    The Senior Executive Service (SES) was established by Title IV of the Civil Service Reform Act (CSRA) of 1978 [P.L. 95-454, October 13, 1978] and became effective on July 13, 1979. The CSRA envisioned a Senior Executive Service whose members shared values, a broad perspective of Government, and solid executive skills. Members of a “corporate SES” respected and embraced the dynamics of American democracy - an approach to governance that provided a continuing vehicle for change.

    Two federal district judges have recently opened the door for negligence suits aimed specifically an environmental consultants. In William Levy and Harper Realty, Inc. v. Versar, Inc., the respective courts allowed negligence-based claims to survive motions to dismiss, suggesting environmental consultants who fail to discover and/or disclose contamination on the properties they are investigating may be liable for considerable damages, including remediation costs and the economic losses suffered as a result of a claimant`s reliance on the environmental consultant`s work product. These cases poses great concern for environmental consultants. This paper will review these cases in detail, and other legal issues of concern to environmental consultants. It will also review the steps consultants can take to limit their liability, including obtaining errors and omissions insurance, using properly drafted environmental services agreements, properly training their employees, effectively communicating about risks with their clients, and other risk management techniques. In light of the exorbitant costs of environmental clean up, and the expansive breadth of liability imposed by federal environmental laws, consultants need to understand the potential causes of action that can be brought against them. Two federal district judges from Illinois have recently opened the door for negligence suits aimed specifically at environmental consultants, in William Levy and Harper Realty, Inc. v. Versar Inc. This paper will analyze the versar and Mobil Oil cases in detail. It will also explore other issues on professional liability generally of concern to environmental consultants. Finally, suggestion are briefly offered to guide environmental consultants as they embark on clean up activities, to reduce their potential liability to third parties.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    A demonstration project to heat the Senior Citizens Center at Truth or Consequences, New Mexico with geothermal waters is described. There were three phases to the project: Phase I - design and permitting; Phase II - installation of the heating system and well drilling; and Phase III - operation of the system. All three phases went well and there was only one major problem encountered. This was that the well which was drilled to serve as the geothermal source was dry. This could not have been anticipated and there was, as a contingency plan, the option of using an existing sump in the Teen Center adjacent to the Senior Citizens Center as the geothermal source. The system was made operational in August of 1981 and has virtually supplied all of the heat to the Senior Citizens Center during this winter.

    Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste (HLW) determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations to assess compliance with NRC regulations in 10 CFR Part 61, Subpart C. The NDAA applies to DOE activities that will remain within the States of South Carolina and Idaho. DOE has chosen to, under DOE Order 435.1, engage in consultation with NRC for similar activities in the State of Washington and New York, however, the NRC has no monitoring responsibilities. In 2007, the NRC developed a draft Final Report for Interim Use entitled, NUREG-1854: NRC Staff Guidance for Activities Related to U.S. Department of Energy Waste Determinations. Since the law was enacted, the DOE and NRC have consulted on three waste determinations within the affected States: (1) the Saltstone Disposal Facility at the Savannah River Site (SRS) within the State of South Carolina in 2005, (2) the INTEC Tank Farm at the Idaho National Laboratory within the State of Idaho in 2006, and (3) the F Tank Farm at SRS in 2011. After the end of consultation and issuance by DOE of the final waste determination, monitoring began at each of these sites, including the development of monitoring plans. In addition to the NDAA sites, DOE has requested NRC consultation support on both individual tanks and the entire C Tank Farm at the Hanford Nuclear Reservation in the State of Washington. DOE also requested consultation of waste determinations performed on the melter and related feed tanks at the West Valley site in New York that would be disposed offsite. In the next few years, NRC and DOE will consult on the last of the NDAA waste determinations for a while, the H Tank Farm waste determination at SRS. DOE may identify other activities in the future but largely

    The second meeting of the Consultants on Coupled Processes Associated with Geological Disposal of Nuclear Waste occurred on January 15-16, 1985 at Lawrence Berkeley Laboratory (LBL).     It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

    Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

    The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. The ESECOM analysis indicates that magnetic fusion energy systems have the potential to achieve costs-of-electricity comparable to those of present and future fission systems, coupled with significant safety and environmental advantages. 75 refs., 2 figs., 24 tabs.

    The First Community Consultation on the Responsible Collection and Use of Samples for Genetic Research was held in Bethesda, Maryland, on September 25-26, 2000. The consultation was convened by the National Institute of General Medical Sciences (NIGMS) of the National Institutes of Health (NIH). Approximately 120 individuals participated in the consultation, half from a broad range of communities and populations, and half from government. The participants shared their views and concerns about population- and community-based genetic research, expanding the focus of the meeting from the collection and use of blood or other tissue samples for genetic research to broader issues and concerns about the conduct of genetic research in general with populations and communities.

    In 2005 the U.S. Nuclear Regulatory Commission (NRC) began to implement a new set of responsibilities under the Ronald W. Reagan National Defense Authorization Act (NDAA) of Fiscal Year 2005. Section 3116 of the NDAA requires the U.S. Department of Energy (DOE) to consult with the NRC for certain non-high level waste determinations and also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2005, the NRC staff began consulting with DOE and completed reviews of draft waste determinations for salt waste at the Savannah River Site. In 2006, a second review was completed on tank waste residuals including sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center Tank Farm at the Idaho National Laboratory. Monitoring Plans were developed for these activities and the NRC is actively monitoring disposal actions at both sites. NRC is currently in consultation with DOE on the F-Area Tank Farm closure and anticipates entering consultation on the H-Area Tank Farm at the Savannah River Site. This paper presents, from the NRC perspective, an overview of how the consultation and monitoring process has evolved since its conception in 2005. It addresses changes in methods and procedures used to collect and develop information used by the NRC in developing the technical evaluation report and monitoring plan under consultation and the implementation the plan under monitoring. It will address lessons learned and best practices developed throughout the process. The NDAA has presented significant challenges for the NRC and DOE. Past and current successes demonstrate that the NDAA can achieve its intended goal of facilitating tank closure at DOE legacy defense waste sites. The NRC believes many of the challenges in performing the WD reviews have been identified and addressed. Lessons learned have been collected and documented throughout the review process. Future success will be contingent on each agencies commitment to

    In consultation with the NRC, DOE issued a waste determination for the F-Area Tank Farm (FTF) facility in March 2012. The FTF consists of 22 underground tanks, each 2.8 to 4.9 million liters in capacity, used to store liquid high-level waste generated as a result of spent fuel reprocessing. The waste determination concluded stabilized waste residuals and associated tanks and auxiliary components at the time of closure are not high-level and can be disposed of as LLW. Prior to issuance of the final waste determination, during the consultation phase, NRC staff reviewed and provided comments on DOE's revision 0 and revision 1 FTF PAs that supported the waste determination and produced a technical evaluation report documenting the results of its multi-year review in October 2011. Following issuance of the waste determination, NRC began to monitor DOE disposal actions to assess compliance with the performance objectives in 10 CFR Part 61, Subpart C. To facilitate its monitoring responsibilities, NRC developed a plan to monitor DOE disposal actions. NRC staff was challenged in developing a focused monitoring plan to ensure limited resources are spent in the most cost-effective manner practical. To address this challenge, NRC prioritized monitoring areas and factors in terms of risk significance and timing. This prioritization was informed by NRC staff's review of DOE's PA documentation, independent probabilistic modeling conducted by NRC staff, and NRC-sponsored research conducted by the Center for Nuclear Waste Regulatory Analyses in San Antonio, TX.     Excited states with seniority ν=3, 5, and 7 have been investigated in odd neutron-rich Sn119,121,123,125 isotopes produced by fusion-fission of 6.9-MeV/ACa48 beams with Pb208 and U238 targets and by fission of a U238 target bombarded with 6.7-MeV/ANi64 beams. Level schemes have been established up to high spin and excitation energies in excess of 6 MeV, based on multifold gamma-ray coincidence relationships measured with the Gammasphere array. In the analysis, the presence of isomers was exploited to identify gamma rays and propose transition placements using prompt and delayed coincidence techniques. Gamma decays of the known 27/2- isomers were expanded by identifying new deexcitation paths feeding 23/2+ long-lived states and 21/2+ levels. Competing branches in the decay of 23/2- states toward two 19/2- levels were delineated as well. In Sn119, a new 23/2+ isomer was identified, while a similar 23/2+ long-lived state, proposed earlier in Sn121, has now been confirmed. In both cases, isomeric half-lives were determined with good precision. In the range of ν=3 excitations, the observed transitions linking the various states enabled one to propose with confidence spin-parity assignments for all the observed states. Above the 27/2- isomers, an elaborate structure of negative-parity levels was established reaching the (39/2-), ν=7 states, with tentative spin-parity assignments based on the observed deexcitation paths as well as on general yrast population arguments. In all the isotopes under investigation, strongly populated sequences of positive-parity (35/2+), (31/2+), and (27/2+) states were established, feeding the 23/2+ isomers via cascades of three transitions. In the Sn121,123 isotopes, these sequences also enabled the delineation of higher-lying levels, up to (43/2+) states. In Sn123, a short half-life was determined for the (35/2+) state. Shell-model calculations were carried out for all the odd Sn isotopes, from Sn129 down to Sn119, and the results were

    The purpose of the project was to assist U.S. Steel in the evaluation, selection, planning, design, and testing of potential approaches to help meet U.S. Steel's goal for low-particulate matter emissions and regulatory compliance. The energy-intensive process for producing iron pellets includes treating the pellets in high-temperature kilns in which the iron is converted from magnetite to hematite. The kilns can be fired with either natural gas or a combination of gas and coal or biomass fuel and are equipped with wet venturi scrubbers for particulate control. Particulate measurements at the inlet and outlet of the scrubbers and analysis of size-fractionated particulate samples led to an understanding of the effect of process variables on the measured emissions and an approach to meet regulatory compliance.

    A distinguished panel of scientists from the EFRC community provide their perspective on the importance of EFRCs for addressing critical energy needs at the 2011 EFRC Summit. Persis Drell, Director at SLAC, served as moderator. Panel members are Neal Armstrong (Director of the Center for Interface Science: Solar Electric Materials, led by the University of Arizona), Emily Carter (Co-Director of the Combustion EFRC, led by Princeton University. She is also Team Leader of the Heterogeneous Functional Materials Center, led by the University of South Caroline), Don DePaolo (Director of the Center for Nanoscale Control of Geologic CO2, led by LBNL), and Brent Gunnoe (Director of the Center for Catalytic Hydrocarbon Functionalization, led by the University of Virginia). The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several ?grand challenges? and use-inspired ?basic research needs? recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    Skill-mix initiatives have provided opportunities for radiographers to develop roles and achieve their potential, thus contributing to radiographer retention rates and increased job satisfaction. This reflective article explores two radiographic roles within an interprofessional context including the implications for confidence, competence, and future sustainability. These were reporting roles which extended into two modalities, one into bone densitometry and another into ultrasound. This article discusses how successful skill mix can benefit the individual, their department, and NHS organization and that role expansion can develop a more dynamic and resourceful workforce with transferability of skills and attributes.

    The assets that Citizen Potawatomi Nation holds were evaluated to help define the strengths and weaknesses to be used in pursuing economic prosperity. With this baseline assessment, a Planning Team will create a vision for the tribe to integrate into long-term energy and business strategies. Identification of energy efficiency devices, systems and technologies was made, and an estimation of cost benefits of the more promising ideas is submitted for possible inclusion into the final energy plan. Multiple energy resources and sources were identified and their attributes were assessed to determine the appropriateness of each. Methods of saving energy were evaluated and reported on and potential revenue-generating sources that specifically fit the tribe were identified and reported. A primary goal is to create long-term energy strategies to explore development of tribal utility options and analyze renewable energy and energy efficiency options. Associated goals are to consider exploring energy efficiency and renewable economic development projects involving the following topics: (1) Home-scale projects may include construction of a home with energy efficiency or renewable energy features and retrofitting an existing home to add energy efficiency or renewable energy features. (2) Community-scale projects may include medium to large scale energy efficiency building construction, retrofit project, or installation of community renewable energy systems. (3) Small business development may include the creation of a tribal enterprise that would manufacture and distribute solar and wind powered equipment for ranches and farms or create a contracting business to include energy efficiency and renewable retrofits such as geothermal heat pumps. (4) Commercial-scale energy projects may include at a larger scale, the formation of a tribal utility formed to sell power to the commercial grid, or to transmit and distribute power throughout the tribal community, or hydrogen production, and propane and natural-gas distribution systems.

    The California Energy Commission has funded the final phase of a four year project resulting in development of a successful system for burning cotton gin trash as a fuel providing the heat for ginning. The incinerator - air heater system installed in Corcoran, California operates continuously throughout the ginning season. Trash feeding and burning rate is automatically controlled from the combustion temperature, hot air temperature is controlled by the drying needs, and ashes are automatically removed from the system and pneumatically conveyed to the disposal site. The system complies with state and county air pollution codes by means of baghouse collectors. Savings in fossil fuel and trash disposal costs have demonstrated the equipment system is feasible for a four year payback at large, well utilized gins.

To obtain credible, auditable, and independently derived estimates of the specified hydrologic parameters for the purpose of preliminary assessment of candidate repository performance, a panel of five nationally recognized hydrologists was assembled.     Chapter six describes the basis for facility design, the completed facility conceptual design, the completed analytical work relating to the resolution of design issues, and future design-related work. The basis for design and the conceptual design information presented in this chapter meet the requirements of the Nuclear Waste Policy Act of 1982, for a conceptual repository design that takes into account site-specific requirements. This information is presented to permit a critical evaluation of planned site characterization activities. Chapter seven describes waste package components, emplacement environment, design, and status of research and development that support the Nevada Nuclear Waste Storage Investigation (NNWSI) Project. The site characterization plan (SCP) discussion of waste package components is contained entirely within this chapter.     Four 1978 Honda CVCC vehicles have been in regular use by California Energy Commission staff in Sacramento for 12 months. Three of the unmodified vehicles were fueled with alcohol/gasoline blends (5% methanol, 10% methanol, and 10% ethanol) with the fourth remaining on gasoline as a control. The operators did not know which fuels were in the vehicles. At 90-day intervals the cars were returned to the Univerity of Santa Clara for servicing and for emissions and fuel economy testing in accordance with the Federal Test Procedures. The demonstration and testing have established the following: (1) the tested blends cause no significant degradation in exhaust emissions, fuel economy, and driveability; (2) the tested blends cause significant increases in evaporative emissions; (3) analysis of periodic oil samples shows no evidence of accelerated metal wear; and (4) higher than 10% alcohols will require substantial modification to most existing California motor vehicles for acceptable emissions, performance, and fuel economy. Many aspects of using methanol and ethanol fuels, both straight and in blends, in various engine technologies are discussed.

  8. New models for success emerge for US natural gas industry

    Very few companies in the US natural gas industry are confident in their ability to compete effectively in the brave new world of deregulation. Boston Consulting Group recently conducted an internal study to help the industry think about its future and identify models for success in this new environment. The authors examined the historical performance of 800 companies using several shareholder-value indicators, including cash-flow returns on investment, a measure of cash returns on cash invested that correlates closely to share price. Based on that review and discussions with investment managers and industry analysts, the authors were able to focus on a handful of companies that actually have thrived and created value against the difficult landscape of the past decade. Interviews with their senior executives provided important strategic and operational insights.

    Over the course of the year 2000, five one-day workshops were conducted by the Center for Global Security Research at the Lawrence Livermore National Laboratory on threats that might come against the US and its allies in the 2015 to 2020 timeframe due to the global availability of advanced technology. These workshops focused on threats that are enabled by nuclear, missile, and space technology; military technology; information technology; bio technology; and geo systems technology. In December, an Integration Workshop and Senior Review before national leaders and experts were held. The participants and reviewers were invited from the DOE National Laboratories, the DOD Services, OSD, DTRA, and DARPA, the DOS, NASA, Congressional technical staff, the intelligence community, universities and university study centers, think tanks, consultants on national security issues, and private industry. For each workshop the process of analysis involved identification and prioritization of the participants' perceived most severe threat scenarios (worst nightmares), discussion of the technologies which enabled those threats, and ranking of the technologies' threat potentials. We were not concerned in this exercise with defining responses, although our assessment of each threat's severity included consideration of the ease or difficulty with which it might be countered. At the concluding Integration Workshop and Senior Panel Review, we brought the various workshops' participants together, added senior participant/reviewers with broad experience and responsibility, and discussed the workshop findings to determine what is most certain, and uncertain, and what might be needed to resolve our uncertainties. This document reports the consensus and important variations of both the reviewers and the participants. In all, 45 threats over a wide range of lethality and probability of occurrence were identified. Over 60 enabling technologies were also discussed. These are each described in

    The Electric Power Generation Sector Issue Table was formed to assess the management of toxic substances released from that sector, and more specifically, to develop (where warranted) goals, targets, and effective and efficient options for managing toxic releases in order to reduce potential risks to human health and the environment. This strategic options report sets out the recommendations of Issue Table members for the management of toxic substances. The introduction includes an industry profile and a review of the provincial management of electric power sector strategic options priority (SOP) substances. Chapter 2 discusses what substances are toxic, estimates releases of SOP substances from the sector, and reviews Issue Table approaches to risk assessment. Chapter 3 outlines Issue Table activities. Chapter 4 screens toxic substance management options, with evaluation of options against 13 groups of criteria. Chapter 5 presents toxic substances management proposals made to the Issue Table by the electric power generation industry, environmental groups, and Environment Canada.

    Data are the central focus of any research project. Their collection and analysis are crucial to meeting project goals, testing scientific hypotheses, and drawing relevant conclusions. Typical research projects often devote the majority of their resources to the collection, storage and analysis of data. Therefore, issues related to data quality should be of foremost concern. Data quality issues are even more important when conducting multifaceted studies involving several teams of researchers. Without the use of a standardized protocol, for example, independent data collection carried out by separate research efforts can lead to inconsistencies, confusion and errors throughout the larger project. A database management system can be utilized to help avoid all of the aforementioned problems. The centralization of data into a common relational unit, i.e. a relational database, shifts the responsibility for data quality and maintenance from multiple individuals to a single database manager, thus allowing data quality issues to be assessed and corrected in a timely manner. The database system also provides an easy mechanism for standardizing data components, such as variable names and values uniformly across all segments of a project. This is particularly an important issue when data are collected on a number of biological/physical response and explanatory variables from various locations and times. The database system can integrate all segments of a large study into one unit, while providing oversight and accessibility to the data collection process. The quality of all data collected is uniformly maintained and compatibility between research efforts ensured. While the physical database would exist in a central location, access will not be physically limited. Advanced database interfaces are created to operate over the internet utilizing a Web-based relational database, allowing project members to access their data from virtually anywhere. These interfaces provide users with the ability to upload, download, edit, and search data remotely, creating a dynamic system that is continually updated with the most recent information. At the same time, data are protected through user access restrictions, by implementing user profiles and password protected security. This accessibility could be set to any combination of read/write/edit abilities from an administrator capacity with full access to all data, to a highly restricted public access capability limited to general project information. Generation of customized summary reports and basic graphical routines could also be obtained through a Web-based interference. Using these types of features, users could produce summary tables, track trends of specified response variables over time or location, and compare results from various disciplines. Exploration of data in this manner can help users to better define and clarify their research goals and provide a means of integrating various aspects of a larger research project.

    The Medical Physics community lost one of its prominent leaders in April, 2013 with the passing of Donald D. Tolbert, PhD. He received his Doctorate at the University of Kansas followed by post Doctoral training at Florida State University and the University of Wisconsin. He was Chief of Radiation Therapy Medical Physics at the University of Wisconsin Hospital for 7 years before relocating to Honolulu Hawaii, where he founded the consulting group Mid-Pacific Medical Physics. Don was a leader in both the AAPM and the ACR, chairing the Professional Council and the Commission on Medical Physics. He was active on the AAPM Board of Directors and a member of the ACR Board of Chancellors. Dr. Tolbert's approach to the difficult problems of the times was admired and respected by colleagues in Medical Physics, Radiation Oncology, and Diagnostic Radiology. He always rose above the heated political rhetoric and led the discussion to higher ground. His wisdom was continually sought to solve complicated problems. Following retirement, he returned to homes in Kansas and Colorado, devoting his time to writing about coping with diabetes and providing support for Seniors in Beloit Kansas. Don is survived by his wife, Mattie, his 3 children and 5 grandchildren. He will be greatly missed.

The lack of any of these characteristics can mean the difference between new, exciting physics and an embarrassing correction. This talk will examine practical aspects of IEEE 754-2008 floating-point arithmetic as encountered in HEP applications. After describing the basic features of IEEE floating-point arithmetic, the presentation will cover: common hardware implementations (SSE, x87) techniques for improving the accuracy of summation, multiplication and data interchange compiler options for gcc and icc affecting floating-point operations hazards to be avoided About the speaker Jeffrey M Arnold is a Senior Software Engineer in the Intel Compiler and Languages group at Intel Corporation. He has been part of the Digital->Compaq->Intel compiler organization for nearly 20 years; part of that time, he worked on both low- and high-level math libraries. Prior to that, he was in the VMS Engineering organization at Digital Equipment Corporation. In the late 1980s, Jeff spent 2½ years at CERN as part of the CERN/Digital Joint Project. In 2008, he returned to CERN to spent 10 weeks working with CERN/openlab. Since that time, he has returned to CERN multiple times to teach at openlab workshops and consult with various LHC experiments.
