    There is an enduring requirement to improve our ability to detect potential threats and discriminate these from the legitimate commercial and recreational activity ongoing in the nearshore/littoral portion of the maritime domain. The Northwest Maritime Information and Littoral Operations (NW-MILO) Program at PNNL’s Coastal Security Institute in Sequim, Washington is establishing a methodology to detect and classify these threats - in part through developing a better understanding of acoustic signatures in a near-shore environment. The purpose of the acoustic data collection described here is to investigate the acoustic signatures of small vessels. The data is being recorded continuously, 24 hours a day, along with radar track data and imagery. The recording began in August 2008, and to date the data contains tens of thousands of signals from small vessels recorded in a variety of environmental conditions. The quantity and variety of this data collection, with the supporting imagery and radar track data, makes it particularly useful for the development of robust acoustic signature models and advanced algorithms for signal classification and information extraction. The underwater acoustic sensing system is part of a multi-modal sensing system that is operating near the mouth of Sequim Bay. Sequim Bay opens onto the Straight of Juan de Fuca, which contains part of the border between the U.S. and Canada. Table 1 lists the specific components used for the NW-MILO system. The acoustic sensor is a hydrophone permanently deployed at a mean depth of about 3 meters. In addition to a hydrophone, the other sensors in the system are a marine radar, an electro-optical (EO) camera and an infra-red (IR) camera. The radar is integrated with a vessel tracking system (VTS) that provides position, speed and heading information. The data from all the sensors is recorded and saved to a central server.     Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. The survey of this site, 110 E. Hunter Avenue, Maywood, New Jersey (MJ022), was conducted during 1987. Following the removal of a small chunk of material showing elevated gamma exposure rates, all radionuclide concentrations and measurements conformed to DOE remedial action criteria. The slightly elevated radionuclide concentrations found in other soil samples were the result of naturally enhances radioactivity characteristic of some environmental materials such as coal ash and were unrelated to operations at the MCW site. The survey data demonstrate that the property requires no further action on the part of DOE. 4 refs., 2 figs., 3 tabs.

    A radiological survey was conducted over a proposed construction corridor in the vicinity of the former Cotter site at 9200 Latty Avenue. The survey included gamma exposure rates at the ground surface and at 1 m above the surface throughout the site, sampling of surface soil, sampling of subsurface soil from auger holes, gamma logging of auger holes, and sampling of subsurface water. The results of the survey demonstrated some degree of radioactive contamination in all areas of the construction corridor, extending north and south in some regions onto adjacent private properties. Redistribution of the contamination by flooding, surface runoff, and road and utility line activities was evident. The pattern of contamination ranged from widespread to isolated spots and was found to occur from near the surface to depths of approx.1.8 m. The most highly contaminated region was noted on both sides of Latty Avenue adjacent to the former Cotter site. Concentrations of /sup 230/Th in soil from that region were as high as 16,000 pCi/g.

    The Pacific Northwest National Laboratory (PNNL) has launched a project funded by the Bonneville Power Association (BPA) to identify strategies for increasing industrial energy efficiency and reducing energy costs of Northwest Food Processors Association (NWFPA) plants through deployment of novel combinations and designs of variable-output combined heat and power (CHP) distributed generation (DG), combined cooling, heating and electric power (CCHP) DG and energy storage systems. Detailed evaluations and recommendations of CHP and CCHP DG systems will be performed for several Northwest (NW) food processing sites. The objective is to reduce the overall energy use intensity of NW food processors by 25% by 2020 and by 50% by 2030, as well as reducing emissions and understanding potential congestion reduction impacts on the transmission system in the Pacific Northwest.

    Northern Power Systems specializes in direct drive wind turbine designs. CRADA CRD-10-394 involved testing the NW2200 wind turbine power train. Power train testing is important because it allows validation of the generator design and some control algorithms prior to installation on a tower, where this data would be more difficult and time consuming to collect. In an effort to keep the commercial product schedule on time, Northern Power requested testing support from the National Renewable Energy Laboratory for this testing. The test program was performed using NREL's 2.5 MW dynamometer test bed at the National Wind Technology Center near Boulder, CO.

    This report describes the environmental surveillance program at the Hazelwood Interim storage Site (HISS) and surrounding area, provides the results for 1992, and discusses applicable environmental standards and requirements with which the results were compared. HISS is located in eastern Missouri in the City of Hazelwood (St. Louis County) and occupies approximately 2.2 ha (5.5 acres). Environmental monitoring of HISS began in 1984 when the site was assigned to the US Department of Energy (DOE) as part of the decontamination research and development project authorized by Congress under the 1984 Energy and Water Development Appropriations Act. DOE placed responsibility for HISS under the Formerly Utilized Sites Remedial Action Program (FUSRAP), which was established to identify and decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. In 1992 there were no environmental occurrences or unplanned contaminant releases as defined in DOE requirements and in the Superfund Amendment and Reauthorization Act (SARA) Title III of CERCLA.

    In light of the results of the comprehensive radiological assessment of the annex and auxiliary facilities, the following conclusions can be made: There is no immediate hazard from the elevated levels of radioactivity detected; however, some of these levels are above criteria. The radon, thoron, actinon, long-lived particulates, and tritium in the air are all below criteria for unrestricted use. Some ductwork has been identified as being contaminated. All ductwork must, therefore, be considered potentially contaminated. Since several floor drains were found to exhibit elevated readings, and the samples had elevated concentrations of radionuclides, it must be concluded that the drain and sewer systems of the Annex are contaminated with radioactive material. Since the samples collected from the storm and sewer systems outside the building also had elevated concentrations of radionuclides, these systems are also considered contaminated with radioactive material. The grounds around the Annex have exhibited background concentrations of radionuclides. Two rooms, B-330 and B-332, were inaccessible for survey due to the presence of stored furniture and equipment. Therefore, no comment about their radiological status can be made. At the common baseboard for Room C-12 and C-16 and on the floor below the tile in Room C-40, contamination appeared to be masked by construction modifications. Other areas of the Annex must also be considered potentially contaminated where modifications may have masked the contamination.

    Northwest and Far East Russia contain large quantities of unsecured spent nuclear fuel (SNF) from decommissioned submarines that potentially threaten the fragile environments of the surrounding Arctic and North Pacific regions. The majority of the SNF from the Russian Navy, including that from decommissioned nuclear submarines, is currently stored in on-shore and floating storage facilities. Some of the SNF is damaged and stored in an unstable condition. Existing Russian transport infrastructure and reprocessing facilities cannot meet the requirements for moving and reprocessing this amount of fuel. Additional interim storage capacity is required. Most of the existing storage facilities being used in Northwest Russia do not meet health and safety, and physical security requirements. The United States and Norway are currently providing assistance to the Russian Federation (RF) in developing systems for managing these wastes. If these wastes are not properly managed, they could release significant concentrations of radioactivity to these sensitive environments and could become serious global environmental and physical security issues. There are currently three closely-linked trilateral cooperative projects: development of a prototype dual-purpose transport and storage cask for SNF, a cask transshipment interim storage facility, and a fuel drying and cask de-watering system. The prototype cask has been fabricated, successfully tested, and certified. Serial production is now underway in Russia. In addition, the U.S. and Russia are working together to improve the management strategy for nuclear submarine reactor compartments after SNF removal.

The result is a material with properties similar to cold worked material, but without the loss in ductility traditionally seen with such treatments. Furthermore, 304L LENS material exhibits good corrosion resistance and hydrogen compatibility. This report gives a background of the LENS process including materials analysis addressing the requirements of a number of different applications. Suggestions are given to aid both the product engineer and the process engineer in the successful utilization of LENS for their applications. The results of testing on interface strength, machinability, weldability, corrosion resistance, geometric effects, heat treatment, and repair strategy testing are all included. Finally, the qualification of the LENS process is briefly discussed to give the user confidence in selecting LENS as the process of choice for high rigor applications. The testing showed LENS components to have capability in repair/modification applications requiring complex castings (W80-3 D-Bottle bracket), thin wall parts requiring metal to be rebuilt onto the part (W87 Firing Set Housing and Y-12 Test Rings), the filling of counterbores for use in reservoir reclamation welding (SRNL hydrogen compatibility study) and the repair of surface defects on pressure vessels (SRNL gas bottle repair). The material is machinable, as testing has shown that LENS deposited material machines similar to that of welded metal. Tool wear is slightly higher in LENS material than in wrought material, but not so much that one would be concerned with increased tooling cost. The LENS process achieved process qualification for the AY1E0125 D-Bottle Bracket from the W80-3 LEP program, and in the effort, also underwent testing in weapons environments. These tests included structural dynamic response testing and drop testing. The LENS deposited parts were compared in these tests with conventionally machined parts and showed equivalency to such an extent that the parts were accepted for use in parallel path subsystem-level weapon environment testing. The evaluation of LENS has shown that the process can be a viable option when either complete metal parts are needed or existing metal parts require modification or repair. The LENS Qualification Technology Investment team successfully investigated new applications for the LENS process and showed that it has great applicability across the Nuclear Weapons Complex as well as in other high rigor applications.

    Collision of the Tarim craton with the southern margin of Asia during the Late Carboniferous-Early Permian resulted in uplift of an ancestral Tian Shan range and geographic isolation of the previously marine Junggar basin. Dramatic shifts from marine to nonmarine sedimentation took place in both the southern Junggar and northern Tarim basins during the Permina. Paleocurrent analysis indicate that by the Late Permian, coarse-grained sediments in both basins were being supplied predominantly from the area of the Tian Shan. During the Late Permian, the southern Junggar received in excess of 5,000 m of nonmarine sediments, including approximately 1,000 m of laminated, highly organic-rich lacustrine mudstones (oil shales). These deposits commonly have TOCs of 20-30%, and Rock-Eval pyrolitic yields reaching 2,000 mg/g, ranking them among the most prolific petroleum source rocks in the world. Based on a comparison of the distribution of steranes and extended tricyclic terpanes, these Upper Permian oil shales appear to be the primary source of oils in the giant Karamay field in the northwestern Junggar basin. Ancestral uplift of the Tian Shan thus produced a complex tectono-hydrologic partitioning of the Late Permina Junggar basin, which exerted a strong influence on the character of petroleum source rocks deposited within the basin.

    Upper Permian lacustrine oil shales containing up to 34% TOC (total organic carbon) underlie approximately 50,000 km{sup 2} of the Junggar basin in western China, and appear to be the principal source of oils in the giant Karamay field in the northwestern Junggar and in several recent discoveries in other areas of the basin. The siliceous oil shales were deposited in a sediment-starved foreland basin during a period of predominantly humid climate. Previous biomarker studies of crude oils from Karamay field have documented an abundance of {beta}-carotane (which in some cases dominates the aliphatic hydrocarbon distribution) and gammacerane, suggesting a source bed deposited under hypersaline conditions. However, relatively complete outcrop exposures of finely laminated oil shales in the southern Junggar conspicuously lack evaporites, extensive dessication horizons, or other sedimentological evidence of playa lake environments. Indeed, the aliphatic hydrocarbon distribution in bitumen extracts from southern Junggar oil shales appear characteristic of freshwater to brakish water deposition of organic matter in an anoxic lake. Normal alkanes show a slight odd-over-even preference with relatively low levels of the C{sub 22}, n-alkane, pristane/phytane ratios close to unity, low {beta}-carotane and gammacerane levels, and the absence of C{sub 34}-C{sub 35} hopanes. This apparent difference in source bed depositional environments may be due to tectonic partitioning between separate depocenters of the Late Permian Junggar basin. Alternatively, hypersaline oil shale facies may be limited to deeper basinal areas, whereas upslope southern Junggar sediments record highstands in lake level or influx of fresh water from the adjacent drainage areas.

    In situ air sparging (IAS) has been used at an increasing number of sites to address groundwater contamination. Because of the lack of substantive performance data, however, the actual effectiveness of the system is not known. The EPA Office of Research and Development Risk reduction Engineering Laboratory (ORD RREL) with the EPA Region 5 Office of Underground Storage Tanks, the Ohio State Fire Marshal, and BP Exploration & Oil, Inc. (BP) participated in a field evaluation of an IAS system at a petroleum leaking UST site in Cleveland, Ohio. The purpose of the study was to provide performance data that will be independently evaluated by EPA to better understand IAS effectiveness. The report presents the site and monitoring data provided by BP over a 2-year period. The chemical data indicated an overall decrease of BTEX concentrations in groundwater to nondetectable levels shortly after startup of the IAS system. Variability in the chemical and process data also precludes making any definitive link between the decrease in contaminant concentrations and IAS performance at this site.

    This report describes the environmental surveillance program at the Middlesex Sampling Plant (MSP) and provides the results for 1992. The site, in the Borough of Middlesex, New Jersey, is a fenced area and includes four buildings and two storage piles that contain 50,800 m{sup 3} of radioactive and mixed hazardous waste. More than 70 percent of the MSP site is paved with asphalt. The MSP facility was established in 1943 by the Manhattan Engineer District (MED) to sample, store, and/or ship uranium, thorium, and beryllium ores. In 1955 the Atomic Energy Commission (AEC), successor to MED, terminated the operation and later used the site for storage and limited sampling of thorium residues. In 1967 AEC activities ceased, onsite structures were decontaminated, and the site was certified for unrestricted use under criteria applicable at that time. In 1980 the US Department of Energy (DOE) initiated a multiphase remedial action project to clean up several vicinity properties onto which contamination from the plant had migrated. Material from these properties was consolidated into the storage piles onsite. Environmental surveillance of MSP began in 1980 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program. The environmental surveillance program at MSP includes sampling networks for radon and thoron in air; external gamma radiation exposure; and radium-226, radium-228, thorium-230, thorium-232, and total uranium in surface water, sediment, and groundwater. Additionally, chemical analyses are performed to detect metals and organic compounds in surface water and groundwater and metals in sediments. This program assists in fulfilling th DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses.

    Mesaverde Group sandstone units in 13 closely-spaced wells in the central and southern Piceance Basin of Colorado were correlated utilizing wireline log response quantitatively and qualitatively. Based on these correlations, the environmental subdivisions of the Mesaverde Group were characterized as follows: (1) paralic (upper mixed-marine) zone, occurring in the uppermost Mesaverde Group, includes thick sandstone units which are interpreted to be regionally continuous, (2) fluvial zone, containing point-bars 20 to 30+ ft thick, is interpreted to be correlatable to a maximum of 6800 ft, and (3) paludal zone has insufficient data to adequately characterize the sand units. However, 63 percent of the units are correlatable across at least 139 ft. An approximation of the dimensional characteristics of Mesaverde sandstone units has potential applications in designing hydraulic fracturing treatments and estimating gas reserves more accurately. 15 figures, 2 tables.

    This decision document describes the selected Interim Remedial Action (IRA) for the Northeast Corner Operable Unit (NECOU), Lake City Army Ammunition Plant (LCAAP). The major components of the selected IRA for the NECOU include: Installation of a subsurface permeable reactive wall (PRW) to treat contaminated ground water in place (in-situ); A monitoring program to evaluate the effectiveness of The PRW in treating the contaminated ground water and to determine the replacement period of the reactive media; and Installation of a soil cover over the Area 17 Oil and Solvent Pits (a principal threat waste) located adjacent to the current sanitary landfill in the NECOU to minimize infiltration of water through the pits and subsequently into ground water.

    In this project we have addressed the problem of energy partitioning at distances ranging from very local to regional for various kinds of seismic sources. On the local and regional scale (20-220 km) we have targeted events from the region offshore Western Norway where we have both natural earthquake activity as well as frequent occurrence of underwater explosions carried out by the Norwegian Navy. On the small scale we have focused on analysis of observations from an in-mine network of 16-18 sensors in the Pyhasalmi mine in central Finland. This analysis has been supplemented with 3-D finite difference wave propagation simulations in a realistic mine model to investigate the physical mechanisms that partition seismic energy in the near source region in and around the underground mine. The results from modeling and analysis of local and regional data show that mean S/P amplitude ratios for explosions and natural events differ at individual stations and are in general higher for natural events and frequency bands above 3 Hz. However, the distributions of S/P ratios for explosions and natural events overlap in all analyzed frequency bands. Thus, for individual events in our study area, S/P amplitude ratios can only assist the discrimination between an explosion or a natural event. This observation is supported by synthetic seismograms calculated for simple 1-D models which demonstrate that explosions also generate shear-wave energy if they are fired close to an interface with a strong material contrast (as is the case for most explosions), e.g., free surface or the ocean bottom. The larger difference in S/P ratios between earthquakes and explosions for higher frequencies can be explained by the fact that at low frequencies (larger wavelengths), discontinuities and structural heterogeneities in the explosion source region are stronger generators of converted S energy. The S*-phase, for example, is most efficiently generated whenever an explosion source is located close (within one wavelength) to a strong discontinuity. The Pyhasalmi explosions have generally lower S/P ratios than the rockbursts for all frequencies, but the difference is far too small to be significant for classification purposes. The maxima for the explosion distributions are all below 2, whereas they are all above 2 for the rockbursts. The rockbursts also have a wider distribution of S/P ratios, which can be explained by the variability of the radiation patterns from the rockburst sources. S/P ratios for explosions and rockbursts located in the same small area of the mine show results very similar to those for the full data set. This indicates that the observed differences in S/P ratios between explosions and rockbursts are due to differences in the source characteristics, and not due to propagation effects along paths in the mine. 3-D finite-difference simulations were used to model seismic events within the Pyhasalmi mine. In particular, a January 26, 2003 rockburst was modeled at frequencies of 50 Hz (4 meter grid) and 100 Hz (2 meter grid). We were able to match the characteristics of the observed data at 50 Hz particularly well, and the characteristics of the 100 Hz data reasonably well. These results help validate the 3-D geologic mine model and the reliability of our simulations. The simulations showed that significant shear-energy can be produced due to the geologic and structural heterogeneities within the mine. In fact, mode-converted shear-energy generated from mine heterogeneity can dominate the compressional energy from an explosive source. A strong correlation is observed between the distance of a source from a mine heterogeneity and the magnitude of generated shear-energy. The ratio of shear to compressional energy is about a factor of two larger when the source is located within one wavelength from a mine heterogeneity. The simulations also suggest that excavated mine volumes are significantly stronger contributors to shear-energy generation than geologic heterogeneities.
