    With rapid growth in energy efficiency and distributed generation, electric utilities are anticipating stagnant or decreasing electricity sales, particularly in the residential sector. Utilities are increasingly considering alternative rates structures that are designed to recover fixed costs from residential solar photovoltaic (PV) customers with low net electricity consumption. Proposed structures have included fixed charge increases, minimum bills, and increasingly, demand rates - for net metered customers and all customers. This study examines the electricity bill implications of various residential rate alternatives for multiple locations within the United States. For the locations analyzed, the results suggest that residential PV customers offset, on average, between 60% and 99% of their annual load. However, roughly 65% of a typical customer's electricity demand is non-coincidental with PV generation, so the typical PV customer is generally highly reliant on the grid for pooling services.

    Research Into Action, Inc. and the Sacramento Municipal Utility District (SMUD) worked together to conduct research on the behaviors and energy use patterns of SMUD residential customers who voluntarily signed on to a Time-of-Use rate pilot launched under the PowerChoice label. The project was designed to consider the how and why of residential customers ability and willingness to engage in demand reduction behaviors, and to link social and behavioral factors to observed changes in demand. The research drew on a combination of load interval data and three successive surveys of participating households. Two experimental treatments were applied to test the effects of increased information on households ability to respond to the Time-of-Use rates. Survey results indicated that participants understood the purpose of the Time-of-Use rate and undertook substantial appropriate actions to shift load and conserve. Statistical tests revealed minor initial price effects and more marked, but still modest, adjustments to seasonal rate changes. Tests of the two information interventions indicated that neither made much difference to consumption patterns. Despite the lackluster statistical evidence for load shifting, the analysis points to key issues for critical analysis and development of residential Time-of-Use rates, especially pertinent as California sets the stage for demand response in more California residences.

    The price of electricity supplied from home rooftop photo voltaic (PV) solar cells has fallen below the retail price of grid electricity in some areas. A number of residential households have an economic incentive to install rooftop PV systems and reduce their purchases of electricity from the grid. A significant portion of the costs incurred by utility companies are fixed costs which must be recovered even as consumption falls. Electricity rates must increase in order for utility companies to recover fixed costs from shrinking sales bases. Increasing rates will, in turn, result in even more economic incentives for customers to adopt rooftop PV. In this paper, we model this feedback between PV adoption and electricity rates and study its impact on future PV penetration and net-metering costs. We find that the most important parameter that determines whether this feedback has an effect is the fraction of customers who adopt PV in any year based solely on the money saved by doing so in that year, independent of the uncertainties of future years. These uncertainties include possible changes in rate structures such as the introduction of connection charges, the possibility of PV prices dropping significantly in the future, possible changes in tax incentives, and confidence in the reliability and maintainability of PV.   10. An analysis of representative heating load lines for residential HSPF ratings

    This report describes an analysis to investigate representative heating loads for single-family detached homes using current EnergyPlus simulations (DOE 2014a). Hourly delivered load results are used to determine binned load lines using US Department of Energy (DOE) residential prototype building models (DOE 2014b) developed by Pacific Northwest National Laboratory (PNNL). The selected residential single-family prototype buildings are based on the 2006 International Energy Conservation Code (IECC 2006) in the DOE climate regions. The resulting load lines are compared with the American National Standards Institute (ANSI)/Air-Conditioning, Heating, and Refrigeration Institute (AHRI) Standard 210/240 (AHRI 2008) minimum and maximum design heating requirement (DHR) load lines of the heating seasonal performance factor (HSPF) ratings procedure for each region. The results indicate that a heating load line closer to the maximum DHR load line, and with a lower zero load ambient temperature, is more representative of heating loads predicted for EnergyPlus prototype residential buildings than the minimum DHR load line presently used to determine HSPF ratings. An alternative heating load line equation was developed and compared to binned load lines obtained from the EnergyPlus simulation results. The effect on HSPF of the alternative heating load line was evaluated for single-speed and two-capacity heat pumps, and an average HSPF reduction of 16% was found. The alternative heating load line relationship is tied to the rated cooling capacity of the heat pump based on EnergyPlus autosizing, which is more representative of the house load characteristics than the rated heating capacity. The alternative heating load line equation was found to be independent of climate for the six DOE climate regions investigated, provided an adjustable zero load ambient temperature is used. For Region IV, the default DOE climate region used for HSPF ratings, the higher load line results in an ~28% increase in delivered heating load and an ~52% increase in the estimated heating operating cost over that given in the AHRI directory (AHRI 2014).

  20. Overview of existing residential energy-efficiency rating systems and measuring tools

    Three categories of rating systems/tools were identified: prescriptive, calculational, and performance. Prescriptive systems include rating systems that assign points to various conservation features. Most systems that have been implemented to date have been prescriptive systems. The vast majority of these are investor-owned utility programs affiliated with the National Energy Watch program of the Edison Electric Institute. The calculational category includes computational tools that can be used to estimate energy consumption. This estimate could then be transformed, probably by indexing, into a rating. The available computational tools range from very simple to complex tools requiring use of a main-frame computer. Performance systems refer to residential energy-efficiency ratings that are based on past fuel consumption of a home. There are few of these systems. For each identified system/tool, the name, address, and telephone number of the developer is included. In addition, relevant publications discussing the system/tool are cited. The extent of field validation/verification of individual systems and tools is discussed. In general, there has been little validation/verification done. A bibliography of literature relevant to the use and implementation of a home energy rating system is also included.

    This invention is a compact, precise, and relatively simple device for use in determining the average rate of flow of a liquid through a conduit. The liquid may be turbulent and contain bubbles of gas. In a preferred embodiment, the flowmeter includes an electrical circuit and a flow vessel which is connected as a segment of the conduit conveying the liquid. The vessel is provided with a valved outlet and is partitioned by a vertical baffle into coaxial chambers whose upper regions are vented to permit the escape of gas. The inner chamber receives turbulent downflowing liquid from the conduit and is sized to operate at a lower pressure than the conduit, thus promoting evolution of gas from the liquid. Lower zones of the two chambers are interconnected so that the downflowing liquid establishes liquid levels in both chambers. The liquid level in the outer chamber is comparatively calm, being to a large extent isolated from the turbulence in the inner chamber once the liquid in the outer chamber has risen above the liquid-introduction zone for that chamber. Lower and upper probes are provided in the outer chamber for sensing the liquid level therein at points above its liquid-introduction zone. An electrical circuit is connected to the probes to display the time required for the liquid level in the outer chamber to successively contact the lower and upper probes. The average rate of flow through the conduit can be determined from the above-mentioned time and the vessel volume filled by the liquid during that time.

The liquid level in the outer chamber is comparatively calm, being to a large extent isolated from the turbulence in the inner chamber once the liquid in the outer chamber has risen above the liquid-introduction zone for that chamber. Lower and upper probes are provided in the outer chamber for sensing the liquid level therein at points above its liquid-introduction zone. An electrical circuit is connected to the probes to display the time required for the liquid level in the outer chamber to successively contact the lower and upper probes.     Net metering has become a widespread mechanism in the U.S. for supporting customer adoption of distributed photovoltaics (PV), but has faced challenges as PV installations grow to a larger share of generation in a number of states. This paper examines the value of the bill savings that customers receive under net metering, and the associated role of retail rate design, based on a sample of approximately two hundred residential customers of California's two largest electric utilities. We find that the bill savings per kWh of PV electricity generated varies by more than a factor of four across the customers in the sample, which is largely attributable to the inclining block structure of the utilities' residential retail rates. We also compare the bill savings under net metering to that received under three potential alternative compensation mechanisms, based on California's Market Price Referent (MPR). We find that net metering provides significantly greater bill savings than a full MPR-based feed-in tariff, but only modestly greater savings than alternative mechanisms under which hourly or monthly net excess generation is compensated at the MPR rate.

    Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

    Installations of grid-connected photovoltaic (PV) systems in the United States have increased dramatically in recent years, growing from less than 20 MW in 2000 to nearly 500 MW at the end of 2007, a compound average annual growth rate of 59%. Of particular note is the increasing contribution of 'non-residential' grid-connected PV systems--defined here as those systems installed on the customer (rather than utility) side of the meter at commercial, institutional, non-profit, or governmental properties--to the overall growth trend. Although there is some uncertainty in the numbers, non-residential PV capacity grew from less than half of aggregate annual capacity installations in 2000-2002 to nearly two-thirds in 2007. This relative growth trend is expected to have continued through 2008. The non-residential sector's commanding lead in terms of installed capacity in recent years primarily reflects two important differences between the non-residential and residential markets: (1) the greater federal 'Tax Benefits'--including the 30% investment tax credit (ITC) and accelerated tax depreciation--provided to commercial (relative to residential) PV systems, at least historically (this relative tax advantage has largely disappeared starting in 2009) and (2) larger non-residential project size. These two attributes have attracted to the market a number of institutional investors (referred to in this report as 'Tax Investors') seeking to invest in PV projects primarily to capture their Tax Benefits. The presence of these Tax Investors, in turn, has fostered a variety of innovative approaches to financing non-residential PV systems. This financial innovation--which is the topic of this report--has helped to overcome some of the largest barriers to the adoption of non-residential PV, and is therefore partly responsible (along with the policy changes that have driven this innovation) for the rapid growth in the market seen in recent years.ii Specifically, due to financial innovation, non-residential entities interested in PV no longer face prohibitively high up-front costs, no longer need to be able to absorb Tax Benefits in order to make the economics pencil out, no longer need to be able to operate and maintain the system, and no longer need to accept the risk that the system does not perform as expected.

    As a market segment for solar photovoltaic (PV) adoption, new homes have a number of attractive attributes. Homebuyers can easily roll the cost of the PV system into their tax-deductible home mortgage and, with rebates and other financial incentives, potentially achieve an immediate net-positive cash flow from the investment. New homes are amenable to building-integrated photovoltaics (BIPV), which are less susceptible to aesthetic concerns than traditional, rack-mounted systems. The performance of PV systems can be optimized on new homes by taking roof orientation and shading into account when designing the home. Perhaps most importantly, subdivisions with PV systems installed on a large number of homes offer potential cost savings from volume purchases of modules and inverters and from scale economies in system design and installation. Finally, the ability of builders to install PV as a standard feature on multiple homes in new subdivisions offers an opportunity to circumvent the high transaction costs and information-related market barriers typically confronted when each individual homeowner must make a decision about installing PV. Builders may benefit in several ways from incorporating PV into new homes. Builders may gain greater market differentiation, enhanced media exposure, and less community or political opposition to development projects. Additionally, if homebuyers place a high value on PV, builders may be able to earn additional profits, just as they would on granite countertops or other high-value home features. Although the impact of PV on the original sale price of new homes has not yet been rigorously examined, some limited empirical evidence does suggest that PV and energy efficient features may have a positive effect on resale value. Along with its unique advantages, residential new construction also faces unique barriers to PV adoption. Most fundamentally, perhaps, is the general aversion to technology risk within the building industry, particularly in ''hot'' housing markets where builders face little difficulty selling homes. Builders may also be concerned about the up-front cost of PV and its impact on new home prices and profits. The potential for project delays associated with PV module availability, installation scheduling, utility interconnection agreements, building inspections, permit processing, or other factors, may also be of great concern. Finally, many builders may believe that most homebuyers are not particularly interested in PV, given its cost, and that some may even be opposed based on concerns about aesthetics, maintenance, or reliability. In this paper, prepared on behalf of the Clean Energy States Alliance (CESA), we describe early efforts by state clean energy funds to support the deployment of PV in new, market-rate homes. (Other recent reports prepared for CESA describe experiences with programs targeting affordable housing.) We focus on the activities of clean energy funds in nine states that have funded specific projects and/or have offered targeted programs for PV in market-rate residential new construction. We also include in our review several other state or local organizations whose efforts are particularly noteworthy or have some direct bearing on the efforts of clean energy funds in the same state--however, we do not attempt to comprehensively review the activities of entities other than state clean energy funds.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has continued to decline across all major market sectors. This report provides a Q1 2015 update regarding the prices of residential, commercial, and utility scale PV systems, based on an objective methodology that closely approximates the book value of a PV system. Several cases are benchmarked to represent common variations in business models, labor rates, and system architecture choice. We estimate a weighted-average cash purchase price of $3.09/W for residential scale rooftop systems, $2.15/W for commercial scale rooftop systems, $1.77/W for utility scale systems with fixed mounting structures, and $1.91/W for utility scale systems using single-axis trackers. All systems are modeled assuming standard-efficiency, polycrystalline-silicon PV modules, and further assume installation within the United States.

    Electricity is the major fuel (over 99%) used in the residential, commercial, and industrial sectors in Bahrain. In 1992, the total annual electricity consumption in Bahrain was 3.45 terawatt-hours (TWh), of which 1.95 TWh (56%) was used in the residential sector, 0.89 TWh (26%) in the commercial sector, and 0.59 TWh (17%) in the industrial sector. Agricultural energy consumption was 0.02 TWh (less than 1%) of the total energy use. In Bahrain, most residences are air conditioned with window units. The air-conditioning electricity use is at least 50% of total annual residential use. The contribution of residential AC to the peak power consumption is even more significant, approaching 80% of residential peak power demand. Air-conditioning electricity use in the commercial sector is also significant, about 45% of the annual use and over 60% of peak power demand. This paper presents a cost/benefit analysis of energy-efficient technologies in the residential sector. Technologies studied include: energy-efficient air conditioners, insulating houses, improved infiltration, increasing thermostat settings, efficient refrigerators and freezers, efficient water heaters, efficient clothes washers, and compact fluorescent lights. We conservatively estimate a 32% savings in residential electricity use at an average cost of about 4 fils per kWh. (The subsidized cost of residential electricity is about 12 fils per kWh. 1000 fils = 1 Bahrain Dinar = US$ 2.67). We also discuss major policy options needed for implementation of energy-efficiency technologies.

    The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. With support from the U.S. Department of Energy, NREL developed this tool to help users determine the most cost-effective retrofit measures for improving energy efficiency of existing homes. Software developers who require residential retrofit performance and cost data for applications that evaluate residential efficiency measures are the primary audience for this database. In addition, home performance contractors and manufacturers of residential materials and equipment may find this information useful. The database offers the following types of retrofit measures: 1) Appliances, 2) Domestic Hot Water, 3) Enclosure, 4) Heating, Ventilating, and Air Conditioning (HVAC), 5) Lighting, 6) Miscellaneous.

  14. Incentive Pass-through for Residential Solar Systems in California

    The deployment of solar photovoltaic (PV) systems has grown rapidly over the last decade, partly because of various government incentives. In the United States, those established in California are among the largest and longest-running incentives. Building on past research, this report addresses the still-unanswered question: to what degree have the direct PV incentives in California been passed along from installers to consumers? This report addresses this question by carefully examining the residential PV market in California and applying both a structural-modeling approach and a reduced-form regression analysis to estimate the incentive pass-through rate. The results suggest an average pass-through rate of direct incentives of nearly 100%, but with regional differences among California counties. While these results could have multiple explanations, they suggest a relatively competitive market and well-functioning subsidy program. Further analysis is required to determine whether similar results broadly apply to other states, to other customer segments, to all third-party-owned PV systems, or to all forms of financial incentives for solar.

    Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation. A combination of forward finite differences, Jacobian iteration, and constrained optimization techniques is used to obtain a solution. An auxiliary interactive editing program, EDITOR, is included for creating building descriptions. EDITOR checks the validity of the input data and also provides facilities for storing and referencing several types of building description files.   1. Advanced Controls for Residential Whole-House Ventilation Systems

    Whole-house ventilation systems are becoming commonplace in new construction, remodeling/renovation, and weatherization projects, driven by combinations of specific requirements for indoor air quality (IAQ), health and compliance with standards, such as ASHRAE 62.2. Ventilation systems incur an energy penalty on the home via fan power used to drive the airflow, and the additional space-conditioning load associated with heating or cooling the ventilation air. Finding a balance between IAQ and energy use is important if homes are to be adequately ventilated while not increasing the energy burden. This study used computer simulations to examine RIVEC the Residential Integrated Ventilation Controller - a prototype ventilation controller that aims to deliver whole-house ventilation rates that comply with ventilation standards, for the minimum use of energy. Four different whole-house ventilation systems were simulated, both with and without RIVEC, so that the energy and IAQ results could be compared. Simulations were conducted for 13 US climate zones, three house designs, and three envelope leakage values. The results showed that the RIVEC controller could typically return ventilation energy savings greater than 40percent without compromising long-term chronic or short-term acute exposures to relevant indoor contaminants. Critical and average peak power loads were also reduced as a consequence of using RIVEC.

    This report describes an analysis method for determining optimal residential energy efficiency retrofit packages and, as an illustrative example, applies the analysis method to a 1960s-era home in eight U.S. cities covering a range of International Energy Conservation Code (IECC) climate regions. The method uses an optimization scheme that considers average energy use (determined from building energy simulations) and equivalent annual cost to recommend optimal retrofit packages specific to the building, occupants, and location.

    A project was undertaken to develop guidelines for the selection of residential heat and moisture recovery ventilation systems (HRVs) in order to maintain an acceptable indoor humidity for various climatic conditions. These guidelines were developed from reviews on ventilation requirements, HRV performance specifications, and from computer modeling. Space conditions within three house/occupancy models for several types of HRV were simulated for three climatic conditions (Lake Charles, LA; Seattle, WA; and Winnipeg, MB) in order to determine the impact of the HRVs on indoor relative humidity and space-conditioning loads. Results show that when reduction of cooling cost is the main consideration, exchangers with moisture recovery are preferable to sensible HRVs. For reduction of heating costs, moisture recovery should be done for ventilation rates greater than about 15 L/s and average winter temperatures less than about (minus) 10{degrees}C if internal moisture generation rates are low. For houses with higher ventilation rates and colder average winter temperatures, exchangers with moisture recovery should be used.

    A high average power pockels cell is disclosed which reduces the effect of thermally induced strains in high average power laser technology. The pockels cell includes an elongated, substantially rectangular crystalline structure formed from a KDP-type material to eliminate shear strains. The X- and Y-axes are oriented substantially perpendicular to the edges of the crystal cross-section and to the C-axis direction of propagation to eliminate shear strains.

Specific tasks performed include assigning emission rates for total suspended particulates (TSP) and benzo(a)pyrene (BaP) from wood burning stoves, estimating the impact on ambient air quality from residential wood combustion and elucidating the policy options available to Northeastern states in their effort to limit any detrimental effects resulting from residential wood combustion.   4. Promoting high efficiency residential HVAC equipment: Lessons learned from leading utility programs

    The Consortium for Energy Efficiency recently sponsored a study of leading electric utility efforts to promote high efficiency residential HVAC equipment. Given growing concerns from some utilities about the level of expenditures associated with rebate programs, special emphasis was placed on assessing the success of financing and other non-rebate options for promoting efficiency. Emphasis was also placed on review of efforts--rebate or otherwise--to push the market to very high levels of efficiency (i.e., SEER 13). This paper presents the results of the study. It includes discussion of key lessons from the utility programs analyzed. It also examines program participation rates and other potential indicators of market impacts. One notable conclusion is that several utility programs have pushed market shares for SEER 12 equipment to about 50% (the national average is less than 20%). At least one utility program has achieved a 50% market share for SEER 13 equipment (the national average is less than 3%). In general, financing does not appear to have as broad an appeal as consumer rebates. However, one unique utility program which combines the other of customer financing with modest incentives to contractors--in the form of frequent seller points that can be redeemed for advertising, technician training, travel and other merchandise--offers some promise that high participation rates can be achieved without customer rebates.

    The price of photovoltaic (PV) systems in the United States (i.e., the cost to the system owner) has dropped precipitously in recent years, led by substantial reductions in global PV module prices. This report provides a Q4 2013 update for residential PV systems, based on an objective methodology that closely approximates the book value of a PV system. Several cases are benchmarked to represent common variation in business models, labor rates, and module choice. We estimate a weighted-average cash purchase price of $3.29/W for modeled standard-efficiency, polycrystalline-silicon residential PV systems installed in the United States. This is a 46% decline from the 2013-dollar-adjusted price reported in the Q4 2010 benchmark report. In addition, this report frames the cash purchase price in the context of key price metrics relevant to the continually evolving landscape of third-party-owned PV systems by benchmarking the minimum sustainable lease price and the fair market value of residential PV systems.

    The objective of the CWS-Fired Residential Warm-Air Heating System program was the development of an economically viable coal water slurry (CWS) fueled furnace that is competitive with current oil and natural gas systems. During the first phase of the program, a novel state-of-the-art Inertial Reactor with Internal Separation (IRIS) combustor was designed and tested. The second phase of the program focused on evaluating the interaction between the individual components and system design optimization. Testing was conducted on the prototype furnace. This work concentrated on optimizing the combustor configuration to yield high combustion efficiencies and prevent the possible agglomeration of coal within the combustor. Also, a new twin-fluid CWS atomizer was designed and tested. This atomizer employed a supersonic airstream to shear the CWS external to the nozzle and thereby eliminated erosion problems. Also, a new furnace system was designed, constructed, and extensively tested. This furnace, called the third-generation system, served as a basis for a manufacturing prototype and included all the necessary controls needed for automatic operation. In life testing of the third-generation furnace system, the unit operated for 200 hours and burned 1,758 pounds of CWS. This translated into an average input rate throughout the test period of 87,200 Btu/hr. During this period, combustion efficiencies ranged from 98.2 to 99.1 percent, with a noted increase in efficiency with time. This furnace was also tested in a cyclic manner for an additional period of 54 hours to evaluate the effect of thermal transients. During cyclic testing, the furnace went through repeated transient cycles, which included startup on oil, transition to CWS, and cool-down. As part of an economic evaluation the high volume cost of a CWS-fired warm air furnace was determined. 90 figs., 7 tabs.

    PEAR (Program for Energy Analysis of Residences) provides an easy-to-use and accurate method of estimating the energy and cost savings associated with various energy conservation measures in site-built single-family homes. Measures such as ceiling, wall, and floor insulation; different window type and glazing layers; infiltration levels; and equipment efficiency can be considered. PEAR also allows the user to consider the effects of roof and wall color, movable night insulation on the windows, reflective and heatmore » absorbing glass, an attached sunspace, and use of a night temperature setback. Regression techniques permit adjustments for different building geometries, window areas and orientations, wall construction, and extension of the data to 880 U.S. locations determined by climate parameters. Based on annual energy savings, user-specified costs of conservation measures, fuel, lifetime of measure, loan period, and fuel escalation and interest rates, PEAR calculates two economic indicators; the Simple Payback Period (SPP) and the Savings-to-Investment Ratio (SIR). Energy and cost savings of different sets of conservation measures can be compared in a single run. The program can be used both as a research tool by energy policy analysts and as a method for nontechnical energy calculation by architects, home builders, home owners, and others in the building industry.« less

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    Residential construction practices are progressing toward higher levels of energy efficiency. A proven strategy to save energy is to simultaneously increase building insulation levels and reduce outdoor air infiltration. Tight homes require intentional mechanical ventilation to ensure healthy indoor air. Overall, this strategy results in a shift in the mix of latent and sensible space conditioning loads, requiring proportionally more moisture to be removed compared to standard homes. There is currently not sufficient information available at a wide enough range of operating points to design dehumidification systems for high performance homes in hot-humid climates. The only industry information available on dehumidifier moisture removal and energy consumption are performance ratings conducted at a single test condition, which does not provide a full representation of dehumidifier operation under real-world conditions. Winkler et al. (2011) developed steady state performance maps to predict dehumidifier performance at a variety of indoor conditions. However, installed heating, ventilating, and air-conditioning (HVAC) equipment rarely operates at steady state. Part load performance testing of residential dehumidifiers is not mandated by current test standards. Therefore, we tested the part load performance of four residential dehumidifiers in the National Renewable Energy Laboratory's (NREL) Advanced HVAC Systems Laboratory . The part load efficiency of each dehumidifier was measured under 13 cycling scenarios, and combined with NREL field data to develop part load fraction (PLF) performance curves under realistic cycling scenarios.
