    Three large Tennessee Valley Authority (TVA) dams are currently experiencing problems caused by alkali-aggregate reaction (AAR). Since the fall of 1990, engineers in Stone & Webster`s Denver, Colorado office have been working with TVA to evaluate how AAR is affecting the dams and to identify measures for controlling the adverse effects of the concrete growth. This paper provides an overview of how finite element analysis is being used to understand the affects of AAR on these structures and to evaluate alternatives for minimizing the adverse effects of the concrete growth. Work on Hiwassee Dam is essentially complete, while that on the Chickamauga and Fontana Projects is still in progress. Consequently, this paper will focus primarily on Hiwassee Dam. The ongoing work on the other two projects will only be discussed briefly.

    Witnesses from the Environmental Policy Institute and Center, the Tennessee Valley Authority, and DOE discussed alternative financing options for the Clinch River Breeder Reactor (CRBR), specifically TVA participation. W.F. Willis of TVA described its obligations to purchase the electrical output and to provide energy to the plant prior to startup, but warned that current demand forecasts will mean that TVA would not exercise its exclusive option to buy the plant until 1994 at the earliest. TVA is willing, however, to wheel the power to neighboring utilities, and continues to support the project. William U. Chandler of the Environmental Policy Institute and Center presented evidence that the capacity provided by CRBR is not needed, and that its revenues will be inadequate.     Chickamauga Dam is a multi-purpose project constructed by the Tennessee Valley Authority (TVA) in the early 1940s. Shortly after construction it was evident there was an alkali-aggregate reaction taking place in the concrete structures. This reaction resulted in a phenomenon of concrete growth; i.e., unchecked expansion of the concrete which causes high stresses, cracking and movement of concrete structures, and undesirable side effects. This problem has increased in severity resulting in increased concerns about structural integrity of the dam structures and long term outages to navigation.

    Most concrete structures are designed and detailed to provide for a volume decrease without excessive cracking. Occasionally, however, a concrete structure exhibits a long-term increase in volume termed concrete growth. Concrete growth may result from a variety of reactions, such as the hydration of unstable oxides included in the concrete mix, or the oxidation of minerals or from an outside attack of sulfates. The most important reaction creating concrete growth is that between minor alkali hydroxides from cement and the concrete aggregates. Two distinctly different harmful reactions have been recognized: the alkali-silicate and alkali-carbonate reactions. Concrete deteriorating from an alkali-aggregate reaction, regardless of the type, develops an obvious network of cracks called pattern or map cracking. These alkali-aggregate reactions and their accompanying concrete growth have presented numerous problems at TVA's Fontana Dam, Chickamauga Dam and lock, and Hiwassee Dam. Much has been learned about alkali-aggregate reaction since 1940. Most harmful reactions can now be prevented in proposed structures by interpreting the results of standard test methods. It is not possible, however, in existing structures to determine how far the growth phenomenon has progressed, how long the effects will have to be dealt with, or what the future effects will be. A program of close surveillance and monitoring is maintained at these projects, and problems are dealt with as they arise.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

    The Tennessee Valley Authority (TVA) Technology Innovation, Energy Efficiency, Power Delivery and Utilization Office funded and managed a showcase demonstration located in the suburbs of west Knox county, Tennessee. Work started March 2008 with the goal of documenting best practices for retrofitting existing homes and for building new high-efficiency homes. The Oak Ridge National Laboratory and the Electric Power Research Institute (EPRI) provided technical support. An analytical base was developed for helping homeowners, homebuyers, builders, practitioners and the TVA make informed economic decisions for the materials and incentives necessary to build a new high-efficiency home or retrofit an existing home. New approaches to more efficiently control active energy subsystems and information for selecting or upgrading to Energy Star appliances, changing all lights to 100% CFL s and upgrading windows to low-E gas filled glazing yields a 40% energy savings with neutral cash flow for the homeowner. Passive designs were reviewed and recommendations made for envelope construction that is durable and energy efficient. The Campbell Creek project complements the DOE Building Technologies Program strategic goal. Results of the project created technologies and design approaches that will yield affordable energy efficient homes. The 2010 DOE retrofit goals are to find retrofit packages that attain 30% whole house energy savings as documented by pre and post Home Energy rating scores (HERS). Campbell Creek met these goals.

    Rural buildings in China now account for more than half of China’s total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on China’s success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

We discussed rural electrification plans, reviewed documents, and collaborated on collecting information on decentralized energy alternatives. Meetings were also held with USAID/Guatemala, USAID/ROCAP, NRECA, MEM, PVOs, and equipment vendors. A preliminary draft report and spreadsheet for comparing decentralized power alternatives was completed. The report and findings were presented to EEGSA and the methodology transferred to EEGSA staff. A set of recommended followup activities was also presented to EEGSA.

Co-organized with the Government of Malawi's Department of Energy, this event gathered participants from the energy, telecom, non-profit, banking sectors as well as from governmental and international agencies to discuss the potential development of private led off-grid electrification in Malawi where only 9% of the population has currently access to electricity. A very active participation provided us with insightful feedback and valuable recommendations.

    The spatial pattern of urban-rural regional system is associated with the dynamic process of urbanization. How to characterize the urban-rural terrain using quantitative measurement is a difficult problem remaining to be solved. This paper is devoted to defining urban and rural regions using ideas from fractals. A basic postulate is that human geographical systems are of self-similar patterns associated with recursive processes. Then multifractal geometry can be employed to describe or define the urban and rural terrain with the level of urbanization. A space-filling index of urban-rural region based on the generalized correlation dimension is presented to reflect the degree of geo-spatial utilization in terms of urbanization. The census data of America and China are adopted to show how to make empirical analyses of urban-rural multifractals. This work is not so much a positive analysis as a normative study, but it proposes a new way of investigating urban and rural regional systems using fractal theory.

    In December 2008, 4.1 million m3 of coal ash were released into the Emory and Clinch Rivers by the Tennessee Valley Authority (TVA) Kingston Fossil Plant. Coal ash contains several contaminants, including the bioaccumulative metalloid selenium (Se). Because Se is predominantly accumulated in aquatic organisms through dietary, rather than aqueous exposure, tissue-based toxicity thresholds for Se are currently being considered. The proposed threshold concentrations range between 4-9 g/g Se (dry wt.) in whole body fish, with a proposed fillet threshold of 11.8 g/g. In the present study we examined the spatial and temporal trends in Se bioaccumulation and examined the relationship between the Se content in fillets and in whole bodies of fish collected around the Kingston spill site to determine whether Se bioaccumulation was a significant concern at the ash spill site. While Se concentrations in fish (whole bodies and fillets) were elevated at sampling locations affected by the Kingston ash spill relative to reference locations, concentrations do not appear to be above risk thresholds and have not been increasing over the five year period since the spill. Our results are not only relevant to guiding the human health and ecological risk assessments at the Kingston ash spill site, but because of current national discussions on appropriate guidelines for Se in fish as well for the disposal of coal combustion wastes, our results are also relevant to the general understanding of Se bioaccumulation in contaminated water bodies.

    The objective of this investigation is to evaluate how visual perception varies as the rural landscape is altered by human interventions of varying character. An experiment is carried out using Semantic Differential Analysis to analyse the effect of the character and the type of the intervention on perception. Interventions are divided into elements of 'permanent industrial character', 'elements of permanent rural character' and 'elements of temporary character', and these categories are sub-divided into smaller groups according to the type of development. To increase the reliability of the results, the Intraclass Correlation Coefficient tool, is applied to validate the semantic space of the perceptual responses and to determine the number of subjects required for a reliable evaluation of the scenes.

    Oak Ridge National Laboratory was requested by the Regional Office for Central America and Panama to conduct a mid-term evaluation of the Cares Project, which is being implemented by the National Rural Electric Cooperative Association. This evaluation was conducted over a three week period by a four person team. Overall, the project has had numerous successes and is highly valued by local counterpart utilities and USAID Missions. Notwithstanding the significant results of the project, changes can be made in certain operating procedures and in the direction of some programmatic activities that can lead to an even more effective project.

    The present report summarizes the results of the first phase of a project of cooperation between the Mexican National Commission for Energy Conservation (CONAE) and the United States Environmental Protection Agency (U.S. EPA) on sustainable biofuel use in rural Mexico. This first phase has been devoted to (i) conducting an in-depth review of the status of fuelwood use in rural and peri-urban areas of Mexico, (ii) providing improved estimates of biomass energy use, (iii) assessing the socioeconomic and environmental impacts of fuelwood use, and (iv) identifying preliminary potential lines of action to improve the patterns of biomass energy use in Mexico; in particular, identifying those interventions that, by improving living conditions for rural inhabitants, can result in global benefits (such as the reduction in greenhouse gas emissions). A comprehensive review of the existing documentation of biofuel use in rural and peri-urban Mexico was conducted. Reports from official, academic, and non-governmental organizations were gathered and analyzed. A computerized rural energy database was created by re-processing a national rural energy survey. Because of the paucity of information about biofuel use in small rural industries, most of the analysis is devoted to the household sector.

    Rural areas in developing countries use wood as their main source of energy. Previously, wood has been obtained free from natural forests and woodlands. The pressure of increased demand through population growth, and the fact that natural trees take longer to grow, has made this resource scarce. Thus, raising trees in woodlots has been adopted as the solution to its shortage in the wild. However, growing trees in woodlots will inevitably require resources in terms of capital, land and manpower. Economic evaluation becomes necessary to ascertain that these resources are used economically. This paper dwells on some of the salient features of the economic evaluation of woodlots, such as interest rates, shadow prices of factors of production, social opportunity, cost of capital and sensitivity analysis of such woodlots in a developing country such as Tanzania. 19 refs., 5 tabs.

    The goal of this report is to inform investors about the potential of solar minigrid technologies to serve India's rural market. Under the US-India Energy Dialogue, the US Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) is supporting the Indian Ministry of New and Renewable Energy (MNRE)'s Jawaharlal Nehru National Solar Mission (JNNSM) in performing a business-case and policy-oriented analysis on the deployment of solar minigrids in India. The JNNSM scheme targets the development of 2GW of off-grid solar power by 2022 and provides large subsidies to meet this target. NREL worked with electricity capacity and demand data supplied by the Ladakh Renewable Energy Development Agency (LREDA) from Leh District, to develop a technical approach for solar minigrid development. Based on the NREL-developed, simulated solar insolation data for the city of Leh, a 250-kW solar photovoltaic (PV) system can produce 427,737 kWh over a 12-month period. The business case analysis, based on several different scenarios and JNNSM incentives shows the cost of power ranges from Rs. 6.3/kWh (US$0.126) to Rs. 9/kWh (US$0.18). At these rates, solar power is a cheaper alternative to diesel. An assessment of the macro-environment elements--including political, economic, environmental, social, and technological--was also performed to identify factors that may impact India?s energy development initiatives.

    CARES has been successful in leveraging its effort with similar programs in other countries. NRECA has done an exceptional job of coordinating the related activities of other AID contracts. The informal lines of communication appear to work well with a relaxed and productive environment evident. ROCAP has expressed confidence in the ability of NRECA to carry out the Workplan successfully. Recent initiatives by Mr. Funes in the area of indicators are seen by the review team as a positive and mutual step to articulate specific goals and accomplishments. Communication and coordination among the ROCAP staff and the local AID Mission appears to have improved since last mentioned in the Engineering Standards Review. This is especially true in Guatemala and Costa Rica. Better reporting procedures would facilitate NRECA-ROCAP-AID Mission communication. Impressive progress has been made in the way local officials approach rural electrification. This is very evident in the areas of engineering design and the productive uses campaign. The Planning and Engineering sections of INDE and CEL rapidly adopted the new mechanical strength based standards as reasonable design solutions. Similarly, productive uses has received much greater attention by all of the various divisions of the utilities in El Salvador, Guatemala and Costa Rica.     Alaska Village Initiatives (AVI) from the outset of the project had a goal of developing an integrated village approach to biomass in Rural Alaskan villages. A successful biomass project had to be ecologically, socially/culturally and economically viable and sustainable. Although many agencies were supportive of biomass programs in villages none had the capacity to deal effectively with developing all of the tools necessary to build a complete integrated program. AVI had a sharp learning curve as well. By the end of the project with all the completed tasks, AVI developed the tools and understanding to connect all of the dots of an integrated village based program. These included initially developing a feasibility model that created the capacity to optimize a biomass system in a village. AVI intent was to develop all aspects or components of a fully integrated biomass program for a village. This meant understand the forest resource and developing a sustainable harvest system that included the “right sized” harvest equipment for the scale of the project. Developing a training program for harvesting and managing the forest for regeneration. Making sure the type, quality, and delivery system matched the needs of the type of boiler or boilers to be installed. AVI intended for each biomass program to be of the scale that would create jobs and a sustainable business.

    Farmers have been increasingly called upon to respond to an ongoing redefinition in consumers' demands, having as a converging theme the search for sustainable production practices. In order to satisfy this objective, instruments for the environmental management of agricultural activities have been sought out. Environmental impact assessment methods are appropriate tools to address the choice of technologies and management practices to minimize negative effects of agricultural development, while maximizing productive efficiency, sound usage of natural resources, conservation of ecological assets and equitable access to wealth generation means. The 'system for weighted environmental impact assessment of rural activities' (APOIA-NovoRural) presented in this paper is organized to provide integrated farm sustainability assessment according to quantitative environmental standards and defined socio-economic benchmarks. The system integrates sixty-two objective indicators in five sustainability dimensions - (i) Landscape ecology, (ii) Environmental quality (atmosphere, water and soil), (iii) Sociocultural values, (iv) Economic values, and (v) Management and administration. Impact indices are expressed in three integration levels: (i) specific indicators, that offer a diagnostic and managerial tool for farmers and rural administrators, by pointing out particular attributes of the rural activities that may be failing to comply with defined environmental performance objectives; (ii) integrated sustainability dimensions, that show decision-makers the major contributions of the rural activities toward local sustainable development, facilitating the definition of control actions and promotion measures; and (iii) aggregated sustainability index, that can be considered a yardstick for eco-certification purposes. Nine fully documented case studies carried out with the APOIA-NovoRural system, focusing on different scales, diverse rural activities/farming systems, and contrasting spatial/territorial contexts, attest to the malleability of the method and its applicability as an integrated farm environmental management tool.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    The aim of this research was an in-depth analysis of the impacts of biofuels industry and ethanol plants on six rural communities in the Midwestern states of Kansas and Iowa. The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producersâ?? attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas. A â??multi-methodâ?ť or â??mixed methodâ?ť research methodology was employed for each case study.

    This paper examines the various energy sources, renewable and nonrenewable, in the context of developing and industrialised countries. Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    The purpose of this report is to compile completed studies on the economic impact of wind farms in rural communities and then to compare these studies. By summarizing the studies in an Excel spreadsheet, the raw data from a study is easily compared with the data from other studies. In this way, graphs can be made and conclusions drawn. Additionally, the creation of a database in which economic impact studies are summarized allows a greater understanding of the type of information gathered in an economic impact study, the type of information that is most helpful in using these studies to promote wind energy development in rural communities, and the limitations on collecting data for these studies.

    Today, 35-77 million Bangladeshis drink arsenic-contaminated groundwater from shallow tube wells. Arsenic remediation efforts have focused on the development and dissemination of household filters that frequently fall into disuse due to the amount of attention and maintenance that they require. A community scale clean water center has many advantages over household filters and allows for both chemical and electricity-based technologies to be beneficial to rural areas. Full cost recovery would enable the treatment center to be sustainable over time. ElectroChemical Arsenic Remediation (ECAR) is compatible with community scale water treatment for rural Bangladesh. We demonstrate the ability of ECAR to reduce arsenic levels> 500 ppb to less than 10 ppb in synthetic and real Bangladesh groundwater samples and examine the influence of several operating parameters on arsenic removal effectiveness. Operating cost and waste estimates are provided. Policy implication recommendations that encourage sustainable community treatment centers are discussed.
