    This report is a summary of the finance trends for small-scale solar photovoltaic (PV) projects (PV <1 MW), large-scale PV projects (PV greater than or equal to 1 MW), and concentrated solar power projects as reported in the National Renewable Energy Laboratory's Renewable Energy Finance Tracking Initiative (REFTI). The report presents REFTI data during the five quarterly periods from the fourth quarter of 2009 to the first half of 2011. The REFTI project relies exclusively on the voluntary participation of industry stakeholders for its data; therefore, it does not offer a comprehensive view of the technologies it tracks. Despite this limitation, REFTI is the only publicly available resource for renewable energy project financial terms. REFTI analysis offers usable inputs into the project economic evaluations of developers and investors, as well as the policy assessments of public utility commissions and others in the renewable energy industry.

    The MAJORANA Collaboration is constructing the MAJORANA DEMONSTRATOR, an ultra-low background, 40-kg modular HPGe detector array to search for neutrinoless double beta decay in 76Ge. In view of the next generation of tonne-scale Ge-based 0nbb-decay searches that will probe the neutrino mass scale in the inverted-hierarchy region, a major goal of the MAJORANA DEMONSTRATOR is to demonstrate a path forward to achieving a background rate at or below 1 count/tonne/year in the 4 keV region of interest around the Q-value at 2039 keV. The background rejection techniques to be applied to the data include cuts based on data reduction, pulse shape analysis, event coincidences, and time correlations. The Point Contact design of the DEMONSTRATOR 0s germanium detectors allows for significant reduction of gamma background.

    We describe an efficient and exact method that enables global Bayesian analysis of cosmic microwave background (CMB) data. The method reveals the joint posterior density (or likelihood for flat priors) of the power spectrum C{sub l} and the CMB signal. Foregrounds and instrumental parameters can be simultaneously inferred from the data. The method allows the specification of a wide range of foreground priors. We explicitly show how to propagate the non-Gaussian dependency structure of the C{sub l} posterior through to the posterior density of the parameters. If desired, the analysis can be coupled to theoretical (cosmological) priors and can yield the posterior density of cosmological parameter estimates directly from the time-ordered data. The method does not hinge on special assumptions about the survey geometry or noise properties, etc., It is based on a Monte Carlo approach and hence parallelizes trivially. No trace or determinant evaluations are necessary. The feasibility of this approach rests on the ability to solve the systems of linear equations which arise. These are of the same size and computational complexity as the map-making equations. We describe a preconditioned conjugate gradient technique that solves this problem and demonstrate in a numerical example that the computational time required for each Monte Carlo sample scales as n{sub p}{sup 3/2} with the number of pixels n{sub p}. We use our method to analyze the data from the Differential Microwave Radiometer on the Cosmic Background Explorer and explore the non-Gaussian joint posterior density of the C{sub l} from the Differential Microwave Radiometer on the Cosmic Background Explorer in several projections.

    This guidebook contains information on alternative financing methods that could be used to develop solar thermal systems. The financing arrangements discussed include several lease alternatives, joint venture financing, R and D partnerships, industrial revenue bonds, and ordinary sales. In many situations, alternative financing arrangements can significantly enhance the economic attractiveness of solar thermal investments by providing a means to efficiently allocate elements of risk, return on investment, required capital investment, and tax benefits. A net present value approach is an appropriate method that can be used to investigate the economic attractiveness of alternative financing methods. Although other methods are applicable, the net present value approach has advantages of accounting for the time value of money, yielding a single valued solution to the financial analysis, focusing attention on the opportunity cost of capital, and being a commonly understood concept that is relatively simple to apply. A personal computer model for quickly assessing the present value of investments in solar thermal plants with alternative financing methods is presented in this guidebook. General types of financing arrangements that may be desirable for an individual can be chosen based on an assessment of his goals in investing in solar thermal systems and knowledge of the individual's tax situation. Once general financing arrangements have been selected, a screening analysis can quickly determine if the solar investment is worthy of detailed study.

    Gravitational wave background results from the superposition of gravitational waves generated from all sources across the Universe. Previous efforts on detecting such a background with pulsar timing arrays assume it is an isotropic Gaussian background with a power law spectrum. However, when the number of sources is limited, the background might be non-Gaussian or the spectrum might not be a power law. Correspondingly previous analysis may not work effectively. Here we use a method --- Bayesian Nonparametric Analysis --- to try to detect a generic gravitational wave background, which directly sets constraints on the feasible shapes of the pulsar timing signals induced by a gravitational wave background and allows more flexible forms of the background. Our Bayesian nonparametric analysis will infer if a gravitational wave background is present in the data, and also estimate the parameters that characterize the background. This method will be much more effective than the conventional one assuming the background spectrum follows a power law in general cases. While the context of our discussion focuses on pulsar timing arrays, the analysis itself is directly applicable to detect and characterize any signals that arise from the superposition of a large number of astrophysical events.

    New fast estimation methods stemming from control theory lead to a fresh look at time series, which bears some resemblance to "technical analysis". The results are applied to a typical object of financial engineering, namely the forecast of foreign exchange rates, via a "model-free" setting, i.e., via repeated identifications of low order linear difference equations on sliding short time windows. Several convincing computer simulations, including the prediction of the position and of the volatility with respect to the forecasted trendline, are provided. $\\mathcal{Z}$-transform and differential algebra are the main mathematical tools.

    We consider the distribution of the non-Gaussian signal induced by weak lensing on the primary total intensity cosmic microwave background (CMB) anisotropies. Our study focuses on the three point statistics exploiting an harmonic analysis based on the CMB bispectrum. By considering the three multipoles as independent variables, we reveal a complex structure of peaks and valleys determined by the re-projection of the primordial acoustic oscillations through the lensing mechanism. We study the dependence of this system on the expansion rate at the epoch in which the weak lensing power injection is relevant, probing the dark energy equation of state at redshift corresponding to the equivalence with matter or higher ($w_\\infty$). We evaluate the impact of the bispectrum observable on the CMB capability of constraining the dark energy dynamics. We perform a maximum likelihood analysis by varying the dark energy abundance, the present equation of state $w_0$ and $w_\\infty$. We show that the projection degeneracy affecting a pure power spectrum analysis in total intensity is broken if the bispectrum is taken into account. For a Planck-like experiment, assuming nominal performance, no foregrounds or systematics, and fixing all the parameters except $w_0$, $w_\\infty$ and the dark energy abundance, a percent and ten percent precision measure of $w_0$ and $w_\\infty$ is achievable from CMB data only. These results indicate that the detection of the weak lensing signal by the forthcoming CMB probes may be relevant to gain insight into the dark energy dynamics at the onset of cosmic acceleration.

    ABSTRACT The Pacific Northwest National Laboratory is currently developing a custom software suite capable of automating many of the tasks required to accurately analyze coincident signals within gamma spectrometer arrays. During the course of this work, significant crosstalk was identified in the energy determination for spectra collected with a new low-background intrinsic germanium (HPGe) array at PNNL. The HPGe array is designed for high detection efficiency, ultra-low-background performance, and sensitive gamma gamma coincidence detection. The first half of the array, a single cryostat containing 7 HPGe crystals, was recently installed into a new shallow underground laboratory facility. This update will present a brief review of the germanium array, describe the observed crosstalk, and present a straight-forward empirical correction that significantly reduces the impact of this crosstalk on the spectroscopic performance of the system.

    A pulse shape analysis for distinguishing between double beta decay-like interactions and multiple-scattered photons was performed for the first time using a BEGe-type detector. This discrimination method is included in the research and development for the second phase of the GERDA experiment, since active background suppression techniques are necessary to reach sensitivity for the {sup 76}Ge neutrinoless double beta decay half life of >10{sup 26} years. A suppression of backgrounds in the energy region of interest around the {sup 76}Ge Q{sub {beta}}{sub {beta}} = 2039 keV is demonstrated, with (0.93{+-}0.08)% survival probability for events from {sup 60}Co, (21{+-}3)% for {sup 226}Ra, and (40{+-}2)% for {sup 228}Th. This performance is achieved with (89{+-}1)% acceptance of {sup 228}Th double escape events, which are analogous to double beta decay.

    This volume consists of eight separate reports. We present them as background to the Ecosystem Diagnosis and Treatment (EDT) methodology. They are a selection from publications, white papers, and presentations prepared over the past two years. Some of the papers are previously published, others are currently being prepared for publication. In the early to mid 1980`s the concern for failure of both natural and hatchery production of Columbia river salmon populations was widespread. The concept of supplementation was proposed as an alternative solution that would integrate artificial propagation with natural production. In response to the growing expectations placed upon the supplementation tool, a project called Regional Assessment of Supplementation Project (RASP) was initiated in 1990. The charge of RASP was to define supplementation and to develop guidelines for when, where and how it would be the appropriate solution to salmon enhancement in the Columbia basin. The RASP developed a definition of supplementation and a set of guidelines for planning salmon enhancement efforts which required consideration of all factors affecting salmon populations, including environmental, genetic, and ecological variables. The results of RASP led to a conclusion that salmon issues needed to be addressed in a manner that was consistent with an ecosystem approach. If the limitations and potentials of supplementation or any other management tool were to be fully understood it would have to be within the context of a broadly integrated approach - thus the Ecosystem Diagnosis and Treatment (EDT) method was born.

    This report represents the current knowledge and utilization of Innovative Financing techniques of Weatherization Assistance Program (WAP) subgrantees, a sample of Institutional Conservation Program (ICP) grantees, Public Service Commissions (PSC) and selected utilities broadly distributed in the country. The survey inquired essentially about their organizational use and familiarity with the following innovative financing methods: Direct Loan, Loan Interest Reduction, Lease, Lease Purchase, Shared Savings, Energy Service Contracts, Conservation Incentives and Guaranteed Cash Flow. Whatever their characteristics, urban or rural, schools or hospitals, gas and electric utilities of differing ownership types, large or small states, respondents indicated a marginal awareness and utilization of the eight major financing methods. Even though their awareness and use is uneven with respect to their characteristics, certain trends emerge which display an overall lack of application of most of these financing techniques to enhance the program use of grant funds.

    The finance sector is one of the driving forces for the use of distributed or Grid computing for business purposes. The speakers will review the state-of-the-art of high performance computing in the financial sector, and provide insight into how different types of Grid computing ? from local clusters to global networks - are being applied to financial applications. They will also describe the use of software and techniques from physics, such as Monte Carlo simulations, in the financial world. There will be four talks of 20min each. The talk abstracts and speaker bios are listed below. This will be followed by a Q&A; panel session with the speakers. From 19:00 onwards there will be a networking cocktail for audience and speakers. This is an EGEE / CERN openlab event organized in collaboration with the regional business network rezonance.ch. Overview of High Performance Computing in the Financial Industry Michael Yoo, Managing Director, Head of the Technical Council, UBS Presentation will describe the key business challenges driving the need for HPC solutions, describe the means in which those challenges are being addressed within UBS (such as GRID) as well as the limitations of some of these solutions, and assess some of the newer HPC technologies which may also play a role in the Financial Industry in the future. Speaker Bio: Michael originally joined the former Swiss Bank Corporation in 1994 in New York as a developer on a large data warehouse project. In 1996 he left SBC and took a role with Fidelity Investments in Boston. Unable to stay away for long, he returned to SBC in 1997 while working for Perot Systems in Singapore. Finally, in 1998 he formally returned to UBS in Stamford following the merger with SBC and has remained with UBS for the past 9 years. During his tenure at UBS, he has had a number of leadership roles within IT in development, support and architecture. In 2006 Michael relocated to Switzerland to take up his current role as head of the UBS IB Technical Council, responsible for the overall technology strategy and vision of the Investment Bank.     This report aims to demonstrate, hypothetically and at a high level, what volumes of solar deployment could be supported given solar industry access to the capital markets in the form of security issuance. Securitization is not anticipated to replace tax equity in the near- to mid-term, but it could provide an additional source of funds that would be comparatively inexpensive and could reduce the weighted average cost of capital for a given solar project or portfolio. Thus, the potential to securitize solar assets and seek financing in the capital markets could help to sustain the solar industry when the investment tax credit (ITC) -- one of the federal incentives that has leveraged billions of dollars of private capital in the solar industry -- drops from 30% to 10% at the close of 2016. The report offers analysis on the size of the U.S. third-party financed solar market, as well as on the volumes (in MW) of solar asset origination possible through a $100 million securitization fund (assuming no overcollateralization). It also provides data on the size of the relevant securities markets and how the solar asset class may fit into these markets.

    Small businesses are the cornerstone of the American economy. Over 22 million small businesses account for approximately 99% of employers, employ about half of the private sector workforce, and are responsible for about two-thirds of net new jobs. Many small businesses fared better than the Fortune 500 in 2001. Non-farm proprietors income rose 2.4% in 2001 while corporate profits declined 7.2%. Yet not all is rosy for small businesses, particularly new ones. One-third close within two years of opening. From 1989 to 1992, almost half closed within four years; only 39.5% were still open after six years. Why do some new businesses thrive and some fail? What helps a new business succeed? Industry knowledge, business and financial planning, and good management. Small geothermal businesses are no different. Low- and medium-temperature geothermal resources exist throughout the western United States, the majority not yet tapped. A recent survey of ten western states identified more than 9,000 thermal wells and springs, over 900 low- to moderate-temperature geothermal resource areas, and hundreds of direct-use sites. Many opportunities exist for geothermal entrepreneurs to develop many of these sites into thriving small businesses. The ''Geothermal Small Business Workbook'' (''Workbook'') was written to give geothermal entrepreneurs, small businesses, and developers the tools they need to understand geothermal applications--both direct use and small-scale power generation--and to write a business and financing plan. The Workbook will: Provide background, market, and regulatory data for direct use and small-scale (< 1 megawatt) power generation geothermal projects; Refer you to several sources of useful information including owners of existing geothermal businesses, trade associations, and other organizations; Break down the complicated and sometimes tedious process of writing a business plan into five easy steps; Lead you--the geothermal entrepreneur, small company, or project developer--step-by-step through the process needed to structure a business and financing plan for a small geothermal project; and Help you develop a financing plan that can be adapted and taken to potential financing sources. The Workbook will not: Substitute for financial advice; Overcome the high exploration, development, and financing costs associated with smaller geothermal projects; Remedy the lack of financing for the exploration stage of a geothermal project; or Solve financing problems that are not related to the economic soundness of your project or are caused by things outside of your control.

In order to do this, the one dimensional free non-relativistic particle and its symmetries are revisited. To get the Black-Scholes equation symmetries, the particle mass is identified as the inverse of square of the volatility.     The Low Background Facility (LBF) at the Lawrence Berkeley National Laboratory (LBNL) in Berkeley, California provides low background gamma spectroscopy services to end-users in two unique facilities: locally within a carefully-constructed, low background laboratory space; and a satellite underground station (600 m.w.e) in Oroville, CA. These facilities provide a variety of gamma spectroscopy services to low background experiments primarily in the form of passive material screening for primordial radioisotopes (U, Th, K) or common cosmogenic and anthropogenic products, as well as active screening via neutron activation analysis for specific applications. A general overview of the facilities, services, and capabilities will be discussed. Recent activities will also be presented, including the recent installation of a 3? muon veto at the surface facility, cosmogenic activation studies of TeO{sub 2} for CUORE, and environmental monitoring of Fukushima fallout.

The introduction provides an overview of the perspectives and issues in the alcohol fuels industry. Chapter II seeks to surface factors which affect the decisionmaking process. The chapter attempts to lead the investor step-by-step through the series of decisions and choices to be made before reaching the final decision to enter the business. Chapter III describes the types of feedstocks available and relates them to areas within the United States. Trends and fluctuations in the price of the major grain feedstocks are also discussed in terms of their potential use and value compared to other feeds. Chapter IV discusses the market potential of ethanol and its coproducts, and examines how the location of the ethanol markets in relation to those of the feedstock supplies may influence selection of a plant site. Various aspects of plant design are discussed. A 50 million gallon per year plant is analyzed to provide the general technical background and costing data required in analyzing plants of various sizes and designs. Safety aspects and environmental concerns are treated in Chapters VI and VII. The regulations are reviewed and their impact on plant design and operation is discussed. The basic elements of a business plan are described which lead to an approach for development of the feasibility study. Other information on financial assistance, regulations, current legislation, and reference material is given in the Appendices.

    This report compares several strategies for mixing appropriations and private financing in a typical federal agency that has identified $100 million in required energy conservation measures (ECMs) at its facilities. The analysis shows that in order to maximize savings and minimize overall life-cycle cost, the best strategy for the agency is to use private financing to fund as many of the ECMs as possible within the statutory maximum 25-year project term, beginning with the ECMs with the shortest paybacks. Available appropriations should either be applied to a privately financed project as a one-time payment from savings (i.e., as a buydown ) or used to directly fund longer-payback ECMs that cannot be included in the privately financed project.

    Previous work quantifying the non-hardware balance-of-system costs -- or soft costs -- associated with building a residential or commercial photovoltaic (PV) system has left a significant portion unsegmented in an 'other soft costs' category. This report attempts to better quantify the 'other soft costs' by focusing on the financing, overhead, and profit of residential and commercial PV installations for a specific business model. This report presents results from a bottom-up data-collection and analysis of the upfront costs associated with developing, constructing, and arranging third-party-financed residential and commercial PV systems. It quantifies the indirect corporate costs required to install distributed PV systems as well as the transactional costs associated with arranging third-party financing.

    This report documents the recommendations of a working group commissioned by the Federal Energy Management Program (FEMP) in 2002 to identify ways to reduce financing costs in federal energy savings performance contract (ESPC) projects. The working group is part of continuing efforts launched by FEMP since the award of the Department of Energy's (DOE's) Super ESPCs in 1998 and 1999 to ensure that practical, flexible, and cost-effective alternative financing for energy-efficiency improvements is available to all federal agencies. During FY 2002-2004, the working group pursued extensive fact finding, consulted with government and private-sector finance experts, and analyzed data from federal and local government ESPC programs. The working group observed that both competition and transparency were lacking in federal ESPCs. The working group also found that the government often falls short of full compliance with certain provisions of the final rule that codifies the federal ESPC authority into regulation (10 CFR 436), which speak to due diligence in determining fair and reasonable pricing. Based on these findings, the working group formulated their short-term recommendations of actions that agencies can take immediately to reduce ESPC financing costs. The working group recommended requiring competitive solicitation of offers from prospective financiers of ESPC projects, standardization of processes to keep the playing field level and reduce energy service companies (ESCOs) project development costs, and assuring transparency by specifying that the government will see and review all bids. The reforms are intended to enable the government to determine quickly and reliably whether the portion of price related to financing is fair and reasonable and to provide auditable records of the transaction. The working group's recommendations were incorporated into modifications to the Super ESPCs and requirements to be included in the Super ESPC delivery order request for proposal (DO RFP), which is used to tailor delivery orders to the particular needs of the ordering agency and becomes a part of the contract. The financing reforms are summarized.

    The Salmon Site, formerly known as the Tatum Dome Test Site, is located in south-central Mississippi, southwest of the city of Hattiesburg, in Lamar County. Between 1964 and 1970, two nuclear and two non-nuclear gas explosions were conducted deep underground in the Tatum Salt Dome beneath the site. The tests were performed as part of the former US Atomic Energy Commission`s Vela Uniform Program which was conducted to improve the United States` capability to detect underground nuclear explosions. This document details technical changes to the existing work plan for the remedial investigation of the Salmon Site. A previously conducted Remedial Investigation for the Salmon Site involved the preparation of ecological and human health risk assessments. These risk assessments, which are incorporated into the Remedial Investigation Report, identified several constituents of potential concern (COPC) that could potentially have a negative impact on ecological and human health. These COPC are the primary risk drivers for the Salmon Site; they include arsenic and naturally occurring, gamma-emitting radionuclides. If it can be demonstrated that similar concentrations of these COPCs occur naturally in surrounding areas, they can be removed from consideration in the risk assessments. The purpose of this sampling effort is to collect enough data to prove that the COPCs are naturally occurring and are not a result of the explosives testing activities conducted at the site. This will be accomplished by collecting enough soil samples to have a statistically valid population that can be used to produce defensible comparisons that prove the concentrations identified on site are the same as the background concentrations in surrounding areas.

    Cosmic microwave background (CMB) anisotropy is our richest source of cosmological information; the standard cosmological model was largely established thanks to study of the temperature anisotropies. By the end of the decade, the Planck satellite will close this important chapter and move us deeper into the new frontier of polarization measurements. Numerous ground--based and balloon--borne experiments are already forging into this new territory. Besides providing new and independent information on the primordial density perturbations and cosmological parameters, polarization measurements offer the potential to detect primordial gravity waves, constrain dark energy and measure the neutrino mass scale.     Renewable energy technologies are capital intensive. Successful public policies for promoting renewable energy must address the significant resources needed to finance them. Public policies to support financing for renewable energy technologies must pay special attention to interactions with federal, state, and local taxes. These interactions are important because they can dramatically increase or decrease the effectiveness of a policy, and they determine the total cost of a policy to society as a whole. This report describes a comparative analysis of the cost of public policies to support financing for two end-use solar technologies: residential solar domestic hot water heating (SDHW) and residential rooftop photovoltaic (PV) systems. The analysis focuses on the cost of the technologies under five different ownership and financing scenarios. Four scenarios involve leasing the technologies to homeowners in return for a payment that is determined by the financing requirements of each form of ownership. For each scenario, the authors examine nine public policies that might be used to lower the cost of these technologies: investment tax credits (federal and state), production tax credits (federal and state), production incentives, low-interest loans, grants (taxable and two types of nontaxable), direct customer payments, property and sales tax reductions, and accelerated depreciation.

    The purpose of this report is to document progress in state-level programs in energy efficiency financing programs that are linked with home energy rating systems. Case studies are presented of programs in five states using a federal pilot program to amortize the costs of home energy improvements. The case studies present background information, describe the states` program, list preliminary evaluation data and findings, and discuss problems and solution encountered in the programs. A comparison of experiences in pilot states will be used to provide guidelines for program implementers, federal agencies, and Congress. 5 refs.

    We present examples of agent-based and stochastic models of competition and business processes in economics and finance. We start from as simple as possible models, which have microscopic, agent-based, versions and macroscopic treatment in behavior. Microscopic and macroscopic versions of herding model proposed by Kirman and Bass diffusion of new products are considered in this contribution as two basic ideas. Further we demonstrate that general herding behavior can be considered as a background of nonlinear stochastic model of financial fluctuations.

    The neutrinoless double beta (0???) decay experiment GERDA at the LNGS of INFN has started physics data taking in November 2011. This paper presents an analysis aimed at understanding and modeling the observed background energy spectrum, which plays an essential role in searches for a rare signal like 0??? decay. A very promising preliminary model has been obtained, with the systematic uncertainties still under study. Important information can be deduced from the model such as the expected background and its decomposition in the signal region. According to the model the main background contributions around Q{sub ??} come from {sup 214}Bi, {sup 228}Th, {sup 42}K, {sup 60}Co and ? emitting isotopes in the {sup 226}Ra decay chain, with a fraction depending on the assumed source positions.

    The supply and distribution infrastructure of an LNG project requires project sponsors and LNG buyers to make large, interdependent capital investments. For a grassroots project, substantial investments may be necessary for each link in the supply chain: field development; liquefaction plant and storage; ports and utilities; ships; receiving terminal and related facilities; and end-user facilities such as power stations or a gas distribution network. The huge sums required for these projects make their finance ability critical to implementation. Lenders have become increasingly comfortable with LNG as a business and now have achieved a better understanding of the risks associated with it. Raising debt financing for many future LNG projects, however, will present new and increasingly difficult challenges. The challenge of financing these projects will be formidable: political instability, economic uncertainty, and local currency volatility will have to be recognized and mitigated. Described here is the evolution of financing LNG projects, including the Rasgas LNG project financing which broke new ground in this area. The challenges that lie ahead for sponsors seeking to finance future projects selling LNG to emerging markets are also discussed. And the views of leading experts from the field of project finance, specifically solicited for this article, address major issues that must be resolved for successful financing of these projects.

    Utility financing of energy efficient measures becomes easier to accomplish with the two new alternative financing guidance memoranda, released April 17, 1998, that address the use of utility incentives for Federal facilities. The memoranda have been approved by the Alternative Financing Guidance Committee on the Interagency Energy Management Task Force. The memoranda include: (1) Policy Statement No. 001: Authority to Sole Source Utility Service Contracts as Referenced in Section 152 of the Energy Policy Act (EPACT) of 1992; and (2) Policy Statement No. 002: Congressional Notification for Utility Projects Under the Authority of Section 152 of the Energy Policy Act (EPACT) of 1992. The purpose for developing the financing memoranda was to address specific issues within current Federal procurement regulations that require clarification or guidance. This new guidance will allow for increased use of utility incentives as a means of financing energy efficient and life cycle cost-effective projects in Federal facilities.

    Neutrinoless double beta decay would be a key to understanding the nature of neutrino masses. The next generation of High Purity Germanium experiments will have to be operated with a background rate of better than 10^-5 counts/(kg y keV) in the region of interest around the Q value of the decay. Therefore, so far irrelevant sources of background have to be considered. The metalization of the surface of germanium detectors is in general done with aluminum. The background from the decays of 22Na, 26Al, 226Ra and 228Th introduced by this metalization is discussed. It is shown that only a special selection of aluminum can keep these background contributions acceptable.

    This report provides background information to the report Energy Company Competitiveness: Little to Do With Subsidies (DOE 1994). The main body of this publication consists of data uncovered during the course of research on this DOE report. This data pertains to major government energy policies in each country studied. This report also provides a summary of the DOE report. In October 1993, the Office of Energy Intelligence, US Department of Energy (formerly the Office of Foreign Intelligence), requested that Pacific Northwest Laboratory prepare a report addressing policies and actions used by foreign governments to enhance the competitiveness of their energy firms. Pacific Northwest Laboratory prepared the report Energy Company Competitiveness Little to Do With Subsidies (DOE 1994), which provided the analysis requested by DOE. An appendix was also prepared, which provided extensive background documentation to the analysis. Because of the length of the appendix, Pacific Northwest Laboratory decided to publish this information separately, as contained in this report.

    The determination of soil background is one of the most important activities supporting environmental restoration and waste management on the Hanford Site. Background compositions serve as the basis for identifying soil contamination, and also as a baseline in risk assessment processes used to determine soil cleanup and treatment levels. These uses of soil background require an understanding of the extent to which analytes of concern occur naturally in the soils. This report documents the results of sampling and analysis activities designed to characterize the composition of soil background at the Hanford Site, and to evaluate the feasibility for use as Sitewide background. The compositions of naturally occurring soils in the vadose Zone have been-determined for-nonradioactive inorganic and organic analytes and related physical properties. These results confirm that a Sitewide approach to the characterization of soil background is technically sound and is a viable alternative to the determination and use of numerous local or area backgrounds that yield inconsistent definitions of contamination. Sitewide soil background consists of several types of data and is appropriate for use in identifying contamination in all soils in the vadose zone on the Hanford Site. The natural concentrations of nearly every inorganic analyte extend to levels that exceed calculated health-based cleanup limits. The levels of most inorganic analytes, however, are well below these health-based limits. The highest measured background concentrations occur in three volumetrically minor soil types, the most important of which are topsoils adjacent to the Columbia River that are rich in organic carbon. No organic analyte levels above detection were found in any of the soil samples.

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    We discuss the resolution of an inconsistency between lattice background field methods and nonrelativistic QED matching conditions. In particular, we show that lack of on-shell conditions in lattice QCD with time-dependent background fields generally requires that certain operators related by equations of motion should be retained in an effective field theory to correctly describe the behavior of Green's functions. The coefficients of such operators in a nonrelativistic hadronic theory are determined by performing a robust nonrelativistic expansion of QED for relativistic scalar and spin-half hadrons including nonminimal electromagnetic couplings. Provided that nonrelativistic QED is augmented with equation-of-motion operators, we find that the background field method can be reconciled with the nonrelativistic QED matching conditions without any inconsistency. We further investigate whether nonrelativistic QED can be employed in the analysis of lattice QCD correlation function in background fields, but we are confronted with difficulties. Instead, we argue that the most desirable approach is a hybrid one which relies on a relativistic hadronic theory with operators chosen based on their relevance in the nonrelativistic limit. Using this hybrid framework, we obtain practically useful forms of correlation functions for scalar and spin-half hadrons in uniform electric and magnetic fields.

    Solar axions could be converted into x-rays inside the strong magnetic field of an axion helioscope, triggering the detection of this elusive particle. Low background x-ray detectors are an essential component for the sensitivity of these searches. We report on the latest developments of the Micromegas detectors for the CERN Axion Solar Telescope (CAST), including technological pathfinder activities for the future International Axion Observatory (IAXO). The use of low background techniques and the application of discrimination algorithms based on the high granularity of the readout have led to background levels below 10$^{-6}$ counts/keV/cm$^2$/s, more than a factor 100 lower than the first generation of Micromegas detectors. The best levels achieved at the Canfranc Underground Laboratory (LSC) are as low as 10$^{-7}$ counts/keV/cm$^2$/s, showing good prospects for the application of this technology in IAXO. The current background model, based on underground and surface measurements, is presented, as well as the strategies to further reduce the background level. Finally, we will describe the R&D paths to achieve sub-keV energy thresholds, which could broaden the physics case of axion helioscopes.

    As a result of various recently enacted incentive and regulatory legislation combined with the new administration policy and budgetary guidelines, the commercialization of solar thermal central receiver systems will involve financing alternatives other than conventional utility financing. This study was conducted to identify these potential financing alternatives and the associated requirements and impacts on the Department of Energy program. Based upon this analysis, it is concluded that the current alternative financing window is extremely short (through 1985), and that an extension or at the least a gradual phasing out, of the solar tax credits is necessary for the successful transfer of the central receiver technology to the private sector. Furthermore, throughout this time period, continued government support of the R and D activities is necessary to provide the necessary confidence in this technology for the private (financial) sector to underwrite this technology transfer. Consequently, even though the central receiver technology shows high promise for replacing a significant fraction of the oil/gas-fired utility industry peaking and intermediate generation, the current readiness status of this technology still requires further direct and indirect government support for a successful technology transfer. The direct government research and development support will provide the basis for a technological readiness and confidence, whereas the indirect tax incentive support serves to underwrite the extraordinary risks associated with the technology transfer. These support requirements need only be limited to and decreasing during this technology transfer phase, since as the systems approach successful full-scale commercialization, the extraordinary risks will be gradually eliminated. At the time of commercialization the system's value should be on a par with the installed system's cost.

    Over the last two years, several entities - from banks to credit unions to solar finance companies -have rolled out distributed solar-specific loan programs in the United States. These solar-specific loans are a distinct loan in that the underwriting, loan terms, lender security interest, and other programmatic aspects are designed exclusively for the financing of solar installations. Until recently, loan financing for distributed solar installations was largely through home equity loans, commercial loans, and other standardized loan products available to homeowners and businesses for general expenditures. However, as the U.S. solar market matures, so too are its financing options, and solar-specific loans stand to gain market share. This poster was presented at the Solar Power International conference in Las Vegas, NV in October 2014.
