    The Yakama Nation is the largest tribe in the Pacific Northwest. The Yakama Nation Housing Authority (YNHA) is working to rehabilitate single family homes (two to four bedrooms) in its Adams View project using public and tax credit financing. It is in need of a major rehabilitation as a result of wear and tear after many years of use and overcrowding. The scope for the current CARB ''gut rehab'' project is 25 of the 40 homes in the Adams View development, but the proposed strategies could be replicated for the remaining 15 homes as well as for several other similar developments of the YNHA. On a larger scale, the system rehabilitation strategy developed for the Adam's View project should be replicable for most of the more than 4,300 housing units that were constructed in the Northwest (Washington, Oregon, and Idaho) under the US Department of Housing and Urban Development (HUD) Housing Act of 1937.

Work must be accomplished in a manner that achieves high levels of quality while protecting the environment and the safety and health of workers and the public, and complying with applicable contractual and regulatory requirements.     Motivated by the experimental realization of D0{sub 22}-type Mn{sub 3}Ge (001) films [Kurt et al. Appl. Phys. Lett. 101, 132410 (2012)] and the structural stability of D0{sub 3}-type Heusler alloy Mn{sub 3}Ge [Zhang et al. J. Phys.: Condens. Matter 25, 206006 (2013)], we use the first-principles calculations based on the full potential linearized augmented plane-wave method to investigate the electronic and magnetic properties of D0{sub 3}-type Heusler alloy Mn{sub 3}Ge and its (001) surface. We show that bulk D0{sub 3}-Mn{sub 3}Ge is a half-metallic ferromagnet with the minority-spin energy gap of 0.52 eV and the magnetic moment of 1.00 μ{sub B} per formula unit. The bulk half-metallicity is preserved at the pure Mn-terminated (001) surface due to the large exchange split, but the MnGe-terminated (001) surface destroys the bulk half-metallicity. We also reveal that the surface stabilities are comparable between the D0{sub 3}-Mn{sub 3}Ge (001) and the experimental D0{sub 22}-Mn{sub 3}Ge (001), which indicates the feasibility to grow the Mn{sub 3}Ge (001) films with D0{sub 3} phase other than D0{sub 22} one. The surface half-metallicity and stability make D0{sub 3}-Mn{sub 3}Ge a promising candidate for spintronic applications.

    We study theoretically the effects of anisotropy on the thermoelectric performance of p-type AgBiSe2. We present an apparent realization of the thermoelectric benefits of one-dimensional plate-like carrier pocket anisotropy in the valence band of this material. Based on first principles calculations we find a substantial anisotropy in the electronic structure, likely favorable for thermoelectric performance, in the valence bands of the hexagonal phase of the silver chalcogenide thermoelectric AgBiSe2, while the conduction bands are more isotropic, and in our experiments do not attain high performance. AgBiSe2 has already exhibited a ZT value of 1.5 in a high-temperature disordered fcc phase,more » but room-temperature performance has not been demonstrated. We develop a theory for the ability of anisotropy to decouple the density-of-states and conductivity effective masses, pointing out the influence of this effect in the high performance thermoelectrics Bi2Te3 and PbTe.     The TWRS Authorization Basis (AB) consists of a set of documents identified by TWRS management with the concurrence of DOE-RL. Upon implementation of the TWRS Basis for Interim Operation (BIO) and Technical Safety Requirements (TSRs), the AB list will be revised to include the BIO and TSRs. Some documents that currently form part of the AB will be removed from the list. This SD identifies each - requirement from those documents, and recommends a disposition for each to ensure that necessary requirements are retained when the AB is revised to incorporate the BIO and TSRs. This SD also identifies documents that will remain part of the AB after the BIO and TSRs are implemented. This document does not change the AB, but provides guidance for the preparation of change documentation.

    The major emphasis of Public Key Infrastructure has been to provide a cryptographically secure means of authenticating identities. While there are a number of proposed standards for authorization structures and protocols based on X.509 or other key-based identities, none have been widely adopted. As part of an effort to use X.509 identities to provide authorization in highly distributed environments, we have developed and deployed an authorization service based on X.509 identified users and access policy contained in certificates signed by X.509 identified stakeholders. The major goal of this system, called Akenti, is to produce a usable authorization system for an environment consisting of distributed resources used by geographically and administratively distributed users.

    This development document contains data and analysis to support the approval of authorized limits for the unrestricted release of 59 t of copper ingots containing residual radioactive material from the U.S. Department of Energy (DOE) Fernald Environmental Management Project (FEMP). The analysis presented in this document comply with the requirements of DOE Order 5400.5, {open_quotes}Radiation Protection of the Public and the Environment,{close_quotes} as well as the requirements of the proposed promulgation of this order as 10 CFR Part 834. The document was developed following the step-by-step process described in the Draft Handbook for Controlling Release for Reuse or Recycle Property Containing Residual Radioactive Material.

    The processes of defining managerial roles and providing for delegation of authority are essential to any enterprise. At most large organizations, these processes are defined in policy manuals and through sets of standard operating procedures for many, if not all, business and administrative functions. Many of these staff-initiated, administrative functions require the routing of documents for approval to one or more levels of management. These employee-oriented, back office types of workflows tend to require more flexibility in determining to whom these documents should go to, while, at the same time, providing the responsible parties with the flexibility to delegate their approval authority or allow others to review their work. Although this practice is commonplace in manual, paper-based processes that exist in many organizations, it is difficult to provide the same flexibility in the more structured, electronic-based, workflow systems. The purpose of this report is to present a framework or architecture for creating a R/DA system and provide some insights associated with its design and utilization. To improve understanding and clarify subsequent discussion, the goals and requirements for the major R/DA system components, namely, the database and interface modules, are initially presented along with the identification of important concepts and the definition of critical terms. Next high-level functions relating the types of inputs to the outputs of the R/DA interface module are introduced and discussed. Then the relationships between the major R/DA modules and the primary components associated with its creation and maintenance are presented and analyzed. Finally, some conclusions are drawn relative to the advantages associated with developing a R/DA system for use in implementing an enterprise-wide, work-facilitating information system.

    For conventional power plants, regenerative reheat steam turbines have been accepted as the most practical method to meet the demand for efficient and economical power generation. Recently the application of reheat steam turbines for combined cycle power plant began according to the development of large-capacity high temperature gas turbine. The two casing double flow turbine has been applied for this size of reheat steam turbine. The single casing reheat turbine can offer economical and compact power plant. Through development of HP-LP combined rotor and long LP blading series, Mitsubishi Heavy Industries, Ltd. had developed a single casing reheat steam turbine series and began to use it in actual plants. Six units are already in operation and another seven units are under manufacturing. Multiple benefits of single casing reheat turbine are smaller space requirements, shorter construction and erection period, equally good performance, easier operation and maintenance, shorter overhaul period, smaller initial investment, lower transportation expense and so on. Furthermore, single exhaust steam turbine makes possible to apply axial exhaust type, which will lower the height of T/G foundation and T/G housing. The single casing reheat turbine has not only compact and economical configuration itself but also it can reduce the cost of civil construction. In this paper, major developments and design features of the single casing reheat turbine are briefly discussed and operating experience, line-up and technical consideration for performance improvement are presented.

    Techniques and tools for quantum key distribution ("QKD") between a quantum communication ("QC") card, base station and trusted authority are described herein. In example implementations, a QC card contains a miniaturized QC transmitter and couples with a base station. The base station provides a network connection with the trusted authority and can also provide electric power to the QC card. When coupled to the base station, after authentication by the trusted authority, the QC card acquires keys through QKD with a trusted authority. The keys can be used to set up secure communication, for authentication, for access control, or for other purposes. The QC card can be implemented as part of a smart phone or other mobile computing device, or the QC card can be used as a fillgun for distribution of the keys.

    In this paper, the HELIOS/CAPP code system developed for the analysis of block type VHTR cores is presented and verified against several VHTR core configurations. Verification results shows that HELIOS code predicts less negative MTC and RTC than McCARD code does and thus HELIOS code overestimates the multiplication factors at the states with high moderator and reflector temperature especially when the B{sub 4}C BP is loaded. In the depletion calculation for the VHTR single cell fuel element, the error of HELIOS code increases as burnup does. It is ascribed to the fact that HELIOS code treats some fission product nuclides with large resonances as non-resonant nuclides. In the 2-D core depletion calculation, a relatively large reactivity error is observed in the case with BP loading while the reactivity error in the case without BP loading is less than 300 pcm.     This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    The majority of transports of radioactive materials are carried out in packages which don't need a package design approval by a competent authority. Low-active radioactive materials are transported in such packages e.g. in the medical and pharmaceutical industry and in the nuclear industry as well. Decommissioning of NPP's leads to a strong demand for packages to transport low and middle active radioactive waste. According to IAEA regulations the 'non-competent authority approved package types' are the Excepted Packages and the Industrial Packages of Type IP-1, IP-2 and IP-3 and packages of Type A. For these types of packages an assessment by the competent authority is required for the quality assurance measures for the design, manufacture, testing, documentation, use, maintenance and inspection (IAEA SSR 6, Chap. 306). In general a compliance audit of the manufacturer of the packaging is required during this assessment procedure. Their regulatory level in the IAEA regulations is not comparable with the 'regulatory density' for packages requiring competent authority package design approval. Practices in different countries lead to different approaches within the assessment of the quality assurance measures in the management system as well as in the quality assurance program of a special package design. To use the package or packaging in a safe manner and in compliance with the regulations a management system for each phase of the life of the package or packaging is necessary. The relevant IAEA-SSR6 chap. 801 requires documentary verification by the consignor concerning package compliance with the requirements. (authors)

    Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

    Prior to 2008, transfers of radioactive material within the Savannah River Site (SRS) boundary, referred to as onsite transfers, were authorized by Transportation Safety Basis (TSB) documents that only required approval by the SRS contractor. This practice was in accordance with the existing SRS Transportation Safety Document (TSD). In 2008 the Department of Energy Savannah River Field Office (DOE-SR) requested that the SRS TSD be revised to require DOE-SR approval of all Transportation Safety Basis (TSB) documents. As a result, the primary SRS contractor embarked on a multi-year campaign to consolidate old or generate new TSB documents and obtain DOE-SR approval for each. This paper focuses on the challenges incurred during the rewriting or writing of and obtaining DOE-SR approval of all Savannah River Site Onsite Transportation Safety Basis documents.

    Acting as an energy services provider, the New York Power Authority (NYPA) has initiated a long-term project through which 20,000 refrigerators per year will be replaced with the most energy-efficient units possible in apartments managed by the New York City Housing Authority (NYCHA). Using bulk purchasing as an incentive to appliance manufacturers to produce energy-efficient refrigerators suitable for use in apartments, replaced in the first year of the program, which ended in December 1996. These units, kWh per year. Savings were determined by field testing and laboratory testing of 220 existing refrigerators and 56 newly-installed units. In the next program year, a 15.0-cubic-foot Maytag refrigerator, newly-designed in response to bulk purchasing incentives, is being installed. The new unit has a label rating of 437 kWh per year, 31 percent better than 1993 energy standards. Old refrigerators removed from apartments are {open_quotes}demanufactured{close_quotes} in an environmentally-appropriate way and both metals and refrigerants are recovered for reuse.

  3. Peak Dose Assessment for Proposed DOE-PPPO Authorized Limits

    The Oak Ridge Institute for Science and Education (ORISE), a U.S. Department of Energy (DOE) prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct a peak dose assessment in support of the Authorized Limits Request for Solid Waste Disposal at Landfill C-746-U at the Paducah Gaseous Diffusion Plant (DOE-PPPO 2011a). The peak doses were calculated based on the DOE-PPPO Proposed Single Radionuclides Soil Guidelines and the DOE-PPPO Proposed Authorized Limits (AL) Volumetric Concentrations available in DOE-PPPO 2011a. This work is provided as an appendix to the Dose Modeling Evaluations and Technical Support Document for the Authorized Limits Request for the C-746-U Landfill at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky (ORISE 2012). The receptors evaluated in ORISE 2012 were selected by the DOE-PPPO for the additional peak dose evaluations. These receptors included a Landfill Worker, Trespasser, Resident Farmer (onsite), Resident Gardener, Recreational User, Outdoor Worker and an Offsite Resident Farmer. The RESRAD (Version 6.5) and RESRAD-OFFSITE (Version 2.5) computer codes were used for the peak dose assessments. Deterministic peak dose assessments were performed for all the receptors and a probabilistic dose assessment was performed only for the Offsite Resident Farmer at the request of the DOE-PPPO. In a deterministic analysis, a single input value results in a single output value. In other words, a deterministic analysis uses single parameter values for every variable in the code. By contrast, a probabilistic approach assigns parameter ranges to certain variables, and the code randomly selects the values for each variable from the parameter range each time it calculates the dose (NRC 2006). The receptor scenarios, computer codes and parameter input files were previously used in ORISE 2012. A few modifications were made to the parameter input files as appropriate for this effort. Some of these changes included increasing the time horizon beyond 1,050 years (yr), and using the radionuclide concentrations provided by the DOE-PPPO as inputs into the codes. The deterministic peak doses were evaluated within time horizons of 70 yr (for the Landfill Worker and Trespasser), 1,050 yr, 10,000 yr and 100,000 yr (for the Resident Farmer [onsite], Resident Gardener, Recreational User, Outdoor Worker and Offsite Resident Farmer) at the request of the DOE-PPPO. The time horizons of 10,000 yr and 100,000 yr were used at the request of the DOE-PPPO for informational purposes only. The probabilistic peak of the mean dose assessment was performed for the Offsite Resident Farmer using Technetium-99 (Tc-99) and a time horizon of 1,050 yr. The results of the deterministic analyses indicate that among all receptors and time horizons evaluated, the highest projected dose, 2,700 mrem/yr, occurred for the Resident Farmer (onsite) at 12,773 yr. The exposure pathways contributing to the peak dose are ingestion of plants, external gamma, and ingestion of milk, meat and soil. However, this receptor is considered an implausible receptor. The only receptors considered plausible are the Landfill Worker, Recreational User, Outdoor Worker and the Offsite Resident Farmer. The maximum projected dose among the plausible receptors is 220 mrem/yr for the Outdoor Worker and it occurs at 19,045 yr. The exposure pathways contributing to the dose for this receptor are external gamma and soil ingestion. The results of the probabilistic peak of the mean dose analysis for the Offsite Resident Farmer indicate that the average (arithmetic mean) of the peak of the mean doses for this receptor is 0.98 mrem/yr and it occurs at 1,050 yr. This dose corresponds to Tc-99 within the time horizon of 1,050 yr.

    Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

    A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

    A retrofit of 481 mostly failed steam traps at Martin Marietta's Aerospace Division should reduce steam costs by $70,000 and require little or no maintenance. Payback should occur within 14 months. The new traps include orifice, bellow-type thermostatic, and float-type traps that have few or no moving parts. Lack of maintenance was responsible for the poor performance of the bucket traps that were replaced, although manufacturers of the bucket traps disagree that replacement of certain parts is necessary every six months. The author describes the design and operation of each type of trap.

    With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept means various forms of collaboration between individual BAs must manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as ACE diversity interchange (ADI), wind only BA, BA consolidation, dynamic scheduling, regulation and load following sharing, extreme event impact study are discussed in this report. The objective of such strategies is to allow individual BAs within a large power grid to help each other deal with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics such as capacity, ramp rate, ramp duration, energy and cycling requirements to evaluate the performances of different virtual BA strategies. The report builds a systematic framework for evaluating BA consolidation and coordination. Results for case studies show that significant economic and reliability benefits can be gained. The merits and limitation of each virtual BA strategy are investigated. The report provides guidelines for the power industry to evaluate the coordination or consolidation method. The application of the developed strategies in cooperation with several regional BAs is in progress for several off-spring projects.

P-type GaN can be formed of unintentionally-doped material or can be doped with magnesium by diffusion, ion implantation, or co-evaporation.     The U.S. Department of Transportation (DOT) Specification 6M packaging was in extensive use for more than 40 years for in-commerce shipments of Type B quantities of fissile and radioactive material (RAM) across the USA, among the Department of Energy (DOE) laboratories, and between facilities in the DOE production complex. In January 2004, the DOT Research and Special Programs Administration (RSPA) Agency issued a final rule in the Federal Register to ammend requirements in the Hazardous Materials Regulations (HMR) pertaining to the transportation of radioactive materials. The final rule became effective on October 1, 2004. One of those changes discontinued the use of the DOT specification 6M, along with other DOT specification packagings, on October 1, 2008. A main driver for the change was due to the fact that 6M specification packagings were not supported by a Safety Analysis Report for Packagings (SARP) that was compliant with Title 10 of the Code of Federal Regulations (CFR) Part 71 (10 CFR 71). The regulatory rules for the discontinued use have been edited in Title 49 of the CFR Parts 100-185, 2004 edition and thereafter. Prior to October 1, 2008, the use of the 6M within the boundaries of the Savannah River Site (SRS), called an onsite transfer, was governed by an onsite transportation document that referenced 49 CFR Parts 100-185. SRS had to develop an Onsite Safety Assessment (OSA) which was independent of 49 CFR in order to justify the continued use of the DOT Specification 6M for the transfer of radioactive material (RAM) at the SRS after October 1, 2008. This paper will discuss the methodology for and difficulties associated with authorizing the DOT Specification 6M Packaging for continued use at the Savannah River Site.

    This paper introduces a Production Cost Modeling (PCM) approach to evaluate the benefits of intra-hour scheduling between Balancing Authorities (BAs). The system operation is modeled in a three-stage sequential manner: day ahead (DA)-hour ahead (HA)-real time (RT). In addition to contingency reserve, each BA will need to carry out “up” and “down” load following and regulation reserve capacity requirements in the DA and HA time frames. In the real-time simulation, only contingency and regulation reserves are carried out as load following is deployed. To model current real-time operation with hourly schedules, a new constraint was introduced to force each BA net exchange schedule deviation from HA schedules to be within NERC ACE limits. Case studies that investigate the benefits of moving from hourly exchange schedules between WECC BAs into 10-min exchange schedules under two different levels of wind and solar penetration (11% and 33%) are presented.

    Radiography, the allied health profession, has changed beyond recognition over the last century; however, in academic terms radiography is a relatively young profession. It is therefore still establishing its professional knowledge base. This article uses peer-review author productivity distribution to evaluate its scholarly maturity. Four peer-reviewed journals in medical radiation sciences were examined over an 8-year period (20042011) and author productivity was compared to Lotka's law. Further analysis of the most prolific authors provided an evaluation of their characteristics. The 1306 unique authors contributed 835 articles during the study period. Of these, 1012 (77.5%) contributed only one article to the journals studied, with an inverse power relationship of author productivity. At the 0.1 level of significance, radiography does not fit Lotka's law (n = ?2.334; c = 0.712; D{sub max} = 0.0627; Critical threshold = 0.0337). There was a significant correlation between the most prolific authors and collaboration (P = 0.002), although variation was noted in author discipline and location. The results of this study add to the discussion of radiography scholarship and demonstrate that the radiography authors have similar productivity distribution to other professions, but do not follow Lotka's law.

    The U.S. Department of Energy-Albuquerque Operations Office (DOE-ALO), Office of National Defense Programs (ONDP) is responsible for evaluating and certifying type-B radioactive material packaging. This packaging is used for nuclear components and special assemblies associated with the nuclear explosive and weapon safety program under the direction and supervision of ONDP. This evaluation and certification process is conducted according to the U.S. Department of Transportation Specification Authorized Type B packages in the Code of Federal Regulations, Title 49, Part 178, Sec. 178.416 (49 CFR 178.416).     The Open Science Grid (OSG) and the Enabling Grids for E-sciencE (EGEE) have a common security model, based on Public Key Infrastructure. Grid resources grant access to users because of their membership in a Virtual Organization (VO), rather than on personal identity. Users push VO membership information to resources in the form of identity attributes, thus declaring that resources will be consumed on behalf of a specific group inside the organizational structure of the VO. Resources contact an access policies repository, centralized at each site, to grant the appropriate privileges for that VO group. Before the work in this paper, despite the commonality of the model, OSG and EGEE used different protocols for the communication between resources and the policy repositories. Hence, middleware developed for one Grid could not naturally be deployed on the other Grid, since the authorization module of the middleware would have to be enhanced to support the other Grid's communication protocol. In addition, maintenance and support for different authorization call-out protocols represents a duplication of effort for our relatively small community. To address these issues, OSG and EGEE initiated a joint project on authorization interoperability. The project defined a common communication protocol and attribute identity profile for authorization call-out and provided implementation and integration with major Grid middleware. The activity had resonance with middleware development communities, such as the Globus Toolkit and Condor, who decided to join the collaboration and contribute requirements and software. In this paper, we discuss the main elements of the profile, its implementation, and deployment in EGEE and OSG. We focus in particular on the operations of the authorization infrastructures of both Grids.

    The Morris County Improvement Authority (�Authority�), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (�Solar Projects�) at fifteen (15) sites for seven (7) local government units (�Local Units�) in and including the County. The Program uses a Power Purchase Agreement (�PPA�) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    The Low Level Waste Repository (LLWR) is the United Kingdom's principal facility for the disposal of LLW. The LLWR recently submitted an Environmental Safety Case (ESC), which will support applications to regulatory and government authorities to dispose of LLW and to start to install final closure engineering. The ESC is a major submission, with important implications for the future of the LLWR and the United Kingdom's management of LLW. The paper describes the context of the ESC, the ESC, its results and conclusions, and its implementation. The description shows that our ESC is a modern safety case developed as a range of safety arguments concerning our management, scientific and technical understanding, optimisation of the facility, as well as assessment calculations. The LLWR's 2011 ESC is a major submission, with important implications for the future of the LLWR and the United Kingdom's management of LLW. The description given of the scope of the ESC shows that it is a modern safety case developed as a range of safety arguments concerning our management, scientific and technical understanding, optimisation of the facility, as well as assessment calculations. A number of key advances have been made since the previous submission. In particular, the 2011 ESC addresses the criticisms made by the regulator on the previous submission in 2002, including those relating to lack of demonstration of optimisation, high calculated doses and risks compared with guidance levels, treatment of coastal erosion, and treatment of uncertainty. The ESC is being reviewed by the environmental regulator and it is hoped that a new permit for disposal of LLW and installation of closure engineering, along with the appropriate planning permission, will be obtained during 2013. The ESC, including its proposed waste acceptance arrangements, is already being implemented by the LLWR where consistent with our current Permit. (authors)

    External microbiologically influenced corrosion (MIC) is a serious dilemma in the pipeline industry. Even today, it has not been recognized as such because it has been primarily mistaken for galvanic corrosion. Due to the type of coating materials used in the past, the cleaning process or lack of it, and application methods used, all coating systems have the propensity to develop defects and pinholes where disbondment and this type of microbial corrosion could occur. In addition, the pipeline may or may not have had cathodic protection initially and/or consistently applied. Given these factors and the interaction of bacteria from the soil, moisture availability, degree of cathodic protection, and temperature of the pipeline, this paper will discuss the role that microbes play in the disbondment process, thus resulting in corrosion of an underground pipeline. Several case histories, laboratory testing results, and field findings will be presented.

    On December 12, 2005, the reference case projections from Annual Energy Outlook 2006 (AEO 2006) were posted on the Energy Information Administration's (EIA) web site. We at LBNL have in the past compared the EIA's reference case long-term natural gas price forecasts from the AEO series to contemporaneous natural gas prices that can be locked in through the forward market. The goal is better understanding fuel price risk and the role that renewables play in mitigating such risk. As such, we were curious to see how the latest AEO gas price forecast compares to the NYMEX natural gas futures strip. Below is a discussion of our findings. As a refresher, our past work in this area has found that over the past five years, forward natural gas contracts (with prices that can be locked in--.g., gas futures, swaps, and physical supply) have traded at a premium relative to contemporaneous long-term reference case gas price forecasts from the EIA. As such, we have concluded that, over the past five years at least, levelized cost comparisons of fixed-price renewable generation with variable price gas-fired generation have yielded results that are ''biased'' in favor of gas-fired generation, presuming that long-term price stability is valued. In this article we update our past analysis to include the latest long-term gas price forecast from the EIA, as contained in AEO 2006. For the sake of brevity, we do not rehash information (on methodology, potential explanations for the premiums, etc.) contained in our earlier reports on this topic. As was the case in the past five AEO releases (AEO 2001-AEO 2005), we once again find that the AEO 2006 reference case gas price forecast falls well below where NYMEX natural gas futures contracts were trading at the time the EIA finalized its gas price forecast. In fact, the NYMEX-AEO 2006 reference case comparison yields by far the largest premium--$2.3/MMBtu levelized over five years--that we have seen over the last six years. In other words, on average, one would have had to pay $2.3/MMBtu more than the AEO 2006 reference case natural gas price forecast in order to lock in natural gas prices over the coming five years. Fixed-price generation (like certain forms of renewable generation) obviously need not bear this added cost, and moreover can provide price stability for terms well in excess of five years

Cahalan, Argonne National Laboratory The sodium-cooled fast neutron reactor is currently being evaluated for the efficient transmutation of the highly-hazardous, long-lived, transuranic elements that are present in spent nuclear fuel. One of the fundamental choices that will be made is the selection of the fuel type for the fast reactor, whether oxide, metal, carbide, nitride, etc. It is likely that a decision on the fuel type will need to be made before many of the related technologies and facilities can be selected, from fuel fabrication to spent fuel reprocessing. A decision on fuel type should consider all impacts on the fast reactor system, including safety. Past work has demonstrated that the choice of fuel type may have a significant impact on the severity of consequences arising from accidents, especially for severe accidents of low probability. In this paper, the response of sodium-cooled fast reactors is discussed for both oxide and metal fuel types, highlighting the similarities and differences in reactor response and accident consequences. Any fast reactor facility must be designed to be able to successfully prevent, mitigate, or accommodate all consequences of potential events, including accidents. This is typically accomplished by using multiple barriers to the release of radiation, including the cladding on the fuel, the intact primary cooling system, and most visibly the reactor containment building. More recently, this has also included the use of inherent safety concepts to reduce or eliminate the potential for serious damage in some cases. Past experience with oxide and metal fuel has demonstrated that both fuel types are suitable for use as fuel in a sodium-cooled fast reactor. However, safety analyses for these two fuel types have also shown that there can be substantial differences in accident consequences due to the neutronic and thermophysical properties of the fuel and their compatibility with the reactor coolant, with corresponding differences in the challenges presented to the reactor developers. Accident phenomena are discussed for the sodium-cooled fast reactor based on the mechanistic progression of conditions from accident initiation to accident termination, whether a benign state is achieved or more severe consequences are expected. General principles connecting accident phenomena and fuel properties are developed from the oxide and metal fuel safety analyses, providing guidelines that can be used as part of the evaluation for selection of fuel type for the sodium-cooled fast reactor.

    We compare the host galaxies of 902 supernovae (SNe), including SNe Ia, SNe II, and SNe Ibc, which are selected by cross-matching the Asiago Supernova Catalog with the Sloan Digital Sky Survey (SDSS) Data Release 7. We selected an additional 213 galaxies by requiring the light fraction of spectral observations to be >15%, which could represent well the global properties of the galaxies. Among these 213 galaxies, 135 appear on the Baldwin-Phillips-Terlevich diagram, which allows us to compare the hosts in terms of whether they are star-forming (SF) galaxies, active galactic nuclei (AGNs; including composites, LINERs, and Seyfert 2s) or absorption-line galaxies (Absorps; i.e., their related emission lines are weak or non-existent). The diagrams related to the parameters D{sub n}(4000), H?{sub A}, stellar masses, star formation rates (SFRs), and specific SFRs for the SNe hosts show that almost all SNe II and most of the SNe Ibc occur in SF galaxies, which have a wide range of stellar masses and low D{sub n}(4000). The SNe Ia hosts as SF galaxies following similar trends. A significant fraction of SNe Ia occurs in AGNs and absorption-line galaxies, which are massive and have high D{sub n}(4000). The stellar population analysis from spectral synthesis fitting shows that the hosts of SNe II have a younger stellar population than hosts of SNe Ia. These results are compared with those of the 689 comparison galaxies where the SDSS fiber captures less than 15% of the total light. These comparison galaxies appear biased toward higher 12+log(O/H) (?0.1 dex) at a given stellar mass. Therefore, we believe the aperture effect should be kept in mind when the properties of the hosts for different types of SNe are discussed.
