff, interviews with building-operating personnel, and an examination of building designs and layouts. Information on 38 buildings was collected to develop a list of energy and water conservation measures. Table ES.1 is a summary of the ECMs, while table ES.2 is a summary of the WCMs.

    Using the quantum molecular dynamics model, we study the role of mass asymmetry of colliding nuclei on the fragmentation at the balance energy and on its mass dependence. The study is done by keeping the total mass of the system fixed as 40, 80, 160, and 240 and by varying the mass asymmetry of the ($\\eta$ = $\\frac{A_{T}-A_{P}}{A_{T}+A_{P}}$; where $A_{T}$ and $A_{P}$ are the masses of the target and projectile, respectively) reaction from 0.1 to 0.7. Our results clearly indicate a sizeable effect of the mass asymmetry on the multiplicity of various fragments. The mass asymmetry dependence of various fragments is found to increase with increase in total system mass (except for heavy mass fragments). Similar to symmetric reactions, a power law system mass dependence of various fragment multiplicities is also found to exit for large asymmetries.

    The case study examines the means by which energy conservation can be achieved at an aggregate community level by using proper planning and analytical techniques for a new town, Shenandoah, Georgia, located twenty-five miles southwest of Atlanta's Hartsfield International Airport. A potentially implementable energy conservation community plan is achieved by a study team examining the land use options, siting characteristics of each building type, alternate infrastructure plans, possible decentralized energy options, and central utility schemes to determine how community energy conservation can be achieved by use of pre-construction planning. The concept for the development of mixed land uses as a passively sited, energy conserving community is based on a plan (Level 1 Plan) that uses the natural site characteristics, maximizes on passive energy siting requirement, and allows flexibility for the changing needs of the developers. The Level 2 Plan is identical with Level 1 plan plus a series of decentraized systems that have been added to the residential units: the single-family detached, the apartments, and the townhouses. Level 3 Plan is similar to the Level 1 Plan except that higher density dwellings have been moved to areas adjacent to central site. The total energy savings for each plan relative to the conventional plan are indicated. (MCW)

    We study the correlation between balance energy and transition energy of fragment in heavy-ion collisions for different systems at incident energies between 40 and 1200 MeV/nucleon using an isospin-dependent quantum molecular dynamics model. With increasing incident energy, the elliptic flow shows a transition from positive (in-plane) to negative (out-of-plane) flow. This transition energy is found to depend on the size of fragments, composite mass of reacting system, and the impact parameter of reaction. It has been observed that reduced cross-section can explain the experimental data. There is a correlation between transition energy and balance energy as their difference decreases with increase in the total mass of colliding nuclei.

    Nonlinear random vibration under excitations of both Gaussian and Poisson white noises is considered. The model is based on stochastic differential equations, and the corresponding stochastic integrals are defined in such a way that the energy conservation law is satisfied. It is shown that Stratonovich integral and Di Paola-Falsone integral should be used for excitations of Gaussian and Poisson white noises, respectively, in order for the model to satisfy the underlining physical laws (e.g., energy conservation). Numerical examples are presented to illustrate the theoretical results.

    Sideward flow values have been determined with the INDRA multidetector for Ar+Ni, Ni+Ni and Xe+Sn systems studied at GANIL in the 30 to 100 A.MeV incident energy range. The balance energies found for Ar+Ni and Ni+Ni systems are in agreement with previous experimental results and theoretical calculations. Negative sideward flow values have been measured. The possible origins of such negative values are discussed. They could result from a more important contribution of evaporated particles with respect to the contribution of promptly emitted particles at mid-rapidity. But effects induced by the methods used to reconstruct the reaction plane cannot be totally excluded. Complete tests of these methods are presented and the origins of the ``auto-correlation'' effect have been traced back. For heavy fragments, the observed negative flow values seem to be mainly due to the reaction plane reconstruction methods. For light charged particles, these negative values could result from the dynamics of the collisions and from the reaction plane reconstruction methods as well. These effects have to be taken into account when comparisons with theoretical calculations are done.

    A higher-order self-consistent energy-conserving gyrokinetic system of equations is derived. It is shown that additional terms appear in the quasineutrality condition. These terms are nonlinear in the electric field. The derivation includes higher-order terms in the gyrokinetic Hamiltonian (needed for the energy conservation) and employs a variational principle that automatically provides all the conservation laws through the Noether theorem. The equations derived here can be applied in certain transition layers such as the stellarator transport barriers caused by the transition between the electron and ion root regimes. The theory may also be of interest for the edge plasma, where the nonlinear terms in the quasineutrality equation could be relevant. The equations derived are simple enough and can readily be used in gyrokinetic codes.

    This report highlights progress achieved during FY 1999 under the Light-duty Fuels Utilization R and D Program. The program is comprised of two elements: the Advanced Petroleum-Based APB Fuels Program which focused on developing and testing advanced fuels for use with compression-ignition direct-injection (CIDI) engines and fuel cells and the Alternative Fuels Program which focused on Natural gas and natural gas derived fuels. The report contains 17 summaries of industry and National Laboratory projects. Fuel efficient vehicles with very low emissions are essential to meet the challenges of climate change, energy security, and improved air quality. The authors anticipate cooperative efforts with the auto and energy industries to develop new and innovative technologies that will be used to make advanced transportation vehicles that are fuel efficient, clean, and safe.

    We study the N/Z dependence of energy of vanishing flow or balance energy for different isotopic series of various system masses like Ca+Ca, Ni+Ni, Zr+Zr, Sn+Sn and Xe+Xe. We find that balance energy decreases with N/Z of the system and follows a linear behaviour. The slope of N/Z dependence is steeper for lighter systems like Ca+Ca and less for heavier ones like Xe+Xe.

    We study the effect of isospin degree of freedom on balance energy throughout the mass range between 50 and 350 for two sets of isobaric systems with N/A = 0.5 and 0.58. Our fndings indicate that different values of balance energy for two isobaric systems may be mainly due to the Coulomb repulsion. We also demonstrate clearly the dominance of Coulomb repulsion over symmetry energy.

    We study the role of colliding geometry on the N/Z dependence of balance energy using isospin-dependent quantum molecular dynamics model. Our study reveals that the N/Z dependence of balance energy becomes much steeper for peripheral collisions as compared to the central collisions. We also study the effect of system mass on the impact parameter dependence of N/Z dependence of balance energy. The study shows that lighter systems shows greater sensitivity to colliding geometry towards the N/Z dependence.

  15. Potential environmental effects of energy conservation measures in northwest industries

    The Bonneville Power Administration (Bonneville) has identified 101 plants in the Pacific Northwest that account for 80% of the region's industrial electricity consumption. These plants offer a precise target for a conservation program. PNL determined that most of these 101 plants were represented by 11 major industries. We then reviewed 36 major conservation technologies used in these 11 industrial settings to determine their potential environmental impacts. Energy efficiency technologies designed for industrial use may result in direct or indirect environmental impacts. Effects may result from the production of the conservation measure technology, changes in the working environment due to different energy and material requirements, or changes to waste streams. Industry type, work-place conditions, worker training, and environmental conditions inside and outside the plant are all key variables that may affect environmental outcomes. To address these issues this report has three objectives: Describe potential conservation measures that Bonneville may employ in industrial programs and discuss potential primary impacts. Characterize industrial systems and processes where the measure may be employed and describe general environmental issues associated with each industry type. Review environmental permitting, licensing, and other regulatory actions required for industries and summarize the type of information available from these sources for further analysis.

    In this study, the relative financial impact on HUD and PHAs of these four funding strategies, based on case studies of actual retrofit efforts by two local housing authorities: San Francisco, California and Trenton, New Jersey are examined. The selected retrofits all show significant energy savings. This is not, however, reflected in the financial benefits to each party because current provisions of the Performance Funding System (PFS) for public housing energy subsidies require that costs and savings associated with energy conservation retrofits be shared between HUD and the local housing authorities, regardless of the financing mechanism used.

  18. Deterrents to energy conservation investment in public housing

    In an effort to reduce rising energy costs, the Department of Housing and Urban Development (HUD) has strongly urged local public housing authorities (PHAs) to improve the energy efficiency of their building stock. In this study, the authors examine the relative impact on HUD and PHAs of four retrofit financing strategies used by two local housing authorities. They find that the existing Performance Funding System (PFS) regulations tend to discourage PHAs from actively pursuing cost-effective investments that improve the energy efficiency of their housing projects. The authors' results indicate that HUD policies distribute the dollar savings from conservation retrofits in such a way that HUD receives substantial benefits, while local public housing authorities get few benefits. In fact, PHAs can lose money, even in cases where there are significant energy savings and payback periods of less than three years. The authors tested several alternatives to the current regulations and found that the best way to encourage PHAs to conserve is for HUD to reimburse them for new maintenance and capital costs of the conservation retrofits.
