    A study has been conducted in Newell Creek Canyon near Oregon City, Oregon, T3S, T2S, R2E. A landslide inventory has located 53 landslides in the 2.8 km[sup 2] area. The landslides range in area from approximately 15,000m[sup 2] to 10m[sup 2]. Past slides cover an approximate 7% of the canyon area. Landslide processes include: slump, slump-translational, slump-earthflow and earthflow. Hard, impermeable clay-rich layers in the Troutdale Formation form the failure planes for most of the slides. Slopes composed of Troutdale material may seem to be stable, but when cuts and fills are produced, slope failure is common because of the perched water tables and impermeable failure planes. Good examples of cut and fill failures are present on Highway 213 which passes through Newell Creek Canyon. Almost every cut and fill has failed since the road construction began. The latest failure is in the fill located at mile-post 2.1. From data gathered, a slope stability risk map was generated. Stability risk ratings are divided into three groups: high, moderate and low. High risk of slope instability is designated to all landslides mapped in the slide inventory. Moderate risk is designated to slopes in the Troutdale Formation greater than 8[degree]. Low risk is designated to slopes in the Troutdale Formation less than 8[degree].

    The purpose of the Klamath Falls project is to demonstrate the effectiveness of a combined thermal distribution system and power generation facility. The city of Klamath Falls operates a geothermal district heating system which would appear to be an attractive opportunity to install a power generation system. Since the two wells have operated reliably and consistently over many years, no new sources or resource exploration would be necessary. It appears that it will cost more to construct, operate, maintain and amortize a proposed geothermal facility than the long?term value of the power it would produce. The success of a future project will be determined by whether utility power production costs will remain low and whether costs of construction, operations, or financing may be reduced. There are areas that it would be possible to reduce construction cost. More detailed design could enable the city to obtain more precise quotes for components and construction, resulting in reduction in contingency projections. The current level of the contingency for uncertainty of costs is between $200,000 and $300,000. Another key issue with this project appears to be operation cost. While it is expected that only minimal routine monitoring and operating expenses will occur, the cost of water supply and waste water disposal represents nearly one quarter of the value of the power. If the cost of water alone could be reduced, the project could become viable. In addition, the projected cost of insurance may be lower than estimated under a city?wide policy. No provisions have been made for utilization of federal tax incentives. If a transaction with a third-party owner/taxpayer were to be negotiated, perhaps the net cost of ownership could be reduced. It is recommended that these options be investigated to determine if the costs and benefits could be brought together. The project has good potential, but like many alternative energy projects today, they only work economically if the federal tax incentives come into play.

    With its recent acquisition of Petrolite (St. Louis), Baker Performance Chemicals (BPC; Houston), a unit of Baker Hughes, leapfrogs Nalco-Exxon Energy Chemicals to become the biggest purveyor of oil field chemicals. {open_quotes}Petrolite and Baker were number two and number three,{close_quotes} says Credit Suisse First Boston analyst Gordon T. Hall, who adds that the combined operations will have at least $700 million/year in sales and be positioned to expand, primarily outside the US Hall says the Nalco-Exxon jv, the only other major oil field chemicals player, has sales of less than $650 million/year. Although Baker Hughes does no break out sales by division, BPC president Glen Bassett says sales last year were {open_quotes}more than $300 million{close_quotes} but not as high as Petrolite`s $361 million. {open_quotes}It`s Baker Hughes`s intent to merge Petrolite and [BPC],{close_quotes} Bassett says. Baker paid $689 million to obtain Petrolite, which was under shareholder pressure to seek a buyer . Petrolite is Baker`s third acquisition in a year. Last summer it bought Suramco Chemical Research (Lloydminster, AB) and BASF`s oil field chemicals business. Reports that the purchase could trigger FTC scrutiny may have been overblown. {open_quotes}I don`t believe there are any antitrust issues,{close_quotes} says Joe Pilaro, president of BRAE Partners (Princeton, NJ), an investment advisory firm. Petrolite`s products complement, rather than parallel, those of Baker Hughes, he says.

    The modular multiplication operator, a central subroutine in Shor's factoring algorithm, is shown to be a coherent superposition of two quantum baker's maps when the multiplier is 2. The classical limit of the maps being completely chaotic, it is shown that there exist perturbations that push the modular multiplication operator into regimes of generic quantum chaos with spectral fluctuations that are those of random matrices. For the initial state of relevance to Shor's algorithm we study fidelity decay due to phase and bit-flip errors in a single qubit and show exponential decay with shoulders at multiples or half-multiples of the order. A simple model is used to gain some understanding of this behavior.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    Klamath Falls, Oregon, is located in a Known Geothermal Resource Area which has been used by residents, principally to obtain geothermal fluids for space heating, at least since the turn of the century. Over 500 shallow-depth wells ranging from 90 to 2,000 ft (27 to 610 m) in depth are used to heat (35 MWt) over 600 structures. This utilization includes the heating of homes, apartments, schools, commercial buildings, hospital, county jail, YMCA, and swimming pools by individual wells and three district heating systems. Geothermal well temperatures range from 100 to 230{degree}F (38 to 110{degree}C) and the most common practice is to use downhole heat exchangers with city water as the circulating fluid. Larger facilities and district heating systems use lineshaft vertical turbine pumps and plate heat exchangers. Well water chemistry indicates approximately 800 ppM dissolved solids, with sodium sulfate having the highest concentration. Some scaling and corrosion does occur on the downhole heat exchangers (black iron pipe) and on heating systems where the geo-fluid is used directly. 73 refs., 49 figs., 6 tabs.

    The Oregon Department of Transportation (Oregon DOT) maintains more than 120 coastal bridges; many are reinforced concrete structures over 15 m (50 ft) in length. Twelve of these bridges are historic structures. Oregon DOT is concerned about the ongoing deterioration of these bridges, rising maintenance and repair costs, and the need to protect Oregon’s large investment in coastal bridges. Over 80,000 m2 (850,000 ft2) of coastal bridge surface have been repaired and protected from further chloride-induced corrosion damage by using conductive coating anodes. Most of the anode area is thermal-sprayed (TS) Zn. Other anode materials include TS Ti, Zn-hydrogel, and conductive carbon paint. TS Zn anodes are estimated to have a service life exceeding 25 years but exhibit increasing anode polarization with age. Catalyzed TS Ti anodes develop no significant anode polarization and have exhibited stable long-term performance over 8 years of service. Galvanic Zn-hydrogel anodes produce a stable protection current with no evidence of aging effects over 6 years of service. The conductive carbon paint anode operates at a low anode current density and consumption rate with a low rate of acidification at the anode-concrete interface, which has contributed to a stable protection current over 17 years of service.

    The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities. In exchange, substantial annual savings (from reduced maintenance and energy use) would be complemented by improved quantity and quality of illumination. Although advanced lighting controls could offer additional savings, it is unclear whether such a system would prove cost-effective; this topic may be explored in future work.

  9. Geothermal Exploration of Newberry Volcano, Oregon

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    BPA is considering whether to transfer (wheel) electrical power from a proposed privately-owned, combustion-turbine electrical generation plant in Oregon. The plant would be fired by natural gas and would use combined-cycle technology to generate up to 440 average megawatts (aMW) of energy. The plant would be developed, owned, and operated by Portland General Electric Company (PGE). The project would be built in eastern Oregon, just east of the City of Boardman in Morrow County. The proposed plant would be built on a site within the Port of Morrow Industrial Park. The proposed use for the site is consistent with the County land use plan. Building the transmission line needed to interconnect the power plant to BPA`s transmission system would require a variance from Morrow County. BPA would transfer power from the plant to its McNary-Slatt 500-kV transmission line. PGE would pay BPA for wheeling services. Key environmental concerns identified in the scoping process and evaluated in the draft Environmental Impact Statement (DEIS) include these potential impacts: (1) air quality impacts, such as emissions and their contributions to the {open_quotes}greenhouse{close_quotes} effect; (2) health and safety impacts, such as effects of electric and magnetic fields, (3) noise impacts, (4) farmland impacts, (5) water vapor impacts to transportation, (6) economic development and employment impacts, (7) visual impacts, (8) consistency with local comprehensive plans, and (9) water quality and supply impacts, such as the amount of wastewater discharged, and the source and amount of water required to operate the plant. These and other issues are discussed in the DEIS. The proposed project includes features designed to reduce environmental impacts.     Fourteen uranium anomalies meet the minimum statistical requirements as defined in Volume I. These anomalies are listed and are shown on the Uranium Anomaly Interpretation Map. Potassium (%K), equivalent Uranium (ppM eU), equivalent Thorium (eT), eU/eT, eU/K, eT/K, and Magnetic Pseudo Contour Maps are presented in Appendix E. Stacked Profiles showing geologic strip maps along each flight-line, together with sensor data, and ancillary data are presented in Appendix F. All maps and profiles were prepared on a scale of 1:250,000, but have been reduced to 1:500,000 for presentation in Volume II. Anomaly No. 1 is over mainly sedimentary rocks of undifferentitatd Paleozoic/Mesozoic age (MzPza). Anomaly No. 2 is over a fault contact between Strawberry volcanics (Ts), and volcanic rocks of the Clarno (Tc). Anomaly No. 3 is over an intensely faulted block of Strawberry volcanics (Ts). Anomaly No. 4 is over the contact area between Strawberry volcanic rocks (Ts) and a basalt plug of Tertiary age (Tbi). Anomaly No. 5 is over the contact area between volcanic rocks of the Clarno formation (Tc) and undivided sedimentary rocks of Jurassic/Triassic age. Part of the anomaly is over landslide debris (Q1).     The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the US, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Oregon.

    A coalition of the Oregon wildlife agencies and tribes (the Oregon Wildlife Mitigation Coalition) have forged a cooperative effort to promote wildlife mitigation from losses to Oregon wildlife resources associated with the four mainstream Columbia River and the eight Willamette River Basin hydroelectric projects. This coalition formed a Joint Advisory Committee, made up of technical representatives from all of the tribes and agencies, to develop this report. The goal was to create a list of potential mitigation opportunities by priority, and to attempt to determine the costs of mitigating the wildlife losses. The information and analysis was completed for all projects in Oregon, but was gathered separately for the Lower Columbia and Willamette Basin projects. The coalition developed a procedure to gather information on potential mitigation projects and opportunities. All tribes, agencies and interested parties were contacted in an attempt to evaluate all proposed or potential mitigation. A database was developed and minimum criteria were established for opportunities to be considered. These criteria included the location of the mitigation site within a defined area, as well as other criteria established by the Northwest Power Planning Council. Costs were established for general habitats within the mitigation area, based on estimates from certified appraisers. An analysis of the cost effectiveness of various types of mitigation projects was completed. Estimates of operation and maintenance costs were also developed. The report outlines strategies for gathering mitigation potentials, evaluating them, determining their costs, and attempting to move towards their implementation.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    This report summarizes the results from the data center energy efficiency and renewable energy site assessment conducted for the Oregon Army National Guard in Salem, Oregon. A team led by NREL conducted the assessment of the Anderson Readiness Center data centers March 18-20, 2014 as part of ongoing efforts to reduce energy use and incorporate renewable energy technologies where feasible. Although the data centers in this facility account for less than 5% of the total square footage, they are estimated to be responsible for 70% of the annual electricity consumption.

    Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented. Co-managers considered three alternatives: modify Lookingglass Hatchery; use existing facilities elsewhere in the Basin; and use new facilities in conjunct ion with a modified Lookingglass Hatchery. Each alternative was evaluated based on criteria developed for rearing fish for a conservation program. After this review, the Nez Perce Tribe determined the only alternative that meets the needs of the program is the alternative to use new facilities in conjunction with a modified Lookingglass Hatchery. This is the Proposed Alternative. The Proposed Alternative would require: Construction of a new incubation and rearing facility in the Imnaha River and modifications of the existing Gumboot facility to accommodate the Imnaha component of the Lookingglass Hatchery production; Construction of a new incubation and rearing facility in the Lostine River to accommodate the Lostine component of the Lookingglass Hatchery production; and Modifications at Lookingglass Hatchery to accommodate the Upper Grande Ronde and Catherine Creek components of the Lookingglass Hatchery production. After an extensive screening process of potential sites, the Nez Perce Tribe proposes the Marks Ranch site on the Imnaha River and the Lundquist site on the Lostine River for new facilities. Conceptual design and cost estimates of the proposed facilities are contained in this master plan. The proposed facilities on the Imnaha and Lostine rivers would be managed in conjunction with the existing adult collection and juvenile acclimation/release facilities. Because this master plan has evolved into an endeavor undertaken primarily by the Nez Perce Tribe, the focus of the document is on actions within the Imnaha and Lostine watersheds where the Nez Perce Tribe have specific co-management responsibilities. Nevertheless, modifications at Lookingglass Hatchery could make it possible to provide a quality rearing environment for the remainder of the CPP. The Nez Perce Tribe will assist co-managers in further evaluating facility needs and providing other components of the NPPC master planning process to develop a solution for the entire CPP.   7. Brigham City Hydro Generation Project

    Brigham City owns and operates its own municipal power system which currently includes several hydroelectric facilities. This project was to update the efficiency and capacity of current hydro production due to increased water flow demands that could pass through existing generation facilities. During 2006-2012, this project completed efficiency evaluation as it related to its main objective by completing a feasibility study, undergoing necessary City Council approvals and required federal environmental reviews. As a result of Phase 1 of the project, a feasibility study was conducted to determine feasibility of hydro and solar portions of the original proposal. The results indicated that the existing Hydro plant which was constructed in the 1960’s was running at approximately 77% efficiency or less. Brigham City proposes that the efficiency calculations be refined to determine the economic feasibility of improving or replacing the existing equipment with new high efficiency equipment design specifically for the site. Brigham City completed the Feasibility Assessment of this project, and determined that the Upper Hydro that supplies the main culinary water to the city was feasible to continue with. Brigham City Council provided their approval of feasibility assessment’s results. The Upper Hydro Project include removal of the existing powerhouse equipment and controls and demolition of a section of concrete encased penstock, replacement of penstock just upstream of the turbine inlet, turbine bypass, turbine shut-off and bypass valves, turbine and generator package, control equipment, assembly, start-up, commissioning, Supervisory Control And Data Acquisition (SCADA), and the replacement of a section of conductors to the step-up transformer. Brigham City increased the existing 575 KW turbine and generator with an 825 KW turbine and generator. Following the results of the feasibility assessment Brigham City pursued required environmental reviews with the DOE and the U.S. Fish and Wildlife Services (USFWS) concurring with the National Environmental Policy Act of 1969 (NEPA) It was determined that Brigham City’s Upper Hydroelectric Power Plant upgrade would have no effect to federally listed or candidate species. However Brigham City has contributed a onetime lump sum towards Bonneville cutthroat trout conservation in the Northern Bonneville Geographic Management Unit with the intention to offset any impacts from the Upper Hydro Project needed to move forward with design and construction and is sufficient for NEPA compliance. No work was done in the river or river bank. During construction, the penstock was disconnected and water was diverted through and existing system around the powerhouse and back into the water system. The penstock, which is currently a 30-inch steel pipe, would be removed and replaced with a new section of 30-inch pipe. Brigham City worked with the DOE and was awarded a new modification and the permission to proceed with Phase III of our Hydro Project in Dec. 2013; with the exception to the modification of the award for the construction phase. Brigham City developed and issued a Request for Proposal for Engineer and Design vendor. Sunrise Engineering was selected for the Design and throughout the Construction Phase of the Upper Hydroelectric Power Plant. Brigham City conducted a Kickoff Meeting with Sunrise June 28, 2013 and received a Scope of Work Brigham City along with engineering firm sent out a RFP for Turbine, Generator and Equipment for Upper Hydro. We select Turbine/Generator Equipment from Canyon Industries located in Deming, WA. DOE awarded Brigham City a new modification and the permission to proceed with Phase III Construction of our Hydro Project. Brigham City Crews removed existing turbine/generator and old equipment alone with feeder wires coming into the building basically giving Caribou Construction an empty shell to begin demolition. Brigham City contracted with Caribou Construction from Jerome, Idaho for the Upper Power Plant construction. A kickoff meeting was June 24, 2014 and demolition was immediately started on building. Because of a delivery delay of Turbine, Generator and Equipment from Canyon Brigham City had to request another extension for the final date of completion. DOE awarded modification (.007) to Brigham City with a new completion date of August 1, 2015. The Turbine has had a few adjustments to help with efficiency; but the Generator had a slight vibration when generator got hot so Canyon Industries had U S Motor’s that manufactured the generator come to check out the issue. The other Equipment seems to be running normal. Brigham City, Sunrise Engineering and Canyon Industries met to determine what the vibration in the generator was and how to solve the issue Us Motor’s found some welds that failed: they have been repaired. U S Motor’s delivered the repaired generator Feb. 17, 2015. Canyon Industries arranged for a crane to installed generator in Power Plant. U S Motor’s balanced and wired generator. Plant Operators put the generator back on line. Canyon Industries returned and gave their approval to keep Hydro online. After Hydro was put back into operations it kept going off line because of overheating issues. Canyon Industries returned and replaced sensors and adjusted them to the proper settings for normal operations. Brigham City added additional steel screens to windows to increase air flow in Power Plant Building. After construction phase of the Upper Hydro Plant some landscaping has been restored around the building additional gravel brought in and leveled out and the road that was cut through for conduits to run wires. A retaining wall was installed to protect penstock. The Upper Hydro Plant is complete and in full operations. The final reimbursement was submitted.

  8. EA-1925: Midnight Point and Mahogany Geothermal Exploration Projects, Glass Buttes, Oregon

    This EA evaluates Ormat Nevada, Inc.’s (Ormat’s) proposed geothermal project consists of drilling up to 16 wells for geothermal exploration approximately 70 miles southeast of Bend, Oregon and 50 miles northwest of Burns, Oregon just south of U.S. Highway 20. The proposed project includes three distinct drilling areas. Up to three wells would be drilled on lands managed by the Bureau of Land Management (BLM) Prineville District (Mahogany), up to ten wells would be drilled on lands managed by the BLM Burns District (Midnight Point), and up to three wells would be drilled on private land located adjacent to the federal geothermal leases west of Glass Butte (Private Lands). DOE funding would be associated with three of the sixteen proposed wells. BLM is the lead agency and DOE is participating as a cooperating agency.
