    The 'acceleration' of land-secured assessments allows municipalities to declare the entire value (not just the late payments) of a property owner's outstanding balance payable if a default occurs. State laws vary on whether acceleration is required, permitted, or prohibited. Acceleration can be attractive to bond investors because it strips out non-performing assessments, and may avoid delays in debt service payments to investors. The risk that non-acceleration will negatively impact bond investors is a particular issue in states without a process for rapidly resolving defaults. However, acceleration may also increase the risk to mortgage holders, as the full amount of the outstanding assessment becomes due and traditionally has priority over other lien holders. Acceleration also places a greater burden on the property owner.

I am very disappointed with Deval Patrick's decision to support a multi billionaire from Houston to jeopordize everyone in the pipeline's path and beyond. This pipeline is a such a bad idea that it could actually be pushed down people's throats because it's so unthinkably bad, surly some government official would protect us from it !!!!! WRONG , big corporations rule everywhere , even in the town I love so much .I do not support this ridiculous project for so many reasons , I truly don't know where to start.     The invention is a method and apparatus for marking components by inducing a shock wave on the surface that results in an indented (strained) layer and a residual compressive stress in the surface layer. One embodiment of the laser peenmarking system rapidly imprints, with single laser pulses, a complete identification code or three-dimensional pattern and leaves the surface in a state of deep residual compressive stress. A state of compressive stress in parts made of metal or other materials is highly desirable to make them resistant to fatigue failure and stress corrosion cracking. This process employs a laser peening system and beam spatial modulation hardware or imaging technology that can be setup to impress full three dimensional patterns into metal surfaces at the pulse rate of the laser, a rate that is at least an order of magnitude faster than competing marking technologies.

    Marked statistics allow sensitive tests of how galaxy properties correlate with environment, as well as of how correlations between galaxy properties are affected by environment. A halo-model description of marked correlations is developed, which incorporates the effects which arise from the facts that typical galaxy marks (e.g., luminosity, color, star formation rate, stellar mass) depend on the mass of the parent halo, and that massive haloes extend to larger radii and populate denser regions. Comparison with measured marked statistics in semi-analytic galaxy formation models shows good agreement on scales smaller than a Megaparsec, and excellent agreement on larger scales. The halo-model description shows clearly that the behaviour of some low-order marked statistics on these scales encodes information about the mean galaxy mark as a function of halo mass, but is insensitive to mark-gradients within haloes. Higher-order statistics encode information about higher order moments of the distribution of marks within haloes. This information is obtained without ever having to identify haloes or clusters in the galaxy distribution. On scales smaller than a Megaparsec, the halo-model calculation shows that marked statistics allow sensitive tests of whether or not central galaxies in haloes are a special population. A prescription for including more general mark-gradients in the halo-model description is also provided. The formalism developed here is particularly well-suited to interpretation of marked statistics in astrophysical datasets, because it is phrased in the same language that is currently used to interpret more standard measures of galaxy clustering.

    We study a general filtering problem with marked point process observations. The motivation comes from modeling financial ultra-high frequency data. First, we rigorously derive the unnormalized filtering equation with marked point process observations under mild assumptions, especially relaxing the bounded condition of stochastic intensity. Then, we derive the Poisson chaos expansion for the unnormalized filter. Based on the chaos expansion, we establish the uniqueness of solutions of the unnormalized filtering equation. Moreover, we derive the Poisson chaos expansion for the unnormalized filter density under additional conditions. To explore the computational advantage, we further construct a new consistent recursive numerical scheme based on the truncation of the chaos density expansion for a simple case. The new algorithm divides the computations into those containing solely system coefficients and those including the observations, and assign the former off-line.

    The operation of the University of Durham Mark 6 atmospheric Cerenkov telescope is discussed. The telescope has been used to detect gamma rays at energies {>=}150 GeV and to achieve good discrimination between gamma ray and hadron initiated showers, using both conventional imaging and novel fluctuation measures. The telescope was commissioned in 1995 and a description of its operation is presented. Verification of the performance during observations of PSR B1706-44 is described.

    This report presents the results of an assessment of the technical and economic feasibility of deploying a photovoltaics (PV) system on a brownfield site in St. Marks, Florida. The site was assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.08/kWh and incentives offered in the State of Florida and from the two accessible utilities, Progress Energy and the City of Tallahassee. According to the site production calculations, the most cost-effective system in terms of return on investment is the fixed-tilt thin film technology. The report recommends financing options that could assist in the implementation of such a system.

    In 2009, a National Academy of Sciences report called for investigation into the scienti#12;c basis behind tool mark comparisons (National Academy of Sciences, 2009). Answering this call, Chumbley et al. (2010) attempted to prove or disprove the hypothesis that tool marks are unique to a single tool. They developed a statistical algorithm that could, in most cases, discern matching and non-matching tool marks made at di#11;erent angles by sequentially numbered screwdriver tips. Moreover, in the cases where the algorithm misinterpreted a pair of marks, an experienced forensics examiner could discern the correct outcome. While this research served to con#12;rm the basic assumptions behind tool mark analysis, it also suggested that statistical analysis software could help to reduce the examiner's workload. This led to a new tool mark analysis approach, introduced in this thesis, that relies on 3D scans of screwdriver tip and marked plate surfaces at the micrometer scale from an optical microscope. These scans are carefully cleaned to remove noise from the data acquisition process and assigned a coordinate system that mathematically de#12;nes angles and twists in a natural way. The marking process is then simulated by using a 3D graphics software package to impart rotations to the tip and take the projection of the tip's geometry in the direction of tool travel. The edge of this projection, retrieved from the 3D graphics software, becomes a virtual tool mark. Using this method, virtual marks are made at increments of 5#14; and compared to a scan of the evidence mark. The previously developed statistical package from Chumbley et al. (2010) performs the comparison, comparing the similarity of the geometry of both marks to the similarity that would occur due to random chance. The resulting statistical measure of the likelihood of the match informs the examiner of the angle of the best matching virtual mark, allowing the examiner to focus his/her mark analysis on a smaller range of angles. Preliminary results are quite promising. In a study with both sides of 6 screwdriver tips and 34 corresponding marks, the method distinguished known matches from known non-matches with zero false positive matches and only two matches mistaken for non-matches. For matches, it could predict the correct marking angle within #6;5-10#14;. Moreover, on a standard desktop computer, the virtual marking software is capable of cleaning 3D tip and plate scans in minutes and producing a virtual mark and comparing it to a real mark in seconds. These results support several of the professional conclusions of the tool mark analysis com- munity, including the idea that marks produced by the same tool only match if they are made at similar angles. The method also displays the potential to automate part of the comparison process, freeing the examiner to focus on other tasks, which is important in busy, backlogged crime labs. Finally, the method o#11;ers the unique chance to directly link an evidence mark to the tool that produced it while reducing potential damage to the evidence.

    In the typical spatial search problems solved by continuous-time quantum walk, changing the location of the marked vertices does not alter the search problem. In this paper, we consider search when this is no longer true. In particular, we analytically solve search on the "simplex of $K_M$ complete graphs" with all configurations of two marked vertices, two configurations of $M+1$ marked vertices, and two configurations of $2(M+1)$ marked vertices, showing that the location of the marked vertices can dramatically influence the required jumping rate of the quantum walk, such that using the wrong configuration's value can cause the search to fail. This sensitivity to the jumping rate is an issue unique to continuous-time quantum walks that does not affect discrete-time ones.

    The MARK-1 detection system was developed by the Idaho National Engineering Laboratory for the US Department of Energy Office of Arms Control and Nonproliferation. The completely portable system was designed for the detection and analysis of intense photon emissions from pulsed ionizing radiation sources. This manual presents the technical design specifications for the MARK-1 detection system and was written primarily to assist the support or service technician in the service, calibration, and repair of the system. The manual presents the general detection system theory, the MARK-1 component design specifications, the acquisition and control software, the data processing sequence, and the system calibration procedure. A second manual entitled: Volume 2: Operations Manual for the MARK-1 Pulsed Ionizing Radiation Detection System (USDOE Report WINCO-1108, September 1992) provides a general operational description of the MARK-1 detection system.     The rebates utilities provide for residential central air conditioners and heat pumps to encourage improved cooling efficiency may inadvertently reward higher peak demand in many cases. This problem could be avoided by using both efficiency and peak performance to determine eligibility for rebates. Such changes to incentive formulas would better align the utilities` DSM programs with the dual goals of improved efficiency and peak demand reduction. Improved peak performance would be especially advantageous for sunbelt utilities whose residential cooling load is highly coincident with the summer peak. Air conditioning has been called the utilities` ``load from hell,`` because it is intermittent, unpredictable, and is the largest contributor to summer peak demand, requiring massive investments in power generation and delivery capacity. It is no wonder then that more DSM programs are targeted at space cooling than at any other end use. Ironically, however, all of the residential rebate programs the authors examined for central air conditioners and heat pumps are based on the seasonal energy efficiency ratio (SEER), which provides a valuable measure of seasonal energy efficiency but is not a good indicator of peak demand. Residential central air conditioning incentive programs for eight major utilities are based exclusively on SEER and most ratchet up the incentive levels with increasing SEER. None include the measure for peak demand for residential cooling equipment, which is the so-called energy efficiency ratio, or EER.

  1. Query complexity for searching multiple marked states from an unsorted database

    An important and usual problem is to search all states we want from a database with a large number of states. In such, recall is vital. Grover's original quantum search algorithm has been generalized to the case of multiple solutions, but no one has calculated the query complexity in this case. We will use a generalized algorithm with higher precision to solve such a search problem that we should find all marked states and show that the practical query complexity increases with the number of marked states. In the end we will introduce an algorithm for the problem on a ``duality computer'' and show its advantage over other algorithms.

    This report describes the results of a series of calculations conducted to investigate the response of BWR Mark 2 containments to short-term and long-term station blackout severe accident sequences. The BWR-LTAS, BWRSAR, and MELCOR codes were employed to conduct quantitative accident sequence progression and containment response analyses for several station blackout scenarios. The accident mitigation effectiveness of automatic depressurization system actuation, drywell flooding via containment spray operation, and debris quenching in Mark 2 suppression pools is assessed. 27 refs., 16 figs., 21 tabs.

    Containment flooding is an important strategy for severe accident management of a conventional boiling water reactor (BWR) system. The purpose of this work is to investigate the containment flooding strategy of the Mark-III system after a reactor pressure vessel (RPV) breach. The Kuosheng Power Plant is a typical BWR-6 nuclear power plant (NPP) with Mark-III containment. The Severe Accident Management Guideline (SAMG) of the Kuosheng NPP has been developed based on the BWR Owners Group (BWROG) Emergency Procedure and Severe Accident Guidelines, Rev. 2. Therefore, the Kuosheng NPP is selected as the plant for study, and the MAAP4 code is chosen as the tool for analysis. A postulated specific station blackout sequence for the Kuosheng NPP is cited as a reference case for this analysis. Because of the design features of Mark-III containment, the debris in the reactor cavity may not be submerged after an RPV breach when one follows the containment flooding strategy as suggested in the BWROG generic guideline, and the containment integrity could be challenged eventually. A more specific containment flooding strategy with drywell venting after an RPV breach is investigated, and a more stable plant condition is achieved with this strategy. Accordingly, the containment flooding strategy after an RPV breach will be modified for the Kuosheng SAMG, and these results are applicable to typical Mark-III plants with drywell vent path.

    The correlation between the coma sensitivity of the alternating phase-shifting mask (Alt-PSM) mark and the mark's structure is studied based on the Hopkins theory of partially coherent imaging and positive resist optical lithography (PROLITH) simulation. It is found that an optimized Alt-PSM mark with its phase width being two-thirds its pitch has a higher sensitivity to coma than Alt-PSM marks with the same pitch and the different phase widths. The pitch of the Alt-PSM mark is also optimized by PROLITH simulation, and the structure of p=1.92{lambda}/NA and pw=2p/3 proves to be with the highest sensitivity. The optimized Alt-PSM mark is used as a measurement mark to retrieve coma aberration from the projection optics in lithographic tools. In comparison with an ordinary Alt-PSM mark with its phase width being a half its pitch, the measurement accuracies of Z7 and Z14 apparently increase.

    A new X-band RF gun (Mark-0) has been assembled, tuned and was tested in the ASTA facility at SLAC. This gun has been improved from an earlier gun used in Compton-scattering experiments at SLAC by the introduction of a racetrack dual-input coupler to reduce quadrupole fields. Waveguide-to-coupler irises were also redesigned to reduce surface magnetic fields and therefore peak pulse surface heating. Tests of this photocathode gun will allow us to gain early operational experience for beam tests of a new gun with further improvements (Mark-1) being prepared for SLAC's X-Band Test Area (XTA) program and the LLNL MEGa-ray program. Results of current testing up to {approx} 200 MV/m peak surface Electric fields are presented.

    Oscillation marks are the most recognizable feature of continuous casting and can be related to the subsurface defects that can be found on product rolled from continuous cast slabs. The purpose of this work was to develop strategies that can be used on industrial continuous casters to reduce oscillation mark depth and, in particular, to minimize the formation of hook type defects that are prevalent on ultra low carbon grades. The major focus of the work was on developing a technique to allow heat transfer in the meniscus region of the continuous caster to be measured and the effect of mold slag chemistry and chrystallization to be documented. A new experimental technique was developed that allowed the effect of mold flux chemistry and chrystallization on the radiation heat transfer rate to be measured dynamically.

    Title 10 of the Code of Federal Regulations (10 CFR), Section 50.44 Standards for Combustible Gas Control System in Light-Water-Cooled Power Reactors,'' requires that systems be provided to control hydrogen concentration in the containment atmosphere following an accident to ensure that containment integrity is maintained. The purpose of this report is to provide regulatory guidance to licensees with Mark III containments with regard to demonstrating compliance with 10 CFR 50.44, Section (c)(3)(vi) and (c)(3)(vii). In this report, the staff provides its evaluation of the generic methodology proposed by the Hydrogen Control Owners Group. This generic methodology is documented in Topical Report HGN-112-NP, Generic Hydrogen Control Information for BWR/6 Mark III Containments.'' In addition, the staff has recommended that the vulnerability to interruption of power to the hydrogen igniters be evaluated further on a plant-specific basis as part of the individual plant examination of the plants with Mark III containments. 10 figs., 1 tab.

    A linear measurement model of lithographic projection lens aberrations is studied numerically based on the Hopkins theory of partially-coherent imaging and positive resist optical lithography (PROLITH) simulation. In this linearity model, the correlation between the mark's structure and its sensitivities to aberrations is analyzed. A method to design a mark with high sensitivity is proved and declared. By use of this method, a translational-symmetry alternating phase shifting mask (Alt-PSM) grating mark is redesigned with all of the even orders, {+-}3rd and {+-}5th order diffraction light missing. In the evaluation simulation, the measurement accuracies of aberrations prove to be enhanced apparently by use of the redesigned mark instead of the old ones.

    This report identifies and assesses accident management strategies which could be important for preventing containment failure and/or mitigating the release of fission products during a severe accident in a BWR plant with a Mark 1 type of containment. Based on information available from probabilistic risk assessments and other existing severe accident research, and using simplified containment and release event trees, the report identifies the challenges a Mark 1 containment could face during the course of a severe accident, the mechanisms behind these challenges, and the strategies that could be used to mitigate the challenges. A safety objective tree is developed which provides the connection between the safety objectives, the safety functions, the challenges, and the strategies. The strategies were assessed by applying them to certain severe accident sequence categories which have one or more of the following characteristics: have high probability of core damage or high consequences, lead to a number of challenges, and involve the failure of multiple systems. 59 refs., 55 figs., 27 tabs.

    Constitutive activation of the extracellular signal-regulated kinase (ERK) pathway is associated with the neoplastic phenotype of a large number of human tumor cells. Although specific blockade of the ERK pathway by treating such tumor cells with potent mitogen-activated protein kinase/ERK kinase (MEK) inhibitors completely suppresses their proliferation, it by itself shows only a modest effect on the induction of apoptotic cell death. However, these MEK inhibitors markedly enhance the efficacy of histone deacetylase (HDAC) inhibitors to induce apoptotic cell death: such an enhanced cell death is observed only in tumor cells in which the ERK pathway is constitutively activated. Co-administration of MEK inhibitor markedly sensitizes tumor cells to HDAC inhibitor-induced generation of reactive oxygen species, which appears to mediate the enhanced cell death induced by the combination of these agents. These results suggest that the combination of MEK inhibitors and HDAC inhibitors provides an efficient chemotherapeutic strategy for the treatment of tumor cells in which the ERK pathway is constitutively activated.

  12. EXPERIMENTAL OBSERVATIONS ON THE ROLES OF CADMIUM POOL IN MARK-IV ELECTROREFINER

    Idaho National Laboratory and Argonne National Laboratory have developed and demonstrated a pyroprocessing technology for the Department of Energy to reprocess spent nuclear fuel. One of the key steps in the pyroprocessing was electrorefining the spent fuel in a metal form in a molten LiCl-KCl-UCl3/liquid cadmium system using an engineering scale electrorefiner (Mark-IV ER). This article summarizes experimental observations and engineering aspects for the roles of the liquid cadmium for electrorefining of the spent fuel in the Mark-IV ER. It was found that the liquid cadmium pool acted as an intermediate electrode during the electrorefining process. The cadmium level gradually decreased due to its high vapor pressure at the ER operating temperature. The low cadmium level caused the anode assembly to electrically short with the ER vessel hardware, which resulted in difficulty determining the endpoint of uranium dissolution from the anode baskets and reducing the current efficiency. A reflux cadmium vapor trap has successfully prevented the cadmium level from decreasing and mitigated cadmium vapor deposition on cold metal surface inside the ER.

    The Mark-IV electrorefiner (Mk-IV ER) contains an electrolyte/molten cadmium system for refining uranium electrochemically. Typically, the anode of the Mk-IV ER consists of the chopped sodium-bonded metallic driver fuels, which have been primarily U-10Zr binary fuels. Chemical analysis of the residual anode materials after electrorefining indicates that a small amount of cadmium is removed from the Mk-IV ER along with the undissolved anode materials. Investigation of chemical analysis data indicates that the amount of cadmium in the undissolved anode materials is strongly correlated with the anode rotation speeds and the residence time of the anode in the Mk-IV ER. Discussions are given to explain the prescribed correlation.

  19. Bench-mark solution for a penny-shaped hydraulic fracture driven by a thinning fluid

    The paper presents a solution for axisymmetric propagation of a penny-shaped crack driven by a thinning fluid. The solution to the accuracy of four significant digits, at least, is obtained on the basis of the modified formulation of hydraulic fracture problem by employing the particle velocity, rather than conventionally used flux. This serves to properly organize iterations in the opening after reducing the problem to the self-similar form. Numerical results obtained show relatively small dependence of self-similar quantities (fracture radius, propagation speed, opening, particle velocity, pressure, flux) on the behavior index of a thinning fluid. The results provide bench marks for the accuracy control of truly 3D simulators and they serve for assigning an apparent viscosity when simulating the action of a thinning fluid by replacing it with an equivalent Newtonian fluid.

    The Par-1/MARK protein kinases play a pivotal role in establishing cellular polarity. This family of kinases contains a unique domain architecture, in which a ubiquitin-associated (UBA) domain is located C-terminal to the kinase domain. We have used a combination of x-ray crystallography and NMR dynamics experiments to understand the interaction of the human (h) MARK3 UBA domain with the adjacent kinase domain as compared with ubiquitin. The x-ray crystal structure of the linked hMARK3 kinase and UBA domains establishes that the UBA domain forms a stable intramolecular interaction with the N-terminal lobe of the kinase domain. However, solution-state NMR studies of the isolated UBA domain indicate that it is highly dynamic, undergoing conformational transitions that can be explained by a folding-unfolding equilibrium. NMR titration experiments indicated that the hMARK3 UBA domain has a detectable but extremely weak affinity for mono ubiquitin, which suggests that conformational instability of the isolated hMARK3 UBA domain attenuates binding to ubiquitin despite the presence of residues typically involved in ubiquitin recognition. Our data identify a molecular mechanism through which the hMARK3 UBA domain has evolved to bind the kinase domain, in a fashion that stabilizes an open conformation of the N- and C-terminal lobes, at the expense of its capacity to engage ubiquitin. These results may be relevant more generally to the 30% of UBA domains that lack significant ubiquitin-binding activity, and they suggest a unique mechanism by which interaction domains may evolve new binding properties.

    In this work, the characterization of the full-power steady state of the TRIGA Mark II nuclear reactor of the University of Pavia is performed by coupling Monte Carlo (MC) simulation for neutronics with "Multiphysics" model for thermal-hydraulics. Neutronic analyses have been performed starting from a MC model of the entire reactor system, based on the MCNP5 code, that was already validated in fresh fuel and zero-power configuration (in which thermal effects are negligible) using the available experimental data as benchmark. In order to describe the full-power reactor configuration, the temperature distribution in the core is necessary. To evaluate it, a thermal-hydraulic model has been developed, using the power distribution results from MC simulation as input. The thermal-hydraulic model is focused on the core active region and takes into account sub-cooled boiling effects present at full reactor power. The obtained temperature distribution is then introduced in the MC model and a benchmark analysis is carried out to validate the model in fresh fuel and full-power configuration. The good agreement between experimental data and simulation results concerning full-power reactor criticality, proves the reliability of the adopted methodology of analysis, both from neutronics and thermal-hydraulics perspective.

    A time evolution model was developed to study fuel burnup for the TRIGA Mark II reactor at the University of Pavia. The results were used to predict the effects of a complete core reconfiguration and the accuracy of this prediction was tested experimentally. We used the Monte Carlo code MCNP5 to reproduce system neutronics in different operating conditions and to analyse neutron fluxes in the reactor core. The software that took care of time evolution, completely designed in-house, used the neutron fluxes obtained by MCNP5 to evaluate fuel consumption. This software was developed specifically to keep into account some features that differentiate experimental reactors from power ones, such as the daily ON/OFF cycle and the long fuel lifetime. These effects can not be neglected to properly account for neutron poison accumulation.     The Brownian web (BW), which developed from the work of Arratia and then T\\'{o}th and Werner, is a random collection of paths (with specified starting points) in one plus one dimensional space-time that arises as the scaling limit of the discrete web (DW) of coalescing simple random walks. Two recently introduced extensions of the BW, the Brownian net (BN) constructed by Sun and Swart, and the dynamical Brownian web (DyBW) proposed by Howitt and Warren, are (or should be) scaling limits of corresponding discrete extensions of the DW -- the discrete net (DN) and the dynamical discrete web (DyDW). These discrete extensions have a natural geometric structure in which the underlying Bernoulli left or right "arrow" structure of the DW is extended by means of branching (i.e., allowing left and right simultaneously) to construct the DN or by means of switching (i.e., from left to right and vice-versa) to construct the DyDW. In this paper we show that there is a similar structure in the continuum where arrow direction is replaced by the left or right parity of the (1,2) space-time points of the BW (points with one incoming path from the past and two outgoing paths to the future, only one of which is a continuation of the incoming path). We then provide a complete construction of the DyBW and an alternate construction of the BN to that of Sun and Swart by proving that the switching or branching can be implemented by a Poissonian marking of the (1,2) points.

    Deamidation, the loss of the ammonium group of asparagine and glutamine to form aspartic and glutamic acid, is one of the most commonly occurring post-translational modifications in proteins. Since deamidation rates are encoded in the protein structure, it has been proposed that they can serve as molecular clocks for the timing of biological processes such as protein turnover, development and aging. Despite the importance of this process, there is a lack of detailed structural information explaining the effects of deamidation on the structure of proteins. Here, we studied the effects of deamidation on human triosephosphate isomerase (HsTIM), an enzyme formore »which deamidation of N15 and N71 has been long recognized as the signal for terminal marking of the protein. Deamidation was mimicked by site directed mutagenesis; thus, three mutants of HsTIM (N15D, N71D and N15D/N71D) were characterized. The results show that the N71D mutant resembles, structurally and functionally, the wild type enzyme. In contrast, the N15D mutant displays all the detrimental effects related to deamidation. The N15D/N71D mutant shows only minor additional effects when compared with the N15D mutation, supporting that deamidation of N71 induces negligible effects. The crystal structures show that, in contrast to the N71D mutant, where minimal alterations are observed, the N15D mutation forms new interactions that perturb the structure of loop 1 and loop 3, both critical components of the catalytic site and the interface of HsTIM. Based on a phylogenetic analysis of TIM sequences, we propose the conservation of this mechanism for mammalian TIMs.« less
