    Most distributed applications today manage to utilize only a small percentage of the needed and available network bandwidth. Often application developers are not aware of the potential bandwidth of the network, and therefore do not know what to expect. Even when application developers are aware of the specifications of the machines and network links, they have few resources that can help determine why the expected performance was not achieved. What is needed is a ubiquitous and easy-to-use service that provides reliable, accurate, secure, and timely estimates of dynamic network properties. This service will help advise applications on how to make use of the network's increasing bandwidth and capabilities for traffic shaping and engineering. When fully implemented, this service will make building currently unrealizable levels of network awareness into distributed applications a relatively mundane task. For example, a remote data visualization application could choose between sending a wireframe, a pre-rendered image, or a 3-D representation, based on forecasts of CPU availability and power, compression options, and available bandwidth. The same service will provide on-demand performance information so that applications can compare predicted with actual results, and allow detailed queries about the end-to-end path for application and network tuning and debugging.

The plan specifies those activities and methods that are or will be employed to reduce the quantity and toxicity of wastes generated at the site. The intent of this plan is to respond to and comply with (DOE's) policy and guidelines concerning the need for pollution prevention. The Plan is composed of a LLNL Waste Minimization and Pollution Prevention Awareness Program Plan and, as attachments, Program- and Department-specific waste minimization plans.     An enhanced version of an algorithm to provide anomaly based intrusion detection alerts for cyber security state awareness is detailed. A unique aspect is the training of an error back-propagation neural network with intrusion detection rule features to provide a recognition basis. Network packet details are subsequently provided to the trained network to produce a classification. This leverages rule knowledge sets to produce classifications for anomaly based systems. Several test cases executed on ICMP protocol revealed a 60% identification rate of true positives. This rate matched the previous work, but 70% less memory was used and the run time was reduced to less than 1 second from 37 seconds.

    Background . Congenital cytomegalovirus (CMV) infection is a leading cause of disabilities in children, yet the general public appears to have little awareness of CMV. Methods . Women were surveyed about newborn infections at 7 different geographic locations. Results . Of the 643 women surveyed, 142 ( 22 % ) had heard of congenital CMV. Awareness increased with increasing levels of education ( P .0001 ). Women who had worked as a healthcare professional had a higher prevalence of awareness of CMV than had other women ( more »id='E3'> 56 % versus 16 % , P .0001 ). Women who were aware of CMV were most likely to have heard about it from a healthcare provider ( 54 % ), but most could not correctly identify modes of CMV transmission or prevention. Among common causes of birth defects and childhood illnesses, women's awareness of CMV ranked last. Conclusion . Despite its large public health burden, few women had heard of congenital CMV, and even fewer were aware of prevention strategies. « less

    Cyber defense competitions arising from U.S. service academy exercises, offer a platform for collecting data that can inform research that ranges from characterizing the ideal cyber warrior to describing behaviors during certain challenging cyber defense situations. This knowledge could lead to better preparation of cyber defenders in both military and civilian settings. This paper describes how one regional competition, the PRCCDC, a participant in the national CCDC program, conducted proof of concept experimentation to collect data during the annual competition for later analysis. The intent is to create an ongoing research agenda that expands on this current work and incorporates augmented cognition and gamification methods for measuring cybersecurity situational awareness under the stress of cyber attack.

    With increasing complexity and interconnectivity of the electric power grid, the scope and complexity of grid operations continues to grow. New paradigms are needed to guide research to improve operations by enhancing situation awareness of operators. Research on human factors/situation awareness is described within a taxonomy of tools and approaches that address different levels of cognitive processing. While user interface features and visualization approaches represent the predominant focus of human factors studies of situation awareness, this paper argues that a complementary level, sensemaking, deserves further consideration by designers of decision support systems for power grid operations. A sensemaking perspective on situation aware-ness may reveal new insights that complement ongoing human factors research, where the focus of the investigation of errors is to understand why the decision makers experienced the situation the way they did, or why what they saw made sense to them at the time.

    Following the January 1, 1989 issue of the US Department of Energy (DOE) revised Order 5480.1, Chapter XI (DOE 1985), the Westinghouse Hanford Company (Westinghouse Hanford) As Low As Reasonably Achievable (ALARA) Program Office (APO) began an aggressive ALARA Awareness Campaign. The revised DOE Order 5480.11 (DOE 1988) required the documentation and tracking of ALARA practices and principles. This major challenge for compliance to the new requirements necessitated an enhanced awareness of the goals and objectives of the APO. The Westinghouse Hanford APO began the expansion of the ALARA Program. The classic concept'' of radiological exposure minimization, which began in the early 1940's, increased in scope to include the new concept of exposure minimization for all hazardous materials and conditions commensurate with sound economics and operating practices. This expansion could only be implemented by bringing about a cultural change. Therefore, the attempt to introduce this change in thinking created a second major challenge for the Westinghouse Hanford APO. The direct result of the identification of these two major goals was the creation of an effective ALARA Awareness for Westinghouse Hanford. This paper describes this program. 3 refs.

    The example of disk galaxy rotation curves is given for inferring dark matter from redundant computational procedure because proper care of astrophysical and computational context was not taken. At least three attempts that take the context into account have not found adequate voice because of haste in wrongly concluding existence of dark matter on the part of even experts. This firmly entrenched view, prevalent for about 3/4ths of a century, has now become difficult to correct. The right context must be borne in mind at every step to avoid such a situation.     The aggregate power use of computing hardware is an important cost factor in scientific cluster and distributed computing systems. The Worldwide LHC Computing Grid (WLCG) is a major example of such a distributed computing system, used primarily for high throughput computing (HTC) applications. It has a computing capacity and power consumption rivaling that of the largest supercomputers. The computing capacity required from this system is also expected to grow over the next decade. Optimizing the power utilization and cost of such systems is thus of great interest. A number of trends currently underway will provide new opportunities for power-aware optimizations. We discuss how power-aware software applications and scheduling might be used to reduce power consumption, both as autonomous entities and as part of a (globally) distributed system. As concrete examples of computing centers we provide information on the large HEP-focused Tier-1 at FNAL, and the Tigress High Performance Computing Center at Princeton University, which provides HPC resources in a university context.

    We present a novel collaborative visual analytics application for cognitively overloaded users in the astrophysics domain. The system was developed for scientists needing to analyze heterogeneous, complex data under time pressure, and then make predictions and time-critical decisions rapidly and correctly under a constant influx of changing data. The Sunfall Data Taking system utilizes severalnovel visualization and analysis techniques to enable a team of geographically distributed domain specialists to effectively and remotely maneuver a custom-built instrument under challenging operational conditions. Sunfall Data Taking has been in use for over eighteen months by a major international astrophysics collaboration (the largest data volume supernova search currently in operation), and has substantially improved the operational efficiency of its users. We describe the system design process by an interdisciplinary team, the system architecture, and the results of an informal usability evaluation of the production system by domain experts in the context of Endsley?s three levels of situation awareness.

    Two primary elements of the US energy policy are demand management and efficiency and renewable sources. Major objectives are clean energy transmission and integration, reliable energy transmission, and grid cyber security. Development of the Smart Grid seeks to achieve these goals by lowering energy costs for consumers, achieving energy independence and reducing greenhouse gas emissions. The Smart Grid is expected to enable real time wide-area situation awareness (SA) for operators. Requirements for wide-area SA have been identified among interoperability standards proposed by the Federal Energy Regulatory Commission and the National Institute of Standards and Technology to ensure smart-grid functionality. Wide-area SA and enhanced decision support and visualization tools are key elements in the transformation to the Smart Grid. This paper discusses human factors research to promote SA in the electric power grid and the Smart Grid. Topics that will be discussed include the role of human factors in meeting US energy policy goals, the impact and challenges for Smart Grid development, and cyber security challenges.

    In the 1970s several states in the Great Lakes region became concerned about mercury contamination in lakes and rivers and were the first to issue local fish consumption advisories. In 2001, the Food and Drug Administration (FDA) advised pregnant women, nursing mothers, young children, and women who may become pregnant not to consume shark, swordfish, king mackerel, and tilefish and recommended that these women not exceed 12 ounces of other fish per week. In 2004, FDA reissued this advice jointly with the U.S. Environmental Protection Agency (EPA) and modified it slightly to provide information about consumption of canned tuna and more details about consumption of recreationally caught fish. Though several studies have examined consumers' awareness of the joint FDA and EPA advisory as well as different state advisories, few used representative data. We examined the changes in awareness and knowledge of mercury as a problem in fish using the pooled nationally representative 2001 and 2006 Food Safety Surveys (FSS) with sample sizes of 4482 in 2001 and 2275 in 2006. Our results indicated an increase in consumers' awareness of mercury as a problem in fish (69% in 2001 to 80% in 2006, p<.001). In our regression models, we found that in both years, parents having children less than 5 years of age were more aware of mercury in fish and knowledgeable about the information contained in the national advisories about mercury in fish (p<.01) than other adults. In both 2001 and 2006, women of childbearing age (aged 18-45) were less aware and knowledgeable about this information than other women. However, women of all age groups had larger gains in awareness and knowledge than their male counterparts during this time. Participants' race, education, income, region, fish preparation experiences, having a foodborne illness in the past year, and risk perceptions about the safety of food were significant predictors of their awareness and knowledge. - Research highlights: {yields} We examined changes in awareness and knowledge of mercury as a problem in fish. {yields} Data are from the 2001 and 2006 Food Safety Surveys (FSS). {yields} Consumers' awareness of mercury as a problem in fish increased from 2001 to 2006. {yields} Demographics were significant predictors of awareness and knowledge.

  2. Integration of space weather into space situational awareness

    Rapid assessment of space weather effects on satellites is a critical step in anomaly resolution and satellite threat assessment. That step, however, is often hindered by a number of factors including timely collection and delivery of space weather data and the inherent com plexity of space weather information. As part of a larger, integrated space situational awareness program, Los Alamos National Laboratory has developed prototype operational space weather tools that run in real time and present operators with customized, user-specific information. The Dynamic Radiation Environment Assimilation Model (DREAM) focuses on the penetrating radiation environment from natural or nuclear-produced radiation belts. The penetrating radiation environment is highly dynamic and highly orbit-dependent. Operators often must rely only on line plots of 2 MeV electron flux from the NOAA geosynchronous GOES satellites which is then assumed to be representative of the environment at the satellite of interest. DREAM uses data assimilation to produce a global, real-time, energy dependent specification. User tools are built around a distributed service oriented architecture (SOA) which will allow operators to select any satellite from the space catalog and examine the environment for that specific satellite and time of interest. Depending on the application operators may need to examine instantaneous dose rates and/or dose accumulated over various lengths of time. Further, different energy thresholds can be selected depending on the shielding on the satellite or instrument of interest. In order to rapidly assess the probability that space weather was the cause of anomalous operations, the current conditions can be compared against the historical distribution of radiation levels for that orbit. In the simplest operation a user would select a satellite and time of interest and immediately see if the environmental conditions were typical, elevated, or extreme based on how often those conditions occur in that orbit. This allows users to rapidly rule in or out environmental causes of anomalies. The same user interface can also allow users to drill down for more detailed quantitative information. DREAM can be run either from a distributed web-based user interface or as a stand-alone application for secure operations. In this paper we discuss the underlying structure of the DREAM model and demonstrate the user interface that we have developed . We also present some prototype data products and user interfaces for DREAM and discuss how space environment information can be seamlessly integrated into operational SSA systems.

    Lack of situational awareness has been identified as one of root causes for the August 14, 2003 Northeast Blackout in North America. To improve situational awareness, the Department of Energy (DOE) launched several projects to deploy Wide Area Measurement Systems (WAMS) in different interconnections. Compared to the tens of thousands of buses, the number of Phasor Measurement Units (PMUs) is quite limited and not enough to achieve the observability for the whole interconnections. To utilize the limited number of PMU measurements to improve situational awareness, this paper proposes to combine PMU measurement data and power flow equations to form a hybrid power flow model. Technically, a model which combines the concept of observable islands and modeling of power flow conditions, is proposed. The model is called a Hybrid Power Flow Model as it has both PMU measurements and simulation assumptions, which describes prior knowledge available about whole power systems. By solving the hybrid power flow equations, the proposed method can be used to derive power system states to improve the situational awareness of a power grid.

    Many energy-aware routing protocols have been proposed for wireless sensor networks. Most of them are only energy savers and do not take care about energy balancing. The energy saver protocols try to decrease the energy consumption of the network as a whole; however the energy manager protocols balance the energy consumption in the network to avoid network partitioning. This means that energy saver protocols are not necessarily energy balancing and vice versa. However, the lifetime of wireless sensor network is strictly depending on energy consumption; therefore, energy management is an essential task to be considered. This paper proposes an energy aware routing protocol, named FEAR, which considers energy balancing and energy saving. It finds a fair trade-off between energy balancing and energy saving by fuzzy set concept. FEAR routing protocol is simulated and evaluated by Glomosim simulator.

    Cyber defense competitions arising from U.S. service academy exercises, offer a platform for collecting data that can inform research that ranges from characterizing the ideal cyber warrior to describing behaviors during certain challenging cyber defense situations. This knowledge in turn could lead to better preparation of cyber defenders in both military and civilian settings. We conducted proof of concept experimentation to collect data during the Pacific-rim Regional Collegiate Cyber Defense Competition (PRCCDC) and analyzed it to study the behavior of cyber defenders. We propose that situational awareness predicts performance of cyber security professionals, and in this paper we focus on our collection and analysis of competition data to determine whether it supports our hypothesis. In addition to normal cyber data, we collected situational awareness and workload data and compared it against the performance of cyber defenders as indicated by their competition score. We conclude that there is a weak correlation between our measure of situational awareness and performance that we hope to exploit in further studies.

    Abstract—This paper presents design and simulation of a low cost and low false alarm rate method for improved cyber-state awareness of critical control systems - the Known Secure Sensor Measurements (KSSM) method. The KSSM concept relies on physical measurements to detect malicious falsification of the control systems state. The KSSM method can be incrementally integrated with already installed control systems for enhanced resilience. This paper reviews the previously developed theoretical KSSM concept and then describes a simulation of the KSSM system. A simulated control system network is integrated with the KSSM components. The effectiveness of detection of various intrusion scenarios is demonstrated on several control system network topologies.

    The Prioritization Analysis Tool for All-Hazards/Analyzer for Wide Area Restoration Effectiveness (PATH/AWARE) software system, developed by Sandia National Laboratories, is a comprehensive decision support tool designed to analyze situational awareness, as well as response and recovery actions, following a wide-area release of chemical, biological or radiological materials. The system provides capability to prioritize critical infrastructure assets and services for restoration. It also provides a capability to assess resource needs (e.g., number of sampling teams, laboratory capacity, decontamination units, etc.), timelines for consequence management activities, and costs. PATH/AWARE is a very comprehensive tool set with a considerable amount of database information managed through a Microsoft SQL (Structured Query Language) database engine, a Geographical Information System (GIS) engine that provides comprehensive mapping capabilities, as well as comprehensive decision logic to carry out the functional aspects of the tool set. This document covers the basic installation and operation of the PATH/AWARE tool in order to give the user enough information to start using the tool. A companion users manual is under development with greater specificity of the PATH/AWARE functionality.

    Current spectral clustering algorithms suffer from the sensitivity to existing noise, and parameter scaling, and may not be aware of different density distributions across clusters. If these problems are left untreated, the consequent clustering results cannot accurately represent true data patterns, in particular, for complex real world datasets with heterogeneous densities. This paper aims to solve these problems by proposing a diffusion-based Aggregated Heat Kernel (AHK) to improve the clustering stability, and a Local Density Affinity Transformation (LDAT) to correct the bias originating from different cluster densities. AHK statistically\\ models the heat diffusion traces along the entire time scale, somore »it ensures robustness during clustering process, while LDAT probabilistically reveals local density of each instance and suppresses the local density bias in the affinity matrix. Our proposed framework integrates these two techniques systematically. As a result, not only does it provide an advanced noise-resisting and density-aware spectral mapping to the original dataset, but also demonstrates the stability during the processing of tuning the scaling parameter (which usually controls the range of neighborhood). Furthermore, our framework works well with the majority of similarity kernels, which ensures its applicability to many types of data and problem domains. The systematic experiments on different applications show that our proposed algorithms outperform state-of-the-art clustering algorithms for the data with heterogeneous density distributions, and achieve robust clustering performance with respect to tuning the scaling parameter and handling various levels and types of noise.« less

  15. "Partial Panel" Operator Training: Advanced Simulator Training to Enhance Situational Awareness in Off-Normal Situations

    On August 14, 2003, the largest blackout in the history of the North American electricity grid occurred. The four root causes identified by the blackout investigation team were inadequate system understanding, inadequate situational awareness, inadequate tree trimming, and inadequate reliability coordinator diagnostic support. Three of these four root causes can be attributed to deficiencies in training, communication, and the tools used by the control room operators. Using the issues revealed in the August 14, 2003 blackout, and addressing concerns associated with the security of control systems, the Pacific Northwest National Laboratory (PNNL) developed a hands-on training curriculum that utilizes a dispatcher training simulator to evoke loss of situational awareness by the dispatcher. PNNL performed novel changes to the dispatcher training software in order to accomplish this training. This presentation will describe a vision for a future training environment that will incorporate hands-on training with a dispatcher training simulator in a realistic environment to train operators to recognize and respond to cyber security issues associated with their control systems.

Traditionally, universities have been the venue of such higher learning. If these institutions want to remain as thriving grounds for higher education and engines of research, post-secondary institutions need to be aware of these factors and actively contribute to the well-being of its students and faulty.     Users of Institutional Repositories and Digital Libraries are known by their needs for very specific information about one or more subjects. To characterize users profiles and offer them new documents and resources is one of the main challenges of today's libraries. In this paper, a Selective Dissemination of Information service is described, which proposes an Ontology-based Context Aware system for identifying user's context (research subjects, work team, areas of interest). This system enables librarians to broaden users profiles beyond the information that users have introduced by hand (such as institution, age and language). The system requires a context retrieval layer to capture user information and behavior, and an inference engine to support context inference from many information sources (selected documents and users' queries).

    When uncontrollable resources fluctuate, Optimum Power Flow (OPF), routinely used by the electric power industry to re-dispatch hourly controllable generation (coal, gas and hydro plants) over control areas of transmission networks, can result in grid instability, and, potentially, cascading outages. This risk arises because OPF dispatch is computed without awareness of major uncertainty, in particular fluctuations in renewable output. As a result, grid operation under OPF with renewable variability can lead to frequent conditions where power line flow ratings are significantly exceeded. Such a condition, which is borne by simulations of real grids, would likely resulting in automatic line tripping to protect lines from thermal stress, a risky and undesirable outcome which compromises stability. Smart grid goals include a commitment to large penetration of highly fluctuating renewables, thus calling to reconsider current practices, in particular the use of standard OPF.     The goal of the Extreme-scale Algorithms & Software Institute (EASI) is to close the ?application-architecture performance gap? by exploring algorithms and runtime improvements that will enable key science applications to better exploit the architectural features of DOE extreme-scale systems. For the past year of the project, our efforts at the University of Tennessee have concentrated on, and made significant progress related to, the following high-level EASI goals: ? Develop multi-precision and architecture-aware implementations of Krylov, Poisson, Helmholtz solvers, and dense factorizations for heterogeneous multi-core systems; ? Explore new methods of algorithm resilience, and develop new algorithms with these capabilities; ? Develop runtime support for adaptable algorithms that are dealing with resilience, scalability; ?     In a parallel computing environment comprising a network of SMP nodes each having at least one processor, a parallel-aware co-scheduling method and system for improving the performance and scalability of a dedicated parallel job having synchronizing collective operations. The method and system uses a global co-scheduler and an operating system kernel dispatcher adapted to coordinate interfering system and daemon activities on a node and across nodes to promote intra-node and inter-node overlap of said interfering system and daemon activities as well as intra-node and inter-node overlap of said synchronizing collective operations. In this manner, the impact of random short-lived interruptions, such as timer-decrement processing and periodic daemon activity, on synchronizing collective operations is minimized on large processor-count SPMD bulk-synchronous programming styles.
