    In early 1995, the characteristics of Australia`s light, sweet Cossack crude were analyzed. The 47{degree} API, 0.03 wt% crude oil is produced off the coast of Western Australia. Woodside Petroleum Pty. Group started production from the Wanaea/Cossack complex in late 1995. Wanea is produced from five conventional subsea wells and Cossack from one horizontal subsea well. This paper lists physical and chemical properties for the whole crude and fractions.

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    Designing or redesigning production facilities for optimum operation usually results in the generation of maximum profit from an installation. But in older fields, or fields where a short life is expected, design changes may not be a viable option. In such cases, obtaining maximum production within the limits of existing facilities, thereby minimizing new investments, may be an attractive option. This paper discusses application of the latter technique in the Provincia field, Colombia, to optimize oil and gas production within constraints imposed by periodic temporary gas-compression-capacity restrictions and by the configuration of existing oil and gas facilities. The multistep optimization program used at Provincia included improvement of individual well performance, optimization of individual well facilities, fieldwide optimization of surface facilities, and optimization of the field production scheme.

    This paper discusses how preparations are being made for the construction and operation of a semi commercial plant to process Australian oil shale. This plant is primarily designed to demonstrate the technical feasibility of processing these shales at low cost. Nevertheless it is expected to generate modest profits even at this demonstration level. This will be the first step in a three staged development of one of the major Australian oil shale deposits which may ultimately provide nearly 10% of Australia's anticipated oil requirements by the end of the century. In turn this development should provide the basis for a full scale oil shale industry in Australia based upon the advantageously disposed oil shale deposits there. New sources of oil are becoming critical since Australian production is declining rapidly while consumption is accelerating.

    This study aimed to evaluate the accuracy of radiographers’ screen-reading mammograms. Currently, radiologist workforce shortages may be compromising the BreastScreen Australia screening program goal to detect early breast cancer. The solution to a similar problem in the United Kingdom has successfully encouraged radiographers to take on the role as one of two screen-readers. Prior to consideration of this strategy in Australia, educational and experiential differences between radiographers in the United Kingdom and Australia emphasise the need for an investigation of Australian radiographers’ screen-reading accuracy. Ten radiographers employed by the Westmead Breast Cancer Institute with a range of radiographic (median = 28 years), mammographic (median = 13 years) and BreastScreen (median = 8 years) experience were recruited to blindly and independently screen-read an image test set of 500 mammograms, without formal training. The radiographers indicated the presence of an abnormality using BI-RADS®. Accuracy was determined by comparison with the gold standard of known outcomes of pathology results, interval matching and client 6-year follow-up. Individual sensitivity and specificity levels ranged between 76.0% and 92.0%, and 74.8% and 96.2% respectively. Pooled screen-reader accuracy across the radiographers estimated sensitivity as 82.2% and specificity as 89.5%. Areas under the reading operating characteristic curve ranged between 0.842 and 0.923. This sample of radiographers in an Australian setting have adequate accuracy levels when screen-reading mammograms. It is expected that with formal screen-reading training, accuracy levels will improve, and with support, radiographers have the potential to be one of the two screen-readers in the BreastScreen Australia program, contributing to timeliness and improved program outcomes.

    The evaluation of Environmental Impact Assessment (EIA) systems is a highly recommended strategy for enhancing their effectiveness and quality. This paper describes an evaluation of EIA in Colombia, using the model and the control mechanisms proposed and applied in other countries by Christopher Wood and Ortolano. The evaluation criteria used are based on Principles of Environmental Impact Assessment Best Practice, such as effectiveness and control features, and they were contrasted with the opinions of a panel of Colombian EIA experts as a means of validating the results of the study. The results found that EIA regulations in Colombia were ineffective because of limited scope, inadequate administrative support and the inexistence of effective control mechanisms and public participation. This analysis resulted in a series of recommendations regarding the further development of the EIA system in Colombia with a view to improving its quality and effectiveness.

    Gold mining is an activity that has been increasing during the last ten years in Colombia. Most mining activities are carried out using mercury for gold amalgamation. In a recent publication we stated that in the Sur de Bolivar, the main gold mining zone in Colombia, the highest mercury concentration in hair was observed in fishermen. The Magdalena River, the largest and most important river in Colombia, receives all this contamination and carries it to the Atlantic Ocean through two means: The main river course and the Dique Channel. The Dique Channel is surrounded by many marshes, which are a major source of fish for nearly two hundred thousands people in northwestern Colombia. The goal of the present study was to determine, for the first time, the content of mercury in muscle tissue of the four most popular fish species purchased in some towns along the Dique Channel, to establish whether these concentrations fall within the WHO guidelines, and to identify those species which can be consumed with less risk. 11 refs., 1 fig., 2 tabs.

    In this paper we investigate CO2 emission scenarios for Colombia and the effects of implementing carbon taxes and abatement targets on the energy system. By comparing baseline and policy scenario results from two integrated assessment partial equilibrium models TIAM-ECN and GCAM and two general equilibrium models Phoenix and MEG4C, we provide an indication of future developments and dynamics in the Colombian energy system. Currently, the carbon intensity of the energy system in Colombia is low compared to other countries in Latin America. However, this trend may change given the projected rapid growth of the economy and the potential increase inmore » the use of carbon-based technologies. Climate policy in Colombia is under development and has yet to consider economic instruments such as taxes and abatement targets. This paper shows how taxes or abatement targets can achieve significant CO2 reductions in Colombia. Though abatement may be achieved through different pathways, taxes and targets promote the entry of cleaner energy sources into the market and reduce final energy demand through energy efficiency improvements and other demand-side responses. The electric power sector plays an important role in achieving CO2 emission reductions in Colombia, through the increase of hydropower, the introduction of wind technologies, and the deployment of biomass, coal and natural gas with CO2 capture and storage (CCS). Uncertainty over the prevailing mitigation pathway reinforces the importance of climate policy to guide sectors toward low-carbon technologies. This paper also assesses the economy-wide implications of mitigation policies such as potential losses in GDP and consumption.     Australia`s electric power industry (EPI) is undergoing major restructuring. This restructuring includes commercialization of state-owned electric organization through privatization and through corporatization into separate governmental business units; structural unbundling of generation, transmission, retailing, and distribution; and creation of a National Electricity Market (NEM) organized as a centralized, market-based trading pool for buying and selling electricity. The principal rationales for change in the EPI were the related needs of enhancing international competitiveness, improving productivity, and lowering electric rates. Reducing public debt through privatization also played an important role. Reforms in the EPI are part of the overall economic reform package that is being implemented in Australia. Enhancing efficiency in the economy through competition is a key objective of the reforms. As the need for reform was being discussed in the early 1990s, Australia`s previous prime minister, Paul Keating, observed that {open_quotes}the engine which drives efficiency is free and open competition.{close_quotes} The optimism about the economic benefits of the full package of reforms across the different sectors of the economy, including the electricity industry, is reflected in estimated benefits of a 5.5 percent annual increase in real gross domestic product and the creation of 30,000 more jobs. The largest source of the benefits (estimated at 25 percent of total benefits) was projected to come from reform of the electricity and gas sectors.

    CO{sub 2} emissions in Australia's NEM have increased from 117 Mt in 1990 to 169 Mt in 2002. Without policy intervention, emissions are forecast to further rise to 265 Mt by 2030. An analysis of the economic and environmental impact of various generation technology options suggests that the most likely technology glide path will be gas-fired generation in the medium term, with IGCC + CCS or nuclear being the dominant baseload technology over the long run.     Australia first put categorical energy efficiency labels on residential appliances in the mid-1980s, and the first Minimum Energy Performance Standards (MEPS) for refrigerators was implemented in 1999. Updated in 2005, these MEPS were aligned with US 2001 levels. Considered together, these actions set Australia apart as having one of the most aggressive appliance efficiency programs in the world. For these reasons, together with good data on product sales over time, Australia represents a potentially fruitful case study for understanding the dynamics energy efficiency standards and labeling (EES and L) programs impacts on appliance markets. This analysis attempts to distinguish between the impacts of labeling alone as opposed to MEPS, and to probe the time-dependency of such impacts. Fortunately, in the Australian case, detailed market sales data and a comprehensive registration system provides a solid basis for the empirical evaluation of these questions. This paper analyzes Australian refrigerator efficiency data covering the years 1993-2009. Sales data was purchased from a commercial market research organization (in this case, the GfK Group) and includes sales and average price in each year for each appliance model – this can be used to understand broader trends by product class and star rating category, even where data is aggregated. Statistical regression analysis is used to model market introduction and adoption of high efficiency refrigerators according to logistic adoption model formalism, and parameterizes the way in which the Australian programs accelerated adoption of high-efficiency products and phased out others. Through this analysis, the paper presents a detailed, robust and quantitative picture of the impacts of EES and L in the Australian case, but also demonstrates a methodology of the evaluation of program impacts that could form the basis of an international evaluation framework for similar programs in other countries.

    This paper seeks to address tile social and cultural dimensions of the global warming issue through an analysis of `public` responses in Newcastle, Australia, based on recent research undertaken for a PhD thesis. Given the history of Australian involvement in the F.C.C.C process this case-study will provides an interesting context in which to analyse discourses of environmental values. It is argued that these discourses shape and are shaped by public responses to global environmental issues in ways which have important implications for the definition of issues as `problems` with acceptable solutions, for the implementation of such solutions and for their political consequences.

The presence of 236U and 232U in both samples indicates that the uranium feed stocks for these samples experienced a neutron flux at some point in their history. The reactor burn-up calculated from the isotopic composition of the uranium is consistent with that of spent fuel from natural uranium (NU) fueled Pu production. These nuclear forensic conclusions allow us to categorically exclude Australia as the origin of the material and greatly reduce the number of candidate sources.« less

  1. CENTRAL STORAGE FACILITY PROJECT IN COLOMBIA TO PROVIDE THE SAFE STORAGE AND PROTECTION OF HIGH-ACTIVITY RADIOACTIVE SOURCES

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide. Internationally, over 40 countries are cooperating with GTRI to enhance the security of these materials. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials, including orphaned and disused high-activity sources. GTRI began cooperation with the Republic of Colombia in April 2004. This cooperation has been a resounding success by securing forty high-risk sites, consolidating disused/orphan sources at an interim secure national storage facility, and developing a comprehensive approach to security, training, and sustainability. In 2005 the Colombian Ministry of Mines and Energy requested the Department of Energys support in the construction of a new Central Storage Facility (CSF). In December 2005, the Ministry selected to construct this facility at the Institute of Geology and Mining (Ingeominas) site in Bogota. This site already served as Colombias national repository, where disused sources were housed in various buildings around the complex. The CSF project was placed under contract in May 2006, but environmental issues and public protests, which led to a class action lawsuit against the Colombian Government, forced the Ministry to quickly suspend activities, thereby placing the project in jeopardy. Despite these challenges, however, the Ministry of Mines and Energy worked closely with public and environmental authorities to resolve these issues, and continued to be a strong advocate of the GTRI program. In June 2008, the Ministry of Mines and Energy was granted the construction and environmental licenses. As a result, construction immediately resumed and the CSF was completed by December 2008. A commissioning ceremony was held for the new facility in January 2009, which was attended by representatives from the Department of Energy, U.S. Embassy, and the Ministry of Mines and Energy, including the Minister and Vice Minister.

  2. Integrated geologic and engineering reservoir characterization of the Hutton Sandstone, Jackson region, Australia

    An integrated geologic and engineering reservoir characterization study of the Hutton Sandstone was completed for the Jackson region, Eromanga Basin, Australia. Our approach involves four principal steps: (1) determine reservoir architecture within a high-resolution sequence stratigraphic framework, (2) investigate trends in reservoir fluid flow, (3) integrate fluid flow trends with reservoir architecture to identify fundamental reservoir heterogeneities, and (4) identify opportunities for reserve growth. Contrary to the existing perception, the Hutton Sandstone, a continental-scale bed-load fluvial system, does not behave as a large, homogeneous tank in which pistonlike displacement of produced oil occurs unimpeded by vertical migration of the aquifer. The sequence stratigraphic analysis identified numerous thin but widespread shale units, deposited during lacustrine flooding events that periodically interrupted episodes of coarse clastic Hutton deposition. These shales represent chronostratigraphically significant surfaces. More importantly, the trends established in reservoir fluid flow from monitoring aquifer encroachment, production response to water shut-off workovers, and differential depletion in Repeat Formation Tests indicate that these shale units act as efficient barriers to vertical fluid flow. Erosion of the upper part of the Hutton reservoir by the younger Birkhead mixed-load fluvial system caused further stratigraphic complexity and introduced additional barriers to vertical and lateral migration of mobile oil and aquifer encroachment. This integrated characterization targeted strategic infill and step-out drilling and recompletion candidates.

    The Bureau of Mines report gives the mineral industry highlights of two of the world's major mineral producing countries, Australia and Canada, and seven Pacific island nations or territories--Fiji, New Caledonia, New Zealand, Papua New Guinea, Republic of Nauru, Solomon Islands, and Vanuatu. The mineral resources of Antarctica are also discussed. Because of the size of the Australian and Canadian mineral industries, summary reviews are presented for each of the States, Provinces, or Territories. The most current information available from all nations is given on major minerals or mineral-commodity production, share of world production, and reserves. Reported also are significant mining companies, locations and capacities of their main facilities, and their share of domestic production. Other information is provided on mineral-related trade with the United States, government mineral policy, energy production-consumption and trade, the mining industry labor force, and prospects for the mineral industry. Maps show the locations of selected mineral deposits, oilfields and gasfields, mines, and processing facilities including iron and steel plants, nonferrous smelters and refineries, and cement plants, as well as infrastructure pertinent to the mineral industry.

    This report is an analysis of discovered crude oil reserves, undiscovered recoverable crude oil resources, and estimated annual oil field production. The countries analyzed are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, and Peru. All of the countries in this report have a history of petroleum exploration and development. Also, they maintain policies which support the search for, and exploitation of, petroleum resources. This systematic assessment provides estimates of the quantities of remaining known petroleum reserves and undiscovered recoverable resources. The future feasible production rates from the respective countries are also discussed. The FESAP assessments are limited to petroleum resources recoverable by conventional primary and secondary extraction technology. It is estimated that over 29.4 billion barrels of recoverable oil (both discovered and undiscovered) originally existed within the sedimentary basins of these countries, as follows: Argentina (9.4 billion barrels); Brazil (6.5 billion barrels); Colombia (5.0 billion barrels); Peru (3.6 billion barrels); Ecuador (over 3.0 billion barrels); Chile (1.1 billion barrels); and Bolivia (over 0.8 billion barrels). Through 1982, about 10.2 billion barrels of the oil had been produced. Thus, some 19.2 billion barrels constitute the remaining recoverable petroleum resource base. It is estimated that the most likely volume of crude oil remaining to be found in the seven countries is 12 billion barrels. 91 refs., 59 figs., 82 tabs.

    The Houtman Abrolhos reefs are located 80 km off the west coast of Australia between latitudes 28 and 29{degree} south. The islands are situated on three Pleistocene carbonate reef platforms which rise above the surrounding shelf. The modern coral reefs are close to the geographic limit for coral growth in the southern hemisphere and survive due to the presence of the Leeuwin current (a poleward-flowing warm stream). Two major shallow-water benthic communities coexist in the Abrolhos: a macroalgal-dominated community on the windward platform margins and a coral-dominated community on the leeward margins. These communities overlap-particularly in the platform lagoons, where competition between macroalgae and corals is intense. This interaction has been suggested as a major factor controlling the growth of cord reefs at high latitudes. The Holocene carbonate sediments lack nonskeletal components and are dominated by coral and coralline algal fragments with subordinate molluskan and echinoderm debris. The accumulations can be grouped into the following major facies: (1) coral framestone and coralline algal/serpulid boundstone, (2) submarine sand sheets, (3) subaerial coral storm ridges, (4-) peritidal to subtidal shingle and rubble veneers composed of dominantly coral debris, and (5) eolian dunes and beach sand. The Holocene sediment is a thin (< 2 m) veneer on the Pleistocene reef platform, which is emergent as small islands. The Pleistocene platform is composed of reef facies that can be directly related to the Holocene sediments. The platform is composed of framestone and boundstone facies (corals and coralline algal/serpulid facies), rudstones (submarine coral rubble facies), planar-bedded skeletal grainstones dipping 12-13{degree} (submarine sand sheet and peritidal shingle facies), and large 15-m-high eolianite dunes (eolian dune facies).

    The purpose of this study was to explore the factors influencing the implementation or the lack of implementation of advanced practitioner role in Australia. This study uses an interpretative phenomenological approach to explore the in-depth real life issues, which surround the advanced practitioner as a solution to radiologist workforce shortages in Australia. Research participants are radiographers, radiation therapists and health managers registered with the Australian Institute of Radiography (AIR) and holding senior professional and AIR Board positions with knowledge of current advanced practice. In total, seven interviews were conducted revealing education, governance, technical, people issues, change management, government, costs and timing as critical factors influencing advanced practice in Australia. Seven participants in this study perceived an advanced practice role might have major benefits and a positive impact on the immediate and long-term management of patients. Another finding is the greater respect and appreciation of each other's roles and expertise within the multidisciplinary healthcare team. Engagement is required of the critical stakeholders that have been identified as ‘blockers’ (radiologists, health departments) as well as identified allies (e.g. emergency clinicians, supportive radiologists, patient advocacy groups). The research supports that the AIR has a role to play for the professional identity of radiographers and shaping the advanced practice role in Australia.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Mexico, GTRI first made contact in 2005. The project then lost momentum and stalled. At the same time, GTRIs cooperation with the Republic of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Mexico and to facilitate this cooperation, they offered to invite their Mexican counterparts to Colombia to observe its successful cooperation with GTRI. Shortly after that visit, the Government of Mexico agreed to move forward and requested that the cooperative efforts in Mexico be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians. As a result, 22 of Mexicos largest radioactive sites have had security upgrades in place within 18 months of cooperation.

The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they traveled to the Dominican Republic and provided briefings and presentations which demonstrated its successful cooperation with the GTRI. Shortly after that visit, the Government of Dominican Republic agreed to move forward and requested that the cooperative efforts in Dominican Republic be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians, and the financial and technical support of the United States. As a result, two of Dominican Republics largest radioactive sites had security upgrades in place within 90 days of the cooperation visit in December 2008.

    In early 2009, a state policing agency raided a clandestine drug laboratory in a suburb of a major city in Australia. While searching the laboratory, they discovered a small glass jar labelled “Gamma Source” and containing a green powder. The powder was radioactive. This paper documents the detailed nuclear forensic analysis undertaken to characterize and identify the material and determine its provenance. Isotopic and impurity content, phase composition, microstructure and other characteristics were measured on the seized sample, and the results were compared with similar material obtained from the suspected source (ore and ore concentrate material). While an extensive rangemore » of parameters were measured, the key ‘nuclear forensic signatures’ used to identify the material were the U isotopic composition, Pb and Sr isotope ratios, and the rare earth element pattern. These measurements, in combination with statistical analysis of the elemental and isotopic content of the material against a database of uranium ore concentrates sourced from mines located worldwide, led to the conclusion that the seized material (a uranium ore concentrate of natural isotopic abundance) most likely originated from Mary Kathleen, a former Australian uranium mine.« less

  17. Bent-tailed radio sources in the australia telescope large area survey of the Chandra deep field south

    Using the 1.4 GHz Australia Telescope Large Area Survey, supplemented by the 1.4 GHz Very Large Array images, we undertook a search for bent-tailed (BT) radio galaxies in the Chandra Deep Field South. Here we present a catalog of 56 detections, which include 45 BT sources, 4 diffuse low-surface-brightness objects (1 relic, 2 halos, and 1 unclassified object), and a further 7 complex, multi-component sources. We report BT sources with rest-frame powers in the range 10{sup 22} ≤ P {sub 1.4} {sub GHz} ≤ 10{sup 26} W Hz{sup –1}, with redshifts up to 2 and linear extents from tens of kiloparsecs up to about 1 Mpc. This is the first systematic study of such sources down to such low powers and high redshifts and demonstrates the complementary nature of searches in deep, limited area surveys as compared to shallower, large surveys. Of the sources presented here, one is the most distant BT source yet detected at a redshift of 2.1688. Two of the sources are found to be associated with known clusters: a wide-angle tail source in A3141 and a putative radio relic which appears at the infall region between the galaxy group MZ 00108 and the galaxy cluster AMPCC 40. Further observations are required to confirm the relic detection, which, if successful, would demonstrate this to be the least powerful relic yet seen with P {sub 1.4} {sub GHz} = 9 × 10{sup 22} W Hz{sup –1}. Using these data, we predict future 1.4 GHz all-sky surveys with a resolution of ∼10 arcsec and a sensitivity of 10 μJy will detect of the order of 560,000 extended low-surface-brightness radio sources of which 440,000 will have a BT morphology.

    Climate change is one of the greatest challenges facing the globe and there is substantial evidence that this will result in a number of health impacts, regardless of the level of greenhouse gas mitigation. It is therefore apparent that a combined approach of mitigation and adaptation will be required to protect public health. While the importance of mitigation is recognised, this project focused on the role of adaptation strategies in addressing the potential health impacts of climate change. The nature and magnitude of these health impacts will be determined by a number of parameters that are dependent upon the location. Firstly, climate change will vary between regions. Secondly, the characteristics of each region in terms of population and the ability to adapt to changes will greatly influence the extent of the health impacts that are experienced now and into the future. Effective adaptation measures therefore need to be developed with these differences in mind. A Health Impact Assessment (HIA) framework was used to consider the implications of climate change on the health of the population of Western Australia (WA) and to develop a range of adaptive responses suited to WA. A broad range of stakeholders participated in the HIA process, providing informed input into developing an understanding of the potential health impacts and potential adaptation strategies from a diverse sector perspective. Potential health impacts were identified in relation to climate change predictions in WA in the year 2030. The risk associated with each of these impacts was assessed using a qualitative process that considered the consequences and the likelihood of the health impact occurring. Adaptations were then developed which could be used to mitigate the identified health impacts and provide responses which could be used by Government for future decision making. The periodic application of a HIA framework is seen as an ideal tool to develop appropriate adaptation strategies to address the potential health impacts of climate change.

    We describe the design, performance, sensitivity and results of our recent experiments using the Australia Telescope Compact Array (ATCA) for lunar Cherenkov observations with a very wide (600 MHz) bandwidth and nanosecond timing, including a limit on an isotropic neutrino flux. We also make a first estimate of the effects of small-scale surface roughness on the effective experimental aperture, finding that contrary to expectations, such roughness will act to increase the detectability of near-surface events over the neutrino energy-range at which our experiment is most sensitive (though distortions to the time-domain pulse profile may make identification more difficult). The aim of our 'Lunar UHE Neutrino Astrophysics using the Square Kilometre Array' (LUNASKA) project is to develop the lunar Cherenkov technique of using terrestrial radio telescope arrays for ultrahigh energy (UHE) cosmic ray (CR) and neutrino detection, and, in particular, to prepare for using the Square Kilometre Array (SKA) and its path-finders such as the Australian SKA Pathfinder (ASKAP) and the Low Frequency Array (LOFAR) for lunar Cherenkov experiments.

    Understanding long-term changes in forest ecosystem carbon stocks under forest management practices such as timber harvesting is important for assessing the contribution of forests to the global carbon cycle. Harvesting effects are complicated by the amount, type, and condition of residue left on-site, the decomposition rate of this residue, the incorporation of residue into soil organic matter and the rate of new detritus input to the forest floor from regrowing vegetation. In an attempt to address these complexities, the forest succession model LINKAGES was used to assess the production of aboveground biomass, detritus, and soil carbon stocks in native Eucalyptus forests as influenced by five harvest management practices in New South Wales, Australia. The original decomposition sub-routines of LINKAGES were modified by adding components of the Rothamsted (RothC) soil organic matter turnover model. Simulation results using the new model were compared to data from long-term forest inventory plots. Good agreement was observed between simulated and measured above-ground biomass, but mixed results were obtained for basal area. Harvesting operations examined included removing trees for quota sawlogs (QSL, DBH >80 cm), integrated sawlogs (ISL, DBH >20 cm) and whole-tree harvesting in integrated sawlogs (WTH). We also examined the impact of different cutting cycles (20, 50 or 80 years) and intensities (removing 20, 50 or 80 m{sup 3}). Generally medium and high intensities of shorter cutting cycles in sawlog harvesting systems produced considerably higher soil carbon values compared to no harvesting. On average, soil carbon was 2-9% lower in whole-tree harvest simulations whereas in sawlog harvest simulations soil carbon was 5-17% higher than in no harvesting.

Black-Right-Pointing-Pointer There is industry support for an entry-level, minimum industry qualification. - Abstract: Vocational Education and Training (VET) is an essential tool for providing waste management and recycling workers with the necessary skills and knowledge needed to beneficially influence their own employment and career development; and to also ensure productivity and safe working conditions within the organisations in which they are employed. Current training opportunities within Queensland for the sector are limited and not widely communicated or marketed; with other States, particularly Victoria and New South Wales, realising higher numbers of VET enrollments for waste management courses. This paper presents current VET opportunities and trends for the Queensland waste management sector. Results from a facilitated workshop to identify workforce requirements and future training needs organised by the Waste Contractors and Recyclers Association of Queensland (WCRAQ) are also presented and discussion follows on the future training needs of the industry within Queensland.

  20. The palynology of the Cerrejon Formation (upper Paleocene) of northern Colombia

    A palynological study of the Cerrejon Formation was conducted in order to date the formation and understand the floristic composition and diversity of a Paleocene tropical site. The Cerrejon Formation outcrops in the Cerrejon Coal Mine, the largest open cast coal mine in the world. Two cores (725 m) were provided by Carbones del Cerrejon LLC for study. Two hundred samples were prepared for palynology, and at least 150 palynomorphs were counted per sample where possible. Several statistical techniques including rarefaction, species accumulation curves, detrended correspondence analysis, and Anosim were used to analyze the floristic composition and diversity of the palynofloras. Palynomorph assemblages indicate that the age of the Cerrejon Formation and the overlying Tabaco Formation is Middle to Late Paleocene (ca. 60-58 Ma). Major structural repetitions were not found in the Cerrejon Formation in the Cerrejon coal mine, and there is little floral variation throughout. The floral composition, diversity, and lithofacies do not change significantly. Lithofacies associations and floral composition indicate deposition fluctuating from an estuarine-influenced coastal plain at the base to a fluvial-influenced coastal plain at the top. There are, however, significant differences in the composition and diversity of coal and siliciclastic samples. Coal palynofloras have fewer morphospecies, and a distinct and more homogeneous floral assemblage compared to assemblages from the intervening sisliciclastic strata, suggesting that tropical swampy environments supported fewer plant species and had a distinct vegetation adapted to permanently wet environments.

    Materials from a mining process, in which ferronickel metal extraction is the principal aim, were studied. The residual solid (scum) obtained in this process leads to large-scale accumulation of a vitreous material (pollutant) which creates an environmental problem. These materials were characterized by EPR, X-ray diffraction and X-ray fluorescence. The results indicate that the analyzed solids are rich in Fe{sub 2}O{sub 3} and NiO among other oxides. The scum material shows diffraction signals corresponding to the minerals enstatite (pyroxene) and {alpha}-alumina. Moreover, the scum EPR analysis showed a broad line around g = 2.1 corresponding to Fe{sup 3+} clusters in a complex glassy matrix. An analysis of EPR at different temperatures was also performed. The objective of this work, as a first exploratory stage, is to develop a better understanding of the residual solids in order to identify potential applications.

    All available rock and oil geochemistry analyses were tied to a high-resolution stratigraphic framework for more than 50 wells in the Central Llanos Orientates Basin. New Tertiary generation input is proposed. The best source rock intervals are at the base and top of the Gacheta Formation (Upper Cretaceous) and in the middle of the Barco-Cuervos (Paleocene) and Mirador (Eocene) formations. These organic-rich zones contain type II and III kerogen. TOC contents range from about 1% up to 15%. The four source rock intervals occur within marine shales near condensed sections, at the position maximum accommodation/sediment-supply (A/S) ratios. The development of conditions that allow accumulation and preservation of anomalously high fractions of organic matter might be explained by two mechanisms. Increased A/S ratio results in retention of more sediment in the coastal plain, thus reducing the tendency for siliciclastic sediment to dilute the organic matter accumulating on the shelf. Also, deeper water might restrict circulation, enhancing bottom anoxic conditions. In the more transitional and continental sequences, increased A/S ratio is associated with higher phreatic water level. A high ground water table enhances preservation of coaly intervals. The sea-level rise brings marine water into valleys and low-gradient coastal plains. The resulting embayments, marsh and swampy areas are organic-prone, contributing to the source rock potential of strata associated with high conditions and base-level rise-to-fall turnaround positions.

Virtually all reservoir-quality facies are through cross-stratified sandstones which occur in channel facies successions in the lower Mirador, but in bay-head delta and estuarine channel facies successions in the upper Mirador. Petrophysical properties and the geometry, continuity and volume of reservoir-quality sandstones change regularly as function of their stratigraphic position. These vertical facies successions reflect increasing accommodation-to-sediment supply (A/S) ratio through each intermediate-term cycle. The upper long-term cycle comprises four intermediate-term, landward-stepping, symmetrical base-level cycles. These cycles consist of estuarine channel, bay-head to bay-fill facies successions. The transition from channel to bay-head to bay-fill facies successions represents an increase in A/S ratio, and the reverse transition indicates a decrease in A/S ratio. Sixteen reservoir zones were defined within the Cusiana field. Reservoirs within the upper and lower long-term cycles are separated by a continuous middle Mirador mudstone which creates two large reservoir divisions. At the second level of zonation, the reservoir compartments and fluid-flow retardants coincide with the intermediate-term stratigraphic cycles. A third level of reservoir compartmentalization follows the distribution of facies successions within the intermediate-term cycles. A strong stratigraphic control on reservoir properties occurs at the three scales of stratigraphic cyclicity. In all cases as A/S ratio increases, porosity and permeability decrease.

    This study presents the hydrogeological characteristics and flow of formation waters in the post-Paleozoic succession of the Llanos basin, a mainly siliciclastic foreland sub-Andean sedimentary basin located in Columbia between the Cordillera Oriental and the Guyanan Precambrian shield. The porosity of the sandy formations is generally high, in the range of 16-20% on average, with a trend of decreasing values with depth. Permeabilities are also relatively high, in the 10{sup 2} and 10{sup 3} md range. THe salinity (total dissolved solids) of formation waters is generally low, in the 10,000-20,000 mg/L range, suggesting that at least some strata in the basin have been flushed by metoeoric water. The shaly units in the sedimentary succession are weak aquitards in the eastern and southern parts of the basin, but are strong in the central-western part. The pressure in the basin is close to or slightly subdepth, particularly in the central-western area. The flow of formation waters in the upper units is driven mainly by topography from highs in the southwest to lows in the northeast. Local systems from the foothills and from local topographic highs in the east feed into this flow system. The flow of formation waters in the lower units is driven by topography only in the southern, eastern, and northern parts of the basin. In the central-western part, the flow is downdip toward the thrust-fold belt, driven probably by pore-space rebound induced by erosional unloading, which also is the cause of underpressuring. Hydrocarbons generated in the Cretaceous organic-rich, shaly Gacheta Formation probably have migrated updip and to the north-northeast, driven by buoyancy and entrained by the topography-driven flow of formation waters in Cretaceous-Oligocene strata in the central-western part of the basin could have created conditions for hydrodynamic entrapment of hydrocarbons.

    According to a U.S. Office of Technology Assessment report, Nigeria, Indonesia, Australia, Malaysia, Trinidad, Colombia, and Chile are the most likely sources of U.S. imports of LNG, although the areas with the greatest amounts of exportable surplus LNG are the Persian Gulf, with > 231 trillion cu ft/yr, and the U.S.S.R., with 439 trillion cu ft/yr. The import of LNG would increase the U.S. balance of payments deficit, but LNG imports seem preferable to oil imports. LNG producers have a tendency to sell to Europe or Japan, since these areas are closer to the LNG sources. Maritime Administration and Export-Import Bank programs favor the use of domestic rather than foreign LNG tankers, which tends to reduce the financial stake of foreign suppliers in uninterrupted deliveries. Exportable LNG surpluses (in trillions of cu ft/yr) include: Algeria, 8; Nigeria, 33; Southeast Asia, 41; and Western Hemisphere, 19.

    Significant rightholding changes took place in central and southern Africa during 1987. Angola, Benin, Congo, Gabon, Ghana, Guinea, Guinea Bissau, Mauritania, Seychelles, Somali Republic, Tanzania, Zaire, and Zambia announced awards or acreage open for bidding. Decreases in exploratory rightholdings occurred in Cameroon, Congo, Cote d'Ivoire, Equatorial Guinea, Gabon, Kenya, Namibia, South Africa, and Tanzania. More wells and greater footage were drilled in 1987 than in 1986. Total wells increased by 18% as 254 wells were completed compared to 217 in 1986. Footage drilled during the year increased by 46% as about 1.9 million ft were drilled compared to about 1.3 million ft in 1986. The success rate for exploration wells in 1987 improved slightly to 36% compared to 34% in 1986. Significant discoveries were made in Nigeria, Angola, Congo, and Gabon. Seismic acquisition in 1987 was the major geophysical activity during the year. Total oil production in 1987 was 773 million bbl (about 2.1 million b/d), a decrease of 7%. The decrease is mostly due to a 14% drop in Nigerian production, which comprises 60% of total regional production. The production share of OPEC countries (Nigeria and Gabon) versus non-OPEC countries of 67% remained unchanged from 1986. 24 figs., 5 tabs.

    A high-resolution sequence stratigraphic analysis of the Westbourne Formation identified five chronostratigraphic genetic units each separated by thin, but laterally extensive, shale markers interpreted as maximum lacustrine flooding surfaces. The flooding surfaces were primarily identified by their lateral persistence and high gamma-ray log response, but marked changes in bedding architecture across these surfaces also facilitated their identification. The changes in bedding architecture reflect reorganization of the depositional systems from one depositional episode to the next. The Westbourne Formation is interpreted as a series of fluvially-dominated lacustrine delta sequences. Although the genetic units generally display lobate to digitate sand body geometries, sediment transport directions between successive units is highly variable. The complex morphology of the distributary network and accompanying high degree of facies variability indicates shallow lacustrine sedimentation similar to that in the modern inland Niger River delta which provides a modern analog. Westbourne fluid flow trends were established by mapping water encroachment during field development, observing differential depletion in repeat formation test data, and monitoring production response to water shut-off workovers. The fluid flow trends emphasized the highly layered character of the Westbourne reservoirs and integrating these trends with the geologic architecture defined stratigraphic controls on Westbourne flow units. The stratigraphic framework proved essential for unraveling sediment transport patterns and thus, predicting reservoir sandstone distribution. The stratigraphic framework also provided the key to understanding water encroachment and pressure a depletion which, when combined with predicted sandstone geometries, identified several step-out drilling and recompletion opportunities.

    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

Nigeria was the continent's largest oil producer in 1979, averaging 2.3 million bpd, followed closely by Libya with 2.07 million bpd.     Petroleum exploration in the region was generally less in 1983 than in 1982. Brazil, Colombia, Ecuador, and Barbados increased crude production, whereas Argentina, Bolivia, Brazil, Colombia, Ecuador, Mexico, and Trinidad-Tobago reported increases in gas production. Although drilling activities remained low compared to past years, significant oil discoveries were reported in Colombia, Mexico, and Brazil. In Colombia, Cano Limon field is reported to be the largest field found in the Llanos region. In Brazil, important oil discoveries were made offshore in the Para, Potiquas, and Ampos basins. In Mexico, discoveries were reported in the Cerro Azul, Poza Rica (Chicontepec, Villahermosa, and Tabasco) areas onshore and in the Bay of Campeche offshore.     Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X). Brazil's upper Amazon (Solimoes basin) discovery, Colombia's Upper Magdalena basin discoveries Toldado-1 and Los Mangos-1, Mexico's Chiapas-Tabasco discoveries, Peru's confirmation of the giant Cashiriari discovery of 1986, and Venezuela's success in Monagas state were the highlights of 1987. 5 figs., 8 tabs.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    Exploration in central and southern Africa continued to expand during 1980. The greatest concentration of activity was in Nigeria. However, there was considerable increase in the level of exploratory work in Cameroon and Congo. Significant new finds have been made in Ivory Coast. Geological and geophysical activity was carried out in 18 of the countries, with those in the western part having the largest share. Seismic work involved 225 party months of operation. Most of this time was spent on land, but marine operations accounted for 73,389 km of new control. Gravity and magnetic data were recorded during the marine surveys, and several large aeromagnetic projects were undertaken to obtain a total of 164,498 line km of data. Exploratory and development drilling accounted for a total of 304 wells and 2,605,044 ft (794,212 m) of hole. The 92 exploratory wells that were drilled resulted in 47 oil and gas discoveries. In development drilling 89% of the 212 wells were successful. At the end of the year, 27 exploratory wells were underway, and 34 development wells were being drilled for a total of 61. Oil production from the countries that this review covers was 918,747,009 bbl in 1980, a drop of about 9% from the previous year. Countries showing a decline in production were Nigeria, Gabon, Cabinda, and Zaire. Increases were recorded in Cameroon, Congo, and Ghana. A new country was added to the list of producers when production from the Belier field in Ivory Coast came on stream. 33 figures, 15 tables.

    Petroleum developments in the region in 1982 had a more varied pattern than in 1981 when all aspects were upbeat with varying degrees of increases. In 1982, Brazil, Mexico, and Guatemala had striking increases in oil production; Bolivia, Chile, and Colombia had moderate increases; and Argentina, Trinidad, and Venezuela reported declines. In exploration, Argentina reported several additional offshore Tierra del Fuego discoveries in the Cretaceous Springhill and 2 more encouraging gas discoveries in the Noroeste basin. Bolivia reported an oil discovery from Silurian rocks more generally considered a gas objective. Brazil extended and confirmed the Western Amazonas gas area with 2 discoveries. Colombia added 2 more spectacular oil discoveries in the Llanos basin to follow up 2 similar finds in 1981. Several countries reported that discoveries have increased the national reserves of hydrocarbons. Considering the social, political, and economic problems in several countries, along with the worldwide depression and petroleum surplus, developments in the region have been on the whole favorable.

    LPG supplies for international trade will increase sharply through 2000 and begin to outstrip demand by 1997 or 1998. This outlook depends on several production projects proceeding as planned. Leading the way to increased volumes are projects in Algeria, Nigeria, and Australia, among others. Purvin and Gertz, Dallas, projected this trend earlier this year at an international LPG seminar near Houston. Representatives from LPG-supplying countries also presented information to support this view and subsequently supplied more specifics to OGJ in response to questions.     Business reviews of the forest industry in British Colombia, Canada, typically portray an unequivocally positive picture of its financial and economic health. In doing so, they fail to consider the following six categories of social impacts and costs: (1) direct and indirect subsidies; (2) government support through investment; (3) community dependence; (4) the maintenance of public order; (5) aboriginal title; and (6) the overestimation of employment. Our findings show that conventional economic and financial accounting methods inflate the industry's net contribution to the economy. We make a number of recommendations to address this shortcoming to improve future accounting and reporting procedures.

    A new species of black coral, Aphanipathes colombiana (Cnidaria:Antipatharia) from the Caribbean coast of Colombia is described. The species forms small flabellate colonies with anisomorphic polypar spines. It is morphologically similar to the western Atlantic species A. thyoides (Pourtales) but its hypostomal polypar spines are not reduced in size. The new species also resembles the Indo-Pacific species A. reticulata van Pesch but it has smooth-surfaced polypar spines, whereas in A. reticulata these spines have small tubercles on their surface

    This paper reports that with the exception of Venezuela, the U.S. is likely to import much oil from South American countries through 2010, the General Accounting Office reports. GAO, a congressional watchdog agency, noted the U.S. imports about 4% of its oil from Colombia, Ecuador, and Trinidad and Tobago and possibly could import from Argentina, Bolivia, Brazil, Chile, and Peru in the future. It the the eight countries' crude oil reserves are expected to increase about 30% by 2000, then slide about 2% by 2010. Their oil production is expected to climb about 21% over 1990 by 2000, then level off until 2010.

    Many countries--reflecting very different geographies, markets, and power systems--are successfully managing high levels of variable renewable energy (RE) on the grid. Australia (South Australia), Denmark, Germany, Ireland, Spain, and the United States (Colorado and Texas), for example, have effectively integrated variable RE utilizing diverse approaches. Analysis of the results from these case studies reveals a wide range of mechanisms that can be used to accommodate high penetrations of variable RE (e.g., from new market designs to centralized planning). Nevertheless, the myriad approaches collectively suggest that governments can best enable variable RE grid integration by implementing best practices in five areas of intervention: lead public engagement, particularly for new transmission; coordinate and integrate planning; develop rules for market evolution that enable system flexibility; expand access to diverse resources and geographic footprint of operations; and improve system operations.

A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

    A major experiment to study tropical convective cloud systems and their impacts will take place around Darwin, Northern Australia in early 2006. The Tropical Warm Pool International Cloud Experiment (TWP-ICE) is a collaboration including the DOE ARM (Atmospheric Radiation Measurement) and ARM-UAV programs, NASA centers, the Australian Bureau of Meteorology, CSIRO, and universities in the USA, Australia, Japan, the UK, and Canada. TWP-ICE will be preceded in November/December 2004 by a collaborating European aircraft campaign involving the EU SCOUT-O3 and UK NERC ACTIVE projects. Detailed atmospheric measurements will be made in the Darwin area through the whole Austral summer, giving unprecedented coverage through the pre-monsoon and monsoon periods.

    Liquified petroleum gases (LPG) has been used for transportation in Europe, the United States, Japan and to a much lesser extent in Australia for many years. In most cases, the vehicles have been powered by engines designed for petrol operation and subsequently converted to use LPG. The application of LPG as an automotive fuel in different countries depends heavily on the availability of the fuel and the tax policy of the government. The demand for dual fuel equipment is increasing. Some of the problems facing Australia to convert vehicles to LPG use emphasize the institutional and hardware obstacles. Before LPG can be considered to be a safe, viable alternative fuel to petrol, improvements will have to be made in safety standards, in reduced exhaust emissions, in increased fuel efficiency, and in the involvement of car manufacturers.
