  2. Energy use in Denmark: An international perspective

    SciTech Connect (OSTI)

    Schipper, L.; Howarth, R.; Andersson, B.; Price, L.

    1992-08-01

This report analyzes the evolution use in Denmark since the early 1970s in order to shed light on the future path of energy use in Denmark, with particular emphasis on the role of energy efficiency. The authors found that improvements in end-use energy efficiency reduced primary energy requirements in Denmark by 22% between 1972 and 1988. Focusing on developments in six individual sectors of the Danish economy (residential, manufacturing, other industry, service, travel, and freight), they found that the residential, manufacturing, and service sectors have led the improvements in efficiency. Travel showed few significant improvements and the efficiency of freight transportation worsened. The international comparisons showed that the structure of energy use in Denmark is less energy-intensive than that of most high-income OECD countries, with the exception of Japan. Overall, they concluded that most of the energy savings achieved in Denmark were brought about through improvements in technology. They also found that an important stimulus for improved efficiency was higher energy prices, led in no small part by significant taxes imposed on small consumers of heating oil, electricity, and motor fuels. Energy-efficiency programs accelerated energy savings in homes and commercial buildings. The rate of improvement of energy efficiency in Denmark has slowed down significantly since 1984, consistent with trends observed in other major countries. While many of the energy-efficiency goals stated or implied in Denmark`s Energi 2000 are achievable over a very long period, present trends do not point towards achievement of these goals by 2010 or even 2020. Strong measures will have to be developed by both public and private authorities if energy efficiency is to make a key contributions to reducing environmental problems associated with energy use in Denmark.

  14. The geochemistry of formation waters in the Molasse basin of upper Austria

    SciTech Connect (OSTI)

    Andrews, J.N.; Youngman, M.J. ); Goldbrunner, J.E. ); Darling, W.G. )

    1987-01-01

The geochemistry of formation waters in the Molasse basin of Upper Austria has been investigated to ascertain the extent of meteoric water replacement of the connate interstitial fluids in these sediments. The chemistry, isotopic composition, and dissolved gas contents of the groundwaters and of oil and gas associated brines have been determined. The most superficial sediments of the basin, the Innviertel (Miocene), have been completely flushed by meteoric waters within the last 200 ka. The underlying Hall and Puchkirchen formations (Miocene/Oligocene) form gas reservoirs for biogenic methane, and the associated formation water are chemically and isotopically modified connate brines of the original marine deposition. In the northeastern part of the basin, the connate brines of the deeper sediments (Cretaceous/Jurassic) have been partially or completely replaced by meteoric waters, whereas in the south of the basin these sediments contain high salinity fluids which are substantially of connate origin. These conclusions are supported by the stable isotope composition of the various brines. Oil-associated brines from the Eocene sediments contain large amounts of dissolved radiogenic {sup 40}Ar, which suggests that the oils have migrated from high-temperature environments. The overall geochemical situation confirms the existence of separate hydraulic systems with little interconnection in the several overlying geological horizons.

  15. Radon emanation from giant landslides of Koefels (Tyrol, Austria) and Langtang Himal (Nepal)

    SciTech Connect (OSTI)

    Purtscheller, F.; Pirchl, T.; Sieder, G.

    1995-07-01

The identification of extremely high indoor radon concentrations in the village Umhausen (Tyrol, Austria) initiated a scientific program to get information about the source and distribution of this noble gas. The high concentrations can not be related to U anomalies or large-scale fault zones. The nearby giant landslide of Koefels, with its highly fractured and crushed orthogneisses, are the only possible source of radon, despite the fact that the U and Ra content of the rocks is by no means exceptional. The reasons for the high emanation rates from the landslide are discussed and compared to results gained from a similar examination of the giant landslide of Langtang Himal (Nepal). The exceptional geologic situation in both cases, as well as the spatial distribution of different concentration levels, indicate that both landslides must be considered as the production sites of radon. Independent of the U and Ra contents of the rocks, the most important factors producing high emanation rates are the production of a high active surface area in circulation pathways for Rn-enriched soil air by brittle deformation due to the impact of the landslidemass. 37 refs., 4 figs., 1 tab.

  16. Additional requirements for leak-before-break application to primary coolant piping in Belgium

    SciTech Connect (OSTI)

    Roussel, G.

    1997-04-01

Leak-Before-Break (LBB) technology has not been applied in the first design of the seven Pressurized Water Reactors the Belgian utility is currently operating. The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

  20. Cost comparison between private and public collection of residual household waste: Multiple case studies in the Flemish region of Belgium

    SciTech Connect (OSTI)

    Jacobsen, R.; Buysse, J.; Gellynck, X.

    2013-01-15

Highlights: Black-Right-Pointing-Pointer The goal is to compare collection costs for residual household waste. Black-Right-Pointing-Pointer We have clustered all municipalities in order to find mutual comparable pairs. Black-Right-Pointing-Pointer Each pair consists of one private and one public operating waste collection program. Black-Right-Pointing-Pointer All cases show that private service has lower costs than public service. Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

  1. Upgraded biogas from municipal solid waste for natural gas substitution and CO{sub 2} reduction – A case study of Austria, Italy, and Spain

    SciTech Connect (OSTI)

Starr, Katherine; Villalba, Gara; Gabarrell, Xavier

    2015-04-15

Highlights: • Biogas can be upgraded to create biomethane, a substitute to natural gas. • Biogas upgrading was applied to landfills and anaerobic digestors in 3 countries. • Up to 0.6% of a country’s consumption of natural gas could be replaced by biomethane. • Italy could save 46% of the national CO{sub 2} emissions attributed to the waste sector. • Scenarios were created to increase biomethane production. - Abstract: Biogas is rich in methane and can be further purified through biogas upgrading technologies, presenting a viable alternative to natural gas. Landfills and anaerobic digestors treating municipal solid waste are a large source of such biogas. They therefore offer an attractive opportunity to tap into this potential source of natural gas while at the same time minimizing the global warming impact resulting from methane emissions in waste management schemes (WMS) and fossil fuel consumption reduction. This study looks at the current municipal solid waste flows of Spain, Italy, and Austria over one year (2009), in order to determine how much biogas is generated. Then it examines how much natural gas could be substituted by using four different biogas upgrading technologies. Based on current waste generation rates, exploratory but realistic WMS were created for each country in order to maximize biogas production and potential for natural gas substitution. It was found that the potential substitution of natural gas by biogas resulting from the current WMS seems rather insignificant: 0.2% for Austria, 0.6% for Italy and 0.3% for Spain. However, if the WMS is redesigned to maximize biogas production, these figures can increase to 0.7% for Austria, 1% for Italy and 2% for Spain. Furthermore, the potential CO{sub 2} reduction as a consequence of capturing the biogas and replacing fossil fuel can result in up to a 93% reduction of the annual national waste greenhouse gas emissions of Spain and Italy.

  7. Environmental assessment of garden waste management in the Municipality of Aarhus, Denmark

    SciTech Connect (OSTI)

Boldrin, Alessio; Andersen, Jacob K.; Christensen, Thomas H.

    2011-07-15

An environmental assessment of six scenarios for handling of garden waste in the Municipality of Aarhus (Denmark) was performed from a life cycle perspective by means of the LCA-model EASEWASTE. In the first (baseline) scenario, the current garden waste management system based on windrow composting was assessed, while in the other five scenarios alternative solutions including incineration and home composting of fractions of the garden waste were evaluated. The environmental profile (normalised to Person Equivalent, PE) of the current garden waste management in Aarhus is in the order of -6 to 8 mPE Mg{sup -1} ww for the non-toxic categories and up to 100 mPE Mg{sup -1} ww for the toxic categories. The potential impacts on non-toxic categories are much smaller than what is found for other fractions of municipal solid waste. Incineration (up to 35% of the garden waste) and home composting (up to 18% of the garden waste) seem from an environmental point of view suitable for diverting waste away from the composting facility in order to increase its capacity. In particular the incineration of woody parts of the garden waste improved the environmental profile of the garden waste management significantly.

The alpha-contaminated solid waste generated in Belgium results from past activities in the fuel cycle (R & D +Reprocessing and MOX fabrication pilot plants) and present operation of BELGONUCLEAIRE's MOX fuel fabrication plant. After the main steps in the management of alpha-contaminated solid waste were established, BELGONUCLEAIRE, with the backing of BELGOPROCESS and ONDRAF/NIRAS, started the design and construction of the T & C and interim-storage facilities for this alpha waste. The accumulated solid alpha radwaste containing a mixture of combustible and non-combustible material will be sorted. After sorting, both the accumulated and recently-generated non-combustible alpha waste will be embedded in a cement matrix. The erection of the sorting and cementing units which include glove-boxes and the interim storage building for conditioned packages was completed at BELGOPROCESS, at the beginning of year 2002. Start-up operations for both facilities have been performed. Operating tests of the sorting and cementing units were completed in July 2002 and inactive operation campaigns were started in August 2002. The results of the tests and inactive campaigns are given. Overall testing of the storage building supervised by the Safety Authorities was successfully performed at the end of 202 after completion of the operating tests on the equipment. The present paper summarizes the main information collected during the tests and campaigns, some of which has led to modifications of the equipment originally installed.

Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    2011-04-01

In this research the impact of modifying the size distribution assumptions of the precipitating hydrometeors in a bulk one-moment microphysics scheme on simulated surface precipitation and storm dynamics has been explored for long-lived low-topped supercells in Belgium. It was shown that weighting the largest precipitating ice species of the microphysics scheme to small graupel results in an increase of surface precipitation because of counteracting effects. On the one hand, the precipitation formation process slowed down, resulting in lower precipitation efficiency. On the other hand, latent heat release associated with freezing favored more intense storms. In contrast to previous studies finding decreased surface precipitation when graupel was present in the microphysics parameterization, storms were rather shallow in the authors simulations. This left little time for graupel sublimation. The impact of size distribution assumptions of snow was found to be small, but more realistic size distribution assumptions of rain led to the strongest effect on surface precipitation. Cold pools shrunk because of weaker rain evaporation at the cold pool boundaries, leading to a decreased surface rain area.

This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

  16. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    2008-01-01

The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    Slingerland, S.

    1998-07-01

In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

Throughout Scandanavia, taxes seem to drive the marketplace. Governments do not want to encourage consumption of alcoholic beverages, so they tax them heavily, thereby actually discouraging their use. Using the same means, they dictate the fate of the various fuels. Taxes have depressed propane's use to a large extent; today it is priced at three times natural gas, with the result that it accounts for only 0.5%-0.7% of total energy consumption. But, this paper reports on a potential new star that has appeared on the horizon, as participants in the People-to-People sojourn to Scandanavia last August learned. It's a program of converting diesel buses to propane, and officials of the company that is marketing it, Skibby Motor A/S, are so confident of its success that they have already begun a campaign of introducing it to the U.S.

    1994-04-01

The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

  11. Expected international demand for woody and herbaceous feedstock

    SciTech Connect (OSTI)

Lamers, Patrick; Jacobson, Jacob; Mohammad, Roni; Wright, Christopher

    2015-03-01

The development of a U.S. bioenergy market and ultimately ‘bioeconomy’ has primarily been investigated with a national focus. Limited attention has been given to the potential impacts of international market developments. The goal of this project is to advance the current State of Technology of a single biorefinery to the global level providing quantitative estimates on how international markets may influence the domestic feedstock supply costs. The scope of the project is limited to feedstock that is currently available and new crops being developed to be used in a future U.S. bioeconomy including herbaceous residues (e.g., corn stover), woody biomass (e.g., pulpwood), and energy crops (e.g., switchgrass). The timeframe is set to the periods of 2022, 2030, and 2040 to align with current policy targets (e.g., the RFS2) and future updates of the Billion Ton data. This particular milestone delivers demand volumes for generic woody and herbaceous feedstocks for the main (net) importing regions along the above timeframes. The regional focus of the study is the European Union (EU), currently the largest demand region for U.S. pellets made from pulpwood and forest residues. The pellets are predominantly used in large-scale power plants (>5MWel) in the United Kingdom (UK), the Netherlands (NL), Belgium (BE), and Denmark (DK).

  12. Analysis of international efforts in energy research and development

    SciTech Connect (OSTI)

    Rezaiyan, A.J.; Gill, R.T.

    1995-09-01

Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

  17. The EURATOM Supply Agency

    SciTech Connect (OSTI)

    Lightner, J.

    1989-11-01

With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

. Platform teams organize faculty and students for cross-disciplinary, systems-oriented research and collaborative learning. To date, nine platforms have been developed, although these will most likely be reorganized into a smaller number of broader topics. In the spring of 2004, BRT faculty initiated a regional partnership and collaborative learning program with colleagues at the University of Minnesota, Kansas State University, and South Dakota State University to develop distance education courses in biorenewable resources and technology. As a fledgling graduate program, the BRT graduate program didn’t have the breadth of resources to offer a large number of courses in biorenewables. Other schools faced a similar problem. The academic consortium as first conceived would allow students from the member schools to enroll in biorenewables courses from any of the participating schools, which would assure the necessary enrollment numbers to offer specialized course work. Since its inception, the collaborative curriculum partnership has expanded to include Louisiana State University and the University of Wisconsin. A second international curriculum development campaign was also initiated in the spring of 2004. In particular, several BRT faculty teamed with colleagues at the University of Arkansas, University of Washington, University of Gent (Belgium), National Polytechnic Institute of Toulouse (France), and Technical University of Graz (Austria) to develop an EU-US exchange program in higher education and vocational education/training (entitled “Renewable Resources and Clean Technology”).

  12. New developments in the Danish Wind Energy Policy

    SciTech Connect (OSTI)

    Lemming, J.

    1996-12-31

Wind energy resources in Denmark are among the best in Europe. In recent years there has been a rapid growth in number of wind turbines connected to the grid in Denmark. By the end of 1995 more than 3800 wind turbines were installed on-shore with a capacity of over 600 MW. The total production of electricity from these turbines in 1995 was more than 1200 GWh, corresponding to approximately 3.6 % of the Danish electricity consumption. For several years Denmark has pursued an energy policy with an increasing weight on environmental aspects and new and renewable energy sources like wind energy. Therefore wind energy already plays an important part as supplement to the traditional sources of fuel in the electricity production, and the share of wind energy and other renewables is expected to increase significantly in the years to come. 1 ref., 9 figs.

  17. International fuel cycle and waste management technology exchange activities sponsored by the United States Department of Energy: FY 1982 evaluation report

    SciTech Connect (OSTI)

    Lakey, L.T.; Harmon, K.M.

    1983-02-01

In FY 1982, DOE and DOE contractor personnel attended 40 international symposia and conferences on fuel reprocessing and waste management subjects. The treatment of high-level waste was the topic most often covered in the visits, with geologic disposal and general waste management also being covered in numerous visits. Topics discussed less frequently inlcude TRU/LLW treatment, airborne waste treatment, D and D, spent fuel handling, and transportation. The benefits accuring to the US from technology exchange activities with other countries are both tangible, e.g., design of equipment, and intangible, e.g., improved foreign relations. New concepts initiated in other countries, particularly those with sizable nuclear programs, are beginning to appear in US efforts in growing numbers. The spent fuel dry storage concept originating in the FRG is being considered at numerous sites. Similarly, the German handling and draining concepts for the joule-heated ceramic melter used to vitrify wastes are being incorporated in US designs. Other foreigh technologies applicable in the US include the slagging incinerator (Belgium), the SYNROC waste form (Australia), the decontamination experience gained in decommissioning the Eurochemic reprocessing plant (Belgium), the engineered surface storage of low- and intermediate-level waste (Belgium, FRG, France), the air-cooled storage of vitrified high-level waste (France, UK), waste packaging (Canada, FRG, Sweden), disposal in salt (FRG), disposal in granite (Canada, Sweden), and sea dumping (UK, Belgium, The Netherlands, Switzerland). These technologies did not necessarily originated or have been tried in the US but for various reasons are now being applied and extended in other countries. This growing nuclear technological base in other countires reduces the number of technology avenues the US need follow to develop a solid nuclear power program.

The design of a new generation of nuclear reactors requires the development of a very precise neutron cross section database. Ongoing experiments performed at dedicated facilities aim to the measurement of such cross sections with an unprecedented uncertainty of the order of 5% or even smaller. We give an overview of such a facility: the Gamma Array for Inelastic Neutron Scattering (GAINS) installed at the GELINA neutron source of IRMM, Belgium. Some of the most challenging difficulties of the experimental approach are emphasized and recent results are shown.

Since its approval as an innovative stent system for peripheral aneurysm management in May 2009, the Cardiatis Multilayer Stent (Cardiatis, Isnes, Belgium) has been applied in several clinical cases. The unique design of this multilayer stent decreases mean velocity and vorticity within the aneurysm sac immediate and causes thrombus to form, resulting in physiological exclusion of the aneurysm from the circulation, whereas branches and collaterals sprouting from the aneurysm remain patent. Here we present a case of a complex renal artery aneurysm successfully treated with a 6 Multiplication-Sign 30-mm Cardiatis Multilayer Stent.

Recent advances in laying, inspecting, and repairing pipelines are helping to cut both costs and time. A new dredging system that employs jets to clear a subsea trench for pipelay received trials off Belgium last spring. Also, within the last year, projects in the Middle East and North Sea employed technologies that promise to make inspecting the surface of a subsea pipeline in difficult terrain easier, less time consuming, and therefore less costly. Plus, subsea repair of damaged pipelines may take less time with a new ``stabbable`` pipe connector. The paper describes jet dredging, inspection advance, support software, the North Sea site, and pipeline repair.

Energy differential neutron capture cross section measurements have been performed to determine the branching ratio for the {sup 209}Bi(n, {gamma}) reaction. The measurements were carried out at the time-of-flight facility GELINA of the IRMM in Geel (Belgium). The capture measurements were performed at a 12 m flight path using three High-Purity Germanium detectors. The experimental set-up was optimized to reduce the prompt background due to scattered neutrons. Several {gamma}-ray spectra corresponding to the {sup 209}Bi + n resonances up to 20 keV were deduced. The results of a preliminary data analysis are given in this paper. (authors)

The study evaluated 2 potential sites as the location for a Liquefied Natural Gas (LNG) receiving terminal. The study assumed that the LNG will be obtained in Algeria and transported, via liquefied gas carriers, to either Koper or Omisalj, located on the Northern Adriatic coast of Yugoslavia. The proposed terminal will provide natural gas, via pipeline, to Austria, Czechoslovakia, Hungary and Yugoslavia. The goal of the study was to determine specific transportation and processing costs, per cubic meter of gas, at each delivery station in Yugoslavia and at the respective custody transfer points. Consideration has been given to the overall costs for construction, maintenance and operation, as well as marine transport for the gas and capital equipment of the system.

A four-fold increase in the conversion of thermal electron-Bernstein waves (EBW) to the extraordinary mode (X-mode) was measured when the density scale length (L subscript ''n'') was progressively shortened by a local Boron nitride limiter in the scrape-off of an ohmically heated National Spherical Torus Experiment (NSTX) plasma [M. Ono, S. Kaye, M. Peng, et al., Proceedings 17th IAEA Fusion Energy Conference (IAEA, Vienna, Austria, 1999), Vol. 3, p. 1135]. The maximum conversion efficiency approached 50% when L subscript ''n'' was reduced to 0.7 cm, in agreement with theoretical predictions that used locally measured L subscript ''n''. Calculations indicate that it is possible to establish L subscript ''n'' < 0.3 cm with a local limiter, a value predicted to attain approximately 100% EBW conversion to the X-mode in support of proposed EBW heating and current drive scenarios.

Clay/shale has been considered as potential host rock for geological disposal of high-level radioactive waste throughout the world, because of its low permeability, low diffusion coefficient, high retention capacity for radionuclides, and capability to self-seal fractures. For example, Callovo-Oxfordian argillites at the Bure site, France (Fouche et al., 2004), Toarcian argillites at the Tournemire site, France (Patriarche et al., 2004), Opalinus Clay at the Mont Terri site, Switzerland (Meier et al., 2000), and Boom clay at the Mol site, Belgium (Barnichon and Volckaert, 2003) have all been under intensive scientific investigation (at both field and laboratory scales) for understanding a variety of rock properties and their relationships to flow and transport processes associated with geological disposal of radioactive waste. Figure 1-1 presents the distribution of clay/shale formations within the USA.

The Design Demonstration Experiment for the University of Missouri Research Reactor (DDE-MURR) is intended to facilitate Low Enriched Uranium (LEU) conversion of the MURR by demonstrating the performance and fabrication of the LEU fuel element design through an irradiation test in a 200mm channel at the Belgium Reactor 2. At the time this report was prepared the resources for furthering DDE design work were expected to be postponed. As such, the conceptual design effort to date is summarized herein in order to provide the status of key objectives, notable results, and provisions for future design work. These demonstrate that the DDE-MURR design effort is well on the path to producing a suitable irradiation experiment, but also exhibits several challenges for which timely resolution is recommend in order to facilitate success of the irradiation campaign and ultimate conversion of the MURR.

The Systems Studies Activity had two objectives: (1) to investigate nontechnical barriers to the deployment of biomass production and supply systems and (2) to enhance and extend existing systems models of bioenergy supply and use. For the first objective, the Activity focused on existing bioenergy markets. Four projects were undertaken: a comparative analysis of bioenergy in Sweden and Austria; a one-day workshop on nontechnical barriers jointly supported by the Production Systems Activity; the development and testing of a framework for analyzing barriers and drivers to bioenergy markets; and surveys of wood pellet users in Sweden, Austria and the US. For the second objective, two projects were undertaken. First, the Activity worked with the Integrated BioEnergy Systems (TBS) Activity of TEA Bioenergy Task XIII to enhance the BioEnergy Assessment Model (BEAM). This model is documented in the final report of the IBS Activity. The Systems Studies Activity contributed to enhancing the feedstock portion of the model by developing a coherent set of willow, poplar, and switchgrass production modules relevant to both the US and the UK. The Activity also developed a pretreatment module for switchgrass. Second, the Activity sponsored a three-day workshop on modeling bioenergy systems with the objectives of providing an overview of the types of models used to evaluate bioenergy and promoting communication among bioenergy modelers. There were nine guest speakers addressing different types of models used to evaluate different aspects of bioenergy, ranging from technoeconomic models based on the ASPEN software to linear programming models to develop feedstock supply curves for the US. The papers from this workshop have been submitted to Biomass and Bioenergy and are under editorial review.

  15. Assessment of national systems for obtaining local acceptance of waste management siting and routing activities

    1980-07-01

There is a rich mixture of formal and informal approaches being used in our sister nuclear democracies in their attempts to deal with the difficulties of obtaining local acceptance for siting of waste management facilities and activities. Some of these are meeting with a degree of success not yet achieved in the US. Although this survey documents and assesses many of these approaches, time did not permit addressing in any detail their relevance to common problems in the US. It would appear the US could benefit from a periodic review of the successes and failures of these efforts, including analysis of their applicability to the US system. Of those countries (Germany, Sweden, Switzerland, Japan, Belgium, and the US) who are working to a time table for the preparation of a high-level waste (HLW) repository, Germany is the only country to have gained local siting acceptance for theirs. With this (the most difficult of siting problems) behind them they appear to be in the best overall condition relative to waste management progress and plans. This has been achieved without a particularly favorable political structure, made up for by determination on the part of the political leadership. Of the remaining three countries studied (France, UK and Canada) France, with its AVM production facility, is clearly the world leader in the HLW immobilization aspect of waste management. France, Belgium and the UK appear to have the least favorable political structures and environments for arriving at waste management decisions. US, Switzerland and Canada appear to have the least favorable political structures and environments for arriving at waste management decisions.

We have uncovered a thin layer of magnetic grains and microspherules, carbon spherules, and glass-like carbon at nine sites across North America, a site in Belgium, and throughout the rims of 16 Carolina Bays. It is consistent with the ejecta layer from an impact event and has been dated to 12.9 ka BP coinciding with the onset of Younger Dryas (YD) cooling and widespread megafaunal extinctions in North America. At many locations the impact layer is directly below a black mat marking the sudden disappearance of the megafauna and Clovis people. The distribution pattern of the Younger Dryas boundary (YDB) ejecta layer is consistent with an impact near the Great Lakes that deposited terrestrial-like ejecta near the impact site and unusual, titanium-rich projectile-like ejecta further away. High water content associated with the ejecta, up to 28 at. percent hydrogen (H), suggests the impact occurred over the Laurentide Ice Sheet. YDB microspherules and magnetic grains are highly enriched in TiO{sub 2}. Magnetic grains from several sites are enriched in iridium (Ir), up to 117 ppb. The TiO{sub 2}/FeO, K/Th, TiO{sub 2}/Zr, Al{sub 2}O{sub 3}/FeO+MgO, CaO/Al{sub 2}O{sub 3}, REE/ chondrite, FeO/MnO ratios and SiO{sub 2}, Na{sub 2}O, K{sub 2}O, Cr{sub 2}O{sub 3}, Ni, Co, U, Th and other trace element abundances are inconsistent with all terrestrial and extraterrestrial (ET) sources except for KREEP, a lunar igneous rock rich in potassium (K), rare-earth elements (REE), phosphorus (P), and other incompatible elements including U and Th. Normal Fe, Ti, and {sup 238}U/{sup 235}U isotopic abundances were found in the magnetic grains, but {sup 234}U was enriched over equilibrium values by 50 percent in Murray Springs and by 130 percent in Belgium. 40K abundance is enriched by up to 100 percent in YDB sediments and Clovis chert artifacts. Highly vesicular carbon spherules containing nanodiamonds, glass-like carbon, charcoal and soot found in large quantities in the YDB layer are

This report includes the literature review, hydrogen off-gas calculations, and hydrogen generation tests to determine that H-Canyon can safely dissolve the Sodium Reactor Experiment (SRE; thorium fuel), Ford Nuclear Reactor (FNR; aluminum alloy fuel), and Denmark Reactor (DR-3; silicide fuel, aluminum alloy fuel, and aluminum oxide fuel) assemblies in the L-Bundles with respect to the hydrogen levels in the projected peak off-gas rates. This is provided that the number of L-Bundles charged to the dissolver is controlled. Examination of SRE dissolution for potential issues has aided in predicting the optimal batching scenario. The calculations detailed in this report demonstrate that the FNR, SRE, and DR-3 used nuclear fuel (UNF) are bounded by MURR UNF and may be charged using the controls outlined for MURR dissolution in a prior report.
