    It has been possible to measure glacier recession on the basis of Landsat data, in conjunction with comparisons of the magnitude of recession of a glacier margin with in situ measurements at fixed points along the same margin. Attention is presently given to the cases of Vatnajokull ice cap, in Iceland, and the Pasterze Glacier, in Austria, on the basis of satellite data from 1973-1987 and 1984-1990, respectively. Indications of a trend toward negative mass balance are noted. Nevertheless, while most of the world's small glaciers have been receding, some are advancing either due to local climate or the tidewater glacier cycle. 21 refs.

    This report analyzes the evolution use in Denmark since the early 1970s in order to shed light on the future path of energy use in Denmark, with particular emphasis on the role of energy efficiency. The authors found that improvements in end-use energy efficiency reduced primary energy requirements in Denmark by 22% between 1972 and 1988. Focusing on developments in six individual sectors of the Danish economy (residential, manufacturing, other industry, service, travel, and freight), they found that the residential, manufacturing, and service sectors have led the improvements in efficiency. Travel showed few significant improvements and the efficiency of freight transportation worsened. The international comparisons showed that the structure of energy use in Denmark is less energy-intensive than that of most high-income OECD countries, with the exception of Japan. Overall, they concluded that most of the energy savings achieved in Denmark were brought about through improvements in technology. They also found that an important stimulus for improved efficiency was higher energy prices, led in no small part by significant taxes imposed on small consumers of heating oil, electricity, and motor fuels. Energy-efficiency programs accelerated energy savings in homes and commercial buildings. The rate of improvement of energy efficiency in Denmark has slowed down significantly since 1984, consistent with trends observed in other major countries. While many of the energy-efficiency goals stated or implied in Denmark`s Energi 2000 are achievable over a very long period, present trends do not point towards achievement of these goals by 2010 or even 2020. Strong measures will have to be developed by both public and private authorities if energy efficiency is to make a key contributions to reducing environmental problems associated with energy use in Denmark.

    The amount of available solar energy in Belgium is more than sufficient to meet local heat demand for space heating and domestic hot water in a dwelling. However, the timing of both the availability of solar energy and the need for thermal energy, match only to a limited extent. Therefore, compact storage of the surplus of thermal energy is a critical issue. Depending on the temperature at which this energy is available, directly from the sun or indirectly through the storage, different combinations with a heat pump can be considered. By combining solar energy with a heat pump one may benefit on both sides since the fraction of solar energy increases as well as the performance of the heat pump. The aim of this thesis is to select the best out of three configurations that combine thermal solar collectors, heat pump and thermal energy storage for heating purposes in dwellings in Belgium, based on model simulations. Energetic, exergetic and economic criteria are used to evaluate the different configurations, while thermal comfort and domestic hot water tap profiles should be met. One (or more) performance index (indices) is (are) defined enabling an objective comparison between different systems. Today several systems are already commercially available on the international market [4]. Since these systems consist of different components, the system design is a crucial issue. Therefore, special attention should be paid to the sizing of the individual components, the interaction of the components within the global system, and the strategy for operational control. To study the interaction with the building, three types of buildings (already defined in a previous project) are considered.

    The scientific revolution in the first half of the seventeenth century, pioneered by figures such as Harvey, Galileo, Gassendi, Kepler and Descartes, was disseminated to the northernmost countries in Europe with considerable delay. In this essay I examine how and when Galileo's new ideas in physics and astronomy became known in Denmark, and I compare the reception with the one in Sweden. It turns out that Galileo was almost exclusively known for his sensational use of the telescope to unravel the secrets of the heavens, meaning that he was predominantly seen as an astronomical innovator and advocate of the Copernican world system. Danish astronomy at the time was however based on Tycho Brahe's view of the universe and therefore hostile to Copernican and, by implication, Galilean cosmology. Although Galileo's telescope attracted much attention, it took about thirty years until a Danish astronomer actually used the instrument for observations.     The identification of extremely high indoor radon concentrations in the village Umhausen (Tyrol, Austria) initiated a scientific program to get information about the source and distribution of this noble gas. The high concentrations can not be related to U anomalies or large-scale fault zones. The nearby giant landslide of Koefels, with its highly fractured and crushed orthogneisses, are the only possible source of radon, despite the fact that the U and Ra content of the rocks is by no means exceptional. The reasons for the high emanation rates from the landslide are discussed and compared to results gained from a similar examination of the giant landslide of Langtang Himal (Nepal). The exceptional geologic situation in both cases, as well as the spatial distribution of different concentration levels, indicate that both landslides must be considered as the production sites of radon. Independent of the U and Ra contents of the rocks, the most important factors producing high emanation rates are the production of a high active surface area in circulation pathways for Rn-enriched soil air by brittle deformation due to the impact of the landslidemass. 37 refs., 4 figs., 1 tab.

  12. Additional requirements for leak-before-break application to primary coolant piping in Belgium

    Leak-Before-Break (LBB) technology has not been applied in the first design of the seven Pressurized Water Reactors the Belgian utility is currently operating. The design basis of these plants required to consider the dynamic effects associated with the ruptures to be postulated in the high energy piping. The application of the LBB technology to the existing plants has been recently approved by the Belgian Safety Authorities but with a limitation to the primary coolant loop. LBB analysis has been initiated for the Doel 3 and Tihange 2 plants to allow the withdrawal of some of the reactor coolant pump snubbers at both plants and not reinstall some of the restraints after steam generator replacement at Doel 3. LBB analysis was also found beneficial to demonstrate the acceptability of the primary components and piping to the new conditions resulting from power uprating and stretch-out operation. LBB analysis has been subsequently performed on the primary coolant loop of the Tihange I plant and is currently being performed for the Doel 4 plant. Application of the LBB to the primary coolant loop is based in Belgium on the U.S. Nuclear Regulatory Commission requirements. However the Belgian Safety Authorities required some additional analyses and put some restrictions on the benefits of the LBB analysis to maintain the global safety of the plant at a sufficient level. This paper develops the main steps of the safety evaluation performed by the Belgian Safety Authorities for accepting the application of the LBB technology to existing plants and summarizes the requirements asked for in addition to the U.S. Nuclear Regulatory Commission rules.

Black-Right-Pointing-Pointer Municipalities were contacted to identify the deeper causes for the waste management program. - Abstract: The rising pressure in terms of cost efficiency on public services pushes governments to transfer part of those services to the private sector. A trend towards more privatizing can be noticed in the collection of municipal household waste. This paper reports the findings of a research project aiming to compare the cost between the service of private and public collection of residual household waste. Multiple case studies of municipalities about the Flemish region of Belgium were conducted. Data concerning the year 2009 were gathered through in-depth interviews in 2010. In total 12 municipalities were investigated, divided into three mutual comparable pairs with a weekly and three mutual comparable pairs with a fortnightly residual waste collection. The results give a rough indication that in all cases the cost of private service is lower than public service in the collection of household waste. Albeit that there is an interest in establishing whether there are differences in the costs and service levels between public and private waste collection services, there are clear difficulties in establishing comparisons that can be made without having to rely on a large number of assumptions and corrections. However, given the cost difference, it remains the responsibility of the municipalities to decide upon the service they offer their citizens, regardless the cost efficiency: public or private.

    Recycling of paper and glass from household waste is an integrated part of waste management in Denmark, however, increased recycling is a legislative target. The questions are: how much more can the recycling rate be increased through improvements of collection schemes when organisational and technical limitations are respected, and what will the environmental and economic consequences be? This was investigated in a case study of a municipal waste management system. Five scenarios with alternative collection systems for recyclables (paper, glass, metal and plastic packaging) were assessed by means of a life cycle assessment and an assessment of the municipality's costs. Kerbside collection would provide the highest recycling rate, 31% compared to 25% in the baseline scenario, but bring schemes with drop-off containers would also be a reasonable solution. Collection of recyclables at recycling centres was not recommendable because the recycling rate would decrease to 20%. In general, the results showed that enhancing recycling and avoiding incineration was recommendable because the environmental performance was improved in several impact categories. The municipal costs for collection and treatment of waste were reduced with increasing recycling, mainly because the high cost for incineration was avoided. However, solutions for mitigation of air pollution caused by increased collection and transport should be sought.

    An environmental assessment of six scenarios for handling of garden waste in the Municipality of Aarhus (Denmark) was performed from a life cycle perspective by means of the LCA-model EASEWASTE. In the first (baseline) scenario, the current garden waste management system based on windrow composting was assessed, while in the other five scenarios alternative solutions including incineration and home composting of fractions of the garden waste were evaluated. The environmental profile (normalised to Person Equivalent, PE) of the current garden waste management in Aarhus is in the order of -6 to 8 mPE Mg{sup -1} ww for the non-toxic categories and up to 100 mPE Mg{sup -1} ww for the toxic categories. The potential impacts on non-toxic categories are much smaller than what is found for other fractions of municipal solid waste. Incineration (up to 35% of the garden waste) and home composting (up to 18% of the garden waste) seem from an environmental point of view suitable for diverting waste away from the composting facility in order to increase its capacity. In particular the incineration of woody parts of the garden waste improved the environmental profile of the garden waste management significantly.

    The intensity of exposure to Cd, As, Mn in groups of school-age children living around a lead smelter was assessed. By comparison, groups of children living in an urban and a rural area were also examined. The metal content of blood, urine, hand-rinsing, air, dust, and dirt collected in the school-playground was compared. The urinary excretion of cadmium in children living around the lead smelter is greater than in those living in the urban and in the rural area. In the latter there seems to exist a time-dependent trend in the renal accumulation of cadmium. This suggests that the overall pollution of the environment by cadmium in Belgium is progressively increasing. In the smelter area, both the oral and pulmonary routes play a role in the children's exposure to cadmium. Their relative contribution to the amount of cadmium absorbed appears similar. The concentration of arsenic in urine of children living around the smelter is significantly higher than that of rural children. Speciation of the chemical forms of arsenic in urine indicates that the difference is not due to different dietary habits of the children examined but to different intensity of exposure to inorganic arsenic. The amount of arsenic on the hand of children living at less than 1 km from the smelter (anti X = 17.6 ..mu..g As/hand) was more than 10 times that found in children living at 2.5 km from the plant (anti X = 1.5 ..mu..g As/hand) whereas that found in children living in urban and rural areas was below 0.2 ..mu..g As/hand. The arsenic concentration of dust and dirt collected in the school-playground in the different areas follows the same trend.

    The self-potential (SP) method is sensitive to water fluxes in saturated and partially saturated porous media, such as those associated with rainwater infiltration and groundwater recharge. We present a field-based study at the Voulund agricultural test site, Denmark, that is, to the best of our knowledge, the first to focus on the vertical self-potential distribution prior to and during a saline tracer test. A coupled hydrogeophysical modeling framework is used to simulate the SP response to precipitation and saline tracer infiltration. A layered hydrological model is first obtained by inverting dielectric and matric potential data. The resulting model that compares favorably with electrical resistance tomography models is subsequently used to predict the SP response.     The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests. In addition, literature searches have been conducted, including a search of the DOE Energy Database. The last search was conducted in January, 1989. This document lists the bibliographic information in the DOE/OHER Chernobyl Database at the current time.

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    An environmental assessment of the management of organic household waste (OHW) was performed from a life cycle perspective by means of the waste-life cycle assessment (LCA) model EASEWASTE. The focus was on home composting of OHW in Denmark and six different home composting units (with different input and different mixing frequencies) were modelled. In addition, incineration and landfilling was modelled as alternatives to home composting. The most important processes contributing to the environmental impact of home composting were identified as greenhouse gas (GHG) emissions (load) and the avoided emissions in relation to the substitution of fertiliser and peat when compost was used in hobby gardening (saving). The replacement of fertiliser and peat was also identified as one of the most sensible parameters, which could potentially have a significant environmental benefit. Many of the impact categories (especially human toxicity via water (HTw) and soil (HTs)) were affected by the heavy metal contents of the incoming OHW. The concentrations of heavy metals in the compost were below the threshold values for compost used on land and were thus not considered to constitute a problem. The GHG emissions were, on the other hand, dependent on the management of the composting units. The frequently mixed composting units had the highest GHG emissions. The environmental profiles of the home composting scenarios were in the order of -2 to 16 milli person equivalents (mPE) Mg{sup -1} wet waste (ww) for the non-toxic categories and -0.9 to 28 mPE Mg{sup -1} ww for the toxic categories. Home composting performed better than or as good as incineration and landfilling in several of the potential impact categories. One exception was the global warming (GW) category, in which incineration performed better due to the substitution of heat and electricity based on fossil fuels.

    At the Institute for Reference Materials and Measurements (European commission, Joint Research Centre, IRMM) a dismantling campaign of obsolete installations and glove boxes has been carried out in 2005. There were various reasons for their removal. Some large installations did not meet modern safety standards, other installations were worn out and expected to cause a radioactive contamination risk in the future. The main goal was to create as less waste as possible by extensive contamination checks and by decontamination if necessary. For the glove boxes, decontamination was not possible. A controlled area was set up around the installation to be dismantled in order to prevent spreading of contamination from dust and dirt. This was only possible for the 'minor' contaminated installations. The dismantling campaign of the glove boxes was carried out by using tents of two types depending the contamination inside the glove boxes. The most common glove boxes were dismantled in a tent constructed with hard surfaced polycarbonate plates (ventilated cell). For glove boxes with higher contamination, the same principle was used but with a second 'glove box tent' inside (ventilated glove tent). The purpose of this project was to learn from the experience of this campaign which gave the ability to make estimates of future radioactive waste or classic waste that could be expected from dismantled installations.     Recently,the suitability of terrestrial gastropods was reviewed as quantitative indicator organisms for environmental metal pollution. The peculiar metal accumulation capabilities in molluscs have been known in detail for decades, but {open_quotes}only few data are available for terrestrial pulmonates{close_quotes}. Furthermore, data are restricted to only a few species, and despite similarities in metabolic pathways, species-specific properties in metal-budget strategies exist. Information concerning the potential range of metal burden in these animals form the field are, therefore, of ecophysical relevance. Snails satisfy a basic demand as quantitative indicators of the bioavailable fraction of terrestrial metal pollution. In this study concentrations of lead, cadmium, copper and zinc were measured in tissues of 4 species of snails collected in the vicinity of a lead/zinc smelter with a long history of pollution. 23 refs., 3 figs., 1 tab.

    The European community is conducting research on the decommissioning of nuclear installations. The prime objective is to develop effective techniques to ensure the protection of man and his environment against the potential hazards of nuclear installations that have been shut down. The results of the 1979--1983 research program were presented in a conference held in Luxembourg. This program was primarily concerned with decommissioning nuclear power plants. The 1984--1988 program was extended to all types of nuclear installations. Fuel fabrication, enrichment and reprocessing plants, and research and development facilities having fulfilled their useful purposes are also awaiting decommissioning. This Program has produced numerous scientific and technical achievements. Great progress has in particular been achieved in the reduction of metal waste arising from decommissioning, due to advances in areas such as the development of aggressive decontamination procedures and of techniques for melting and recycling low-level radioactive waste metal.

    The ICPP WINCO Spent Fuel and Waste Management Development Program recently was funded by DOE-EM to develop new technologies for immobilizing ICPP spent fuels, sodium-bearing liquid waste, and calcine to a form suitable for disposal. European organizations are heavily involved, in some cases on an industrial scale in areas of waste management, including spent fuel disposal and HLW vitrification. The purpose of this trip was to acquire first-hand European efforts in handling of spent reactor fuel and nuclear waste management, including their processing and technical capabilities as well as their future planning. Even though some differences exist in European and U.S. DOE waste compositions and regulations, many aspects of the European technologies may be applicable to the U.S. efforts, and several areas offer potential for technical collaboration.

    An evaluation of the quality of environmental impact assessment (EIA) reports, modifications to projects as a result of EIA, and the influence of changes to EIA procedures in the United Kingdom, Germany, Spain, Belgium, Denmark, Greece, Ireland, and Portugal is reported. The overall proportion of satisfactory EIA reports sampled increased from 50% to 71% between 1990--1991 and 1994--1996. Several modifications to projects occurred as a result of the EIA process, but there was no apparent trend over time relating to the number or significance of modifications. All the eight Member States had taken major or minor measures to modify EIA procedures and these either have already improved the quality of EIA practice or are expected to do so. A series of recommendations to improve the performance of the EIA process is presented.

  1. Environmental Assessment of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel

    The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

    The 5th International Workshop on Oxide Surfaces (IWOX-V) was held at Granlibakken Conference center in Lake Tahoe, CA, January 7-12. The total attendance was ~90. The breakdown of attendees by country is as follows: USA 41 Germany 18 Japan 7 UK 5 Italy 5 France 4 Austria 3 Denmark 3 Cech. Repub. 1 Ireland 1 New Zealand 1 India 1 The technical program included oral sessions on the electronic and magnetic properties of oxide surfaces, surface and interface structure, advances in theory, surface defects, thin film oxides on metals and on oxides, thin film metals on oxides, surface photochemistry, surface reactivity, and interactions with water. Two evening poster sessions had similar themes. As in previous years, the program stimulated significant interest and discussion among the attendees. The local expenses (food and lodging, $918 per person) for eight foreign invited speakers were covered by BES funds. In addition, partial reimbursement for travel ($328 per person) was supported by BES funds for two more foreign invited speakers.

    Electrochromic devices have been widely studied in the past years for their very promising application in large-area glazing, smart windows, high contrast displays, automotive glazing. The development of full solid-state electrochromic (EC) devices on polymeric substrate is underway within a CEC BRITE-EURAM project (Project ``FREDOPS``, BE-4137) carried out by four industries, two universities and two research centers from Belgium, Denmark, France and Italy. Specific goal of the project is to develop a Fast Response Electrochromic Device On Polymeric Substrate (FREDOPS); in order to satisfy the required range of specifications in terms of fast response, long term performance and high contrast ratio, several systems based on different materials have been tested. The full cells consist of an electrochromic material layer and a counter-electrode, inserted between two PET/ITO layers and separated by a polymeric electrolyte. Different types of polymeric electrolytes, counter electrodes and electrochromic layers have been developed, studied and checked. Full devices have been assembled using different combinations. Voltammetric and spectrophotometric measurements have been executed to check the electrochromic behavior of the developed layers in half and full cells. Comparison of the electrochromic performances of different materials based cells has led to the rejection of several solutions due to poor performance and incompatibilities between layers. The present paper discusses these results in order to indicate the best foreseen solutions.

    Research and experimental development comprise innovative and creative work undertaken systematically to increase the stock of knowledge of science, engineering, and society. This knowledge reserve is used to improve living conditions and standards, including economic growth. Research and development (R&D) expenditures are useful measures of the scale and direction of technological innovation within a country, industry, or scientific field. Administrators concerned with economic growth and performance rely on R&D statistics as one possible type of indicator of technological change. R&D statistics are an essential tool in many government programs and evaluations (OECD 1993). The objective of the analysis was to identify and evaluate R&D funding sources, levels, and trends in the energy sectors of selected industrialized countries (Australia, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Netherlands, Norway, Sweden, Switzerland, United Kingdom, United States) and the European Union (EU). Fossil fuel technologies, particularly fuel cells and advanced gas turbines, were the focus of the analysis, whose results are presented in this report.

    SILER is a Collaborative Project, partially funded by the European Commission, aimed at studying the risk associated to seismic initiated events in Generation IV Heavy Liquid Metal reactors and developing adequate protection measures. The attention is focused on the evaluation of the effects of earthquakes (with particular regards to beyond design seismic events) and to the identification of mitigation strategies, acting both on structures and components design (as well as on the development of seismic isolation devices) which can also have positive effects on economics, leading to an high level of plant design standardization. Attention is also devoted to the identification of plant layout solutions able to avoid risks of radioactive release from both the core and other structures (i.e. the spent fuel storage pools). Specific effort is paid to the development of guidelines and design recommendations for addressing the seismic issue in next generation reactor systems. In addition, consideration will be devoted to transfer the knowledge developed in the project to Generation III advanced systems, in line with the objective of the SNE-TP SRA to support present and future Light Water Reactors and their further development, for which safety issues are key aspects to be addressed. Note, in this respect, that the benefits of base isolation in terms of response to design seismic actions are already widely recognized for Generation III LWRs, along with the possibility of a significant standardization of structural and equipment design.     During 1973 to 1978, over twenty nations participated in the NATO/CCMS Solar Energy Pilot Study, whose objective was to promote and accelerate the use of solar heating and cooling of buildings. The activities in this information exchange included (1) the regular reporting of national solar heating and cooling programs, (2) the development of a format for reporting the performance of solar heating and cooling systems, (3) the exchange of system performance reports, (4) the establishment of two specialized working groups for solar-assisted low energy dwellings and passive solar applications. At the conclusion of the pilot study in 1978, the participants formulated recommendations for continued action at the international level, as well as for action at the national level. This report describes the progress made in implementing those recommendations. In addition to detailing the steps taken to continue collaboration in various efforts initiated within the Solar Energy Pilot Study, the report contains papers on the 1979 status of the solar heating and cooling programs in seventeen CCMS countries.
