    The legal and institutional issues involved in the use of decentralized solar energy systems are examined for the purpose of advising government planners and policymakers, the solar industry, solar researchers, and prospective solar users of present and potential impediments and incentives to solar commercialization. This information was gathered primarily through a comprehensive literature review, with supplementary data provided through interviews with representatives of organizations active in the solar field. Five major issue areas were identified in the course of this study: (1) prohibitions on the use of solar equipment, (2) regulation of the production and placement of solar systems, (3) access to sunlight, (4) financial incentives and impediments to the use of solar technologies, and (5) the public utility-solar user interface. Each can be important in its impacts on the incidence of solar usage. The major actors involved with the issues identified above represent both the private and public sectors. Important private sector participants include solar manufacturers and installers, labor unions, lending institutions, utility companies, solar users themselves, and other community property owners. In the public sector, local, state, and federal governments are all capable of acting in ways that can influence the solar commercialization effort. Implementation options are available for all levels of government seeking to take an active role in addressing the previously mentioned legal and institutional issues. The appropriate actions will vary from federal to state to local governments, but each level can be important in removing existing barriers and creating new incentives for solar use.

    This report presents the preliminary findings of the first phase of the Environmental Survey of the US Department of Energy's (DOE) Solar Energy Research Institute (SERI), conducted December 14 through 18, 1987. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. The team includes outside experts supplied by private contractors. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with SERI. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at SERI, and interviews with site personnel. 33 refs., 22 figs., 21 tabs.

    A large solar thermal system installed at the Phoenix Federal Correctional Institution (FCI) in 1998 heats water for the prison and costs less than buying electricity to heat that water. This renewable energy system provides 70% of the facility's annual hot water needs. The Federal Bureau of Prisons did not incur the up-front cost of this system because it was financed through an Energy Savings Performance Contract (ESPC). The ESPC payments are 10% less than the energy savings so that the prison saves an average of$6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities.

    Solar process heat technology relates to solar thermal energy systems for industry, commerce, and government. Applications include water preheating and heating, steam generation, process hot air, ventilation air heating, and refrigeration. Solar process heat systems are available for commercial use. At the present time, however, they are economically viable only in niche markets. This paper describes a functioning system in one such market. The California Department of Corrections (CDOC), which operates correctional facilities for the state of California, uses a solar system for providing hot water and space heating at the California Correctional Institute at Tehachapi (CCI/Tehachapi). CCI/Tehachapi is a 5100-inmate facility. The CDOC does not own the solar system. Rather, it buys energy from private investors who own the solar system located on CCI/Tehachapi property; this arrangement is part of a long-term energy purchase agreement. United Solar Technologies (UST) of Olympia Washington is the system operator. The solar system, which began operating in the fall of 1990, utilizes 2677 m{sup 2} (28,800 ft{sup 2}) of parabolic through solar concentrators. Thermal energy collected by the system is used to generate hot water for showers, kitchen operations, and laundry functions. Thermal energy collected by the system is also used for space heating. At peak operating conditions, the system is designed to meet approximately 80 percent of the summer thermal load. 4 figs., 4 tabs.

    The Solar Energy Research Institute (SERI), in cooperation with SeaWest Energy Group, has completed extensive atmospheric testing of the special-purpose SERI thin-airfoil family during the 1990 wind season. The purpose of this test program was to experimentally verify the predicted performance characteristics of the thin-airfoil family on a geometrically optimized blade, and to compare it to original-equipment blades under atmospheric wind conditions. The tests were run on two identical Micon 65/13 horizontal-axis wind turbines installed side-by-side in a wind farm. The thin-airfoil family 7.96 m blades were installed on one turbine, and AeroStar 7.41 m blades were installed on the other. This paper presents final performance results of the side-by-side comparative field test for both clean and dirty blade conditions. 7 refs., 11 figs., 1 tab.

    Since the emergence of the Australian domestic economy from recession in 1992, the productivity of BHP`s blast furnace has increased significantly to meet the demands of both domestic and export markets. BHP Steel operates six blast furnaces at its three Australian integrated plants. These furnaces vary widely in their size, feed, technology and current campaign status. This paper reviews the principal issues associated with productivity improvements over recent years. These gains have been achieved through activities associated with a wide range of process, equipment and human resource based issues.

    The aim of the assessment reported is to candidly examine the contribution that solar industrial process heat (SIPH) is realistically able to make in the near and long-term energy futures of the United States. The performance history of government and privately funded SIPH demonstration programs, 15 of which are briefly summarized, and the present status of SIPH technology are discussed. The technical and performance characteristics of solar industrial process heat plants and equipment are reviewed, as well as evaluating how the operating experience of over a dozen SIPH demonstration projects is influencing institutional acceptance and economoc projections. Implications for domestic energy policy and international implications are briefly discussed. (LEW)

    The Store.Synchrotron service, a fully functional, cloud computing-based solution to raw X-ray data archiving and dissemination at the Australian Synchrotron, is described. The Store.Synchrotron service, a fully functional, cloud computing-based solution to raw X-ray data archiving and dissemination at the Australian Synchrotron, is described. The service automatically receives and archives raw diffraction data, related metadata and preliminary results of automated data-processing workflows. Data are able to be shared with collaborators and opened to the public. In the nine months since its deployment in August 2013, the service has handled over 22.4 TB of raw data (?1.7 million diffraction images). Several real examples from the Australian crystallographic community are described that illustrate the advantages of the approach, which include real-time online data access and fully redundant, secure storage. Discoveries in biological sciences increasingly require multidisciplinary approaches. With this in mind, Store.Synchrotron has been developed as a component within a greater service that can combine data from other instruments at the Australian Synchrotron, as well as instruments at the Australian neutron source ANSTO. It is therefore envisaged that this will serve as a model implementation of raw data archiving and dissemination within the structural biology research community.

As a supporting member of SolarTAC, the U.S. Department of Energy's National Renewable Energy Laboratory (NREL) has established a high quality solar and meteorological measurement station at this location. This Solar Resource and Meteorological Assessment Project (SOLRMAP) provides high quality measurements to support deployment of power projects in the United States. The no-funds-exchanged collaboration brings NREL solar resource assessment expertise together with industry needs for measurements. The end result is high quality data sets to support the financing, design, and monitoring of large scale solar power projects for industry in addition to research-quality data for NREL model development. NREL provides consultation for instrumentation and station deployment, along with instrument calibrations, data acquisition, quality assessment, data distribution, and summary reports.     The Solar Energy Research Institute's (SERI) analysis of the solar energy simulator section of DOE-2, a public domain computer program that allows users to explore the energy-use patterns of proposed and existing buildings and their heating, ventilating, and air conditioning (HVAC) systems is discussed. This computer program contains a solar energy simulation portion called Component-Based Simulator (CBS) incorporated into the HVAC Plant (large equipment) section. SERI is investigating the adequacy and sensitivity of DOE-2's solar portion when various active solar energy systems and combinations of solar components are interfaced with standard space conditioning systems or used in a stand-alone mode. The components have been assembled into typical configurations and parametric test runs have been performed examining the problems associated with the program and the characteristics of the output for eventual comparison with other energy analysis computer programs.

    A one-inch CVD converter was solar tested in a central receiver heliostat array at the Advanced Components Test Facility at the Georgia Institute of Technology. The test examined heat flux cycling control of the operating point and mounting arrangements. The converter was mounted directly in the solar image with no cavity. The input heat flux was 40-60 W/cm/sup 2/. The converter performance was comparable to combustion measurements made on the same diode. Thermal cycling caused no problems with converter operation. The converter showed no degradation after the test.

    As a result of the enthusiastic support from the Australian biomedical, medical and clinical communities, the Australian Synchrotron is constructing a world-class facility for medical research, the 'Imaging and Medical Beamline'. The IMBL began phased commissioning in late 2008 and is scheduled to commence the first clinical research programs with patients in 2011. It will provide unrivalled x-ray facilities for imaging and radiotherapy for a wide range of research applications in diseases, treatments and understanding of physiological processes. The main clinical research drivers are currently high resolution and sensitivity cardiac and breast imaging, cell tracking applied to regenerative and stem cell medicine and cancer therapies. The beam line has a maximum source to sample distance of 136 m and will deliver a 60 cm by 4 cm x-ray beam1 - monochromatic and white - to a three storey satellite building fully equipped for pre-clinical and clinical research. Currently operating with a 1.4 Tesla multi-pole wiggler, it will upgrade to a 4.2 Tesla device which requires the ability to handle up to 21 kW of x-ray power at any point along the beam line. The applications envisaged for this facility include imaging thick objects encompassing materials, humans and animals. Imaging can be performed in the range 15-150 keV. Radiotherapy research typically requires energies between 30 and 120 keV, for both monochromatic and broad beam.

    Experimental work with solar neutrinos has illuminated the properties of neutrinos and tested models of how the sun produces its energy. Three experiments continue to take data, and at least seven are in various stages of planning or construction. In this review, the current experimental status is summarized, and future directions explored with a focus on the effects of a non-zero theta-13 and the interesting possibility of directly testing the luminosity constraint. Such a confrontation at the few-percent level would provide a prediction of the solar irradiance tens of thousands of years in the future for comparison with the present-day irradiance. A model-independent analysis of existing low-energy data shows good agreement between the neutrino and electromagnetic luminosities at the +/- 20 % level.

    Standard solar models (SSM) are facing nowadays a new puzzle: the solar composition problem. New determinations of solar metal abundances lead SSM calculations to conflict with helioseismological measurements, showing discrepancies that extend from the convection zone to the solar core and can not be easily assigned to deficiencies in the modelling of the solar convection zone. We present updated solar neutrino fluxes and uncertainties for two SSM with high (old) and low (new) solar metallicity determinations. The uncertainties in iron and carbon abundances are the largest contribution to the uncertainties of the solar neutrino fluxes. The uncertainty on the ^14N+p -> ^15O+g rate is the largest of the non-composition uncertainties to the CNO neutrino fluxes. We propose an independent method to help identify which SSM is the correct one. Present neutrino data can not distinguish the solar neutrino predictions of both models but ongoing measurements can help to solve the puzzle.

    We have conducted the first parallax and proper motion measurements of 6.7 GHz methanol maser emission using the Australian Long Baseline Array (LBA). The parallax of G339.884$-$1.259 measured from five epochs of observations is 0.48$\\pm $0.08 mas, corresponding to a distance of $2.1^{+0.4}_{-0.3}$ kpc, placing it in the Scutum spiral arm. This is consistent (within the combined uncertainty) with the kinematic distance estimate for this source at 2.5$\\pm $0.5 kpc using the latest Solar and Galactic rotation parameters. We find from the Lyman continuum photon flux that the embedded core of the young star is of spectral type B1, demonstrating that luminous 6.7 GHz methanol masers can be associated with high-mass stars towards the lower end of the mass range.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    The results of a series of telephone interviews with groups of users of information on passive solar heating and cooling are described. These results, part of a larger study on many different solar technologies, identify types of information each group needed and the best ways to get information to each group. The overall study provides baseline data about information needs in the solar community. An earlier study identified the information user groups in the solar community and the priority (to accelerate solar energy commercialization) of getting information to each group. In the current study only high-priority groups were examined. Results from seven passive groups respondents are analyzed in this report: Federally Funded Researchers, Manufacturer Representatives, Architects, Builders, Educators, Cooperative Extension Service County Agents, and Homeowners. The data will be used as input to the determination of information products and services the Solar Energy Research Institute, the Solar Energy Information Data Bank Network, and the entire information outreach community should be preparing and disseminating.

    In Australia a significant number of landfill waste disposal sites do not incorporate measures for the collection and treatment of landfill gas. This includes many old/former landfill sites, rural landfill sites, non-putrescible solid waste and inert waste landfill sites, where landfill gas generation is low and it is not commercially viable to extract and beneficially utilize the landfill gas. Previous research has demonstrated that biofiltration has the potential to degrade methane in landfill gas, however, the microbial processes can be affected by many local conditions and factors including moisture content, temperature, nutrient supply, including the availability of oxygen and methane, and the movement of gas (oxygen and methane) to/from the micro-organisms. A field scale trial is being undertaken at a landfill site in Sydney, Australia, to investigate passive drainage and biofiltration of landfill gas as a means of managing landfill gas emissions at low to moderate gas generation landfill sites. The design and construction of the trial is described and the experimental results will provide in-depth knowledge on the application of passive gas drainage and landfill gas biofiltration under Sydney (Australian) conditions, including the performance of recycled materials for the management of landfill gas emissions.

    The future of cm and m-wave astronomy lies with the Square Kilometre Array (SKA), a telescope under development by a consortium of 17 countries that will be 50 times more sensitive than any existing radio facility. Most of the key science for the SKA will be addressed through large-area imaging of the Universe at frequencies from a few hundred MHz to a few GHz. The Australian SKA Pathfinder (ASKAP) is a technology demonstrator aimed in the mid-frequency range, and achieves instantaneous wide-area imaging through the development and deployment of phased-array feed systems on parabolic reflectors. The large field-of-view makes ASKAP an unprecedented synoptic telescope that will make substantial advances in SKA key science. ASKAP will be located at the Murchison Radio Observatory in inland Western Australia, one of the most radio-quiet locations on the Earth and one of two sites selected by the international community as a potential location for the SKA. In this paper, we outline an ambitious science program for ASKAP, examining key science such as understanding the evolution, formation and population of galaxies including our own, understanding the magnetic Universe, revealing the transient radio sky and searching for gravitational waves.

    The Mesozoic stratigraphies of the Himalayan margin, the Argo abyssal plain, and the Exmouth Plateau exhibit marked contrasts in their sedimentation histories. The sedimentary sequence on the northeastern Exmouth Plateau off Australia includes a Carnian to Rhaetian sequence of fluviodeltaic and marine clastics and carbonates, capped by a shallowing-upward sequence of platform carbonates overlain, with a major unconformity, by marine Aptian sediments deposited during rapid subsidence of the plateau. Argo abyssal plain basement is overlain by red-brown, bioturbated, inoceramid-rich quartzose claystones, bentonites, and quartz siltstones, dated by radiolarians and benthic foraminifera as lowest Cretaceous. This is overlain by red and green claystones and nannofossil chalks. The basal age indicates that sea-floor spreading began in the earliest Cretaceous, not Oxfordian as had been thought. In the Thakkola region of Nepal, uppermost Triassic through Lower Jurassic shelf and carbonate platform facies are capped by a ferruginous oolite deposit of latest Bathonian to earliest Callovian age. Sedimentation resumed in the middle Oxfordian with deposition of Berriasian( ) deep-water black organic-rich mud. Following a valanginian regression and progradation of terrigenous clastics, Aptian black shales were deposited. In geological studies of the northwestern Australian margin, the ubiquitous hiatus within the Callovian-Oxfordian has been termed the breakup unconformity. Existence of a similar-aged hiatus in the Himalayas on a margin which formed during the late Paleozoic, absence of any Jurassic on the Exmouth Plateau, and the apparent initiation of spreading in the Argo basin during the earliest Cretaceous suggest that this widespread unconformity is not associated with a continental breakup in these regions.

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections.     The results of a series of telephone interviews with groups of users of information on active solar heating and cooling (SHAC). An earlier study identified the information user groups in the solar community and the priority (to accelerate solar energy commercialization) of getting information to each group. In the current study only high-priority groups were examined. Results from 19 SHAC groups respondents are analyzed in this report: DOE-Funded Researchers, Non-DOE-Funded Researchers, Representatives of Manufacturers (4 groups), Distributors, Installers, Architects, Builders, Planners, Engineers (2 groups), Representatives of Utilities, Educators, Cooperative Extension Service County Agents, Building Owners/Managers, and Homeowners (2 groups). The data will be used as input to the determination of information products and services the Solar Energy Research Institute, the Solar Energy Information Data Bank Network, and the entire information outreach community should be preparing and disseminating.

    A photovoltaic solar concentrator is disclosed with one or more transverse-junction solar cells (also termed point contact solar cells) and a lens located above each solar cell to concentrate sunlight onto the solar cell to generate electricity. Piezoelectric actuators tilt or translate each lens to track the sun using a feedback-control circuit which senses the electricity generated by one or more of the solar cells. The piezoelectric actuators can be coupled through a displacement-multiplier linkage to provide an increased range of movement of each lens. Each lens in the solar concentrator can be supported on a frame (also termed a tilt plate) having three legs, with the movement of the legs being controlled by the piezoelectric actuators.
