    NREL scientists have invented the 'black silicon' nanocatalytic wet-chemical etch, an inexpensive, one-step process that literally turns the solar cells black, allowing them to absorb more than 98% of incident sunlight. The process costs just a few cents per watt of solar-cell power-producing capacity. Increases in manufactured cell efficiencies of up to 0.8% are possible because of the reduced reflectance of black silicon. This would reduce silicon solar module costs by $5-$10 per module.

    In order to provide a sound basis and foundation for integrated Project and Contract change management, it is imperative to ensure the alignment of the Negotiated Contract Costs (NCC) with the Contract Budget Base (CBB), where CBB is defined as the Performance Measurement Baseline (PMB) plus Management Reserve (MR). The achievement of this alignment assures customer and contractor agreement on scope, requirements, quantities, schedule and cost, which facilitates the identification of change conditions and ultimate agreement on the value of changes to the NCC and the CBB. Delays in contract/CBB true up/reconciliation can negatively effect measurement of project progress, limiting owner understanding of liability, and may result in increased contract disagreements and potential claims. The Department of Energy Oak Ridge Office of Environmental Management (OR-EM) and URS - CH2M Oak Ridge LLC (UCOR) achieved alignment of the NCC with the CBB within 10 months of UCOR taking over work on the East Tennessee Technology Park (ETTP) cleanup contract by: 1. Managing as a discrete project; 2. Establishing expectations and setting tone of interactions; 3. Using personnel experienced with Federal Acquisition Regulation (FAR); 4. Partnering; 5. Establishing ombudsmen. (authors)

    The 5th International Conference on Polar and Alpine Microbiology (PAM5) was held in Big Sky, Montana (USA) from 8-12 September 2013. This meeting is a continuation of the highly successful meetings previously held in Rovaniemi, Finland (2004), Innsbruck, Austria (2006), Banff, Canada (2008) and Ljubljana, Slovenia (2011), which brought together leading international researchers and students in this field. The objectives of the Big Sky meeting were to bring together scientists, students and professionals to discuss all aspects of cold-adapted microorganisms and the roles they play in polar and alpine environments, to understand the role of these organisms in our search for life on other icy worlds, to address recent developments, and to exchange ideas and experiences on an international scale. The conference provided a multi-disciplinary forum to explore emerging areas in the field and as always, will have a wealth of opportunities for the exchange of ideas and building of collaborations. Funds were requested to help defray registration fees and travel costs of 13 early career scientists. Distribution of the funds were based on the quality of the abstracts submitted.

    The biennial North American Catalysis Society (NACS) Meetings are the premiere conferences in the area of catalysis, surface science, and reaction engineering. The 22nd meeting will be held the week of June 5-10, 2011 in Detroit, Michigan. The objective of the Meetings is to bring together leading researchers for intensive scientific exchange and interactions. Financial support that offsets some of the associated costs (specifically, registration fee, airline tickets, and hotel accommodations) would encourage graduate students, and for the first time undergraduate students, to attend and participate meaningfully in this conference. The funds sought in this proposal will help support the Richard J. Kokes Travel Award program. Graduate students eligible for these merit-based Awards are those who study at a North American university and who will present at the Meeting. We have currently 209 applications and we expect to be able to fund about half of them. The NACS has traditionally sought to encourage graduate student, and this year for the first time undergraduate studies, participation at the National Meetings and providing financial support is the most effective means to do so. Their attendance would contribute significantly to their scientific training and communication and presentation skills.     Designated the 41st Clean Cities coalition in November 1995, the Paso del Norte Clean Cities Coalition (PDNCCC) is the first in the country to gain international participation. Spanning the US-Mexico border; the coalition includes stakeholders from El Paso, Texas; Ciudad Juarez, Mexico; and Las Cruces, New Mexico. PDNCCC developed a comprehensive plan to jump-start its program place, alternative fuel vehicles (AFVs) on the road, and eliminate barriers inhibiting alternative fuel market growth. PDNCC raised more than $2.3 million for alternative fuel activities and clean air initiatives in less than 26 months. In 1998, the US Department of Energy (DOE) recognized that PDNCCC accomplishment with its Rainmaker Award for leveraging the most funds from outside sources. PDNCCC is proud of its efforts to drive the alternative fuels and AFV market in the El Paso/Juarez region.

    Kruger Designs Light does many different types of projects for a diverse clientele. Each of these projects, while having some general characteristics in common, seem also to have a specific set of criteria in mind-some as specific as the client is unique. While there are some chains where lighting decisions are made to be applied in hundreds of facilities, there are other types of clients that bring a different sensibility to the process. As lighting designers, it is the job of Designs Light to address the individual needs of each client, even the {open_quotes}strange{close_quotes} and {open_quotes}different,{close_quotes} as was the case with {open_quotes}Boogie`s Diner.{close_quotes} This author goes on to describe the project presented by Boogie`s Diner, the demands of the site with respect for lighting as regards the clinetele being served, and the expectations of the owners. The design considerations are discussed, and finally the proposed solutions are breifly outlined. This design effort won the EPRI/IES award, and was an energy efficient design sought by the owner.

    Deming quality methodologies applied to safety are recognized with the National Safety Council's annual Robert W. Campbell Award. Over the last ten years, the implementation of Statistical Process Control and quality methodologies at the U.S. Department of Energy's Hanford Site have contributed to improved safety. Improvements attributed to Statistical Process Control are evidenced in Occupational Safety and Health records and documented through several articles in Quality Progress and the American Society of Safety Engineers publication, Professional Safety. Statistical trending of safety, quality, and occurrence data continues to playa key role in improving safety and quality at what has been called the world's largest environmental cleanup project. DOE's Hanford Site played a pivotal role in the nation's defense beginning in the 1940s, when it was established as part of the Manhattan Project. After more than 50 years of producing material for nuclear weapons, Hanford, which covers 586 square miles in southeastern Washington state, is now focused on three outcomes: (1) Restoring the Columbia River corridor for multiple uses; (2) Transitioning the central plateau to support long-term waste management; and (3) Putting DOE assets to work for the future. The current environmental cleanup mission faces challenges of overlapping technical, political, regulatory, environmental, and cultural interests. From Oct. 1, 1996 through Sept. 30, 2008, Fluor Hanford was a prime contractor to the Department of Energy's Richland Operations Office. In this role, Fluor Hanford managed several major cleanup activities that included dismantling former nuclear-processing facilities, cleaning up the Site's contaminated groundwater, retrieving and processing transuranic waste for shipment and disposal off-site, maintaining the Site's infrastructure, providing security and fire protection, and operating the Volpentest HAMMER Training and Education Center. On October 1,2008, a transition occurred that changed Fluor's role at Hanford. Fluor's work at Hanford was split in two with the technical scope being assumed by the CH2M HILL Plateau Remediation Company (CHPRC) CHPRC is now spearheading much of the cleanup work associated with former nuclear-processing facilities, contaminated groundwater, and transuranic waste. Fluor is an integrated subcontractor to CH PRC in this effort. In addition, at the time of this writing, while the final outcome is being determined for the new Mission Support Contract, Fluor Hanford has had its contract extended to provide site-wide services that include security, fire protection, infrastructure, and operating the HAMMER facility. The emphasis has to be on doing work safely, delivering quality work, controlling costs, and meeting deadlines. Statistical support is provided by Fluor to the PRC, within Fluor Hanford, and to a third contractor, Washington Closure Hanford, which is tasked with cleaning up approximately 210 square miles designated as the Columbia River corridor along the outer edge of the Hanford Site. The closing months of Fluor Hanford's 12 year contract were busy, characterized by special events that capped its work as a prime cleanup contractor, transitions of work scope and personnel, and the completion numerous activities. At this time, Fluor's work and approach to safety were featured in state and national forums. A 'Blockbuster' presentation at the Washington State Governor's Industrial Safety Conference in September 2008 featured Fluor Hanford's Chief Operating Officer, a company Safety Representative, and me. Simultaneously, an award ceremony in Anaheim, Calif. recognized Fluor Hanford as the winner of the 2008 Robert W. Campbell Award. The Robert W.     PNNL wins 4 Technology Transfer Awards Pacific Northwest National Laboratory has received four 2006 Excellence in Technology Transfer Awards from the Federal Laboratory Consortium - a nationwide network of more than 700 major federal laboratories and centers as well as their parent departments and agencies that provides a forum to develop strategies and opportunities for linking technology with the mission and the marketplace. The FLC presents its Awards for Excellence in Technology Transfer to federal laboratory employees who have done outstanding work in transferring U.S. government-sponsored technologies to the public and private sectors. Since 1984, when the awards program was established, Pacific Northwest has earned 62 of these awards, far more than any other national laboratory. This year, PNNL won all four of the nominations that were submitted--the most that any laboratory can submit. PNNL was recognized for transferring technologies that treat and cure cancer, uniquely analyze massive sets of data, increase surgical implant success rates, and neutralize toxic chemicals from the environment. Through collaboration with PNNL researchers and access to facilities at PNNL, IsoRay Medical, Inc. (http://www.isoray.com), expanded its brachytherapy technology for treating prostate and other cancers. The medical isotope ?seed? products are available at more than 17 implant centers nationwide. More than 40 organizations, including Fortune 500 companies, are using the Starlight information visualization software to mine and interpret massive amounts of data. Bacterin International licensed bioactive thin-film coatings which reduce infection rates associated with surgical implants. Self-Assembled Monolayers on Mesoporous Silica (SAMMS), a process for removing mercury and other toxic chemicals from the environment, was licensed to Steward Advanced Materials for use in coal-fired power plants, municipal incinerators, and other plants.

    This is a Final Technical Report on the Research and Development completed towards the development of a Low Cost Solar Collector conducted under the DOE cost-sharing award EE-0003591. The objective of this project was to develop a new class of solar concentrators with geometries and manufacturability that could significantly reduce the fully installed cost of the solar collector field for concentrated solar thermal power plants. The goal of the project was to achieve an aggressive cost target of $170/m2, a reduction of up to 50% in the total installed cost of a solar collector field as measured against the current industry benchmark of a conventional parabolic trough. The project plan, and the detailed activities conducted under the scope of the DOE Award project addressed all major drivers that affect solar collector costs. In addition to costs, the study also focused on evaluating technical performance of new collector architectures and compared them to the performance of the industry benchmark parabolic trough. The most notable accomplishment of this DOE award was the delivery of a full-scale integrated design, manufacturing and field installation solution for a new class of solar collector architecture which has been classified as the Bi-Planar Fresnel Collector (BPFC) and may be considered as a viable alternative to the conventional parabolic trough, as well as the conventional Fresnel collectors. This was in part accomplished through the design and development, all the way through fabrication and test validation of a new class of Linear Planar Fresnel Collector architecture. This architecture offers a number of key differentiating features which include a planar light-weight frame geometry with small mass-manufacturable elements utilizing flat mirror sections. The designs shows significant promise in reducing the material costs, fabrication costs, shipping costs, and on-site field installation costs compared to the benchmark parabolic trough, as well as the conventional Fresnel collector. The noteworthy design features of the BPFC architecture include the use of relatively cheaper flat mirrors and a design which allows the mirror support beam sections to act as load-bearing structural elements resulting in more than a 36% reduction in the overall structural weight compared to an optimized parabolic trough. Also, it was shown that the utilization of small mass-produced elements significantly lowers mass-production and logistics costs that can more quickly deliver economies of scale, even for smaller installations while also reducing shipping and installation costs. Moreover, unlike the traditional Fresnel trough the BPFC architecture does not require complex articulating drive mechanisms but instead utilizes a standard parabolic trough hydraulic drive mechanism. In addition to the development of the Bi-Planar Fresnel Collector, an optimized conventional space-frame type parabolic trough was also designed, built, analyzed and field-tested during the first phase of this award. The design of the conventional space-frame parabolic collector was refined with extensive FEA and CFD analysis to reduce material costs and re-designed for simpler fabrication and more accurate lower-cost field assembly. This optimized parabolic trough represented an improvement over the state-of-the art of the traditional parabolic trough architecture and also served as a more rigorous and less subjective benchmark that was used for comparison of new candidate design architectures. The results of the expanded 1st phase of the DOE award project showed that both the Optimized Parabolic Trough and the new Bi-Planar Fresnel Collector design concepts failed to meet the primary objectives for the project of achieving a 50% cost reduction from the industry reference total installed cost of $350/m2. Results showed that the BPFC came in at projected total installed cost of $237/m2 representing a 32% savings compared to the industry benchmark conventional parabolic trough.     Improving the manoeuverability of a coal-fired plant to allow it to participate in primary frequency support will reduce generation cost and minimize brownouts. The challenge is to do so without compromising efficiency or emissions. This article describes an approach - activation of stored energy - that is cost-effective and applicable to both greenfield and brownfield installations.     This report details the simulation tool(s) and energy modeling methodology followed in making the energy efficiency estimates and documents the estimated performance of the EVHA award winning houses in comparison with the Building America Benchmark and the associated House Simulation Protocols. A summary of each building and its features is included with a brief description of the project and the judges' comments. The purpose of this report is to assess the energy performance of the 2011 EVHA winners as well as align the EVHA Program with the Building America Program.
