The purpose of this plan is to document the Lawrence Livermore National Laboratory (LLNL) Waste Minimization and Pollution Prevention Awareness Program. The plan specifies those activities and methods that are or will be employed to reduce the quantity and toxicity of wastes generated at the site. It is intended to satisfy Department of Energy (DOE) and other legal requirements that are discussed in Section C, below. The Pollution Prevention Awareness Program is included with the Waste Minimization Program as suggested by DOE Order 5400.1. The intent of this plan is to respond to and comply with the Department`s policy and guidelines concerning the need for pollution prevention. The Plan is composed of a LLNL Waste Minimization and Pollution Prevention Awareness Program Plan and, as attachments, Directorate-, Program- and Department-specific waste minimization plans. An enhanced version of an algorithm to provide anomaly based intrusion detection alerts for cyber security state awareness is detailed. A unique aspect is the training of an error back-propagation neural network with intrusion detection rule features to provide a recognition basis. Network packet details are subsequently provided to the trained network to produce a classification. This leverages rule knowledge sets to produce classifications for anomaly based systems. Several test cases executed on ICMP protocol revealed a 60% identification rate of true positives. This rate matched the previous work, but 70% less memory was used and the run time was reduced to less than 1 second from 37 seconds.

Bmore » ackground . Congenital cytomegalovirus (CMV) infection is a leading cause of disabilities in children, yet the general public appears to have little awareness of CMV. Methods . Women were surveyed about newborn infections at 7 different geographic locations. Results . Of the 643 women surveyed, 142 ( 22 % ) had heard of congenital CMV. Awareness increased with increasing levels of education ( P < .0001 ). Women who had worked as a healthcare professional had a higher prevalence of awareness of CMV than had other women ( 56 % versus 16 % , P < .0001 ). Women who were aware of CMV were most likely to have heard about it from a healthcare provider ( 54 % ), but most could not correctly identify modes of CMV transmission or prevention. Among common causes of birth defects and childhood illnesses, women's awareness of CMV ranked last. Conclusion . Despite its large public health burden, few women had heard of congenital CMV, and even fewer were aware of prevention strategies.« less

Cyber defense competitions arising from U.S. service academy exercises, offer a platform for collecting data that can inform research that ranges from characterizing the ideal cyber warrior to describing behaviors during certain challenging cyber defense situations. This knowledge could lead to better preparation of cyber defenders in both military and civilian settings. This paper describes how one regional competition, the PRCCDC, a participant in the national CCDC program, conducted proof of concept experimentation to collect data during the annual competition for later analysis. The intent is to create an ongoing research agenda that expands on this current work and incorporates augmented cognition and gamification methods for measuring cybersecurity situational awareness under the stress of cyber attack.

Many situations call for the use of sensors monitoring physiological and environmental data. In order to use the large amounts of sensor data to affect decision making, we are coupling heterogeneous sensors with small, light-weight processors, other powerful computers, wireless communications, and embedded intelligent software. The result is an adaptive awareness and warning tool, which provides both situation awareness and personal awareness to individuals and teams. Central to this tool is a sensor-independent architecture, which combines both software agents and a reusable core software framework that manages the available hardware resources and provides services to the agents. Agents can recognize cues from the data, warn humans about situations, and act as decision-making aids. Within the agents, self-organizing maps (SOMs) are used to process physiological data in order to provide personal awareness. We have employed a novel clustering algorithm to train the SOM to discern individual body states and activities. This awareness tool has broad applicability to emergency teams, military squads, military medics, individual exercise and fitness monitoring, health monitoring for sick and elderly persons, and environmental monitoring in public places. This report discusses our hardware decisions, software framework, and a pilot awareness tool, which has been developed at Sandia National Laboratories.

The need for novel data analysis is urgent in the face of a data deluge from modern applications. Traditional approaches to data analysis incur significant data movement costs, moving data back and forth between the storage system and the processor. Emerging Active Flash devices enable processing on the flash, where the data already resides. An array of such Active Flash devices allows us to revisit how analysis workflows interact with storage systems. By seamlessly blending together the flash storage and data analysis, we create an analysis workflow-aware storage system, AnalyzeThis. Our guiding principle is that analysis-awareness be deeply ingrained in each and every layer of the storage, elevating data analyses as first-class citizens, and transforming AnalyzeThis into a potent analytics-aware appliance. We implement the AnalyzeThis storage system atop an emulation platform of the Active Flash array. Our results indicate that AnalyzeThis is viable, expediting workflow execution and minimizing data movement.

We present a novel collaborative visual analytics application for cognitively overloaded users in the astrophysics domain. The system was developed for scientists needing to analyze heterogeneous, complex data under time pressure, and then make predictions and time-critical decisions rapidly and correctly under a constant influx of changing data. The Sunfall Data Taking system utilizes severalnovel visualization and analysis techniques to enable a team of geographically distributed domain specialists to effectively and remotely maneuver a custom-built instrument under challenging operational conditions. Sunfall Data Taking has been in use for over eighteen months by a major international astrophysics collaboration (the largest data volume supernova search currently in operation), and has substantially improved the operational efficiency of its users. We describe the system design process by an interdisciplinary team, the system architecture, and the results of an informal usability evaluation of the production system by domain experts in the context of Endsley?s three levels of situation awareness.

This report of the US Council for Energy Awareness covers the following main topics. (1) Electricity and Economic growth: growth of these has been roughly parallel. New electric generating capacity will be needed if the US is to sustain economic growth. All resources - coal, oil, natural gas, renewables, energy efficiency, and nuclear energy - have a role to play. (2) Nuclear Energy and the Environment: Nuclear energy is one of the cleanest sources of electric power. (3) Nuclear Power and Energy Independence: Nuclear energy is partly responsible for the dramatic reduction in oil use by electric utilities over the past 20 years. (4) Nuclear Energy: Insurance for the future: As US utilities plan to meet the growing need for electric power, they face major uncertainties (increased competion; the extent that demand-side management and efficiency can reduce need; future price and supply of natural gas; impact of the 1990 Clean Air Act amendments; possibility of increased fossil fuel restrictions) Nuclear energy represents prudent, strategic planning against these uncertainties.

Two primary elements of the US energy policy are demand management and efficiency and renewable sources. Major objectives are clean energy transmission and integration, reliable energy transmission, and grid cyber security. Development of the Smart Grid seeks to achieve these goals by lowering energy costs for consumers, achieving energy independence and reducing greenhouse gas emissions. The Smart Grid is expected to enable real time wide-area situation awareness (SA) for operators. Requirements for wide-area SA have been identified among interoperability standards proposed by the Federal Energy Regulatory Commission and the National Institute of Standards and Technology to ensure smart-grid functionality. Wide-area SA and enhanced decision support and visualization tools are key elements in the transformation to the Smart Grid. This paper discusses human factors research to promote SA in the electric power grid and the Smart Grid. Topics that will be discussed include the role of human factors in meeting US energy policy goals, the impact and challenges for Smart Grid development, and cyber security challenges.

  5. Integration of space weather into space situational awareness

    SciTech Connect (OSTI)

    Reeves, Geoffrey D

    2010-11-09

Rapid assessment of space weather effects on satellites is a critical step in anomaly resolution and satellite threat assessment. That step, however, is often hindered by a number of factors including timely collection and delivery of space weather data and the inherent com plexity of space weather information. As part of a larger, integrated space situational awareness program, Los Alamos National Laboratory has developed prototype operational space weather tools that run in real time and present operators with customized, user-specific information. The Dynamic Radiation Environment Assimilation Model (DREAM) focuses on the penetrating radiation environment from natural or nuclear-produced radiation belts. The penetrating radiation environment is highly dynamic and highly orbit-dependent. Operators often must rely only on line plots of 2 MeV electron flux from the NOAA geosynchronous GOES satellites which is then assumed to be representative of the environment at the satellite of interest. DREAM uses data assimilation to produce a global, real-time, energy dependent specification. User tools are built around a distributed service oriented architecture (SOA) which will allow operators to select any satellite from the space catalog and examine the environment for that specific satellite and time of interest. Depending on the application operators may need to examine instantaneous dose rates and/or dose accumulated over various lengths of time. Further, different energy thresholds can be selected depending on the shielding on the satellite or instrument of interest. In order to rapidly assess the probability that space weather was the cause of anomalous operations, the current conditions can be compared against the historical distribution of radiation levels for that orbit. In the simplest operation a user would select a satellite and time of interest and immediately see if the environmental conditions were typical, elevated, or extreme based on how often those

    SciTech Connect (OSTI)

    Lando, Amy M.; Zhang, Yuanting

    2011-04-15

In the 1970s several states in the Great Lakes region became concerned about mercury contamination in lakes and rivers and were the first to issue local fish consumption advisories. In 2001, the Food and Drug Administration (FDA) advised pregnant women, nursing mothers, young children, and women who may become pregnant not to consume shark, swordfish, king mackerel, and tilefish and recommended that these women not exceed 12 ounces of other fish per week. In 2004, FDA reissued this advice jointly with the U.S. Environmental Protection Agency (EPA) and modified it slightly to provide information about consumption of canned tuna and more details about consumption of recreationally caught fish. Though several studies have examined consumers' awareness of the joint FDA and EPA advisory as well as different state advisories, few used representative data. We examined the changes in awareness and knowledge of mercury as a problem in fish using the pooled nationally representative 2001 and 2006 Food Safety Surveys (FSS) with sample sizes of 4482 in 2001 and 2275 in 2006. Our results indicated an increase in consumers' awareness of mercury as a problem in fish (69% in 2001 to 80% in 2006, p<.001). In our regression models, we found that in both years, parents having children less than 5 years of age were more aware of mercury in fish and knowledgeable about the information contained in the national advisories about mercury in fish (p<.01) than other adults. In both 2001 and 2006, women of childbearing age (aged 18-45) were less aware and knowledgeable about this information than other women. However, women of all age groups had larger gains in awareness and knowledge than their male counterparts during this time. Participants' race, education, income, region, fish preparation experiences, having a foodborne illness in the past year, and risk perceptions about the safety of food were significant predictors of their awareness and knowledge. - Research highlights: {yields} We

  13. Wide-Area Situational Awareness of Power Grids with Limited Phasor Measurements

    SciTech Connect (OSTI)

Zhou, Ning; Huang, Zhenyu; Nieplocha, Jarek; Nguyen, Tony B.

    2006-09-30

Lack of situational awareness has been identified as one of root causes for the August 14, 2003 Northeast Blackout in North America. To improve situational awareness, the Department of Energy (DOE) launched several projects to deploy Wide Area Measurement Systems (WAMS) in different interconnections. Compared to the tens of thousands of buses, the number of Phasor Measurement Units (PMUs) is quite limited and not enough to achieve the observability for the whole interconnections. To utilize the limited number of PMU measurements to improve situational awareness, this paper proposes to combine PMU measurement data and power flow equations to form a hybrid power flow model. Technically, a model which combines the concept of observable islands and modeling of power flow conditions, is proposed. The model is called a Hybrid Power Flow Model as it has both PMU measurements and simulation assumptions, which describes prior knowledge available about whole power systems. By solving the hybrid power flow equations, the proposed method can be used to derive power system states to improve the situational awareness of a power grid.

  12. An Advanced Framework for Improving Situational Awareness in Electric Power Grid Operation

    SciTech Connect (OSTI)

Chen, Yousu; Huang, Zhenyu; Zhou, Ning

    2011-10-17

With the deployment of new smart grid technologies and the penetration of renewable energy in power systems, significant uncertainty and variability is being introduced into power grid operation. Traditionally, the Energy Management System (EMS) operates the power grid in a deterministic mode, and thus will not be sufficient for the future control center in a stochastic environment with faster dynamics. One of the main challenges is to improve situational awareness. This paper reviews the current status of power grid operation and presents a vision of improving wide-area situational awareness for a future control center. Cyber defense competitions arising from U.S. service academy exercises, offer a platform for collecting data that can inform research that ranges from characterizing the ideal cyber warrior to describing behaviors during certain challenging cyber defense situations. This knowledge in turn could lead to better preparation of cyber defenders in both military and civilian settings. We conducted proof of concept experimentation to collect data during the Pacific-rim Regional Collegiate Cyber Defense Competition (PRCCDC) and analyzed it to study the behavior of cyber defenders. We propose that situational awareness predicts performance of cyber security professionals, and in this paper we focus on our collection and analysis of competition data to determine whether it supports our hypothesis. In addition to normal cyber data, we collected situational awareness and workload data and compared it against the performance of cyber defenders as indicated by their competition score. We conclude that there is a weak correlation between our measure of situational awareness and performance that we hope to exploit in further studies.

Abstract—This paper presents design and simulation of a low cost and low false alarm rate method for improved cyber-state awareness of critical control systems - the Known Secure Sensor Measurements (KSSM) method. The KSSM concept relies on physical measurements to detect malicious falsification of the control systems state. The KSSM method can be incrementally integrated with already installed control systems for enhanced resilience. This paper reviews the previously developed theoretical KSSM concept and then describes a simulation of the KSSM system. A simulated control system network is integrated with the KSSM components. The effectiveness of detection of various intrusion scenarios is demonstrated on several control system network topologies.

FermiCloud is a private cloud developed in Fermi National Accelerator Laboratory to provide elastic and on-demand resources for different scientific research experiments. The design goal of the FermiCloud is to automatically allocate resources for different scientific applications so that the QoS required by these applications is met and the operational cost of the FermiCloud is minimized. Our earlier research shows that VM launching overhead has large variations. If such variations are not taken into consideration when making resource allocation decisions, it may lead to poor performance and resource waste. In this paper, we show how we may use an VM launching overhead reference model to minimize VM launching overhead. In particular, we first present a training algorithm that automatically tunes a given refer- ence model to accurately reflect FermiCloud environment. Based on the tuned reference model for virtual machine launching overhead, we develop an overhead-aware-best-fit resource allocation algorithm that decides where and when to allocate resources so that the average virtual machine launching overhead is minimized. The experimental results indicate that the developed overhead-aware-best-fit resource allocation algorithm can significantly improved the VM launching time when large number of VMs are simultaneously launched.

On August 14, 2003, the largest blackout in the history of the North American electricity grid occurred. The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

Current spectral clustering algorithms suffer from the sensitivity to existing noise, and parameter scaling, and may not be aware of different density distributions across clusters. If these problems are left untreated, the consequent clustering results cannot accurately represent true data patterns, in particular, for complex real world datasets with heterogeneous densities. This paper aims to solve these problems by proposing a diffusion-based Aggregated Heat Kernel (AHK) to improve the clustering stability, and a Local Density Affinity Transformation (LDAT) to correct the bias originating from different cluster densities. AHK statistically\\ models the heat diffusion traces along the entire time scale, so it ensures robustness during clustering process, while LDAT probabilistically reveals local density of each instance and suppresses the local density bias in the affinity matrix. Our proposed framework integrates these two techniques systematically. As a result, not only does it provide an advanced noise-resisting and density-aware spectral mapping to the original dataset, but also demonstrates the stability during the processing of tuning the scaling parameter (which usually controls the range of neighborhood). Furthermore, our framework works well with the majority of similarity kernels, which ensures its applicability to many types of data and problem domains. The systematic experiments on different applications show that our proposed algorithms outperform state-of-the-art clustering algorithms for the data with heterogeneous density distributions, and achieve robust clustering performance with respect to tuning the scaling parameter and handling various levels and types of noise.

The method and system uses a global co-scheduler and an operating system kernel dispatcher adapted to coordinate interfering system and daemon activities on a node and across nodes to promote intra-node and inter-node overlap of said interfering system and daemon activities as well as intra-node and inter-node overlap of said synchronizing collective operations. In this manner, the impact of random short-lived interruptions, such as timer-decrement processing and periodic daemon activity, on synchronizing collective operations is minimized on large processor-count SPMD bulk-synchronous programming styles.

Information systems play a pivotal role in emergency response by making consequence analysis models based on up-to-date data available to decision makers. While consequence analysis models have been used for years on local scales, their application on national and global scales has been constrained by lack of non-proprietary data. This chapter describes how this has changed using a framework for real-time all-hazards situational awareness called the Energy Awareness and Resiliency Standardized Services (EARSS) as an example. EARSS is a system of systems developed to collect non-proprietary data from diverse open content sources to develop a geodatabase of critical infrastructures all over the world. The EARSS system shows that it is feasible to provide global disaster alerts by producing valuable information such as texting messages about detected hazards, emailing reports about affected areas, estimating an expected number of impacted people and their demographic characteristics, identifying critical infrastructures that may be affected, and analyzing potential downstream effects. This information is provided in real-time to federal agencies and subscribers all over the world for decision making in humanitarian assistance and emergency response. The system also uses live streams of power outages, weather, and satellite surveillance data as events unfold. This, in turn, is combined with other public domain or open content information, such as media reports and postings on social networking websites, for complete coverage of the situation as events unfold. Working with up-to-date information from the EARSS system, emergency responders on the ground could pre-position their staff and resources, such as emergency generators and ice, where they are most needed.

    2013-01-15

Because of growing energy demands and shortages, residential home owners are turning to energy conservation measures and smart home energy management devices to help them reduce energy costs and live more sustainably. In this context, the Honeywell team researched, developed, and tested the Context Aware Smart Home Energy Manager (CASHEM) as a trusted advisor for home energy management. The project focused on connecting multiple devices in a home through a uniform user interface. The design of the user interface was an important feature of the project because it provided a single place for the homeowner to control all devices and was also where they received coaching. CASHEM then used data collected from homes to identify the contexts that affect operation of home appliances. CASHEM’s goal was to reduce energy consumption while keeping the user’s key needs satisfied. Thus, CASHEM was intended to find the opportunities to minimize energy consumption in a way that fit the user’s lifestyle.

Data prefetching is widely used in high-end computing systems to accelerate data accesses and to bridge the increasing performance gap between processor and memory. Context-based prefetching has become a primary focus of study in recent years due to its general applicability. However, current context-based prefetchers only adopt the context analysis of a single order, which suffers from low prefetching coverage and thus limits the overall prefetching effectiveness. Also, existing approaches usually consider the context of the address stream from a single instruction but not the context of the address stream from all instructions, which further limits the context-based prefetching effectiveness. In this study, we propose a new context-based prefetcher called the Global-aware and Multi-order Context-based (GMC) prefetcher. The GMC prefetcher uses multi-order, local and global context analysis to increase prefetching coverage while maintaining prefetching accuracy. In extensive simulation testing of the SPEC-CPU2006 benchmarks with an enhanced CMP$im simulator, the proposed GMC prefetcher was shown to outperform existing prefetchers and to reduce the data-access latency effectively. The average Instructions Per Cycle (IPC) improvement of SPEC CINT2006 and CFP2006 benchmarks with GMC prefetching was over 55% and 44% respectively.

    2011-01-01

High Performance Computing (HPC) systems are composed of servers containing an ever-increasing number of cores. With such high processor core counts, non-uniform memory access (NUMA) architectures are almost universally used to reduce inter-processor and memory communication bottlenecks by distributing processors and memory throughout a server-internal networking topology. Application studies have shown that the tuning of processes placement in a server s NUMA networking topology to the application can have a dramatic impact on performance. The performance implications are magnified when running a parallel job across multiple server nodes, especially with large scale HPC applications. This paper presents the Locality-Aware Mapping Algorithm (LAMA) for distributing the individual processes of a parallel application across processing resources in an HPC system, paying particular attention to the internal server NUMA topologies. The algorithm is able to support both homogeneous and heterogeneous hardware systems, and dynamically adapts to the available hardware and user-specified process layout at run-time. As implemented in Open MPI, the LAMA provides 362,880 mapping permutations and is able to naturally scale out to additional hardware resources as they become available in future architectures.

Global monitoring systems that have high spatial and temporal resolution, with long observational baselines, are needed to provide situational awareness of the Earth's climate system. Continuous monitoring is required for early warning of high-consequence climate change and to help anticipate and minimize the threat. Global climate has changed abruptly in the past and will almost certainly do so again, even in the absence of anthropogenic interference. It is possible that the Earth's climate could change dramatically and suddenly within a few years. An unexpected loss of climate stability would be equivalent to the failure of an engineered system on a grand scale, and would affect billions of people by causing agricultural, economic, and environmental collapses that would cascade throughout the world. The probability of such an abrupt change happening in the near future may be small, but it is nonzero. Because the consequences would be catastrophic, we argue that the problem should be treated with science-informed engineering conservatism, which focuses on various ways a system can fail and emphasizes inspection and early detection. Such an approach will require high-fidelity continuous global monitoring, informed by scientific modeling.

Developing regional and local public awareness and interest in global climate change has been mandated as an important step for increasing the ability for setting policy and managing the response to climate change. Research programs frequently have resources that could help reach regional or national goals for increasing the capacity for responding to climate change. To obtain these resources and target recipients appropriately, research investigators need clear statements of national and regional strategies or priorities as a guide. One such program, the Atmospheric Radiation Measurement (ARM) Program, has a requirement to develop local or regional education enrichment programs at their observational sites in the central US, the tropical western Pacific (TWP), and on the north slope of alaska. ARM's scientific goals will result in a flow of technical data and as well as technical expertise that can assist with regional needs to increase the technical resources needed to address climate change issues. Details of the ARM education program in the Pacific will be presented.

This report covers the work completed during Year One (Year One has a 16 month project period) of a five- year Cooperative Agreement (DE-FC26-03NT41895) between the International Union of Operating Engineers (IUOE) National Hazmat Program (OENHP) and the U. S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). This final technical report is being submitted, as required by the Cooperative Agreement, within 90 (calendar) days after the project period ends (December 31, 2004). The resources allocated to Year One of the Cooperative Agreement were adequate for the completion of the required deliverables. All deliverables have been completed and sent to AAD Document Control as directed in the cooperative agreement. The allocation for Year One required 20-25 trainers to be trained in each of five Train-the-Trainer courses and a total of 6,000 workers trained throughout the country. Through cost savings employed for the scheduling and conduct of Train-the-Trainer, instructor refreshers, and direct training classes, 3171 workers have been trained to date. This total incorporates 159 trainers and members from management, local, county, state and federal organizations identified in the Strategic Plan. The largest percentage of personnel trained is heavy equipment operators, and building engineers, which is the largest targeted population identified under this cooperative agreement. The OENHP, using existing curriculum as appropriate, has modified and developed new training modules that have been used to establish four different levels of training courses. The four courses are: (1) EA 500 Energy Assurance Train-the-Trainer, (2) EA 400 Energy Assurance Instructor Refresher, (3) EA 300 Energy Assurance, and (4) EA 100 Energy Assurance Awareness. Training modules cover topics, such as, but not limited to, facility vulnerability and vulnerability assessment, physical security- heating, ventilation, air conditioning, terrorism awareness, weapons of mass

Purpose: In image guided radiation therapy, it is crucial to fast and accurately localize the prostate in the daily treatment images. To this end, the authors propose an online update scheme for landmark-guided prostate segmentation, which can fully exploit valuable patient-specific information contained in the previous treatment images and can achieve improved performance in landmark detection and prostate segmentation. Methods: To localize the prostate in the daily treatment images, the authors first automatically detect six anatomical landmarks on the prostate boundary by adopting a context-aware landmark detection method. Specifically, in this method, a two-layer regression forest is trained as a detector for each target landmark. Once all the newly detected landmarks from new treatment images are reviewed or adjusted (if necessary) by clinicians, they are further included into the training pool as new patient-specific information to update all the two-layer regression forests for the next treatment day. As more and more treatment images of the current patient are acquired, the two-layer regression forests can be continually updated by incorporating the patient-specific information into the training procedure. After all target landmarks are detected, a multiatlas random sample consensus (multiatlas RANSAC) method is used to segment the entire prostate by fusing multiple previously segmented prostates of the current patient after they are aligned to the current treatment image. Subsequently, the segmented prostate of the current treatment image is again reviewed (or even adjusted if needed) by clinicians before including it as a new shape example into the prostate shape dataset for helping localize the entire prostate in the next treatment image. Results: The experimental results on 330 images of 24 patients show the effectiveness of the authors’ proposed online update scheme in improving the accuracies of both landmark detection and prostate segmentation

Since the large North Eastern power system blackout on August 14, 2003, U.S. electric utilities have spent lot of effort on preventing power system cascading outages. Two of the main causes of the August 14, 2003 blackout were inadequate situational awareness and inadequate operator training In addition to the enhancements of the infrastructure of the interconnected power systems, more research and development of advanced power system applications are required for improving the wide-area security monitoring, operation and planning in order to prevent large- scale cascading outages of interconnected power systems. It is critically important for improving the wide-area situation awareness of the operators or operational engineers and regional reliability coordinators of large interconnected systems. With the installation of large number of phasor measurement units (PMU) and the related communication infrastructure, it will be possible to improve the operators’ situation awareness and to quickly identify the sequence of events during a large system disturbance for the post-event analysis using the real-time or historical synchrophasor data. The purpose of this project was to develop and demonstrate a novel synchrophasor-based comprehensive situational awareness system for control centers of power transmission systems. The developed system named WASA (Wide Area Situation Awareness) is intended to improve situational awareness at control centers of the power system operators and regional reliability coordinators. 9. A Conceptual Architecture for National Biosurveillance: Moving Beyond Situational Awareness to Enable Digital Detection of Emerging Threats

DOE Public Access Gateway for Energy & Science Beta (PAGES Beta)

    Velsko, Stephan; Bates, Thomas

    2016-06-17

Despite numerous calls for improvement, the U.S. biosurveillance enterprise remains a patchwork of uncoordinated systems that fail to take advantage of the rapid progress in information processing, communication, and analytics made in the past decade. By synthesizing components from the extensive biosurveillance literature, we propose a conceptual framework for a national biosurveillance architecture and provide suggestions for implementation. The framework differs from the current federal biosurveillance development pathway in that it is not focused on systems useful for “situational awareness,” but is instead focused on the long-term goal of having true warning capabilities. Therefore, a guiding design objective is themore » ability to digitally detect emerging threats that span jurisdictional boundaries, because attempting to solve the most challenging biosurveillance problem first provides the strongest foundation to meet simpler surveillance objectives. Core components of the vision are: (1) a whole-of-government approach to support currently disparate federal surveillance efforts that have a common data need, including those for food safety, vaccine and medical product safety, and infectious disease surveillance; (2) an information architecture that enables secure, national access to electronic health records, yet does not require that data be sent to a centralized location for surveillance analysis; (3) an inference architecture that leverages advances in ‘big data’ analytics and learning inference engines—a significant departure from the statistical process control paradigm that underpins nearly all current syndromic surveillance systems; and, (4) an organizational architecture with a governance model aimed at establishing national biosurveillance as a critical part of the U.S. national infrastructure. Although it will take many years to implement, and a national campaign of education and debate to acquire public buy-in for such a comprehensive

Guide to the student-designed houses, ten contests, exhibits, and workshops of the U.S. Department of Energy 2011 Solar Decathlon, held in Washington, D.C., from September 23 through October 2, 2011. Teams of college students designed and built the solar-powered houses on display here. They represent 13 U.S. states, five countries, and four continents. Now the teams are rising to the challenge by competing in 10 contests over nine days, with the championship trophy on the line. This is their time to shine. The 2011 teams may share a common goal - to design and build the best energy-efficient house powered by the sun - but their strategies are different. One house is made of precast concrete, while another 'dances' in response to its environment. Another house is meant to sit atop a building, proving the sky's the limit for energy innovation. Whatever your idea of sustainable living may be, you are bound to find it at the Solar Decathlon.

    2011-11-28

Modern high performance systems are becoming increasingly complex and powerful due to advancements in processor and memory architecture. In order to keep up with this increasing complexity, applications have to be augmented with certain capabilities to fully exploit such systems. These may be at the application level, such as static or dynamic adaptations or at the system level, like having strategies in place to override some of the default operating system polices, the main objective being to improve computational performance of the application. The current work proposes two such capabilites with respect to multi-threaded scientific applications, in particular a large scale physics application computing ab-initio nuclear structure. The first involves using a middleware tool to invoke dynamic adaptations in the application, so as to be able to adjust to the changing computational resource availability at run-time. The second involves a strategy for effective placement of data in main memory, to optimize memory access latencies and bandwidth. These capabilties when included were found to have a significant impact on the application performance, resulting in average speedups of as much as two to four times.

  6. Autonomic Intelligent Cyber Sensor to Support Industrial Control Network Awareness

    SciTech Connect (OSTI)

Vollmer, Todd; Manic, Milos; Linda, Ondrej

    2013-06-01

The proliferation of digital devices in a networked industrial ecosystem, along with an exponential growth in complexity and scope, has resulted in elevated security concerns and management complexity issues. This paper describes a novel architecture utilizing concepts of Autonomic computing and a SOAP based IF-MAP external communication layer to create a network security sensor. This approach simplifies integration of legacy software and supports a secure, scalable, self-managed framework. The contribution of this paper is two-fold: 1) A flexible two level communication layer based on Autonomic computing and Service Oriented Architecture is detailed and 2) Three complementary modules that dynamically reconfigure in response to a changing environment are presented. One module utilizes clustering and fuzzy logic to monitor traffic for abnormal behavior. Another module passively monitors network traffic and deploys deceptive virtual network hosts. These components of the sensor system were implemented in C++ and PERL and utilize a common internal D-Bus communication mechanism. A proof of concept prototype was deployed on a mixed-use test network showing the possible real world applicability. In testing, 45 of the 46 network attached devices were recognized and 10 of the 12 emulated devices were created with specific Operating System and port configurations. Additionally the anomaly detection algorithm achieved a 99.9% recognition rate. All output from the modules were correctly distributed using the common communication structure.

  16. ARM West Antarctic Radiation Experiment (AWARE) Science Plan

    SciTech Connect (OSTI)

Lubin, D; Bromwich, DH; Russell, LM; Verlinde, J; Vogelmann, AM

    2015-10-01

West Antarctica is one of the most rapidly warming regions on Earth, and this warming is closely connected with global sea level rise. The discovery of rapid climate change on the West Antarctic Ice Sheet (WAIS) has challenged previous explanations of Antarctic climate change that focused on strengthening of circumpolar westerlies in response to the positive polarity trend in the Southern Annular Mode. West Antarctic warming does not yet have a comprehensive explanation: dynamical mechanisms may vary from one season to the next, and these mechanisms very likely involve complex teleconnections with subtropical and tropical latitudes. The prime motivation for this proposal is that there has been no substantial atmospheric science or climatological field work on West Antarctica since the 1957 International Geophysical Year and that research continued for only a few years. Direct meteorological information on the WAIS has been limited to a few automatic weather stations for several decades, yet satellite imagery and meteorological reanalyses indicate that West Antarctica is highly susceptible to advection of warm and moist maritime air with related cloud cover, depending on the location and strength of low pressure cells in the Amundsen, Ross, and Bellingshausen Seas. There is a need to quantify the role of these changing air masses on the surface energy balance, including all surface energy components and cloud-radiative forcing. More generally, global climate model simulations are known to perform poorly over the Antarctic and Southern Oceans, and the marked scarcity of cloud information at southern high latitudes has so far inhibited significant progress. Fortunately, McMurdo Station, where the Atmospheric Radiation Measurement Facility’s (ARM’s) most advanced cloud and aerosol instrumentation is situated, has a meteorological relationship with the WAIS via circulation patterns in the Ross and Amundsen Seas. We can therefore gather sophisticated data with cloud radars and high spectral resolution lidar and a complete aerosol suite at McMurdo that have relevance to the WAIS as well. At the same time, we will send basic radiometric, surface energy balance, and upper air equipment directly to the WAIS to make the first well calibrated climatological suite of measurements seen in this extremely remote but globally critical region in more than 40 years.
