    With the rapidly growing penetration level of wind and solar generation, the challenges of managing variability and the uncertainty of intermittent renewable generation become more and more significant. The problem of power variability and uncertainty gets exacerbated when each balancing authority (BA) works locally and separately to balance its own subsystem. The virtual BA concept means various forms of collaboration between individual BAs must manage power variability and uncertainty. The virtual BA will have a wide area control capability in managing its operational balancing requirements in different time frames. This coordination results in the improvement of efficiency and reliability of power system operation while facilitating the high level integration of green, intermittent energy resources. Several strategies for virtual BA implementation, such as ACE diversity interchange (ADI), wind only BA, BA consolidation, dynamic scheduling, regulation and load following sharing, extreme event impact study are discussed in this report. The objective of such strategies is to allow individual BAs within a large power grid to help each other deal with power variability. Innovative methods have been developed to simulate the balancing operation of BAs. These methods evaluate the BA operation through a number of metrics — such as capacity, ramp rate, ramp duration, energy and cycling requirements — to evaluate the performances of different virtual BA strategies. The report builds a systematic framework for evaluating BA consolidation and coordination. Results for case studies show that significant economic and reliability benefits can be gained. The merits and limitation of each virtual BA strategy are investigated. The report provides guidelines for the power industry to evaluate the coordination or consolidation method. The application of the developed strategies in cooperation with several regional BAs is in progress for several off-spring projects.

    A plasma generating apparatus for plasma processing applications is based on a permanent magnet line-cusp plasma confinement chamber coupled to a compact single-coil microwave waveguide launcher. The device creates an electron cyclotron resonance (ECR) plasma in the launcher and a second ECR plasma is created in the line cusps due to a 0.0875 tesla magnetic field in that region. Additional special magnetic field configuring reduces the magnetic field at the substrate to below 0.001 tesla. The resulting plasma source is capable of producing large-area (20-cm diam), highly uniform (.+-.5%) ion beams with current densities above 5 mA/cm.sup.2. The source has been used to etch photoresist on 5-inch diam silicon wafers with good uniformity.

    Environmental assessments and remediation activities are being conducted by the U.S. Department of Energy (DOE) at the Paducah Gaseous Diffusion Plant (PGDP), Paducah, Kentucky. The Oak Ridge Institute for Science and Education (ORISE), a DOE prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct radiation dose modeling analyses and derive single radionuclide soil guidelines (soil guidelines) in support of the derivation of Authorized Limits (ALs) for 'DOE-Owned Property Outside the Limited Area' ('Property') at the PGDP. The ORISE evaluation specifically included the area identified by DOE restricted area postings (public use access restrictions) and areas licensed by DOE to the West Kentucky Wildlife Management Area (WKWMA). The licensed areas are available without restriction to the general public for a variety of (primarily) recreational uses. Relevant receptors impacting current and reasonably anticipated future use activities were evaluated. In support of soil guideline derivation, a Conceptual Site Model (CSM) was developed. The CSM listed radiation and contamination sources, release mechanisms, transport media, representative exposure pathways from residual radioactivity, and a total of three receptors (under present and future use scenarios). Plausible receptors included a Resident Farmer, Recreational User, and Wildlife Worker. single radionuclide soil guidelines (outputs specified by the software modeling code) were generated for three receptors and thirteen targeted radionuclides. These soil guidelines were based on satisfying the project dose constraints. For comparison, soil guidelines applicable to the basic radiation public dose limit of 100 mrem/yr were generated. Single radionuclide soil guidelines from the most limiting (restrictive) receptor based on a target dose constraint of 25 mrem/yr were then rounded and identified as the derived soil guidelines.     The information and data contained in this Appendix was extracted from numerous sources. The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.

    A method and system for solvent extraction where droplets are shattered by a high intensity electric field. These shattered droplets form a plurality of smaller droplets which have a greater combined surface area than the original droplet. Dispersion, coalescence and phase separation are accomplished in one vessel through the use of the single pulsing high intensity electric field. Electric field conditions are chosen so that simultaneous dispersion and coalescence are taking place in the emulsion formed in the electric field. The electric field creates a large amount of interfacial surface area for solvent extraction when the droplet is disintegrated and is capable of controlling droplet size and thus droplet stability. These operations take place in the presence of a counter current flow of the continuous phase.

    Disposal in engineered facilities built in stable, deep geological formations is the reference means for permanently isolating long-lived radioactive waste from the human biosphere. This management method is designed to be intrinsically safe and final, i.e. not dependent on human presence and intervention in order to fulfil its safety goal. There is however no intention to forgo, at any time, knowledge and awareness either of the repository or of the waste that it contains. The preservation of Records, Knowledge and Memory (RK and M) is seen as an integral part of radioactive waste management, supporting lengthy and complex socio-technical processes across pre-operational, operational and post-operational lifetimes. Long-term preservation of RK and M is an emerging multidisciplinary work area in which much learning is expected over the coming years. Novel methods are being sought that are least vulnerable to both natural degradation and to changes in socio-economic conditions. Progress has been made in individual countries, but there is a need to internationalise the thinking, compare approaches, investigate potential solutions and share decisions. This is the task of the NEA RK and M project. A major outcome of the project will be a 'menu-driven document' that will allow people to identify the main elements of a strategic action plan for RK and M preservation. In sum, the preservation of RK and M is a unprecedented task in which technical, scientific and social information is interwoven and needs to be developed and preserved across generations and across specialist boundaries. Important studies have been undertaken in the past decades to explore a variety of approaches to preserving RK and M across different timescales, including archives and markers. The work of the past in this area is useful, but innovative thinking is also needed.     Highlights: • Opinions and knowledge of young people in Italy about waste were studied. • Historic opposition to construction of waste facilities is difficult to overcome. • Awareness of waste management develops with knowledge of environmental issues. • Many stakeholders’ views are needed when siting a new waste management facility. • Respondents’ opinions were influenced by their level of environmental knowledge. - Abstract: The Campania Region in Southern Italy has suffered many problems with municipal solid waste management since the mid-1990s, leading to significant public disturbances and subsequent media coverage. This paper reports on the current views and knowledge of young people (university students) in this region about waste management operations and facilities, specifically the siting of landfills and incinerators. By means of a structured questionnaire, opinion and knowledge were systematically examined by degree type and course year. The study took place in 2011 at the University of Salerno campus. A sample of 900 students, comprising 100 students for each of the nine considered faculties, and 20 students for every academic course year, was randomly selected. Only about a quarter of respondents were not opposed to the siting of a landfill or an incinerator in their city. This clearly highlights that historic opposition to the construction of waste facilities is difficult to overcome and that distrust for previous poor management or indiscretions is long-lived and transcends generations. Students from technical faculties expressed the most reasonable opinion; opinion and knowledge were statistically related (Chi-square test, p < 0.05) to the attended faculty, and the knowledge grew linearly with progression through the university. This suggests that awareness of waste management practices develops with experience and understanding of environmental issues.     The work described in this report was performed by the National Renewable Energy Laboratory (NREL) and funded by the Office of the Energy Efficiency and Renewable Energy, U.S. Department of Energy (EERE DOE). This project is a joint project with the Pacific Northwest National Laboratory. This report evaluates the physical characteristics that improve the ability of the power system to absorb variable generation. It then uses evidence from electricity markets in the Eastern Interconnection of the United States to show how large, fast energy markets can help with integration. The concept of Virtual Balancing Area is introduced, a concept that covers a broad range of cooperative measures that can be undertaken by balancing areas to help manage variability.

    Through the RE-Powering America's Land initiative, the economic and technical feasibility of utilizing contaminated lands in the Buffalo, New York, area for utility-scale wind development is explored. The study found that there is available land, electrical infrastructure, wind resource, and local interest to support a commercial wind project; however, economies of scale and local electrical markets may need further investigation before significant investment is made into developing a wind project at the Buffalo Reuse Authority site.

    A novel two-phase bounding and decomposition approach to compute optimal and near-optimal solutions to large-scale mixed-integer investment planning problems is proposed and it considers a large number of operating subproblems, each of which is a convex optimization. Our motivating application is the planning of power transmission and generation in which policy constraints are designed to incentivize high amounts of intermittent generation in electric power systems. The bounding phase exploits Jensen’s inequality to define a lower bound, which we extend to stochastic programs that use expected-value constraints to enforce policy objectives. The decomposition phase, in which the bounds are tightened, improvesmore » upon the standard Benders’ algorithm by accelerating the convergence of the bounds. The lower bound is tightened by using a Jensen’s inequality-based approach to introduce an auxiliary lower bound into the Benders master problem. Upper bounds for both phases are computed using a sub-sampling approach executed on a parallel computer system. Numerical results show that only the bounding phase is necessary if loose optimality gaps are acceptable. But, the decomposition phase is required to attain optimality gaps. Moreover, use of both phases performs better, in terms of convergence speed, than attempting to solve the problem using just the bounding phase or regular Benders decomposition separately.« less

    1. In an electrical energy generator, the combination comprising a first elongated annular electrical current conductor having at least one bare surface extending longitudinally and facing radially inwards therein, a second elongated annular electrical current conductor disposed coaxially within said first conductor and having an outer bare surface area extending longitudinally and facing said bare surface of said first conductor, the contiguous coaxial areas of said first and second conductors defining an inductive element, means for applying an electrical current to at least one of said conductors for generating a magnetic field encompassing said inductive element, and explosive charge means disposed concentrically with respect to said conductors including at least the area of said inductive element, said explosive charge means including means disposed to initiate an explosive wave front in said explosive advancing longitudinally along said inductive element, said wave front being effective to progressively deform at least one of said conductors to bring said bare surfaces thereof into electrically conductive contact to progressively reduce the inductance of the inductive element defined by said conductors and transferring explosive energy to said magnetic field effective to generate an electrical potential between undeformed portions of said conductors ahead of said explosive wave front.

The SCRAM should continue to be used to assist States not yet authorized under the RCRA program.

    Massively parallel processors (MPPs) will soon enable realistic 3-D physical modeling of complex objects and systems. Work is planned or presently underway to port many of LLNL`s physical modeling codes to MPPs. LLNL`s DSI3D electromagnetics code already can solve 40+ million zone problems on the 256 processor Meiko. However, the author lacks the software necessary to generate and manipulate the large meshes needed to model many complicated 3-D geometries. State-of-the-art commercial mesh generators run on workstations and have a practical limit of several hundred thousand elements. In the foreseeable future MPPs will solve problems with a billion mesh elements. The objective of the Parallel Mesh Generation (PMESH) Project is to develop a unique mesh generation system that can construct large 3-D meshes (up to a billion elements) on MPPs. Such a capability will remove a critical roadblock to unleashing the power of MPPs for physical analysis and will put LLNL at the forefront of mesh generation technology. PMESH will ``front-end`` a variety of LLNL 3-D physics codes, including those in the areas of electromagnetics, structural mechanics, thermal analysis, and hydrodynamics. The DSI3D and DYNA3D codes are already running on MPPs. The primary goal of the PMESH project is to provide the robust generation of large meshes for complicated 3-D geometries through the appropriate distribution of the generation task between the user`s workstation and the MPP. Secondary goals are to support the unique features of LLNL physics codes (e.g., unusual elements) and to minimize the user effort required to generate different meshes for the same geometry. PMESH`s capabilities are essential because mesh generation is presently a major limiting factor in simulating larger and more complex 3-D geometries. PMESH will significantly enhance LLNL`s capabilities in physical simulation by advancing the state-of-the-art in large mesh generation by 2 to 3 orders of magnitude.

    An improvement in pulse generators is described by which there are produced pulses of a duration from about 1 to 10 microseconds with a truly flat top and extremely rapid rise and fall. The pulses are produced by triggering from a separate input or by modifying the current to operate as a free-running pulse generator. In its broad aspect, the disclosed pulse generator comprises a first tube with an anode capacitor and grid circuit which controls the firing; a second tube series connected in the cathode circuit of the first tube such that discharge of the first tube places a voltage across it as the leading edge of the desired pulse; and an integrator circuit from the plate across the grid of the second tube to control the discharge time of the second tube, determining the pulse length.

    A microwave generator is provided for generating microwaves substantially from virtual cathode oscillation. Electrons are emitted from a cathode and accelerated to an anode which is spaced apart from the cathode. The anode has an annular slit there through effective to form the virtual cathode. The anode is at least one range thickness relative to electrons reflecting from the virtual cathode. A magnet is provided to produce an optimum magnetic field having the field strength effective to form an annular beam from the emitted electrons in substantial alignment with the annular anode slit. The magnetic field, however, does permit the reflected electrons to axially diverge from the annular beam. The reflected electrons are absorbed by the anode in returning to the real cathode, such that substantially no reflexing electrons occur. The resulting microwaves are produced with a single dominant mode and are substantially monochromatic relative to conventional virtual cathode microwave generators. 6 figs.

    An improved magnetocumulative generator is described that is useful for producing magnetic fields of very high energy content over large spatial volumes. The polar directed pleated magnetocumulative generator has a housing providing a housing chamber with an electrically conducting surface. The chamber forms a coaxial system having a small radius portion and a large radius portion. When a magnetic field is injected into the chamber, from an external source, most of the magnetic flux associated therewith positions itself in the small radius portion. The propagation of an explosive detonation through high-explosive layers disposed adjacent to the housing causes a phased closure of the chamber which sweeps most of the magnetic flux into the large radius portion of the coaxial system. The energy content of the magnetic field is greatly increased by flux stretching as well as by flux compression. The energy enhanced magnetic field is utilized within the housing chamber itself.

    Geothermal Resource area 9 encompasses all of Nye County, Nevada. Within this area there are many different known geothermal sites ranging in temperature from 70/sup 0/ to over 265/sup 0/ F. Fifteen of the more major sites have been selected for evaluation in this Area Development Plan. Various potential uses of the energy found at each of the resource sites discussed in this Area Development Plan were determined after evaluating the area's physical characteristics, land ownership and land use patterns, existing population and projected growth rates, and transportation facilities, and comparing those with the site specific resource characteristics. The uses considered were divided into five main categories: electrical generation, space heating, recreation, industrial process heat, and agriculture. Within two of these categories certain subdivisions were considered separately. The findings about each of the 15 geothermal sites considered in this Area Development Plan are summarized.

    This invention is a magnetohydrodynamic device for generating a highly ionized ion-electron plasma at a region remote from electrodes and structural members, thus avoiding contamination of the plasma. The apparatus utilizes a closed, gas-filled, cylindrical housing in which an axially directed magnetic field is provided. At one end of the housing, a short cylindrical electrode is disposed coaxially around a short axial inner electrode. A radial electrical discharge is caused to occur between the inner and outer electrodes, creating a rotating hydromagnetic ionization wave that propagates aiong the magnetic field lines toward the opposite end of the housing. A shorting switch connected between the electrodes prevents the wave from striking the opposite end of the housing. (AEC)

    The higher penetration of intermittent generation resources (including wind and solar generation) in the Bonneville Power Administration (BPA) and California Independent System Operator (CAISO) balancing authorities (BAs) raises issue of requiring expensive additional fast grid balancing services in response to additional intermittency and fast up and down power ramps in the electric supply system. The overall goal of the wide-area energy management system (WAEMS) project is to develop the principles, algorithms, market integration rules, a functional design, and a technical specification for an energy storage system to help cope with unexpected rapid changes in renewable generation power output. The resulting system will store excess energy, control dispatchable load and distributed generation, and utilize inter-area exchange of the excess energy between the California ISO and Bonneville Power Administration control areas. A further goal is to provide a cost-benefit analysis and develop a business model for an investment-based practical deployment of such a system. There are two tasks in Phase 2 of the WAEMS project: the flywheel field tests and the battery evaluation. Two final reports, the Wide-area Energy Management System Phase 2 Flywheel Field Tests Final Report and the Wide-area Energy Storage and Management System Battery Storage Evaluation, were written to summarize the results of the two tasks.

    The major emphasis of Public Key Infrastructure has been to provide a cryptographically secure means of authenticating identities. While there are a number of proposed standards for authorization structures and protocols based on X.509 or other key-based identities, none have been widely adopted. As part of an effort to use X.509 identities to provide authorization in highly distributed environments, we have developed and deployed an authorization service based on X.509 identified users and access policy contained in certificates signed by X.509 identified stakeholders. The major goal of this system, called Akenti, is to produce a usable authorization system for an environment consisting of distributed resources used by geographically and administratively distributed users.

    The growth of wind and solar generation in the United States, and the expectation of continued growth of these technologies, dictates that the future power system will be operated in a somewhat different manner because of increased variability and uncertainty. A small number of balancing authorities have attempted to determine an 'integration cost' to account for these changes to their current operating practices. Some balancing authorities directly charge wind and solar generators for integration charges, whereas others add integration charges to projected costs of wind and solar in integrated resource plans or in competitive solicitations for generation. This report reviews the balancing authorities that have calculated variable generation integration charges and broadly compares and contrasts the methodologies they used to determine their specific integration charges. The report also profiles each balancing authority and how they derived wind and solar integration charges.

    The organization of the fuel cycle is a legacy of World War II and the cold war. Fuel cycle facilities were developed and deployed without consideration of the waste management implications. This led to the fuel cycle model of a geological repository site with a single owner, a single function (disposal), and no other facilities on site. Recent studies indicate large economic, safety, repository performance, nonproliferation, and institutional incentives to collocate and integrate all back-end facilities. Site functions could include geological disposal of spent nuclear fuel (SNF) with the option for future retrievability, disposal of other wastes, reprocessing with fuel fabrication, radioisotope production, other facilities that generate significant radioactive wastes, SNF inspection (navy and commercial), and related services such as SNF safeguards equipment testing and training. This implies a site with multiple facilities with different owners sharing some facilities and using common facilities - the repository and SNF receiving. This requires a different repository site institutional structure. We propose development of repository site authorities modeled after airport authorities. Airport authorities manage airports with government-owned runways, collocated or shared public and private airline terminals, commercial and federal military facilities, aircraft maintenance bases, and related operations - all enabled and benefiting the high-value runway asset and access to it via taxi ways. With a repository site authority the high value asset is the repository. The SNF and HLW receiving and storage facilities (equivalent to the airport terminal) serve the repository, any future reprocessing plants, and others with needs for access to SNF and other wastes. Non-public special-built roadways and on-site rail lines (equivalent to taxi ways) connect facilities. Airport authorities are typically chartered by state governments and managed by commissions with members

    This report surveyed Western Interconnection Balancing Authorities regarding their implementation of variable generation forecasting, the lessons learned to date, and recommendations they would offer to other Balancing Authorities who are considering variable generation forecasting. Our survey found that variable generation forecasting is at an early implementation stage in the West. Eight of the eleven Balancing Authorities interviewed began forecasting in 2008 or later. It also appears that less than one-half of the Balancing Authorities in the West are currently utilizing variable generation forecasting, suggesting that more Balancing Authorities in the West will engage in variable generation forecasting should more variable generation capacity be added.

    evaluated through reactivity and product composition were carried out on thermogravimetric analysis (TGA) equipment. These tests were evaluated and then followed by bench-scale studies at 1123 K using an integrated bench-scale fluidized-bed gasifier (IBG) which can be operated in the semicontinuous batch mode. Products from tests were solid (ash), liquid (tar), and gas. Tar was separated on an open chromatographic column. Analysis of the gas product was carried out using on-line Fourier transform infrared spectroscopy (FT-IR). For selected tests, gas was collected periodically and analyzed using a refinery gas analyzer GC (gas chromatograph). The solid product was not extensively analyzed. This report is a part of a search into emerging gasification technologies that can provide power under 30 MW in a distributed generation setting. Larger-scale gasification has been used commercially for more than 50 years to produce clean synthesis gas for the refining, chemical, and power industries, and it is probable that scaled-down applications for use in remote areas will become viable. The appendix to this report contains a list, description, and sources of currently available gasification technologies that could be or are being commercially applied for distributed generation. This list was gathered from current sources and provides information about the supplier, the relative size range, and the status of the technology.

    Prior to 2008, transfers of radioactive material within the Savannah River Site (SRS) boundary, referred to as onsite transfers, were authorized by Transportation Safety Basis (TSB) documents that only required approval by the SRS contractor. This practice was in accordance with the existing SRS Transportation Safety Document (TSD). In 2008 the Department of Energy Savannah River Field Office (DOE-SR) requested that the SRS TSD be revised to require DOE-SR approval of all Transportation Safety Basis (TSB) documents. As a result, the primary SRS contractor embarked on a multi-year campaign to consolidate old or generate new TSB documents and obtain DOE-SR approval for each. This paper focuses on the challenges incurred during the rewriting or writing of and obtaining DOE-SR approval of all Savannah River Site Onsite Transportation Safety Basis documents.

    The Los Alamos National Laboratory (LANL) generates radioactive waste as a result of various activities. Many aspects of the management of this waste are conducted at Technical Area 54 (TA-54); Area G plays a key role in these management activities as the Laboratory's only disposal facility for low-level radioactive waste (LLW). Furthermore, Area G serves as a staging area for transuranic (TRU) waste that will be shipped to the Waste Isolation Pilot Plant for disposal. A portion of this TRU waste is retrievably stored in pits, trenches, and shafts. The radioactive waste disposed of or stored at Area G poses potential short- and long-term risks to workers at the disposal facility and to members of the public. These risks are directly proportional to the radionuclide inventories in the waste. The Area G performance assessment and composite analysis (LANL, 2008a) project long-term risks to members of the public; short-term risks to workers and members of the public, such as those posed by accidents, are addressed by the Area G Documented Safety Analysis (LANL, 2011a). The Documented Safety Analysis uses an inventory expressed in terms of plutonium-equivalent curies, referred to as the PE-Ci inventory, to estimate these risks. The Technical Safety Requirements for Technical Area 54, Area G (LANL, 2011b) establishes a belowground radioactive material limit that ensures the cumulative projected inventory authorized for the Area G site is not exceeded. The total belowground radioactive waste inventory limit established for Area G is 110,000 PE-Ci. The PE-Ci inventory is updated annually; this report presents the inventory prepared for 2011. The approach used to estimate the inventory is described in Section 2. The results of the analysis are presented in Section 3.

  20. Wide area continuous offender monitoring

    The corrections system in the U.S. is supervising over five million offenders. This number is rising fast and so are the direct and indirect costs to society. To improve supervision and reduce the cost of parole and probation, first generation home arrest systems were introduced in 1987. While these systems proved to be helpful to the corrections system, their scope is rather limited because they only cover an offender at a single location and provide only a partial time coverage. To correct the limitations of first-generation systems, second-generation wide area continuous electronic offender monitoring systems, designed to monitor the offender at all times and locations, are now on the drawing board. These systems use radio frequency location technology to track the position of offenders. The challenge for this technology is the development of reliable personal locator devices that are small, lightweight, with long operational battery life, and indoors/outdoors accuracy of 100 meters or less. At the center of a second-generation system is a database that specifies the offender`s home, workplace, commute, and time the offender should be found in each. The database could also define areas from which the offender is excluded. To test compliance, the system would compare the observed coordinates of the offender with the stored location for a given time interval. Database logfiles will also enable law enforcement to determine if a monitored offender was present at a crime scene and thus include or exclude the offender as a potential suspect.

This report summarizes the results of the fiscal year 2011 annual review for Area G. Revision 4 of the Area G performance assessment and composite analysis was issued in 2008 and formally approved in 2009. These analyses are expected to provide reasonable estimates of the long-term performance of Area G and, hence, the disposal facility's ability to comply with Department of Energy (DOE) performance objectives. Annual disposal receipt reviews indicate that smaller volumes of waste will require disposal in the pits and shafts at Area G relative to what was projected for the performance assessment and composite analysis. The future inventories are projected to decrease modestly for the pits but increase substantially for the shafts due to an increase in the amount of tritium that is projected to require disposal. Overall, however, changes in the projected future inventories of waste are not expected to compromise the ability of Area G to satisfy DOE performance objectives. The Area G composite analysis addresses potential impacts from all waste disposed of at the facility, as well as other sources of radioactive material that may interact with releases from Area G. The level of knowledge about the other sources included in the composite analysis has not changed sufficiently to call into question the validity of that analysis. Ongoing environmental surveillance activities are conducted at, and in the vicinity of, Area G. However, the information generated by many

    The mission of the Syracuse Housing Authority (SHA, Syracuse, N.Y.) is to provide clean, safe, and affordable housing for low-income citizens of the city of Syracuse. In doing so, it has worked to be innovative. SHA owns and manages 12 federally funded housing developments and one New York state-funded project, in addition to managing two buildings owned by the city. After nearly 60 years of success in providing affordable housing in the Syracuse area, the pioneering SHA took on another daunting mission in the 1990s: modernization of waste collection and recycling. By the beginning of 1990, SHA was facing two mandates: to initiate a recycling program by July 1, as mandated by Onondaga County law, and to reduce its trash bill significantly.

    Traditional encryption, which protects messages from prying eyes, has been used for many decades. The present concepts of encryption are built from that heritage. Utilization of modern software-based encryption techniques implies much more than simply converting files to an unreadable form. Ubiquitous use of computers and advances in encryption technology coupled with the use of wide-area networking completely changed the reasons for utilizing encryption technology. The technology demands a new and extensive infrastructure to support these functions. Full understanding of these functions, their utility and value, and the need for an infrastructure, takes extensive exposure to the new paradigm. This paper addresses issues surrounding the establishment and operation of a key management system (i.e., certification authority) that is essential to the successful implementation and wide-spread use of encryption.

    S>An improved area radiation dose monitor is designed which is adapted to compensate continuously for background radiation below a threshold dose rate and to give warning when the dose integral of the dose rate of an above-threshold radiation excursion exceeds a selected value. This is accomplished by providing means for continuously charging an ionization chamber. The chamber provides a first current proportional to the incident radiation dose rate. Means are provided for generating a second current including means for nulling out the first current with the second current at all values of the first current corresponding to dose rates below a selected threshold dose rate value. The second current has a maximum value corresponding to that of the first current at the threshold dose rate. The excess of the first current over the second current, which occurs above the threshold, is integrated and an alarm is given at a selected integrated value of the excess corresponding to a selected radiation dose.     The author discusses the need for improvements to the environment in urban areas, and efforts being made under the direction of the Environmental Protection Agency (EPA) to address these problems. The impact the new Clean Air Act can have on emissions from gasoline powered autos, diesel burning trucks, fixed emission sources ranging from utilities to chemical plants, and consumer products like hair sprays and charcoal starters, will all work together to improve air quality in urban areas. The author also discusses Brownfields Economic Redevelopment Plan efforts being supported by the EPA in a coordinated plan to get municipalities involved in cleaning up areas with pollution, to remove the blight on the urban areas, provide new land for development, and promote additional jobs.
