    The Computerized Instrumented Residential Audit (CIRA), a micro-computer building energy analysis program developed at Lawrence Berkeley Laboratory, uses a monthly variable-base degree-day method to calculate heating and cooling loads. The method's unique feature is its ability to model thermostat setbacks and storage of solar gain. The program accomplishes this by dividing each day into two periods, ''average day'' (8 a.m. to 8 p.m.) and ''average night'' (8 p.m. to 8 a.m.), with different base temperatures. For each mode (heating or cooling) and for each period (day or night), the program reconstructs degree-days as a function of average monthly day or night temperature using three empirical coefficients specific to the location. A comparison is made between degree-days computed from hourly weather tapes and those predicted using this method. The root mean square error between predicted and actual degree days is typically between 3 and 12 degree-days per month. Tables of the coefficients are given for over 150 locations in the United States, computed from hourly dry-bulb temperatures on TRY and TMY tapes. Seasonal predictions of heating and cooling energy budgets using this method show good correspondence to the DOE-2 hourly simulation method.

Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit.     This paper establishes the formulation of a new clear-sky solar radiation model appropriate for algorithms calculating cooling loads in buildings. The aim is to replace the ASHRAE clear-sky model of 1967, whose limitations are well known and are reviewed. The new model is derived in two steps. The first step consists of obtaining a reference irradiance dataset from the REST2 model, which uses a high-performance, validated, two-band clear-sky algorithm. REST2 requires detailed inputs about atmospheric conditions such as aerosols, water vapor, ozone, and ground albedo. The development of global atmospheric datasets used as inputs to REST2 is reviewed. For the most part, these datasets are derived from space observations to guarantee universality and accuracy. In the case of aerosols, point-source terrestrial measurements were also used as ground truthing of the satellite data. The second step of the model consists of fits derived from a REST2-based reference irradiance dataset. These fits enable the derivation of compact, but relatively accurate expressions, for beam and diffuse clear-sky irradiance. The fitted expressions require the tabulation of only two pseudo-optical depths for each month of the year. The resulting model, and its tabulated data, are expected to be incorporated in the 2009 edition of the ASHRAE Handbook of Fundamentals. (author)

    Twice annually, Energy Detente accesses its own twice-monthly supplement, the Fuel Price/Tax Series, for an overview of how prices and taxes for refined petroleum products from natural gas to asphalt for end-users are changing. In this issue, it also updates its review of individual nations' pricing as to controls or free-market practices. The front cover chart reveals that, in terms of US dollars, the world average price of regular leaded (RL) gasoline is US $1.63, and high-octane leaded is US $1.78 - a difference of about 9%. A table details RL retail prices, the taxes pertaining to them, the percentages that those taxes are of prices, plus the January 1983 prices and the price change in US dollars over the period. In terms of US dollars, most price changes since January 1983 appear negative - particularly in the cases of Bolivia, El Salvador, and Nicaragua. A view of actual market price changes in terms of national currencies is depicted in another table. The fuel price/tax series and the principal industrial fuel prices are presented for January 1984 for countries of the Eastern Hemisphere.
