    Research and development efforts are required to address aging and reliability concerns of the existing fleet of nuclear power plants. As most plants continue to operate beyond the license life (i.e., towards 60 or 80 years), plant components are more likely to incur age-related degradation mechanisms. To assess and manage the health of aging plant assets across the nuclear industry, the Electric Power Research Institute has developed a web-based Fleet-Wide Prognostic and Health Management (FW-PHM) Suite for diagnosis and prognosis. FW-PHM is a set of web-based diagnostic and prognostic tools and databases, comprised of the Diagnostic Advisor, the Asset Fault Signature Database, the Remaining Useful Life Advisor, and the Remaining Useful Life Database, that serves as an integrated health monitoring architecture. The main focus of this paper is the implementation of prognostic models for generator step-up transformers in the FW-PHM Suite. One prognostic model discussed is based on the functional relationship between degree of polymerization, (the most commonly used metrics to assess the health of the winding insulation in a transformer) and furfural concentration in the insulating oil. The other model is based on thermal-induced degradation of the transformer insulation. By utilizing transformer loading information, established thermal models are used to estimate the hot spot temperature inside the transformer winding. Both models are implemented in the Remaining Useful Life Database of the FW-PHM Suite. The Remaining Useful Life Advisor utilizes the implemented prognostic models to estimate the remaining useful life of the paper winding insulation in the transformer based on actual oil testing and operational data.

    We show that the average aromatic cluster size in complex carbonaceous materials can be accurately determined using fast magic-angle spinning (MAS) NMR at a high magnetic field. To accurately quantify the nonprotonated aromatic carbon, we edited the 13C spectra using the recently reported MAS-synchronized spinecho, which alleviated the problem of rotational recoupling of 1H-13C dipolar interactions associated with traditional dipolar dephasing experiments. The dependability of this approach was demonstrated on selected Argonne Premium coal standards, for which full sets of basic structural parameters were determined with high accuracy.

    Average burnup of damaged fuels loaded in Fukushima Dai-ichi reactors is estimated, using the {sup 134}Cs/{sup 137}Cs ratio method for measured radioactivities of {sup 134}Cs and {sup 137}Cs in contaminated soils within the range of 100 km from the Fukushima Dai-ichi nuclear power plants. As a result, the measured {sup 134}Cs/{sup 137}Cs ratio from the contaminated soil is 0.996{+-}0.07 as of March 11, 2011. Based on the {sup 134}Cs/{sup 137}Cs ratio method, the estimated burnup of damaged fuels is approximately 17.2{+-}1.5 [GWd/tHM]. It is noted that the numerical results of various calculation codes (SRAC2006/PIJ, SCALE6.0/TRITON, and MVP-BURN) are almost the same evaluation values of {sup 134}Cs/ {sup 137}Cs ratio with same evaluated nuclear data library (ENDF-B/VII.0). The void fraction effect in depletion calculation has a major impact on {sup 134}Cs/{sup 137}Cs ratio compared with the differences between JENDL-4.0 and ENDF-B/VII.0. (authors)

    The averaged null energy condition has known violations for quantum fields in curved space, even when one considers only achronal geodesics. Many such examples involve rapid variation in the stress-energy tensor in the vicinity of the geodesic under consideration, giving rise to the possibility that averaging in additional dimensions would yield a principle universally obeyed by quantum fields. However, after discussing various procedures for additional averaging, including integrating over all dimensions of the manifold, we give here a class of examples that violate any such averaged condition.

    A method and apparatus for improving the performance of a thermal breeder reactor having regions of higher than average moderator concentration are disclosed. The fuel modules of the reactor core contain at least two different types of fuel elements, a high enrichment fuel element and a low enrichment fuel element. The two types of fuel elements are arranged in the fuel module with the low enrichment fuel elements located between the high moderator regions and the high enrichment fuel elements. Preferably, shim rods made of a fertile material are provided in selective regions for controlling the reactivity of the reactor by movement of the shim rods into and out of the reactor core. The moderation of neutrons adjacent the high enrichment fuel elements is preferably minimized as by reducing the spacing of the high enrichment fuel elements and/or using a moderator having a reduced moderating effect.

  13. Dynamic Multiscale Averaging (DMA) of Turbulent Flow

    A new approach called dynamic multiscale averaging (DMA) for computing the effects of turbulent flow is described. The new method encompasses multiple applications of temporal and spatial averaging, that is, multiscale operations. Initially, a direct numerical simulation (DNS) is performed for a relatively short time; it is envisioned that this short time should be long enough to capture several fluctuating time periods of the smallest scales. The flow field variables are subject to running time averaging during the DNS. After the relatively short time, the time-averaged variables are volume averaged onto a coarser grid. Both time and volume averaging of the describing equations generate correlations in the averaged equations. These correlations are computed from the flow field and added as source terms to the computation on the next coarser mesh. They represent coupling between the two adjacent scales. Since they are computed directly from first principles, there is no modeling involved. However, there is approximation involved in the coupling correlations as the flow field has been computed for only a relatively short time. After the time and spatial averaging operations are applied at a given stage, new computations are performed on the next coarser mesh using a larger time step. The process continues until the coarsest scale needed is reached. New correlations are created for each averaging procedure. The number of averaging operations needed is expected to be problem dependent. The new DMA approach is applied to a relatively low Reynolds number flow in a square duct segment. Time-averaged stream-wise velocity and vorticity contours from the DMA approach appear to be very similar to a full DNS for a similar flow reported in the literature. Expected symmetry for the final results is produced for the DMA method. The results obtained indicate that DMA holds significant potential in being able to accurately compute turbulent flow without modeling for practical

    The measure problem of cosmology is how to obtain normalized probabilities of observations from the quantum state of the universe. This is particularly a problem when eternal inflation leads to a universe of unbounded size so that there are apparently infinitely many realizations or occurrences of observations of each of many different kinds or types, making the ratios ambiguous. There is also the danger of domination by Boltzmann Brains. Here two new Spacetime Average Density (SAD) measures are proposed, Maximal Average Density (MAD) and Biased Average Density (BAD), for getting a finite number of observation occurrences by using properties of the Spacetime Average Density (SAD) of observation occurrences to restrict to finite regions of spacetimes that have a preferred beginning or bounce hypersurface. These measures avoid Boltzmann brain domination and appear to give results consistent with other observations that are problematic for other widely used measures, such as the observation of a positive cosmological constant.

    This contribution describes some of the challenges associated with developing a polarized electron source capable of uninterrupted days-long operation at milliAmpere average beam current with polarization greater than 80%. Challenges will be presented in the context of assessing the required level of extrapolation beyond the performance of today's CEBAF polarized source operating at ~ 200 uA average current. Estimates of performance at higher current will be based on hours-long demonstrations at 1 and 4 mA. Particular attention will be paid to beam-related lifetime-limiting mechanisms, and strategies to construct a photogun that operate reliably at bias voltage > 350kV.

    Historically, the first demonstration of the optical FEL was in an amplifier configuration at Stanford University [l]. There were other notable instances of amplifying a seed laser, such as the LLNL PALADIN amplifier [2] and the BNL ATF High-Gain Harmonic Generation FEL [3]. However, for the most part FELs are operated as oscillators or self amplified spontaneous emission devices. Yet, in wavelength regimes where a conventional laser seed can be used, the FEL can be used as an amplifier. One promising application is for very high average power generation, for instance FEL's with average power of 100 kW or more. The high electron beam power, high brightness and high efficiency that can be achieved with photoinjectors and superconducting Energy Recovery Linacs (ERL) combine well with the high-gain FEL amplifier to produce unprecedented average power FELs. This combination has a number of advantages. In particular, we show that for a given FEL power, an FEL amplifier can introduce lower energy spread in the beam as compared to a traditional oscillator. This properly gives the ERL based FEL amplifier a great wall-plug to optical power efficiency advantage. The optics for an amplifier is simple and compact. In addition to the general features of the high average power FEL amplifier, we will look at a 100 kW class FEL amplifier is being designed to operate on the 0.5 ampere Energy Recovery Linac which is under construction at Brookhaven National Laboratory's Collider-Accelerator Department.

    The technology base formed by the development of high peak power simulators, laser drivers, FEL`s, and ICF drivers from the early 60`s through the late 80`s is being extended to high average power short-pulse machines with the capabilities of supporting new types of manufacturing processes and performing new roles in environmental cleanup applications. This paper discusses a process for identifying and developing possible commercial applications, specifically those requiring very high average power levels of hundreds of kilowatts to perhaps megawatts. The authors discuss specific technology requirements and give examples of application development efforts. The application development work is directed at areas that can possibly benefit from the high specific energies attainable with short pulse machines.

    The use of alternative fuels in the transportation industry has gained a strong support in recent years. In this paper an attempt was made to evaluate the use of liquefied petroleum gas (LPG) and compressed natural gas (NG) by 25 LPG-bifuel and 14 NG-bifuel vehicles that are operated by 33 transit systems throughout Nebraska. A set of performance measures such as average fuel efficiency in kilometers per liter, average fuel cost per kilometer, average oil consumption, and average operation and maintenance cost for alternatively fueled vehicles were calculated and compared with similar performance measures of gasoline powered vehicles. The results of the study showed that the average fuel efficiency of gasoline is greater than those of LPG and NG, and the average fuel costs (dollars per kilometer) for LPG and NG are smaller than those for gasoline for most of the vehicles under this study.

    A quantum average atom model is reformulated using Green's functions. This allows integrals along the real energy axis to be deformed into the complex plane. The advantage being that sharp features such as resonances and bound states are broadened by a Lorentzian with a half-width chosen for numerical convenience. An implementation of this method therefore avoids numerically challenging resonance tracking and the search for weakly bound states, without changing the physical content or results of the model. A straightforward implementation results in up to a factor of 5 speed-up relative to an optimized orbital based code.

That's down a tenth of a penny from a week ago, based on the weekly price survey by the U.S. Energy Information Administration. Diesel prices were highest in the New England region at 4.39 a gallon, up 3-tenths of a penny from a week ago. Prices were lowest in the Gulf Coast states at 3.79 a gallon, down 1.3 cents.

    A fuel economizer device for use with an internal combustion engine fitted with a carburetor is disclosed. The fuel economizer includes a plate member which is mounted between the carburetor and the intake portion of the intake manifold. The plate member further has at least one aperture formed therein. One tube is inserted through the at least one aperture in the plate member. The one tube extends longitudinally in the passage of the intake manifold from the intake portion toward the exit portion thereof. The one tube concentrates the mixture of fuel and air from the carburetor and conveys the mixture of fuel and air to a point adjacent but spaced away from the inlet port of the internal combustion engine.

    The outlook for distillate fuel oil this winter is for increased demand and a return to normal inventory patterns, assuming a resumption of normal, cooler weather than last winter. With industrial production expected to grow slightly from last winter`s pace, overall consumption is projected to increase 3 percent from last winter, to 3.4 million barrels per day during the heating season (October 1, 1995-March 31, 1996). Much of the supply win come from stock drawdowns and refinery production. Estimates for the winter are from the Energy Information Administration`s (EIA) 4th Quarter 1995 Short-Tenn Energy Outlook (STEO) Mid-World Oil Price Case forecast. Inventories in place on September 30, 1995, of 132 million barrels were 9 percent below the unusually high year-earlier level. Inventories of high-sulfur distillate fuel oil, the principal type used for heating, were 13 percent lower than a year earlier. Supply problems are not anticipated because refinery production and the ready availability of imports should be adequate to meet demand. Residential heating off prices are expected to be somewhat higher than last winter`s, as the effects of lower crude oil prices are offset by lower distillate inventories. Heating oil is forecast to average $0.92 per gallon, the highest price since the winter of 1992-93. Diesel fuel (including tax) is predicted to be slightly higher than last year at $1.13 per gallon. This article focuses on the winter assessment for distillate fuel oil, how well last year`s STEO winter outlook compared to actual events, and expectations for the coming winter. Additional analyses include regional low-sulfur and high-sulfur distillate supply, demand, and prices, and recent trends in distillate fuel oil inventories.

    Disclosed is an improved method of reforming a gaseous reformable fuel within a solid oxide fuel cell generator, wherein the solid oxide fuel cell generator has a plurality of individual fuel cells in a refractory container, the fuel cells generating a partially spent fuel stream and a partially spent oxidant stream. The partially spent fuel stream is divided into two streams, spent fuel stream I and spent fuel stream II. Spent fuel stream I is burned with the partially spent oxidant stream inside the refractory container to produce an exhaust stream. The exhaust stream is divided into two streams, exhaust stream I and exhaust stream II, and exhaust stream I is vented. Exhaust stream II is mixed with spent fuel stream II to form a recycle stream. The recycle stream is mixed with the gaseous reformable fuel within the refractory container to form a fuel stream which is supplied to the fuel cells. Also disclosed is an improved apparatus which permits the reforming of a reformable gaseous fuel within such a solid oxide fuel cell generator. The apparatus comprises a mixing chamber within the refractory container, means for diverting a portion of the partially spent fuel stream to the mixing chamber, means for diverting a portion of exhaust gas to the mixing chamber where it is mixed with the portion of the partially spent fuel stream to form a recycle stream, means for injecting the reformable gaseous fuel into the recycle stream, and means for circulating the recycle stream back to the fuel cells.

    In January 1982, the Department of Energy guaranteed a loan for the construction and startup of the Great Plains project. On August 1, 1985, the partnership defaulted on the $1.54 billion loan, and DOE acquired control of, and then title to, the project. DOE continued to operate the plant, through the ANG Coal Gasification Company, and sell synthetic fuel. The DOE's ownership and divestiture of the plant is discussed.

    The U.S. Environmental Protection Agency (EPA) grants Certificates of Conformity for alternative fuel conversion systems and also offers other forms of premarket registration of conversion kits for use in vehicles more than two model years old. Use of alternative fuels such as ethanol, natural gas, and propane are encouraged by the Energy Policy Act of 1992. Several original equipment manufacturers (OEMs) produce emissions-certified vehicles capable of using alternative fuels, and several alternative fuel conversion system manufacturers produce EPA-approved conversion systems for a variety of alternative fuels and vehicle types. To date, only one manufacturer (Flex Fuel U.S.) has received EPA certifications for ethanol fuel (E85) conversion kits. This report details an independent evaluation of a vehicle with a legal installation of a Flex Fuel U.S. conversion kit. A 2006 Dodge Charger was baseline tested with ethanol-free certification gasoline (E0) and E20 (gasoline with 20 vol % ethanol), converted to flex-fuel operation via installation of a Flex Box Smart Kit from Flex Fuel U.S., and retested with E0, E20, E50, and E81. Test cycles included the Federal Test Procedure (FTP or city cycle), the highway fuel economy test (HFET), and the US06 test (aggressive driving test). Averaged test results show that the vehicle was emissions compliant on E0 in the OEM condition (before conversion) and compliant on all test fuels after conversion. Average nitrogen oxide (NOx) emissions exceeded the Tier 2/Bin 5 intermediate life NO{sub X} standard with E20 fuel in the OEM condition due to two of three test results exceeding this standard [note that E20 is not a legal fuel for non-flexible-fuel vehicles (non-FFVs)]. In addition, one E0 test result before conversion and one E20 test result after conversion exceeded the NOX standard, although the average result in these two cases was below the standard. Emissions of ethanol and acetaldehyde increased with increasing ethanol

    To reduce the risk of fuel-rod failures, utilities operate their nuclear reactors within conservative limits on power increases proposed by nuclear-fuel vendors. Of particular concern to US utilities is that adopting these limits results in an industrywide average plant capacity loss of 3% in BWR designs and 0.3% in PWR designs. To replace lost BWR capacity by other generating means currently costs the utilities $150 million annually, and losses for PWRs are about $20 million. Efforts are therefore being made to identify the factors responsible for Zircaloy degradation under PCI condition and to improve nuclear-fuel-rod design and reactor operation.

    An experimental study was conducted using the dumping technique (total cylinder sampling) to produce cylinder mass-averaged nitric oxide histories. Data were taken using a four stroke diesel research engine employing a quiescent chamber, high pressure direct ijection fuel system, and simulated turbocharging. Two fuels were used to determine fuel cetane number effects. Two loads were run, one at an equivalence ratio of 0.5 and the other at a ratio of 0.3. The engine speed was held constant at 1500 rpm. Under the turbocharged and retarded timing conditions of this study, nitric oxide was produced up to the point of about 85% mass burned. Two different models were used to simulate the engine mn conditions: the phenomenological Hiroyasu spray-combustion model, and the three dimensional, U.W.-ERO modified KIVA-lI computational fluid dynamic code. Both of the models predicted the correct nitric oxide trend. Although the modified KIVA-lI combustion model using Zeldovich kinetics correctly predicted the shapes of the nitric oxide histories, it did not predict the exhaust concentrations without arbitrary adjustment based on experimental values.

    We show that the averaged null energy condition can be violated by a conformally coupled scalar field in a conformally flat spacetime in 3+1 dimensions. The violation is dependent on the quantum state and can be made as large as desired. It does not arise from the presence of anomalies, although anomalous violations are also possible. Since all geodesics in conformally flat spacetimes are achronal, the achronal averaged null energy condition is likewise violated.

    The cost of railway diesel fuel has become an increasingly high proportion of railway operating expenses. The paper analyzes the generation and utilization of rail horsepower in freight train operations. The effects on fuel consumption of variations in several parameters including train consist, car weight, gradient, average speed, meet strategy, throttle control, locomotive axle arrangement, and train marshalling are examined.     A catalytic organic fuel processing apparatus, which can be used in a fuel cell power system, contains within a housing a catalyst chamber, a variable speed fan, and a combustion chamber. Vaporized organic fuel is circulated by the fan past the combustion chamber with which it is in indirect heat exchange relationship. The heated vaporized organic fuel enters a catalyst bed where it is converted into a desired product such as hydrogen needed to power the fuel cell. During periods of high demand, air is injected upstream of the combustion chamber and organic fuel injection means to burn with some of the organic fuel on the outside of the combustion chamber, and thus be in direct heat exchange relation with the organic fuel going into the catalyst bed.

    A graph shows how Indonesia's prices for regular and premium leaded gasolines and diesel fuel compare to the world average price, in US dollars per gallon: USA $0.28 lower for regular leaded gasoline, $0.30 lower for premium leaded, and $0.48 lower for diesel. Such proximity to world averages is of note in the context that Indonesia, a developing country with pressing needs for industrial and social development, does not internally provide the deep consumer subsidies that have long persisted in many such oil-producing countries. Although the other three countries shown on the graph have recently moved to cut internal fuel price subsidies, they still price these three important fuels more deeply below the world average than does Indonesia. A table details Indonesia's internal market price changes over time, by petroleum product. A chart tracks Indonesia's oil exports since 1966. The year of the first world oil price shock, 1973, shows a dramatic increase in exports, but that near-doubling was not repeated during the period of the second price shock, 1978-1979. As of 182, exports (by now including condensates) had fallen to pre-Arab Oil Embargo levels. This issue contains the fuel price/tax series and the principal industrial fuel prices for August 1984 for countries of the Western Hemisphere.     Fuel cells are being developed to power cleaner, more fuel efficient automobiles. The fuel cell technology favored by many automobile manufacturers is PEM fuel cells operating with H2 from liquid fuels like gasoline and diesel. A key challenge to the commercialization of PEM fuel cell based powertrains is the lack of sufficiently small and inexpensive fuel processors. Improving the performance and cost of the fuel processor will require the development of better performing catalysts, new reactor designs and better integration of the various fuel processing components. These components and systems could also find use in natural gas fuel processing for stationary, distributed generation applications. Prototype fuel processors were produced, and evaluated against the Department of Energy technical targets. Significant advances were made by integrating low-cost microreactor systems, high activity catalysts, π-complexation adsorbents, and high efficiency microcombustor/microvaporizers developed at the University of Michigan. The microreactor system allowed (1) more efficient thermal coupling of the fuel processor operations thereby minimizing heat exchanger requirements, (2) improved catalyst performance due to optimal reactor temperature profiles and increased heat and mass transport rates, and (3) better cold-start and transient responses.

    A fuel cell assembly in which fuel cells adapted to internally reform fuel and fuel reformers for reforming fuel are arranged in a fuel cell stack. The fuel inlet ports of the fuel cells and the fuel inlet ports and reformed fuel outlet ports of the fuel reformers are arranged on one face of the fuel cell stack. A manifold sealing encloses this face of the stack and a reformer fuel delivery system is arranged entirely within the region between the manifold and the one face of the stack. The fuel reformer has a foil wrapping and a cover member forming with the foil wrapping an enclosed structure.
