NREL's Measurement and Instrument Data Center provides data from NWTC's M2 tower which are derived from instruments mounted on or near an 82 meter (270 foot) meteorological tower located at the western edge of the NWTC site and about 11 km (7 miles) west of Broomfield, and approximately 8 km (5 miles) south of Boulder, Colorado. The data represent the mean value of readings taken every two seconds and averaged over one minute. The wind speed and direction are measured at six heights on the tower and air temperature is measured at three heights. The dew point temperature, relative humidity, barometric pressure, totalized liquid precipitation, and global solar radiation are also available.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    To determine the most cost-effective methods of improving buildings, accurate analysis and prediction of the energy use of existing buildings is essential. However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In this project, the Building America CARB team evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. Other issues that were investigated include the effects of improving building efficiency on tenant comfort, the impact on tenant turnover rates, and the potential market barriers for this type of community scale project.

In NREL's report titled 'Assessing and Improving the Accuracy of Energy Analysis of Residential Buildings,' researchers propose a method for improving the accuracy of residential energy analysis methods. A key step in this process involves the comparisons of predicted versus metered energy use and savings. In support of this research need, CARB evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. In this study, CARB seeks to improve the accuracy of modeling software while assessing retrofit measures to specifically determine which are most effective for large multifamily complexes in the cold climate region. Data was obtained for two different dates. The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.     When the Occidental Chemical Co., Niagara Falls, N.Y., set out to remediate and contain wastes and ground water at its upstate New York site, they found that part of the proposed cutoff wall would be located in land reclaimed from the Niagara River. The fill was rock blasted out for a tunnel years ago, and the presence of boulders rule out conventional barrier-wall construction techniques. Occidental's first approach to containment had been a conventional soil-bentonite wall. Because of the area's geography and the location of the wastes, a portion of the wall had to be aligned along the riverbank. The company wanted to separate the plant area from the river, and decided to extend the barrier to the concrete headwall for intakes at the nearby Robert Moses Niagara Power Plant. This meant about 2,000 ft of the barrier wall would run through shot-rock fill placed during construction of the powerplant in the 1960s. Conduits for that plant were constructed by blasting rock to form open-cut tunnels several miles long. Some of the resulting shot rock was placed along the riverbank, extending the shoreline about 200 ft into the river near the now-contaminated site. The Rober Moses Parkway, a four-land highway, was constructed on the reclaimed land about 100 ft from the new shoreline.

  15. Final Technical Report - Modernization of the Boulder Canyon Hydroelectric Project

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a double nozzle Pelton turbine with a 10-to-1 flow turndown and a maximum turbine/generator efficiency of 88%. This alone represents a 6% increase in overall efficiency. The old turbine operated at low efficiencies due to age and non-optimal sizing of the turbine for the water flow available to the unit. It was shut down whenever water flow dropped to less than 4-5 cfs, and at that flow, efficiency was 55 to 60%. The new turbine will operate in the range of 70 to 88% efficiency through a large portion of the existing flow range and would only have to be shut down at flow rates less than 3.7 cfs. Efficiency is expected to increase by 15-30%, depending on flow. In addition to the installation of new equipment, other goals for the project included: • Increasing safety at Boulder Canyon Hydro • Increasing protection of the Boulder Creek environment • Modernizing and integrating control equipment into Boulder’s municipal water supply system, and • Preserving significant historical engineering information prior to power plant modernization. From January 1, 2010 through December 31, 2012, combined consultant and contractor personnel hours paid for by both the city and the federal government have totaled approximately 40,000. This equates roughly to seven people working full time on the project from January 2010 through December 2012. This project also involved considerable material expense (steel pipe, a variety of valves, electrical equipment, and the various components of the turbine and generator), which were not accounted for in terms of hours spent on the project. However, the material expense related to this project did help to create or preserve manufacturing/industrial jobs throughout the United States. As required by ARRA, the various components of the hydroelectric project were manufactured or substantially transformed in the U.S. BCH is eligible for nomination to the National Register of Historic Places due in part to its unique engineering features and innovative construction techniques. Special efforts were directed toward documenting the (largely original) interior of the plant and installing new equipment without modifying the power plant exterior in order to preserve the historical significance of the facility. In addition, a significant portion of the historical equipment within the power plant was preserved in place. The modernization project began with DOE grant award on January 1, 2010, and the project was completed on December 31, 2012. In addition to city engineering and hydroelectric staff, major project participants included AECOM (design/engineering) Canyon Industries (turbine/generator manufacture), Gracon Corporation (general construction contractor), Exponential Engineering Company (electrical engineering) and URS Corporation (historical documentation), as well as numerous other subcontractors and consultants.

    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field advisors and across local governments and local service vendors. A portion of the BetterBuildings grant went to the Metro Mayors Caucus (MMC) who worked in partnership with the Denver Regional Council of Governments (DRCOG) to conduct a series of 10 energy efficiency workshops for local government officials and other interested parties. The workshops helped showcase lessons learned on energy efficiency and helped guide other local governments in the establishment of similar programs. The workshops covered a wide range of energy efficiency and renewable energy topics such as clean energy finance, social mobilization and communications, specific case studies of Colorado towns, energy efficiency codes, net zero buildings and solar power. Since the programs launched in January 2011, these communities have collectively spurred economic investments in energy efficiency, achieved greater than 5:1 leveraging of grant funds, saved energy and reduced greenhouse gas emissions, provided trainings for a robust local energy contractor network, and proved out viable and replicable program models that local utilities and other communities are adopting, with long lasting market transformation.

The author reviews the history of power and utilities services for the campus. Prior to 1932, the campus maintained a coal fired cogeneration facility.     DOE’s Western Area Power Administration prepared an EA in 2009 to assess the potential environmental impacts of interconnecting the proposed Colorado Highlands Wind Project to Western’s transmission system. The EA analyzed a proposal for 60 wind turbine generators with a total output nameplate capacity of 90 megawatts (MW). Western prepared a supplemental EA to assess the potential environmental impacts of the proposed expansion of the project by 11 wind turbine generators that would add approximately 20 MW.     Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

    As part of its effort to more accurately describe the nations geothrmal resource potential, the US Department of Energy/Division of Geothermal Energy contracted with the Colorado Geological survey to appraise the hydrothermal (hot water) geothermal resources of Colorado. Part of this effort required that the amount of energy that could possibly be contained in the various hydrothermal systems in Colorado be estimated. The findings of that assessment are presented. To make these estimates the geothermometer reservoir temperatures estimated by Barrett and Pearl (1978) were used. In addition, the possible reservoir size and extent were estimated and used. This assessment shows that the total energy content of the thermal systems in Colorado could range from 4.872 x 10{sup 15} BTU's to 13.2386 x 10{sup 15} BTU's.

    The utilities required to satisfy the university`s electrical, steam and chilled water needs are generated at the cogeneration facility located in the center of the main campus. The building housing this cogeneration facility was constructed in 1909, at this time it contained a cogeneration facility. The original facility produced 1/100 the capacity of the new facility, yet it was housed in the same area. This existing facility burned coal until April 16, 1932, when the last coal train to pass through the campus on the Colorado and Southern tracks whistled at the campus crossing at 8:45 in the evening. This signaled the end to the cogeneration era at the Boulder campus until September 27, 1992, when once again the university began commercial operation of the new cogeneration facility. Implementation of the Public Utilities Regulatory Policy Act of 1978 (PURPA) encouraged the development of cogeneration facilities due to their inherent energy efficiency. The federal government encouraged the development of cogeneration facilities by removing several major obstacles that historically deterred its full development. It was because of this act, coupled with the fact that the university is interested in energy conservation, reliable energy supply, has a large utility load and wishes to save money that they proceeded with their project. The paper describes the cogeneration system process and power options.

    This Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year (FY) 1995 (1 July 1994 through 30 June 1995). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Gunnison, Maybell, Naturita, Rifle, and Slick Rock, Colorado. Economic data were requested from the Remedial Action Contractor (RAC), the Technical Assistance Contractor (TAC) and the US Department of Energy (DOE). The most significant benefits associated with the UMTRA Project in Colorado are summarized.

    The US Department of Energy is developing an estimate of the hydropower development potential in this country. Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE, menu-driven software application. HES allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Colorado.

    The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994 (1 July 1993 through 30 June 1994). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.

Detailed descriptions of the 2-meter survey method and equipment design can be found in Coolbaugh et al. (2007) and Sladek et al. (2007), and are summarized here. The survey method was devised to measure temperature as far below the zone of solar influence as possible, have minimal equilibration time, and yet be portable enough to fit on the back of an all-terrain vehicle (ATV); Figure 2). This method utilizes a direct push technology (DPT) technique where 2.3 m long, 0.54 outer diameter hollow steel rods are pounded into the ground using a demolition hammer. Resistance temperature devices (RTD) are then inserted into the rods at 2-meter depths, and allowed to equilibrate for one hour. The temperatures are then measured and recorded, the rods pulled out of the ground, and re-used at future sites. Usually multiple rods are planted over the course of an hour, and then the sampler returns back to the first station, measures the temperatures, pulls the rods, and so on, to eliminate waiting time. At Wagon Wheel Gap, 32 rods were planted around the hot springs between June 20 and July 1, 2012. The purpose was to determine the direction of a possible upflow fault or other structure. Temperatures at 1.5m and 2m depths were measured and recorded in the attribute table of this point shapefile. Several anomalous temperatures suggest that outflow is coming from a ~N60W striking fault or shear zone that contains the quartz-fluorite-barite veins of the adjacent patented mining claims. It should be noted that temperatures at 2m depth vary according to the amount of solar heating from above, as well as possible geothermal heating from below.     The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994. To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. The most significant benefits associated with the UMTRA Project in Colorado are summarized. This study assesses benefits associated with the Grand Junction, Gunnison, Naturita, and Rifle UMTRA Projects sites for the 1-year period under study. Work at the Naturita site was initiated in April 1994 and involved demolition of buildings at the processing site. Actual start-up of remediation of Naturita is planned to begin in the spring of 1995. Work at the Slick Rock and Maybell sites is expected to begin in 1995. The only current economic benefits associated with these sites are related to UMTRA Project support work.

    This report is an issue of the original draft copy of the Interim Staff Report on Uranium Exploration on the Colorado Plateau, dated June 1951. The original draft copy was only recently located and is being published at this time because of the interest in the contained historical content. The table of contents of this report lists: history of uranium mining; geology; proposed program for the geologic investigations section; general activities of industry and government; and future exploration of sedimentary uranium deposits and anticipated results. Under the proposed program section are: future of the copper-uranium deposits as a source of uranium; uraniferous asphaltite deposits; and commission exploration and future possibilities. The section on general activities of industry and government includes: exploratory and development drilling; field investigations and mapping; early geologic investigations and investigations by the US geological survey; and geophysical exploration. Tables are also presented on: uranium production by districts; US Geological survey drilling statistics; Colorado Exploration Branch drilling statistics; summary of drilling projects; and comparative yearly core-drill statistics on the Colorado Plateau.
