This paper studies the size distributions of urban agglomerations for India and China. We have estimated the scaling exponent for the Zipf's law with the Indian census data for the years of 1981-2001 and the Chinese census data for 1990 and 2000. Along with the biased linear fit estimate, the maximum likelihood estimate for the Pareto and Tsallis q-exponential distribution has been computed. For India, the scaling exponent is in the range of [1.88, 2.06] and for China, it is in the interval [1.82, 2.29]. The goodness-of-fit tests of the estimated distributions are performed using the Kolmogorov-Smirnov statistic.

India, China and the Nathu La Understanding Beijing’s Larger Strategy towards the Region

Sikkim is of immense importance to both India and China. This brief attempts to answer two specific questions: What is China’s larger game plan vis-a-vis Nathu La? What has been Beijing’s strategy on the Chinese side across the Nathu La? The issue of Sikkim’s sovereignty has always been a bone of contention between the two countries. After Vajpayee’s visit to China in 2003, both countries agreed to resume trade through Nathu La. The significance of this step lay in China’s implicit recognition of Sikkim’s merger with India- a fact that Beijing had consistently refused to accept earlier. On 23 June 2003, Vajpayee and Wen Jiabao signed the declaration of principles for relations and comprehensive cooperation between the China and India (Xinhua 2003) including the memorandum on expanding border trade that provided for the formal reopening of Nathu La as a border trade pass between Indian and China. Reopening of the Nathu La was the most significant confidence building measure in India-China relations. What are the larger objectives and strategies of China towards this region?

One avenue for reducing the net emissions of greenhouse gases (GHG) under the Framework Convention on Climate Change (FCCC) is the joint implementation (JI) of policies and projects to the Convention. Although debate on the practical aspects of JI projects is relatively young, it already includes issues concerning the ability of governments to accept JI projects as well as the project participants` capacity to monitor, evaluate, and verify the financial and GHG benefits. The focus of this paper is an in-depth, country-by-country analysis of current and conceivable institutions in potential host countries. To understand these concerns better, in August 1994 the authors asked colleagues in five developing countries to evaluate their countries` institutional capacity for JI projects. Their perspectives are presented here as individual country case studies. The five countries--Mexico, Egypt, Thailand, India, and China--were chosen because each has significant potential for JI projects.

The countries taking part in the F-7 Network -- Brazil, China, India, Indonesia, Malaysia, Mexico, Nigeria and Thailand -- possess large tracts of tropical forests and together experience the bulk of large scale tropical deforestation. Integreation of work of indigenous researchers and institutions from the participating countries should allow for the gathering of on-site information into the more general and universally available base of knowledge. As part of our continuing assessment of Asia-Pacific energy markets, the Resources Programs of the East-West Center series of country studies that discuss in detail the structure of the energy sector. To date, our reports to the US Department of Energy, Assistant Secretary for International Affairs and Energy Emergencies, have covered Australia, China, India, Indonesia, Japan, Malaysia, New Zealand, Pakistan, the Philippines, Singapore, South Korea, Taiwan, and Thailand. The country studies provide an overview of the economic and political situation in the various countries. We have highlighted petroleum and gas issues in the country studies and have attempted to show the foreign trade implications of oil and gas trade. To the greatest extent possible, we have provided the latest available statistics. Staff members have traveled extensively in-and at times have lived in-the countries under review and have held discussions with senior policymakers in government and industry. Thus, these reports provide not only information but also the latest thinking on energy issues in the various countries. Over the next few years these country studies can be updated and will provide a continuous, long-term source of energy sector analysis for the Asia-Pacific region. This India Asia-Pacific Energy Series Country Report is the follow-on to a study by Victor Lobo, Energy in India: The Oil Sector, which was published by the East-West Center in December 1989. The study focused on the petroleum industry, particularly refining, infrastructure, marketing and distribution, specifications of products, demand structure and pricing. www.conseilinternationalducanada.org China Papers No. 6 The twisted course of Sino-Canadian relations since the Harper Conservative government acceded to power in January 2006 has rightly focused attention on the foundations of our bilateral relationship. This paper ventures a look at the basis of the bilateral relationship from the Chinese perspective. It looks at the overall objectives of China’s political and diplomatic strategy, how Chinese policy is made and the explicit and implicit place allotted to Canada within China’s overall foreign policy. Canada’s place in China’s grand strategy will be approached from two directions: the role assigned to bilateral relations with Canada as found in various Chinese foreign policy announcements and the potential role for Canada within the overall objectives of China’s grand strategy. The paper also looks at the scale of cooperation under present conditions versus the scope for cooperation that could be articulated as compatible with China’s overall foreign policy objectives consistent with Canadian foreign policy goals and objectives. The Canadian experience is offset by brief comparisons with France and Australia and some suggestions are offered on how to anchor the bilateral relationship on a sounder and more stable framework that takes into account Canada’s unique opportunities given China’s changing place in the global balance.

In Australia, natural hot springs and hot artesian bores have been developed for recreational and therapeutic purposes. A district heating system at Portland, in the Otway Basin of western Victoria, has provided uninterrupted service for 12 Sears without significant problems, is servicing a building area of 18 990 m{sup 2}, and has prospects of expansion to manufacturing uses. A geothermal well has provided hot water for paper manufacture at Traralgon, in the Gippsland Basin of eastern Victoria. Power production from hot water aquifers was tested at Mulka in South Australia, and is undergoing a four-year production trial at Birdsville in Queensland. An important Hot Dry Rock resource has been confirmed in the Cooper Basin. It has been proposed to build an HDR experimental facility to test power production from deep conductive resources in the Sydney Basin near Muswellbrook.

The Australasian Association of Cancer Registries (AACR) is a collaborative body representing state and territory cancer registries in Australia and New Zealand. Most are members of the International Association of Cancer Registries. The AACR was formed in November 1982 to provide a formal mechanism for promoting uniformity of collection, classification and collation of cancer data. The objectives of the AACR are to: • Achieve national agreement on cancer-specific data definitions and coding and to encourage compliance with such agreements. As far as possible, data definitions and coding should be consistent with existing International Association of Cancer Registries (IACR) protocols and conventions. Facilitate the production of Australian, state and territory and national statistical publications on cancer that are comparable with each other and with international statistical publications. Improve the operational efficiency, and data completeness and quality, of the state and territory and New Zealand cancer registries through collaborative sharing of information. The Australian Government Treasury modelling of a carbon price shows that Australia must purchase the benefits of overseas abatement efforts if it is to meet its emission reduction target by 2050. That is, foreign abatement will be required to supplement domestic abatement efforts. If more domestic abatement were available, fewer foreign credits would be needed. As an example, the analysis here shows that for the core Treasury policy scenario, Australia could save up to $185 billion net in abatement costs by 2050 if 25 gigawatts of nuclear generation capacity were built instead of building new fossil fuel generators.

This talk outlines a scenario describing an emerging multipolar world that is aligned with geographical regions. The stability and security of this multipolar world is examined with respect to demographics, trade (economics), resource constraints, and development. In particular I focus on Asia which has two large countries, China and India, competing for resources and markets and examine the emerging regional relations, opportunities and threats. These relationships must overcome many hurdles - the Subcontinent is in a weak position politically and strategically and faces many threats, and China's growing power could help stabilize it or create new threats. Since the fate of 1.5 billion (2.4 billion by 2050) people depends on how the Subcontinent evolves, this talk is meant to initiates a discussion of what China and India can do to help the region develop and stabilize.

India's Worsening Uranium Shortage

As a result of NSG restrictions, India cannot import the natural uranium required to fuel its Pressurized Heavy Water Reactors (PHWRs); consequently, it is forced to rely on the expediency of domestic uranium production. However, domestic production from mines and byproduct sources has not kept pace with demand from commercial reactors. This shortage has been officially confirmed by the Indian Planning Commission’s Mid-Term Appraisal of the country’s current Five Year Plan. The report stresses that as a result of the uranium shortage, Indian PHWR load factors have been continually decreasing. The Uranium Corporation of India Ltd (UCIL) operates a number of underground mines in the Singhbhum Shear Zone of Jharkhand, and it is all processed at a single mill in Jaduguda. UCIL is attempting to aggrandize operations by establishing new mines and mills in other states, but the requisite permit-gathering and development time will defer production until at least 2009. A significant portion of India’s uranium comes from byproduct sources, but a number of these are derived from accumulated stores that are nearing exhaustion. A current maximum estimate of indigenous uranium production is 430t/yr (230t from mines and 200t from byproduct sources); whereas, the current uranium requirement for Indian PHWRs is 455t/yr (depending on plant capacity factor). This deficit is exacerbated by the additional requirements of the Indian weapons program. Present power generation capacity of Indian nuclear plants is 4350 MWe. The power generation target set by the Indian Department of Atomic Energy (DAE) is 20,000 MWe by the year 2020. It is expected that around half of this total will be provided by PHWRs using indigenously supplied uranium with the bulk of the remainder provided by breeder reactors or pressurized water reactors using imported low-enriched uranium.

Using the Indian module of the Second Generation Model 9SGM, we explore a reference case and three scenarios in which greenhouse gas emissions were controlled. Two alternative policy instruments (carbon taxes and tradable permits) were analyzed to determine comparative costs of stabilizing emissions at (1) 1990 levels (the 1 X case), (2) two times the 1990 levels (the 2X case), and (3) three times the 1990 levels (the 3X case). The analysis takes into account India`s rapidly growing population and the abundance of coal and biomass relative to other fuels. We also explore the impacts of a global tradable permits market to stabilize global carbon emissions on the Indian economy under the following two emissions allowance allocation methods: (1) {open_quotes}Grandfathered emissions{close_quotes}: emissions allowances are allocated based on 1990 emissions. (2) {open_quotes}Equal per capita emissions{close_quotes}: emissions allowances are allocated based on share of global population. Tradable permits represent a lower cost method to stabilize Indian emissions than carbon taxes, i.e., global action would benefit India more than independent actions.

In much of the Western United States, reducing residential water use is a major source of water conservation, especially as population growth urbanizes agricultural land. While estimates of the potential of conservation are useful, the experience of Australia provides a realistic target for residential water conservation. Although reliability of urban water use data is often questionable, it is clear that Australians use less water than Californians, with a similar climate, economy, and culture. Per-capita usage is compared, and explanations for use differences are offered. If California had the same residential water use rates as Australia, it could have reduced gross urban water use by 2,600 GL (2.1 million acre-feet) in 2009 and potentially saved 1,800 GL (1.5 million acre-feet) for consumptive use by others.

Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

From 1950 to 2008, India experienced dramatic growth in fossil-fuel CO2 emissions averaging 5.7% per year and becoming the world's third largest fossil-fuel CO2-emitting country. Indian total emissions from fossil-fuel consumption and cement production have more than doubled since 1994. Fossil-fuel emissions in India continue to result largely from coal burning with India being the world's third largest producer of coal. Coal contributed 87% of the emissions in 1950 and 71% in 2008; at the same time, the oil fraction increased from 11% to 20%. Indian emissions data reveal little impact from the oil price increases that

This paper reports that the $2 billion (Australian) Goodwyn field development project on Australia's Northwest Shelf is under way with installation of a 17,500 metric ton steel platform jacket. Northwest Shelf project operator Woodside Petroleum Pty. Ltd. and partners are continuing with an extensive exploration program in the Northwest Shelf area. The group expects to begin soon a wide ranging 3-D seismic survey over the WA-28-P license area and the Northwest Shelf production permits. The goal is to identify new and appraise existing oil and gas prospects in the region for an exploratory drilling campaign to begin in first half 1993. Finding more gas reserves would bode well for extending existing LNG contracts with Japan or competing for new markets in Japan, South Korea, and Taiwan.

CLEAN HYDROGEN TECHNOLOGY FOR 3-WHEEL TRANSPORTATION IN INDIA

Hydrogen is a clean burning, non-polluting transportation fuel. It is also a renewable energy carrier that can be produced from non-fossil fuel resources such as solar, wind and biomass. Utilizing hydrogen as an alternative fuel for vehicles will diversify the resources of energy, and reduce dependence on oil in the transportation sector. Additionally, clean burning hydrogen fuel will also alleviate air pollution that is a very severe problem in many parts of world, especially major metropolitan areas in developing countries, such as India and China. In our efforts to foster international collaborations in the research, development, and demonstration of hydrogen technologies, through a USAID/DOE cost-shared project, Energy Conversion Devices, Inc.,(www.ovonic.com) a leading materials and alternative energy company, in collaboration with Bajaj Auto Limited, India's largest three-wheeler taxi manufacturer, has successfully developed and demonstrated prototype hydrogen ICE three-wheelers in the United States and India. ECD's proprietary Ovonic solid-state hydrogen storage technology is utilized on-board to provide a means of compact, low pressure, and safe hydrogen fuel. These prototype hydrogen three-wheelers have demonstrated comparable performance to the original CNG version of the vehicle, achieving a driving range of 130 km. The hydrogen storage system capable of storing 1 kg hydrogen can be refilled to 80% of its capacity in about 15 minutes at a pressure of 300 psi. The prototype vehicles developed under this project have been showcased and made available for test rides to the public at exhibits such as the 16th NHA annual meeting in April 2005, Washington, DC, and the SIAM (Society of Indian Automotive Manufacturers) annual conference in August 2005, New Delhi, India. Passengers have included members of the automotive industry, founders of both ECD and Bajaj, members of the World Bank, the Indian Union Minister for Finance, the President of the Asia Development Bank, members of USAID, USDOE and many other individuals, all of whom have had praise for the vehicle and the technology. The progress made through this phase I work and the importance of hydrogen three-wheelers has also resulted in extensive press coverage by the news media around the world.

The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first became involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China`s State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industrics morc energy-efficient, preparing historical reviews of cncrgy supply and demand in the People`s Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. Preparing this volume confronted us with a number of difficult issues. The most frustrating usually involved the different approaches to sectoral divisions taken in China and the US. For instance, fuel used by motor vehicles belonging to industrial enterprises is counted as industrial consumption in China; only fuel use by vehicles belonging to enterprises engaged primarily in transportation is countcd as transportation use. The estimated adjustment to count all fuel use by vehicles as transportation energy use is quite large, since a large fraction of motor vehicles belong to industrial enterprises. Similarly, Chinese industrial investment figures are skewed compared to those collected in the US because a large portion of enterprises` investment funds is directed towards providing housing and social services for workers and their families.

Foreign interest in upcoming Indian coalbed methane (CBM) concession rounds will depend on prospect quality, fiscal regime attractiveness, and perceptions interested parties will have concerning the government`s willingness to promote development. The more liberal tax and royalty provisions for foreign producers announced by the ministry of Petroleum and Natural Gas indicate that India is interested in attracting international CBM investments. This article examines the potential for developing the country`s large CBM resource base, estimated between 30 tcf (250 billion cu m) and 144 tcf (4 trillion cu m) of gas. It also provides an overview of the current contractual and regulatory framework governing CBM development.

Integrated economic models have been used to project both baseline and mitigation greenhouse gas emissions scenarios at the country and the global level. Results of these scenarios are typically presented at the sectoral level such as industry, transport, and buildings without further disaggregation. Recently, a keen interest has emerged on constructing bottom up scenarios where technical energy saving potentials can be displayed in detail (IEA, 2006b; IPCC, 2007; McKinsey, 2007). Analysts interested in particular technologies and policies, require detailed information to understand specific mitigation options in relation to business-as-usual trends. However, the limit of information available for developing countries often poses a problem. In this report, we have focus on analyzing energy use in India in greater detail. Results shown for the residential and transport sectors are taken from a previous report (de la Rue du Can, 2008). A complete picture of energy use with disaggregated levels is drawn to understand how energy is used in India and to offer the possibility to put in perspective the different sources of end use energy consumption. For each sector, drivers of energy and technology are indentified. Trends are then analyzed and used to project future growth. Results of this report provide valuable inputs to the elaboration of realistic energy efficiency scenarios.

Not only the free web is victim to China's excessive censorship, but also the Tor anonymity network: the Great Firewall of China prevents thousands of potential Tor users from accessing the network. In this paper, we investigate how the blocking mechanism is implemented, we conjecture how China's Tor blocking infrastructure is designed and we propose countermeasures. Our work bolsters the understanding of China's censorship capabilities and thus paves the way towards more effective evasion techniques.

The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China's State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People's Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

The response to the first edition of the China Energy Databook was overwhelmingly positive, and has encouraged us to issue this revised, updated, and expanded edition. It has been a natural counterpart to the Energy Analysis Program`s continuing program of collaborative research with the Energy Research Institute. No other current reference volume dedicated to China`s energy system contains a similar variety and quality of material. We have revised some of the categories and data that appeared in the old volume. The adjustment for energy consumption in the transportation sector, for instance, has been slightly changed to include some fuel use in the commercial sector, which was previously left out. As another example, natural gas consumption statistics in the first edition greatly overstated electric utility use; we have rectified that error. Some tables have changed as statistical collection and reporting practices change in China. Figures on gross output value by sector stop with 1992, and economic output in subsequent years is covered by various measures of value-added, such as national income and gross domestic product.

Description Net primary productivity (NPP) was determined for three derived savanna study sites (Ranitali, Hathinala, Telburva) on the Vindhyan plateau in Uttar Pradesh, northern India, from 1986 to 1989. Monthly dynamics of above-ground plant biomass (and below-ground, to 10 cm) were measured at each site for two annual cycles (1986/87 and 1987/88), for grazed and ungrazed plots of 1-3 hectares, and in temporarily fenced plots for one year (1987/88). China`s macro economic trends and power industry structure

Since China adopted an open door policy in 1978, its economy has grown rapidly. Between 1980 and 1993, China`s real GNP growth averaged 9.4 percent per year. Economists at the Chinese Academy of Social Sciences forecast that GNP will increase by 11.5 percent in 1994. During the rest of the decade, the Chinese government plans to reduce its annual GNP growth rate to 8-9 percent. During the 2001-2010 period, the economic growth rate is projected to decline to 6.5 percent per year. Table 1 compares China`s economic growth to other Asia-Pacific Economies, and includes projections to 2010. During the 1980s, China`s GDP growth rate was only second to that of South Korea. In the 1990`s, China is projected to have the highest economic growth in the Asia-Pacific region. China`s rapid economic growth is due to dramatic increases in the effective labor supply and effective capital stock. For the remainder of the 1990s, the effective labor supply should continue to increase rapidly because: (1) Chinese state enterprises are over-staffed and labor system reforms will move millions of these workers into more productive activities; (2) reforms in the wage system will provide increased incentives to work harder; (3) relaxation of migration controls from rural to urban areas will cause nominal labor in the industrial sector to accelerate; (4) differentials in personal income will increase and develop peer pressure on workers to work harder and earn more money; and (5) at China`s low personal income level, Chinese people are willing to trade leisure for more income as wages increase.
