  1. Demonstration of a Novel Synchrophasor-based Situational Awareness System: Wide Area Power System Visualization, On-line Event Replay and Early Warning of Grid Problems

    Since the large North Eastern power system blackout on August 14, 2003, U.S. electric utilities have spent lot of effort on preventing power system cascading outages. Two of the main causes of the August 14, 2003 blackout were inadequate situational awareness and inadequate operator training In addition to the enhancements of the infrastructure of the interconnected power systems, more research and development of advanced power system applications are required for improving the wide-area security monitoring, operation and planning in order to prevent large- scale cascading outages of interconnected power systems. It is critically important for improving the wide-area situation awareness of the operators or operational engineers and regional reliability coordinators of large interconnected systems. With the installation of large number of phasor measurement units (PMU) and the related communication infrastructure, it will be possible to improve the operators’ situation awareness and to quickly identify the sequence of events during a large system disturbance for the post-event analysis using the real-time or historical synchrophasor data. The purpose of this project was to develop and demonstrate a novel synchrophasor-based comprehensive situational awareness system for control centers of power transmission systems. The developed system named WASA (Wide Area Situation Awareness) is intended to improve situational awareness at control centers of the power system operators and regional reliability coordinators. It consists of following main software modules: • Wide-area visualizations of real-time frequency, voltage, and phase angle measurements and their contour displays for security monitoring. • Online detection and location of a major event (location, time, size, and type, such as generator or line outage). • Near-real-time event replay (in seconds) after a major event occurs. • Early warning of potential wide-area stability problems.     Two primary elements of the US energy policy are demand management and efficiency and renewable sources. Major objectives are clean energy transmission and integration, reliable energy transmission, and grid cyber security. Development of the Smart Grid seeks to achieve these goals by lowering energy costs for consumers, achieving energy independence and reducing greenhouse gas emissions. The Smart Grid is expected to enable real time wide-area situation awareness (SA) for operators. Requirements for wide-area SA have been identified among interoperability standards proposed by the Federal Energy Regulatory Commission and the National Institute of Standards and Technology to ensure smart-grid functionality. Wide-area SA and enhanced decision support and visualization tools are key elements in the transformation to the Smart Grid. This paper discusses human factors research to promote SA in the electric power grid and the Smart Grid. Topics that will be discussed include the role of human factors in meeting US energy policy goals, the impact and challenges for Smart Grid development, and cyber security challenges.

    Lack of situational awareness has been identified as one of root causes for the August 14, 2003 Northeast Blackout in North America. To improve situational awareness, the Department of Energy (DOE) launched several projects to deploy Wide Area Measurement Systems (WAMS) in different interconnections. Compared to the tens of thousands of buses, the number of Phasor Measurement Units (PMUs) is quite limited and not enough to achieve the observability for the whole interconnections. To utilize the limited number of PMU measurements to improve situational awareness, this paper proposes to combine PMU measurement data and power flow equations to form a hybrid power flow model. Technically, a model which combines the concept of observable islands and modeling of power flow conditions, is proposed. The model is called a Hybrid Power Flow Model as it has both PMU measurements and simulation assumptions, which describes prior knowledge available about whole power systems. By solving the hybrid power flow equations, the proposed method can be used to derive power system states to improve the situational awareness of a power grid.

This version incorporates training on ergonomic issues in office environments and those associated with hand tool design and use.     The need for novel data analysis is urgent in the face of a data deluge from modern applications. Traditional approaches to data analysis incur significant data movement costs, moving data back and forth between the storage system and the processor. Emerging Active Flash devices enable processing on the flash, where the data already resides. An array of such Active Flash devices allows us to revisit how analysis workflows interact with storage systems. By seamlessly blending together the flash storage and data analysis, we create an analysis workflow-aware storage system, AnalyzeThis. Our guiding principle is that analysis-awareness be deeply ingrained in each and every layer of the storage, elevating data analyses as first-class citizens, and transforming AnalyzeThis into a potent analytics-aware appliance. We implement the AnalyzeThis storage system atop an emulation platform of the Active Flash array. Our results indicate that AnalyzeThis is viable, expediting workflow execution and minimizing data movement.

    The Prioritization Analysis Tool for All-Hazards/Analyzer for Wide Area Restoration Effectiveness (PATH/AWARE) software system, developed by Sandia National Laboratories, is a comprehensive decision support tool designed to analyze situational awareness, as well as response and recovery actions, following a wide-area release of chemical, biological or radiological materials. The system provides capability to prioritize critical infrastructure assets and services for restoration. It also provides a capability to assess resource needs (e.g., number of sampling teams, laboratory capacity, decontamination units, etc.), timelines for consequence management activities, and costs. PATH/AWARE is a very comprehensive tool set with a considerable amount of database information managed through a Microsoft SQL (Structured Query Language) database engine, a Geographical Information System (GIS) engine that provides comprehensive mapping capabilities, as well as comprehensive decision logic to carry out the functional aspects of the tool set. This document covers the basic installation and operation of the PATH/AWARE tool in order to give the user enough information to start using the tool. A companion users manual is under development with greater specificity of the PATH/AWARE functionality.

    The Situational Awareness project is a comprehensive undertaking of Idaho National Laboratory (INL) in an effort to produce technologies capable of defending the country’s energy sector infrastructure from cyber attack. INL has addressed this challenge through research and development of an interoperable suite of tools that safeguard critical energy sector infrastructure. The technologies in this project include the Sophia Tool, Mesh Mapper (MM) Tool, Intelligent Cyber Sensor (ICS) Tool, and Data Fusion Tool (DFT). Each is designed to function effectively on its own, or they can be integrated in a variety of customized configurations based on the end user’s risk profile and security needs.

    Quantifying the impact of a new technology on a single specific distribution feeder is relatively easy, but it does not provide insight into the complexities and variations of a system-wide deployment. It is the inability to extrapolate system-wide impacts that hinders the deployment of many promising new technologies. This paper presents a method of extrapolating technology impacts, either simulated or from a field demonstration, from a limited number of distribution feeders to a system-wide impact. The size of the system can vary from the service territory of a single utility, to a region, or to an entire country. The paper will include an example analysis using the United States Department of Energy (DOE) funded Smart Grid Investment Grant (SGIG) projects, extrapolating their benefits to a national level.

    Abstract—This paper presents design and simulation of a low cost and low false alarm rate method for improved cyber-state awareness of critical control systems - the Known Secure Sensor Measurements (KSSM) method. The KSSM concept relies on physical measurements to detect malicious falsification of the control systems state. The KSSM method can be incrementally integrated with already installed control systems for enhanced resilience. This paper reviews the previously developed theoretical KSSM concept and then describes a simulation of the KSSM system. A simulated control system network is integrated with the KSSM components. The effectiveness of detection of various intrusion scenarios is demonstrated on several control system network topologies.

Reliable and accurate DSSE requires both robust methods for managing the big data provided by smart meters and quality distribution system models. This paper presents intelligent methods for detecting and dealing with missing or inaccurate smart meter data, as well as the ways to process the data for different applications. It also presents an efficient and flexible parameter estimation method based on the voltage drop equation and regression analysis to enhance distribution system model accuracy. Finally, it presents a 3-D graphical user interface for advanced visualization of the system state and events. Moreover, we demonstrate this paper for a university distribution network with the state-of-the-art real-time and historical smart meter data infrastructure.

  5. System-wide emissions implications of increased wind power penetration.

    This paper discusses the environmental effects of incorporating wind energy into the electric power system. We present a detailed emissions analysis based on comprehensive modeling of power system operations with unit commitment and economic dispatch for different wind penetration levels. First, by minimizing cost, the unit commitment model decides which thermal power plants will be utilized based on a wind power forecast, and then, the economic dispatch model dictates the level of production for each unit as a function of the realized wind power generation. Finally, knowing the power production from each power plant, the emissions are calculated. The emissions model incorporates the effects of both cycling and start-ups of thermal power plants in analyzing emissions from an electric power system with increasing levels of wind power. Our results for the power system in the state of Illinois show significant emissions effects from increased cycling and particularly start-ups of thermal power plants. However, we conclude that as the wind power penetration increases, pollutant emissions decrease overall due to the replacement of fossil fuels.

  8. Locality-Aware Parallel Process Mapping for Multi-Core HPC Systems

    High Performance Computing (HPC) systems are composed of servers containing an ever-increasing number of cores. With such high processor core counts, non-uniform memory access (NUMA) architectures are almost universally used to reduce inter-processor and memory communication bottlenecks by distributing processors and memory throughout a server-internal networking topology. Application studies have shown that the tuning of processes placement in a server s NUMA networking topology to the application can have a dramatic impact on performance. The performance implications are magnified when running a parallel job across multiple server nodes, especially with large scale HPC applications. This paper presents the Locality-Aware Mapping Algorithm (LAMA) for distributing the individual processes of a parallel application across processing resources in an HPC system, paying particular attention to the internal server NUMA topologies. The algorithm is able to support both homogeneous and heterogeneous hardware systems, and dynamically adapts to the available hardware and user-specified process layout at run-time. As implemented in Open MPI, the LAMA provides 362,880 mapping permutations and is able to naturally scale out to additional hardware resources as they become available in future architectures.

  9. Columbia River Hatchery Reform System-Wide Report.

    The US Congress funded the Puget Sound and Coastal Washington Hatchery Reform Project via annual appropriations to the US Fish and Wildlife Service (USFWS) beginning in fiscal year 2000. Congress established the project because it recognized that while hatcheries have a necessary role to play in meeting harvest and conservation goals for Pacific Northwest salmonids, the hatchery system was in need of comprehensive reform. Most hatcheries were producing fish for harvest primarily to mitigate for past habitat loss (rather than for conservation of at-risk populations) and were not taking into account the effects of their programs on naturally spawning populations. With numerous species listed as threatened or endangered under the Endangered Species Act (ESA), conservation of salmon in the Puget Sound area was a high priority. Genetic resources in the region were at risk and many hatchery programs as currently operated were contributing to those risks. Central to the project was the creation of a nine-member independent scientific review panel called the Hatchery Scientific Review Group (HSRG). The HSRG was charged by Congress with reviewing all state, tribal and federal hatchery programs in Puget Sound and Coastal Washington as part of a comprehensive hatchery reform effort to: conserve indigenous salmonid genetic resources; assist with the recovery of naturally spawning salmonid populations; provide sustainable fisheries; and improve the quality and cost-effectiveness of hatchery programs. The HSRG worked closely with the state, tribal and federal managers of the hatchery system, with facilitation provided by the non-profit organization Long Live the Kings and the law firm Gordon, Thomas, Honeywell, to successfully complete reviews of over 200 hatchery programs at more than 100 hatcheries across western Washington.   10. Towards Composing Data Aware Systems Biology Workflows on Cloud Platforms: A MeDICi-based Approach

    Cloud computing is being increasingly adopted for deploying systems biology scientific workflows. Scientists developing these workflows use a wide variety of fragmented and competing data sets and computational tools of all scales to support their research. To this end, the synergy of client side workflow tools with cloud platforms is a promising approach to share and reuse data and workflows. In such systems, the location of data and computation is essential consideration in terms of quality of service for composing a scientific workflow across remote cloud platforms. In this paper, we describe a cloud-based workflow for genome annotation processing that is underpinned by MeDICi - a middleware designed for data intensive scientific applications. The workflow implementation incorporates an execution layer for exploiting data locality that routes the workflow requests to the processing steps that are colocated with the data. We demonstrate our approach by composing two workflowswith the MeDICi pipelines.

    High performance computing (HPC) systems use checkpoint-restart to tolerate failures. Typically, applications store their states in checkpoints on a parallel file system (PFS). As applications scale up, checkpoint-restart incurs high overheads due to contention for PFS resources. The high overheads force large-scale applications to reduce checkpoint frequency, which means more compute time is lost in the event of failure. We alleviate this problem through a scalable checkpoint-restart system, mcrEngine. McrEngine aggregates checkpoints from multiple application processes with knowledge of the data semantics available through widely-used I/O libraries, e.g., HDF5 and netCDF, and compresses them. Our novel scheme improves compressibility ofmore » checkpoints up to 115% over simple concatenation and compression. Our evaluation with large-scale application checkpoints show that mcrEngine reduces checkpointing overhead by up to 87% and restart overhead by up to 62% over a baseline with no aggregation or compression.« less

  12. Visible wide angle view imaging system of KTM tokamak based on multielement image fiber bundle

    In the paper, new visible wide angle view imaging system of KTM tokamak is described. The system has been designed to observe processes inside of plasma and the processes occurring due to plasma-wall interactions through the long equatorial port. Imaging system is designed based on special image fiber bundle and entrance wide angle lens, which provide image of large section of the vacuum chamber, both poloidal half-section and divertor through the sufficiently long equatorial port. The system also consists of two video cameras: slow and fast with image intensifier. Commercial equipment had been used in design of the system that allowed reducing the cost and time for research and development. The paper also discusses advantages and disadvantages of the system in comparison with conventional endoscopes based on a lens system and considers its promising utilization in future tokamaks and future steady state fusion reactors.

    The higher penetration of intermittent generation resources (including wind and solar generation) in the Bonneville Power Administration (BPA) and California Independent System Operator (CAISO) balancing authorities (BAs) raises issue of requiring expensive additional fast grid balancing services in response to additional intermittency and fast up and down power ramps in the electric supply system. The overall goal of the wide-area energy management system (WAEMS) project is to develop the principles, algorithms, market integration rules, a functional design, and a technical specification for an energy storage system to help cope with unexpected rapid changes in renewable generation power output. The resulting system will store excess energy, control dispatchable load and distributed generation, and utilize inter-area exchange of the excess energy between the California ISO and Bonneville Power Administration control areas. A further goal is to provide a cost-benefit analysis and develop a business model for an investment-based practical deployment of such a system. There are two tasks in Phase 2 of the WAEMS project: the flywheel field tests and the battery evaluation. Two final reports, the Wide-area Energy Management System Phase 2 Flywheel Field Tests Final Report and the Wide-area Energy Storage and Management System Battery Storage Evaluation, were written to summarize the results of the two tasks.

The system also includes other sensors to provide false alarm discrimination, and may include other sensors to monitor other parameters, e.g. radiation.   16. Energy-aware Thread and Data Management in Heterogeneous Multi-core, Multi-memory Systems

    By 2004, microprocessor design focused on multicore scaling—increasing the number of cores per die in each generation—as the primary strategy for improving performance. These multicore processors typically equip multiple memory subsystems to improve data throughput. In addition, these systems employ heterogeneous processors such as GPUs and heterogeneous memories like non-volatile memory to improve performance, capacity, and energy efficiency. With the increasing volume of hardware resources and system complexity caused by heterogeneity, future systems will require intelligent ways to manage hardware resources. Early research to improve performance and energy efficiency on heterogeneous, multi-core, multi-memory systems focused on tuning a single primitive or at best a few primitives in the systems. The key limitation of past efforts is their lack of a holistic approach to resource management that balances the tradeoff between performance and energy consumption. In addition, the shift from simple, homogeneous systems to these heterogeneous, multicore, multi-memory systems requires in-depth understanding of efficient resource management for scalable execution, including new models that capture the interchange between performance and energy, smarter resource management strategies, and novel low-level performance/energy tuning primitives and runtime systems. Tuning an application to control available resources efficiently has become a daunting challenge; managing resources in automation is still a dark art since the tradeoffs among programming, energy, and performance remain insufficiently understood. In this dissertation, I have developed theories, models, and resource management techniques to enable energy-efficient execution of parallel applications through thread and data management in these heterogeneous multi-core, multi-memory systems.     Lawrence Livermore National Laboratory is developing sensors and controls to improve and extend electron beam materials processing technology to alloy systems with constituents of widely varying vapor pressure. The approach under development involves using tunable lasers to measure the density and composition of the vapor plume. A laser based vaporizer control system for vaporization of a uranium-iron alloy has been previously demonstrated in multi-hundred hour, high rate vaporization experiments at LLNL. This paper reviews the design and performance of the uranium vaporization sensor and control system and discusses the extension of the technology to monitoring of uranium vaporization. Data is presented from an experiment in which titanium wire was fed into a molten niobium pool. Laser data is compared to deposited film composition and film cross sections. Finally, the potential for using this technique for composition control in melting applications is discussed.

    A system and method for producing modulated electrical signals. The system uses a variable resistor having a photoconductive wide bandgap semiconductor material construction whose conduction response to changes in amplitude of incident radiation is substantially linear throughout a non-saturation region to enable operation in non-avalanche mode. The system also includes a modulated radiation source, such as a modulated laser, for producing amplitude-modulated radiation with which to direct upon the variable resistor and modulate its conduction response. A voltage source and an output port, are both operably connected to the variable resistor so that an electrical signal may be produced at the output port by way of the variable resistor, either generated by activation of the variable resistor or propagating through the variable resistor. In this manner, the electrical signal is modulated by the variable resistor so as to have a waveform substantially similar to the amplitude-modulated radiation.

  19. THE OCCURRENCE OF WIDE-ORBIT PLANETS IN BINARY STAR SYSTEMS

    The occurrence of planets in binary star systems has been investigated via a variety of techniques that sample a wide range of semi-major axes, but with a preponderance of such results applicable to planets with semi-major axes less than a few astronomical units. We utilize a new methodthe presence or absence of heavy elements in the atmospheres of white dwarf starsto elucidate the frequency in main sequence binary star systems of planets with semi-major axes greater than a few astronomical units. We consider only binaries where a putative planetary system orbits one member (no circumbinary planets). For main sequence binaries where the primary star is of spectral type A or F, data in the published literature suggests that the existence of a secondary star with a semi-major axis less than about 1000AU suppresses the formation and/or long-term stability of an extended planetary system around the primary. For these spectral types and initial semi-major axis ?1000AU, extended planetary systems appear to be as common around stars in binary systems as they are around single stars.

    In 1989 the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) joined the US Department of Energy (DOE) in an assessment of longer-term research and development needs for future electric power system operation. The effort produced a progressively sharper vision of a future power system in which enhanced control and operation are the primary means for serving new customer demands, in an environment where increased competition, a wider range of services and vendors, and much narrower operating margins all contribute to increased system efficiencies and capacity. Technology and infrastructure for real time access to wide area dynamic information were identified as critical path elements in realizing that vision. In 1995 the DOE accordingly launched the Wide Area Measurement System (WAMS) Project jointly with the two Power Marketing Administrations (PMAs) to address these issues in a practical operating environment--the western North America power system. The Project draws upon many years of PMA effort and related collaboration among the western utilities, plus an expanding infrastructure that includes regionally involved contractors, universities, and National Laboratories plus linkages to the Electric Power Research Institute (EPRI). The WAMS project also brings added focus and resources to the evolving Western System Dynamic Information Network, or WesDINet. This is a collective response of the Western Systems Coordinating Council (WSCC) member utilities to their shared needs for direct information about power system characteristics, model fidelity, and operational performance. The WAMS project is a key source of the technology and backbone communications needed to make WesDINet a well integrated, cost effective enterprise network demonstrating the role of dynamic information technology in the emerging utility environment.

A wide-area energy management system (WAEMS) is a centralized control system that operates energy storage devices (ESDs) located in different places to provide energy and ancillary services that can be shared among balancing authorities (BAs). The goal of this research is to conduct flywheel field tests, investigate the technical characteristics and economics of combined hydro-flywheel regulation services that can be shared between Bonneville Power Administration (BPA) and California Independent System Operator (CAISO) controlled areas. This report is the second interim technical report for Phase II of the WAEMS project. This report presents: 1) the methodology of sharing regulation service between balancing authorities, 2) the algorithm to allocate the regulation signal between the flywheel and hydro power plant to minimize the wear-and-tear of the hydro power plants, 3) field results of the hydro-flywheel regulation service (conducted by the Beacon Power), and 4) the performance metrics and economic analysis of the combined hydro-flywheel regulation service.

  2. Wide-angle ITER-prototype tangential infrared and visible viewing system for DIII-D

    An imaging system with a wide-angle tangential view of the full poloidal cross-section of the tokamak in simultaneous infrared and visible light has been installed on DIII-D. The optical train includes three polished stainless steel mirrors in vacuum, which view the tokamak through an aperture in the first mirror, similar to the design concept proposed for ITER. A dichroic beam splitter outside the vacuum separates visible and infrared (IR) light. Spatial calibration is accomplished by warping a CAD-rendered image to align with landmarks in a data image. The IR camera provides scrape-off layer heat flux profile deposition features in diverted and inner-wall-limited plasmas, such as heat flux reduction in pumped radiative divertor shots. Demonstration of the system to date includes observation of fast-ion losses to the outer wall during neutral beam injection, and shows reduced peak wall heat loading with disruption mitigation by injection of a massive gas puff.

    configuration and status of electrical system circuits and permit them to lock out customer-owned DG devices for safety purposes using a highly secure and ultra-reliable radio signal. The system consists of: (1) individual personal lockout devices, (2) lockout communications and logic module at circuit breakers, which are located at all DG devices, and (3) a database and configuration control process located at the utility operations center. The lockout system is a close permissive, i.e., loss of control power or communications will cause the circuit breaker to open. Once the DG device is tripped open, a visual means will provide confirmation of a loss of voltage and current that verifies the disconnected status of the DG. Further the utility personnel will be able to place their own lock electronically on the system to ensure a lockout functionally. The proposed LOTO system provides enhanced worker safety and protection against unintended energized lines when DG is present. The main approaches and challenges encountered through designing the proposed region-wide LOTO system are discussed in this paper. These approaches include: (1) evaluating the reliability of the proposed approach under N-modular redundancy with voter/spares configurations and (2) conducting a system level risk assessment study using the failure modes and effects analysis (FMEA) technique to identify and rank failure modes by probability of occurrence, probability of detection, and severity of consequences. This ranking allows a cost benefits analysis to be conducted such that dollars and efforts will be applied to the failures that provide greatest incremental gains in system capability (resilience, survivability, security, reliability, availability, etc.) per dollar spent whether capital, operations, or investment. Several simulation scenarios and their results are presented to demonstrate the viability of these approaches.

    High penetration levels of distributed solar PV power generation can lead to adverse power quality impacts, such as excessive voltage rise, voltage flicker, and reactive power values that result in unacceptable voltage levels. Advanced inverter control schemes have been developed that have the potential to mitigate many power quality concerns. However, local closed-loop control may lead to unintended behavior in deployed systems as complex interactions can occur between numerous operating devices. To enable the study of the performance of advanced control schemes in a detailed distribution system environment, a test platform has been developed that integrates Power Hardware-in-the-Loop (PHIL) with concurrent time-series electric distribution system simulation. In the test platform, GridLAB-D, a distribution system simulation tool, runs a detailed simulation of a distribution feeder in real-time mode at the Pacific Northwest National Laboratory (PNNL) and supplies power system parameters at a point of common coupling. At the National Renewable Energy Laboratory (NREL), a hardware inverter interacts with grid and PV simulators emulating an operational distribution system. Power output from the inverters is measured and sent to PNNL to update the real-time distribution system simulation. The platform is described and initial test cases are presented. The platform is used to study the system-wide impacts and the interactions of inverter control modes—constant power factor and active Volt/VAr control—when integrated into a simulated IEEE 8500-node test feeder. We demonstrate that this platform is well-suited to the study of advanced inverter controls and their impacts on the power quality of a distribution feeder. Additionally, results are used to validate GridLAB-D simulations of advanced inverter controls.

    Recent blackouts of power systems in North America and throughout the world have shown how critical a reliable power system is to modern societies, and the enormous economic and societal damage a blackout can cause. It has been noted that unanticipated operation of protection systems can contribute to cascading phenomena and, ultimately, blackouts. This project developed and field-tested two methods of Adaptive Protection systems utilizing synchrophasor data. One method detects conditions of system stress that can lead to unintended relay operation, and initiates a supervisory signal to modify relay response in real time to avoid false trips. The second method detects the possibility of false trips of impedance relays as stable system swings “encroach” on the relays’ impedance zones, and produces an early warning so that relay engineers can re-evaluate relay settings. In addition, real-time synchrophasor data produced by this project was used to develop advanced visualization techniques for display of synchrophasor data to utility operators and engineers.

    The present invention provides a wide tracking range phase locked loop (PLL) circuit that achieves minimal jitter in a recovered clock signal, regardless of the source of the jitter (i.e. whether it is in the source or the transmission media). The present invention PLL has automatic harmonic lockout detection circuitry via a novel lock and seek control logic in electrical communication with a programmable frequency discriminator and a code balance detector. (The frequency discriminator enables preset of a frequency window of upper and lower frequency limits to derive a programmable range within which signal acquisition is effected. The discriminator works in combination with the code balance detector circuit to minimize the sensitivity of the PLL circuit to random data in the data stream). In addition, the combination of a differential loop integrator with the lock and seek control logic obviates a code preamble and guarantees signal acquisition without harmonic lockup. An adaptive cable equalizer is desirably used in combination with the present invention PLL to recover encoded transmissions containing a clock and/or data. The equalizer automatically adapts to equalize short haul cable lengths of coaxial and twisted pair cables or wires and provides superior jitter performance itself. The combination of the equalizer with the present invention PLL is desirable in that such combination permits the use of short haul wires without significant jitter.

    In recent years, network bandwidth requirements have scaled multiple folds, pushing the need for the development of data exchange mechanisms at 100 Gb/s and beyond. High performance computing, climate modeling, large-scale storage, and collaborative scientific research are examples of applications that can greatly benefit by leveraging high bandwidth capabilities of the order of 100 Gb/s. Such requirements and advances in IEEE Ethernet standards, Optical Transport Unit4 (OTU4), and host-system interconnects demand a network infrastructure supporting throughput rates of the order of 100 Gb/s with a single wavelength. To address such a demand Acadia Optronics in collaboration with the University of New Mexico, proposed and developed a end-system Network Interface Controller (NIC) for the 100Gbps WANs. Acadia’s 100G NIC employs an FPGA based system with a high-performance processor interconnect (PCIe 3.0) and a high capacity optical transmission link (CXP) to provide data transmission at the rate of 100 Gbps.

    The ITER tokamak is the next generation fusion device which will allow studying burning plasma obtained by a Deuterium-Tritium (D-T) fusion reaction during hundreds of seconds. ITER vacuum vessel real-time protection will be mandatory during plasma operation to avoid water leaks and critical plasma facing components degradation. The protection system will be based on a wide angle viewing system (WAVS) composed with 18 visible (VIS) and 18 infrared (IR) cameras covering 80 % of the vacuum vessel which will be one of the major imaging systems of ITER. Compared to protection systems routinely used on current tokamaks and based on imaging (VIS and/or IR), new constraints must be taken into account because of their influence on the system performance: the harsh environment (high neutron flux) and the metallic plasma facing components (both first wall and divertor). In this new demanding context, we have achieved three mandatory R and D studies starting from the understanding of the source of signals by using realistic photonic simulation up to real-time processing strategy taken into account first order optical design constraints to define what type of performance could be reached for ITER vacuum vessel protection.   9. Researching Complex Heat, Air and Moisture Interactions for a Wide-Range of Building Envelope Systems and Environmental Loads

    This document serves as the final report documenting work completed by Oak Ridge National Laboratory (ORNL) and the Fraunhofer Institute in Building Physics (Holzkirchen, Germany) under an international CRADA No. 0575 with Fraunhofer Institute of Bauphysics of the Federal Republic of Germany for Researching Complex Heat, Air and Moisture Interactions for a Wide Range of Building Envelope Systems and Environmental Loads. This CRADA required a multi-faceted approach to building envelope research that included a moisture engineering approach by blending extensive material property analysis, laboratory system and sub-system thermal and moisture testing, and advanced moisture analysis prediction performance. The Participant's Institute for Building physics (IBP) and the Contractor's Buildings Technology Center (BTC) identified potential research projects and activities capable of accelerating and advancing the development of innovative, low energy and durable building envelope systems in diverse climates. This allowed a major leverage of the limited resources available to ORNL to execute the required Department of Energy (DOE) directives in the area of moisture engineering. A joint working group (ORNL and Fraunhofer IBP) was assembled and a research plan was executed from May 2000 to May 2005. A number of key deliverables were produced such as adoption of North American loading into the WUFI-software. in addition the ORNL Weather File Analyzer was created and this has been used to address environmental loading for a variety of US climates. At least 4 papers have been co-written with the CRADA partners, and a chapter in the ASTM Manual 40 on Moisture Analysis and Condensation Control. All deliverables and goals were met and exceeded making this collaboration a success to all parties involves.

    Using radiation hydrodynamics simulations, we explore the evolution of circumplanetary disks around wide-orbit proto-gas giants. At large distances from the star ({approx}100 AU), gravitational instability followed by disk fragmentation can form low-mass substellar companions (massive gas giants and/or brown dwarfs) that are likely to host large disks. We examine the initial evolution of these subdisks and their role in regulating the growth of their substellar companions, as well as explore consequences of their interactions with circumstellar material. We find that subdisks that form in the context of GIs evolve quickly from a very massive state. Long-term accretion rates from the subdisk onto the proto-gas giant reach {approx}0.3 Jupiter masses kyr{sup -1}. We also find consistency with previous simulations, demonstrating that subdisks are truncated at {approx}1/3 of the companion's Hill radius and are thick, with (h/r) of {approx}> 0.2. The thickness of subdisks draws to question the use of thin-disk approximations for understanding the behavior of subdisks, and the morphology of subdisks has implications for the formation and extent of satellite systems. These subdisks create heating events in otherwise cold regions of the circumstellar disk and serve as planet formation beacons that can be detected by instruments such as ALMA.

    With the deployment of new smart grid technologies and the penetration of renewable energy in power systems, significant uncertainty and variability is being introduced into power grid operation. Traditionally, the Energy Management System (EMS) operates the power grid in a deterministic mode, and thus will not be sufficient for the future control center in a stochastic environment with faster dynamics. One of the main challenges is to improve situational awareness. This paper reviews the current status of power grid operation and presents a vision of improving wide-area situational awareness for a future control center. An advanced framework, consisting of parallel state estimation, state prediction, parallel contingency selection, parallel contingency analysis, and advanced visual analytics, is proposed to provide capabilities needed for better decision support by utilizing high performance computing (HPC) techniques and advanced visual analytic techniques. Research results are presented to support the proposed vision and framework.

    Pacific Northwest National Laboratory (PNNL) has deployed a large array of radiation portal monitors for the Department of Homeland Security U.S. Customs and Border Protection. These portal monitors scan incoming vehicles crossing the U.S. border and shipping containers leaving international ports for radioactive material via gamma-ray and neutron detection. Data produced and captured by these systems are recorded for every vehicle related to radiation signature, sensor/system status, and local background, as well as a host of other variables. Within the Radiation Portal Monitor Project at PNNL, state-of-health observation and analysis for the whole RPM system using these data to determine functionality and performance is being developed.     ITER first mirrors (FMs), as the first components of most ITER optical diagnostics, will be exposed to high plasma radiation flux and neutron load. To reduce the FMs heating and optical surface deformation induced during ITER operation, the use of relevant materials and cooling system are foreseen. The calculations led on different materials and FMs designs and geometries (100 mm and 200 mm) show that the use of CuCrZr and TZM, and a complex integrated cooling system can limit efficiently the FMs heating and reduce their optical surface deformation under plasma radiation flux and neutron load. These investigations were used to evaluate, for the ITER equatorial port visible/infrared wide angle viewing system, the impact of the FMs properties change during operation on the instrument main optical performances. The results obtained are presented and discussed.

These mobile systems are being used to characterize and repackage waste to meet the full requirements of the WIPP Waste Acceptance Criteria (WAC) and the WIPP Characterization Quality Assurance Program Plan (QAPP). Mobile and portable characterization and repackaging systems are being used to supplement the capabilities and throughputs of existing facilities. Utilization of mobile systems is a key factor that is enabling LANL to (1) reduce its TRU waste work-off schedule from 36 years to 8.5 years; (2) eliminate the need to construct a $70M+ TRU waste characterization facility; (3) have waste certified for shipment to WIPP when WIPP opens; (4) continue to ship TRU waste to WIPP at the rate of 5000 drums per year; and (5) reduce overall costs by more than $200M. Aggressive implementation of mobile and portable systems throughout the Department of Energy complex through a centralized-distributed services model will result in similar advantages complex-wide.

    An enhanced version of an algorithm to provide anomaly based intrusion detection alerts for cyber security state awareness is detailed. A unique aspect is the training of an error back-propagation neural network with intrusion detection rule features to provide a recognition basis. Network packet details are subsequently provided to the trained network to produce a classification. This leverages rule knowledge sets to produce classifications for anomaly based systems. Several test cases executed on ICMP protocol revealed a 60% identification rate of true positives. This rate matched the previous work, but 70% less memory was used and the run time was reduced to less than 1 second from 37 seconds.

    The Department of Defense employs a resource limited world-wide sensor system to detect certain events of interest. The purpose of this research was to establish a methodology using a univariate causal STARMA model for forecasting the relative probability of an event occurring in a geographical location during a time block of the day. These relative probabilities are used as input for a tasking model that assigns the scarce sensor resources so as to optimize the detection of these events. The STARMA model is appropriate for forecasting the relative probabilities because a definite temporal relationship and a definite spatial relationship exists in the data bases. The model created is a univariate causal STARMA model in that it only produces forecasts for one of the twenty-two given geographical regions. A causal univariate STARMA model was created to provide forecasts for one event type occurring at region 11 and appears to provide good forecasts. The model is both correlative and causal. The model is correlative in that it uses temporal and spatial correlations to develop the forecasts. The model is also causal in that it employs predictions from an analytical model.

    The corrections system in the U.S. is supervising over five million offenders. This number is rising fast and so are the direct and indirect costs to society. To improve supervision and reduce the cost of parole and probation, first generation home arrest systems were introduced in 1987. While these systems proved to be helpful to the corrections system, their scope is rather limited because they only cover an offender at a single location and provide only a partial time coverage. To correct the limitations of first-generation systems, second-generation wide area continuous electronic offender monitoring systems, designed to monitor the offender at all times and locations, are now on the drawing board. These systems use radio frequency location technology to track the position of offenders. The challenge for this technology is the development of reliable personal locator devices that are small, lightweight, with long operational battery life, and indoors/outdoors accuracy of 100 meters or less. At the center of a second-generation system is a database that specifies the offender`s home, workplace, commute, and time the offender should be found in each. The database could also define areas from which the offender is excluded. To test compliance, the system would compare the observed coordinates of the offender with the stored location for a given time interval. Database logfiles will also enable law enforcement to determine if a monitored offender was present at a crime scene and thus include or exclude the offender as a potential suspect.

    Recent insights suggest that non-specific and/or promiscuous enzymes are common and active across life. Understanding the role of such enzymes is an important open question in biology. Here we develop a genome-wide method, PROPER, that uses a permissive PSI-BLAST approach to predict promiscuous activities of metabolic genes. Enzyme promiscuity is typically studied experimentally using multicopy suppression, in which over-expression of a promiscuous ‘replacer’ gene rescues lethality caused by inactivation of a ‘target’ gene. We use PROPER to predict multicopy suppression in Escherichia coli, achieving highly significant overlap with published cases (hypergeometric p = 4.4e-13). We then validate three novel predictedmore » target-replacer gene pairs in new multicopy suppression experiments. We next go beyond PROPER and develop a network-based approach, GEM-PROPER, that integrates PROPER with genome-scale metabolic modeling to predict promiscuous replacements via alternative metabolic pathways. GEM-PROPER predicts a new indirect replacer (thiG) for an essential enzyme (pdxB) in production of pyridoxal 5’-phosphate (the active form of Vitamin B6), which we validate experimentally via multicopy suppression. Here, we perform a structural analysis of thiG to determine its potential promiscuous active site, which we validate experimentally by inactivating the pertaining residues and showing a loss of replacer activity. Thus, this study is a successful example where a computational investigation leads to a network-based identification of an indirect promiscuous replacement of a key metabolic enzyme, which would have been extremely difficult to identify directly.« less

  19. Preliminary Scoping and Assessment Study of the Potential Impacts of Community-wide Radiological Events and Subsequent Decontamination Activities on Drinking Water and Wastewater Systems

    Since the terrorist attacks of September 11, 2001, there has been a great deal of concern about further attacks within the United States, particularly attacks using weapons of mass destruction (WMD) or other unconventional weapons, such as a radiological dispersal device (RDD) or 'dirty bomb', which is a type of RDD. During all phases of an RDD event, secondary impacts on drinking water and wastewater systems would be possible. Secondary impacts refer to those impacts that would occur when the water systems were not the direct or intended target of the specific event. Secondary impacts would include (1) fallout from an event occurring elsewhere on water supply reservoirs and (2) runoff into storm water and sewer systems during precipitation events or as a result of cleanup and decontamination activities. To help address potential secondary impacts, a scoping and assessment study was conducted for the U.S. Environmental Protection Agency's National Homeland Security Research Center to support its water security program. The study addresses the potential impacts on water resources and infrastructure that could result from the use of an RDD, including potential impacts from the initial attack as well as from subsequent cleanup efforts. Eight radionuclides are considered in the assessment: Am-241, Cf-252, Cs-137, Co-60, Ir-192, Pu-238, Ra-226, and Sr-90. (authors)

    EXECUTIVE SUMARRY An evaluation of nondestructive structural health monitoring methods was completed with over 132 documents, 37 specifically about wind turbines, summarized into a technology matrix. This matrix lists the technology, what can be monitored with this technology, and gives a short summary of the key aspects of the technology and its application. Passive and active acoustic emission equipment from Physical Acoustics Corp. and Acellent Technologies have been evaluated and selected for use in experimental state loading and fatigue tests of composite wind turbine blade materials. Acoustic Emission (AE) and Active Ultrasonic Testing (AUT), were applied to composite coupons with both simulated and actual damage. The results found that, while composites are more complicated in nature, compared to metallic structures, an artificial neural network analysis could still be used to determine damage. For the AE system, the failure mode could be determined (i.e. fiber breakage, delamination, etc.). The Acellent system has been evaluated to work well with composite materials. A test-rig for reliability testing of the rotating components was constructed. The research on the types of bearings used in the wind turbines indicated that in most of the designs, the main bearings utilized to support the shaft are cylindrical roller bearings. The accelerated degradation testing of a population of bearings was performed. Vibration and acoustic emission data was collected and analyzed in order to identify a representative degradation signal for each bearing to identify the initiation of the degradation process in the bearings. Afterwards, the RMS of the vibration signal from degradation initiation up to the end of the useful life of the bearing was selected to predict the remaining useful life of the bearing.     We present a novel collaborative visual analytics application for cognitively overloaded users in the astrophysics domain. The system was developed for scientists needing to analyze heterogeneous, complex data under time pressure, and then make predictions and time-critical decisions rapidly and correctly under a constant influx of changing data. The Sunfall Data Taking system utilizes severalnovel visualization and analysis techniques to enable a team of geographically distributed domain specialists to effectively and remotely maneuver a custom-built instrument under challenging operational conditions. Sunfall Data Taking has been in use for over eighteen months by a major international astrophysics collaboration (the largest data volume supernova search currently in operation), and has substantially improved the operational efficiency of its users. We describe the system design process by an interdisciplinary team, the system architecture, and the results of an informal usability evaluation of the production system by domain experts in the context of Endsley?s three levels of situation awareness.

    This report presents results for year twelve in a basin-wide program to harvest northern pikeminnow1 (Ptychocheilus oregonensis). This program was started in an effort to reduce predation by northern pikeminnow on juvenile salmonids during their emigration from natal streams to the ocean. Earlier work in the Columbia River Basin suggested predation by northern pikeminnow on juvenile salmonids might account for most of the 10-20% mortality juvenile salmonids experience in each of eight Columbia River and Snake River reservoirs. Modeling simulations based on work in John Day Reservoir from 1982 through 1988 indicated that, if predator-size northern pikeminnow were exploited at a 10-20% rate, the resulting restructuring of their population could reduce their predation on juvenile salmonids by 50%. To test this hypothesis, we implemented a sport-reward angling fishery and a commercial longline fishery in the John Day Pool in 1990. We also conducted an angling fishery in areas inaccessible to the public at four dams on the mainstem Columbia River and at Ice Harbor Dam on the Snake River. Based on the success of these limited efforts, we implemented three test fisheries on a system-wide scale in 1991--a tribal longline fishery above Bonneville Dam, a sport-reward fishery, and a dam-angling fishery. Low catch of target fish and high cost of implementation resulted in discontinuation of the tribal longline fishery. However, the sport-reward and dam-angling fisheries were continued in 1992 and 1993. In 1992, we investigated the feasibility of implementing a commercial longline fishery in the Columbia River below Bonneville Dam and found that implementation of this fishery was also infeasible. Estimates of combined annual exploitation rates resulting from the sport-reward and damangling fisheries remained at the low end of our target range of 10-20%. Consequently, we designed and tested a sport reward hook-and-line fishery and a longline fishery in the John Day pool in 1990. Based on the successfulness of these limited efforts, we implemented three test fisheries on a multi-pool or system wide scale in 1991: a tribal longline fishery, a sport reward fishery, and a dam angling (hook-and-line) fishery. In addition, we examined several alternative harvest techniques to determine their potential for use in system-wide test fisheries. Evaluation of the success of the three test fisheries conducted in 1991 in achieving a 20 percent exploitation rate on northern squawfish, together with information regarding the economic, social, and legal feasibility of sustaining each fishery, is presented in Section II of this report.

  7. WIRELESS MINE-WIDE TELECOMMUNICATIONS TECHNOLOGY

    A comprehensive mine-wide, two-way wireless voice and data communication system for the underground mining industry was developed. The system achieves energy savings through increased productivity and greater energy efficiency in meeting safety requirements within mines. The mine-wide system is comprised of two interfaced subsystems: a through-the-earth communications system and an in-mine communications system. The mine-wide system permits two-way communication among underground personnel and between underground and surface personnel. The system was designed, built, and commercialized. Several systems are in operation in underground mines in the United States. The use of these systems has proven they result in considerable energy savings. A system for tracking the location of vehicles and people within the mine was also developed, built and tested successfully. Transtek's systems are being used by the National Institute of Occupational Safety and Health (NIOSH) in their underground mine rescue team training program. This project also resulted in a spin-off rescue team lifeline and communications system. Furthermore, the project points the way to further developments that can lead to a GPS-like system for underground mines allowing the use of autonomous machines in underground mining operations, greatly reducing the amount of energy used in these operations. Some products developed under this program are transferable to applications in fields other than mining. The rescue team system is applicable to use by first responders to natural, accidental, or terrorist-caused building collapses. The in-mine communications system can be installed in high-rise buildings providing in-building communications to security and maintenance personnel as well as to first responders.

  17. Global-Aware and Multi-Order Context-Based Prefetching for High-Performance Processors

    Data prefetching is widely used in high-end computing systems to accelerate data accesses and to bridge the increasing performance gap between processor and memory. Context-based prefetching has become a primary focus of study in recent years due to its general applicability. However, current context-based prefetchers only adopt the context analysis of a single order, which suffers from low prefetching coverage and thus limits the overall prefetching effectiveness. Also, existing approaches usually consider the context of the address stream from a single instruction but not the context of the address stream from all instructions, which further limits the context-based prefetching effectiveness. In this study, we propose a new context-based prefetcher called the Global-aware and Multi-order Context-based (GMC) prefetcher. The GMC prefetcher uses multi-order, local and global context analysis to increase prefetching coverage while maintaining prefetching accuracy. In extensive simulation testing of the SPEC-CPU2006 benchmarks with an enhanced CMP$im simulator, the proposed GMC prefetcher was shown to outperform existing prefetchers and to reduce the data-access latency effectively. The average Instructions Per Cycle (IPC) improvement of SPEC CINT2006 and CFP2006 benchmarks with GMC prefetching was over 55% and 44% respectively.

    This report presents results for year eleven in a basin-wide program to harvest northern pikeminnow (Ptychocheilus oregonensis). This program was started in an effort to reduce predation by northern pikeminnow on juvenile salmonids during their emigration from natal streams to the ocean. Earlier work in the Columbia River Basin suggested predation by northern pikeminnow on juvenile salmonids might account for most of the 10-20% mortality juvenile salmonids experience in each of eight Columbia River and Snake River reservoirs. Modeling simulations based on work in John Day Reservoir from 1982 through 1988 indicated that, if predator-size northern pikeminnow were exploited at a 10-20% rate, the resulting restructuring of their population could reduce their predation on juvenile salmonids by 50%. To test this hypothesis, we implemented a sport-reward angling fishery and a commercial longline fishery in the John Day Pool in 1990. We also conducted an angling fishery in areas inaccessible to the public at four dams on the mainstem Columbia River and at Ice Harbor Dam on the Snake River. Based on the success of these limited efforts, we implemented three test fisheries on a system-wide scale in 1991--a tribal longline fishery above Bonneville Dam, a sport-reward fishery, and a dam-angling fishery. Low catch of target fish and high cost of implementation resulted in discontinuation of the tribal longline fishery. However, the sport-reward and dam-angling fisheries were continued in 1992 and 1993. In 1992, we investigated the feasibility of implementing a commercial longline fishery in the Columbia River below Bonneville Dam and found that implementation of this fishery was also infeasible.

Each of the primary, secondary, tertiary, and quaternary reflective surfaces are rotationally symmetric about the optical axis. The combination of the reflective surfaces results in a wide field of view in the range of approximately 3.8.degree. to approximately 6.5.degree.. The length of the telescope along the optical axis is approximately equal to or less than the diameter of the largest of the reflective surfaces.

    Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts

    Bmore » ackground . Congenital cytomegalovirus (CMV) infection is a leading cause of disabilities in children, yet the general public appears to have little awareness of CMV. Methods . Women were surveyed about newborn infections at 7 different geographic locations. Results . Of the 643 women surveyed, 142 ( 22 % ) had heard of congenital CMV. Awareness increased with increasing levels of education ( P < .0001 ). Women who had worked as a healthcare professional had a higher prevalence of awareness of CMV than had other women ( 56 % versus 16 % , P < .0001 ). Women who were aware of CMV were most likely to have heard about it from a healthcare provider ( 54 % ), but most could not correctly identify modes of CMV transmission or prevention. Among common causes of birth defects and childhood illnesses, women's awareness of CMV ranked last. Conclusion . Despite its large public health burden, few women had heard of congenital CMV, and even fewer were aware of prevention strategies.« less

    Cyber defense competitions arising from U.S. service academy exercises, offer a platform for collecting data that can inform research that ranges from characterizing the ideal cyber warrior to describing behaviors during certain challenging cyber defense situations. This knowledge could lead to better preparation of cyber defenders in both military and civilian settings. This paper describes how one regional competition, the PRCCDC, a participant in the national CCDC program, conducted proof of concept experimentation to collect data during the annual competition for later analysis. The intent is to create an ongoing research agenda that expands on this current work and incorporates augmented cognition and gamification methods for measuring cybersecurity situational awareness under the stress of cyber attack.

    Photoconductive semiconductor switches (PCSS) have been investigated since the late 1970s. Some devices have been developed that withstand tens of kilovolts and others that switch hundreds of amperes. However, no single device has been developed that can reliably withstand both high voltage and switch high current. Yet, photoconductive switches still hold the promise of reliable high voltage and high current operation with subnanosecond risetimes. Particularly since good quality, bulk, single crystal, wide bandgap semiconductor materials have recently become available. In this chapter we will review the basic operation of PCSS devices, status of PCSS devices and properties of the wide bandgap semiconductors 4H-SiC, 6H-SiC and 2H-GaN.

    This report develops innovative and efficient methodologies and practical procedures to determine the wide-area security region of a power system, which take into consideration all types of system constraints including thermal, voltage, voltage stability, transient and potentially oscillatory stability limits in the system. The approach expands the idea of transmission system nomograms to a multidimensional case, involving multiple system limits and parameters such as transmission path constraints, zonal generation or load, etc., considered concurrently. The security region boundary is represented using its piecewise approximation with the help of linear inequalities (so called hyperplanes) in a multi-dimensional space, consisting of system parameters that are critical for security analyses. The goal of this approximation is to find a minimum set of hyperplanes that describe the boundary with a given accuracy. Methodologies are also developed to use the security hyperplanes, pre-calculated offline, to determine system security margins in real-time system operations, to identify weak elements in the system, and to calculate key contributing factors and sensitivities to determine the best system controls in real time and to assist in developing remedial actions and transmission system enhancements offline . A prototype program that automates the simulation procedures used to build the set of security hyperplanes has also been developed. The program makes it convenient to update the set of security hyperplanes necessitated by changes in system configurations. A prototype operational tool that uses the security hyperplanes to assess security margins and to calculate optimal control directions in real time has been built to demonstrate the project success. Numerical simulations have been conducted using the full-size Western Electricity Coordinating Council (WECC) system model, and they clearly demonstrated the feasibility and the effectiveness of the developed

    The Superconducting Super Collider`s Medium Energy Booster Abort (MEBA) kicker modulator will supply a current pulse to the abort magnets which deflect the proton beam from the MEB ring into a designated beam stop. The abort kicker will be used extensively during testing of the Low Energy Booster (LEB) and the MEB rings. When the Collider is in full operation, the MEBA kicker modulator will abort the MEB beam in the event of a malfunction during the filling process. The modulator must generate a 14-{mu}s wide pulse with a rise time of less than 1 {mu}s, including the delay and jitter times. It must also be able to deliver a current pulse to the magnet proportional to the beam energy at any time during ramp-up of the accelerator. Tracking the beam energy, which increases from 12 GeV at injection to 200 GeV at extraction, requires the modulator to operate over a wide range of voltages (4 kV to 80 kV). A vacuum spark gap and a thyratron have been chosen for test and evaluation as candidate switches for the abort modulator. Modulator design, switching time delay, jitter and pre-fire data are presented.

    Many situations call for the use of sensors monitoring physiological and environmental data. In order to use the large amounts of sensor data to affect decision making, we are coupling heterogeneous sensors with small, light-weight processors, other powerful computers, wireless communications, and embedded intelligent software. The result is an adaptive awareness and warning tool, which provides both situation awareness and personal awareness to individuals and teams. Central to this tool is a sensor-independent architecture, which combines both software agents and a reusable core software framework that manages the available hardware resources and provides services to the agents. Agents can recognize cues from the data, warn humans about situations, and act as decision-making aids. Within the agents, self-organizing maps (SOMs) are used to process physiological data in order to provide personal awareness. We have employed a novel clustering algorithm to train the SOM to discern individual body states and activities.     Modern high performance systems are becoming increasingly complex and powerful due to advancements in processor and memory architecture. In order to keep up with this increasing complexity, applications have to be augmented with certain capabilities to fully exploit such systems. These may be at the application level, such as static or dynamic adaptations or at the system level, like having strategies in place to override some of the default operating system polices, the main objective being to improve computational performance of the application. The current work proposes two such capabilites with respect to multi-threaded scientific applications, in particular a large scale physics application computing ab-initio nuclear structure. The first involves using a middleware tool to invoke dynamic adaptations in the application, so as to be able to adjust to the changing computational resource availability at run-time. The second involves a strategy for effective placement of data in main memory, to optimize memory access latencies and bandwidth. These capabilties when included were found to have a significant impact on the application performance, resulting in average speedups of as much as two to four times.

    Human performance and human decision making is counted upon as a crucial aspect of overall system resilience. Advanced control systems have the potential to provide operators and asset owners a wide range of data, deployed at different levels that can be used to support operator situation awareness. However, the sheer amount of data available can make it challenging for operators to assimilate information and respond appropriately. This paper reviews some of the challenges and issues associated with providing operators with actionable state awareness and argues for the over arching importance of integrating human factors as part of intelligent control systems design and implementation. It is argued that system resilience is improved by implementing human factors in operations and maintenance. This paper also introduces issues associated with resilience and data fusion and highlights areas in which human factors including field studies hold promise.

    A regenerative frequency divider and multiplier having wide band input characteristics is presented. The circuit produces output oscillations having frequencies related by a fixed ratio to input oscillations over a wide band of frequencies. In accomplishing this end, the divider-multiplier includes a wide band input circuit coupled by mixer means to a wide band output circuit having a pass band related by a fixed ratio to that of the input circuit. A regenerative feedback circuit derives a fixed frequency ratio feedback signal from the output circuit and applies same to the mixer means in proper phase relation to sustain fixed frequency ratio oscillations in the output circuit.

    In a parallel computing environment comprising a network of SMP nodes each having at least one processor, a parallel-aware co-scheduling method and system for improving the performance and scalability of a dedicated parallel job having synchronizing collective operations. The method and system uses a global co-scheduler and an operating system kernel dispatcher adapted to coordinate interfering system and daemon activities on a node and across nodes to promote intra-node and inter-node overlap of said interfering system and daemon activities as well as intra-node and inter-node overlap of said synchronizing collective operations. In this manner, the impact of random short-lived interruptions, such as timer-decrement processing and periodic daemon activity, on synchronizing collective operations is minimized on large processor-count SPMD bulk-synchronous programming styles.

    Rapid assessment of space weather effects on satellites is a critical step in anomaly resolution and satellite threat assessment. That step, however, is often hindered by a number of factors including timely collection and delivery of space weather data and the inherent com plexity of space weather information. As part of a larger, integrated space situational awareness program, Los Alamos National Laboratory has developed prototype operational space weather tools that run in real time and present operators with customized, user-specific information. The Dynamic Radiation Environment Assimilation Model (DREAM) focuses on the penetrating radiation environment from natural or nuclear-produced radiation belts. The penetrating radiation environment is highly dynamic and highly orbit-dependent. Operators often must rely only on line plots of 2 MeV electron flux from the NOAA geosynchronous GOES satellites which is then assumed to be representative of the environment at the satellite of interest. DREAM uses data assimilation to produce a global, real-time, energy dependent specification. User tools are built around a distributed service oriented architecture (SOA) which will allow operators to select any satellite from the space catalog and examine the environment for that specific satellite and time of interest. Depending on the application operators may need to examine instantaneous dose rates and/or dose accumulated over various lengths of time. Further, different energy thresholds can be selected depending on the shielding on the satellite or instrument of interest. In order to rapidly assess the probability that space weather was the cause of anomalous operations, the current conditions can be compared against the historical distribution of radiation levels for that orbit. In the simplest operation a user would select a satellite and time of interest and immediately see if the environmental conditions were typical, elevated, or extreme based on how often those

    In response to DOE Order 5400.1 this plan outlines the requirements for a Waste Minimization and Pollution Prevention Awareness Program for the Environmental Restoration (ER) Program at Martin Marietta Energy System, Inc. Statements of the national, Department of Energy, Energy Systems, and Energy Systems ER Program policies on waste minimization are included and reflect the attitudes of these organizations and their commitment to the waste minimization effort. Organizational responsibilities for the waste minimization effort are clearly defined and discussed, and the program objectives and goals are set forth. Waste assessment is addressed as being a key element in developing the waste generation baseline. There are discussions on the scope of ER-specific waste minimization techniques and approaches to employee awareness and training. There is also a discussion on the process for continual evaluation of the Waste Minimization Program. Appendixes present an implementation schedule for the Waste Minimization and Pollution Prevention Program, the program budget, an organization chart, and the ER waste minimization policy.

    On August 14, 2003, the largest blackout in the history of the North American electricity grid occurred. The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

  1. Framework for Real-Time All-Hazards Global Situational Awareness

    Information systems play a pivotal role in emergency response by making consequence analysis models based on up-to-date data available to decision makers. While consequence analysis models have been used for years on local scales, their application on national and global scales has been constrained by lack of non-proprietary data. This chapter describes how this has changed using a framework for real-time all-hazards situational awareness called the Energy Awareness and Resiliency Standardized Services (EARSS) as an example. EARSS is a system of systems developed to collect non-proprietary data from diverse open content sources to develop a geodatabase of critical infrastructures all over the world. The EARSS system shows that it is feasible to provide global disaster alerts by producing valuable information such as texting messages about detected hazards, emailing reports about affected areas, estimating an expected number of impacted people and their demographic characteristics, identifying critical infrastructures that may be affected, and analyzing potential downstream effects. This information is provided in real-time to federal agencies and subscribers all over the world for decision making in humanitarian assistance and emergency response. The system also uses live streams of power outages, weather, and satellite surveillance data as events unfold. This, in turn, is combined with other public domain or open content information, such as media reports and postings on social networking websites, for complete coverage of the situation as events unfold. Working with up-to-date information from the EARSS system, emergency responders on the ground could pre-position their staff and resources, such as emergency generators and ice, where they are most needed.

US LHCNet provides transatlantic connections of the Tier1 computing facilities at Fermilab and Brookhaven with the Tier0 and Tier1 facilities at CERN as well as Tier1s elsewhere in Europe and Asia.     We propose here a versatile and innovative solution for monitoring and controlling a space-based nuclear reactor that is based on technology already proved in ground based reactors. A Wide Range Neutron Detector (WRND) allows for a reduction in the complexity of space based nuclear instrumentation and control systems. A ground model, predecessor of the proposed system, has been installed and is operating at the OPAL (Open Pool Advanced Light Water Research Reactor) in Australia, providing long term functional data. A space compatible Engineering Qualification Model of the WRND has been developed, manufactured and verified satisfactorily by analysis, and is currently under environmental testing.

    As corporations move to new and innovative ways of structuring high-performance work teams, effective training is being recognized as a key to insuring success. Time and scheduling constraints tend to limit the effectiveness of traditional approaches to training. This has led Edmonton Power Inc. to explore the use of CD-ROM based multimedia as a means of delivering individualized instruction in an effective and timely manner. This session will demonstrate a multimedia CD-ROM based course on Environmental Awareness designed for workers in the electrical utilities industry. The objective of the course is to make workers aware of their roles and responsibilities with respect to their impact on the environment. This session will also describe the instructional design strategy underlying this approach to training and will present some preliminary findings with respect to the effectiveness of this approach. Individuals who are interested in improving the effectiveness of their environmental training program as well as individuals who are interested in understanding the strengths of multimedia CD-ROM based training will find this session useful and informative.

The convex shape is modified to include at least one concavity to urge a second magnetically easy axis to form substantially offset from the first magnetically easy axis. In at least one embodiment, the convex shape is also modified to include at least one concavity to urge a second magnetically easy axis to form with a magnetic strength substantially different from the first magnetically easy axis.

    A wide range radioactive gas concentration detector and monitor which is capable of measuring radioactive gas concentrations over a range of eight orders of magnitude. The device of the present invention is designed to have an ionization chamber which is sufficiently small to give a fast response time for measuring radioactive gases but sufficiently large to provide accurate readings at low concentration levels. Closely spaced parallel plate grids provide a uniform electric field in the active region to improve the accuracy of measurements and reduce ion migration time so as to virtually eliminate errors due to ion recombination. The parallel plate grids are fabricated with a minimal surface area to reduce the effects of contamination resulting from absorption of contaminating materials on the surface of the grids. Additionally, the ionization chamber wall is spaced a sufficient distance from the active region of the ionization chamber to minimize contamination effects.

    Sifco Industries carreid out a plant wide energy assessment under a collaborative program with the U.S. Department of Energy during October 2004 to September 2005. During the year, personnel from EIS, E3M, DPS, BuyCastings.Com, and Sifco plant facilities and maintenance personnel, as a team collected energy use, construction, process, equipment and operational information about the plant. Based on this information, the team identified 13 energy savings opportunities. Near term savings opportunities have a total potential savings of about $1,329,000 per year and a combined simple payback of about 11 months. Implementation of these recommendations would reduce CO2 emissions by about 16,000,000 pounds per year, which would reduce overall plant CO2 emissions by about 45%. These totals do not include another $830,000 per year in potential savings with an estimated 9-month payback, from converting the forging hammers from steam to compressed air.

    Global monitoring systems that have high spatial and temporal resolution, with long observational baselines, are needed to provide situational awareness of the Earth's climate system. Continuous monitoring is required for early warning of high-consequence climate change and to help anticipate and minimize the threat. Global climate has changed abruptly in the past and will almost certainly do so again, even in the absence of anthropogenic interference. It is possible that the Earth's climate could change dramatically and suddenly within a few years. An unexpected loss of climate stability would be equivalent to the failure of an engineered system on a grand scale, and would affect billions of people by causing agricultural, economic, and environmental collapses that would cascade throughout the world. The probability of such an abrupt change happening in the near future may be small, but it is nonzero. Because the consequences would be catastrophic, we argue that the problem should be treated with science-informed engineering conservatism, which focuses on various ways a system can fail and emphasizes inspection and early detection. Such an approach will require high-fidelity continuous global monitoring, informed by scientific modeling.
