    The rapid growth of the small wind turbine (SWT) market is attracting numerous entrants. Small wind turbine purchasers now have many options, but often lack information (such as third-party certification) to select a quality turbine. Most SWTs do not have third-party certification due to the expense and difficulty of the certification process. Until recently, the only SWT certification bodies were in Europe. In North America, testing has been limited to a small number of U.S. Department of Energy (DOE) subsidized tests conducted at the National Renewable Energy Laboratory's (NREL) National Wind Technology Center (NWTC) under the ongoing Independent Testing Project. During the past few years, DOE, the National Renewable Energy Laboratory (NREL), and some states have worked with the North American SWT industry to create a SWT certification infrastructure. The goal is to increase the number of certified turbines and gain greater consumer confidence in SWT technology. The American Wind Energy Association (AWEA) released the AWEA Small Wind Turbine Performance and Safety Standard, AWEA Standard 9.1 - 2009, in December 2009. The Small Wind Certification Council (SWCC) and Intertek, North American SWT certification bodies, began accepting applications for certification to the AWEA standard in 2010. To reduce certification testing costs, DOE and NREL are providing financial and technical assistance for an initial round of tests at four SWT test sites, which were selected through a competitive solicitation. The four organizations selected are Windward Engineering (Utah), The Alternative Energy Institute at West Texas A and M (Texas), a consortium consisting of Kansas State University and Colby Community College (Kansas), and Intertek (New York). Each organization will test two small wind turbines as part of their respective subcontracts with DOE and NREL. The testing results will be made publically available. The goal is to establish a lower-cost U.S. small wind testing capability that will lead to increased SWT certification. Turbine installation is ongoing. Testing began in early 2011 and is scheduled to conclude in mid-late 2012.

    Proper site assessment is integral to the development of a successful small wind project. Without a small wind site assessor certification program, consumers, including state incentive program managers, lack a benchmark for differentiating between qualified and nonqualified site assessors. A small wind site assessor best practice manual is being developed as a resource for consumers until a credential program becomes available.     This project is for the design of a wind turbine that can generate most or all of the net energy required for homes and small businesses in moderately windy areas. The purpose is to expand the current market for residential wind generators by providing cost effective power in a lower wind regime than current technology has made available, as well as reduce noise and improve reliability and safety. Robert W. Preus experience designing and/or maintaining residential wind generators of many configurations helped identify the need for an improved experience of safety for the consumer. Current small wind products have unreliable or no method of stopping the wind generator in fault or high wind conditions. Consumers and their neighbors do not want to hear their wind generators. In addition, with current technology, only sites with unusually high wind speeds provide payback times that are acceptable for the on-grid user. Abundant Renewable Energys (ARE) basic original concept for the ARE660 was a combination of a stall controlled variable speed small wind generator and automatic fail safe furling for shutdown. The stall control for a small wind generator is not novel, but has not been developed for a variable speed application with a permanent magnet alternator (PMA). The fail safe furling approach for shutdown has not been used to our knowledge.

    Thick airfoil families with desirable aerodynamic performance with minimal airfoil induced noise. The airfoil families are suitable for a variety of wind turbine designs and are particularly well-suited for use with horizontal axis wind turbines (HAWTs) with constant or variable speed using pitch and/or stall control. In exemplary embodiments, a first family of three thick airfoils is provided for use with small wind turbines and second family of three thick airfoils is provided for use with very large machines, e.g., an airfoil defined for each of three blade radial stations or blade portions defined along the length of a blade. Each of the families is designed to provide a high maximum lift coefficient or high lift, to exhibit docile stalls, to be relatively insensitive to roughness, and to achieve a low profile drag.

    Year 2009 was the last year of a long and pronounced solar activity minimum. In this year the solar wind in the inner heliosphere was for 90% of the time slow (< 450 km s{sup -1}) and with a weaker magnetic field strength compared to the previous solar minimum 1995-1996. We choose this year to present the results of a systematic search for small solar wind transients (STs) observed by the STEREO-Ahead (ST-A) probe. The data are from the PLASTIC and IMPACT instrument suites. By 'small' we mean a duration from {approx}1 to 12 hours. The parameters we search for to identify STs are (i) the total field strength, (ii) the rotation of the magnetic field vector, (iii) its smoothness, (iv) proton temperature, (v) proton beta, and (vi) Alfven Mach number. We find 45 examples. The STs have an average duration of {approx}4 hours. Ensemble averages of key quantities are: (i) maximum B = 7.01 nT; (ii) proton {beta}= 0.18; (iii) proton thermal speed = 20.8 km s{sup -1}; and (iv) Alfven Mach number = 6.13. No distinctive feature is found in the pitch angle distributions of suprathermal electrons. Our statistical results are compared with those of STs observed near Earth by Wind during 2009.

    Although small wind turbine technology and economics have improved in recent years, the small wind market in the United States continues to be driven in large part by state incentives, such as cash rebates, favorable loan programs, and tax credits. This paper examines the state-by-state economic attractiveness of small residential wind systems. Economic attractiveness is evaluated primarily using the break-even turnkey cost (BTC) of a residential wind system as the figure of merit. The BTC is defined here as the aggregate installed cost of a small wind system that could be supported such that the system owner would break even (and receive a specified return on investment) over the life of the turbine, taking into account current available incentives, the wind resource, and the retail electricity rate offset by on-site generation. Based on the analysis presented in this paper, we conclude that: (1) the economics of residential, grid-connected small wind systems is highly variable by state and wind resource class, (2) significant cost reductions will be necessary to stimulate widespread market acceptance absent significant changes in the level of policy support, and (3) a number of policies could help stimulate the market, but state cash incentives currently have the most significant impact, and will be a critical element of continued growth in this market.

    This handbook was written to serve as a siting guide for individuals wishing to install small wind energy conversion systems (WECS); that is, machines having a rated capacity of less than 100 kilowatts. It incorporates half a century of siting experience gained by WECS owners and manufacturers, as well as recently developed siting techniques. The user needs no technical background in meteorology or engineering to understand and apply the siting principles discussed; he needs only a knowledge of basic arithmetic and the ability to understand simple graphs and tables. By properly using the siting techniques, an owner can select a site that will yield the most power at the least installation cost, the least maintenance cost, and the least risk of damage or accidental injury.

    Several programs have been implemented to support the advancement of a professional, mature small wind industry and to ensure that this industry moves forward in a sustainable direction. The development of a standard for small wind turbine systems and the creation of the Small Wind Certification Council support small wind technology that is reliable and safe. Consumers and incentive programs will ultimately rely on certification to differentiate among systems sold in the U.S. market. Certification of small wind installers is yet another component deemed necessary for this industry to expand. The National Renewable Energy Laboratory, under the guidance and funding support of the U.S. Department of Energy, supported the development of small wind system installer certification provided via the North American Board of Certified Energy Practitioners. However, the small wind community is not supportive of the installer certification. There are currently only nine certified installers in the U.S. pool. This paper provides an overview of the installer certification program and why more small wind turbine installers are not pursuing this certification.

    About 14% of U.S. farms are irrigated, representing 55 million acres of irrigated land. Irrigation on these farms is a major energy user in the United States, accounting for one-third of water withdrawals and 137 billion gallons per day. More than half of the Irrigation systems use electric energy. Wind energy can be a good choice for meeting irrigation energy needs. Nine of the top 10 irrigation states (California, Texas, Idaho, Arkansas, Colorado, Nebraska, Arizona, Kansas, Washington, and Oregon) have good to excellent wind resources. Many rural areas have sufficient wind speeds to make wind an attractive alternative, and farms and ranches can often install a wind energy system without impacting their ability to plant crops and graze livestock. Additionally, the rising and uncertain future costs of diesel, natural gas, and even electricity increase the potential effectiveness for wind energy and its predictable and competitive cost. In general, wind-powered electric generation systems generate more energy in the winter months than in the summer months when most crops need the water. Therefore, those states that have a supportive net metering policy can dramatically impact the viability of an onsite wind turbine. This poster presentation highlights case studies that show favorable and unfavorable policies that impact the growth of small wind in this important sector and demonstrate how net metering policies affect the viability of distributed wind generation for farmers who irrigate.

    Evaluation of Aeroelastically Tailored Small Wind Turbine Blades Final Report Global Energy Concepts, LLC (GEC) has performed a conceptual design study concerning aeroelastic tailoring of small wind turbine blades. The primary objectives were to evaluate ways that blade/rotor geometry could be used to enable cost-of-energy reductions by enhancing energy capture while constraining or mitigating blade costs, system loads, and related component costs. This work builds on insights developed in ongoing adaptive-blade programs but with a focus on application to small turbine systems with isotropic blade material properties and with combined blade sweep and pre-bending/pre-curving to achieve the desired twist coupling. Specific goals of this project are to: (A) Evaluate and quantify the extent to which rotor geometry can be used to realize load-mitigating small wind turbine rotors. Primary aspects of the load mitigation are: (1) Improved overspeed safety affected by blades twisting toward stall in response to speed increases. (2) Reduced fatigue loading affected by blade twisting toward feather in response to turbulent gusts. (B) Illustrate trade-offs and design sensitivities for this concept. (C) Provide the technical basis for small wind turbine manufacturers to evaluate this concept and commercialize if the technology appears favorable. The SolidWorks code was used to rapidly develop solid models of blade with varying shapes and material properties. Finite element analyses (FEA) were performed using the COSMOS code modeling with tip-loads and centripetal accelerations. This tool set was used to investigate the potential for aeroelastic tailoring with combined planform sweep and pre-curve. An extensive matrix of design variables was investigated, including aerodynamic design, magnitude and shape of planform sweep, magnitude and shape of blade pre-curve, material stiffness, and rotor diameter. The FEA simulations resulted in substantial insights into the structural response of these blades. The trends were used to identify geometries and rotor configurations that showed the greatest promise for achieving beneficial aeroelastic response. The ADAMS code was used to perform complete aeroelastic simulations of selected rotor configurations; however, the results of these simulations were not satisfactory. This report documents the challenges encountered with the ADAMS simulations and presents recommendations for further development of this concept for aeroelastically tailored small wind turbine blades.

    Wind energy researchers at Sandia National Laboratories have developed a small, lightweight, time- synchronized, robust data acquisition system to acquire long-term time-series data on a wind turbine rotor. A commercial data acquisition module is utilized to acquire data simultaneously from multip!e strain-gauge, analog, and digital channels. Acquisition of rotor data at precisely the same times as acquisition of ground data is ensured by slaving the acquisition clocks on the rotor- based data unit and ground-based units to the Global Positioning Satellite (GPS) system with commercial GPS receiver units and custom-built and programmed programmable logic devices. The acquisition clocks will remain synchronized within two microseconds indefinitely. Field tests have confirmed that synchronization can be maintained at rotation rates in excess of 350 rpm, Commercial spread-spectrum radio modems are used to transfer the rotor data to a ground- based computer concurrently with data acquisition, permitting continuous acquisition of data over a period of several hours, days or even weeks.

    This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

    Since the U.S. Department of Energy (DOE) initiated the Wind Powering America (WPA) program in 1999, installed wind power capacity in the United States has increased from 2,500 MW to more than 11,000 MW. In 1999, only four states had more than 100 MW of installed wind capacity; now 16 states have more than 100 MW installed. In addition to WPA's efforts to increase deployment, the American Wind Energy Association (AWEA) is building a network of support across the country. In July 2005, AWEA launched the Wind Energy Works! Coalition, which is comprised of more than 70 organizations. In February 2006, the wind deployment vision was enhanced by President George W. Bush's Advanced Energy Initiative, which refers to a wind energy contribution of up to 20% of the electricity consumption of the United States. A 20% electricity contribution over the next 20 to 25 years represents 300 to 350 gigawatts (GW) of electricity. This paper provides a background of wind energy deployment in the United States and a history of the U.S. DOE's WPA program, as well as the program's approach to increasing deployment through removal of institutional and informational barriers to a 20% wind electricity future.

  20. Low Speed Technology for Small Turbine Development Reaction Injection Molded 7.5 Meter Wind Turbine Blade

    An optimized small turbine blade (7.5m radius) was designed and a partial section molded with the RIM (reaction-injection molded polymer) process for mass production. The intended market is for generic three-bladed wind turbines, 100 kilowatts or less, for grid-assist end users with rural and semi-rural sites, such as the farm/ranch market, having low to moderate IEC Class 3-4 wind regimes. This blade will have substantial performance improvements over, and be cheaper than, present-day 7.5m blades. This is made possible by the injection-molding process, which yields high repeatability, accurate geometry and weights, and low cost in production quantities. No wind turbine blade in the 7.5m or greater size has used this process. The blade design chosen uses a RIM skin bonded to a braided infused carbon fiber/epoxy spar. This approach is attractive to present users of wind turbine blades in the 5-10m sizes. These include rebladeing California wind farms, refurbishing used turbines for the Midwest farm market, and other manufacturers introducing new turbines in this size range.

    This project was selected by the U.S. Department of Energy under a DOE solicitation “Low Wind Speed Technology for Small Turbine Development.” The objective of this project has been to design a new small wind turbine with improved cost, reliability and performance in grid-connected residential and small business applications, in order to achieve the overall DOE goal of cost effectiveness in Class 3 wind resources that can now be achieved in Class 5 resources. The scope of work for this project has been to complete the preliminary design of an improved small wind turbine, including preliminary loads and strength analyses; analysis and design of all major components; systems integration and structural dynamic analysis; estimation of life-cycle cost of energy; and design documentation and review. The project did not entail hardware fabrication or testing. The WEI6K Turbine resulting from this project is an upwind horizontal-axis wind turbine rated at 6 kW. It features a 3-blade 7-m diameter rotor. The generator is a direct-drive permanent magnet synchronous machine generating 3-phase power at 240 VAC. The turbine is maintained oriented in to the wind via active yaw control using electromechanical servos. Power is regulated with active blade pitch control. The turbine is presently designed to be placed on a 100-foot (30m) tower. The turbine is predicted to generate electricity at a levelized cost of energy (COE) between 7.3 and 8.9 ¢/kWh at an IEC Class II site, with an average wind speed of 8.5 m/s at hub height, depending upon whether the customer uses a guyed truss tower (the lower figure) or a monopole tower. For the NREL Reference Site, with a mean wind speed of 5.35 m/s at 10 m height, the turbine would generate at a levelized cost of energy of between 9.7 and 11.9 ¢/kWh. The lowest of these numbers is presently competitive with retail electricity rates in most of the country. The 8.9 ¢/kWh is still competitive with retail rates in many regions of the country with high electricity costs. The study further concludes that several design changes could shave 10-14% from the cost of energy determined in the preliminary design. These changes include a new tower design that offers tilt-up capability without guy wires and takes better advantage of the lowered loads produced by pitch control; design a family of airfoils more appropriate for pitch regulation on a turbine of this size; tune the pitch controller properly to minimize shedding of power during turbulent operation in the transition from Region 2 to 3; value engineer the pitch system to shave costs, including consideration of a collective pitch system; and refine the design of the hub and main frame castings to minimize weight and cost. We are generally encouraged by the results. These preliminary numbers show that we can produce a turbine that is competitive with retail electric rates at relatively windy IEC Class II sites. With further improvements in the design, we believe the turbine could be competitive at sites with lesser wind resource.

Chapter 1 gives an analytic framework with which to evaluate the systems.     The U.S. wind industry experienced a banner year in 2008, again surpassing even optimistic growth projections from years past. At the same time, the last year has been one of upheaval, with the global financial crisis impacting near-term growth prospects for the wind industry, and with federal policy changes enacted to push the industry towards continued aggressive expansion. This rapid pace of development has made it difficult to keep up with trends in the marketplace. Yet, the need for timely, objective information on the industry and its progress has never been greater. This report - the third of an ongoing annual series - attempts to meet this need by providing a detailed overview of developments and trends in the U.S. wind power market, with a particular focus on 2008. As with previous editions, this report begins with an overview of key wind power installation-related trends: trends in wind capacity growth in the U.S., how that growth compares to other countries and generation sources, the amount and percentage of wind in individual states and serving specific utilities, and the quantity of proposed wind capacity in various interconnection queues in the United States. Next, the report covers an array of wind industry trends, including developments in turbine manufacturer market share, manufacturing and supply-chain investments, wind turbine and wind project size, project financing developments, and trends among wind power developers, project owners, and power purchasers. The report then turns to a discussion of wind project price, cost, and performance trends. In so doing, it reviews the price of wind power in the United States, and how those prices compare to the cost of fossil-fueled generation, as represented by wholesale power prices. It also describes trends in installed wind project costs, wind turbine transaction prices, project performance, and operations and maintenance expenses. Next, the report examines other policy and market factors impacting the domestic wind power market, including federal and state policy drivers, transmission issues, and grid integration. Finally, the report concludes with a preview of possible near- to medium-term market developments. This version of the Annual Report updates data presented in the previous editions, while highlighting key trends and important new developments from 2008. New to this edition is an executive summary of the report and an expanded final section on near- to medium-term market development. The report concentrates on larger-scale wind applications, defined here as individual turbines or projects that exceed 50 kW in size. The U.S. wind power sector is multifaceted, however, and also includes smaller, customer-sited wind turbines used to power the needs of residences, farms, and businesses.     The status and achievements of a program for the development, testing, and commercialization of wind energy systems rated under 100 kilowatts are described. The organization structure and task definition used to promote the production, marketing, and acceptance of small systems are described, and the Work Breakdown Structure under which the program is organized is detailed. Reports are given which describe the status of contracts funded by the Federal Wind Energy Program and managed by the Rocky Flats Wind Systems Program. These project reports, sequenced according to the Department of Energy Work Breakdown Structure, name the principal investigators involved, and discuss achievements and progress made during Fiscal Year 1980. Of fourty-four projects, seven were completed during the Fiscal Year. The Work Breakdown Structure Index details the organization sequence.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    As part of an ongoing effort to improve the modeling and prediction of small wind turbine dynamics, NREL tested a small horizontal axis wind turbine in the field at the National Wind Technology Center (NWTC). The test turbine was a 2.1-kW downwind machine mounted on an 18-meter multi-section fiberglass composite tower. The tower was instrumented and monitored for approximately 6 months. The collected data were analyzed to assess the turbine and tower loads and further validate the simplified loads equations from the International Electrotechnical Commission (IEC) 61400-2 design standards. Field-measured loads were also compared to the output of an aeroelastic model of the turbine. Ultimate loads at the tower base were assessed using both the simplified design equations and the aeroelastic model output. The simplified design equations in IEC 61400-2 do not accurately model fatigue loads. In this project, we compared fatigue loads as measured in the field, as predicted by the aeroelastic model, and as calculated using the simplified design equations.

    EXECUTIVE SUMARRY This report presents accomplishments, results, and future work for one task of five in the Wichita State University Sustainable Energy Solutions Project: To develop a scale model laboratory distribution system for research into questions that arise from networked control and monitoring of low-wind energy systems connected to the AC distribution system. The lab models developed under this task are located in the Electric Power Quality Lab in the Engineering Research Building on the Wichita State University campus. The lab system consists of four parts: 1. A doubly-fed induction generator 2. A wind turbine emulator 3. A solar photovoltaic emulator, with battery energy storage 4. Distribution transformers, lines, and other components, and wireless and wired communications and control These lab elements will be interconnected and will function together to form a complete testbed for distributed resource monitoring and control strategies and smart grid applications testing. Development of the lab system will continue beyond this project.

    Most conservation groups support the development of wind energy in the US as an alternative to fossil and nuclear-fueled power plants to meet growing demand for electrical energy. However, concerns have surfaced over the potential threat to birds, bats, and other wildlife from the construction and operation of wind turbine facilities. Co-sponsored by the American Bird Conservancy (ABC) and the American Wind Energy Association (AWEA), the Wind Energy and Birds/Bats Workshop was convened to examine current research on the impacts of wind energy development on avian and bat species and to discuss the most effective ways to mitigate such impacts. On 18-19 May 2004, 82 representatives from government, non-government organizations, private business, and academia met to (1) review the status of the wind industry and current project development practices, including pre-development risk assessment and post-construction monitoring; (2) learn what is known about direct, indirect (habitat), and cumulative impacts on birds and bats from existing wind projects; about relevant aspects of bat and bird migration ecology; about offshore wind development experience in Europe; and about preventing, minimizing, and mitigating avian and bat impacts; (3) review wind development guidelines developed by the USFWS and the Washington State Department of Fish and Wildlife; and (4) identify topics needing further research and to discuss what can be done to ensure that research is both credible and accessible. These Workshop Proceedings include detailed summaries of the presentations made and the discussions that followed.

    We explore the wind braking of magnetars considering recent observations challenging the traditional magnetar model. There is evidence for strong multipole magnetic fields in active magnetars, but the dipole field inferred from spin-down measurements may be strongly biased by particle wind. Recent observations challenging the traditional model of magnetars may be explained naturally by the wind braking scenario: (1) the supernova energies of magnetars are of normal value; (2) the non-detection in Fermi observations of magnetars; (3) the problem posed by low magnetic field soft gamma-ray repeaters; (4) the relation between magnetars and high magnetic field pulsars; and (5) a decreasing period derivative during magnetar outbursts. Transient magnetars with L{sub x}<- E-dot{sub rot} may still be magnetic dipole braking. This may explain why low luminosity magnetars are more likely to have radio emissions. A strong reduction of the dipole magnetic field is possible only when the particle wind is very collimated at the star surface. A small reduction of the dipole magnetic field may result from detailed considerations of magnetar wind luminosity. In the wind braking scenario, magnetars are neutron stars with a strong multipole field. For some sources, a strong dipole field may no longer be needed. A magnetism-powered pulsar wind nebula will be one of the consequences of wind braking. For a magnetism-powered pulsar wind nebula, we should see a correlation between the nebula luminosity and the magnetar luminosity. Under the wind braking scenario, a braking index smaller than three is expected. Future braking index measurement of a magnetar may tell us whether magnetars are wind braking or magnetic dipole braking.

    On April 21, 2011, an Idaho National Laboratory (INL) Land Use Committee meeting was convened to develop a wind farm recommendation for the Executive Council and a list of proposed actions for proceeding with the recommendation. In terms of land use, the INL Land Use Committee unanimously agrees that Site 6 is the preferred location of the alternatives presented for an INL wind farm. However, further studies and resolution to questions raised (stated in this report) by the INL Land Use Committee are needed for the preferred location. Studies include, but are not limited to, wind viability (6 months), bats (2 years), and the visual impact of the wind farm. In addition, cultural resource surveys and consultation (1 month) and the National Environmental Policy Act process (9 to 12 months) need to be completed. Furthermore, there is no documented evidence of developers expressing interest in constructing a small wind farm on INL, nor a specific list of expectations or concessions for which a developer might expect INL to cover the cost. To date, INL assumes the National Environmental Policy Act activities will be paid for by the Department of Energy and INL (the environmental assessment has only received partial funding). However, other concessions also may be expected by developers such as roads, fencing, power line installation, tie-ins to substations, annual maintenance, snow removal, access control, down-time, and remediation. These types of concessions have not been documented, as a request, from a developer and INL has not identified the short and long-term cost liabilities for such concessions should a developer expect INL to cover these costs. INL has not identified a go-no-go funding level or the priority this Wind Farm Project might have with respect to other nuclear-related projects, should the wind farm remain an unfunded mandate. The Land Use Committee recommends Legal be consulted to determine what, if any, liabilities exist with the Wind Farm Project and INLs rights and responsibilities in regards to access to the wind farm once constructed. An expression of interest is expected to go out soon to developers. However, with the potential of 2 years of study remaining for Site 6, the expectation of obtaining meaningful interest from developers should be questioned.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    The research in FY80 is composed of six primary tasks. These tasks include data collection and analysis, wind flow studies around an operational wind turbine generator (WTG), kite anemometer calibration, wind flow analysis and prediction, the Klickitat County small wind energy conversion system (SWECS) program, and network wind power analysis. The data collection and analysis task consists of four sections, three of which deal with wind flow site surveys and the fourth with collecting and analyzing wind data from existing data stations. This report also includes an appendix which contains mean monthly wind speed data summaries, wind spectrum summaries, time series analysis plots, and high wind summaries.

    The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    This report summarizes the results of a power performance test that NREL conducted on the SWIFT wind turbine. This test was conducted in accordance with the International Electrotechnical Commission's (IEC) standard, Wind Turbine Generator Systems Part 12: Power Performance Measurements of Electricity Producing Wind Turbines, IEC 61400-12-1 Ed.1.0, 2005-12. However, because the SWIFT is a small turbine as defined by IEC, NREL also followed Annex H that applies to small wind turbines. In these summary results, wind speed is normalized to sea-level air density.

    The objective of this grant was to further the development of Montana??s vast wind resources for small, medium, and large scale benefits to Montana and the nation. This was accomplished through collaborative work with wind industry representatives, state and local governments, the agricultural community, and interested citizens. Through these efforts MT Dept Environmental Quality (DEQ) was able to identify development barriers, educate and inform citizens, as well as to participate in regional and national dialogue that will spur the development of wind resources. The scope of DEQ??s wind outreach effort evolved over the course of this agreement from the development of the Montana Wind Working Group and traditional outreach efforts, to the current focus on working with the state??s university system to deliver a workforce trained to enter the wind industry.

    Wind energy research began at the Rocky Flats test site in 1976 when Rockwell International subcontracted with the Energy Research and Development Administration (ERDA). The Rocky Flats Plant was competitively selected from a number of ERDA facilities primarily because it experienced high instantaneous winds and provided a large, clear land area. By 1977, several small wind turbines were in place. During the facility`s peak of operation, in 1979-1980, researchers were testing as many as 23 small wind turbines of various configurations, including commercially available machines and prototype turbines developed under subcontract to Rocky Flats. Facilities also included 8-kW, 40-kW, and 225-kW dynamometers; a variable-speed test bed; a wind/hybrid test facility; a controlled velocity test facility (in Pueblo, Colorado); a modal test facility, and a multimegawatt switchgear facility. The main laboratory building was dedicated in July 1981 and was operated by the Rocky Flats Plant until 1984, when the Solar Energy Research Institute (SERI) and Rocky Flats wind energy programs were merged and transferred to SERI. SERI and now the National Renewable Energy Laboratory (NREL) continued to conduct wind turbine system component tests after 1987, when most program personnel were moved to the Denver WEst Office Park in Golden and site ownership was transferred back to Rocky Flats. The Combined Experiment test bed was installed and began operation in 1988, and the NREL structural test facility began operation in 1990. In 1993, the site`s operation was officially transferred to the DOE Golden Field Office that oversees NREL. This move was in anticipation of NREL`s renovation and reoccupation of the facility in 1994.

    This unit, which includes both a pre and post test on wind power engages students by allowing them to explore connections between wind energy and other forms of energy. Students learn about and examine the overall design of a wind turbine and then move forward with an assessment of the energy output as factors involving wind speed, direction and blade design are altered. Students are directed to work in teams to design, test and analyze components of a wind turbine such as blade length, blade shape, height of turbine, etc Student worksheets are included to facilitate the design and analysis process.
