The enclosed document provides a final report to document the research performed at the University of Delaware under Grant DE-SC0005403: Improved Electrochemical Performance of Strained Lattice Electrolytes via Modulated Doping. The ultimate goal of this project was to learn how to systematically strain the inter-atomic distance in thin ceramic films and how to use this newfound control to improve the ease by which oxygen ions can conduct through the films. Increasing the ionic conductivity of ceramics holds the promise of drastic improvements in the performance of solid oxide fuel cells, chemical sensors, gas permeation membranes, and related devices. Before this work, the experimental evidence advocating for strain-based techniques was often controversial and poorly characterized. Enabling much of this work was a new method to quickly create a very wide range of ceramic nanostructures that was established during the first phase of the project. Following this initial phase, we created a variety of promising nanostructured epitaxial films and multilayers with systematic variations in lattice mismatch and dopant content. Over the course of the work, a positive effect of tensile atomic strain on the oxygen conductivity was conclusively found using a few different forms of samples and experimental techniques. The samples were built by sputtering, an industrially scalable technique, and thus the technological implementation of these results may be economically feasible. Still, two other results consistently achieved over multiple efforts in this work give pause. The first of these results was that very specific, pristine surfaces upon which to build the nanostructures were strictly required in order to achieve measurable results. The second of these results was that compressively strained films with concomitant reductions in oxygen conductivity are much easier to obtain relative to tensile-strained films with increased conductivity.

As the flood of data associated with leading edge computational science continues to escalate, the challenge of supporting the distributed collaborations that are now characteristic of it becomes increasingly daunting. The chief obstacles to progress on this front lie less in the synchronous elements of collaboration, which have been reasonably well addressed by new global high performance networks, than in the asynchronous elements, where appropriate shared storage infrastructure seems to be lacking. The recent report from the Department of Energy on the emerging 'data management challenge' captures the multidimensional nature of this problem succinctly: Data inevitably needs to be buffered, for periods ranging from seconds to weeks, in order to be controlled as it moves through the distributed and collaborative research process. To meet the diverse and changing set of application needs that different research communities have, large amounts of non-archival storage are required for transitory buffering, and it needs to be widely dispersed, easily available, and configured to maximize flexibility of use. In today's grid fabric, however, massive storage is mostly concentrated in data centers, available only to those with user accounts and membership in the appropriate virtual organizations, allocated as if its usage were non-transitory, and encapsulated behind legacy interfaces that inhibit the flexibility of use and scheduling. This situation severely restricts the ability of application communities to access and schedule usable storage where and when they need to in order to make their workflow more productive. (p.69f) One possible strategy to deal with this problem lies in creating a storage infrastructure that can be universally shared because it provides only the most generic of asynchronous services. Different user communities then define higher level services as necessary to meet their needs. One model of such a service is a Storage Network, analogous to those used within computation centers, but designed to operate on a global scale. Building on a basic storage service that is as primitive as possible, such a Global Storage Network would define a framework within which higher level services can be created. If this framework enabled a variety of more specialized middleware and supported a wide array of applications, then interoperability and collaboration could occur based on that common framework. The research in Logistical Networking (LN) carried out under the DOE's SciDAC program tested the value of this approach within the context of several SciDAC application communities. Below we briefly describe the basic design of the LN storage network and some of the results that the Logistical Networking community has achieved.

With the support of the DOE-OFES Early Career Award and the Tufts startup support the PI has developed experimental and analytical expertise on the electromechanical characterization of Low Temperature Superconductor (LTS) and High Temperature Superconductor (HTS) for high magnetic field applications. These superconducting wires and cables are used in fusion and high-energy physics magnet applications. In a short period of time, the PI has built a laboratory and research group with unique capabilities that include both experimental and numerical modeling effort to improve the design and performance of superconducting cables and magnets. All the projects in the PI’s laboratory explore the fundamental electromechanical behavior of superconductors but the types of materials, geometries and operating conditions are chosen to be directly relevant to real machines, in particular fusion machines like ITER.

This report summarizes the activities of the INRA Water Research Consortium (IWRC) for the period beginning September 15, 2005 and ending December 16, 2010. This report compares accomplishments to project objectives, documents the activities associated with this project, and lists products developed during the course of the project. The Water Resources Research Needs Assessment team received funding from the Inland Northwest Research Alliance Water Resources Steering Committee to facilitate a structured needs assessment process that could provide a basis for future targeted research efforts to improve regional water resources management in the Inland Northwest region. The original INRA proposal specifically mentions the need to conduct a detailed assessment of the information and research needs of policy makers and water user groups during a period of increasing competition for scarce water supplies. A particular focus of this assessment would be to understand what types of research might facilitate water resource management during periods of drought. The specific goals of the Needs Assessment project were to: (1) Quickly ascertain the perceptions of diverse stakeholders in this region; (2) Condense this complex information into a format that can be shared with the INRA scientific panel, and (3) Develop of a realistic set of research needs & priorities that can shape future INRA-funded research activities.

  17. Enumeration of Juvenile Salmonids in the Okanogan Basin Using Rotary Screw Traps, Performance Period: March 15, 2006 - July 15, 2006.

    SciTech Connect (OSTI)

Johnson, Peter N.; Rayton, Michael D.

    2007-05-01

The Colville Tribes identified the need for collecting baseline census data on the timing and abundance of juvenile salmonids in the Okanogan River basin for the purpose of documenting local fish populations, augmenting existing fishery data and assessing natural production trends of salmonids. This report documents and assesses the pilot year of rotary trap capture of salmonid smolts on the Okanogan River. The project is a component of the Colville Tribes Okanogan Basin Monitoring and Evaluation Program (OBMEP) which began in 2004. Trapping for outmigrating fish began on 14 March 2006 and continued through 11 July 2006. Anadromous forms of Oncorhynchus, including summer steelhead (O. mykiss), Chinook (O. tshawytscha), and sockeye (O. nerka), were targeted for this study; all have verified, natural production in the Okanogan basin. Both 8-ft and 5-ft rotary screw traps were deployed on the Okanogan River from the Highway 20 Bridge and typically fished during evening hours or 24 hours per day, depending upon trap position and discharge conditions. Juvenile Chinook salmon were the most abundant species trapped in 2006 (10,682 fry and 2,024 smolts), followed by sockeye (205 parr and 3,291 smolts) and steelhead (1 fry and 333 smolts). Of the trapped Chinook, all fry were wild origin and all but five of the smolts were hatchery-reared. All trapped sockeye were wild origin and 88% of the steelhead smolts were hatchery-reared. Mark-recapture experiments were conducted using Chinook fry and hatchery-reared steelhead smolts (sockeye were not used in 2006 because the peak of the juvenile migration occurred prior to the onset of the mark-recapture experiments). A total of 930 chinook fry were marked and released across eight separate release dates (numbers of marked Chinook fry released per day ranged from 34 to 290 fish). A total of 11 chinook fry were recaptured for an overall trap efficiency of 1.18%. A total of 710 hatchery-reared steelhead were marked and released across three separate release dates (numbers of steelhead released per day ranged from 100 to 500 fish). A total of 12 steelhead were recaptured for an overall trap efficiency of 1.69%. A pooled Peterson estimator with a Chapman modification was used to produce population estimates for wild Chinook fry and hatchery-reared steelhead based on the results of the mark-recapture experiments. The 2006 populations for Chinook and steelhead were estimated to be 381,554 (95% confidence intervals: 175,731-587,377) and 14,164 (6,999-21,330), respectively. The population estimates were based on the periods in which mark-recapture experiments were initialized through the end of the trapping season (10 May for steelhead and 1 June for Chinook).

    1996-12-01

This paper presents an application of ASME Code Case OMN-1 to the GL 89-10 Program at the South Texas Project Electric Generating Station (STPEGS). Code Case OMN-1 provides guidance for a performance-based MOV inservice test program that can be used for periodic verification testing and allows consideration of risk insights. Blended probabilistic and deterministic evaluation techniques were used to establish inservice test strategies including both test methods and test frequency. Described in the paper are the methods and criteria for establishing MOV safety significance based on the STPEGS probabilistic safety assessment, deterministic considerations of MOV performance characteristics and performance margins, the expert panel evaluation process, and the development of inservice test strategies. Test strategies include a mix of dynamic and static testing as well as MOV exercising.

The following Photovoltaics Installation Best Practices Guide is one of several work products developed by the Solar Access to Public Capital (SAPC) working group, which works to open capital market investment. SAPC membership includes over 450 leading solar developers, financiers and capital managers, law firms, rating agencies, accounting and engineering firms, and other stakeholders engaged in solar asset deployment. SAPC activities are directed toward foundational elements necessary to pool project cash flows into tradable securities: standardization of power purchase and lease contracts for residential and commercial end customers; development of performance and credit data sets to facilitate investor due diligence activities; comprehension of risk perceived by rating agencies; and the development of best practice guides for PV system installation and operations and maintenance (O&M) in order to encourage high-quality system deployment and operation that may improve lifetime project performance and energy production. This PV Installation Best Practices Guide was developed through the SAPC Installation Best Practices subcommittee, a subgroup of SAPC comprised of a wide array of solar industry leaders in numerous fields of practice. The guide was developed over roughly one year and eight months of direct engagement by the subcommittee and two working group comment periods.
