Business jumped on the bandwagon early finding that sustainability can be an important component of their company’s competitive advantage. A 2010 survey by the United Nations Global Compact/Accenture of 766 CEOs from around the globe found that, despite the economic downturn, 93 percent of the CEOs surveyed see sustainability as critical to their company’s future success. Calling on the federal government to “lead by example,” President Barack Obama issued Executive Order 13514 in October 2009 to green the government by improving “environmental, energy and economic performance.”

    This abstract provides a comprehensive plan supporting the continued development and integration of all waste operations and waste management business systems. These include existing systems such as ATMS (Automated Transportation Management System), RadCalc, RFITS (Radio Frequency Identification Transportation System) Programs as well as incorporating key components of existing government developed waste management systems and COTS (Computer Off The Shelf) applications in order to deliver a truly integrated waste tracking and management business system. Some of these existing systems to be integrated include IWTS at Idaho National Lab, WIMS at Sandia National Lab and others. The aggregation of data and consolidation into a single comprehensive business system delivers best practices in lifecycle waste management processes to be delivered across the Department of Energy facilities. This concept exists to reduce operational costs to the federal government by combining key business systems into a centralized enterprise application following the methodology that as contractors change, the tools they use to manage DOE's assets do not. IWITS is one efficient representation of a sound architecture currently supporting multiple DOE sites from a waste management solution. The integration of ATMS, RadCalc and RFITS and the concept like IWITS into a single solution for DOE contractors will result in significant savings and increased efficiencies for DOE. Building continuity and solving collective problems can only be achieved through mass collaboration, resulting in an online community that DOE contractors and subcontractors access common applications, allowing for the collection of business intelligence at an unprecedented level. This is a fundamental shift from a solely 'for profit' business model to a 'for purpose' business model. To the conventional-minded, putting values before profit is an unfamiliar and unnatural way for a contractor to operate - unless however; your objective is to build a strong, strategic alliance across the enterprise in order to execute an unprecedented change in waste management, transportation and logistical operations. The success of such an initiative can be achieved by creating a responsible framework by enabling key individuals to 'own' the sustainability of the program. This includes the strategic collaboration of responsible revolutionaries covering application developers, information owners and federal stakeholders to ensure compliance, security and risk management are 'baked' into the process and sustainability is fostered through continued innovation by both technology and application functionality. This ensures that working software can adapt to changing circumstances and is the principle measure of the success of the program. The consolidation of waste management business systems must be achieved in order to realize efficiencies in information technology portfolio management, data integrity, business intelligence and the lifecycle management of hazardous materials within the DOE enterprise architecture. By identifying best practices across the enterprise and aggregating computational and application development resources, you can provide a unified, holistic solution serviceable from a single location while being accessed from anywhere. The business impact of integrating and delivering a unified solution would reduce costs to the Department of Energy within the first year of deployment with increased savings annually. (author)

    The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

    Scientists are front and center in quantifying and solving environmental problems. Yet, as a spate of recent news articles in scientific journals point out, much can be done to enhance sustainability within the scientific enterprise itself, particularly by trimming the energy use associated with research facilities and the equipment therein (i,ii,iii, iv). Sponsors of research unwittingly spend on the order of $10 billion each year on energy in the U.S. alone, and the underlying inefficiencies drain funds from the research enterprise while causing 80 MT CO2-equivalent greenhouse-gas emissions (see Box). These are significant sums considering the opportunity costs in terms of the amount of additional research that could be funded and emissions that could be reduced if the underlying energy was used more efficiently. By following commercially proven best practices in facility design and operation, scientists--and the sponsors of science--can cost-effectively halve these costs, while doing their part to put society on alow-carbon diet.

Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    Since 1998 the U.S. Navy?s Naval Facilities Engineering Command (NAVFAC) has had a policy for incorporating sustainable design principles into new building construction. The policy also states it is the intent of NAVFAC to accomplish this within the given budget constraints and while meeting customer requirements. Programming a building using a first cost approach instead of a life cycle cost approach is one of the biggest challenges for integrating sustainable design into projects at the Navy. Due to this hurdle, an attempt to develop a Navy specific business case was undertaken. Through this process, it was discovered that consistent data were not being collected for all applicable Navy buildings. Therefore, the current business case information being used by the Navy is the conglomeration of existing business case analysis in the literature. Although this business case information is useful, there is still a need for collecting and analyzing the Navy business case. To develop the Navy specific business case, NAVFAC is developing program metrics to capture the status of buildings in the design and construction phase and they have started to collect whole building cost and performance data for 14 buildings (7 sustainably designed and 7 traditionally designed buildings) to capture data on their existing inventory of sustainably design buildings. Performance measurement data are being collected on water, energy, operations and maintenance, waste generation, purchasing, occupant satisfaction, and transportation. The building cost and performance data will be collected for a minimum of 12 months. Both of these data collection and analysis efforts have offered lessons learned that will be shared alongside the current Navy business case information.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy's National Laboratories, that can provide real-world improvements in both the short- and long-term. Indeed, the roles of government and the private sector in energy sustainability were brought into sharper focus by the pending American Recovery and Reinvestment Act of 2009, also known as the economic stimulus bill. There was cautious optimism that the bill was moving the nation in the right direction by way of focusing on greater energy efficiency, alternative forms of energy and improved infrastructure. Nevertheless, there was concern over Congress picking energy winners and losers. Instead, Congress should challenge industry to produce solutions that will create a clear path forward to energy sustainability that the American people can support.

    China's remarkable economic growth has been supported by a generally adequate and relatively low-cost supply of energy, creating the world's largest coal industry, its second-largest oil market, and an eclectic power business that is adding capacity at an unprecedented rate. If energy requirements continue to double every decade, China will not be able to meet the energy demands of the present without seriously compromising the ability of future generations to meet their own energy needs. This title uses historical data from 1980 and alternative scenarios through 2020 to assess China's future energy requirements and the resources to meet them. It calls for a high-level commitment to develop and implement an integrated, coordinated, and comprehensive energy policy. The authors recommend eight building blocks to reduce energy consumption growth well below the targeted rate of economic growth, to use national resources on an economically and environmentally sound basis, and to establish a robust energy system that can better ensure the security of a diverse supply of competitively priced energy forms. Sustainability calls for persistence of effort, greater reliance on advanced energy technologies, and better standards enforcement. Achieving these goals will require policy initiatives that restrict demand and create a 'resources-conscious society', reconcile energy needs with environmental imperatives, rationalize pricing, and tackle supply security. While the challenges are daunting, China has a unique opportunity to position itself as a world leader in the application of cutting-edge energy developments to create a sustainable energy sector effectively supporting a flourishing economy and society.

    The overall objective of the Swedish transport policy is to ensure the economically efficient and sustainable provision of transport services for people and business throughout the country. More specifically, the transport sector shall, among other things, contribute to the achievement of environmental quality objectives in which the development of the transport system plays an important role in the achievement of the objectives. The aim of this study is to analyse if current transport planning supports this policy. This is done by analysing two recent cases: the National Infrastructure Plan 2010–2021, and the planning of Bypass Stockholm, a major road investment. Our results show that the plans are in conflict with several of the environmental quality objectives. Another interesting aspect of the planning processes is that the long-term climate goals are not included in the planning processes, neither as a clear goal nor as factor that will influence future transport systems. In this way, the long-term sustainability aspects are not present in the planning. We conclude that the two cases do not contribute to a sustainable transport system. Thus, several changes must be made in the processes, including putting up clear targets for emissions. Also, the methodology for the environmental assessments needs to be further developed and discussed. - Highlights: • Two cases are studied to analyse if current planning supports a sustainable transport system. • Results show that the plans are in conflict with several of the environmental quality objectives. • Long-term climate goals are not included in the planning processes. • Current practices do not contribute to a sustainable planning processes. • Methodology and process for environmental assessments must be further developed and discussed.

    THIS IS THE THIRD YEAR BPA has reported on sustainability program accomplishments. The report provides an opportunity to review progress made on sustainability initiatives, evaluate how far we have come and how much we can improve. The program has demonstrated maturation as the concepts of sustainability and resource conservation are communicated and understood. The sustainability program started as an employee-driven “grass roots” effort in 2010. Sustainability is becoming a consideration in how work is performed. The establishment of several policies supporting sustainability efforts proves the positive progress being made. In 2009, BPA became a founder and member of The Climate Registry, a nonprofit collaboration that sets standards to calculate, verify and report greenhouse gas emissions. This year, BPA completed and published our Greenhouse Gas inventory for the years of 2009, 2010 and 2011. The 2012 inventory is currently in the process of third-party verification and scheduled for public release in January 2014. These inventories provide a concrete measure of the progress we are making.

    What does Sustainability mean, and why should people in the thermophysical properties business care? This paper will describe sustainability in the context of product development, which is where much of the buzz is currently being generated. Once described, it will discuss how expectations for Sustainability are changing product lines, and then discuss the controversial issues now emerging from trying to measure Sustainability. One of the most organized efforts in the U.S. is the U.S. Green Building Council revolutionizing how the built environment is conceptualized, designed, built, used, and disposed of - and born again. The appeal of the US Green Building Council is that it has managed to checklist how to "do" Sustainability. By following this checklist, better described as a rating system, a more Sustainable product should be achieved. That is, a product that uses less energy, less water, is less noxious to the user, and consumes fewer resources. We care because these Sustainable products are viewed as preferable by a growing number of consumers and, consequently, are more valuable. One of the most interesting aspects of the Sustainability movement is a quantitative assessment of how sustainable a product is. Life Cycle Assessment techniques (not to be confused with life cycle economic costs) developed since the early 1990s are gaining ground as a less biased method to measure the ultimate "bad" consequences of creating a product (depletion of natural resources, nutrification, acid rain, air borne particulates, solid waste, etc.). For example, one assertion is that these studies have shown that recycling can sometimes do more environmental harm than good.

    The application of sustainability principles to the investigation and remediation of contaminated sites is an area of rapid development within the environmental profession, with new business practices, tools, and performance standards for identifying, evaluating, and managing the 'collateral' impacts of cleanup projects to the environment, economy and society coming from many organizations. Guidelines, frameworks, and standards of practice for 'green and sustainable remediation' (GSR) have been released and are under development by the Sustainable Remediation Forum (SURF), the American Society for Testing Materials (ASTM), the Interstate Technology Roundtable Commission (ITRC) and other organizations in the U.S. and internationally. In response to Executive Orders from the President, Federal government agencies have developed policies, procedures and guidelines for evaluating and reporting the sustainability of their environmental restoration projects. Private sector companies in the petroleum, utility, manufacturing, defense, and other sectors are developing their own corporate GSR programs to improve day-to-day management of contaminated sites and to support external reporting as part of their corporate social responsibility (CSR) efforts. The explosion of mandates, policy, procedures and guidance raises the question of how to determine whether a remediation technology or cleanup approach is green and/or sustainable. The environmental profession has responded to this question by designing, developing and deploying a wide array of tools, calculators, and databases that enable regulatory agencies, site managers and environmental professionals to calculate the collateral impacts of their remediation projects in the environmental, social, and economic domains. Many of these tools are proprietary ones developed by environmental engineering/consulting firms for use in their consulting engagements and/or tailored specifically to meet the needs of their clients. When it comes to the public domain, Federal government agencies are spearheading the development of software tools to measure and report emissions of air pollutants (e.g., carbon dioxide, other greenhouse gases, criteria air pollutants); consumption of energy, water and natural resources; accident and safety risks; project costs and other economic metrics. Most of the tools developed for the Government are available to environmental practitioners without charge, so they are growing in usage and popularity. The key features and metrics calculated by the available public-domain tools for measuring the sustainability of environmental remediation projects share some commonalities but there are differences amongst the tools. The SiteWise{sup TM} sustainability tool developed for the Navy and US Army will be compared with the Sustainable Remediation Tool (SRT{sup TM}) developed for the US Air Force (USAF). In addition, the USAF's Clean Solar and Wind Energy in Environmental Programs (CleanSWEEP), a soon-to-be-released tool for evaluating the economic feasibility of utilizing renewal energy for powering remediation systems will be described in the paper. Bahir Dar in northwestern Ethiopia outsourced municipal waste services to a private waste company in 2008. While this institutional change has led to substantial improvement in the cleanliness of the city, its financial sustainability remains unclear. Is the private company able to generate sufficient revenues from their activities to offset the costs and generate some profit? This paper presents a cost-revenue analysis, based on data from July 2009 to June 2011. The analysis reveals that overall costs in Bahir Dar’s SWM system increased significantly during this period, mainly due to rising costs related to waste transportation. On the other hand, there is only one major revenue stream in place: the waste collection fee from households, commercial enterprises and institutions. As the efficiency of fee collection from households is only around 50%, the total amount of revenues are not sufficient to cover the running costs. This results in a substantial yearly deficit. The results of the research therefore show that a more detailed cost structure and cost-revenue analysis of this waste management service is important with appropriate measures, either by the privates sector itself or with the support of the local authorities, in order to enhance cost efficiency and balance the cost-revenues towards cost recovery. Delays in mitigating the evident financial deficit could else endanger the public-private partnership (PPP) and lead to failure of this setup in the medium to long term, thus also endangering the now existing improved and currently reliable service. We present four options on how financial sustainability of the SWM system in Bahir Dar might be enhanced: (i) improved fee collection efficiency by linking the fees of solid waste collection to water supply; (ii) increasing the value chain by sales of organic waste recycling products; (iii) diversifying revenue streams and financing mechanisms (polluter-pays-, cross-subsidy- and business-principles); and (iv) cost reduction and improved cost-effectiveness. We argue that in a PPP setup such as in Bahir Dar, a strong alliance between the municipality and private enterprise is important so that appropriate solutions for improved financial sustainability of a SWM system can be sought and implemented.

    This report describes the process of creating continuity and sustainability for demonstration and validation (DEMVAL) assets at the National Security Technology Incubator (NSTI). The DEMVAL asset program is being developed as part of the National Security Preparedness Project (NSPP), funded by Department of Energy (DOE)/National Nuclear Security Administration (NNSA). The mission of the NSTI program is to identify, incubate, and accelerate technologies with national security applications at various stages of development by providing hands-on mentoring and business assistance to small businesses and emerging or growing companies. Part of this support is envisioned to be research and development of companies’ technology initiatives, at the same time providing robust test and evaluation of actual development activities. This program assists companies in developing technologies under the NSTI program through demonstration and validation of technologies applicable to national security created by incubators and other sources. The NSPP also will support the creation of an integrated demonstration and validation environment. Development of the commercial potential for national security technologies is a significant NSTI focus. As part of the process of commercialization, a comprehensive DEMVAL program has been recognized as an essential part of the overall incubator mission. A number of resources have been integrated into the NSTI program to support such a DEMVAL program.

    In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact associated with biomass usage, an understanding of forest management trends including harvesting and fuel processing methods, and the carbon profile of utilizing forest based woody biomass for the emerging biomass markets. Each of the tasks and subtasks have provided an increased level of understanding to support new directives, policies and adaptation of existing regulations within Massachusetts. The project has provided the essential information to allow state policymakers and regulators to address emerging markets, while ensuring forest sustainability and understanding the complex science on CO2 accounting and impacts as a result of biomass harvesting for power generation. The public at large and electricity ratepayers in Massachusetts will all benefit from the information garnered through this project. This is a result of the state’s interest to provide financial incentives to only biomass projects that demonstrate an acceptable carbon profile, an efficient use of the constrained supply of fuel, and the harvest of biomass to ensure forest sustainability. The goals of the Massachusetts Sustainable Forest Bioenergy Initiative as proposed in 2006 were identified as: increase the diversity of the Massachusetts energy mix through biomass; promote economic development in the rural economy through forest industry job creation; help fulfill the state’s energy and climate commitments under the Renewable Energy Portfolio Standard and Climate Protection Plan; assist the development of a biomass fuel supply infrastructure to support energy project demands; provide education and outreach to the public on the benefits and impacts of bioenergy; improve the theory and practice of sustainable forestry in the Commonwealth. Completed project activities summarized below will demonstrate the effectiveness of the project in meeting the above goals. In addition, as discussed above, Massachusetts DOER needed to make some modifications to its work plan and objectives during the term of this project due to changing public policy demands brought forth in the course of the public discours

    This document is part of a larger, programmatic effort to assist federal agencies in taking action and changing their institutions to achieve and maintain federal sustainability goals, while meeting their mission goals. FEMP is developing guidance for federal agency efforts to enable institutional behavior change for sustainability, and for making sustainabilitybusiness as usual.” The driving requirement for this change is Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance. FEMP emphasizes strategies for increasing energy efficiency and renewable energy utilization as critical components of attaining sustainability, and promotes additional non-energy action pathways contained in EO 13514. This report contributes to the larger goal by laying out the conceptual and evidentiary underpinnings of guidance to federal agencies. Conceptual frameworks focus and organize the development of guidance. We outline a series of progressively refined conceptual frameworks, including a multi-layer approach, key steps in sustainability implementation, a process view of specific approaches to institutional change, the agency Strategic Sustainability Performance Plans (SSPPs), and concepts related to context-specific rules, roles and tools for sustainability. Additionally, we tap pertinent bodies of literature in drawing eight evidence-based principles for behavior change. These principles are important foundations upon which to build in selecting strategies to effect change in organizations. Taken together, this report presents a suite of components that inform the training materials, presentations, web site, and other products that provide guidance to federal agencies.

    The accomplishments to date and the long-range planning of the Y-12 Energy Management and Sustainability and Stewardship programs support the DOE and the National Nuclear Security Administration (NNSA) vision for a commitment to energy efficiency and sustainability and to achievement of the Guiding Principles. Specifically, the Y-12 vision is to support the Environment, Safety and Health Policy and the DOE Strategic Sustainability Performance Plan (SSPP) while promoting overall sustainability and reduction of greenhouse gas (GHG) emissions. Table ES.2 gives a comprehensive overview of Y-12's performance status and planned actions. B&W Y-12's Energy Management mission is to incorporate renewable energy and energy efficient technologies site-wide and to position Y-12 to meet NNSA energy requirement needs through 2025 and beyond. During FY 2011, the site formed a sustainability team (Fig. ES.1). The sustainability team provides a coordinated approach to meeting the various sustainability requirements and serves as a forum for increased communication and consistent implementation of sustainability activities at Y-12. The sustainability team serves as an information exchange mechanism to promote general awareness of sustainability information, while providing a system to document progress and to identify resources. These resources are necessary to implement activities that support the overall goals of sustainability, including reducing the use of resources and conserving energy. Additionally, the team's objectives include: (1) Foster a Y-12-wide philosophy to conserve resources; (2) Reduce the impacts of production operations in a cost-effective manner; (3) Increase materials recycling; (4) Use a minimum amount of energy and fuel; (5) Create a minimum of waste and pollution in achieving Y-12-strategic objectives; (6) Develop and implement techniques, technologies, process modifications, and programs that support sustainable acquisition; (7) Minimize the impacts to resources, including energy/fuel, water, waste, pesticides, and pollution generation; (8) Incorporate sustainable design principles into the design and construction of facility upgrades, new facilities, and infrastructure; and (9) Comply with federal and state regulations, executive orders, and DOE requirements. Y-12 is working to communicate its sustainment vision through procedural, engineering, operational, and management practices. The site will make informed decisions based on the application of the five Guiding Principles for HPSBs to the maximum extent possible.
