    This is a preliminary assessment of the potential for geologic carbon sequestration for the Tennessee Valley Authority's (TVA) John Sevier and Kingston power plants. The purpose of this assessment is to make a 'first cut' determination of whether there is sufficient potential for geologic carbon sequestration within 200 miles of the plants for TVA and Oak Ridge National Laboratory (ORNL) to proceed with a joint proposal for a larger project with a strong carbon management element. This assessment does not consider alternative technologies for carbon capture, but assumes the existence of a segregated CO{sub 2} stream suitable for sequestration.

    Three large Tennessee Valley Authority (TVA) dams are currently experiencing problems caused by alkali-aggregate reaction (AAR). Since the fall of 1990, engineers in Stone & Webster`s Denver, Colorado office have been working with TVA to evaluate how AAR is affecting the dams and to identify measures for controlling the adverse effects of the concrete growth. This paper provides an overview of how finite element analysis is being used to understand the affects of AAR on these structures and to evaluate alternatives for minimizing the adverse effects of the concrete growth. Work on Hiwassee Dam is essentially complete, while that on the Chickamauga and Fontana Projects is still in progress. Consequently, this paper will focus primarily on Hiwassee Dam. The ongoing work on the other two projects will only be discussed briefly.

    Competition in the utility industry forces management to look closely at the cost effectiveness of power plant outage projects. At TVA Fossil and Hydro Power, innovative work measurement is proving effective as a project management tool to do more with less. Labor-hours to complete outage work scopes are reduced by some 20 to 30%, not by working harder or sacrificing safety, or quality, but by working and managing smarter. Fossil power plant outages and shutdowns are costly. They are labor-intensive construction projects, often with expanding work scope, and executed on a fast track. Outage work is inherently complex and dynamic, and often unpredictable. Many activities and tasks must be integrated, coordinated and completed safely and efficiently by multiple crafts and work groups. As a result, numerous productivity factors can influence the cost and schedule of outage completion. This provides owners, contractors and labor with unique opportunities for competitive advantage--by making radical changes in how they manage labor-hours and time.

    Chickamauga Dam is a multi-purpose project constructed by the Tennessee Valley Authority (TVA) in the early 1940s. Shortly after construction it was evident there was an alkali-aggregate reaction taking place in the concrete structures. This reaction resulted in a phenomenon of concrete growth; i.e., unchecked expansion of the concrete which causes high stresses, cracking and movement of concrete structures, and undesirable side effects. This problem has increased in severity resulting in increased concerns about structural integrity of the dam structures and long term outages to navigation.

  11. Concrete growth problems and remedial measures at TVA projects

    Most concrete structures are designed and detailed to provide for a volume decrease without excessive cracking. Occasionally, however, a concrete structure exhibits a long-term increase in volume termed concrete growth. Concrete growth may result from a variety of reactions, such as the hydration of unstable oxides included in the concrete mix, or the oxidation of minerals or from an outside attack of sulfates. The most important reaction creating concrete growth is that between minor alkali hydroxides from cement and the concrete aggregates. Two distinctly different harmful reactions have been recognized: the alkali-silicate and alkali-carbonate reactions. Concrete deteriorating from an alkali-aggregate reaction, regardless of the type, develops an obvious network of cracks called pattern or map cracking. These alkali-aggregate reactions and their accompanying concrete growth have presented numerous problems at TVA's Fontana Dam, Chickamauga Dam and lock, and Hiwassee Dam. Much has been learned about alkali-aggregate reaction since 1940. Most harmful reactions can now be prevented in proposed structures by interpreting the results of standard test methods. It is not possible, however, in existing structures to determine how far the growth phenomenon has progressed, how long the effects will have to be dealt with, or what the future effects will be. A program of close surveillance and monitoring is maintained at these projects, and problems are dealt with as they arise.

  12. Automatic UT inspection of economizer at TVA`s Paradise plant

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

Foster Wheeler carried out a conceptual design and cost estimate of a nominal 20,000 TPSD plant based on TVA design criteria and information supplied by Krupp-Koppers concerning the Koppers-Totzek coal gasification process.     Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

    Evaporator tubes of carbon steel material, obtained from the TVA 20 MW AFBC test facility, were examined for deposit formation and metal wastage. Three different regions of the tube sections were analyzed using electron diffraction and several electron-optical techniques. The results showed that excessive metal wastage in one of the locations can be attributed to erosive wear of chlorine impregnated iron oxide scales. The results also showed that corrosion accelerating elements such as Cl, S, and K act independent of each other on the carbon steel evaporator tubes and it is imperative to characterize the local environment in the vicinity of the tube banks for understanding the complex deposition/corrosion phenomena that occur in FBC systems. 2 refs., 11 figs., 1 tab.

    The Tennessee Valley Authority (TVA) Technology Innovation, Energy Efficiency, Power Delivery and Utilization Office funded and managed a showcase demonstration located in the suburbs of west Knox county, Tennessee. Work started March 2008 with the goal of documenting best practices for retrofitting existing homes and for building new high-efficiency homes. The Oak Ridge National Laboratory and the Electric Power Research Institute (EPRI) provided technical support. An analytical base was developed for helping homeowners, homebuyers, builders, practitioners and the TVA make informed economic decisions for the materials and incentives necessary to build a new high-efficiency home or retrofit an existing home. New approaches to more efficiently control active energy subsystems and information for selecting or upgrading to Energy Star appliances, changing all lights to 100% CFL s and upgrading windows to low-E gas filled glazing yields a 40% energy savings with neutral cash flow for the homeowner. Passive designs were reviewed and recommendations made for envelope construction that is durable and energy efficient. The Campbell Creek project complements the DOE Building Technologies Program strategic goal. Results of the project created technologies and design approaches that will yield affordable energy efficient homes. The SAM is an updated version of the 1988 State Consolidated RCRA Authorization Manual (SCRAM). A descent delay assembly of the apparatus can include a stationary dam member and a rotating dam member for dividing the internal cavity into an inlet chamber and an outlet chamber and controlling the intake and evacuation of water in a delayed fashion. A descent initiator is activated when the internal cavity is filled with pressurized water and automatically begins the lowering of the toilet seat from its upright position, which lowering is also controlled by the descent delay assembly. In an alternative embodiment, the descent initiator and the descent delay assembly can be combined in a piston linked to the rotating dam member and provided with a water channel for creating a resisting pressure to the advancing piston and thereby slowing the associated descent of the toilet seat.     A process and system for the production of the lower alcohols such as methanol, ethanol and propanol involves the reaction of carbon monoxide and water in the presence of a lead salt and an alkali metal formate catalyst combination. The lead salt is present as solid particles such as lead titanate, lead molybdate, lead vanadate, lead zirconate, lead tantalate and lead silicates coated or in slurry within molten alkali metal formate. The reactants, carbon monoxide and steam are provided in gas form at relatively low pressures below 100 atmospheres and at temperatures of 200-400.degree. C. The resulted lower alcohols can be separated into boiling point fractions and recovered from the excess reactants by distillation.

    It was found that lead-acid batteries, because of low specific energy density and life, are marginal for eV use. However, with the established lead-acid industry, they may be more economical for limited future eV applications. The NiFe battery provides sufficient energy density and range for many eV applications and can withstand abusive treatment. With its longer life, this system is attractive for commercial eV applications. It is also anticipated that NiZn, NiCd, and ZnCl systems may also show promise for the future.

Upon implementation of the TWRS Basis for Interim Operation (BIO) and Technical Safety Requirements (TSRs), the AB list will be revised to include the BIO and TSRs. Some documents that currently form part of the AB will be removed from the list. This SD identifies each - requirement from those documents, and recommends a disposition for each to ensure that necessary requirements are retained when the AB is revised to incorporate the BIO and TSRs. This SD also identifies documents that will remain part of the AB after the BIO and TSRs are implemented. This document does not change the AB, but provides guidance for the preparation of change documentation.

    Analysis is presented in support of the explanation in Ref. [1] for the observation of relativistic electrons during Lower Hybrid (LH) operation in EC pre-heated plasma at the WEGA stellarator [1,2]. LH power from the WEGA TE11 circular waveguide, 9 cm diameter, un-phased, 2.45 GHz antenna, is radiated into a B?0.5 T, Мn{sub e}?510{sup 17} 1/m{sup 3} plasma at T{sub e}?10 eV bulk temperature with an EC generated 50 keV component [1]. The fast electrons cycle around flux or drift surfaces with few collisions, sufficient for randomizing phases but insufficient for slowing fast electrons down, and thus repeatedly interact with the rf field close to the antenna mouth, gaining energy in the process. Our antenna calculations reveal a standing electric field pattern at the antenna mouth, with which we formulate the electron dynamics via a relativistic Hamiltonian. A simple approximation of the equations of motion leads to a relativistic generalization of the area-preserving Fermi-Ulam (F-U) map [3], allowing phase-space global stochasticity analysis. At typical WEGA plasma and antenna conditions, the F-U map predicts an LH driven current of about 230 A, at about 225 W of dissipated power, in good agreement with the measurements and analysis reported in [1].

    In December 2008, 4.1 million m3 of coal ash were released into the Emory and Clinch Rivers by the Tennessee Valley Authority (TVA) Kingston Fossil Plant. Coal ash contains several contaminants, including the bioaccumulative metalloid selenium (Se). Because Se is predominantly accumulated in aquatic organisms through dietary, rather than aqueous exposure, tissue-based toxicity thresholds for Se are currently being considered. The proposed threshold concentrations range between 4-9 g/g Se (dry wt.) in whole body fish, with a proposed fillet threshold of 11.8 g/g. In the present study we examined the spatial and temporal trends in Se bioaccumulation and examined the relationship between the Se content in fillets and in whole bodies of fish collected around the Kingston spill site to determine whether Se bioaccumulation was a significant concern at the ash spill site. While Se concentrations in fish (whole bodies and fillets) were elevated at sampling locations affected by the Kingston ash spill relative to reference locations, concentrations do not appear to be above risk thresholds and have not been increasing over the five year period since the spill. Our results are not only relevant to guiding the human health and ecological risk assessments at the Kingston ash spill site, but because of current national discussions on appropriate guidelines for Se in fish as well for the disposal of coal combustion wastes, our results are also relevant to the general understanding of Se bioaccumulation in contaminated water bodies.

    The major emphasis of Public Key Infrastructure has been to provide a cryptographically secure means of authenticating identities. While there are a number of proposed standards for authorization structures and protocols based on X.509 or other key-based identities, none have been widely adopted. As part of an effort to use X.509 identities to provide authorization in highly distributed environments, we have developed and deployed an authorization service based on X.509 identified users and access policy contained in certificates signed by X.509 identified stakeholders.   14. A lower cost development path for heavy ion fusion

    If two features of the inertial fusion process are exploited successfully, they can lead to significantly lower costs for demonstrating the feasibility of commercial electric power production from this source of energy. First, fusion capsule ignition and burn physics is independent of reaction chamber size and hydrodynamically-equivalent capsules can be designed to perform at small yield, exactly as they do at large yield. This means that an integrated test of all power plant components and feasibility tests of various reaction chamber concepts can be done at much smaller sizes (about 1--2 m first wall radius) and much lower powers (tens of MWs) than magnetic fusion development facilities such as ITER. Second, the driver, which is the most expensive component of currently conceived IFE development facilities, can be used to support more than one experiment target chamber/reactor (simultaneously and/or sequentially). These two factors lead to lower development facility costs, modular facilities, and the planning flexibility to spread costs over time or do several things in parallel and thus shorten the total time needed for development of Inertial Fusion Energy (IFE). In this paper the authors describe the general feature of a heavy ion fusion development plan that takes advantage of upgradable accelerators and the ability to test chambers and reactor systems at small scale in order to reduce development time and costs.

    In this presentation we discuss recent work concerning the conversion of whistler waves to lower hybrid waves (as well as the inverse process). These efforts have been motivated by the issue of attenuation of upward propagating whistler waves in the ionosphere generated by VLF transmitters on the ground, i.e., the 'Starks 20 db' problem, which affects the lifetimes of energetic electrons trapped in the geomagnetic field at low magnetic altitude (L). We discuss recent fluid and kinetic plasma simulations as well as ongoing experiments at UCLA to quantify linear and nonlinear mode conversion of lower hybrid to whistler waves.

  6. Nonlinear lower hybrid modeling in tokamak plasmas

    We present here new results concerning the nonlinear mechanism underlying the observed spectral broadening produced by parametric instabilities occurring at the edge of tokamak plasmas in present day LHCD (lower hybrid current drive) experiments. Low frequency (LF) ion-sound evanescent modes (quasi-modes) are the main parametric decay channel which drives a nonlinear mode coupling of lower hybrid (LH) waves. The spectrum of the LF fluctuations is calculated here considering the beating of the launched LH wave at the radiofrequency (RF) operating line frequency (pump wave) with the noisy background of the RF power generator. This spectrum is calculated in the frame of the kinetic theory, following a perturbative approach. Numerical solutions of the nonlinear LH wave equation show the evolution of the nonlinear mode coupling in condition of a finite depletion of the pump power. The role of the presence of heavy ions in a Deuterium plasma in mitigating the nonlinear effects is analyzed.

    The Lower Brule Sioux tribal reservation comprises 230,000 acres along the west bank of Lake Francis Case and Lake Sharpe, which were created by the Fort Randall and Big Bend dams of the Missouri. The tribe will assess the feasibility of using pumped-storage hydroelectric power to increase the value of wind-generated electricity. The proposed project would use a pump-back storage reservoir and hydroelectric turbines to supply power when the wind slows or stops.

    Efforts have concentrated on redesigning the configuration of the Lower Hybrid coupler for TPX tokamak. Several concerns motivated this redesign: reduce the effect of thermal incompatibility between coupler and rf-window material, reduce weight, reduce the risk of wind failure and address the problem of replaceability, increase the reliability by reducing the number connections and finally, reduce the total cost. The result is a highly compact, light and easily serviceable coupler which incorporates some of the simplicity of the multifunction coupler but preserves the spectral flexibility of a conventional coupler.

    The radiological survey of the former radioactive waste treatment plant site (TA-45), Acid Canyon, Pueblo Canyon, and Los Alamos Canyon found residual contamination at the site itself and in the channel and banks of Acid, Pueblo, and lower Los Alamos Canyons all the way to the Rio Grande. The largest reservoir of residual radioactivity is in lower Pueblo Canyon, which is on DOE property. However, residual radioactivity does not exceed proposed cleanup criteria in either lower Pueblo or lower Los Alamos Canyons. The three alternatives proposed are (1) to take no action, (2) to construct a sediment trap in lower Pueblo Canyon to prevent further transport of residual radioactivity onto San Ildefonso Indian Pueblo land, and (3) to clean the residual radioactivity from the canyon system. Alternative 2, to cleanup the canyon system, is rejected as a viable alternative. Thousands of truckloads of sediment would have to be removed and disposed of, and this effort is unwarranted by the low levels of contamination present. Residual radioactivity levels, under either present conditions or projected future conditions, will not result in significant radiation doses to persons exposed. Modeling efforts show that future transport activity will not result in any residual radioactivity concentrations higher than those already existing. Thus, although construction of a sediment trap in lower Pueblo Canyon is a viable alternative, this effort also is unwarranted, and the no-action alternative is the preferred alternative.

    This project monitored the daily passage of Chinook salmon Oncorhynchus tshawytscha, steelhead trout O. mykiss, and sockeye salmon O. nerka smolts during the 2005 spring out-migration at migrant traps on the Snake River and Salmon River. In 2005 fish management agencies released significant numbers of hatchery Chinook salmon and steelhead trout above Lower Granite Dam that were not marked with a fin clip or coded-wire tag. Generally, the age-1 and older fish were distinguishable from wild fish by the occurrence of fin erosion. Age-0 Chinook salmon are more difficult to distinguish between wild and non-adclipped hatchery fish and therefore classified as unknown rearing. The total annual hatchery spring/summer Chinook salmon catch at the Snake River trap was 0.34 times greater in 2005 than in 2004. The wild spring/summer Chinook catch was 0.34 times less than the previous year. Hatchery steelhead trout catch was 0.67 times less than in 2004. Wild steelhead trout catch was 0.72 times less than the previous year. The Snake River trap collected 1,152 age-0 Chinook salmon of unknown rearing. During 2005, the Snake River trap captured 219 hatchery and 44 wild/natural sockeye salmon and 110 coho salmon O. kisutch of unknown rearing. Differences in trap catch between years are due to fluctuations not only in smolt production, but also differences in trap efficiency and duration of trap operation associated with flow. Trap operations began on March 6 and were terminated on June 3. The trap was out of operation for a total of one day due to heavy debris. FPC requested that the trap be restarted on June 15 through June 22 to collect and PIT tag age-0 Chinook salmon. Hatchery Chinook salmon catch at the Salmon River trap was 1.06 times greater and wild Chinook salmon catch was 1.26 times greater than in 2004. The hatchery steelhead trout collection in 2005 was 1.41 times greater and wild steelhead trout collection was 1.27 times greater than the previous year. Trap operations

    The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy (US DOE) nuclear facility located along the Savannah River near Aiken, South Carolina that contains six primary stream/river systems. The Lower Three Runs Stream (LTR) is one of the primary streams within the site that is located in the southeast portion of the Savannah River Site. It is a large blackwater stream system that originates in the northeast portion of SRS and follows a southerly direction before it enters the Savannah River. During reactor operations, secondary reactor cooling water, storm sewer discharges, and miscellaneous wastewater was discharged and contaminated a 20 mile stretch of Lower Three Runs Stream that narrows and provides a limited buffer of US DOE property along the stream and flood-plain. Based on data collected during the years 2009 and 2010 under American Recovery and Re-investment Act funding, the stream was determined to be contaminated with cesium-137 at levels that exceeded acceptable risk based limits. In agreement with the Environmental Protection Agency and the South Carolina Department of Health and Environmental Control, three areas were identified for remediation [1] (SRNS April 2012). A comprehensive safety preparation strategy was developed for safe execution of the LTR remediation project. Contract incentives for safety encouraged the contractor to perform a complete evaluation of the work and develop an implementation plan to perform the work. The safety coverage was controlled to ensure all work was observed and assessed by one person per work area within the project. This was necessary due to the distances between the fence work and three transects being worked, approximately 20 miles. Contractor Management field observations were performed along with DOE assessments to ensure contractor focus on safe performance of the work. The significant increase in catch in 2002 was due to a 3.1 fold increase in hatchery Chinook production and a more normal spring runoff. Trap operations began on March 10 and were terminated on June 7. The trap was out of operation for a total of four days due to mechanical failure or debris. Hatchery Chinook salmon catch at the Salmon River trap was 4.2 times greater and wild Chinook salmon catch was 2.4 times greater than in 2001. The hatchery steelhead trout collection in 2002 was 81% of the 2001 numbers. Wild steelhead trout collection in 2002 was 81% of the previous year's catch.     This project monitored the daily passage of Chinook salmon Oncorhynchus tshawytscha, steelhead trout O. mykiss, and sockeye salmon O. nerka smolts during the 2004 spring out-migration at migrant traps on the Snake River and Salmon River. In 2004 fish management agencies released significant numbers of hatchery Chinook salmon and steelhead trout above Lower Granite Dam that were not marked with a fin clip or coded-wire tag. Generally, these fish were distinguishable from wild fish by the occurrence of fin erosion. Total annual hatchery Chinook salmon catch at the Snake River trap was 1.1 times greater in 2004 than in 2003. The wild Chinook catch was 1.1 times greater than the previous year. Hatchery steelhead trout catch was 1.2 times greater than in 2003. Wild steelhead trout catch was 1.6 times greater than the previous year. The Snake River trap collected 978 age-0 Chinook salmon of unknown rearing. During 2004, the Snake River trap captured 23 hatchery and 18 wild/natural sockeye salmon and 60 coho salmon O. kisutch of unknown rearing. Differences in trap catch between years are due to fluctuations not only in smolt production, but also differences in trap efficiency and duration of trap operation associated with flow. Trap operations began on March 7 and were terminated on June 4. The trap was out of operation for a total of zero days due to mechanical failure or debris. Hatchery Chinook salmon catch at the Salmon River trap was 10.8% less and wild Chinook salmon catch was 19.0% less than in 2003. The hatchery steelhead trout collection in 2004 was 20.0% less and wild steelhead trout collection was 22.3% less than the previous year. Trap operations began on March 7 and were terminated on May 28 due to high flows. There were two days when the trap was taken out of service because wild Chinook catch was very low, hatchery Chinook catch was very high, and the weekly quota of PIT tagged hatchery Chinook had been met. The wild Chinook catch was 1.1 times less than the previous year. Hatchery steelhead trout catch was 1.7 times less than in 2002. Wild steelhead trout catch was 2.1 times less than the previous year. The Snake River trap collected 579 age-0 Chinook salmon of unknown rearing. During 2003, the Snake River trap captured five hatchery and 13 wild/natural sockeye salmon and 36 coho salmon O. kisutch of unknown rearing. Differences in trap catch between years are due to fluctuations not only in smolt production, but also differences in trap efficiency and duration of trap operation associated with flow. The significant differences in catch between 2003 and the previous year were due mainly to low flows during much of the trapping season and then very high flows at the end of the season, which terminated the trapping season 12 days earlier than in 2002. Trap operations began on March 9 and were terminated on May 27. The trap was out of operation for a total of zero days due to mechanical failure or debris. Hatchery Chinook salmon catch at the Salmon River trap was 16.8% less and wild Chinook salmon catch was 1.7 times greater than in 2002. The hatchery steelhead trout collection in 2003 was 5.6% less than in 2002. Wild steelhead trout collection was 19.2% less than the previous year.     Should a lower discount rate be used for evaluating a tolling agreement than used for a renewable energy contract? The California Energy Commission seems to think so. An analysis suggests that a risk-adjusted discount rate is inappropriate. A correct approach should quantify the effect of risk on a contract's financial performance, thereby providing useful information for decision-making. (author)

    Techniques and tools for quantum key distribution ("QKD") between a quantum communication ("QC") card, base station and trusted authority are described herein. In example implementations, a QC card contains a miniaturized QC transmitter and couples with a base station. The base station provides a network connection with the trusted authority and can also provide electric power to the QC card. When coupled to the base station, after authentication by the trusted authority, the QC card acquires keys through QKD with a trusted authority. The keys can be used to set up secure communication, for authentication, for access control, or for other purposes. The QC card can be implemented as part of a smart phone or other mobile computing device, or the QC card can be used as a fillgun for distribution of the keys.

    This is the second year report of a multi-year project that monitors the outmigration and survival of hatchery and naturally-produced juvenile salmonids in the lower Umatilla River. This project supplements and complements ongoing or completed fisheries projects in the Umatilla River basin. Knowledge gained on outmigration and survival will assist researchers and managers in adapting hatchery practices, flow enhancement strategies, canal operations, and supplementation and enhancement efforts for natural and restored fish populations. The authors also report on tasks related to evaluating juvenile salmonid passage at Three Mile Falls Dam and West Extension Canal.

    The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members

    We present a summary of how X.509 authentication and authorization are used with OpenNebula in FermiCloud. We also describe a history of why the X.509 authentication was needed in FermiCloud, and review X.509 authorization options, both internal and external to OpenNebula. We show how these options can be and have been used to successfully run scientific workflows on federated clouds, which include OpenNebula on FermiCloud and Amazon Web Services as well as other community clouds. As molten material moves from the core region through the core support structures it may encounter conditions which will cause it to freeze in the region of the lower core plate, delaying its arrival to the vessel head. The timing of this arrival is significant to reactor safety, because during the time span for material relocation to the lower head, the core may be experiencing steam-limited oxidation. The time at which hot material arrives in a coolant-filled lower vessel head, thereby significantly increasing the steam flow rate through the core region, becomes significant to the progression and timing of a severe accident.     This document describes the estimation of the annual energy savings achieved from the replacement of 20,000 refrigerators in New York City Housing Authority (NYCHA) public housing with new, highly energy-efficient models in 1997. The US Department of Housing and Urban Development (HUD) pays NYCHA`s electricity bills, and agreed to reimburse NYCHA for the cost of the refrigerator installations. Energy savings over the lifetime of the refrigerators accrue to HUD. Savings were demonstrated by a metering project and are the subject of the analysis reported here. The New York Power Authority (NYPA) identified the refrigerator with the lowest life-cycle cost, including energy consumption over its expected lifetime, through a request for proposals (RFP) issued to manufacturers for a bulk purchase of 20,000 units in 1997. The procurement was won by Maytag with a 15-ft{sup 3} top-freezer automatic-defrost refrigerator rated at 437 kilowatt-hours/year (kWh/yr). NYCHA then contracted with NYPA to purchase, finance, and install the new refrigerators, and demanufacture and recycle materials from the replaced units. The US Department of Energy (DOE) helped develop and plan the project through the ENERGY STAR{reg_sign} Partnerships program conducted by its Pacific Northwest National Laboratory (PNNL). PNNL designed the metering protocol and occupant survey used in 1997, supplied and calibrated the metering equipment, and managed and analyzed the data collected by NYPA. The objective of the 1997 metering study was to achieve a general understanding of savings as a function of refrigerator label ratings, occupant effects, indoor and compartment temperatures, and characteristics (such as size, defrost features, and vintage). The data collected in 1997 was used to construct models of refrigerator energy consumption as a function of key refrigerator and occupant characteristics.

    The Lower Granite Geographic Information System (GIS) was developed jointly by the US Army Corps of Engineers (USCOE) Walla Walla District and the Pacific Northwest Laboratory (PNL). The goal of the project is to use GIS technology to analyze impacts of the drawdown mitigation option on the physical and biological environment of the Lower Granite Reservoir. The drawdown mitigation option is based on the hypothesis that faster juvenile salmon travel to the ocean would result in higher juvenile survival and greater smolt-to-adult return ratios; to accomplish this, reservoir elevations would be lowered to increase channel velocities. Altering the elevation of the reservoirs on the Snake River is expected to have a variety of impacts to the Physical environment including changes to water velocity, temperature, dissolved gases, and turbidity. The GIS was developed to evaluate these changes and the resulting impacts on the anadromous and resident fish of the Snake River, as well as other aquatic organisms and terrestrial wildlife residing in the adjacent riparian areas. The Lower Granite GIS was developed using commercial hardware and software and is supported by a commercial relational database. Much of the initial system development involved collecting and incorporating data describing the river channel characteristics, hydrologic properties, and aquatic ecology. Potentially meaningful data for the Lower Granite GIS were identified and an extensive data search was performed. Data were obtained from scientists who are analyzing the habitats, limnology, and hydrology of the Snake River. The next six sections of this document describe the bathymetry, fish abundance, substrate, sediment chemistry, and channel hydrology data.

    Small volumes of Pd{sub 44}Ni{sub 10}Cu{sub 26}P{sub 20} and Pd{sub 43.2}Ni{sub 8.8}Cu{sub 28}P{sub 20} were encapsulated in B{sub 2}O{sub 3} and thermally cycled between T{sub g}-60 deg. C and T{sub l}+60 deg. C, where T{sub g} and T{sub l} denote the alloys' glass transition and liquidus temperatures. After this thermal treatment, the critical cooling rates (CCRs) for glass formation can be lowered by an order of magnitude, resulting in a critical cooling rate significantly lower than that reported for any other glass forming alloy melt. These experiments demonstrate that the CCR is not constant but strongly dependent on the degree of heterogeneous nucleation.

    Environmental regulations applicable to the River Protection Project require integrity assessment of the double-shell tank (DST) system. In the early 1990s a strategy and plans were developed to conduct the required tank system examinations and integrity assessments. This included plans to conduct ultrasonic testing of six DSTs. In 1997, an ad hoc committee (Tank Structural Integrity Panel, TSIP) working under the direction of the Office of Environmental Restoration and Waste Management, U.S. Department of Energy, published guidelines for managing risks associated with aging degradation of high level waste storage tanks. This included recommendations on non-destructive examination of specific regions of tanks. For the lower knuckle region, defined as the curved transition from the vertical portion of the tank wall to the flat portion of the tank bottom, the TSIP guidelines contained the following recommendation: ''Examine the lower knuckle region including 5% of the length of the upper weld, at least 2.5% of the area of the predicted maximum stress region of the knuckle base metal and 2.5% of the lower weld if accessible. Emphasis should be on weld/HAZ cracking such as SCC. If the lower weld is not accessible, one-square-foot sections whose length adds up to 5% of the circumference of the knuckle base metal shall be examined.'' Also in 1997, the U.S. Department of Energy and Washington Department of Ecology formalized an agreement on the DST system integrity assessment work scope required to satisfy the applicable regulatory requirements. This cited the TSIP guidelines, and included an agreement to conduct ultrasonic examination on six representative DSTs for determination and extent of cracks, corrosion, and pitting.

    This notice announces BPA`S`s decision to fund the Oregon Department of Fish and Wildlife (ODFW), the Washington Department of Fish and Wildlife (WDFW), and the Clatsop Economic Development Committee for the Lower Columbia River Terminal Fisheries Research Project (Project). The Project will continue the testing of various species/stocks, rearing regimes, and harvest options for terminal fisheries, as a means to increase lower river sport and commercial harvest of hatchery fish, while providing both greater protection of weaker wild stocks and increasing the return of upriver salmon runs to potential Zone 6 Treaty fisheries. The Project involves relocating hatchery smolts to new, additional pen locations in three bays/sloughs in the lower Columbia River along both the Oregon and Washington sides. The sites are Blind Slough and Tongue Point in Clatsop County, Oregon, and Grays Bay/Deep River, Wahkiakum County, Washington. The smolts will be acclimated for various lengths of time in the net pens and released from these sites. The Project will expand upon an existing terminal fisheries project in Youngs Bay, Oregon. The Project may be expanded to other sites in the future, depending on the results of this initial expansion. BPA`S has determined the project is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an environmental impact statement is not required, and BPA`S is issuing this FONSI.

    This report documents the results of the US Department of Energy's (DOE's) Environmental Audit conducted by the DOE Headquarters Office of Environmental Audit within the Bonneville Power Administration's (BPA's) Lower Columbia Area. The BPA facilities included in the Audit are the Ross Complex in Vancouver, Washington; the substations of North Bonneville, North Bonneville Annex, Camas, and Longview within the state of Washington; and the Acton and Troutdale Substations within the state of Oregon. The independent Audit was conducted by a team of professionals from DOE and contractors. The purpose of the Audit is to provide the Secretary of Energy, Admiral James D. Watkins, Ret., with the status of environmental programs within BPA's Lower Columbia Area. The Environmental Audit team identified 25 findings dealing with the lack of conformance with federal and state laws and regulations and DOE Orders, and 7 findings in which BMPs were not attained. Although all findings require corrective action, none required cessation of operations or reflect situations that present an immediate risk to public health or the environment. The Audit team noted inadequacies in PCB management included storage, labeling, reporting, and spill control. The most significant causal factors for the findings include lack of policy implementation throughout the Lower Columbia Area, inadequate training of personnel charged with environmental protection, lack of standard operating procedures for many programs, lack of reviews and appraisals, and an inaccurate perception of low risk for environmental concerns.

    The electronic spin state of iron in lower mantle perovskite is one of the fundamental parameters that governs the physics and chemistry of the most voluminous and massive shell in the Earth. We present experimental evidence for spin-pairing transition in aluminum-bearing silicate perovskite (Mg,Fe)(Si,Al)O{sub 3} under the lower mantle pressures. Our results demonstrate that as pressure increases, iron in perovskite transforms gradually from the initial high-spin state toward the final low-spin state. At 100 GPa, both aluminum-free and aluminum-bearing samples exhibit a mixed spin state. The residual magnetic moment in the aluminum-bearing perovskite is significantly higher than that in its aluminum-free counterpart. The observed spin evolution with pressure can be explained by the presence of multiple iron species and the occurrence of partial spin-paring transitions in the perovskite. Pressure-induced spin-pairing transitions in the perovskite would have important bearing on the magnetic, thermoelastic, and transport properties of the lower mantle, and on the distribution of iron in the Earth's interior. The lower mantle constitutes more than half of the Earth's interior by volume (1), and it is believed to consist predominantly (80-100%) of (Mg,Fe)(Si,Al)O{sub 3} perovskite (hereafter called perovskite), with up to 20% (Mg,Fe)O ferropericlase (2). The electronic spin state of iron has direct influence on the physical properties and chemical behavior of its host phase. Hence, knowledge on the spin state of iron is important for the interpretation of seismic observations, geochemical modeling, and geodynamic simulation of the Earth's deep interior (3, 4). Crystal field theory (4, 5) and band theory (6) predicted that a high-spin to low-spin transition would occur as a result of compression.     This study was undertaken to assess the effects of Kerr Dam operations on the fisheries of the Lower Flathead System. Supported by Bonneville Power Administration funding, and conducted by the Confederated Salish and Kootenai Tribes, the study began in December of 1982 and is scheduled for completion in December of 1987. This report covers the 1983-84 field season and includes the status of target fish species populations in the Flathead River and tributaries, and initial work in South Bay of Flathead Lake. Additionally it addresses how Kerr operations may effect the reproduction of salmonids and northern pike. Combined trout population estimates for rainbow, brown, brook, and bull trout, averaged 13 fish/km of the lower Flathead River. The number of bull trout and cutthroat trout captured was so low that estimation of their individual populations was not possible. An interim closure to trout harvest on the lower Flathead River was recommended and approved by the Tribal Council until study results can be further analyzed and management options reviewed. Population estimates for northern pike ranged from six/kilometer in poorer habitat, to one hundred three/km in the best habitat in the main Flathead River. Seven pike were radio tagged and their movements monitored. Movements of over 89 km were recorded. One fish left the Flathead River and moved down the Clark Fork to the Plains area. Fish weirs were constructed on the Jocko River and Mission Creek to assess spawning runs of trout from the main river. Thirty-two adult rainbow passed the Jocko weir and twenty-eight passed the Mission weir during the spring spawning season. Twenty adult brown trout were captured at the Jocko weir and five at Mission weir in the fall. The Jocko weir suffered minor damage due to bed load movement during high flows of spring runoff.     The 3-D Fokker-Planck/quasilinear code (CQL3D) is used to study the temperature scaling of lower hybrid current drive (LHCD) in the JET and JT-60 experiments. An offset-linear increase of current drive efficiency is obtained as a function of volume average temperature {l angle}T{sub e}{r angle} up to {approximately} 2.5, and reduced rate of efficiency increase is found at higher temperatures. The LHCD results indicate some fast wave/LH current drive synergy in the JET LH/FW experiments; however, code results discussed here show that synergy is not due to TTMP damping of the fast wave.

    An analytical description of nonlinear lower hybrid oscillations in a cold quasi-neutral plasma in the presence of viscosity is presented in one spatial dimension by using Lagrangian variables. By treating viscosity coefficients of the electron and ion fluids as inversely proportional to their respective densities, an exact solution is obtained. It is found that the damping rate of such oscillations is directly proportional to the effective viscosity coefficients of electron and ion fluids. A possible implication of such solutions is briefly outlined.

    The Lower Atmospheric Boundary Layer Experiment (LABLE) included two measurement campaigns conducted at the Atmospheric Radiation Measurement (ARM) Southern Great Plains site in Oklahoma during 2012 and 2013. LABLE was designed as a multi-phase, low-cost collaboration among the University of Oklahoma, the National Severe Storms Laboratory, Lawrence Livermore National Laboratory, and the ARM program. A unique aspect was the role of graduate students in LABLE. They served as principal investigators and took the lead in designing and conducting experiments using different sampling strategies to best resolve boundary-layer phenomena.

    The answer to what will be the net effect of an x percent increase in wind generation on GHG emissions in a given system is not a simple y percent -- but is likely to depend on many variables, assumptions, modeling, and number crunching. But the result is important, and hence there has been a flurry of contradictory studies, confusing policymakers and the general public alike. While one can certainly find exceptions, under most circumstances, more renewable generation can be expected to result in lower GHG emissions.

    Prior to 2008, transfers of radioactive material within the Savannah River Site (SRS) boundary, referred to as onsite transfers, were authorized by Transportation Safety Basis (TSB) documents that only required approval by the SRS contractor. This practice was in accordance with the existing SRS Transportation Safety Document (TSD). In 2008 the Department of Energy Savannah River Field Office (DOE-SR) requested that the SRS TSD be revised to require DOE-SR approval of all Transportation Safety Basis (TSB) documents. As a result, the primary SRS contractor embarked on a multi-year campaign to consolidate old or generate new TSB documents and obtain DOE-SR approval for each. This paper focuses on the challenges incurred during the rewriting or writing of and obtaining DOE-SR approval of all Savannah River Site Onsite Transportation Safety Basis documents.

The DOE weatherization Training Project's two objectives are to (1) build PHA's capabilities by (2) developing its staff members capacities via the acquisition of weatherization skills and competencies.     Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

    The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.
