    Assessing the impacts of dynamic-pricing under the smart grid concept is becoming extremely important for deciding its full deployment. In this paper, we develop a model that represents the response of consumers to dynamic pricing. In the model, consumers use forecasted day-ahead prices to shift daily energy consumption from hours when the price is expected to be high to hours when the price is expected to be low while maintaining the total energy consumption as unchanged. We integrate the consumer response model into the Electricity Market Complex Adaptive System (EMCAS). EMCAS is an agent-based model that simulates restructured electricity markets. We explore the impacts of dynamic-pricing on price spikes, peak demand, consumer energy bills, power supplier profits, and congestion costs. A simulation of an 11-node test network that includes eight generation companies and five aggregated consumers is performed for a period of 1 month. In addition, we simulate the Korean power system.

    The Department of Energy’s Energy Information Administration (EIA) recently released its short term forecast for residential energy prices for the winter of 2005-2006. The forecast indicates significant increases in fuel costs, particularly for natural gas, propane, and home heating oil, for the year ahead. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation’s low-income households by primary heating fuel type, nationally and by Census Region. The statistics are intended for the use of policymakers in the Department of Energy’s Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2006 fiscal year.

The forecast indicates increases in costs for low-income consumers in the year ahead, particularly for those using fuel oil to heat their homes. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation's low-income households by primary heating fuel type, nationally and by Census Region. The report provides an update of bill estimates provided in a previous study, "The Impact Of Forecasted Energy Price Increases On Low-Income Consumers" (Eisenberg, 2005). The statistics are intended for use by policymakers in the Department of Energy's Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2008 fiscal year. In addition to providing expenditure forecasts for the year immediately ahead, this analysis uses a similar methodology to give policy makers some insight into one of the major policy debates that will impact low-income energy expenditures well into the middle decades of this century and beyond. There is now considerable discussion of employing a cap-and-trade mechanism to first limit and then reduce U.S. emissions of carbon into the atmosphere in order to combat the long-range threat of human-induced climate change. The Energy Information Administration has provided an analysis of projected energy prices in the years 2020 and 2030 for one such cap-and-trade carbon reduction proposal that, when integrated with the RECS 2001 database, provides estimates of how low-income households will be impacted over the long term by such a carbon reduction policy.

Such proximity to world averages is of note in the context that Indonesia, a developing country with pressing needs for industrial and social development, does not internally provide the deep consumer subsidies that have long persisted in many such oil-producing countries. Although the other three countries shown on the graph have recently moved to cut internal fuel price subsidies, they still price these three important fuels more deeply below the world average than does Indonesia. A table details Indonesia's internal market price changes over time, by petroleum product. A chart tracks Indonesia's oil exports since 1966. The year of the first world oil price shock, 1973, shows a dramatic increase in exports, but that near-doubling was not repeated during the period of the second price shock, 1978-1979. As of 182, exports (by now including condensates) had fallen to pre-Arab Oil Embargo levels. This issue contains the fuel price/tax series and the principal industrial fuel prices for August 1984 for countries of the Western Hemisphere.     This article describes the sampling frames and basic data collection methods for petroleum price data reported by Energy Information Administration (EIA) and other Government agencies. In addition, it compares and contrasts annual average prices reported by EIA with comparable prices from the Bureau of Labor Statistics (BLS) CPI (Consumer Price Indexes) for the retail prices of residential No. 2 distillate, on-highway diesel fuel and motor gasoline (all grades.) Further, it compares refiner wholesale/resale prices for No. 2 fuel oil, No. 2 diesel fuel, motor gasoline (all grades,) kerosene-type jet fuel and residual fuel oil reported by EIA with comparable prices from the BLS PPI (Producer Price Index.)   4. Estimating Price Elasticity using Market-Level Appliance Data

    This report provides and update to and expansion upon our 2008 LBNL report “An Analysis of the Price Elasticity of Demand for Appliances,” in which we estimated an average relative price elasticity of -0.34 for major household appliances (Dale and Fujita 2008). Consumer responsiveness to price change is a key component of energy efficiency policy analysis; these policies influence consumer purchases through price both explicitly and implicitly. However, few studies address appliance demand elasticity in the U.S. market and public data sources are generally insufficient for rigorous estimation. Therefore, analysts have relied on a small set of outdated papers focused on limited appliance types, assuming long-term elasticities estimated for other durables (e.g., vehicles) decades ago are applicable to current and future appliance purchasing behavior. We aim to partially rectify this problem in the context of appliance efficiency standards by revisiting our previous analysis, utilizing data released over the last ten years and identifying additional estimates of durable goods price elasticities in the literature. Reviewing the literature, we find the following ranges of market-level price elasticities: -0.14 to -0.42 for appliances; -0.30 to -1.28 for automobiles; -0.47 to -2.55 for other durable goods. Brand price elasticities are substantially higher for these product groups, with most estimates -2.0 or more elastic. Using market-level shipments, sales value, and efficiency level data for 1989-2009, we run various iterations of a log-log regression model, arriving at a recommended range of short run appliance price elasticity between -0.4 and -0.5, with a default value of -0.45.

    In part, the impetus for restructuring the U.S. electricity industry stems from the large regional disparities in electricity prices. Indeed, industry reforms are moving most rapidly in high-cost states, such as California and those in the Northeast. Legislators, regulators, and many others in states that enjoy low electricity prices, on the other hand, ask whether increased competition will benefit consumers in their states. This report quantifies the effects of increased competition on electricity consumers and producers in two regions, the Pacific Northwest and California. California`s generating costs are roughly double those of the Northwest. We use a new strategic-planning model called Oak Ridge Competitive Electricity Dispatch (ORCED) to conduct these analyses. Specifically, we analyzed four cases: a pre-competition base case intended to represent conditions as they might exist under current regulation in the year 2000, a post-competition case in which customer loads and load shapes respond to real-time electricity pricing, a sensitivity case in which natural-gas prices are 20% higher than in the base case, and a sensitivity case in which the hydroelectric output in the Northwest is 20% less than in the base case. The ORCED analyses suggest that, absent regulatory intervention, retail competition would increase profits for producers in the Northwest and lower prices for consumers in California at the expense of consumers in the Northwest and producers in California. However, state regulators may be able to capture some or all of the increased profits and use them to lower electricity prices in the low-cost region. Perhaps the most straightforward way to allocate the costs and benefits to retail customers is through development of transition-cost charges or credits.     For many years, electricity, gas and district heating tariffs for residential consumers were very low in Ukraine; until recently, they were even lower than in neighbouring countries such as Russia. The increases in gas and electricity tariffs, implemented in 2006, are an important step toward sustainable pricing levels; however, electricity and natural gas (especially for households) are still priced below the long-run marginal cost. The problem seems even more serious in district heating and nuclear power. According to the Ministry of Construction, district heating tariffs, on average, cover about 80% of costs. Current electricity prices do not fully include the capital costs of power stations, which are particularly high for nuclear power. Although the tariff for nuclear electricity generation includes a small decommissioning charge, it has not been sufficient to accumulate necessary funds for nuclear plants decommissioning.

    Twice annually, Energy Detente accesses its own twice-monthly supplement, the Fuel Price/Tax Series, for an overview of how prices and taxes for refined petroleum products from natural gas to asphalt for end-users are changing. In this issue, it also updates its review of individual nations' pricing as to controls or free-market practices. The front cover chart reveals that, in terms of US dollars, the world average price of regular leaded (RL) gasoline is US $1.63, and high-octane leaded is US $1.78 - a difference of about 9%. A table details RL retail prices, the taxes pertaining to them, the percentages that those taxes are of prices, plus the January 1983 prices and the price change in US dollars over the period. In terms of US dollars, most price changes since January 1983 appear negative - particularly in the cases of Bolivia, El Salvador, and Nicaragua. A view of actual market price changes in terms of national currencies is depicted in another table. The fuel price/tax series and the principal industrial fuel prices are presented for January 1984 for countries of the Eastern Hemisphere.

    The Automotive Deployment Option Projection Tool (ADOPT) is a light-duty vehicle consumer choice and stock model supported by the U.S. Department of Energy’s Vehicle Technologies Office. It estimates technology improvement impacts on U.S. light-duty vehicles sales, petroleum use, and greenhouse gas emissions. ADOPT uses techniques from the multinomial logit method and the mixed logit method estimate sales. Specifically, it estimates sales based on the weighted value of key attributes including vehicle price, fuel cost, acceleration, range and usable volume. The average importance of several attributes changes nonlinearly across its range and changes with income. For several attributes, a distribution of importance around the average value is used to represent consumer heterogeneity. The majority of existing vehicle makes, models, and trims are included to fully represent the market. The Corporate Average Fuel Economy regulations are enforced. The sales feed into the ADOPT stock model. It captures key aspects for summing petroleum use and greenhouse gas emissions This includes capturing the change in vehicle miles traveled by vehicle age, the creation of new model options based on the success of existing vehicles, new vehicle option introduction rate limits, and survival rates by vehicle age. ADOPT has been extensively validated with historical sales data. It matches in key dimensions including sales by fuel economy, acceleration, price, vehicle size class, and powertrain across multiple years. A graphical user interface provides easy and efficient use. It manages the inputs, simulation, and results.

    High and volatile natural gas prices have increasingly led to calls for investments in renewable energy and energy efficiency. One line of argument is that deployment of these resources may lead to reductions in the demand for and price of natural gas. Many recent U.S.-based modeling studies have demonstrated that this effect could provide significant consumer savings. In this article we evaluate these studies, and benchmark their findings against economic theory, other modeling results, and a limited empirical literature. We find that many uncertainties remain regarding the absolute magnitude of this effect, and that the reduction in natural gas prices may not represent an increase in aggregate economic wealth. Nonetheless, we conclude that many of the studies of the impact of renewable energy and energy efficiency on natural gas prices appear to have represented this effect within reason, given current knowledge. These studies specifically suggest that a 1% reduction in U.S. natural gas demand could lead to long-term average wellhead price reductions of 0.8% to 2%, and that each megawatt-hour of renewable energy and energy efficiency may benefit natural gas consumers to the tune of at least $7.5 to $20.

    This paper describes a methodology for evaluating an optimal set of transmission prices, to be charged for use of a transmission system on a time-of-use basis. The transmission prices are determined by maximizing the global benefit of using the transmission system that allocates both capacity and operational costs. The security considerations are explicitly taken into account by incorporating security factors in the algorithm. The important issue of revenue recovery by the transmission utility is addressed by modifying the optimum prices without affecting the consumer behavior. This can be achieved by setting the prices within indifference intervals over which consumers are insensitive to transmission prices. Application of the methodology is illustrated on the IEEE 24 bus test system.
