Fisk-based criteria to support validation of detection methods for drinking water and air.

SciTech Connect (OSTI)

This report was prepared to support the validation of analytical methods for threat contaminants under the U.S. Environmental Protection Agency (EPA) National Homeland Security Research Center (NHSRC) program. It is designed to serve as a resource for certain applications of benchmark and fate information for homeland security threat contaminants. The report identifies risk-based criteria from existing health benchmarks for drinking water and air for potential use as validation targets. The focus is on benchmarks for chronic public exposures. The priority sources are standard EPA concentration limits for drinking water and air, along with oral and inhalation toxicity values. Many contaminants identified as homeland security threats to drinking water or air would convert to other chemicals within minutes to hours of being released. For this reason, a fate analysis has been performed to identify potential transformation products and removal half-lives in air and water so appropriate forms can be targeted for detection over time. The risk-based criteria presented in this report to frame method validation are expected to be lower than actual operational targets based on realistic exposures following a release. Note that many target criteria provided in this report are taken from available benchmarks without assessing the underlying toxicological details. That is, although the relevance of the chemical form and analogues are evaluated, the toxicological interpretations and extrapolations conducted by the authoring organizations are not. It is also important to emphasize that such targets in the current analysis are not health-based advisory levels to guide homeland security responses. This integrated evaluation of chronic public benchmarks and contaminant fate has identified more than 200 risk-based criteria as method validation targets across numerous contaminants and fate products in drinking water and air combined. The gap in directly applicable values is considerable across the full set of threat contaminants, so preliminary indicators were developed from other well-documented benchmarks to serve as a starting point for validation efforts. By this approach, at least preliminary context is available for water or air, and sometimes both, for all chemicals on the NHSRC list that was provided for this evaluation. This means that a number of concentrations presented in this report represent indirect measures derived from related benchmarks or surrogate chemicals, as described within the many results tables provided in this report.

William Herschel, the First Observational Cosmologist

ScienceCinema (OSTI)

In the late 1700s, a composer, orchestra director and soloist named William Herschel became fascinated with astronomy, and, having built his own reflecting telescope, went out in his garden in Bath, England, one night and discovered Uranus?the first planet in human history ever found by an individual. The feat earned him a lifetime pension from King George III. But Herschel considered the discovery to be relatively unimportant in comparison to his real work: understanding the composition, structure and evolution of the universe. In pursuing that work, he became the first observational cosmologist.

QER- Comment of William Smith III

Broader source: Energy.gov [DOE]

Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate. I would like to bring to your attention these papers from the Rocky Mountain Institute which touch on the above issues: http://www.rmi.org/Knowledge-Center/Library/2009-09_FourNuclearMyths and http://www.rmi.org/Knowledge-Center/Library/2012-01_FarewellToFossilFuels and http://www.rmi.org/Knowledge-Center/Library/E05-14_NuclearPowerEconomics.... If you have not yet done so, I strongly urge you to contact the Rocky Mountain Institute and contract with them for their advice in consulting on the Quadrennial Energy Review. Sincerely, William Wharton Smith III

Energy management program: Prince William County Public Schools Manassas, Virginia

SciTech Connect (OSTI)

Prince William County, Virginia, is located some 25 miles southwest of Washington, D.C. The Prince William County Public School (PWCPS) system includes sixty-four schools (46 elementary schools, 11 middle schools, 7 high schools). Nine schools were built prior to 1960, thirty-eight during the 60s and 70s, and the balance since 1980. Additionally, there are two administrative and support facilities. Total square footage is approximately 5.6 million square feet. Approximately 5,700 employees, including instructors, serve some 46,000 students. The school system`s Capital Improvements Plan (CIP) calls for the construction of eleven new schools over the next five years. Enrollment is expected to grow at a rate of 1,000 per year for the next several years. The school division is served by three (3) electric utilities, two (2) natural gas and one (1) LP gas supplier, one (1) heating oil supplier, three (3) water and three (3) sewer companies. Utility expenditures have risen steadily over the years. From fiscal year 1990 through fiscal year 1994 these expenditures rose from 6.7 million dollars to 8.4 million dollars, a 25% increase. Utility costs are projected to rise an additional 28% ($2.6M) through fiscal year 1999.

Electronic authoring tools

SciTech Connect (OSTI)

More than a decade ago, word processing software revolutionized the way documents were prepared, and productivity was increased. But the editing and formatting capabilities of most word processors did very little to prevent errors in spelling, typing, grammar, diction, style, or organization from slipping through to the final documents. In the past few years, the number of software tools that aid the author has increased substantially. They now vary in scope from simple spelling checkers to sophisticated diction analyzers and idea processors. Moreover, writing-aid-software described in this report is now available for many types of computing systems, including personal computers, scientific workstations, and mainframes. The various pieces of software can be used in interactive or non-interactive (batch) modes.

Geologic and hydrologic controls on coalbed methane producibility, Williams Fork Formation, Piceance Basin, Colorado

SciTech Connect (OSTI)

Structural and depositional setting, coal rank, gas content, permeability, hydrodynamics, and reservoir heterogeneity control the producibility of coalbed methane in the Piceance Basin. The coal-rich Upper Cretaceous, Williams Fork Formation is genetically defined and regionally correlated to the genetic sequences in the Sand Wash Basin, to the north. Net coal is thickest in north-south oriented belts which accumulated on a coastal plain, behind west-east prograding shoreline sequences. Face cleats of Late Cretaceous age strike E-NE and W-NW in the southern and northern parts of the basin, respectively, normal to the Grand Hogback thrust front. Parallelism between face-cleat strike and present-day maximum horizontal stresses may enhance or inhibit coal permeability in the north and south, respectively. Geopressure and hydropressure are both present in the basin with regional hydrocarbon overpressure dominant in the central part of the basin and hydropressure limited to the basin margins. The most productive gas wells in the basin are associated with structural terraces, anticlines, and/or correspond to Cameo-Wheeler-Fairfield coal-sandstone development, reflecting basement detached thrust-faulting, fracture-enhanced permeability, and reservoir heterogeneity. Depositional heterogeneties and thrusts faults isolate coal reservoirs along the Grand Hogback from the subsurface by restricting meteoric recharge and basinward flow of ground water. An evolving coalbed methane producibility model predicts that in the Piceance Basin extraordinary coalbed methane production is precluded by low permeability and by the absence of dynamic ground-water flow.

New York Power Authority`s energy-efficient refigerator program for the New York City Housing Authority - savings evaluation

SciTech Connect (OSTI)

The New York Power Authority (NYPA) and the New York City Housing Authority (NYCHA) are replacing refrigerators in New York City public housing with new, highly energy-efficient models over a five-year period. This report describes the analysis of the energy cost savings achieved through the replacement of 20,000 refrigerators in 1996, the first year of the NYPA/NYCHA program. The NYPA/NYCHA project serves as the lynchpin of a larger program designed to offer energy-efficient appliances to housing authorities across the country. The national program is a partnership between the U.S. Department of Energy (DOE) and the Consortium for Energy Efficiency (CEE). Starting with the 1997 refrigerator contract, this program invites other housing authorities to join NYPA in its volume purchase of energy-efficient refrigerators, at the same price and terms available to NYPA. Through these volume purchases, DOE`s ENERGY STAR{reg_sign} Partnerships program hopes to encourage appliance manufacturers to bring more efficient appliances to the market and to provide volume purchasers with the per-unit price savings of a bulk purchaser. DOE asked the Pacific Northwest National Laboratory (PNNL) to establish a protocol for evaluating the savings achieved with the NYPA refrigerators. That protocol is summarized in this report.

Williams Holding Lease steamflood demonstration project, Cat Canyon Field. Final report

SciTech Connect (OSTI)

The objective of this pilot program was to evaluate the efficiency and economics of the steam displacement process for future full-scale development of the Cat Canyon S1-B reservoir and in similar heavy crude oil reservoirs. Acivities prior to the initiation of displacement steam injection in April, 1977 included cyclic steam stimulations of the production wells, acquisition of steam generator permits, and the drilling of pilot injection wells. Initial displacement operations were hampered by packer failures and the loss of sand control in the injection wells. Steamflood response occurred over a ten-month period beginning in October, 1977 in four of the nine pilot producers. Subsequent attempts to divert steam to the non-responding producers failed. Poor oil production and high water/oil ratios characterized steamflood performance. Computer thermal simulation studies identified steam channeling, over-injection of steam, and poor quality steam at the sand face as causes of the adverse response. This led to a decision to temporarily suspend steamflood injection from February, 1980 to December, 1981. Improvement in oil production and a decrease in the water/oil ratio resulted during this dewatering period. Displacement injection was resumed in January, 1982 through insulated tubulars and at lower injection rates. Although steamflood response has occurred in three of the nine producers to date, total pilot production has declined steadily since January, 1982. The non-responding producers have been responsible for the majority of this decline. Additionally, the wells that have responded have not met performance expectations. For these reasons, displacement injection was permanently halted on December 15, 1982. Getty Oil Company is presently operating a third generation pilot using knowledge and experience gained from the Williams Holding DOE pilot and a previous pilot. 21 figures, 3 tables.

SciTech Connect (OSTI)

This report is a transcript of an interview with William D. Moss by representatives of the US DOE Office of Human Radiation Experiments. Mr. Moss was selected for this interview because of his work at Los Alamos National Laboratory concerning analytical methods in the chemical determination of plutonium in biological materials. After a brief biographical sketch, Mr. Moss relates his understanding of how occupational exposure limits were determined for the Manhattan Project, how data from those workers who were exposed to plutonium was collected and analyzed, how the experiments were planned and data was gathered from plutonium or polonium injections in man, how problems with analytical procedures compounded health physics aspects of the project, and problems remaining in the interpretation of these data.

Integrating repositories with fuel cycles: The airport authority model

SciTech Connect (OSTI)

The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members appointed by the state governor, county governments, and city governments. This structure (1) enables state and local governments to work together to maximize job and tax benefits to local communities and the state, (2) provides a mechanism to address local concerns such as airport noise, and (3) creates an institutional structure with large incentives to maximize the value of the common asset, the runway. A repository site authority would have a similar structure and be the local interface to any national waste management authority. (authors)

He states ``It is a pleasure to have the opportunity to talk with this distinguished committee about energy conservation technologies and policies, especially as they relate to federal energy use and the commercialization of energy-efficiency technologies. Clearly, using energy more efficiently offers the potential for tremendous cost savings and environmental benefits in the United States and throughout the rest of the world. The challenge, especially with regard to the federal sector, is to lay the foundation for ensuring that the citizens of our nation realize the maximum savings and environmental benefit over the long run. This is the primary focus of my comments today.``

The New York Power Authority`s energy-efficient refrigerator program for the New York City Housing Authority -- 1997 savings evaluation

SciTech Connect (OSTI)

This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

Establishing an authorization basis for the Plutonium Finishing Plant

SciTech Connect (OSTI)

In the summer of 1998, Hanford's Plutonium Finishing Plant (PFP) project prepared to restart its thermal stabilization process after 1(1/2)-yr suspension in operations. The facility had overcome a number of operational and safety problems, yet it had been unable to achieve appropriate update, approval, and implementation of an appropriate, current authorization basis. This problem threatened to prevent a timely restart, which, in turn, could have caused a loss in momentum and dampened enthusiasm within the facility. The authors describe the approach taken by B and W Hanford Company (BWHC) in conjunction with its partners, the US Department of Energy (DOE) Richland Operations Office and Fluor Daniel Hanford Company (FDH), to establish a defensible authorization basis, which allowed the facility to resume its mission of stabilizing reactive plutonium materials. The approach incorporates methods used within the DOE complex for short-term activities and those undergoing deactivation and implements principles of integrated safety management (ISM), as described in ``Defense Nuclear Facility Safety Board [(DNFSB)] Recommendation 95-2'' and related documents.

Centralized Authorization Using a Direct Service, Part II

SciTech Connect (OSTI)

Authorization is the process of deciding if entity X is allowed to have access to resource Y. Determining the identity of X is the job of the authentication process. One task of authorization in computer networks is to define and determine which user has access to which computers in the network. On Linux, the tendency exists to create a local account for each single user who should be allowed to logon to a computer. This is typically the case because a user not only needs login privileges to a computer but also additional resources like a home directory to actually do some work. Creating a local account on every computer takes care of all this. The problem with this approach is that these local accounts can be inconsistent with each other. The same user name could have a different user ID and/or group ID on different computers. Even more problematic is when two different accounts share the same user ID and group ID on different computers: User joe on computer1 could have user ID 1234 and group ID 56 and user jane on computer2 could have the same user ID 1234 and group ID 56. This is a big security risk in case shared resources like NFS are used. These two different accounts are the same for an NFS server so that these users can wipe out each other's files. The solution to this inconsistency problem is to have only one central, authoritative data source for this kind of information and a means of providing all your computers with access to this central source. This is what a ''Directory Service'' is. The two directory services most widely used for centralizing authorization data are the Network Information Service (NIS, formerly known as Yellow Pages or YP) and Lightweight Directory Access Protocol (LDAP).
