  1. Strategies for automatic online treatment plan reoptimization using clinical treatment planning system: A planning parameters study

    Purpose: Adaptive radiation therapy for prostate cancer using online reoptimization provides an improved control of interfractional anatomy variations. However, the clinical implementation of online reoptimization is currently limited by the low efficiency of current strategies and the difficulties associated with integration into the current treatment planning system. This study investigates the strategies for performing fast (?2 min) automatic online reoptimization with a clinical fluence-map-based treatment planning system; and explores the performance with different input parameters settings: dose-volume histogram (DVH) objective settings, starting stage, and iteration number (in the context of real time planning).Methods: Simulated treatments of 10 patients were reoptimized daily for the first week of treatment (5 fractions) using 12 different combinations of optimization strategies. Options for objective settings included guideline-based RTOG objectives, patient-specific objectives based on anatomy on the planning CT, and daily-CBCT anatomy-based objectives adapted from planning CT objectives. Options for starting stages involved starting reoptimization with and without the original plan's fluence map. Options for iteration numbers were 50 and 100. The adapted plans were then analyzed by statistical modeling, and compared both in terms of dosimetry and delivery efficiency.Results: All online reoptimized plans were finished within ?2 min with excellent coverage and conformity to the daily target. The three input parameters, i.e., DVH objectives, starting stage, and iteration number, contributed to the outcome of optimization nearly independently. Patient-specific objectives generally provided better OAR sparing compared to guideline-based objectives. The benefit in high-dose sparing from incorporating daily anatomy into objective settings was positively correlated with the relative change in OAR volumes from planning CT to daily CBCT.   2. Towards automatic planning for manufacturing generative processes

    Generative process planning describes methods process engineers use to modify manufacturing/process plans after designs are complete. A completed design may be the result from the introduction of a new product based on an old design, an assembly upgrade, or modified product designs used for a family of similar products. An engineer designs an assembly and then creates plans capturing manufacturing processes, including assembly sequences, component joining methods, part costs, labor costs, etc. When new products originate as a result of an upgrade, component geometry may change, and/or additional components and subassemblies may be added to or are omitted from the original design. As a result process engineers are forced to create new plans. This is further complicated by the fact that the process engineer is forced to manually generate these plans for each product upgrade. To generate new assembly plans for product upgrades, engineers must manually re-specify the manufacturing plan selection criteria and re-run the planners. To remedy this problem, special-purpose assembly planning algorithms have been developed to automatically recognize design modifications and automatically apply previously defined manufacturing plan selection criteria and constraints.

    A control is described for automatically matching the frequency of a resonant cavity to that of a driving oscillator. The driving oscillator is disconnected from the cavity and a secondary oscillator is actuated in which the cavity is the frequency determining element. A low frequency is mixed with the output of the driving oscillator and the resultant lower and upper sidebands are separately derived. The frequencies of the sidebands are compared with the secondary oscillator frequency. deriving a servo control signal to adjust a tuning element in the cavity and matching the cavity frequency to that of the driving oscillator. The driving oscillator may then be connected to the cavity.

  4. SU-D-BRD-04: The Impact of Automatic Radiation Therapy Plan Checks in Treatment Planning

    Purpose: The physics plan check verifies various aspects of a treatment plan after dosimetrists have finished creating the plan. Some errors in the plan which are caught by the physics check could be caught earlier in the departmental workflow. The purpose of this project was to evaluate a plan checking script that can be run within the treatment planning system (TPS) by the dosimetrists prior to plan approval and export to the record and verify system. Methods: A script was created in the Pinnacle TPS to automatically check 15 aspects of a plan for clinical practice conformity. The script outputs a list of checks which the plan has passed and a list of checks which the plan has failed so that appropriate adjustments can be made. For this study, the script was run on a total of 108 plans: IMRT (46/108), VMAT (35/108) and SBRT (27/108). Results: Of the plans checked by the script, 77/108 (71%) failed at least one of the fifteen checks. IMRT plans resulted in more failed checks (91%) than VMAT (51%) or SBRT (63%), due to the high failure rate of an IMRT-specific check, which checks that no IMRT segment < 5 MU. The dose grid size and couch removal checks caught errors in 10% and 14% of all plans – errors that ultimately may have resulted in harm to the patient. Conclusion: Approximately three-fourths of the plans being examined contain errors that could be caught by dosimetrists running an automated script embedded in the TPS. The results of this study will improve the departmental workflow by cutting down on the number of plans that, due to these types of errors, necessitate re-planning and re-approval of plans, increase dosimetrist and physician workload and, in urgent cases, inconvenience patients by causing treatment delays.

  5. Automatic assembly planning and its role in agile manufacturing: A Sandia perspective

    Sandia has been studying automatic assembly planning of electromechanical devices for some years, based on an implemented system called Archimedes. Work done to date has focussed on automatic generation of high-level plans, and translation of these plans into robotic control code and workcell layout. More recently, the importance of an assembly planning capability as a design aid has been emphasized, as it could potentially provide early feedback to a designer on the manufacturability of the design. This paper describes the work done on assembly planning to date, plans for extending it, and its applications to agile manufacturing. In particular, we describe an agile manufacturing demonstration project underway at Sandia, and the role the Archimedes assembly planning system will play in it.

    at a level of detail that can be used for construction and deployment. Test and quality assurance plans are also included to insure that the system delivers all requirements when it is built. The design is for an automated forecasting prototype that allocates inventory and processing resources in response to potentially daily changes in the forecasted optics exchanges required to operate NIF. It will automatically calculate future inventory levels and processing rates based on current inventory and projected exchanges, procurements, and capacities. It will include screens that allow users to readily assess the feasibility of the forecast, identify failures to meet the demand, revise input data, and re-run the automated forecast calculation. In addition, the system will automatically retrieve the current exchange demand from an external database. Approved forecasts from the system will automatically update work order plans and procurement plans in the existing inventory and production control database. The timing of optics exchanges affects the forecast of damage and future exchanges, so an approved exchange plan will be fed back to the demand database and be used to calculate the next demand projection. The system will read the demand data and update the forecast and output files daily. This specification has been divided into two parts. This document, Part 1 lays out the major design decisions and specifies the architectural, component, and data structure designs. Part 2 will add interface designs, quality assurance and testing plans, and deployment details.

    Automation is ubiquitous in modern complex systems, and commercial nuclear- power plants are no exception. Automation is applied to a wide range of functions including monitoring and detection, situation assessment, response planning, and response implementation. Automation has become a 'team player' supporting personnel in nearly all aspects of system operation. In light of its increasing use and importance in new- and future-plants, guidance is needed to conduct safety reviews of the operator's interface with automation. The objective of this research was to develop such guidance. We first characterized the important HFE aspects of automation, including six dimensions: levels, functions, processes, modes, flexibility, and reliability. Next, we reviewed literature on the effects of all of these aspects of automation on human performance, and on the design of human-system interfaces (HSIs). Then, we used this technical basis established from the literature to identify general principles for human-automation interaction and to develop review guidelines. The guidelines consist of the following seven topics: automation displays, interaction and control, automation modes, automation levels, adaptive automation, error tolerance and failure management, and HSI integration. In addition, our study identified several topics for additional research.

    An automatic system for calibrating a number of pressure transducers is described. The disclosed embodiment of the invention uses a mercurial manometer to measure the air pressure applied to the transducer. A servo system follows the top of the mercury column as the pressure is changed and operates an analog- to-digital converter This converter furnishes electrical pulses, each representing an increment of pressure change, to a reversible counterThe transducer furnishes a signal at each calibration point, causing an electric typewriter and a card-punch machine to record the pressure at the instant as indicated by the counter. Another counter keeps track of the calibration points so that a number identifying each point is recorded with the corresponding pressure. A special relay control system controls the pressure trend and programs the sequential calibration of several transducers.

  12. A Practical Approach for Integrating Automatically Designed Fixtures with Automated Assembly Planning

    This paper presents a practical approach for integrating automatically designed fixtures with automated assembly planning. Product assembly problems vary widely; here the focus is on assemblies that are characterized by a single base part to which a number of smaller parts and subassemblies are attached. This method starts with three-dimension at CAD descriptions of an assembly whose assembly tasks require a fixture to hold the base part. It then combines algorithms that automatically design assembly pallets to hold the base part with algorithms that automatically generate assembly sequences. The designed fixtures rigidly constrain and locate the part, obey task constraints, are robust to part shape variations, are easy to load, and are economical to produce. The algorithm is guaranteed to find the global optimum solution that satisfies these and other pragmatic conditions. The assembly planner consists of four main elements: a user interface, a constraint system, a search engine, and an animation module. The planner expresses all constraints at a sequencing level, specifying orders and conditions on part mating operations in a number of ways. Fast replanning enables an interactive plan-view-constrain-replan cycle that aids in constrain discovery and documentation. The combined algorithms guarantee that the fixture will hold the base part without interfering with any of the assembly operations. This paper presents an overview of the planners, the integration approach, and the results of the integrated algorithms applied to several practical manufacturing problems. For these problems initial high-quality fixture designs and assembly sequences are generated in a matter of minutes with global optimum solutions identified in just over an hour.

Evaluations of different technological aspects and system design requirements continue. This report summaries major activities in the plan`s successful progress. The technological feasibility of producing the fully automated GTAW system has been proven. The goal of this process development project is to provide a production-ready system within the shortest reasonable time frame.

    Method and apparatus for ultrasonic machining in which feeding of a tool assembly holding a machining tool toward a workpiece is accomplished automatically. In ultrasonic machining, a tool located just above a workpiece and vibrating in a vertical direction imparts vertical movement to particles of abrasive material which then remove material from the workpiece. The tool does not contact the workpiece. Apparatus for moving the tool assembly vertically is provided such that it operates with a relatively small amount of friction. Adjustable counterbalance means is provided which allows the tool to be immobilized in its vertical travel. A downward force, termed overbalance force, is applied to the tool assembly. The overbalance force causes the tool to move toward the workpiece as material is removed from the workpiece.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These

    The titration system utilizes the constant current coulometric titration of Goldbeck and Lerner. U(VI) is reduced to U(IV) by Fe(II). V(V) is generated to titrate the U(IV), and the titration is followed potentiometrically. The evaluation shows that the recovery of uranium is 100% at the 40-mg level. The accuracy is generally +-0.10% or better. The smallest sample weight at which reliable results were obtained was 40 mg of uranium. Time for one analysis is 15 minutes. Advantages and disadvantages of the automated titrator are listed. (DLC)

  3. SU-D-BRD-07: Automatic Patient Data Audit and Plan Quality Check to Support ARIA and Eclipse

    Purpose: To ensure patient safety and treatment quality in RT departments that use Varian ARIA and Eclipse, we developed a computer software system and interface functions that allow previously developed electron chart checking (EcCk) methodologies to support these Varian systems. Methods: ARIA and Eclipse store most patient information in its MSSQL database. We studied the contents in the hundreds database tables and identified the data elements used for patient treatment management and treatment planning. Interface functions were developed in both c-sharp and MATLAB to support data access from ARIA and Eclipse servers using SQL queries. These functions and additional data processing functions allowed the existing rules and logics from EcCk to support ARIA and Eclipse. Dose and structure information are important for plan quality check, however they are not stored in the MSSQL database but as files in Varian private formats, and cannot be processed by external programs. We have therefore implemented a service program, which uses the DB Daemon and File Daemon services on ARIA server to automatically and seamlessly retrieve dose and structure data as DICOM files. This service was designed to 1) consistently monitor the data access requests from EcCk programs, 2) translate the requests for ARIA daemon services to obtain dose and structure DICOM files, and 3) monitor the process and return the obtained DICOM files back to EcCk programs for plan quality check purposes. Results: EcCk, which was previously designed to only support MOSAIQ TMS and Pinnacle TPS, can now support Varian ARIA and Eclipse. The new EcCk software has been tested and worked well in physics new start plan check, IMRT plan integrity and plan quality checks. Conclusion: Methods and computer programs have been implemented to allow EcCk to support Varian ARIA and Eclipse systems. This project was supported by a research grant from Varian Medical System.

    A series of four automatic tuning machines for 9-cell TESLA-type cavities are being developed and fabricated in a collaborative effort among DESY, FNAL, and KEK. These machines are intended to support high-throughput cavity fabrication for construction of large SRF-based accelerator projects. Two of these machines will be delivered to cavity vendors for the tuning of XFEL cavities. The control system for these machines must support a high level of automation adequate for industrial use by non-experts operators. This paper describes the control system hardware and software design for these machines.

  6. Automatic inspection system for nuclear fuel pellets or rods

    An automatic inspection system is provided for determining surface defects on cylindrical objects such as nuclear fuel pellets or rods. The active element of the system is a compound ring having a plurality of pneumatic jet units directed into a central bore. These jet units are connected to provide multiple circuits, each circuit being provided with a pressure sensor. The outputs of the sensors are fed to a comparator circuit whereby a signal is generated when the difference of pressure between pneumatic circuits, caused by a defect, exceeds a pre-set amount. This signal may be used to divert the piece being inspected into a "reject" storage bin or the like.

Each electronic chassis acquires the scram parameter data from its own sensor, digitizes the information, and then transmits the sensor reading to the other three electronic chassis via optical fibers. To increase system availability and reduce false scrams, the reactor protection system employs two levels of voting on a need for reactor scram. The electronic chassis perform software divisional data processing, vote 2/3 with spare based upon information from all four sensors, and send the divisional scram signals to the hardware logic panel, which performs a 2/4 division vote on whether or not to initiate a reactor scram. Each chassis makes a divisional scram decision based on data from all sensors. Automatic detection and discrimination against failed sensors allows the reactor protection system to automatically enter a known state when sensor failures occur. Cross communication of sensor readings allows comparison of four theoretically "identical" values. This permits identification of sensor errors such as drift or malfunction. A diagnostic request for service is issued for errant sensor data. Automated self test and diagnostic monitoring, sensor input through output relay logic, virtually eliminate the need for manual surveillance testing. This provides an ability for each division to cross-check all divisions and to sense failures of the hardware logic.

Sections 2.0 through 4.0 cover how the SE process and management will be performed to develop a technical baseline within TWRS. Section 5.0 covers the plans and schedules to implement the SE process and management within TWRS. Detailed information contained in the TWRS Program SEMP is not repeated in this document. This SEWP and the SE discipline defined within apply to the TWRS Program and new and ongoing TWRS projects or activities, including new facilities and safety. The SE process will be applied to the existing Tank Farm operations where the Richland TWRS Program Office management determines the process appropriate and where value will be added to existing Tank Farm system and operations.

    Automated alignment for the National Ignition Facility (NIF) is accomplished using a large-scale parallel control system that directs 192 laser beams along the 300-m optical path. The beams are then focused down to a 50-micron spot in the middle of the target chamber. The entire process is completed in less than 50 minutes. The alignment system commands 9,000 stepping motors for highly accurate adjustment of mirrors and other optics. 41 control loops per beamline perform parallel processing services running on a LINUX cluster to analyze high-resolution images of the beams and their references. This paper describes the status the NIF automatic alignment system and the challenges encountered as NIF development has transitioned from building the laser, to becoming a research project supporting a 24 hour, 7 day laser facility. NIF is now a continuously operated system where performance monitoring is increasingly more critical for operation, maintenance, and commissioning tasks. Equipment wear and the effects of high energy neutrons from fusion experiments are issues which alter alignment efficiency and accuracy. New sensors needing automatic alignment assistance are common. System modifications to improve efficiency and accuracy are prevalent. Handling these evolving alignment and maintenance needs while minimizing the impact on NIF experiment schedule is expected to be an on-going challenge for the planned 30 year operational life of NIF.

    Conventional implementations of collective communications are based on point-to-point communications, and their optimizations have been focused on efficiency of those communication algorithms. However, point-to-point communications are not the optimal choice for modern computing clusters of SMPs due to their two-level communication structure. In recent years, a few research efforts have investigated efficient collective communications for SMP clusters. This dissertation is focused on platform-independent algorithms and implementations in this area. There are two main approaches to implementing efficient collective communications for clusters of SMPs: using shared memory operations for intra-node communications, and overlapping inter-node/intra-node communications. The former fully utilizes the hardware based shared memory of an SMP, and the latter takes advantage of the inherent hierarchy of the communications within a cluster of SMPs. Previous studies focused on clusters of SMP from certain vendors. However, the previously proposed methods are not portable to other systems. Because the performance optimization issue is very complicated and the developing process is very time consuming, it is highly desired to have self-tuning, platform-independent implementations. As proven in this dissertation, such an implementation can significantly out-perform the other point-to-point based portable implementations and some platform-specific implementations. The dissertation describes in detail the architecture of the platform-independent implementation. There are four system components: shared memory-based collective communications, overlapping mechanisms for inter-node and intra-node communications, a prediction-based tuning module and a micro-benchmark based tuning module. Each component is carefully designed with the goal of automatic tuning in mind.

As a result, ORP is responsible for the retrieval, treatment, and disposal of approximately 57 million gallons 1 of radioactive waste contained in the Hanford Site waste tanks and closure2 of all the tanks and associated facilities. The previous revision of the System Plan was issued in May 2008. ORP has made a number of changes to the tank waste treatment strategy and plans since the last revision of this document, and additional changes are under consideration. ORP has contracts in place to implement the strategy for completion of the mission and establish the capability to complete the overall mission. The current strategl involves a number of interrelated activities. ORP will reduce risk to the environment posed by tank wastes by the following: (1) Retrieving the waste from the single-shell tanks (SST) to double-shell tanks (DST) and delivering the waste to the Waste Treatment and Immobilization Plant (WTP). (2) Constructing and operating the WTP, which will safely treat all of the high-level waste (HLW) fraction contained in the tank farms. About one-third of the low-activity waste (LAW) fraction separated from the HLW fraction in the WTP will be immobilized in the WTP LAW Vitrification Facility. (3) Developing and deploying supplemental treatment capability assumed to be a second LAW vitrification facility that can safely treat about two-thirds of the LAW contained in the tank farms. (4) Developing and deploying supplemental pretreatment capability currently assumed to be an Aluminum Removal Facility (ARF) using a lithium hydrotalcite process to mitigate sodium management issues.     In an automotive vehicle having an automatic transmission that driveably connects a power source to the driving wheels, a method to control the application of hydraulic pressure to a clutch, whose engagement produces an upshift and whose disengagement produces a downshift, the speed of the power source, and the output torque of the transmission. The transmission output shaft torque and the power source speed are the controlled variables. The commanded power source torque and commanded hydraulic pressure supplied to the clutch are the control variables. A mathematical model is formulated that describes the kinematics and dynamics of the powertrain before, during and after a gear shift. The model represents the operating characteristics of each component and the structural arrangement of the components within the transmission being controlled. Next, a close loop feedback control is developed to determine the proper control law or compensation strategy to achieve an acceptably smooth gear ratio change, one in which the output torque disturbance is kept to a minimum and the duration of the shift is minimized. Then a computer algorithm simulating the shift dynamics employing the mathematical model is used to study the effects of changes in the values of the parameters established from a closed loop control of the clutch hydraulic and the power source torque on the shift quality. This computer simulation is used also to establish possible shift control strategies. The shift strategies determine from the prior step are reduced to an algorithm executed by a computer to control the operation of the power source and the transmission.

    This is the final report of a one-year, Laboratory-Directed Research and Development project at the Los Alamos National Laboratory (LANL). Radiation therapy planning is the process by which a radiation oncologist plans a treatment protocol for a patient preparing to undergo radiation therapy. The objective is to develop a protocol that delivers sufficient radiation dose to the entire tumor volume, while minimizing dose to healthy tissue. Radiation therapy planning, as currently practiced in the field, suffers from inaccuracies made in modeling patient anatomy and radiation transport. This project investigated the ability to automatically model patient-specific, three-dimensional (3-D) geometries in advanced Los Alamos radiation transport codes (such as MCNP), and to efficiently generate accurate radiation dose profiles in these geometries via sophisticated physics modeling. Modem scientific visualization techniques were utilized. The long-term goal is that such a system could be used by a non-expert in a distributed computing environment to help plan the treatment protocol for any candidate radiation source. The improved accuracy offered by such a system promises increased efficacy and reduced costs for this important aspect of health care.

    The overall objective of the Swedish transport policy is to ensure the economically efficient and sustainable provision of transport services for people and business throughout the country. More specifically, the transport sector shall, among other things, contribute to the achievement of environmental quality objectives in which the development of the transport system plays an important role in the achievement of the objectives. The aim of this study is to analyse if current transport planning supports this policy. This is done by analysing two recent cases: the National Infrastructure Plan 2010–2021, and the planning of Bypass Stockholm, a major road investment. Our results show that the plans are in conflict with several of the environmental quality objectives. Another interesting aspect of the planning processes is that the long-term climate goals are not included in the planning processes, neither as a clear goal nor as factor that will influence future transport systems. In this way, the long-term sustainability aspects are not present in the planning. We conclude that the two cases do not contribute to a sustainable transport system. Thus, several changes must be made in the processes, including putting up clear targets for emissions. Also, the methodology for the environmental assessments needs to be further developed and discussed. - Highlights: • Two cases are studied to analyse if current planning supports a sustainable transport system. • Results show that the plans are in conflict with several of the environmental quality objectives. • Long-term climate goals are not included in the planning processes. • Current practices do not contribute to a sustainable planning processes. • Methodology and process for environmental assessments must be further developed and discussed.

    A phase gradient autofocus system for use in synthetic aperture imaging accurately compensates for arbitrary phase errors in each imaged frame by locating highlighted areas and determining the phase disturbance or image spread associated with each of these highlight areas. An estimate of the image spread for each highlighted area in a line in the case of one dimensional processing or in a sector, in the case of two-dimensional processing, is determined. The phase error is determined using phase gradient processing. The phase error is then removed from the uncorrected image and the process is iteratively performed to substantially eliminate phase errors which can degrade the image.

    The configuration management program for the Tank Waste Remediation System (TWRS) Project Mission supports management of the project baseline by providing the mechanisms to identify, document, and control the functional and physical characteristics of the products. This document is one of the tools used to develop and control the mission and work. It is an integrated approach for control of technical, cost, schedule, and administrative information necessary to manage the configurations for the TWRS Project Mission. Configuration management focuses on five principal activities: configuration management system management, configuration identification, configuration status accounting, change control, and configuration management assessments. TWRS Project personnel must execute work in a controlled fashion. Work must be performed by verbatim use of authorized and released technical information and documentation. Application of configuration management will be consistently applied across all TWRS Project activities and assessed accordingly. The Project Hanford Management Contract (PHMC) configuration management requirements are prescribed in HNF-MP-013, Configuration Management Plan (FDH 1997a). This TWRS Configuration Management Plan (CMP) implements those requirements and supersedes the Tank Waste Remediation System Configuration Management Program Plan described in Vann, 1996. HNF-SD-WM-CM-014, Tank Waste Remediation System Configuration Management Implementation Plan (Vann, 1997) will be revised to implement the requirements of this plan. This plan provides the responsibilities, actions and tools necessary to implement the requirements as defined in the above referenced documents.

    The coke plant is a working environment involving heavy dust emissions, high heat and demanding physical labor. The labor-saving operation of the coke plant is an essential issue from the standpoints of not only improvement in working environment, but also reduction in fixed cost by enhancement of labor productivity. Under these circumstances, Nippon Steel has implemented the automation of coke oven machines. The first automatic operation system for coke oven machinery entered service at Oita Works in 1992, followed by the second system at the No. 5 coke oven battery of the coke plant at Yawata Works. The Yawata automatic operation system is characterized by the installation of coke oven machinery to push as many as 140 ovens per day within a short cycle time, such as a preliminary ascension pipe cap opening car and cycle time simulator by the manned operation of the pusher, which is advantageous from the standpoint of investment efficiency, and by the monitoring of other oven machines by the pusher. These measures helped to reduce the manpower requirement to 2 persons per shift from 4 persons per shift. The system entered commercial operation in March, 1994 and has been smoothly working with an average total automatic rate of 97%. Results from the startup to recent operation of the system are reported below.

  16. Easy system call tracing for Plan 9.

    Tracing system calls makes debugging easy and fast. On Plan 9, traditionally, system call tracing has been implemented with acid. New systems do not always implement all the capabilities needed for Acid, particularly the ability to rewrite the process code space to insert breakpoints. Architecture support libraries are not always available for Acid, or may not work even on a supported architecture. The requirement that Acid's libraries be available can be a problem on systems with a very small memory footprint, such as High Performance Computing systems where every Kbyte counts. Finally, Acid tracing is inconvenient in the presence of forks, which means tracing shell pipelines is particularly troublesome. The strace program available on most Unix systems is far more convenient to use and more capable than Acid for system call tracing. A similar system on Plan 9 can simplify troubleshooting. We have built a system calling tracing capability into the Plan 9 kernel. It has proven to be more convenient than strace in programming effort. One can write a shell script to implement tracing, and the C code to implement an strace equivalent is several orders of magnitude smaller.

    The Idaho National Laboratory (INL) prepared this generic test plan to provide clients (vendors, end users, program sponsors, etc.) with a sense of the scope and depth of vulnerability testing performed at the INL’s Supervisory Control and Data Acquisition (SCADA) Test Bed and to serve as an example of such a plan. Although this test plan specifically addresses vulnerability testing of systems applied to the energy sector (electric/power transmission and distribution and oil and gas systems), it is generic enough to be applied to control systems used in other critical infrastructures such as the transportation sector, water/waste water sector, or hazardous chemical production facilities. The SCADA Test Bed is established at the INL as a testing environment to evaluate the security vulnerabilities of SCADA systems, energy management systems (EMS), and distributed control systems. It now supports multiple programs sponsored by the U.S. Department of Energy, the U.S. Department of Homeland Security, other government agencies, and private sector clients. This particular test plan applies to testing conducted on a SCADA/EMS provided by a vendor. Before performing detailed vulnerability testing of a SCADA/EMS, an as delivered baseline examination of the system is conducted, to establish a starting point for all-subsequent testing. The series of baseline tests document factory delivered defaults, system configuration, and potential configuration changes to aid in the development of a security plan for in depth vulnerability testing. The baseline test document is provided to the System Provider,a who evaluates the baseline report and provides recommendations to the system configuration to enhance the security profile of the baseline system. Vulnerability testing is then conducted at the SCADA Test Bed, which provides an in-depth security analysis of the Vendor’s system.b a.     Purpose: Precise contour delineation of tumor targets and critical structures from CT simulations is essential for accurate radiotherapy (RT) treatment planning. However, manual and automatic delineation processes can be error prone due to limitations in imaging techniques and individual anatomic variability. Tedious and laborious manual verification is hence needed. This study develops a general framework for automatically assessing RT contours for head-neck cancer patients using geometric attribute distribution models (GADMs). Methods: Geometric attributes (centroid and volume) were computed from physician-approved RT contours of 29 head-neck patients. Considering anatomical correlation between neighboring structures, the GADM for each attribute was trained to characterize intra- and interpatient structure variations using principal component analysis. Each trained GADM was scalable and deformable, but constrained by the principal attribute variations of the training contours. A new hierarchical model adaptation algorithm was utilized to assess the RT contour correctness for a given patient. Receiver operating characteristic (ROC) curves were employed to evaluate and tune system parameters for the training models. Results: Experiments utilizing training and non-training data sets with simulated contouring errors were conducted to validate the framework performance. Promising assessment results of contour normality/abnormality for the training contour-based data were achieved with excellent accuracy (0.99), precision (0.99), recall (0.83), and F-score (0.97), while corresponding values of 0.84, 0.96, 0.83, and 0.9 were achieved for the non-training data. Furthermore, the areas under the ROC curves were above 0.9, validating the accuracy of this test. Conclusion: The proposed framework can reliably identify contour normality/abnormality based upon intra- and inter-structure constraints derived from clinically-approved contours.     An automatic heating control system for coke oven batteries was developed in 1985 for the Burns Harbor No. 1 battery and reported in the 1989 Ironmaking Conference Proceedings. The original system was designed to maintain a target coke temperature at a given production level under normal operating conditions. Since 1989, enhancements have been made to this control system so that it can also control the battery heating when the battery is under repair. The new control system has improved heating control capability because it adjusts the heat input to the battery in response to anticipated changes in the production schedule. During a recent repair of this 82 oven battery, the pushing schedule changed from 102 ovens/day to 88 ovens/day, then back to 102 ovens/day, then to 107 ovens/day. During this repair, the control system was able to maintain the coke temperature average standard deviation at 44 F, with a maximum 75 F.

    Purpose: Proper delineation of ocular anatomy in 3-dimensional (3D) imaging is a big challenge, particularly when developing treatment plans for ocular diseases. Magnetic resonance imaging (MRI) is presently used in clinical practice for diagnosis confirmation and treatment planning for treatment of retinoblastoma in infants, where it serves as a source of information, complementary to the fundus or ultrasonographic imaging. Here we present a framework to fully automatically segment the eye anatomy for MRI based on 3D active shape models (ASM), and we validate the results and present a proof of concept to automatically segment pathological eyes. Methods and Materials: Manual and automatic segmentation were performed in 24 images of healthy children's eyes (3.29 ± 2.15 years of age). Imaging was performed using a 3-T MRI scanner. The ASM consists of the lens, the vitreous humor, the sclera, and the cornea. The model was fitted by first automatically detecting the position of the eye center, the lens, and the optic nerve, and then aligning the model and fitting it to the patient. We validated our segmentation method by using a leave-one-out cross-validation. The segmentation results were evaluated by measuring the overlap, using the Dice similarity coefficient (DSC) and the mean distance error. Results: We obtained a DSC of 94.90 ± 2.12% for the sclera and the cornea, 94.72 ± 1.89% for the vitreous humor, and 85.16 ± 4.91% for the lens. The mean distance error was 0.26 ± 0.09 mm. The entire process took 14 seconds on average per eye. Conclusion: We provide a reliable and accurate tool that enables clinicians to automatically segment the sclera, the cornea, the vitreous humor, and the lens, using MRI. We additionally present a proof of concept for fully automatically segmenting eye pathology. This tool reduces the time needed for eye shape delineation and thus can help clinicians when planning eye treatment and confirming the extent of the tumor.

    Automation has become ubiquitous in modern complex systems and commercial nuclear power plants are no exception. Beyond the control of plant functions and systems, automation is applied to a wide range of additional functions including monitoring and detection, situation assessment, response planning, response implementation, and interface management. Automation has become a 'team player' supporting plant personnel in nearly all aspects of plant operation. In light of the increasing use and importance of automation in new and future plants, guidance is needed to enable the NRC staff to conduct safety reviews of the human factors engineering (HFE) aspects of modern automation. The objective of the research described in this report was to develop guidance for reviewing the operator's interface with automation. We first developed a characterization of the important HFE aspects of automation based on how it is implemented in current systems. The characterization included five dimensions: Level of automation, function of automation, modes of automation, flexibility of allocation, and reliability of automation. Next, we reviewed literature pertaining to the effects of these aspects of automation on human performance and the design of human-system interfaces (HSIs) for automation. Then, we used the technical basis established by the literature to develop design review guidance. The guidance is divided into the following seven topics: Automation displays, interaction and control, automation modes, automation levels, adaptive automation, error tolerance and failure management, and HSI integration. In addition, we identified insights into the automaton design process, operator training, and operations.

    This paper considers the power system restoration planning problem (PSRPP) for disaster recovery, a fundamental problem faced by all populated areas. PSRPPs are complex stochastic optimization problems that combine resource allocation, warehouse location, and vehicle routing considerations. Furthermore, electrical power systems are complex systems whose behavior can only be determined by physics simulations. Moreover, these problems must be solved under tight runtime constraints to be practical in real-world disaster situations. This work is three fold: (1) it formalizes the specification of PSRPPs; (2) introduces a simple optimization-simulation hybridization necessary for solving PSRPPs; and (3) presents a complete restoration algorithm that utilizes the strengths of mixed integer programming, constraint programming, and large neighborhood search. This paper studied a novel problem in the field of humanitarian logistics, the Power System Restoration Problem (PSRPP). The PSRPP models the strategic planning process for post disaster power system recovery. The paper proposed a multi-stage stochastic hybrid optimization algorithm that yields high quality solutions to real-world benchmarks provided by Los Alamos National Laboratory (LANL). The algorithm uses a variety of technologies, including MIP, constraint programming, and large neighborhood search, to exploit the structure of each individual optimization subproblem. The experimental results on hurricane disaster benchmarks indicate that the algorithm is practical from a computational standpoint and produce significant improvements over existing relief delivery procedures.

  10. An Automatic Impact-based Delamination Detection System for Concrete Bridge Decks

    Delamination of concrete bridge decks is a commonly observed distress in corrosive environments. In traditional acoustic inspection methods, delamination is assessed by the "hollowness" of the sound created by impacting the bridge deck with a hammer or bar or by dragging a chain where the signals are often contaminated by ambient traffic noise and the detection is highly subjective. In the proposed method, a modified version of independent component analysis (ICA) is used to filter the traffic noise. To eliminate subjectivity, Mel-frequency cepstral coefficients (MFCC) are used as features for detection and the delamination is detected by a radial basis function (RBF) neural network. Results from both experimental and field data suggest that the proposed methods id noise robust and has satisfactory performance. The methods can also detect the delamination of repair patches and concrete below the repair patches. The algorithms were incorporated into an automatic impact-bases delamination detection (AIDD) system for field application.

    Texas Research Institute Austin, Inc. (TRI/Austin) was tasked by Letco International to evaluate its Automatic Metering System (AMS), a proportional controller for heat tracing cable. The original objectives were focused primarily on the reliability of the AMS controller. However, from the time of the original TRI/Austin proposal, the AMS device evolved beyond the prototype level into an established market product with sufficient operational experience and data that product reliability evaluation was not a significant test objective. The goals of this effort have been to determine the relative energy usage of the AMS proportional control compared to existing thermostatic control in a realistic freeze protection installation (low temperature test), to perform an accelerated life test for self limiting heat tracing cables to determine the service life impact of AMS control vs. thermostat control, and to perform a reliability analysis of the AMS device according to the 1986 edition of MIL-HDBK-217E [1] specifications. TRI/Austin designed and constructed a test set-up for conducting the low temperature test and the accelerated life test. A conceptual diagram of the test hardware is shown in Figure 1. The control computer was programmed to monitor and collect data from both tests in parallel, using the relay box and control circuitry fabricated at TRI/Austin. Test data and control commands were transmitted to and from the computer via standard parallel and serial interfaces. The AMS controller and relay box switched the power to the test cables, the commercial freezer, and the ALT chamber.

  3. Application of clearance automatic laser inspection system to clearance measurement of concrete waste

    Recently, the Clearance Automatic Laser Inspection System (CLALIS) has been developed for the clearance measurement of metal scraps. It utilizes three-dimensional (3D) laser scanning, y-ray measurement and Monte Carlo calculation, and has outstanding detection ability. For the clearance measurement of concrete segments, the effect of background (BG) gamma rays from natural radionuclides in the measurement target, such as K-40 and the radioactive decay products of Th-232 and U-238, should be compensated for to ensure adequate waste management. Since NE102A plastic scintillation detectors are used for y-ray measurement in CLALIS, it is impossible to distinguish between count rates of natural radionuclides and contaminants on the basis of gamma-ray energy information. To apply CLALIS to the clearance measurement of concrete segments, the original activity evaluation method was improved by adding a new compensation procedure. In this procedure, BG count rate due to natural radionuclides is estimated by a Monte Carlo calculation with pre-analyzed data of a representative sample of the measurement target. The activity concentration of natural radionuclides in concrete differs markedly depending on the production location of its components, such as cement and aggregates. In this study, using six mock concrete waste samples, which were composed of cement and fine aggregate from various production locations, the accuracy of BG compensation was experimentally estimated. In addition, the accuracy of calibration for concrete waste was also estimated using a number of mock concrete segments of small and large triangular prisms. By considering the uncertainties of BG compensation and calibration, the detection limit of CLALIS for concrete waste was estimated. As a result, it was revealed that CLALIS could be applied to the clearance measurement of concrete segments when the mass of the measurement target is greater than approximately 1.1 kg and the key radionuclide is Co-60

    The Computer Security Plan Assistant (SPA) is an expert system for reviewing Department of Energy (DOE) Automated Data Processing (ADP) Security Plans. DOE computer security policies require ADP security plans to be periodically reviewed and updated by all DOE sites. SPA is written in XI-Plus, an expert system shell. SPA was developed by BDM International, Inc., under sponsorship by the DOE Center for Computer Security at Los Alamos National Laboratory. SPA runs on an IBM or compatible personal computer. It presents a series of questions about the ADP security plan being reviewed. The SPA user references the ADP Security Plan and answers the questions. The SPA user reviews each section of the security plan, in any order, until all sections have been reviewed. The SPA user can stop the review process after any section and restart later. A Security Plan Review Report is available after the review of each section of the Security Plan. The Security Plan Review Report gives the user a written assessment of the completeness of the ADP Security Plan. SPA is being tested at Los Alamos and will soon be available to the DOE community.

  5. A self-adaptive case-based reasoning system for dose planning in prostate cancer radiotherapy

    Purpose: Prostate cancer is the most common cancer in the male population. Radiotherapy is often used in the treatment for prostate cancer. In radiotherapy treatment, the oncologist makes a trade-off between the risk and benefit of the radiation, i.e., the task is to deliver a high dose to the prostate cancer cells and minimize side effects of the treatment. The aim of our research is to develop a software system that will assist the oncologist in planning new treatments. Methods: A nonlinear case-based reasoning system is developed to capture the expertise and experience of oncologists in treating previous patients. Importance (weights) of different clinical parameters in the dose planning is determined by the oncologist based on their past experience, and is highly subjective. The weights are usually fixed in the system. In this research, the weights are updated automatically each time after generating a treatment plan for a new patient using a group based simulated annealing approach. Results: The developed approach is analyzed on the real data set collected from the Nottingham University Hospitals NHS Trust, City Hospital Campus, UK. Extensive experiments show that the dose plan suggested by the proposed method is coherent with the dose plan prescribed by an experienced oncologist or even better. Conclusions: The developed case-based reasoning system enables the use of knowledge and experience gained by the oncologist in treating new patients. This system may play a vital role to assist the oncologist in making a better decision in less computational time; it utilizes the success rate of the previously treated patients and it can also be used in teaching and training processes.

    At the U. S. Department of Energy's Hanford Site in southeastern Washington State, 216 million liters (57 million gallons) of nuclear waste is currently stored in aging underground tanks, threatening the Columbia River. The River Protection Project (RPP), a fully integrated system of waste storage, retrieval, treatment, and disposal facilities, is in varying stages of design, construction, operation, and future planning. These facilities face many overlapping technical, regulatory, and financial hurdles to achieve site cleanup and closure. Program execution is ongoing, but completion is currently expected to take approximately 40 more years. Strategic planning for the treatment of Hanford tank waste is by nature a multi-faceted, complex and iterative process. To help manage the planning, a report referred to as the RPP System Plan is prepared to provide a basis for aligning the program scope with the cost and schedule, from upper-tier contracts to individual facility operating plans. The Hanford Tank Waste Operations Simulator (HTWOS), a dynamic flowsheet simulation and mass balance computer model, is used to simulate the current planned RPP mission, evaluate the impacts of changes to the mission, and assist in planning near-term facility operations. Development of additional modeling tools, including an operations research model and a cost model, will further improve long-term planning confidence. The most recent RPP System Plan, Revision 4, was published in September 2009.

    Purpose: An in-house Monte Carlo based treatment planning system (MC TPS) has been developed for modulated electron radiation therapy (MERT). Our preliminary MERT planning experience called for a more user friendly graphical user interface. The current work aimed to design graphical windows and tools to facilitate the contouring and planning process. Methods: Our In-house GUI MC TPS is built on a set of EGS4 user codes namely MCPLAN and MCBEAM in addition to an in-house optimization code, which was named as MCOPTIM. Patient virtual phantom is constructed using the tomographic images in DICOM format exported from clinical treatment planning systems (TPS). Treatment target volumes and critical structures were usually contoured on clinical TPS and then sent as a structure set file. In our GUI program we developed a visualization tool to allow the planner to visualize the DICOM images and delineate the various structures. We implemented an option in our code for automatic contouring of the patient body and lungs. We also created an interface window displaying a three dimensional representation of the target and also showing a graphical representation of the treatment beams. Results: The new GUI features helped streamline the planning process. The implemented contouring option eliminated the need for performing this step on clinical TPS. The auto detection option for contouring the outer patient body and lungs was tested on patient CTs and it was shown to be accurate as compared to that of clinical TPS. The three dimensional representation of the target and the beams allows better selection of the gantry, collimator and couch angles. Conclusion: An in-house GUI program has been developed for more efficient MERT planning. The application of aiding tools implemented in the program is time saving and gives better control of the planning process.

    The Tank Waste Remediation System (TWRS) Multi-Year Work Plan (MYWP) documents the detailed total Program baseline and was constructed to guide Program execution. The TWRS MYWP is one of two elements that comprise the TWRS Program Management Plan. The TWRS MYWP fulfills the Hanford Site Management System requirement for a Multi-Year Program Plan and a Fiscal-Year Work Plan. Photoelectric means convert the light flashes to proportional current pulses for application to an electronic counting circuit. Photoelectric means are further provided for developing a phase reference signal from the photographic plate in such a manner that signals arising from particle tracks not parallel to the edge of the plate are out of phase with the reference signal. The counting circuit includes provision for rejecting the out-of-phase signals resulting from unoriented tracks as well as signals resulting from spurious marks on the plate such as scratches, dust or grain clumpings, etc. The output of the circuit is hence indicative only of the tracks that would be counted by a human operator.

    Economic forces, driven by the desire to introduce flash into the high-end storage market without changing existing software-base, have resulted in the emergence of solid-state drives (SSDs), flash packaged in HDD form factors and capable of working with device drivers and I/O buses designed for HDDs. Unlike the use of DRAM for caching or buffering, however, certain idiosyncrasies of NAND Flash-based solid-state drives (SSDs) make their integration into hard disk drive (HDD)-based storage systems nontrivial. Flash memory suffers from limits on its reliability, is an order of magnitude more expensive than the magnetic hard disk drives (HDDs), and can sometimes be as slow as the HDD (due to excessive garbage collection (GC) induced by high intensity of random writes). Given the complementary properties of HDDs and SSDs in terms of cost, performance, and lifetime, the current consensus among several storage experts is to view SSDs not as a replacement for HDD, but rather as a complementary device within the high-performance storage hierarchy. Thus, we design and evaluate such a hybrid storage system with HybridPlan that is an improved capacity planning technique to administrators with the overall goal of operating within cost-budgets. HybridPlan is able to find the most cost-effective hybrid storage configuration with different types of SSDs and HDDs

    Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E[sub 1] (steep-front pulse) component and the late time E[sub 3] (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council's regions and guidelines to model electric power system planning and operations.     Purpose: This study will try to find optimal procedures to collect small fields beam data for commissioning in treatment planning systems (TPS), and to provide a protocol to collect output factors for very small field sizes: 0.5 cm 0.5 cm to 4.0 cm 4.0 cm.This will help in determining the correct beam configuration methods in TPS planning intensity modulated radiation therapy (IMRT), and stereotactic radiosurgery SRS using mini multileaf collimation (mMLC). Methods: Data has been collected for a mMLC linear accelerator (linac) Novalis from 0.5 cm 0.5 cm to 10 cm 10 cm (its maximum field size). The TPS chosen is BrainLab, Eclipse and Cyberknife. The beam data collected was modeled and imported in the TPS. Verification plans were generated in solid water to confirm the goodness of the data. 3D and IMRT plans on regular CT scans were generated and verified using Mapcheck. All 3D plans with field sizes above 4 cm 4 cm verified excellent using a distance to agreement of 2 mm and a 2% tolerance. IMRT plans gave an error of -8%. New scans with new detectors have been taken, new field sizes were introduced, and focus has been applied on determining the dosimetric leaf gap. Results: Although this is still a work in progress, this study brings several issues to light: the importance of the correct technique in beam data collection from the correct watertank to the correct detectors. Readings for rectangular fields have to be taken especially for fields which one side is under 4 cm. Conclusion: The use of equivalent square fields will not provide correct readings for the fields with large differences between the length and the width.

    The Utility Battery Storage Systems Program, sponsored by the US Department of Energy (DOE), is addressing needed improvements so that the full benefits of these systems can be realized. A key element of the Program is the quantification of the benefits of batteries used in utility applications. The analyses of the applications and benefits are ongoing, but preliminary results indicate that the widespread introduction of battery storage by utilities could benefit the US economy by more than $26 billion by 2010 and create thousands of new jobs. Other critical elements of the DOE Program focus on improving the batteries, power electronics, and control subsystems and reducing their costs. These subsystems are then integrated and the systems undergo field evaluation. Finally, the most important element of the Program is the communication of the capabilities and benefits of battery systems to utility companies. Justifiably conservative, utilities must have proven, reliable equipment that is economical before they can adopt new technologies. While several utilities are leading the industry by demonstrating battery systems, a key task of the DOE program is to inform the entire industry of the value, characteristics, and availability of utility battery systems so that knowledgeable decisions can be made regarding future investments. This program plan for the DOE Utility Battery Storage Systems Program describes the technical and programmatic activities needed to bring about the widespread use of batteries by utilities. By following this plan, the DOE anticipates that many of the significant national benefits from battery storage will be achieved in the near future.

    The Max-Planck Institute for Plasma Physics is presently building the stellarator experiment Wendelstein 7-X (W7-X) at Greifswald, Germany. First plasma operation in planned after 2010. The plasma will be heated primarily using electron cyclotron resonance heating (ECRH) at a magnetic field of B=2.5 T, but also using ion cyclotron resonance heating (ICRH) and neutral beam injection heating (NBI). The latter heating methods are necessary to study high beta discharges and fast ion confinement. The ICRF system is planned to consist of two radially movable antennas powered by two generators with an output power of 2 MW each. The antenna plasma load will be matched in real time to the generator impedance using ferrite loaded transmission line elements. In addition, 3dB couplers will passively protect the generators from RF power reflections during rapid changes of the antenna plasma load that are too fast for the ferrite matching system.

The disaster recovery process is dependent on a good backup and recovery process.     The current outlook for new capacity additions by electric utilities is uncertain and tenuous. The fundamental question about the additional capacity requirements center on technology choice and the factors influencing the decision process. Instead of building capital-intensive power plants, utilities have begun relying on natural gas technologies, which permit rapid construction and deployment and low capital investment. Of concern to policymakers and utility planners are the following questions: (1) What is the impact of alternative gas price projections on technology choice (2) What influence does the planning horizon have on technology choice (3) How important are existing system characteristics on technology choice (4) What effect does capital cost, when combined with other technology characteristics in a capacity expansion framework, have on technology choice In this study Argonne National Laboratory examined the impact of these concerns on technology choices in 10 representative power pools with a dynamic optimization expansion model, the Wien Automatic System Planning Package (WASP). At least-cost expansion plan was determined for each power pool with three candidate technologies--natural gas combustion turbine technology (GT), natural gas combined-cycle technology (NGCC), and integrated gasification combined-cycle technology (IGCC)--three alternative fuel price tracks, and two planning periods (10-yr versus 30-yr optimization) between the years 1995 and 2025. The three fuel price tracks represented scenarios for low, medium, and high gas prices. Sensitivity analyses were conducted on IGCC capital cost and unserved energy costs. 21 refs., 79 figs., 21 tabs.

    Public mediated resource planning is quickly becoming the norm rather than the exception. Unfortunately, supporting tools are lacking that interactively engage the public in the decision-making process and integrate over the myriad values that influence water policy. In the pages of this report we document the first steps toward developing a specialized decision framework to meet this need; specifically, a modular and generic resource-planning ''toolbox''. The technical challenge lies in the integration of the disparate systems of hydrology, ecology, climate, demographics, economics, policy and law, each of which influence the supply and demand for water. Specifically, these systems, their associated processes, and most importantly the constitutive relations that link them must be identified, abstracted, and quantified. For this reason, the toolbox forms a collection of process modules and constitutive relations that the analyst can ''swap'' in and out to model the physical and social systems unique to their problem. This toolbox with all of its modules is developed within the common computational platform of system dynamics linked to a Geographical Information System (GIS). Development of this resource-planning toolbox represents an important foundational element of the proposed interagency center for Computer Aided Dispute Resolution (CADRe). The Center's mission is to manage water conflict through the application of computer-aided collaborative decision-making methods. The Center will promote the use of decision-support technologies within collaborative stakeholder processes to help stakeholders find common ground and create mutually beneficial water management solutions. The Center will also serve to develop new methods and technologies to help federal, state and local water managers find innovative and balanced solutions to the nation's most vexing water problems. The toolbox is an important step toward achieving the technology development goals of this center.

    A test bed is being established at the Idaho National Engineering Laboratory (INEL) Radioactive Waste Management Complex (RWMC). These tests are currently focused on mobile or portable radioassay systems. Prior to disposal of TRU waste at the Waste Isolation Pilot Plant (WIPP), radioassay measurements must meet the quality assurance objectives of the TRU Waste Characterization Quality Assurance Program Plan. This test plan provides technology holders with the opportunity to assess radioassay system performance through a three-tiered test program that consists of: (a) evaluations using non-interfering matrices, (b) surrogate drums with contents that resemble the attributes of INEL-specific waste forms, and (c) real waste tests. Qualified sources containing a known mixture and range of radionuclides will be used for the non-interfering and surrogate waste tests. The results of these tests will provide technology holders with information concerning radioassay system performance and provide the INEL with data useful for making decisions concerning alternative or improved radioassay systems that could support disposal of waste at WIPP.

    Purpose: Different treatment planning systems (TPS) use different treatment optimization and leaf sequencing algorithms. This work compares cervical carcinoma IMRT plans optimized with four commercial TPSs to investigate the plan quality in terms of target conformity and delivery efficiency. Methods: Five cervical carcinoma cases were planned with the Corvus, Monaco, Pinnacle and Xio TPSs by experienced planners using appropriate optimization parameters and dose constraints to meet the clinical acceptance criteria. Plans were normalized for at least 95% of PTV to receive the prescription dose (Dp). Dose-volume histograms and isodose distributions were compared. Other quantities such as Dmin(the minimum dose received by 99% of GTV/PTV), Dmax(the maximum dose received by 1% of GTV/PTV), D100, D95, D90, V110%, V105%, V100% (the volume of GTV/PTV receiving 110%, 105%, 100% of Dp), conformity index(CI), homogeneity index (HI), the volume of receiving 40Gy and 50 Gy to rectum (V40,V50) ; the volume of receiving 30Gy and 50 Gy to bladder (V30,V50) were evaluated. Total segments and MUs were also compared. Results: While all plans meet target dose specifications and normal tissue constraints, the maximum GTVCI of Pinnacle plans was up to 0.74 and the minimum of Corvus plans was only 0.21, these four TPSs PTVCI had significant difference. The GTVHI and PTVHI of Pinnacle plans are all very low and show a very good dose distribution. Corvus plans received the higer dose of normal tissue. The Monaco plans require significantly less segments and MUs to deliver than the other plans. Conclusion: To deliver on a Varian linear-accelerator, the Pinnacle plans show a very good dose distribution. Corvus plans received the higer dose of normal tissue. The Monaco plans have faster beam delivery.

  18. Fast, automatic, and accurate catheter reconstruction in HDR brachytherapy using an electromagnetic 3D tracking system

    Purpose: In high dose rate brachytherapy (HDR-B), current catheter reconstruction protocols are relatively slow and error prone. The purpose of this technical note is to evaluate the accuracy and the robustness of an electromagnetic (EM) tracking system for automated and real-time catheter reconstruction. Methods: For this preclinical study, a total of ten catheters were inserted in gelatin phantoms with different trajectories. Catheters were reconstructed using a 18G biopsy needle, used as an EM stylet and equipped with a miniaturized sensor, and the second generation Aurora{sup ®} Planar Field Generator from Northern Digital Inc. The Aurora EM system provides position and orientation value with precisions of 0.7 mm and 0.2°, respectively. Phantoms were also scanned using a μCT (GE Healthcare) and Philips Big Bore clinical computed tomography (CT) system with a spatial resolution of 89 μm and 2 mm, respectively. Reconstructions using the EM stylet were compared to μCT and CT. To assess the robustness of the EM reconstruction, five catheters were reconstructed twice and compared. Results: Reconstruction time for one catheter was 10 s, leading to a total reconstruction time inferior to 3 min for a typical 17-catheter implant. When compared to the μCT, the mean EM tip identification error was 0.69 ± 0.29 mm while the CT error was 1.08 ± 0.67 mm. The mean 3D distance error was found to be 0.66 ± 0.33 mm and 1.08 ± 0.72 mm for the EM and CT, respectively. EM 3D catheter trajectories were found to be more accurate. A maximum difference of less than 0.6 mm was found between successive EM reconstructions. Conclusions: The EM reconstruction was found to be more accurate and precise than the conventional methods used for catheter reconstruction in HDR-B. This approach can be applied to any type of catheters and applicators.

    Embalse Nuclear Power Plant (CNE) (CANDU design) is reaching its end of life and due to elapsed operating time the problem of deformation by accelerated creep occurs in the pressure tubes (PT), leading to a possible contact between calandria tubes (CT), concentric to the PT, and some Liquid Injection Shutdown System (LISS) nozzles that pass underneath them. With determination of CT wear, after the predicted contact occurs, the wear rate of the TC could be determined and thus take less conservative measures over the remaining life of the component. This paper presents the development of an ultrasonic technique for measuring wear in CT, with nominal thickness of 1.34 mm. Because the only access is through the interior of PT, to perform this measurement it is necessary to pass through three different interfaces.

    Three mesh adaptivity algorithms were developed to facilitate and expedite the use of the CADIS and FW-CADIS hybrid Monte Carlo/deterministic techniques in accurate full-scale neutronics simulations of fusion energy systems with immense sizes and complicated geometries. First, a macromaterial approach enhances the fidelity of the deterministic models without changing the mesh. Second, a deterministic mesh refinement algorithm generates meshes that capture as much geometric detail as possible without exceeding a specified maximum number of mesh elements. Finally, a weight window coarsening algorithm decouples the weight window mesh and energy bins from the mesh and energy group structure of the deterministic calculations in order to remove the memory constraint of the weight window map from the deterministic mesh resolution. The three algorithms were used to enhance an FW-CADIS calculation of the prompt dose rate throughout the ITER experimental facility and resulted in a 23.3% increase in the number of mesh tally elements in which the dose rates were calculated in a 10-day Monte Carlo calculation. Additionally, because of the significant increase in the efficiency of FW-CADIS simulations, the three algorithms enabled this difficult calculation to be accurately solved on a regular computer cluster, eliminating the need for a world-class super computer.

    The Hanford Site, located in southeastern Washington State, is operated by the US Department of Energy (DOE) and its contractors. Starting in 1943, Hanford supported fabrication of reactor fuel elements, operation of production reactors, processing of irradiated fuel to separate and extract plutonium and uranium, and preparation of plutonium metal. Processes used to recover plutonium and uranium from irradiated fuel and to recover radionuclides from tank waste, plus miscellaneous sources resulted in the legacy of approximately 227,000 m{sup 3} (60 million gallons) of high-level radioactive waste, currently in storage. This waste is currently stored in 177 large underground storage tanks, 28 of which have two steel walls and are called double-shell tanks (DSTs) an 149 of which are called single-shell tanks (SSTs). Much of the high-heat-emitting nuclides (strontium-90 and cesium-137) has been extracted from the tank waste, converted to solid, and placed in capsules, most of which are stored onsite in water-filled basins. DOE established the Tank Waste Remediation System (TWRS) program in 1991. The TWRS program mission is to store, treat, immobilize and dispose, or prepare for disposal, the Hanford tank waste in an environmentally sound, safe, and cost-effective manner. Technology will need to be developed or improved to meet the TWRS program mission. The Integrated Technology Plan (ITP) is the high-level consensus plan that documents all TWRS technology activities for the life of the program.

As a result, a Hanford Waste Vitrification Systems Risk Assessment will be performed to identify significant risks associated with the vitrification of Hanford high-level and transuranic wastes. This document defines the purpose, scope, plan of execution, responsibilities, reporting requirements, and preliminary schedule and cost estimate to complete this assessment. The study will identify and evaluate uncertainties, quantify potential consequences from these uncertainties, and identify the risks to successful completion of the Hanford vitrification mission. Waste characterization, retrieval, pretreatment, and vitrification will be addressed. Uncertainties associated with the vitrification of double-shell and single-shell tank wastes and cesium and strontium capsules, as well as a limited assessment of the grouting of low-level wastes, will be defined. Technical, regulatory (safety and environmental), and programmatic (cost and schedule) uncertainties will be defined. This document sets forth the NHC management approach for the STS Subproject and will comply with the requirements of the SNF Project Management Plan (HNF-SD-SNFPMP-011). This version of this document is intended to apply to the initial phase of the subproject and to evolve through subsequent revision to include all design, fabrication, and construction conducted on the project and the necessary management and engineering functions within the scope of the subproject. As Project Manager, NHC will perform those activities necessary to complete the STS Subproject within approved cost and schedule baselines and turn over to FDH facilities, systems, and documentation necessary for operation of the STS.

    The current outlook for new capacity addition by electric utilities is uncertain and tenuous. Regardless of the amount, it is inevitable that new capacity will be needed in the 1990s and beyond. The fundamental question about the addition capacity requirements centers on technology choice and the factors influencing the decision process. We examined technology choices in 10 representative power pools with a dynamic optimization expansion model, the Wien Automatic System Planning (WASP) Package. These 10 power pools were determined to be representative on the basis of a cluster analysis conducted on all 26 power pools in the United States. A least-cost expansion plan was determined for each power pool with three candidate technologies--natural gas combustion turbine (CT), natural gas combined cycle (NGCC), and integrated gasification combined cycle (IGCC)--three alternative gas price tracks, and two planning horizons between the years 1995 and 2020. This paper summarizes the analysis framework and presents results for Power Pool 1, the American Electric Power (AEP) service territory. 7 refs., 9 figs., 1 tab.

A principal use of this surveying system is for accurately aligning the electromagnets which direct a particle beam emitted from a particle accelerator. Prior art surveying systems require highly skilled surveyors. Prior art systems include, for example, optical surveying systems which are susceptible to operator reading errors, and celestial navigation-type surveying systems, with their inherent complexities. The present invention provides an automatic readout micrometer which can very accurately measure distances. The invention has a simplicity of operation which practically eliminates the possibilities of operator optical reading error, owning to the elimination of traditional optical alignments for making measurements. The invention has an extendable arm which carries a laser surveying target. The extendable arm can be continuously positioned over its entire length of travel by either a coarse or fine adjustment without having the fine adjustment outrun the coarse adjustment until a reference laser beam is centered on the target as indicated by a digital readout. The length of the micrometer can then be accurately and automatically read by a computer and compared with a standardized set of alignment measurements. Due to its construction, the micrometer eliminates any errors due to temperature changes when the system is operated within a standard operating temperature range.

    From the mid-1950's through the 1980's, the U.S. Department of Energy's Savannah River Site produced nuclear materials for the weapons stockpile, for medical and industrial applications, and for space exploration. Although SRS has a continuing defense-related mission, the overall site mission is now oriented toward environmental restoration and management of legacy chemical and nuclear waste. With the change in mission, SRS no longer has a need for much of the infrastructure developed to support the weapons program. This excess infrastructure, which includes over 1000 facilities, will be decommissioned and demolished over the forthcoming years. Dis-positioning facilities for decommissioning and deactivation requires significant resources to determine hazards, structure type, and a rough-order-of-magnitude estimate for the decommissioning and demolition cost. Geographic information systems (GIS) technology was used to help manage the process of dis-positioning infrastructure and for reporting the future status of impacted facilities. Several thousand facilities of various ages and conditions are present at SRS. Many of these facilities, built to support previous defense-related missions, now represent a potential hazard and cost for maintenance and surveillance. To reduce costs and the hazards associated with this excess infrastructure, SRS has developed an ambitious plan to decommission and demolish unneeded facilities in a systematic fashion. GIS technology was used to assist development of this plan by: providing locational information for remote facilities, identifying the location of known waste units adjacent to buildings slated for demolition, and for providing a powerful visual representation of the impact of the overall plan. Several steps were required for the development of the infrastructure GIS model. The first step involved creating an accurate and current GIS representation of the infrastructure data. As majority owner, the City has the primary goal of ensuring that the heating needs of its customers are met as reliably and cost-effectively as possible.     Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E{sub 1} (steep-front pulse) component and the late time E{sub 3} (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council`s regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    Two-dimensional potential profiles in the Large Helical Device (LHD) were measured with heavy ion beam probe (HIBP). To measure the two-dimensional profile, the probe beam energy has to be changed. However, this task is not easy, because the beam transport line of LHD-HIBP system is very long (∼20 m), and the required beam adjustment consumes much time. To reduce the probe beam energy adjustment time, an automatic beam adjustment system has been developed. Using this system, required time to change the probe beam energy is dramatically reduced, such that two-dimensional potential profiles were able to be successfully measured with HIBP by changing the probe beam energy shot to shot.

    This report presents the results of an in-depth geotechnical investigation aimed at assessing the roof, floor, and coal pillar conditions in the area mined by an experimental Automatic Extraction System (AES), built by National Mine Service Co. The study included diamond core drilling, borescope observations, and detailed engineering geological mapping in Consolidation Coal's McElroy coal mine in West Virginia. The field investigations were accompanied by regional geology studies involving aerial photography and lineament analysis as well as by laboratory testing of 103 rock and coal samples. The roof conditions were interpreted by means of an engineering rock mass classification system, known as the Geomechanics Classification. It was found that the roof quality in the areas mined by the AES machine was poor and that the action of the AES support beams could be detrimental to the overall roof stability. Improvements in the procedures for evaluating future AES-type mining are suggested.

    The Savannah River Site (SRS) is a Department of Energy site which has produced nuclear materials for national defense, research, space, and medical programs since the 1950's. As a by-product of this activity, approximately 37 million gallons of high-level liquid waste containing approximately 292 million curies of radioactivity is stored on an interim basis in 45 underground storage tanks. Originally, 51 tanks were constructed and utilized to support the mission. Four tanks have been closed and taken out of service and two are currently undergoing the closure process. The Liquid Waste System is a highly integrated operation involving safely storing liquid waste in underground storage tanks; removing, treating, and dispositioning the low-level waste fraction in grout; vitrifying the higher activity waste at the Defense Waste Processing Facility; and storing the vitrified waste in stainless steel canisters until permanent disposition. After waste removal and processing, the storage and processing facilities are decontaminated and closed. A Liquid Waste System Plan (hereinafter referred to as the Plan) was developed to integrate and document the activities required to disposition legacy and future High-Level Waste and to remove from service radioactive liquid waste tanks and facilities. It establishes and records a planning basis for waste processing in the liquid waste system through the end of the program mission. The integrated Plan which recognizes the challenges of constrained funding provides a path forward to complete the liquid waste mission within all regulatory and legal requirements. The overarching objective of the Plan is to meet all Federal Facility Agreement and Site Treatment Plan regulatory commitments on or ahead of schedule while preserving as much life cycle acceleration as possible through incorporation of numerous cost savings initiatives, elimination of non-essential scope, and deferral of other scope not on the critical path to compliance

    Cyber forensics has been in the popular mainstream for some time, and has matured into an information-technology capability that is very common among modern information security programs. The goal of cyber forensics is to support the elements of troubleshooting, monitoring, recovery, and the protection of sensitive data. Moreover, in the event of a crime being committed, cyber forensics is also the approach to collecting, analyzing, and archiving data as evidence in a court of law. Although scalable to many information technology domains, especially modern corporate architectures, cyber forensics can be challenging when being applied to non-traditional environments, which are not comprised of current information technologies or are designed with technologies that do not provide adequate data storage or audit capabilities. In addition, further complexity is introduced if the environments are designed using proprietary solutions and protocols, thus limiting the ease of which modern forensic methods can be utilized. The legacy nature and somewhat diverse or disparate component aspects of control systems environments can often prohibit the smooth translation of modern forensics analysis into the control systems domain. Compounded by a wide variety of proprietary technologies and protocols, as well as critical system technologies with no capability to store significant amounts of event information, the task of creating a ubiquitous and unified strategy for technical cyber forensics on a control systems device or computing resource is far from trivial. To date, no direction regarding cyber forensics as it relates to control systems has been produced other than what might be privately available from commercial vendors. Current materials have been designed to support event recreation (event-based), and although important, these requirements do not always satisfy the needs associated with incident response or forensics that are driven by cyber incidents. As a result, biology is evolving from a descriptive to a quantitative, ultimately predictive science where the ability to collect and productively use large amounts of biological data is crucial. Understanding how the ensemble of proteins in cells gives rise to biological outcomes is fundamental to systems biology. These advances will require new technologies and approaches to measure and track the temporal and spatial disposition of proteins in cells and how networks of proteins and other regulatory molecules give rise to specific activities. The DOE has a strong interest in promoting the application of systems biology to understanding microbial function and this comprises a major focus of its Genomics:GTL program. A major problem in pursuing what has been termed “systems microbiology” is the lack of the facilities and infrastructure for conducting this new style of research. To solve this problem, the Genomics:GTL program has funded a number of large-scale research centers focused on either mission-oriented outcomes, such as bioenergy, or basic technologies, such as gene sequencing, high-throughput proteomics or the identification of protein complexes. Although these centers generate data that will be useful to the research community, their scientific goals are relatively narrow and are not designed to accommodate the general community need for advanced capabilities for systems microbiology research.

    From the mid-1950's through the 1980's, the U.S. Department of Energy's Savannah River Site produced nuclear materials for the weapons stockpile, for medical and industrial applications, and for space exploration. Although SRS has a continuing defense-related mission, the overall site mission is now oriented toward environmental restoration and management of legacy chemical and nuclear waste. With the change in mission, SRS no longer has a need for much of the infrastructure developed to support the weapons program. This excess infrastructure, which includes over 1000 facilities, will be decommissioned and demolished over the forthcoming years. Dispositioning facilities for decommissioning and deactivation requires significant resources to determine hazards, structure type, and a rough-order-of-magnitude estimate for the decommissioning and demolition cost. Geographic information systems (GIS) technology was used to help manage the process of dispositioning infrastructure and for reporting the future status of impacted facilities.

  14. Electric utility system planning studies for OTEC power integration. Final report

    Florida Power Corporation (FPC) conducted an evaluation of the possible integration of OTEC into the FPC system. Existing system planning procedures, assumptions, and corporate financial criteria for planning new generating capacity were used without modification. A baseline configuration for an OTEC plant was developed for review with standard planning procedures. The OTEC plant characteristics and costs were incorporated in considerable detail. These basic inputs were examined using the FPC system planning methods. It was found that with the initial set of conditions, OTEC would not be economically viable. Using the same system planning procedures, a number of adjustments were made to the key study assumptions. It was found that two considerations dominate the analysis; the assumed rate of fuel cost escalation, and the projected capital cost of the OTEC plant. The analysis produced a parametric curve: on one hand, if fuel costs were to escalate at a rate greater than assumed (12% vs the assumed 5% for coal), and if no change were made to the OTEC input assumptions, the basic economic competitive criteria would be equivalent to the principal alternative, coal fueled plants. Conversely, if the projected cost of the OTEC plant were to be reduced from the assumed $2256/kW to $1450/kW, the economic competitiveness criterion would be satisfied. After corporate financial analysis, it was found that even if the cost competitive criterion were to be reached, the plan including OTEC could not be financed by Florida Power Corporation. Since, under the existing set of conditions for financing new plant capital requirements, FPC could not construct an OTEC plant, some other means of ownership would be necessary to integrate OTEC into the FPC system. An alternative such as a third party owning the plant and selling power to FPC, might prove attractive. (WHK)

    Purpose: Cannot observe the dose intuitionally is a limitation of the existing 2D pre-implantation dose planning. Meanwhile, a navigation module is essential to improve the accuracy and efficiency of the implantation. Hence a 3D Image Guided Brachytherapy Planning System conducting dose planning and intra-operative navigation based on 3D multi-organs reconstruction is developed. Methods: Multi-organs including the tumor are reconstructed in one sweep of all the segmented images using the multiorgans reconstruction method. The reconstructed organs group establishs a three-dimensional visualized operative environment. The 3D dose maps of the three-dimentional conformal localized dose planning are calculated with Monte Carlo method while the corresponding isodose lines and isodose surfaces are displayed in a stereo view. The real-time intra-operative navigation is based on an electromagnetic tracking system (ETS) and the fusion between MRI and ultrasound images. Applying Least Square Method, the coordinate registration between 3D models and patient is realized by the ETS which is calibrated by a laser tracker. The system is validated by working on eight patients with prostate cancer. The navigation has passed the precision measurement in the laboratory. Results: The traditional marching cubes (MC) method reconstructs one organ at one time and assembles them together. Compared to MC, presented multi-organs reconstruction method has superiorities in reserving the integrality and connectivity of reconstructed organs. The 3D conformal localized dose planning, realizing the 'exfoliation display' of different isodose surfaces, helps make sure the dose distribution has encompassed the nidus and avoid the injury of healthy tissues. During the navigation, surgeons could observe the coordinate of instruments real-timely employing the ETS. After the calibration, accuracy error of the needle position is less than 2.5mm according to the experiments. Conclusion: The speed and

    Purpose: A treatment planning system (TPS) was commissioned for clinical use with a fixed beam line proton delivery system. An outline of the data collection, modeling, and verification is provided. Methods: Beam data modeling for proton spot scanning in CMS Xio TPS requires the following measurements: (i) integral depth dose curves (IDDCs); (ii) absolute dose calibration; and (iii) beam spot characteristics. The IDDCs for 18 proton energies were measured using an integrating detector in a single spot field in a water phantom. Absolute scaling of the IDDCs were performed based on ion chamber measurements in mono-energetic 1010 cm{sup 2} fields in water. Beam spot shapes were measured in air using a flat panel scintillator detector at multiple planes. For beam model verification, more than 45 uniform dose phantom and patient plans were generated. These plans were used to measure range, point dose, and longitudinal and lateral profiles. Tolerances employed for verification are: point dose and longitudinal profiles, 2%; range, 1 mm; FWHM for lateral profiles, 2 mm; and patient plan dose distribution, gamma index of >90% at 3%/3 mm criteria. Results: More than 97% of the point dose measurements out of 115 were within +/-2% with maximum deviation of 3%. 98% of the ranges measured were within 1 mm with maximum deviation of 1.4mm. The normalized depth doses were within 2% at all depths. The maximum error in FWHM of lateral profiles was found to be less than 2mm. For 5 patient plans representing different anatomic sites, a total of 38 planes for 12 beams were analyzed for gamma index with average value of 99% and minimum of 94%. Conclusions: The planning system is successfully commissioned and can be safely deployed for clinical use. Measurements of IDDCs on user beam are highly recommended instead of using standard beam IDDCs.

To develop implementation plans the key tasks and sequences of steps must be determined. Those responsible for specific tasks must be identified and they must understand what they need to do. There must be assurances that the resources (human, physical, and fiscal) to complete the tasks are available. Motivation and incentive systems should be set up. Systems to coordinate efforts and guide activity must be devised and installed. An information management system must be designed to manage and analyze data and ensure that appropriate data are collected. This will aid managers in assessing whether individual activities or actions are tracking with stated goals and objectives. Training programs to improve managerial and worker capability in making and implementing plans should be designed. Managerial leadership to guide the efforts of all individuals in achieving the goals of the anadromous and resident fish recovery must be developed. It is the entire process of managing fish recovery in relationship to the Biological Opinion that will guide, coordinate, motivate, and control work and determine the effectiveness and efficiency of plan implementation.

    This Project Execution Plan documents the methodology for managing Project W-211. Project W-211, Initial Tank Retrieval Systems (ITRS), is a fiscal year 1994 Major Systems Acquisition that will provide systems for retrieval of radioactive wastes from selected double-shell tanks (DST). The contents of these tanks are a combination of supernatant liquids and settled solids. To retrieve waste from the tanks, it is first necessary to mix the liquid and solids prior to transferring the slurry to alternative storage or treatment facilities. The ITRS will provide systems to mobilize the settled solids and transfer the wastes out of the tanks. In so doing, ITRS provides feed for the future waste treatment plant, allows for consolidation of tank solids to manage space within existing DST storage capacity, and supports continued safe storage of tank waste. The ITRS scope has been revised to include waste retrieval systems for tanks AP-102, AP-104, AN-102, AN-103, AN-104, AN-105, AY-102, AZ-102, and SY-102. This current tank selection and sequence provides retrieval systems supporting the River Protection Project (RF'P) Waste Treatment Facility and sustains the ability to provide final remediation of several watch list DSTs via treatment. The ITRS is configured to support changing program needs, as constrained by available budget, by maintaining the flexibility for exchanging tanks requiring mixer pump-based retrieval systems and shifting the retrieval sequence. Preliminary design was configured such that an adequate basis exists for initiating Title II design of a mixer pump-based retrieval system for any DST. This Project Execution Plan (PEP), derived from the predecessor Project Management Plan, documents the methodology for managing the ITRS, formalizes organizational responsibilities and interfaces, and identifies project requirements such as change control, design verification, systems engineering, and human factors engineering.

    Purpose: Our real-time skin dose tracking system (DTS) has been upgraded to monitor dose for the micro-angiographic fluoroscope (MAF), a high-resolution, small field-of-view x-ray detector. Methods: The MAF has been mounted on a changer on a clinical C-Arm gantry so it can be used interchangeably with the standard flat-panel detector (FPD) during neuro-interventional procedures when high resolution is needed in a region-of-interest. To monitor patient skin dose when using the MAF, our DTS has been modified to automatically account for the change in scatter for the very small MAF FOV and to provide separated dose distributions for each detector. The DTS is able to provide a color-coded mapping of the cumulative skin dose on a 3D graphic model of the patient. To determine the correct entrance skin exposure to be applied by the DTS, a correction factor was determined by measuring the exposure at the entrance surface of a skull phantom with an ionization chamber as a function of entrance beam size for various beam filters and kVps. Entrance exposure measurements included primary radiation, patient backscatter and table forward scatter. To allow separation of the dose from each detector, a parameter log is kept that allows a replay of the procedure exposure events and recalculation of the dose components.The graphic display can then be constructed showing the dose distribution from the MAF and FPD separately or together. Results: The DTS is able to provide separate displays of dose for the MAF and FPD with field-size specific scatter corrections. These measured corrections change from about 49% down to 10% when changing from the FPD to the MAF. Conclusion: The upgraded DTS allows identification of the patient skin dose delivered when using each detector in order to achieve improved dose management as well as to facilitate peak skin-dose reduction through dose spreading.     This final report is an account of the principal activities of Lof Energy Systems, Inc. in a two-year project funded by the Energy Related Inventions Program (ERIP) of the U.S. Department of Energy. The primary objective has been the development of a fully practical and economical system for saving energy in indoor swimming pools by use of motorized covers. The goal is wide-spread use of a fully developed product, in institutional swimming pools. Four major tasks, depicted in the accompanying Performance Schedule, have been completed, and one other has been initiated and its completion committed. Principal accomplishments have been the selection and improvement of cover materials and designs, lengthening and strengthening of reels and improvements in motorized components and their control, design and installation of pool covers in full scale demonstration and evaluation of fully developed commercial system, preparation and dissemination of manuals and reports, finalization of arrangements for Underwriters Laboratory certification of products, and final report preparation and submission. Of greatest significance has been the successful demonstration of the fully developed system and the verification and reporting by an energy consultant of the large savings resulting from pool cover use. Probably the best evidence of success of the DOE-ERIP project in advancing this invention to a commercial stage is its acceptance for sale by the Lincoln Equipment Company, a national distributor of swimming pool supplies and equipment. A copy of the relevant page in the Lincoln catalog is included in this report as Annex A. Representatives of that company now offer Tof motorized pool cover systems to their pool owner customers. In addition to the plans for securing UL certification the company expects to continue making design improvements that can increase system reliability, durability, and cost-effectiveness.

    The purpose of this report was to define regional power systems planning problems, the tools available and their shortcomings, and to document all of the above in a concise readable form. The approach consisted of a survey and literature search. The survey determined the tools being used by utilities, the tools they had rejected, and the tools they planned to try out. The literature search was conducted for the purpose of documenting the tools available, and performing a comparative analysis of these tools. The project included a mix of utility, university, and consulting organizations. Several organizations were consulted in the selection of the participants. A non-profit organization, The University of Oklahoma, was selected to manage the project. The results were reviewed in a series of four one day meetings by known authorities in each field. This report consists of the results of this project. Perhaps its major finding is that several aspects of the regional planning problem are not well defined, the roles of the various participants in regional planning is not clear, and certainly research is needed for the development of new methodology.

  1. Fuel cell power systems for remote applications. Phase 1 final report and business plan

    The goal of the Fuel Cell Power Systems for Remote Applications project is to commercialize a 0.1--5 kW integrated fuel cell power system (FCPS). The project targets high value niche markets, including natural gas and oil pipelines, off-grid homes, yachts, telecommunication stations and recreational vehicles. Phase 1 includes the market research, technical and financial analysis of the fuel cell power system, technical and financial requirements to establish manufacturing capability, the business plan, and teaming arrangements. Phase 1 also includes project planning, scope of work, and budgets for Phases 2--4. The project is a cooperative effort of Teledyne Brown Engineering--Energy Systems, Schatz Energy Research Center, Hydrogen Burner Technology, and the City of Palm Desert. Phases 2 through 4 are designed to utilize the results of Phase 1, to further the commercial potential of the fuel cell power system. Phase 2 focuses on research and development of the reformer and fuel cell and is divided into three related, but potentially separate tasks. Budgets and timelines for Phase 2 can be found in section 4 of this report. Phase 2 includes: Task A--Develop a reformate tolerant fuel cell stack and 5 kW reformer; Task B--Assemble and deliver a fuel cell that operates on pure hydrogen to the University of Alaska or another site in Alaska; Task C--Provide support and training to the University of Alaska in the setting up and operating a fuel cell test lab. The Phase 1 research examined the market for power systems for off-grid homes, yachts, telecommunication stations and recreational vehicles. Also included in this report are summaries of the previously conducted market reports that examined power needs for remote locations along natural gas and oil pipelines.     Purpose: Our Radiation Oncology Department uses clinical practice guidelines for patient treatment, including normal tissue sparing and other dosimetric constraints. These practice guidelines were adapted from national guidelines, clinical trials, literature reviews, and practitioner's own experience. Modern treatment planning systems (TPS) have the capability of incorporating these practice guidelines to automatically create radiation therapy treatment plans with little human intervention. We are developing a software infrastructure to integrate clinical practice guidelines and radiation oncology electronic medical record (EMR) system into radiation therapy treatment planning system (TPS) for auto planning. Methods: Our Smart Auto-Planning Framework in an EMR environment (SAFEE) uses a software pipeline framework to integrate practice guidelines,EMR, and TPS together. The SAFEE system starts with retrieving diagnosis information and physician's prescription from the EMR system. After approval of contouring, SAFEE will automatically create plans according to our guidelines. Based on clinical objectives, SAFEE will automatically select treatment delivery techniques (such as, 3DRT/IMRT/VMAT) and optimize plans. When necessary, SAFEE will create multiple treatment plans with different combinations of parameters. SAFEE's pipeline structure makes it very flexible to integrate various techniques, such as, Model-Base Segmentation (MBS) and plan optimization algorithms, e.g., Multi-Criteria Optimization (MCO). In addition, SAFEE uses machine learning, data mining techniques, and an integrated database to create clinical knowledgebase and then answer clinical questions, such as, how to score plan quality or how volume overlap affects physicians' decision in beam and treatment technique selection. It follows the format and methodology/approach established by IEEE Std 1547.1, while incorporating: 1. Upgraded tests for responses to abnormal voltage and frequency, and also including ride-through. 2. A newly developed test for voltage regulation, including dynamic response testing. 3. Modified tests for unintentional islanding, open phase, and harmonics to include testing with the advanced voltage and frequency response functions enabled. Two advanced inverters, one single-phase and one three-phase, were tested under the beta test plan. These tests confirmed the importance of including tests for inverter dynamic response, which varies widely from one inverter to the next.

The Distributed Energy Resources Customer Adoption Model (DER-CAM) is used to determine the optimal size and type of distributed energy resources (DERs) and their operating schedules for a sample utility distribution system. Using the DER-CAM results, an evaluation is performed to evaluate the electrical performance of the distribution circuit if the DERs selected by the DER-CAM optimization analyses are incorporated. Results of analyses regarding the economic benefits of utilizing the optimal locations identified for the selected DER within the system are alsomore » presented. The actual Brookhaven National Laboratory (BNL) campus electrical network is used as an example to show the effectiveness of this approach.   10. Continuous Emissions Monitoring System Monitoring Plan for the Y-12 Steam Plant

    The Oak Ridge Y-12 National Security Complex (Y-12), managed by BWXT, is submitting this Continuous Emissions Monitoring System (CEMS) Monitoring Plan in conformance with the requirements of Title 40 of the U.S. Code of Federal Regulations (CFR) Part 75. The state of Tennessee identified the Y-12 Steam Plant in Oak Ridge, Tennessee, as a non-electrical generation unit (EGU) nitrogen oxides (NO{sub x}) budget source as a result of the NO{sub x} State Implementation Plan (SIP) under the Tennessee Department of Environment and Conservation (TDEC) Rule 1200-3-27. Following this introduction, the monitoring plan contains the following sections: CEMS details, NO{sub x} emissions, and quality assurance (QA)/quality control (QC). The following information is included in the attachments: fuel and flue gas diagram, system layout, data flow diagrams, Electronic Monitoring Plan printouts, vendor information on coal and natural gas feed systems, and the Certification Test Protocol. The Y-12 Steam Plant consists of four Wickes boilers. Each is rated at a maximum heat input capacity of 296.8 MMBtu/hour or 250,000 lb/hour of 250-psig steam. Although pulverized coal is the principal fuel, each of the units can fire natural gas or a combination of coal and gas. Each unit is equipped with a Joy Manufacturing Company reverse air baghouse to control particulate emissions. Flue gases travel out of the baghouse, through an induced draft fan, then to one of two stacks. Boilers 1 and 2 exhaust through Stack 1. Boilers 3 and 4 exhaust through Stack 2. A dedicated CEMS will be installed in the ductwork of each boiler, downstream of the baghouse. The CEMS will be designed, built, installed, and started up by URS Group, Inc. (URS). Data acquisition and handling will be accomplished using a data acquisition and handling system (DAHS) designed, built, and programmed by Environmental Systems Corporation (ESC).     The Homeland-Defense Operational Planning System (HOPS), is a new operational planning tool leveraging Lawrence Livermore National Laboratory's expertise in weapons systems and in sparse information analysis to support the defense of the U.S. homeland. HOPS provides planners with a basis to make decisions to protect against acts of terrorism, focusing on the defense of facilities critical to U.S. infrastructure. Criticality of facilities, structures, and systems is evaluated on a composite matrix of specific projected casualty, economic, and sociopolitical impact bins. Based on these criteria, significant unidentified vulnerabilities are identified and secured. To provide insight into potential successes by malevolent actors, HOPS analysts strive to base their efforts mainly on unclassified open-source data. However, more cooperation is needed between HOPS analysts and facility representatives to provide an advantage to those whose task is to defend these facilities. Evaluated facilities include: refineries, major ports, nuclear power plants and other nuclear licensees, dams, government installations, convention centers, sports stadiums, tourist venues, and public and freight transportation systems. A generalized summary of analyses of U.S. infrastructure facilities will be presented.

  14. SU-E-T-587: Monte Carlo Versus Ray-Tracing for Treatment Planning Involving CNS Tumors On the MultiPlan System for CyberKnife Radiosurgery

    Purpose: MultiPlan, the treatment planning system for the CyberKnife Robotic Radiosurgery system offers two approaches to dose computation, namely Ray-Tracing (RT), the default technique and Monte Carlo (MC), an option. RT is deterministic, however it accounts for primary heterogeneity only. MC on the other hand has an uncertainty associated with the calculation results. The advantage is that in addition, it accounts for heterogeneity effects on the scattered dose. Not all sites will benefit from MC. The goal of this work was to focus on central nervous system (CNS) tumors and compare dosimetrically, treatment plans computed with RT versus MC. Methods: Treatment plans were computed using both RT and MC for sites covering (a) the brain (b) C-spine (c) upper T-spine (d) lower T-spine (e) L-spine and (f) sacrum. RT was first used to compute clinically valid treatment plans. Then the same treatment parameters, monitor units, beam weights, etc., were used in the MC algorithm to compute the dose distribution. The plans were then compared for tumor coverage to illustrate the difference if any. All MC calculations were performed at a 1% uncertainty. Results: Using the RT technique, the tumor coverage for the brain, C-spine (C3–C7), upper T-spine (T4–T6), lower T-spine (T10), Lspine (L2) and sacrum were 96.8%, 93.1%, 97.2%, 87.3%, 91.1%, and 95.3%. The corresponding tumor coverage based on the MC approach was 98.2%, 95.3%, 87.55%, 88.2%, 92.5%, and 95.3%. It should be noted that the acceptable planning target coverage for our clinical practice is >95%. The coverage can be compromised for spine tumors to spare normal tissues such as the spinal cord. Conclusion: For treatment planning involving the CNS, RT and MC appear to be similar for most sites but for the T-spine area where most of the beams traverse lung tissue. In this case, MC is highly recommended.

    Excellence in Laboratory operations is one of the three key goals of the Oak Ridge National Laboratory (ORNL) Agenda. That goal will be met through comprehensive upgrades of facilities and operational approaches over the next few years. Many of ORNL's physical facilities, including the liquid and gaseous waste collection and treatment systems, are quite old, and are reaching the end of their safe operating life. The condition of research facilities and supporting infrastructure, including the waste handling facilities, is a key environmental, safety and health (ES&H) concern. The existing infrastructure will add considerably to the overhead costs of research due to increased maintenance and operating costs as these facilities continue to age. The Liquid Gaseous Waste Treatment System (LGWTS) Reengineering Project is a UT-Battelle, LLC (UT-B) Operations Improvement Program (OIP) project that was undertaken to develop a plan for upgrading the ORNL liquid and gaseous waste systems to support ORNL's research mission.

    This proposal provides the rationale for an advanced system called Diagnostics-while-drilling (DWD) and describes its benefits, preliminary configuration, and essential characteristics. The central concept is a closed data circuit in which downhole sensors collect information and send it to the surface via a high-speed data link, where it is combined with surface measurements and processed through drilling advisory software. The driller then uses this information to adjust the drilling process, sending control signals back downhole with real-time knowledge of their effects on performance. The report presents background of related previous work, and defines a Program Plan for US Department of Energy (DOE), university, and industry cooperation.

    Project W-320 has installed the Waste Retrieval Sluicing System at the 200 East Area on the Hanford Site to retrieve the sludge from single-shell tank 241-C-106 and transfer it into double-shell tank 241-AY-102. Operation of the WRSS process will resolve the high-heat safety issue for tank 241-C-106 and demonstrate a technology for the retrieval of single-shell tank wastes. This process control plan coordinates the technical operating requirements (primarily mass transfer, temperature, and flammable gas) for the sluicing operation and provides overall technical guidance for the retrieval activity.

This document, prepared in response to that letter, presents the proposed approach to compliance of the 300 Area with the federal Resource Conservation and Recovery Act and Washington State`s Chapter 173-303 WAC, Dangerous Waste Regulations. It also contains 10 appendices which were developed as bases for preparing the compliance plan approach. It refers to the Radioactive Liquid Waste System facilities and to the radioactive mixed waste.

    Lockheed Martin Energy Systems, Inc. (LMES) has established and maintains Document Management Centers (DMCs) to support Environmental Restoration Program (ER) activities undertaken at three Oak Ridge facilities: Oak Ridge National Laboratory, Oak Ridge K-25 Site, Oak Ridge Y-12 Plant; and two sister sites: Portsmouth Gaseous Diffusion Plant in Portsmouth, Ohio, and Paducah Gaseous Diffusion Plant in Paducah, Kentucky. The role of the DMCs is to receive, store, retrieve, and properly dispose of records. In an effort to make the DMCs run more efficiently and to more proactively manage the records` life cycles from cradle to grave, ER has decided to investigate ways in which Electronic Document Management System (EDMS) technologies can be used to redefine the DMCs and their related processes. Specific goals of this study are tightening control over the ER documents, establishing and enforcing record creation and retention procedures, speeding up access to information, and increasing the accessibility of information. A working pilot of the solution is desired within the next six months. Based on a series of interviews conducted with personnel from each of the DMCs, key management, and individuals representing related projects, it is recommended that ER utilize document management, full-text retrieval, and workflow technologies to improve and automate records management for the ER program. A phased approach to solution implementation is suggested starting with the deployment of an automated storage and retrieval system at Portsmouth. This should be followed with a roll out of the system to the other DMCs, the deployment of a workflow-enabled authoring system at Portsmouth, and a subsequent roll out of this authoring system to the other sites.

  2. SU-E-P-05: Is Routine Treatment Planning System Quality Assurance Necessary?

    Purpose: To evaluate the variation of dose calculations using a treatment planning system (TPS) over a two year period and assessment of the need for TPS QA on regular intervals. Methods: Two phantoms containing solid water and lung- and bone-equivalent heterogeneities were constructed in two different institutions for the same brand treatment planning system. Multiple plans, consisting of photons and electron beams, including IMRT and VMAT ones, were created and calculated on the phantoms. The accuracy of dose computation in the phantoms was evaluated at the onset by dose measurements within the phantoms. The dose values at up to 24 points of interest (POI) within the solid water, lung, and bone slabs, as well as mean doses to several regions of interest (ROI), were re-calculated over a two-year period which included two software upgrades. The variations in POI and ROI dose values were analyzed and evaluated. Results: The computed doses vary slightly month-over-month. There are noticeable variations at the times of software upgrade, if the upgrade involves remodeling and/or re-commissioning of the beams. The variations are larger in certain points within the phantom, usually in the buildup region or near interfaces, and are almost non-existent for electron beams. Conclusion: Routine TPS QA is recommended by AAPM and other professional societies, and is often required by accreditation organizations. The frequency and type of QA, though, is subject to debate. The results presented here demonstrate that the frequency of these tests could be at longer intervals than monthly. However, it is essential to perform TPS QA at the time of commissioning and after each software upgrade.

    An automatic, personnel-operated, alpha-particle hand monitor is described which functions as a qualitative instrument to indicate to the person using it whether his hands are cold'' or hot.'' The monitor is activated by a push button and includes several capacitor-triggered thyratron tubes. Upon release of the push button, the monitor starts the counting of the radiation present on the hands of the person. If the count of the radiation exceeds a predetermined level within a predetermined time, then a capacitor will trigger a first thyratron tube to light a hot'' lamp. If, however, the count is below such level during this time period, another capacitor will fire a second thyratron to light a safe'' lamp. (AEC)

    The most significant energy consuming infrastructures and the greatest contributors to greenhouse gases for any developed nation today are electric and freight/passenger transportation systems. Technological alternatives for producing, transporting and converting energy for electric and transportation systems are numerous. Addressing costs, sustainability and resilience of electric and transportation needs requires long-term assessment since these capital-intensive infrastructures take years to build with lifetimes approaching a century. Yet, the advent of electrically driven transportation, including cars, trucks and trains, creates potential interdependencies between the two infrastructures that may be both problematic and beneficial. We are developing modelling capability to perform long-term electric and transportation infrastructure design at a national level, accounting for their interdependencies. The approach combines network flow modelling with a multi-objective solution method. We describe and compare it to the state of the art in energy planning models. An example is presented to illustrate important features of this new approach.

    An automatically scramming nuclear reactor system. One embodiment comprises a core having a coolant inlet end and a coolant outlet end. A cooling system operatively associated with the core provides coolant to the coolant inlet end and removes heated coolant from the coolant outlet end, thus maintaining a pressure differential therebetween during a normal operating condition of the nuclear reactor system. A guide tube is positioned within the core with a first end of the guide tube in fluid communication with the coolant inlet end of the core, and a second end of the guide tube in fluid communication with the coolant outlet end of the core. A control element is positioned within the guide tube and is movable therein between upper and lower positions, and automatically falls under the action of gravity to the lower position when the pressure differential drops below a safe pressure differential.

    Purpose: Develop and benchmark an inverse treatment planning system (TPS) for proton radiotherapy integrating fast analytical dose and LET calculations in patient geometries and a dual objective function with both dose and LET components, enabling us to apply optimization techniques to improve the predicted outcome of treatments based on radiobiological models. Methods: The software package was developed in MATLAB and implements a fluence-dose calculation technique based on a pencil beam model for dose calculations and a 3D LET model based on the extension of the LET in the radial direction as a function of the predicted radiological pathway. Both models were benchmarked against commissioning data from our institution, dose calculations performed with a commercial treatment planning system and Monte Carlo simulations. The optimization is based on the adaptive simulated annealing approach . Results: The dose and LET calculations were tested in a water phantom and several real patient treatments. The pass rate for the gamma index analysis (3%/3mm) test was above 90% for all test cases analyzed, and the calculation time was of the order of seconds. The inverse planning module produced plans with a significantly higher mean LET in the target compared to traditional plans, without any loss of target coverage. The clinical relevance of this improvement is under consideration . Conclusion: The developed treatment planning system is a valuable clinical and research tool that enables us to incorporate LET effects into proton radiotherapy planning in a streamlined fashion.

    Purpose: Catheter reconstruction is crucial for the accurate delivery of radiation dose in HDR brachytherapy. The process becomes complicated and time-consuming for large superficial clinical targets with a complex topology. A novel method for the automatic catheter reconstruction of flap applicators is proposed in this study. Methods: We have developed a program package capable of image manipulation, using C++class libraries of The-Visualization-Toolkit(VTK) software system. The workflow for automatic catheter reconstruction is: a)an anchor point is placed in 3D or in the axial view of the first slice at the tip of the first, last and middle points for the curved surface; b)similar points are placed on the last slice of the image set; c)the surface detection algorithm automatically registers the points to the images and applies the surface reconstruction filter; d)then a structured grid surface is generated through the center of the treatment catheters placed at a distance of 5mm from the patient's skin. As a result, a mesh-style plane is generated with the reconstructed catheters placed 10mm apart. To demonstrate automatic catheter reconstruction, we used CT images of patients diagnosed with cutaneous T-cell-lymphoma and imaged with Freiburg-Flap-Applicators (Nucletron-Elekta, Netherlands). The coordinates for each catheter were generated and compared to the control points selected during the manual reconstruction for 16catheters and 368control point Results: The variation of the catheter tip positions between the automatically and manually reconstructed catheters was 0.17mm(SD=0.23mm). The position difference between the manually selected catheter control points and the corresponding points obtained automatically was 0.17mm in the x-direction (SD=0.23mm), 0.13mm in the y-direction (SD=0.22mm), and 0.14mm in the z-direction (SD=0.24mm).   9. Applications of Geographic Information Systems technology for environmental planning and management in North Carolina

    The State of North Carolina is developing a multipurpose geographic information systems (GIS) database for widespread use. The database currently consists of more than fifty categories of information state wide. In addition to basic planimetric information, the data include many categories of environmental significance. Much of the database has proven useful to planners, managers, and consultants involved with environmental policy-making and protection. The database is being used to augment activities in regulatory programs, research programs and in a variety of siting applications. The North Carolina Center for Geographic Information and Analysis (NCCGIA) has operated the State's GIS since 1977 and is the lead coordinating agency for geographic information in the state. NCCGIA is able to develop and maintain the corporate database through partnerships with other state, federal, regional, and local government agencies and private organizations. Users access the database at NCCGIA for the production of maps and statistics, to spontaneously generate displays of a project area, to acquire data, and to conduct special studies. This paper describes some of the activities associated with environmental planning and management applications at the North Carolina Center for Geographic Information and Analysis. Specifically, it illustrates the following: the conceptual framework for development and maintenance of the corporate database; the contents of the database; several environmental planning documents and applications developed at NCCGIA; and methods of data access.

  10. OTEC (Ocean Thermal Energy Conversion) CWP (Cold Water Pipe) Laboratory Test Program. Ocean Systems Test Plan

    This document presents the plan for validating the ocean systems response codes used in the OTEC community. Ocean systems used here includes the platform, the CWP, and the mooring system. The objectives of the present program are to acquire test data on the response of the ocean system to wave excitation available frequency domain computer codes. If the codes are not fully validated upon comparison of the test data with the calculations, the objectives are to identify discrepancies, establish the range of code usefulness and to recommend improvements. Model tests will be conducted in the OTC model basin with the CWP extending into the 30 foot deep pit. This limits the model scale to 1:110. Three types of prototype CWP's will be modeled: rigid, articulated and compliant. Two mooring stiffnesses will be tested based on the Lockheed mooring study. The model platform is a modified version of the APL barge redesigned to improve seakeeping performance. Computer code calculations will be made with the ROTEC and NOAA/DOE frequency domain codes. Standard response parameters will be compared with the test data (stress and motion maxima, significant and RMS magnitudes as well as selected RAO's). Wave drift forces will be estimated and compared to test data.
