    Pacific Northwest Laboratory (PNL) reviewed research projects that are related to the development of Stirling engines and that are under way at Japanese national laboratories and universities. The research and development focused on component rather than on whole engine development. PNL obtained the information from a literature review and interviews conducted at the laboratories and universities. The universities have less equipment available and operate with smaller staffs for research than do the laboratories. In particular, the Mechanical Engineering Laboratory and the Aerospace Laboratory conduct high-quality component and fundamental work. Despite having less equipment, some of the researchers at the universities conduct high-quality fundamental research. As is typical in Japan, several of the university professors are very active in consulting and advisory capacities to companies engaged in Stirling engine development, and also with government and association advisory and technical committees. Contacts with these professors and selective examination of their research are good ways to keep abreast of Japanese Stirling developments.

    The scores obtained by students that have performed the ENEM exam, the Brazilian High School National Examination used to admit students at the Brazilian universities, is analyzed. The average high school's scores are compared between different disciplines through the Pearson correlation coefficient. The results show a very large correlation between the performance in the different subjects. Even thought the students' scores in the ENEM due to the standardization form a Gaussian, we show that the high schools' scores form a bimodal distribution that can not be used to evaluate and compare performance over time. We also show that this high schools distribution reflects the correlation between school performance and economic level of the students. The ENEM's scores are compared with a Brazilian non standardized exam, the entrance exam at the Universidade Federal do Rio Grande do Sul.     Following the advent of the atomic age, many nations have investigated the effects of radioactive exposure in animal models. Some of these investigations involved costly and unique experiments that produced tissue and data archives which are unlikely to be reproduced. In an effort to extract the value from these collections, programs have started in Japan, Europe, and America to preserve and make public the data and tissues from these studies for further investigation. The Beagle Dog Experiments, carried out at Argonne National Laboratory from 1952 to 1991 by Thomas Fritz, William Norris, and Tom Seed and supported by grants from the Atomic Energy Commission, investigated the effects of Cobalt-60 radiation on beagle dogs. Documentation from these studies is availible in pdf form. This web portal seeks to make accessible the animal tissues and study data from the Beagle Dog Experiments using data organized by Charles Watson. Use the dog record to find tissues of interest and make a sample tissue request. These tissue samples and the data were known until recently as the the U.S. National Radiobiology Archives (NRA) and were maintained as the United States Transuranium and Uranium Registries (USTUR) at Washington State University. Life-span studies using beagle dogs were done at the Argonne National Laboratory, University of California at Davis, Pacific Northwest National Laboratory, Inhalation Toxicology Research Institute, and the University of Utah. The results and many microscope slides from these life-span studies, totaling some 6000 dogs, are now available to researchers. A seminal work included in the Archive is The Atlas of Experimentally-Induced Neoplasia in the Beagle Dog (Watson et al, 1997).

    Since the emergence of the Australian domestic economy from recession in 1992, the productivity of BHP`s blast furnace has increased significantly to meet the demands of both domestic and export markets. BHP Steel operates six blast furnaces at its three Australian integrated plants. These furnaces vary widely in their size, feed, technology and current campaign status. This paper reviews the principal issues associated with productivity improvements over recent years.     The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

    The future of cm and m-wave astronomy lies with the Square Kilometre Array (SKA), a telescope under development by a consortium of 17 countries that will be 50 times more sensitive than any existing radio facility. Most of the key science for the SKA will be addressed through large-area imaging of the Universe at frequencies from a few hundred MHz to a few GHz. The Australian SKA Pathfinder (ASKAP) is a technology demonstrator aimed in the mid-frequency range, and achieves instantaneous wide-area imaging through the development and deployment of phased-array feed systems on parabolic reflectors. The large field-of-view makes ASKAP an unprecedented synoptic telescope that will make substantial advances in SKA key science. ASKAP will be located at the Murchison Radio Observatory in inland Western Australia, one of the most radio-quiet locations on the Earth and one of two sites selected by the international community as a potential location for the SKA. In this paper, we outline an ambitious science program for ASKAP, examining key science such as understanding the evolution, formation and population of galaxies including our own, understanding the magnetic Universe, revealing the transient radio sky and searching for gravitational waves.

    Since 2002, Washington State University has been building radiochemistry as a component of its overall chemistry program. Using an aggressive hiring strategy and leveraged funds from the state of Washington and federal agencies, six radiochemistry faculty members have been added to give a total of seven radiochemists out of a department of twenty-five faculty members. These faculty members contribute to a diverse curriculum in radiochemistry, and the Chemistry Department now enjoys a significant increase in the number of trainees, the quantity of research expenditures, and the volume and quality of peer-reviewed scientific literature generated by the radiochemistry faculty and the trainees. These three factors are essential for sustaining the radiochemistry education and research program at any academic institution.

The central core of ASKAP will be located at the Murchison Radio Observatory in inland Western Australia, one of the most radio-quiet locations on the Earth and one of the sites selected by the international community as a potential location for the SKA. Following an introductory description of ASKAP, this document contains 7 chapters describing specific science programmes for ASKAP.   6. LOCA simulation in the national research universal reactor program: postirradiation examination results for the third materials experiment (MT-3)

    A series of in-reactor experiments were conducted using full-length 32-rod pressurized water reactor (PWR) fuel bundles as part of the Loss-of-Coolant Accident (LOCA) Simulation Program. The third materials experiment (MT-3) was the sixth in the series of thermal-hydraulic and materials deformation/rutpure experiments conducted in the National Research Universal (NRU) reactor, Chalk River, Ontario, Canada. The main objective of the experiment was to evaluate ballooning and rupture during active two-phase cooling in the temperature range from 1400 to 1500/sup 0/F (1030 to 1090 K). The 12 test rods in the center of the 32-rod bundle were initially pressurized to 550 psi (3.8 MPa) to insure rupture in the correct temperature range. All 12 of the rods ruptured, with an average peak bundle strain of approx. 55%. The UKAEA also funded destructive postirradiation examination (PIE) of several of the ruptured rods from the MT-3 experiment. This report describes the work performed and presents the PIE results. Information obtained during the PIE included cladding thickness measurements metallography, and particle size analysis of the cracked and broken fuel pellets.

    We introduce the Lee Sang Gak Telescope (LSGT), a remotely operated, robotic 0.43-meter telescope. The telescope was installed at the Siding Spring Observatory, Australia, in 2014 October, to secure regular and exclusive access to the dark sky and excellent atmospheric conditions in the southern hemisphere from the Seoul National University (SNU) campus. Here, we describe the LSGT system and its performance, present example images from early observations, and discuss a future plan to upgrade the system. The use of the telescope includes (i) long-term monitoring observations of nearby galaxies, active galactic nuclei, and supernovae; (ii) rapid follow-up observations of transients such as gamma-ray bursts and gravitational wave sources; and (iii) observations for educational activities at SNU. Based on observations performed so far, we find that the telescope is capable of providing images to a depth of R=21.5 mag (point source detection) at 5-sigma with 15 min total integration time under good observing condi...

    The Store.Synchrotron service, a fully functional, cloud computing-based solution to raw X-ray data archiving and dissemination at the Australian Synchrotron, is described. The Store.Synchrotron service, a fully functional, cloud computing-based solution to raw X-ray data archiving and dissemination at the Australian Synchrotron, is described. The service automatically receives and archives raw diffraction data, related metadata and preliminary results of automated data-processing workflows. Data are able to be shared with collaborators and opened to the public. In the nine months since its deployment in August 2013, the service has handled over 22.4 TB of raw data (?1.7 million diffraction images). Several real examples from the Australian crystallographic community are described that illustrate the advantages of the approach, which include real-time online data access and fully redundant, secure storage. Discoveries in biological sciences increasingly require multidisciplinary approaches. With this in mind, Store.Synchrotron has been developed as a component within a greater service that can combine data from other instruments at the Australian Synchrotron, as well as instruments at the Australian neutron source ANSTO. It is therefore envisaged that this will serve as a model implementation of raw data archiving and dissemination within the structural biology research community.

    The impact of oceanic convection on its environment and the relationship between the characteristics of the convection and the resulting cirrus characteristics is still not understood. An intense airborne measurement campaign combined with an extensive network of ground-based observations is being planned for the region near Darwin, Northern Australia, during January-February, 2006, to address these questions. The Tropical Warm Pool – International Cloud Experiment (TWP-ICE) will be the first field program in the tropics that attempts to describe the evolution of tropical convection, including the large scale heat, moisture, and momentum budgets, while at the same time obtaining detailed observations of cloud properties and the impact of the clouds on the environment. The emphasis will be on cirrus for the cloud properties component of the experiment. Cirrus clouds are ubiquitous in the tropics and have a large impact on their environment but the properties of these clouds are poorly understood. A crucial product from this experiment will be a dataset suitable to provide the forcing and testing required by cloud-resolving models and parameterizations in global climate models. This dataset will provide the necessary link between cloud properties and the models that are attempting to simulate them. The experiment is a collaboration between the U.S. Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) Program, the Bureau of Meteorology (BoM), the National Aeronautics and Space Administration (NASA), the European Commission DG RTD-1.2, and several United States, Australian, Canadian, and European Universities. This experiment will be undertaken over a 4-week period in early 2006. January and February corresponds to the wet phase of the Australia monsoon. This season has been selected because, despite Darwin’s coastal location, the convection that occurs over and near Darwin at this time is largely of maritime origin with a large fetch over water. Based on previous experiments, the convection appears typical of maritime convection with widespread convection that has complex organization, but is not as deep or as intense as continental or coastal convection. Therefore, it is expected that the convection and cloud characteristics will be representative of conditions typical for wide areas of the tropics.

    As a result of the enthusiastic support from the Australian biomedical, medical and clinical communities, the Australian Synchrotron is constructing a world-class facility for medical research, the 'Imaging and Medical Beamline'. The IMBL began phased commissioning in late 2008 and is scheduled to commence the first clinical research programs with patients in 2011. It will provide unrivalled x-ray facilities for imaging and radiotherapy for a wide range of research applications in diseases, treatments and understanding of physiological processes. The main clinical research drivers are currently high resolution and sensitivity cardiac and breast imaging, cell tracking applied to regenerative and stem cell medicine and cancer therapies. The beam line has a maximum source to sample distance of 136 m and will deliver a 60 cm by 4 cm x-ray beam1 - monochromatic and white - to a three storey satellite building fully equipped for pre-clinical and clinical research. Currently operating with a 1.4 Tesla multi-pole wiggler, it will upgrade to a 4.2 Tesla device which requires the ability to handle up to 21 kW of x-ray power at any point along the beam line. The applications envisaged for this facility include imaging thick objects encompassing materials, humans and animals. Imaging can be performed in the range 15-150 keV. Radiotherapy research typically requires energies between 30 and 120 keV, for both monochromatic and broad beam.

  20. The University of Texas and the National Energy Plan: A case study of the role of the outside scholar in policy making

    This study demonstrates that the University of Texas (UT) report, Preliminary Analysis of the President's National Energy Plan, played an important role in the 1977 debate over President Carter's energy legislation, and investigates those factors that permitted it to have the influence that it did. The first section develops a credible model of Congressional voting behavior that explains the importance of policy analysis in the NEP debate. Members of Congress adopt positions on particular issues in response to any number of influences. During the NEP debate, a number of important issues were decided by swing voters.' The second section shows that the Assessment, with the help of political patrons, reached Congress and largely determined the character of a great deal of subsequent policy analysis. The UT scholars prepared the study at the request of State officials, and with the specific intention of influencing the NEP debate. Therefore, they finished the report quickly enough to be relevant, and tightly focused their work on the bottom-line effects of the Carter Plan (excessive dependence on imports). The final section documents the use of the Assessment and derivative reports by members of Congress, and shows that they considered these reports to be more important than other analyses of the NEP.

    Sports are spontaneous generators of stories. Through skill and chance, the script of each game is dynamically written in real time by players acting out possible trajectories allowed by a sport's rules. By properly characterizing a given sport's ecology of `game stories', we are able to capture the sport's capacity for unfolding interesting narratives, in part by contrasting them with random walks. Here, we explore the game story space afforded by a data set of 1,310 Australian Football League (AFL) score lines. We find that AFL games exhibit a continuous spectrum of stories and show how coarse-graining reveals identifiable motifs ranging from last minute comeback wins to one-sided blowouts. Through an extensive comparison with a random walk null model, we show that AFL games are superdiffusive and deliver a much broader array of motifs, and we provide consequent insights into the narrative appeal of real games.

    As in all vehicles of this type, low weight and aerodynamic drag must be achieved without compromising safety, and in an extremely rugged structure. This has been done by using a chrome-molybdenum steel space-frame, surrounded by a Kevlar/foam sandwich body shell. The solar panel wing, which uses a laminar flow section to obtain low drag, does not tilt except when the vehicle is stationary. A high degree of redundancy is built into the vehicle; for example there are two motors and transmissions, the solar array is divided into seven parallel sub-arrays, and the power electronics is multiply redundant. Built entirely in the garage of a suburban house, the Australian Geographic Team Marsupial car cost less than US$50,000 to construct.

    A program of research in neutron scattering was established in Australia in the early 1960s, shortly after the reactor HIFAR commenced full power operation. The program has included elements of regional cooperation from the very early days. A report is given here on the present status of Australian neutron scattering research, and the activities (including several major new developments) in other Pacific Rim countries are briefly reviewed. Given the increasing sophistication of neutron scattering facilities and techniques, the case for regional cooperation is stronger than ever.

    The evaluation of native and introduced legumes with starch-storing roots or tubers was undertaken to test whether plants traditionally collected as food by Australian aborigines might have a role in the development of crops for liquid fuel production (by fermentation of carbohydrates to ethanol). Tuberous-rooted legumes from overseas were planted at the Commonwealth Scientific and Industrial Research Organization, division of Tropical Crops and Pastures, Kimberley Research Station, Western Australia (15/sup 0/39'S, 128/sup 0/42'E) in December 1974, March 1978 and February 1979. Roots from the latter plantings were harvested in June 1979. Native plant material was collected during visits to aboriginal communities in the Kimberleys between April and June 1979. The native and introduced specimens were analyzed for fermentable carbohydrate and protein content. Several native plants appear more promising than introduced species as liquid fuel crops.

    We report the detection of two new planets from the Anglo-Australian Planet Search. These planets orbit two stars each previously known to host one planet. The new planet orbiting HD 142 has a period of 6005 {+-} 427 days, and a minimum mass of 5.3 M{sub Jup}. HD 142c is thus a new Jupiter analog: a gas-giant planet with a long period and low eccentricity (e = 0.21 {+-} 0.07). The second planet in the HD 159868 system has a period of 352.3 {+-} 1.3 days and m sin i = 0.73 {+-} 0.05 M{sub Jup}. In both of these systems, including the additional planets in the fitting process significantly reduced the eccentricity of the original planet. These systems are thus examples of how multiple-planet systems can masquerade as moderately eccentric single-planet systems.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     We report the discovery of two long-period giant planets from the Anglo-Australian Planet Search. HD 154857c is in a multiple-planet system, while HD 114613b appears to be solitary. HD 114613b has an orbital period P = 10.5 yr, and a minimum mass msin i of 0.48 M {sub Jup}; HD 154857c has P = 9.5 yr and msin i = 2.6 M {sub Jup}. These new data confirm the planetary nature of the previously unconstrained long-period object in the HD 154857 system. We have performed detailed dynamical stability simulations which show that the HD 154857 two-planet system is stable on timescales of at least 10{sup 8} yr. These results highlight the continued importance of 'legacy' surveys with long observational baselines; these ongoing campaigns are critical for determining the population of Jupiter analogs, and hence of those planetary systems with architectures most like our own solar system.

    To assist in estimating likely future climate change in the Australian region, the authors examine the results of four different general circulation modeling experiments run to assess the equilibrium impact of doubling greenhouse gases. The results examined were the most recent available at the time of study from various research centers in North America and Europe, as well as those of the Commonwealth Scientific and Industrial Research Organisation (CSIRO). The approach used is, first, to assess the quality of the control (1 x CO[sub 2]) simulations from each of the models of mean sea level (MSL) pressure and precipitation in the Australian region by comparing these with the corresponding observed patterns; and, second, to then analyze the 2 x CO[sub 2] results of only those model experiments with the best control simulations. Of the models examined two are chosen on the basis of their simulation of current climate in the region: the CSIRO four-level model (CSIRO4) and the United Kingdom Meteorological Office (UKMO) model. For conditions of equivalent doubling of CO[sub 2], both models show substantial increases in surface air temperature of around 4[degrees]-6[degrees] inland and 2[degrees]-4[degrees]C in coastal regions. Both models show decreased MSL pressure over the Australian continent and increases in rainfall over northern, central, and eastern Australia, particularly in the summer half of the year. The CSIRO4 model, but not the UKMO model, also shows increased pressure to the south of the continent and decreased winter rainfall in southwest and southern Australia. Generally, field significance tests show the pattern and magnitude of the changes to be significant of CSIRO4 (for which the necessary monthly simulated data were available). 42 refs., 20 figs., 5 tabs.

    Ash cenospheres in fly ashes from five Australian power stations have been characterized. The experimental data show that ash cenosphere yield varies across the power stations. Ash partitioning occurred in the process of ash cenosphere formation during combustion. Contradictory to conclusions from the literature, iron does not seem to be essential to ash cenosphere formation in the cases examined in the present work. Further investigation was also undertaken on a series of size-fractioned ash cenosphere samples from Tarong power station. It is found that about 70 wt% of ash cenospheres in the bulk sample have sizes between 45 and 150 {mu}m. There are two different ash cenosphere structures, that is, single-ring structure and network structure. The percentage of ash cenospheres of a network structure increases with increasing ash cenosphere size. Small ash cenospheres (in the size fractions {lt}150 {mu}m) have a high SiO{sub 2}/Al{sub 2}O{sub 3} ratio, and the majority of the ash cenospheres are spherical and of a single-ring structure. Large ash cenosphere particles (in the size fractions of 150-250 {mu}m and {gt}250 {mu}m) have a low SiO{sub 2}/Al{sub 2}O{sub 3} ratio, and a high proportion of the ash cenospheres are nonspherical and of a network structure. A novel quantitative technique has been developed to measure the diameter and wall thickness of ash cenospheres on a particle-to-particle basis. A monolayer of size-fractioned ash cenospheres was dispersed on a pellet, which was then polished carefully before being examined using a scanning electron microscope and image analysis. The ash cenosphere wall thickness broadly increases with increasing ash cenosphere size. The ratios between wall thickness and diameter of ash cenospheres are limited between an upper bound of about 10.5% and a lower bound of about 2.5%, irrespective of the ash cenosphere size. 52 refs., 9 figs., 4 tabs.

The seven states are: New Jersey, Maryland, Delaware, Virginia, North Carolina, South Caroline, and Georgia. Data types include geothermal data, seismic data, and magnetic and gravity data.     This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities.
