    In this paper the authors present two VLSI structures implementing the banker's algorithm for the deadlock avoidance problem, and we derive the area x (time)/sup 2/ lower bound for such an algorithm. The first structure is based on the VLSI mesh of trees. The second structure is a modification of the first one, and it approaches more closely the theoretical lower bound.

  2. Avoiding climate change uncertainties in Strategic Environmental Assessment

    This article is concerned with how Strategic Environmental Assessment (SEA) practice handles climate change uncertainties within the Danish planning system. First, a hypothetical model is set up for how uncertainty is handled and not handled in decision-making. The model incorporates the strategies reduction and resilience, denying, ignoring and postponing. Second, 151 Danish SEAs are analysed with a focus on the extent to which climate change uncertainties are acknowledged and presented, and the empirical findings are discussed in relation to the model. The findings indicate that despite incentives to do so, climate change uncertainties were systematically avoided or downplayed in all but 5 of the 151 SEAs that were reviewed. Finally, two possible explanatory mechanisms are proposed to explain this: conflict avoidance and a need to quantify uncertainty.

    Within the Department of Energy's Office of Environmental Management (EM), the Office of Science and Technology (OST) identifies and develops innovative technologies that accelerate cleanup of high-priority environmental contamination problems and enable EM closure sites to meet closure schedules. OST manages an integrated research and development program that is essential to completing timely and cost-effective cleanup and stewardship of DOE sites. While innovative technologies can make significant contributions to the cleanup process, in some cases, EM has encountered unexpected barriers to their implementation. Technical obstacles are expected, but administrative challenges-such as regulatory, organizational, and stakeholder issues-must also be addressed. OST has found that collaborative needs identification and problem solving are essential components in overcoming these barriers. Collaboration helps EM meet its cleanup goals, close sites, and reduce the overall cost of cleanup at DOE sites nationwide. This paper presents examples of OST's collaboration efforts that expedite site closure and solve specific cleanup problems at EM sites.

  7. Development, application and assessment of a taxonomy for characterizing international environmental problems. Master's thesis

    As national leaders become increasingly aware of the environmental risks that modern technology adds to existing natural environmental problems, they have begun to search for ways to prioritize the risks they face. Several experts in risk assessment, including Professor Gordon Goodman of the Stockholm Environmental Institute, researchers at Clark University's Center for Environment, Technology, Development (CENTED), and the United States Environmental Protection Agency, have already developed some hazard characterization taxonomies that attempt to fill this need. The Kennedy School of Government (KSG) taxonomy if the next iteration of taxonomies designed to characterize environmental problems. The purpose of this Policy Analysis Exercise (PAE) is to test and evaluate the KSG taxonomy. In order to accomplish these goals, the United States and India are presented as case studies. The final section of this PAE provides recommendations to policy makers who use the KSG taxonomy.

    Since the fall of Communism in the former Soviet Union, US Presidents and policy makers have stressed the importance of helping Russia and the Newly Independent States develop democratic forms of government and forge strong economic and environmental ties with other nations throughout the world. The US can and should play a role in helping the Commonwealth of Independent States repair decades of damage caused by Cold War-driven industrial and nuclear development. This report describes some of the region`s most serious environmental problems and their potential to spread throughout the affected areas to neighboring countries. It provides an overview of the emerging environmental component of the US. National Security Strategy first proposed by President Bush. Finally, it describes an ambitious proposal to implement geographic information system (GIS) technology as a means of helping the former Soviet Union identify and monitor existing and potential environmental hazards. The ability to locate, analyze, and track existing damage reliably, as a prelude to predicting potential threats, is a necessary first step in developing a viable strategy to protect environmental, economic, and social resources, both in the former Soviet Union and world-wide.

    Decommissioning of nuclear power plants and other nuclear fuel cycle facilities has been an imperative issue lately. There exist significant experience and generally accepted recommendations on remediation of lands with residual radioactive contamination; however, there are hardly any such recommendations on remediation of cooling ponds that, in most cases, are fairly large water reservoirs. The literature only describes remediation of minor reservoirs containing radioactive silt (a complete closure followed by preservation) or small water reservoirs resulting in reestablishing natural water flows. Problems associated with remediation of river reservoirs resulting in flooding of vast agricultural areas also have been described. In addition, the severity of environmental and economic problems related to the remedial activities is shown to exceed any potential benefits of these activities. One of the large, highly contaminated water reservoirs that require either remediation or closure is Karachay Lake near the MAYAK Production Association in the Chelyabinsk Region of Russia where liquid radioactive waste had been deep well injected for a long period of time. Backfilling of Karachay Lake is currently in progress. It should be noted that secondary environmental problems associated with its closure are considered to be of less importance since sustaining Karachay Lake would have presented a much higher radiological risk. Another well-known highly contaminated water reservoir is the Chernobyl Nuclear Power Plant (ChNPP) Cooling Pond, decommissioning of which is planned for the near future. This study summarizes the environmental problems associated with the ChNPP Cooling Pond decommissioning.

  11. Environmental impact assessment in the Philippines: Progress, problems, and directions for the future

    The environmental impact statement (EIS) system of the Philippines is reviewed, identifying progress made in its effective implementation since 1986. Improvement in coverage is noted and real commitment to good environmental impact assessment (EIA) practice is found in those responsible for the EIS system. Project proponents show a modest acceptance of the system. Major problems remaining are: (1) the EIS system is seen as a bureaucratic requirement needed to obtain project approvals; (2) political interference determines the outcome of some environmental reviews; (3) questionable practices by public servants serve to discredit the system; and (4) the treatment of projects in environmentally critical areas is less than satisfactory. Based on the principle that it is essential to establish a credible process seen to work effectively by the public, politicians, the government bureaucracy, and proponents, suggestions for improvement are made. They deal with the treatment of EISs for projects already under construction, EIA training courses, and simple adjustments to the EIS system to focus it on the most important projects.

    Two important environmental problems at the USDOE Fernald Environmental Management Project (FEMP) facility in Fernald, Ohio were studied in this human health risk assessment. The problems studied were radon emissions from the K-65 waste silos, and offsite contamination of ground water with uranium. Waste from the processing of pitchblende ore is stored in the K-65 silos at the FEMP. Radium-226 in the waste decays to radon gas which escapes to the outside atmosphere. The concern is for an increase in lung cancer risk for nearby residents associated with radon exposure. Monitoring data and a gaussian plume transport model were used to develop a source term and predict exposure and risk to fenceline residents, residents within 1 and 5 miles of the silos, and residents of Hamilton and Cincinnati, Ohio. Two release scenarios were studied: the routine release of radon from the silos and an accidental loss of one silo dome integrity. Exposure parameters and risk factors were described as distributions. Risks associated with natural background radon concentrations were also estimated.

    The Department of Energy`s Environmental Management Science Program (EMSP) serves as a catalyst for the application of scientific discoveries to the development and deployment of technologies that will lead to reduction of the costs and risks associated with cleaning up the nation`s nuclear complex. Appendix B provides details about each of the 202 research awards funded by the EMSP. This information may prove useful to researchers who are attempting to address the Department`s environmental management challenges in their work, program managers who are planning, integrating, and prioritizing Environmental Management projects, and stakeholders and regulators who are interested in the Department`s environmental challenges. The research award information is organized by the state and institution in which the lead principal investigator is located. In many cases, the lead principal investigator is one of several investigators at a number of different institutions. In these cases, the lead investigator (major collaborator) at each of the additional institutions is listed. Each research award abstract is followed by a list of high cost projects that can potentially be impacted by the research results. High cost projects are Environmental Management projects that have total costs greater than $50 million from the year 2007 and beyond, based on the March 1998 Accelerating Cleanup: Paths to Closure Draft data, and have costs or quantities of material associated with an Environmental Management problem area. High cost projects which must remain active in the year 2007 and beyond to manage high risk are also identified.     The over-reaching goal of the Groundwater Grand Challenge component of the Partnership in Computational Science (PICS) was to develop and establish the massively parallel approach for the description of groundwater flow and transport and to address the problem of uncertainties in the data and its interpretation. This necessitated the development of innovative algorithms and the implementation of massively parallel computational tools to provide a suite of simulators for groundwater flow and transport in heterogeneous media. This report summarizes the activities and deliverables of the Groundwater Grand Challenge project funded through the High Performance Computing grand challenge program of the Department of Energy from 1995 through 1997.

    Environmental issues continue to play a major role in strategic planning associated with the use of coal for power generation. Problems, such as Acid Rain resulting from SO{sub 2} emissions produced from the sulfur content of coal during coal combustion, have recently cornered the attention of policy makers and planners. More recently the carbon content of coal, which provides for most of the coals heating value, has been identified as the major contributor to the production of CO{sub 2} and other emissions associated with Global Warming and Climate Change. Total world carbon emissions resulting from the burning of fossil fuels were approximately 6 billion metric tons in 1990, of which 44% were from the consumption of oil, 39% from coal, and 17% from natural gas. Assuming no change in current regulations, carbon emissions are anticipated to grow by 1.5% per year, and are predicted to reach more than 8 billion tons by the year 2010. Most of this increase in carbon emissions is expected to come from developing countries in the Asian Pacific Region such as China where coal use dominates the power production industry and accounts for 71% of its total CO{sub 2} emissions. Asian Pacific coal demand is expected to double over the next 15 years accounting for a 46% increase in total primary energy demand, and China currently produces approximately 11% of the world`s global greenhouse gas emissions which is expected to grow to 15% by the year 2010.

    Water requirements and uncontrolled air emissions from well vents and steam generators were estimated for each technology based upon available literature. Estimates of best air emission control technologies were made using data for EOR steam generators actually in use, as well as control technologies presently available but used by other industries. Amounts of solid wastes were calculated for each air emission control technology. Estimates were also made of the heavy metal content of these solid wastes. The study also included environmental residuals which may be expected should coal be used instead of lean crude to produce steam for thermal EOR. It was concluded that from an environmental prospective tertiary oil is preferable in many respects to shale oil, coal and synfuels. Alternative sources of oil such as syncrude, new exploration, and primary production could cause far more environmental damage than incremental EOR. Future EOR in specific regions may be constrained because of environmental issues: air emissions, solid waste disposal, water availability, and aquifer contaminators. Competition for water and the scarcity of surface water or groundwater which are low in total diminutive solids will impede some EOR projects. Risks of groundwater contamination should be minimized particularly because of requirements of the Environmental Protection Agency's new underground injection control program. A quantitative environmental assessment will require a complete and consistent data base for all fields for which EOR is planned out in which tertiary production is taking place. This is particularly true for EOR which will occur in Alaska or in offshore areas, where environments are fragile and where operating conditions are severe. 147 references, 29 figures, 46 tables.

    A system for guiding an autonomous or semi-autonomous vehicle through a field of operation having obstacles thereon to be avoided employs a memory for containing data which defines an array of grid cells which correspond to respective subfields in the field of operation of the vehicle. Each grid cell in the memory contains a value which is indicative of the likelihood, or probability, that an obstacle is present in the respectively associated subfield. The values in the grid cells are incremented individually in response to each scan of the subfields, and precomputation and use of a look-up table avoids complex trigonometric functions. A further array of grid cells is fixed with respect to the vehicle form a conceptual active window which overlies the incremented grid cells. Thus, when the cells in the active window overly grid cell having values which are indicative of the presence of obstacles, the value therein is used as a multiplier of the precomputed vectorial values. The resulting plurality of vectorial values are summed vectorially in one embodiment of the invention to produce a virtual composite repulsive vector which is then summed vectorially with a target-directed vector for producing a resultant vector for guiding the vehicle. In an alternative embodiment, a plurality of vectors surrounding the vehicle are computed, each having a value corresponding to obstacle density. In such an embodiment, target location information is used to select between alternative directions of travel having low associated obstacle densities.

Implementing flow management, in turn, led to substantial changes in chemical and physical conditions of the stream: stream discharge nearly doubled and stream temperatures decreased, becoming more similar to those in reference streams. While water quality clearly improved, meeting water quality standards alone does not guarantee protection of a waterbody s biological integrity. Results from studies on the ecological changes stemming from pollution-reduction actions, such as those presented in this series, also are needed to understand how best to restore or protect biological integrity and enhance ecological recovery in stream ecosystems. With a better knowledge of the ecological consequences of their decisions, environmental managers can better evaluate alternative actions and more accurately predict their effects.

  9. The pathogen transmission avoidance theory of sexual selection

    The current theory that sexual selection results from female preference for males with good genes suffers from several problems. An alternative explanation, the pathogen transmission avoidance hypothesis, argues that the primary function of showy traits is to provide a reliable signal of current disease status, so that sick individuals can be avoided during mating. This study shows that a significant risk of pathogen transmission occurs during mating and that showy traits are reliable indicators of current disease status. The origin of female choosiness is argued to lie in a general tendency to avoid sick individuals, even in the absence of showy traits, which originate as exaggerations of normal traits that are indicative of good health (bright feathers, vigorous movement, large size). Thus, in this new model the origins of both showy traits and female choosiness are not problematic and there is no threshold effect. This model predicts that when the possession of male showy traits does not help to reduce disease in the female, showy traits are unlikely to occur. This case corresponds to thorough exposure of every animal to all group pathogens, on average, in large groups. Such species are shown with a large data set on birds to be less likely to exhibit showy traits. The good-genes model does not make this prediction. The pathogen transmission avoidance model can also lead to the evolution of showy traits even when selection is not effective against a given pathogen (e.g., when there is no heritable variation for resistance), but can result in selection for resistance if such genes are present. Monogamy is argued to reduce selection pressures for showy traits; data show monogamous species to be both less parasitized and less showy. In the context of reduction of pathogen transmission rates in showy populations, selection pressure becomes inversely frequency-dependent, which makes showy traits likely to be self-limiting rather than runaway.

    The Utah Wind Working Group (UWWG) believes there are currently opportunities to encourage wind power development in the state by seeking changes to the avoided cost tariff paid to qualifying facilities (QFs). These opportunities have arisen as a result of a recent renegotiation of Pacificorp's Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp's Schedule 38 tariff for wind QFs larger than 3 MW. It is expected that decisions made regarding Schedule 38 will also impact Schedule 37. Through the Laboratory Technical Assistance Program (Lab TAP), the UWWG has requested (through the Utah Energy Office) that LBNL provide technical assistance in determining whether an alternative method of calculating avoided costs that has been officially adopted in Idaho would lead to higher QF payments in Utah, and to discuss the pros and cons of this method relative to the methodology recently adopted under Schedule 37 in Utah. To accomplish this scope of work, I begin by summarizing the current method of calculating avoided costs in Utah (per Schedule 37) and Idaho (the ''surrogate avoided resource'' or SAR method). I then compare the two methods both qualitatively and quantitatively. Next I present Pacificorp's four main objections to the use of the SAR method, and discuss the reasonableness of each objection. Finally, I conclude with a few other potential considerations that might add value to wind QFs in Utah.

    The National Environmental Policy Act (NEPA) imposes procedural requirements on federal agencies that undertake {open_quotes}major Federal actions significantly affecting the quality of the human environment.{close_quotes} Determining whether a project is a major federal action, subject to NEPA, is not always an easy task. When a determination is made that a project is not subject to NEPA, opponents of the project and environmental organizations occasionally cry foul. Often there are allegations that the federal agency of the project proponent (or both) acted in bad faith to avoid NEPA. The question of whether bad faith is relevant in NEPA inquiries has been the subject litigation for many of years. In that time, courts have addressed a number of bad faith questions. A common question is whether it is appropriate for a non-federal project proponent to structure a project to maintain eligibility for federal funding, but at the last minute withdraw the project from eligibility for the sole purpose of avoiding NEPA. More difficult questions arise when the federal government allocates some federal money to the project for preliminary design work before the project is withdrawn from eligibility for additional federal construction funds. Still other questions arise with respect to whether project proponents must reimburse the federal government for funds allocated to a project before the determination is made that it will not be a federal project. This paper will trace the evolution of the courts` struggle with bad faith NEPA claims. It will then show how courts have recently begun to develop a workable and appropriate test for determining when bad faith is an issue in NEPA litigation. This issue is important for project proponents and federal agency officials so they will not unwittingly take steps others might construe as bad faith. It is important for members of environmental organizations so they may recognize and properly assert bad faith claims when appropriate.

    This document describes a long-term basic research program for the US Department of Energy (DOE) that complements departmental initiatives in waste management and site cleanup. The most important problems faced by DOE are environmental restoration of waste sites and cleanup of inactive facilities. Environmental restoration is defined in this report as characterization, assessment, remediation, and post-closure verification within the waste/environmental system at DOE sites. Remediation of inactive, contaminated waste-disposal sites is the largest and most expensive task facing DOE. Immobilization, isolation, separation, and destruction of waste, either aboveground or in situ, are difficult and costly tasks. Technologies for these tasks are primitive or do not exist. Departmental problems in the long term are being analyzed scientifically and research needs are being identified. When completed, the Office of Energy Research's (OER's) basis research plan will describe potential scientific research needs for universities, national laboratories, and others as a basis for research proposals to DOE. Extensive interaction with the scientific community is planned to further refine and prioritize research needs. Basic research within DOE is directed toward fundamental knowledge leading to the discovery of new scientific or engineering concepts and principles that may or may not have immediate specific technological applications. However, because DOE is a mission-oriented agency, basic research in DOE is strongly influenced by national energy and environmental policy and may be multidisciplinary in nature. Basic research will provide innovative concepts and the fundamental knowledge base that facilitates the development and application of new and emerging technologies. 41 refs., 5 figs., 9 tabs.

    The problems and benefits of individuals managing their solid wastes at home are surveyed. The survey indicates that as the population rises people tend to burn only the combustible portions of their waste. Some communities have limited ordinances that ban the burning of raw garbage, but other municipalities allow residents to burn all of their wastestream, even though some materials are not combustible and cannot be burned. Potential environmental effects involve both the ash residue and the air emissions. While selected burning can reduce some of the environmental hazards these would probably only be marginally less than the impacts of burning it all. The study clearly indicates that the environmental problems of burn barrels are not insignificant. However, the attitudes and motivations of those who burn waste will have to be addressed by the communities that attempt or should attempt to control this problem. These include: avoidance of waste collection costs; availability of trash cartage services; and habit. Habit is probably as strong a motivation as cost avoidance and ease of collection combined. Residents have often burned trash for several generations and regard the practice as a {open_quotes}god-given right.{close_quotes}

    This paper describes a collision avoidance system using Whole Arm Proximity (WHAP) sensors on a PUMA 560 robot arm. The capacitance-based sensors generate electric fields which can completely encompass the robot arm and detect obstacles as they approach from any direction. The directional obstacle information gathered by the WHAP sensors together with the sensor geometry and robot configuration is used to scale the commanded joint velocities of the robot. A linearized relationship between the WHAP sensor reading and the distance from the obstacle allows direct transformation of perturbations in VHAP readings to perturbations in joint velocities. The VHAP reading is used to directly reduce the component of the command input velocity along the normal axis of the sensor, allowing graceful reductions in speed as the arm approaches the obstacle. By scaling only the component of the velocity vector in the,direction of the nearest obstacles, the control system restricts motion in the direction of obstacles while permitting unconstrained motion in other directions.

These organizations will remove an individual vendor when a sufficient number of complaints are lodged, but they will not take responsibility for the counterfeit products you may have purchased. EBay has a number of counterfeit product guides to help you avoid being a victim of the sellers of these products. Ten percent of all medications taken worldwide are counterfeit. If you do buy medications on-line, be sure that the National Association of Boards of Pharmacy Verified Internet Pharmacy Practice Sites (VIPPS) recommends the pharmacy you choose to use. Inspect all medication purchases and report any change in color, shape, imprinting or odor to your pharmacist. If you take generic medications these attributes may change from one manufacturer to another. Your pharmacist should inform you of any changes when you refill your prescription.     The combination of Horizontal Directional Drilling techniques with High Pressure Injection techniques led to the development of Horizontal Directional Injected Barriers under ground. Specially developed injection fluid mixture of Montan wax, cement and bentonite is the basis for the Flowmonta process. The first field test was made in a mining`s landfill in 1993. It confirmed the basic procedure. In a two-stepped, large-scale test in 1995, different injection techniques and injection fluids were tested. Intensive investigations in the field and in the laboratory were made. The Flowmonta-barrier then was excavated to enabled the direct observation and evaluation of the extent of the injections. During the first phase of the test several mixtures and injection techniques were tested. In the second phase a complete three dimensional sealing basin was created. The permeability of this sealing basin was tested in-situ. After excavation, hydraulic and mechanical surveys were made in the laboratory. By using the one-phase jet grouting technique, a penetrative depth of 12 meters on each side of the drilling was reached. A test using the Duplex technique resulted in a penetration of up to 2 meters and more on each side of the center bore. The permeability of the injection area was lowered by two exponential orders compared to the surrounding soil. SEM-images showed the structure of the injected material, as well as Montan wax spheres to have of 0,2 {mu}m to 2 {mu}m in diameter. X-ray diffraction, annealing and toluene-extraction gave a semiquantitative proportion analysis. Montan wax disproportion effects were observed in the barrier. Recently geophysical investigation methods still give no satisfying data.

    The purpose of the environmental monitoring plan (EMP) is to promote the early identification of, and response to, potential adverse environmental impacts associated with DOE operations. Environmental monitoring supports the Integrated Safety Management System (ISMS) to detect, characterize, and respond to releases from DOE activities; assess impacts; estimate dispersal patterns in the environment; characterize the pathways of exposure to members of the public; characterize the exposures and doses to individuals and to the population; and to evaluate the potential impacts to the biota in the vicinity of the DOE activity. In addition, the EMP addresses the analytical work supporting environmental monitoring to ensure the following: (1) A consistent system for collecting, assessing, and documenting environmental data of known and documented quality; (2) A validated and consistent approach for sampling and analysis of radionuclide samples to ensure laboratory data meets program-specific needs and requirements within the framework of a performance-based approach for analytical laboratory work; and (3) An integrated sampling approach to avoid duplicative data collection. Until recently, environmental monitoring at Lawrence Livermore National Laboratory (LLNL) was required by DOE Order 5400.1, which was canceled in January 2003. LLNL is in the process of adopting the ISO 14001 Environmental Management Systems standard, which contains requirements to perform and document environmental monitoring. The ISO 14001 standard is not as prescriptive as DOE Order 5400.1, which expressly required an EMP. LLNL will continue to prepare the EMP because it provides an organizational framework for ensuring that the work is conducted appropriately. The environmental monitoring addressed by the plan includes preoperational characterization and assessment, and effluent and surveillance monitoring.     Coho (Oncorhynchus kisutch), sockeye (O. nerka), and chinook (O. tschawystcha) salmon smolts, and rainbow trout (Salmo gairdneri) avoided air-supersaturated water when tested in a shallow round tank. Steelheads (S. gairdneri) did not consistently avoid the supersaturated water and died from gas bubble disease. The salmon and rainbow trout generally avoided 145 and 125% saturation but did not always avoid 115%. Territorial activity reduced avoidance by steelheads and rainbow trout.

    After every other failure mode has been considered, in the end, the high-performance limit of all lasers is set by optical damage. The demands of inertial confinement fusion (ICF) pushed lasers designed as ICF drivers into this limit from their very earliest days. The first ICF lasers were small, and their pulses were short. Their goal was to provide as much power to the target as possible. Typically, they faced damage due to high intensity on their optics. As requests for higher laser energy, longer pulse lengths, and better symmetry appeared, new kinds of damage also emerged, some of themmore » anticipated and others unexpected. This paper will discuss the various types of damage to large optics that had to be considered, avoided to the extent possible, or otherwise managed as the National Ignition Facility (NIF) laser was designed, fabricated, and brought into operation. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    Unlike the campaign of four years ago, none of this year's presidential candidates chose to portray themselves as the future Environmental President.' The recession, the budget deficit, and the problems of the inner city lead a long list of domestic priorities, once again pushing environmental concerns to the back of the bus.' One major reason for this was the competitiveness in world markets. In light of Bush's 90-day moratoriums on new environmental initiatives, he apparently believed that 1992 was not the time to deal with America's complicated and costly environmental problems. Part of this was because the unemployment rate hit an eight-year high (7.8%) during the months prior to the election and that the economy has had a weak and fragile recovery from recession. This discussion focuses on a blueprint for change outlined by the EPA's Science Advisory Board, which is markedly different from the expressed views of the presidential candidates. A workable plan was proposed for escaping the dilemma of too little money for numerous environmental concerns.

    The purpose of environmental monitoring is to promote the early identification of, and response to, potential adverse environmental impacts associated with Lawrence Livermore National Laboratory (LLNL) operations. Environmental monitoring supports the Integrated Safety Management System (ISMS), International Organization for Standardization (ISO) 14001 Environmental Management Systems standard, and U. S. Department of Energy (DOE) Order 458.1, Radiation Protection of the Public and the Environment. Specifically, environmental monitoring enables LLNL to detect, characterize, and respond to releases from LLNL activities; assess impacts; estimate dispersal patterns in the environment; characterize the pathways of exposure to members of the public; characterize the exposures and doses to individuals and to the population; and to evaluate the potential impacts to the biota in the vicinity of LLNL. Environmental monitoring is also a major component of compliance demonstration for permits and other regulatory requirements. The Environmental Monitoring Plan (EMP) addresses the sample collection and analytical work supporting environmental monitoring to ensure the following: (1) A consistent system for collecting, assessing, and documenting environmental data of known and documented quality; (2) A validated and consistent approach for sampling and analysis of samples to ensure laboratory data meets program-specific needs and requirements within the framework of a performance-based approach for analytical laboratory work; and (3) An integrated sampling approach to avoid duplicative data collection. LLNL prepares the EMP because it provides an organizational framework for ensuring that environmental monitoring work, which is integral to the implementation of LLNL's Environmental Management System, is conducted appropriately.     An independent review of the remedial investigation activities at a Superfund site was performed at the request of the site owners. The site in question was being labeled as containing radioactive contamination by the state environmental protection agency based on the results of the remedial investigation sampling program, which reported above background concentrations of potassium-40 at the site. This determination would have resulted in the entire site being considered as a mixed waste hazard, with extreme consequences for the cleanup actions. The independent review of the site sampling, measurement techniques, data analysis, and report preparation discovered problems with each of these activities. These problems included failing to perform subcontractor quality assurance oversight, as well as internal quality assurance failures related to verification of critical data. Additionally, the staff at both the state environmental protection agency and the remedial contractor were poorly trained in the field of radioactive assessments and statistical data analysis. These problems delayed the site remedial actions on the most important contaminants, including xylene, arsenic, and various metals. The cost of the site remedial investigation was significantly increased, as over $300,000 were spent just on assessing and litigating the potassium-40 health hazard issue. The independent review concluded that the problems were caused by inadequate quality assurance programs compounded by a lack of proper training of the personnel performing the work. Either a good quality assurance program at the remediation contractor or use of effectively trained personnel analyzing the data would likely have avoided the problems.

The Chinese have air, water and soil contamination, along with garbage and trash problems. They are also experiencing deforestation, desertification, soil erosion, destruction of wildlife habitat and wetlands, and the depletion of ground water. Attempts are being made to reduce the pollutants being produced, but economic factors weigh heavily against cleaning up current pollution.

  7. Truck transport of RAM: Risk effects of avoiding metropolitan areas

    In the transport of radioactive material (RAM), e.g., spent nuclear fuel (SNF), stakeholders are generally most concerned about risks in high population density areas along transportation routes because of the perceived high consequences of potential accidents. The most significant portions of a transcontinental route and an alternative examined previously were evaluated again using population density data derived from US Census Block data. This method of characterizing population that adjoins route segments offers improved resolution of population density variations, especially in high population density areas along typical transport routes. Calculated incident free doses and accident dose risks for these routes, and the rural, suburban and urban segments are presented for comparison of their relative magnitudes. The results indicate that modification of this route to avoid major metropolitan areas through use of non-Interstate highways increases total risk yet does not eliminate a relatively small urban component of the accident dose risk. This conclusion is not altered by improved resolution of route segments adjoining high density populations.

    U.S. Department of Energy (DOE) Order 450.1, Environmental Protection Program, requires each DOE site to conduct environmental monitoring. Environmental monitoring at the Waste Isolation Pilot Plant (WIPP) is conducted in order to: (a) Verify and support compliance with applicable federal, state, and local environmental laws, regulations, permits, and orders; (b) Establish baselines and characterize trends in the physical, chemical, and biological condition of effluent and environmental media; (c) Identify potential environmental problems and evaluate the need for remedial actions or measures to mitigate the problems; (d) Detect, characterize, and report unplanned releases; (e) Evaluate the effectiveness of effluent treatment and control, and pollution abatement programs; and (f) Determine compliance with commitments made in environmental impact statements, environmental assessments, safety analysis reports, or other official DOE documents. This Environmental Monitoring Plan (EMP) explains the rationale and design criteria for the environmental monitoring program, extent and frequency of monitoring and measurements, procedures for laboratory analyses, quality assurance (QA) requirements, program implementation procedures, and direction for the preparation and disposition of reports. Changes to the environmental monitoring program may be necessary to allow the use of advanced technology and new data collection techniques. This EMP will document changes in the environmental monitoring program. Guidance for preparation of EMPs is contained in DOE/EH-0173T, Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance.

  18. Facility Environmental Vulnerability Assessment

    From mid-April through the end of June 2001, a Facility Environmental Vulnerability Assessment (FEVA) was performed at Oak Ridge National Laboratory (ORNL). The primary goal of this FEVA was to establish an environmental vulnerability baseline at ORNL that could be used to support the Laboratory planning process and place environmental vulnerabilities in perspective. The information developed during the FEVA was intended to provide the basis for management to initiate immediate, near-term, and long-term actions to respond to the identified vulnerabilities. It was expected that further evaluation of the vulnerabilities identified during the FEVA could be carried out to support a more quantitative characterization of the sources, evaluation of contaminant pathways, and definition of risks. The FEVA was modeled after the Battelle-supported response to the problems identified at the High Flux Beam Reactor at Brookhaven National Laboratory. This FEVA report satisfies Corrective Action 3A1 contained in the Corrective Action Plan in Response to Independent Review of the High Flux Isotope Reactor Tritium Leak at the Oak Ridge National Laboratory, submitted to the Department of Energy (DOE) ORNL Site Office Manager on April 16, 2001. This assessment successfully achieved its primary goal as defined by Laboratory management. The assessment team was able to develop information about sources and pathway analyses although the following factors impacted the team's ability to provide additional quantitative information: the complexity and scope of the facilities, infrastructure, and programs; the significantly degraded physical condition of the facilities and infrastructure; the large number of known environmental vulnerabilities; the scope of legacy contamination issues [not currently addressed in the Environmental Management (EM) Program]; the lack of facility process and environmental pathway analysis performed by the accountable line management or facility owner; and poor

    Environmental monitoring personnel from Lawrence Livermore National Laboratory (LLNL) prepared this ''Environmental Monitoring Plan'' (EMP) to meet the requirements in the U.S. Department of Energy (DOE) ''Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance'' (DOE 1991) and applicable portions of DOE Orders 5400.1 and 5400.5 (see WSS B93 and B94 in Appendix B). ''Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance'' is followed as a best management practice; under Work Smart Standards, LLNL complies with portions of DOE Orders 5400.1 and 5400.5 as shown in Appendix B. This document is a revision of the May 1999 EMP (Tate et al. 1999) and is current as of March 1, 2002. LLNL is one of the nation's premier applied-science national security laboratories.     A chamber pressure regulation (PROven), especially effective in regard to emission control problems of coke ovens is introduced for the first time. Because of the partial vacuum in the collecting main system, it is possible to keep the oven`s raw gas pressure constant on a low level over the full coking time. The individual pressure control for each chamber is assured directly as a function of the oven pressure by an immersion system controlling the flow resistance of the collecting main valve. The latter is a fixed-position design (system name ``FixCup``). By doing away with the interdependence of collecting main pressure and chamber pressure, a parameter seen as a coking constant could not be made variable. This opens a new way to reduce coke oven emissions and simultaneously to prevent the ovens from damage caused by air ingress into the oven.

    Highlights: > Influence of prevention on waste management systems, excluding avoided production, is relatively minor. > Influence of prevention on overall supply chain, including avoided production is very significant. > Higher relative benefits of prevention are observed in waste management systems relying mainly on landfills. - Abstract: Waste prevention has been addressed in the literature in terms of the social and behavioural aspects, but very little quantitative assessment exists of the environmental benefits. Our study evaluates the environmental consequences of waste prevention on waste management systems and on the wider society, using life-cycle thinking. The partial prevention of unsolicited mail, beverage packaging and food waste is tested for a 'High-tech' waste management system relying on high energy and material recovery and for a 'Low-tech' waste management system with less recycling and relying on landfilling. Prevention of 13% of the waste mass entering the waste management system generates a reduction of loads and savings in the waste management system for the different impacts categories; 45% net reduction for nutrient enrichment and 12% reduction for global warming potential. When expanding our system and including avoided production incurred by the prevention measures, large savings are observed (15-fold improvement for nutrient enrichment and 2-fold for global warming potential). Prevention of food waste has the highest environmental impact saving. Prevention generates relatively higher overall relative benefit for 'Low-tech' systems depending on landfilling. The paper provides clear evidence of the environmental benefits of waste prevention and has specific relevance in climate change mitigation.

    Global concern about the environment is increasing, and the People's Republic of China (PRC) is not immune from such concerns. The Chinese face issues similar to those of many other developing nations. The US Department of Energy is particularly interested in national and world pollution issues, especially those that may infringe on other countries' economic growth and development. The DOE is also interested in any opportunities that might exist for US technical assistance and equipment in combating environmental problems. Our studies of articles in the China Daily, and English-language daily newspaper published by the Chinese government, show that population, pollution, and energy are major concerns of the Chinese Communist Party. Thus this report emphasizes the official Chinese government view. Supporting data were also obtained from other sources. Regardless of the severity of their various environmental problems, the Chinese will only try to remedy those problems with the greatest negative effects on its developing economy. They will be looking for foreign assistance, financial and informational, to help implement solutions. With the Chinese government seeking assistance, the United States has an opportunity to export basic technical information, especially in the areas of pollution control and monitoring, oil exploration methods, oil drilling technology, water and sewage treatment procedures, hazardous waste and nuclear waste handling techniques, and nuclear power plant safety procedures. In those areas the US has expertise and extensive technical experience, and by exporting the technologies the US would benefit both economically and politically. 59 refs., 3 figs.

    The National Environmental Policy Act of 1969 (NEPA) sets forth national policy for the protection of the environment. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved. Lawrence Berkeley Laboratory (LBL), complies with the provisions of both NEPA and CEQA. This document defines the responsibilities and authorities for NEPA/CEQA compliance at LBL.

    Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    Another key aspect of the NNSS mission is Environmental Management program, which addresses the environmental legacy from historic nuclear weapons related activities while also ensuring the health and safety of present day workers, the public, and the environment as current and future missions are completed. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    Studies at the Pacific Northwst Laboratory have evaluated fish behavior and migration in response to thermal discharge, gas supersaturated water, water-soluble fractions of coal liquids, and other environmental stresses. Major findings including thermal discharges did not block upstream migration of sonic-tagged adult chinook salmon (Oncorhynchus tschawytscha) and a rainbow trout (Salmo gairdneri) in the Columbia River. Juvenile chinook slamon avoided thermal discharges in the laboratory when ..delta..ts exceeded 9 to 11)degree)C above ambient. However juvenile salmon were more susceptible to predation at 10 to 20% of the thermal dose causing loss of equilibrium. Radio-tagged adult chinook salmon swam deeper in supersaturated water than in normally saturated water in the Snake River and, thereby, avoided the upper, critical zone. Carp (Cyprinus carpio) and black bullhead (Ictalurus melas) did not always avoid lethal gas levels in the laboratory and some fish died in the test apparatus. Fathead minnow (Pimephales promelas) avoided the water soluble fraction (WSF) of a coal liquid at concentrations causing acute effects but not at those causing chronic effects. Rainbow trout did not avoid coal liquid WSFs although they reportedly avid the major constituent, phenol, tested a as pure compound. Susceptibility to predation of juvenile rainbow trout did not increase until phenol concentrations reached the acute LC/sub 50/. 67 refs., 11 figs., 1 tab.

    The purpose of environmental monitoring is to promote the early identification of, and response to, potential adverse environmental impacts associated with Lawrence Livermore National Laboratory (LLNL) operations. Environmental monitoring supports the Integrated Safety Management System (ISMS), International Organization for Standardization (ISO) 14001 Environmental Management Systems standard, and U. S. Department of Energy (DOE) Order 450.1A, Environmental Protection Program. Specifically, in conformance with DOE Order 450.1A, Attachment 1, paragraph 1(b)(5), environmental monitoring enables LLNL to detect, characterize, and respond to releases from LLNL activities; assess impacts; estimate dispersal patterns in the environment; characterize the pathways of exposure to members of the public; characterize the exposures and doses to individuals and to the population; and to evaluate the potential impacts to the biota in the vicinity of LLNL. Environmental monitoring also serves to demonstrate compliance with permits and other regulatory requirements. The Environmental Monitoring Plan (EMP) addresses the sample collection and analytical work supporting environmental monitoring to ensure the following: (1) A consistent system for collecting, assessing, and documenting environmental data of known and documented quality. (2) A validated and consistent approach for sampling and analysis of samples to ensure laboratory data meets program-specific needs and requirements within the framework of a performance-based approach for analytical laboratory work. (3) An integrated sampling approach to avoid duplicative data collection. Until its cancellation in January 2003, DOE Order 5400.1 required the preparation of an environmental monitoring plan. Sequence design problems attempt to avoid the apparant difficulty of inverse protein folding by defining an energy that can be minimized to find protein-like sequences. We evaluate the practical relevance of two sequence design problems by analyzing their computational complexity. We show that the canonical method of sequence design is intractable and describe approximation algorithms for this problem. We also describe an efficient algorithm that exactly solves the grand canonical method. Our analysis shows how sequence design problems can fail to reduce the difficulty of the inverse protein folding problem and highlights the need to analyze these problems to evaluate their practical relevance. 10 refs., 8 figs.

    DOE Orders and associated policies establish goals and sustainable stewardship practices that are protective of environmental, natural, and cultural resources, and take a life cycle approach that considers aspects such as: (1) Acquisition and use of environmentally preferable products; (2) Electronics stewardship; (3) Energy conservation, energy efficiency, and renewable energy; (4) Pollution prevention, with emphasis on toxic and hazardous chemical and material reduction; (5) Procurement of efficient energy and water consuming materials and equipment; (6) Recycling and reuse; (7) Sustainable and high-performance building design; (8) Transportation and fleet management; and (9) Water conservation. LBNL's approach to sustainable environmental stewardship required under Order 450.1A poses the challenge of implementing its EMS in a compliance-based, performance-based, and cost-effective manner. In other words, the EMS must deliver real and tangible business value at a minimal cost. The purpose of this plan is to describe Berkeley Lab's approach for achieving such an EMS, including an overview of the roles and responsibilities of key Laboratory parties. This approach begins with a broad-based environmental policy consistent with that stated in Chapter 11 of the LBNL Health and Safety Manual (PUB-3000). This policy states that Berkeley Lab is committed to the following: (1) Complying with applicable environmental, public health, and resource conservation laws and regulations. (2) Preventing pollution, minimizing waste, and conserving natural resources. (3) Correcting environmental hazards and cleaning up existing environmental problems, and (4) Continually improving the Laboratory's environmental performance while maintaining operational capability and sustaining the overall mission of the Laboratory.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Mound Plant, conducted August 18 through 29, 1986. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the Mound Plant. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at the Mound Plant, and interviews with site personnel. The Survey found no environmental problems at the Mound Plant that represent an immediate threat to human life. The environmental problems identified at the Mound Plant by the Survey confirm that the site is confronted with a number of environmental problems which are by and large a legacy from past practices at a time when environmental problems were less well understood. Theses problems vary in terms of their magnitude and risk, as described in this report. Although the sampling and analysis performed by the Mound Plant Survey will assist in further identifying environmental problems at the site, a complete understanding of the significance of some of the environmental problems identified requires a level of study and characterization that is beyond the scope of the Survey. Actions currently under way or planned at the site, particularly the Phase II activities of the Comprehensive Environmental Analysis and Response Program (CEARP) as developed and implemented by the Albuquerque Operations Office, will contribute toward meeting this requirement. 85 refs., 24 figs., 20 tabs.

    The Office of Environmental Management (EM) has been delegated the responsibility for the Department of Energy`s (DOE`s) cleanup of the nuclear weapons complex. The nature and magnitude of the waste management and environmental remediation problem requires the identification of technologies and scientific expertise from domestic and foreign sources. Within the United States, operational DOE facilities, as well as the decontamination and decommissioning of inactive facilities, have produced significant amounts of radioactive, hazardous, and mixed wastes. In order to ensure worker safety and the protection of the public, DOE must: (1) assess, remediate, and monitor sites and facilities; (2) store, treat, and dispose of wastes from past and current operations; and (3) develop and implement innovative technologies for environmental restoration and waste management. The EM directive necessitates looking beyond domestic capabilities to technological solutions found outside US borders. Following the collapse of the Soviet regime, formerly restricted elite Soviet scientific expertise became available to the West. EM has established a cooperative technology development program with Russian scientific institutes that meets domestic cleanup objectives by: (1) identifying and accessing Russian EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) increasing US private sector opportunities in Russian in EM-related areas.

    Programmatic environmental impact statements (EISs) are comprehensive documents that integrate environmental considerations into planning and operational decisions at the concept level, avoiding the need for repetitive environmental documentation of specific actions. Procedures developed in the programmatic EIS provide a process for incorporating environmental considerations into the planning phase of future actions and assist in determining the type of environmental considerations into the planning phase of future actions and assist in determining the type of environmental documentation necessary. The programmatic EIS project area is divided into recognizable geographic zones. These zones are mapped and an evaluation zone summary sheet is developed for each area that contains an inventory of pertinent information for analysis of environmental issues. On each map and summary sheet, sensitive zones that are adversely affected and/or require mitigation for implementation of proposed actions are easily recognizable. Accompanying narrative provides both insight for mitigating potential impacts within the sensitive areas and how such impacts should be addressed. Additional assistance in evaluating the effects of planned actions is provided by identifying thresholds of significance at which the effect of a proposed action may prompt the need for environmental documentation.

This Environmental Monitoring Plan (EMP) has been written to contain the rationale and design criteria for the monitoring program, extent and frequency of monitoring and measurements, procedures for laboratory analyses, quality assurance (QA) requirements, program implementation procedures, and direction for the preparation and disposition of reports. Changes to the environmental monitoring program may be necessary to allow the use of advanced technology and new data collection techniques. This EMP will document any proposed changes in the environmental monitoring program. Guidance for preparation of Environmental Monitoring Plans is contained in DOE/EH-0173T, Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance.     A DOE-sponsored research project found strong evidence that flying wildlife avoid or are attracted to commercial-scale wind turbines from a distance. Some nocturnally migrating birds avoid flying near turbines and few or none change flight paths to approach them. High-flying bats less often avoid flying near turbines and some are attracted to them from a distance, although bats’ flight paths were often complex and convoluted. The findings are being prepared for submission to a peer-reviewed scientific journal (Larkin, in prep 2013).

    The self-similar converging-diverging shock wave problem introduced by Guderley in 1942 has been the source of numerous investigations since its publication. In this paper, we review the simplifications and group invariance properties that lead to a self-similar formulation of this problem from the compressible flow equations for a polytropic gas. The complete solution to the self-similar problem reduces to two coupled nonlinear eigenvalue problems: the eigenvalue of the first is the so-called similarity exponent for the converging flow, and that of the second is a trajectory multiplier for the diverging regime. We provide a clear exposition concerning the reflected shock configuration. Additionally, we introduce a new approximation for the similarity exponent, which we compare with other estimates and numerically computed values. Lastly, we use the Guderley problem as the basis of a quantitative verification analysis of a cell-centered, finite volume, Eulerian compressible flow algorithm.

    Environmental surveillance of the Hanford Site and surrounding areas is conducted by the Pacific Northwest Laboratory (PNL) for the U.S. Department of Energy (DOE). This document contains the planned 1994 schedules for routine collection of samples for the Surface Environmental Surveillance Project (SESP), Drinking Water Project, and Ground-Water Surveillance Project. Samples are routinely collected for the SESP and analyzed to determine the quality of air, surface water, soil, sediment, wildlife, vegetation, foodstuffs, and farm products at Hanford Site and surrounding communities. The responsibility for monitoring onsite drinking water falls outside the scope of the SESP. PNL conducts the drinking water monitoring project concurrent with the SESP to promote efficiency and consistency, utilize expertise developed over the years, and reduce costs associated with management, procedure development, data management, quality control, and reporting. The ground-water sampling schedule identifies ground-water sampling .events used by PNL for environmental surveillance of the Hanford Site. Sampling is indicated as annual, semi-annual, quarterly, or monthly in the sampling schedule. Some samples are collected and analyzed as part of ground-water monitoring and characterization programs at Hanford (e.g. Resources Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), or Operational). The number of samples planned by other programs are identified in the sampling schedule by a number in the analysis column and a project designation in the Cosample column. Well sampling events may be merged to avoid redundancy in cases where sampling is planned by both-environmental surveillance and another program.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the Environmental Prosperity Game conducted under the sponsorship of the Silicon Valley Environmental Partnership. Players were drawn from all stakeholders involved in environmental technologies including small and large companies, government, national laboratories, universities, environmentalists, the legal profession, finance, and the media. The primary objectives of this game were to: investigate strategies for developing a multi-agency (national/state/regional), one-step regulatory approval process for certifying and implementing environmental technologies and evaluating the simulated results; identify the regulatory hurdles and requirements, and the best approaches for surmounting them; identify technical problems and potential resources (environmental consultants, labs, universities) for solving them. The deliberations and recommendations of these players provided valuable insights as to the views of this diverse group of decision makers concerning environmental issues, including the development, licensing, and commercialization of new technologies.

    Military base closures present a paradox. The rate, scale and timing of military base closures is historically unique. However, each base itself typically does not present unique problems. Thus, the challenge is to design innovative solutions to base redevelopment and remediation issues, while simultaneously adopting common, streamlined or pre-approved strategies to shared problems. The author presents six environmental principles that are fundamental to base closure. They are: remediation not clean up; remediation will impact reuse; reuse will impact remediation; remediation and reuse must be coordinated; environmental contamination must be evaluated as any other initial physical constraint on development, not as an overlay after plans are created; and remediation will impact development, financing and marketability.

    Demands for the integration of environmental considerations into the business priorities of leading companies are gathering momentum. Potentially devastating financial losses linked to environmental problems or mismanagement and perceptions of environmental issues, has alarmed the public, financial and insurance sectors together with key stakeholders. Expensive lessons have been learned in recent years - poor environmental design and management can undoubtedly lead to escalation of overall costs to meet changing standards and end of life cycle decommissioning bills. Environmental impact not only damages profitability but erodes the corporate asset base. Even suspicion of land contamination can wipe out market values of real estate. Comprehensive screening of business portfolios, investment plans, and existing assets for sources of environmental risk from concept to divestment, is crucial to ensure environmentally sound investment, to protect assets and minimize both environmental impact and future liability. Today`s key stakeholders and financial sectors are looking beyond the existing balance sheets of companies and now scrutinise their environmental credentials to ensure wise investment. Recent developments in environmental risk as a tool for placing environment on the balance sheet of private and public companies will be presented, using selected examples geared to the exploration and production business, together with the needs for a common, international framework for environmental risk strategies.

  3. Bicriteria network design problems

    The authors study a general class of bicriteria network design problems. A generic problem in this class is as follows: Given an undirected graph and two minimization objectives (under different cost functions), with a budget specified on the first, find a subgraph from a given subgraph class that minimizes the second objective subject to the budget on the first. They consider three different criteria -- the total edge cost, the diameter and the maximum degree of the network. Here, they present the first polynomial-time approximation algorithms for a large class of bicriteria network design problems for the above mentioned criteria. The following general types of results are presented. First, they develop a framework for bicriteria problems and their approximations. Second, when the two criteria are the same they present a black box parametric search technique. This black box takes in as input an (approximation) algorithm for the criterion situation and generates an approximation algorithm for the bicriteria case with only a constant factor loss in the performance guarantee. Third, when the two criteria are the diameter and the total edge costs they use a cluster based approach to devise approximation algorithms. The solutions violate both the criteria by a logarithmic factor. Finally, for the class of treewidth-bounded graphs, they provide pseudopolynomial-time algorithms for a number of bicriteria problems using dynamic programming. The authors show how these pseudopolynomial-time algorithms can be converted to fully polynomial-time approximation schemes using a scaling technique.

    The terrorist attacks of September 11, 2001 (9/11), focused a great deal of interest and concern on how individual and social perceptions of risk change behavior and subsequently affect commercial sector venues. Argonne conducted a review of the literature to identify studies that quantify the direct and indirect economic consequences of avoidance behaviors that result from terrorist attacks. Despite a growing amount of literature addressing terrorism impacts, relatively little is known about the causal relationships between risk perception, human avoidance behaviors, and the economic effects on commercial venues. Nevertheless, the technical and academic literature does provide some evidence, both directly and by inference, of the level and duration of post-event avoidance behaviors on commercial venues. Key findings are summarized in this Executive Summary. Also included as an appendix is a more detailed summary table of literature findings reproduced from the full report.

The intent of the Environmental Management Science Program is to: (1) Provide scientific knowledge that will revolutionize technologies and cleanup approaches to significantly reduce future costs, schedules, and risks. (2) Bridge the gap between broad fundamental research that has wide-ranging applications such as that performed in the Department's Office of Energy Research and needs-driven applied technology development that is conducted in Environmental Management's Office of Science and Technology.     In the past few years there has been a resurgence of interest in dynamical impurity problems, as a result of developments in the theory of correlated electron systems. The general dynamical impurity problem is a set of conduction electrons interacting with an impurity which has internal degrees of freedom. The simplest and earliest example, the Kondo problem, has attracted interest since the mid-sixties not only because of its physical importance but also as an example of a model displaying logarithmic divergences order by order in perturbation theory. It provided one of the earliest applications of the renormalization group method, which is designed to deal with just such a situation. As we shall see, the antiferromagnetic Kondo model is controlled by a strong-coupling fixed point, and the essence of the renormalization group solution is to carry out the global renormalization numerically starting from the original (weak-coupling) Hamiltonian. In these lectures, we shall describe an alternative route in which we identify an exactly solvable model which renormalizes to the same fixed point as the original dynamical impurity problem. This approach is akin to determining the critical behavior at a second order phase transition point by solving any model in a given universality class.

  13. Entanglement, avoided crossings, and quantum chaos in an Ising model with a tilted magnetic field

    We study a one-dimensional Ising model with a magnetic field and show that tilting the field induces a transition to quantum chaos. We explore the stationary states of this Hamiltonian to show the intimate connection between entanglement and avoided crossings. In general, entanglement gets exchanged between the states undergoing an avoided crossing with an overall enhancement of multipartite entanglement at the closest point of approach, simultaneously accompanied by diminishing two-body entanglement as measured by concurrence. We find that both for stationary as well as nonstationary states, nonintegrability leads to a destruction of two-body correlations and distributes entanglement more globally.

  3. Cost avoidance techniques through the Fernald controlled area trash segregation program and the RIMIA solid waste reduction program

    The Fernald Environmental Management Project is a Department of Energy owned facility that produced high quality uranium metals for military defense. The Fernald mission has changed from one of production to remediation. Remediation is intended to clean up legacy (primary) waste from past practices. Little opportunity is available to reduce the amount of primary waste. However, there is an opportunity to reduce secondary waste generation, primarily through segregation. Two programs which accomplish this are the Controlled Area Trash Segregation Program and the RIMIA Solid Waste Reduction Program. With these two programs now in place at the FEMP, it has been estimated that a 60% reduction has been achieved in unnecessary clean waste being disposed as Low Level Waste at the Nevada Test Site. The cost savings associated with these programs (currently 79,000 cubic feet, $428,000) could easily run into the millions of dollars based on the upcoming restoration activities to be undertaken. The segregation of non-radiological waste in the radiologically Controlled Area not only establishes a firm commitment to send only low-level radioactive waste to the Nevada Test Site, but also results in substantial cost avoidance.

    Given a graph where each vertex is assigned a generation or consumption volume, we try to bisect the graph so that each part has a significant generation/consumption mismatch, and the cutsize of the bisection is small. Our motivation comes from the vulnerability analysis of distribution systems such as the electric power system. We show that the constrained version of the problem, where we place either the cutsize or the mismatch significance as a constraint and optimize the other, is NP-complete, and provide an integer programming formulation. We also propose an alternative relaxed formulation, which can trade-off between the two objectives and show that the alternative formulation of the problem can be solved in polynomial time by a maximum flow solver. Our experiments with benchmark electric power systems validate the effectiveness of our methods.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks.   8. A scenario for inflationary magnetogenesis without strong coupling problem

    Cosmological magnetic fields pervade the entire universe, from small to large scales. Since they apparently extend into the intergalactic medium, it is tantalizing to believe that they have a primordial origin, possibly being produced during inflation. However, finding consistent scenarios for inflationary magnetogenesis is a challenging theoretical problem. The requirements to avoid an excessive production of electromagnetic energy, and to avoid entering a strong coupling regime characterized by large values for the electromagnetic coupling constant, typically allow one to generate only a tiny amplitude of magnetic field during inflation. We propose a scenario for building gauge-invariant models of inflationary magnetogenesis potentially free from these issues. The idea is to derivatively couple a dynamical scalar, not necessarily the inflaton, to fermionic and electromagnetic fields during the inflationary era. Such couplings give additional freedom to control the time-dependence of the electromagnetic coupling constant during inflation. This fact allows us to find conditions to avoid the strong coupling problems that affect many of the existing models of magnetogenesis.     To achieve meaningful sustainable development, Environmental Impact Assessment (EIA) should avoid the net losses in the environment resource base. But EIA practice does not always avoid the losses caused by the implementation of the projects under EIA regulation. Some environmental impacts are, simply, admitted, even without enforcing any form of compensation. When applied, compensation is sometimes just a monetary payment to offset the environmental loss. This paper looks for evidence on the role that compensation is given at present in EIA practice in Spain, and for some of its conceptual and regulatory roots. Specifically, it explores how compensation is addressed in 1302 records of decision (RODs) on those projects subject to the Spanish EIA regulation published during the years 2006 and 2007, to know how far Spain is from preserving the environmental resource base managed through this particular aspect of EIA practice. As a result, it is concluded that the practice of ecological compensation in EIA in Spain is much lower than it could be expected in a theoretical sustainability context committed to avoid net losses in the environment resource base, mainly due to an EIA practice focused on on-site mitigation that allows these net losses.

  1. User's guide to SERICPAC: A computer program for calculating electric-utility avoided costs rates

    SERICPAC is a computer program developed to calculate average avoided cost rates for decentralized power producers and cogenerators that sell electricity to electric utilities. SERICPAC works in tandem with SERICOST, a program to calculate avoided costs, and determines the appropriate rates for buying and selling of electricity from electric utilities to qualifying facilities (QF) as stipulated under Section 210 of PURA. SERICPAC contains simulation models for eight technologies including wind, hydro, biogas, and cogeneration. The simulations are converted in a diversified utility production which can be either gross production or net production, which accounts for an internal electricity usage by the QF. The program allows for adjustments to the production to be made for scheduled and forced outages. The final output of the model is a technology-specific average annual rate. The report contains a description of the technologies and the simulations as well as complete user's guide to SERICPAC.

Unlike other CO{sub 2} sequestration candidate technologies that propose long-term storage, mineral sequestration provides permanent disposal by forming geologically stable mineral carbonates. Carbonation of the widely occurring mineral olivine (e.g., forsterite, Mg{sub 2}SiO{sub 4}) is a large-scale sequestration process candidate for regional implementation, which converts CO{sub 2} into the environmentally benign mineral magnesite (MgCO{sub 3}). The primary goal is cost-competitive process development. As the process is exothermic, it inherently offers low-cost potential. Enhancing carbonation reactivity is key to economic viability. Recent studies at the U.S. DOE Albany Research Center have established that aqueous-solution carbonation using supercritical CO{sub 2} is a promising process; even without olivine activation, 30-50% carbonation has been achieved in an hour. Mechanical activation (e.g., attrition) has accelerated the carbonation process to an industrial timescale (i.e., near completion in less than an hour), at reduced pressure and temperature. However, the activation cost is too high to be economical and lower cost pretreatment options are needed. Herein, we report our second year progress in exploring a novel approach that offers the potential to substantially enhance carbonation reactivity while bypassing pretreatment activation. As our second year progress is intimately related to our earlier work, the report is presented in that context to provide better overall understanding of the progress made.     The development of hydrokinetic (HK) energy projects is under consideration at over 150 sites in large rivers in the United States, including the Mississippi, Ohio, Tennessee, and Atchafalaya Rivers. These waterbodies support numerous fish species that might interact with the HK projects in a variety of ways, e.g., by attraction to or avoidance of project structures. Although many fish species inhabit these rivers (about 172 species in the Mississippi River alone), not all of them will encounter the HK projects. Some species prefer low-velocity, backwater habitats rather than the high-velocity, main channel areas that would be the best sites for HK. Other, riverbank-oriented species are weak swimmers or too small to inhabit the main channel for significant periods of time. Some larger, main channel fish species are not known to be attracted to structures. Based on a consideration of habitat preferences, size/swim speed, and behavior, fish species that are most likely to be attracted to HK structures in the main channel include carps, suckers, catfish, white bass, striped bass, smallmouth bass, spotted bass, and sauger. Proper siting of the project in order to avoid sensitive fish populations, backwater and fish nursery habitat areas, and fish migration corridors will likely minimize concerns about fish attraction to or avoidance of HK structures.

Our motivation comes from the vulnerability analysisof distribution systems such as the electric power system. We show thatthe constrained version of the problem, where we place either the cutsizeor the mismatch significance as a constraint and optimize the other, isNP-complete, and provide an integer programming formulation. We alsopropose an alternative relaxed formulation, which can trade-off betweenthe two objectives and show that the alternative formulation of theproblem can be solved in polynomial time by a maximum flow solver.     The 21PF overpack has had severe metal corrosion and stress corrosion cracking (SCC) for many years. The US Department of Transportation (DOT) and the US Nuclear Regulatory Commission (NRC) have disallowed the use of overpacks containing high chloride foam. Corrosion and SCC of 21PF overpacks have been documented and papers have been presented at conferences about these issues. Regulatory agencies have restricted 21PF overpack use and have requested data to determine if phenolic foam overpacks not meeting original design specifications will be authorized for continued use. This paper details some of the problems experienced by users and relates actions of the DOT and NRC concerning these packages. Industry is working to correct deficiencies, but if they are not successful, the entire uranium enrichment industry will be severely impacted.

    The coupling of energetic metallic multilayers (a.k.a. flash metal) with energetic sol-gel synthesis and processing is an entirely new approach to forming energetic devices for several DoD and DOE needs. They are also practical and commercially viable manufacturing techniques. Improved occupational safety and health, performance, reliability, reproducibility, and environmentally acceptable processing can be achieved using these methodologies and materials. The development and fielding of this technology will enhance mission readiness and reduce the costs, environmental risks and the necessity of resolving environmental concerns related to maintaining military readiness while simultaneously enhancing safety and health. Without sacrificing current performance, we will formulate new impact initiated device (IID) compositions to replace materials from the current composition that pose significant environmental, health, and safety problems associated with functions such as synthesis, material receipt, storage, handling, processing into the composition, reaction products from testing, and safe disposal. To do this, we will advance the use of nanocomposite preparation via the use of multilayer flash metal and sol-gel technologies and apply it to new small IIDs. This work will also serve to demonstrate that these technologies and resultant materials are relevant and practical to a variety of energetic needs of DoD and DOE. The goal will be to produce an IID whose composition is acceptable by OSHA, EPA, the Clean Air Act, Clean Water Act, Resource Recovery Act, etc. standards, without sacrificing current performance. The development of environmentally benign stab detonators and igniters will result in the removal of hazardous and toxic components associated with their manufacturing, handling, and use. This will lead to improved worker safety during manufacturing as well as reduced exposure of Service personnel during their storage and or use in operations. The

    Increased industrial activities in developing countries have degraded the environment, and the impact on the environment is further magnified because of an ever-increasing population, the prime receptors. Independent of the geographical location, it is possible to adopt effective strategies to solve environmental problems. In the United States, waste characterization and remediation practices are commonly used for quantifying toxic contaminants in air, water, and soil. Previously, such procedures were extraneous, ineffective, and cost-intensive. Reconciliation between the government and stakeholders, reinforced by valid data analysis and environmental exposure assessments, has allowed the {open_quotes}Brownfields{close_quotes} to be a successful approach. Certified reference materials and standard reference materials from the National Institute of Standards (NIST) are indispensable tools for solving environmental problems and help to validate data quality and the demands of legal metrology. Certified reference materials are commonly available, essential tools for developing good quality secondary and in-house reference materials that also enhance analytical quality. This paper cites examples of environmental conditions in developing countries, i.e., industrial pollution problems in India, polluted beaches in Brazil, and deteriorating air quality in countries, such as Korea, China, and Japan. The paper also highlights practical and effective approaches for remediating these problems. 23 refs., 7 figs., 1 tab.

The main result guarantees that, under a mild regularity condition, limit points of the iterates are solutions to the mixed complementarity problem.     The development of the Beatrice field in the inner Moray Firth area of the UK North Sea has presented problems in the area of environmental protection. Because the field lies only 12 miles from a totally unspoiled coastline of very great scenic beauty and environmental quality, it was necessary, before field development approval could be obtained, to convince central government, local authorities, and various nature preservation bodies that an environmental protection plan could be developed. The plan, which covered the offshore field, pipeline and onshore terminal, consisted essentially of 3 main elements: (1) an environmental impact analysis was commissioned; (2) a plan was drawn up to deal with the prevention and control of spillages; and (3) a series of technical discussions took place with local and central government authorities.

    This report describes the calendar year 1997 environmental surveillance and compliance monitoring activities of the Lockheed Martin Idaho Technologies Company Environmental Monitoring Program performed at the Idaho National Engineering and Environmental Laboratory. This report includes results of sampling performed by the Radiological Environmental Surveillance, Site Environmental Surveillance, Drinking Water, Effluent Monitoring, Storm Water Monitoring, Groundwater Monitoring, and Special Request Monitoring Programs and compares 1997 data with program-specific regulatory guidelines and past data to evaluate trends. The primary purposes of the surveillance and monitoring activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standard, and to ensure protection of human health and the environment. Surveillance of environmental media did not identify any previously unknown environmental problems or trends indicating a loss of control or unplanned releases from facility operations. With the exception of one nitrogen sample in the disposal pond effluent stream and iron and total coliform bacteria in groundwater downgradient from one disposal pond, compliance with permits and applicable regulations was achieved. Data collected by the Environmental Monitoring Program demonstrate that public health and the environment were protected.

  13. About an Optimal Visiting Problem

    In this paper we are concerned with the optimal control problem consisting in minimizing the time for reaching (visiting) a fixed number of target sets, in particular more than one target. Such a problem is of course reminiscent of the famous 'Traveling Salesman Problem' and brings all its computational difficulties. Our aim is to apply the dynamic programming technique in order to characterize the value function of the problem as the unique viscosity solution of a suitable Hamilton-Jacobi equation. We introduce some 'external' variables, one per target, which keep in memory whether the corresponding target is already visited or not, and we transform the visiting problem in a suitable Mayer problem. This fact allows us to overcome the lacking of the Dynamic Programming Principle for the originary problem. The external variables evolve with a hysteresis law and the Hamilton-Jacobi equation turns out to be discontinuous.

    This report documents the results of the Environmental Monitoring Program at BNL and presents summary information about environmental compliance for 1992. To evaluate the effect of BNL operations on the local environment, measurements of direct radiation, and a variety of radionuclides and chemical compounds in ambient air, soil, sewage effluent, surface water, ground water and vegetation were made at the BNL site and at sites adjacent to the Laboratory. Brookhaven National Laboratory`s compliance with all applicable guides, standards, and limits for radiological and nonradiological emissions to the environment were evaluated. Among the permitted facilities, only the discharge from the Sewage Treatment Plant (STP) to the Peconic River exceeded, on occasion only, the fecal and total coliform concentration limits at the discharge point. This was later attributed to off-site Contractor Laboratory quality assurance problems. The environmental monitoring data has continued to demonstrate, besides the site specific contamination of ground water and soil resulting from past operations, that compliance was achieved with environmental laws and regulations governing emission and discharge of materials to the environment, and that the environmental impacts at BNL are minimal and pose no threat to the public or to the environment. This report meets the requirements of DOE Orders 5484.1, Environmental Protection, Safety, and Health Protection Information reporting requirements and 5400.1, General Environmental Protection Programs.

  16. THERM3D -- A boundary element computer program for transient heat conduction problems

    The computer code THERM3D implements the direct boundary element method (BEM) to solve transient heat conduction problems in arbitrary three-dimensional domains. This particular implementation of the BEM avoids performing time-consuming domain integrations by approximating a ``generalized forcing function`` in the interior of the domain with the use of radial basis functions. An approximate particular solution is then constructed, and the original problem is transformed into a sequence of Laplace problems. The code is capable of handling a large variety of boundary conditions including isothermal, specified flux, convection, radiation, and combined convection and radiation conditions. The computer code is benchmarked by comparisons with analytic and finite element results.

  20. A Bunch Compression Method for Free Electron Lasers that Avoids Parasitic Compressions

    Virtually all existing high energy (>few MeV) linac-driven FELs compress the electron bunch length though the use of off-crest acceleration on the rising side of the RF waveform followed by transport through a magnetic chicane. This approach has at least three flaws: 1) it is difficult to correct aberrations- particularly RF curvature, 2) rising side acceleration exacerbates space charge-induced distortion of the longitudinal phase space, and 3) all achromatic "negative compaction" compressors create parasitic compression during the final compression process, increasing the CSR-induced emittance growth. One can avoid these deficiencies by using acceleration on the falling side of the RF waveform and a compressor with M56>0. This approach offers multiple advantages: 1) It is readily achieved in beam lines supporting simple schemes for aberration compensation, 2) Longitudinal space charge (LSC)-induced phase space distortion tends, on the falling side of the RF waveform, to enhance the chirp, and 3) Compressors with M56>0 can be configured to avoid spurious over-compression. We will discuss this bunch compression scheme in detail and give results of a successful beam test in April 2012 using the JLab UV Demo FEL

  5. Fish behavior: applied studies to assess environmental effects of energy-related activities

    Studies at the Battelle Pacific Northwest Laboratories have evaluated fish response to thermal discharge, gas supersaturated water, water soluble fractions of coal liquids and other environmental stresses. Approaches have included biotelemetry in the field, and avoidance/attraction and predator prey studies in the laboratory. Sonic-tracking studies in the Columbia River indicated that thermal discharges did not block upstream migration of adult salmonids (Oncorhynchus tshawytscha, Salmo gairdneri). Laboratory studies showed that juvenile O. tshawytscha avoided thermal discharges when ..delta..ts exceed 9 to 11/sup 0/C above ambient. However, juvenile salmon were more susceptible to predation at 10 to 20% of the thermal dose causing loss of equilibrium. Radio-tracking studies showed that adult O. tshawytscha swam deeper in supersaturated water than normally saturated water in the Snake River and thereby avoided the upper, critical zone. Laboratory studies showed that carp (Cyprinus carpio), and black bullhead (Ictalurus melas) did not always avoid lethal gas levels and some fish died in the test apparatus. Fathead minnow (Pimephales promelas) avoided the water soluble fraction (WSF) of a coal liquid at concentrations causing acute effects, but not at those causing chronic effects. Rainbow trout (S. gairdneri) did not avoid coal liquid WSFs although they did avoid the major constituent, phenol, tested as a pure compound. Other studies with phenol showed that susceptibility to predation did not increase until phenol concentrations reached the acute LC/sub 50/. 10 figs., 1 tab.

    The Lawrence Livermore National Laboratory (LLNL) annual Environmental Report, prepared for the Department of Energy (DOE) and made available to the public, presents summary environmental data that characterizes site environmental management performance, summarizes environmental occurrences and responses reported during the calendar year, confirms compliance with environmental standards and requirements, and highlights significant programs and efforts. By explaining the results of effluent and environmental monitoring, mentioning environmental performance indicators and performance measure programs, and assessing the impact of Laboratory operations on the environment and the public, the report also demonstrates LLNL's continuing commitment to minimize any potentially adverse impact of its operations. The combination of environmental and effluent monitoring, source characterization, and dose assessment showed that radiological doses to the public caused by LLNL operations in 2004 were less than 0.26% of regulatory standards and more than 11,000 times smaller than dose from natural background. Analytical results and evaluations generally showed continuing low levels of most contaminants; remediation efforts further reduced the concentrations of contaminants of concern in groundwater and soil vapor. In addition, LLNL's extensive environmental compliance activities related to water, air, endangered species, waste, wastewater, and waste reduction controlled or reduced LLNL's effects on the environment. LLNL's environmental program clearly demonstrates a commitment to protecting the environment from operational impacts.

    This book explores and supports the argument that effective environmental management must be based on a multimedia approach, which focuses simultaneously on air, water, and waste and enables managers to assess the resulting financial, operation, and management benefits. The multimedia approach, which can be used to design an effective compliance program, includes proper waste and material handling management, systematic monitoring, and record keeping requirements. This approach integrates a wide array of environmental requirements and decision processes, which the authors examine in sixteen chapters, organized into four parts: the role of environmental management; environmental aspects of business operation, environmental processes; and environmental management trends. Within these parts, the authors highlight the development of modern environmental management and provide an overview of federal laws pertinent to multimedia environmental management. They examine such issues as chemical storage and transportation, tank system operations and requirements, waste determination, spill response procedures, and employee training. Environmental processes addressed in the book include the management of solid and hazardous waste, wastewater treatment systems, stormwater management, air emission control, and site remediation.     Known fossil fuel reserves, especially coal, can support global energy demands for centuries to come, if the environmental problems associated with CO{sub 2} emissions can be overcome. Unlike other CO{sub 2} sequestration candidate technologies that propose long-term storage, mineral sequestration provides permanent disposal by forming geologically stable mineral carbonates. Carbonation of the widely occurring mineral olivine (e.g., forsterite, Mg{sub 2}SiO{sub 4}) is a large-scale sequestration process candidate for regional implementation, which converts CO{sub 2} into the environmentally benign mineral magnesite (MgCO{sub 3}). The primary goal is cost-competitive process development. As the process is exothermic, it inherently offers low-cost potential. Enhancing carbonation reactivity is key to economic viability. Recent studies at the U.S. DOE Albany Research Center have established that aqueous-solution carbonation using supercritical CO{sub 2} is a promising process; even without olivine activation, 30-50% carbonation has been achieved in an hour. Mechanical activation (e.g., attrition) has accelerated the carbonation process to an industrial timescale (i.e., near completion in less than an hour), at reduced pressure and temperature. However, the activation cost is too high to be economical and lower cost pretreatment options are needed. We have discovered that robust silica-rich passivating layers form on the olivine surface during carbonation. As carbonation proceeds, these passivating layers thicken, fracture and eventually exfoliate, exposing fresh olivine surfaces during rapidly-stirred/circulating carbonation. We are exploring the mechanisms that govern carbonation reactivity and the impact that (1) modeling/controlling the slurry fluid-flow conditions, (2) varying the aqueous ion species/size and concentration (e.g., Li+, Na+, K+, Rb+, Cl-, HCO{sub 3}{sup -}), and (3) incorporating select sonication offer to enhance exfoliation and carbonation.     This report assesses for decision makers and those involved in coal resource development the environmental and health impacts of trace-element effects arising from significant increases in the use of coal, unless unusual precautions are invoked. Increasing demands for energy and the pressing need for decreased dependence of the United States on imported oil require greater use of coal to meet the nation's energy needs during the next decade. If coal production and consumption are increased at a greatly accelerated rate, concern arises over the release, mobilization, transportation, distribution, and assimilation of certain trace elements, with possible adverse effects on the environment and human health. It is, therefore, important to understand their geochemical pathways from coal and rocks via air, water, and soil to plants, animals, and ultimately humans, and their relation to health and disease. To address this problem, the Panel on Trace Element Geochemistry of Coal Resource Development Related to Health (PECH) was established. Certain assumptions were made by the Panel to highlight the central issues of trace elements and health and to avoid unwarranted duplication of other studies. Based on the charge to the Panel and these assumptions, this report describes the amounts and distribution of trace elements related to the coal source; the various methods of coal extraction, preparation, transportation, and use; and the disposal or recycling of the remaining residues or wastes.     Lawrence Livermore National Laboratory (LLNL), a US Department of Energy (DOE) facility operated by the University of California, serves as a national resource of scientific, technical, and engineering capability with a special focus on national security. Over the years, the Laboratory`s mission has been broadened to encompass such areas as strategic defense, energy, the environment, biomedicine, the economy, and education. The Laboratory carries out this mission in compliance with local, state, and federal environmental regulatory requirements and takes measures to ensure that its operations do not adversely affect the environment or public health. It does so with the support of the Environmental Protection Department, which is responsible for environmental monitoring, environmental restoration, hazardous waste management, and ensuring environmental compliance. During 1993, the Environmental Protection Department conducted sampling of air, sewage effluent, ground water, surface water, soil, vegetation and foodstuffs, and took measurements of environmental radiation.
