    This paper presents energy performance of 12 passive solar systems for three climatically different zones of Bulgaria. The results are compared with a base-case residential house that has a design typical for these areas. The different passive solar systems are compared on the basis of the percentage of solar savings and the yield, which is the annual net benefit of adding the passive solar system. The analyses are provided based on monthly meteorological data, and the method used for calculations is the Solar Load Ratio. Recommendations for Bulgarian conditions are given. 5 refs., 4 figs., 1 tab.

    Due to the early decommissioning of four Water-Water Energy Reactors (WWER) 440-V230 reactors at the Nuclear Power Plant (NPP) near the city of Kozloduy in Bulgaria, large amounts of low and intermediate radioactive waste will arise much earlier than initially scheduled. In or-der to manage the radioactive waste from the early decommissioning, Bulgaria has intensified its efforts to provide a near surface disposal facility at Radiana with the required capacity. To this end, a project was launched and assigned in international competition to a German-Spanish consortium to provide the complete technical planning including the preparation of the Intermediate Safety Assessment Report. Preliminary results of operational and long-term safety show compliance with the Bulgarian regulatory requirements. The long-term calculations carried out for the Radiana site are also a good example of how analysis of safety assessment results can be used for iterative improvements of the assessment by pointing out uncertainties and areas of future investigations to reduce such uncertainties in regard to the potential radiological impact. The computer model used to estimate the long-term evolution of the future repository at Radiana predicted a maximum total annual dose for members of the critical group, which is carried to approximately 80 % by C-14 for a specific ingestion pathway. Based on this result and the outcome of the sensitivity analysis, existing uncertainties were evaluated and areas for reasonable future investigations to reduce these uncertainties were identified.     Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy.     This paper discusses how preparations are being made for the construction and operation of a semi commercial plant to process Australian oil shale. This plant is primarily designed to demonstrate the technical feasibility of processing these shales at low cost. Nevertheless it is expected to generate modest profits even at this demonstration level. This will be the first step in a three staged development of one of the major Australian oil shale deposits which may ultimately provide nearly 10% of Australia's anticipated oil requirements by the end of the century. In turn this development should provide the basis for a full scale oil shale industry in Australia based upon the advantageously disposed oil shale deposits there. New sources of oil are becoming critical since Australian production is declining rapidly while consumption is accelerating.

    This study aimed to evaluate the accuracy of radiographers’ screen-reading mammograms. Currently, radiologist workforce shortages may be compromising the BreastScreen Australia screening program goal to detect early breast cancer. The solution to a similar problem in the United Kingdom has successfully encouraged radiographers to take on the role as one of two screen-readers. Prior to consideration of this strategy in Australia, educational and experiential differences between radiographers in the United Kingdom and Australia emphasise the need for an investigation of Australian radiographers’ screen-reading accuracy. Ten radiographers employed by the Westmead Breast Cancer Institute with a range of radiographic (median = 28 years), mammographic (median = 13 years) and BreastScreen (median = 8 years) experience were recruited to blindly and independently screen-read an image test set of 500 mammograms, without formal training. The radiographers indicated the presence of an abnormality using BI-RADS®. Accuracy was determined by comparison with the gold standard of known outcomes of pathology results, interval matching and client 6-year follow-up. Individual sensitivity and specificity levels ranged between 76.0% and 92.0%, and 74.8% and 96.2% respectively. Pooled screen-reader accuracy across the radiographers estimated sensitivity as 82.2% and specificity as 89.5%. Areas under the reading operating characteristic curve ranged between 0.842 and 0.923. This sample of radiographers in an Australian setting have adequate accuracy levels when screen-reading mammograms. It is expected that with formal screen-reading training, accuracy levels will improve, and with support, radiographers have the potential to be one of the two screen-readers in the BreastScreen Australia program, contributing to timeliness and improved program outcomes.

This paper investigates the role that carbon markets could have in facilitating the implementation of composting, anaerobic digestion and biochar production, in the city of Tamale, in the North of Ghana. Through a life cycle assessment of implementation scenarios for low-tech, small scale variants of the above mentioned three technologies, the potential contribution they could give to climate change mitigation was assessed. Furthermore an economic assessment was carried out to study their viability and the impact thereon of accessing carbon markets. It was found that substantial climate benefits can be achieved by avoiding landfilling of organic waste, producing electricity and substituting the use of chemical fertilizer. Biochar production could result in a net carbon sequestration. These technologies were however found not to be economically viable without external subsidies, and access to carbon markets at the considered carbon price of 7 EUR/ton of carbon would not change the situation significantly. Carbon markets could help the realization of the considered composting and anaerobic digestion systems only if the carbon price will rise above 75–84 EUR/t of carbon (respectively for anaerobic digestion and composting). Biochar production could achieve large climate benefits and, if approved as a land based climate mitigation mechanism in carbon markets, it would become economically viable at the lower carbon price of 30 EUR/t of carbon.

    Australia`s electric power industry (EPI) is undergoing major restructuring. This restructuring includes commercialization of state-owned electric organization through privatization and through corporatization into separate governmental business units; structural unbundling of generation, transmission, retailing, and distribution; and creation of a National Electricity Market (NEM) organized as a centralized, market-based trading pool for buying and selling electricity. The principal rationales for change in the EPI were the related needs of enhancing international competitiveness, improving productivity, and lowering electric rates. Reducing public debt through privatization also played an important role. Reforms in the EPI are part of the overall economic reform package that is being implemented in Australia. Enhancing efficiency in the economy through competition is a key objective of the reforms. As the need for reform was being discussed in the early 1990s, Australia`s previous prime minister, Paul Keating, observed that {open_quotes}the engine which drives efficiency is free and open competition.{close_quotes} The optimism about the economic benefits of the full package of reforms across the different sectors of the economy, including the electricity industry, is reflected in estimated benefits of a 5.5 percent annual increase in real gross domestic product and the creation of 30,000 more jobs. The largest source of the benefits (estimated at 25 percent of total benefits) was projected to come from reform of the electricity and gas sectors.

An analysis of the economic and environmental impact of various generation technology options suggests that the most likely technology glide path will be gas-fired generation in the medium term, with IGCC + CCS or nuclear being the dominant baseload technology over the long run.     Australia first put categorical energy efficiency labels on residential appliances in the mid-1980s, and the first Minimum Energy Performance Standards (MEPS) for refrigerators was implemented in 1999. Updated in 2005, these MEPS were aligned with US 2001 levels. Considered together, these actions set Australia apart as having one of the most aggressive appliance efficiency programs in the world. For these reasons, together with good data on product sales over time, Australia represents a potentially fruitful case study for understanding the dynamics energy efficiency standards and labeling (EES and L) programs impacts on appliance markets. This analysis attempts to distinguish between the impacts of labeling alone as opposed to MEPS, and to probe the time-dependency of such impacts. Fortunately, in the Australian case, detailed market sales data and a comprehensive registration system provides a solid basis for the empirical evaluation of these questions. This paper analyzes Australian refrigerator efficiency data covering the years 1993-2009. Sales data was purchased from a commercial market research organization (in this case, the GfK Group) and includes sales and average price in each year for each appliance model – this can be used to understand broader trends by product class and star rating category, even where data is aggregated. Statistical regression analysis is used to model market introduction and adoption of high efficiency refrigerators according to logistic adoption model formalism, and parameterizes the way in which the Australian programs accelerated adoption of high-efficiency products and phased out others. Through this analysis, the paper presents a detailed, robust and quantitative picture of the impacts of EES and L in the Australian case, but also demonstrates a methodology of the evaluation of program impacts that could form the basis of an international evaluation framework for similar programs in other countries.

Given the history of Australian involvement in the F.C.C.C process this case-study will provides an interesting context in which to analyse discourses of environmental values. It is argued that these discourses shape and are shaped by public responses to global environmental issues in ways which have important implications for the definition of issues as `problems` with acceptable solutions, for the implementation of such solutions and for their political consequences.

The reactor burn-up calculated from the isotopic composition of the uranium is consistent with that of spent fuel from natural uranium (NU) fueled Pu production. These nuclear forensic conclusions allow us to categorically exclude Australia as the origin of the material and greatly reduce the number of candidate sources.« less

  17. Integrated geologic and engineering reservoir characterization of the Hutton Sandstone, Jackson region, Australia

    An integrated geologic and engineering reservoir characterization study of the Hutton Sandstone was completed for the Jackson region, Eromanga Basin, Australia. Our approach involves four principal steps: (1) determine reservoir architecture within a high-resolution sequence stratigraphic framework, (2) investigate trends in reservoir fluid flow, (3) integrate fluid flow trends with reservoir architecture to identify fundamental reservoir heterogeneities, and (4) identify opportunities for reserve growth. Contrary to the existing perception, the Hutton Sandstone, a continental-scale bed-load fluvial system, does not behave as a large, homogeneous tank in which pistonlike displacement of produced oil occurs unimpeded by vertical migration of the aquifer. The sequence stratigraphic analysis identified numerous thin but widespread shale units, deposited during lacustrine flooding events that periodically interrupted episodes of coarse clastic Hutton deposition. These shales represent chronostratigraphically significant surfaces. More importantly, the trends established in reservoir fluid flow from monitoring aquifer encroachment, production response to water shut-off workovers, and differential depletion in Repeat Formation Tests indicate that these shale units act as efficient barriers to vertical fluid flow. Erosion of the upper part of the Hutton reservoir by the younger Birkhead mixed-load fluvial system caused further stratigraphic complexity and introduced additional barriers to vertical and lateral migration of mobile oil and aquifer encroachment. This integrated characterization targeted strategic infill and step-out drilling and recompletion candidates.

    The Houtman Abrolhos reefs are located 80 km off the west coast of Australia between latitudes 28 and 29{degree} south. The islands are situated on three Pleistocene carbonate reef platforms which rise above the surrounding shelf. The modern coral reefs are close to the geographic limit for coral growth in the southern hemisphere and survive due to the presence of the Leeuwin current (a poleward-flowing warm stream). Two major shallow-water benthic communities coexist in the Abrolhos: a macroalgal-dominated community on the windward platform margins and a coral-dominated community on the leeward margins. These communities overlap-particularly in the platform lagoons, where competition between macroalgae and corals is intense. This interaction has been suggested as a major factor controlling the growth of cord reefs at high latitudes. The Holocene carbonate sediments lack nonskeletal components and are dominated by coral and coralline algal fragments with subordinate molluskan and echinoderm debris. The accumulations can be grouped into the following major facies: (1) coral framestone and coralline algal/serpulid boundstone, (2) submarine sand sheets, (3) subaerial coral storm ridges, (4-) peritidal to subtidal shingle and rubble veneers composed of dominantly coral debris, and (5) eolian dunes and beach sand. The Holocene sediment is a thin (< 2 m) veneer on the Pleistocene reef platform, which is emergent as small islands. The Pleistocene platform is composed of reef facies that can be directly related to the Holocene sediments. The platform is composed of framestone and boundstone facies (corals and coralline algal/serpulid facies), rudstones (submarine coral rubble facies), planar-bedded skeletal grainstones dipping 12-13{degree} (submarine sand sheet and peritidal shingle facies), and large 15-m-high eolianite dunes (eolian dune facies).

    The purpose of this study was to explore the factors influencing the implementation or the lack of implementation of advanced practitioner role in Australia. This study uses an interpretative phenomenological approach to explore the in-depth real life issues, which surround the advanced practitioner as a solution to radiologist workforce shortages in Australia. Research participants are radiographers, radiation therapists and health managers registered with the Australian Institute of Radiography (AIR) and holding senior professional and AIR Board positions with knowledge of current advanced practice. In total, seven interviews were conducted revealing education, governance, technical, people issues, change management, government, costs and timing as critical factors influencing advanced practice in Australia. Seven participants in this study perceived an advanced practice role might have major benefits and a positive impact on the immediate and long-term management of patients. Another finding is the greater respect and appreciation of each other's roles and expertise within the multidisciplinary healthcare team. Engagement is required of the critical stakeholders that have been identified as ‘blockers’ (radiologists, health departments) as well as identified allies (e.g. emergency clinicians, supportive radiologists, patient advocacy groups). The research supports that the AIR has a role to play for the professional identity of radiographers and shaping the advanced practice role in Australia.

  1. Nuclear forensic analysis of an unknown uranium ore concentrate sample seized in a criminal investigation in Australia

    In early 2009, a state policing agency raided a clandestine drug laboratory in a suburb of a major city in Australia. While searching the laboratory, they discovered a small glass jar labelled “Gamma Source” and containing a green powder. The powder was radioactive. This paper documents the detailed nuclear forensic analysis undertaken to characterize and identify the material and determine its provenance. Isotopic and impurity content, phase composition, microstructure and other characteristics were measured on the seized sample, and the results were compared with similar material obtained from the suspected source (ore and ore concentrate material). While an extensive rangemore » of parameters were measured, the key ‘nuclear forensic signatures’ used to identify the material were the U isotopic composition, Pb and Sr isotope ratios, and the rare earth element pattern. These measurements, in combination with statistical analysis of the elemental and isotopic content of the material against a database of uranium ore concentrates sourced from mines located worldwide, led to the conclusion that the seized material (a uranium ore concentrate of natural isotopic abundance) most likely originated from Mary Kathleen, a former Australian uranium mine.« less

  2. Bent-tailed radio sources in the australia telescope large area survey of the Chandra deep field south

    Using the 1.4 GHz Australia Telescope Large Area Survey, supplemented by the 1.4 GHz Very Large Array images, we undertook a search for bent-tailed (BT) radio galaxies in the Chandra Deep Field South. Here we present a catalog of 56 detections, which include 45 BT sources, 4 diffuse low-surface-brightness objects (1 relic, 2 halos, and 1 unclassified object), and a further 7 complex, multi-component sources. We report BT sources with rest-frame powers in the range 10{sup 22} ≤ P {sub 1.4} {sub GHz} ≤ 10{sup 26} W Hz{sup –1}, with redshifts up to 2 and linear extents from tens of kiloparsecs up to about 1 Mpc. This is the first systematic study of such sources down to such low powers and high redshifts and demonstrates the complementary nature of searches in deep, limited area surveys as compared to shallower, large surveys. Of the sources presented here, one is the most distant BT source yet detected at a redshift of 2.1688. Two of the sources are found to be associated with known clusters: a wide-angle tail source in A3141 and a putative radio relic which appears at the infall region between the galaxy group MZ 00108 and the galaxy cluster AMPCC 40. Further observations are required to confirm the relic detection, which, if successful, would demonstrate this to be the least powerful relic yet seen with P {sub 1.4} {sub GHz} = 9 × 10{sup 22} W Hz{sup –1}. Using these data, we predict future 1.4 GHz all-sky surveys with a resolution of ∼10 arcsec and a sensitivity of 10 μJy will detect of the order of 560,000 extended low-surface-brightness radio sources of which 440,000 will have a BT morphology.

    Climate change is one of the greatest challenges facing the globe and there is substantial evidence that this will result in a number of health impacts, regardless of the level of greenhouse gas mitigation. It is therefore apparent that a combined approach of mitigation and adaptation will be required to protect public health. While the importance of mitigation is recognised, this project focused on the role of adaptation strategies in addressing the potential health impacts of climate change. The nature and magnitude of these health impacts will be determined by a number of parameters that are dependent upon the location. Firstly, climate change will vary between regions. Secondly, the characteristics of each region in terms of population and the ability to adapt to changes will greatly influence the extent of the health impacts that are experienced now and into the future. Effective adaptation measures therefore need to be developed with these differences in mind. A Health Impact Assessment (HIA) framework was used to consider the implications of climate change on the health of the population of Western Australia (WA) and to develop a range of adaptive responses suited to WA. A broad range of stakeholders participated in the HIA process, providing informed input into developing an understanding of the potential health impacts and potential adaptation strategies from a diverse sector perspective. Potential health impacts were identified in relation to climate change predictions in WA in the year 2030. The risk associated with each of these impacts was assessed using a qualitative process that considered the consequences and the likelihood of the health impact occurring. Adaptations were then developed which could be used to mitigate the identified health impacts and provide responses which could be used by Government for future decision making. The periodic application of a HIA framework is seen as an ideal tool to develop appropriate adaptation strategies to address the potential health impacts of climate change.

    Health service and partners completed an equity focussed health impact assessment to influence the consideration of health and equity within regional land-use planning in Queensland, Australia. This project demonstrated how an equity oriented assessment matrix can assist in testing regional planning scenarios. It is hoped that this HIA will contribute to the emerging interest in ensuring that potential differential health impacts continue to be considered as part of land-use planning processes.

    We describe the design, performance, sensitivity and results of our recent experiments using the Australia Telescope Compact Array (ATCA) for lunar Cherenkov observations with a very wide (600 MHz) bandwidth and nanosecond timing, including a limit on an isotropic neutrino flux. We also make a first estimate of the effects of small-scale surface roughness on the effective experimental aperture, finding that contrary to expectations, such roughness will act to increase the detectability of near-surface events over the neutrino energy-range at which our experiment is most sensitive (though distortions to the time-domain pulse profile may make identification more difficult). The aim of our 'Lunar UHE Neutrino Astrophysics using the Square Kilometre Array' (LUNASKA) project is to develop the lunar Cherenkov technique of using terrestrial radio telescope arrays for ultrahigh energy (UHE) cosmic ray (CR) and neutrino detection, and, in particular, to prepare for using the Square Kilometre Array (SKA) and its path-finders such as the Australian SKA Pathfinder (ASKAP) and the Low Frequency Array (LOFAR) for lunar Cherenkov experiments.

    Understanding long-term changes in forest ecosystem carbon stocks under forest management practices such as timber harvesting is important for assessing the contribution of forests to the global carbon cycle. Harvesting effects are complicated by the amount, type, and condition of residue left on-site, the decomposition rate of this residue, the incorporation of residue into soil organic matter and the rate of new detritus input to the forest floor from regrowing vegetation. In an attempt to address these complexities, the forest succession model LINKAGES was used to assess the production of aboveground biomass, detritus, and soil carbon stocks in native Eucalyptus forests as influenced by five harvest management practices in New South Wales, Australia. The original decomposition sub-routines of LINKAGES were modified by adding components of the Rothamsted (RothC) soil organic matter turnover model. Simulation results using the new model were compared to data from long-term forest inventory plots. Good agreement was observed between simulated and measured above-ground biomass, but mixed results were obtained for basal area. Harvesting operations examined included removing trees for quota sawlogs (QSL, DBH >80 cm), integrated sawlogs (ISL, DBH >20 cm) and whole-tree harvesting in integrated sawlogs (WTH). We also examined the impact of different cutting cycles (20, 50 or 80 years) and intensities (removing 20, 50 or 80 m{sup 3}). Generally medium and high intensities of shorter cutting cycles in sawlog harvesting systems produced considerably higher soil carbon values compared to no harvesting. On average, soil carbon was 2-9% lower in whole-tree harvest simulations whereas in sawlog harvest simulations soil carbon was 5-17% higher than in no harvesting.

Black-Right-Pointing-Pointer There is industry support for an entry-level, minimum industry qualification. - Abstract: Vocational Education and Training (VET) is an essential tool for providing waste management and recycling workers with the necessary skills and knowledge needed to beneficially influence their own employment and career development; and to also ensure productivity and safe working conditions within the organisations in which they are employed. Current training opportunities within Queensland for the sector are limited and not widely communicated or marketed; with other States, particularly Victoria and New South Wales, realising higher numbers of VET enrollments for waste management courses. This paper presents current VET opportunities and trends for the Queensland waste management sector. Results from a facilitated workshop to identify workforce requirements and future training needs organised by the Waste Contractors and Recyclers Association of Queensland (WCRAQ) are also presented and discussion follows on the future training needs of the industry within Queensland.

    A high-resolution sequence stratigraphic analysis of the Westbourne Formation identified five chronostratigraphic genetic units each separated by thin, but laterally extensive, shale markers interpreted as maximum lacustrine flooding surfaces. The flooding surfaces were primarily identified by their lateral persistence and high gamma-ray log response, but marked changes in bedding architecture across these surfaces also facilitated their identification. The changes in bedding architecture reflect reorganization of the depositional systems from one depositional episode to the next. The Westbourne Formation is interpreted as a series of fluvially-dominated lacustrine delta sequences. Although the genetic units generally display lobate to digitate sand body geometries, sediment transport directions between successive units is highly variable. The complex morphology of the distributary network and accompanying high degree of facies variability indicates shallow lacustrine sedimentation similar to that in the modern inland Niger River delta which provides a modern analog. Westbourne fluid flow trends were established by mapping water encroachment during field development, observing differential depletion in repeat formation test data, and monitoring production response to water shut-off workovers. The fluid flow trends emphasized the highly layered character of the Westbourne reservoirs and integrating these trends with the geologic architecture defined stratigraphic controls on Westbourne flow units. The stratigraphic framework proved essential for unraveling sediment transport patterns and thus, predicting reservoir sandstone distribution. The stratigraphic framework also provided the key to understanding water encroachment and pressure a depletion which, when combined with predicted sandstone geometries, identified several step-out drilling and recompletion opportunities.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

    The report presents a model for exchange of electronic documents between different government administrations. It defines electronic messages that are transmitted between them and the way that messages should be processed by software systems. The proposed approach is sufficiently general and allows use of the best applicable information technologies such as data presentation structures and communication protocols. Within the study, a simple implementation of the model is implemented and deployed in various government administrations in Republic of Bulgaria.

    Polychlorinated biphenyls (PCBs) though banned still find use in most developing countries including Ghana. PCB congener residues in sediments in the coastal regions of Ghana were determined. Sediment samples (n=80) were collected between June 2008 and March 2009, extracted by the continuous soxhlet extraction using (1:1) hexane-acetone mixture for 24 h and analyzed with a CP 3800 gas chromatogram equipped with {sup 65}Ni electron capture detector (GC-ECD) and a mixed PCBs standard of the ICES 7 as marker, after clean-up. Validation of the efficiency and precision of the extraction and analytical methods were done by extracting samples spiked with 2 ppm ICES PCB standard and a certified reference material 1941b for marine sediments from NIST, USA, and analyzed alongside the samples. Total PCBs detected in sediments during the dry and wet seasons were, respectively, 127 and 112 {mu}g/kg dry weight (dw), with a mean concentration of 120 {mu}g/kg (dw). The composition of PCB homologues in the sediments were dominated by tri-, penta- and tetra-PCBs. There was no correlation between organic carbon (OC) of the sediments and total PCBs content. Risk assessments conducted on the levels indicated that PCB levels in sediments along the coastal region of Ghana poses no significant health risk to humans.

    Environmental assessment (EA) follow-up provides a means for monitoring and evaluating the implementation of environmental impact studies. It is integral to the success or failure of a project or program. In spite of its importance, very little attention is given to the need for follow-up programs in most jurisdictions in Africa. Using a case study in the Ghanaian mining sector, this paper explores the challenges and opportunities within the country's EA process for an effective follow-up program. The paper is based on informal interviews, content analysis of relevant publications, official EA documents, and internet searches. The authors suggest a standard EA follow-up program to be formalized as an integral part of Ghana's environmental assessment policy. They also propose a follow-up process that harnesses existing opportunities within the country's EA system. This approach can be replicated in other African countries.

    Greenhouse gas emissions from the forestry sector are estimated to be 8.4 GtCO2-eq./year or about 17percent of the global emissions. We estimate that the cost forreducing deforestation is low in Africa and several times higher in Latin America and Southeast Asia. These cost estimates are sensitive to the uncertainties of how muchunsustainable high-revenue logging occurs, little understood transaction and program implementation costs, and barriers to implementation including governance issues. Due to lack of capacity in the affected countries, achieving reduction or avoidance of carbon emissions will require extensive REDD-plus programs. Preliminary REDD-plus Readiness cost estimates and program descriptions for Indonesia, Democratic Republic of the Congo, Ghana, Guyana and Mexico show that roughly one-third of potential REDD-plus mitigation benefits might come from avoided deforestation and the rest from avoided forest degradation and other REDD-plus activities.

In Egypt, the return of Israeli-occupied oil fields and a surge in productive capacity enabled production averaging 524,000 bpd. (Kogas) has hired Whessoe Varec, Calais, to provide monitoring systems for four LNG storage tanks being built at Kogas` Inchon terminal. For Elgas Ltd., Port Botany, Australia, Whessoe Varec has already shipped a safety valve-shutdown system to a new LPG cavern-storage facility under construction. The paper describes the systems, terminal monitoring, dynamic approach to tank management, and meeting the growing demand for LPG.

    LPG supplies for international trade will increase sharply through 2000 and begin to outstrip demand by 1997 or 1998. This outlook depends on several production projects proceeding as planned. Leading the way to increased volumes are projects in Algeria, Nigeria, and Australia, among others. Purvin and Gertz, Dallas, projected this trend earlier this year at an international LPG seminar near Houston. Representatives from LPG-supplying countries also presented information to support this view and subsequently supplied more specifics to OGJ in response to questions.     This report presents the results from Task 1 of the Second International Piping Integrity Research Group (IPIRG-2) program. The IPIRG-2 program is an international group program managed by the US Nuclear Regulatory Commission (US NRC) and funded by a consortium of organizations from 15 nations including: Bulgaria, Canada, Czech Republic, France, Hungary, Italy, Japan, Republic of Korea, Lithuania, Republic of China, Slovak Republic, Sweden, Switzerland, the United Kingdom, and the United States. The objective of the program was to build on the results of the IPIRG-1 and other related programs by extending the state-of-the-art in pipe fracture technology through the development of data needed to verify engineering methods for assessing the integrity of nuclear power plant piping systems that contain defects. The IPIRG-2 program included five main tasks: Task 1 - Pipe System Experiments with Flaws in Straight Pipe and Welds Task 2 - Fracture of Flawed Fittings Task 3 - Cyclic and Dynamic Load Effects on Fracture Toughness Task 4 - Resolution of Issues From IPIRG-1 and Related Programs Task 5 - Information Exchange Seminars and Workshops, and Program Management. The scope of this report is to present the results from the experiments and analyses associated with Task 1 (Pipe System Experiments with Flaws in Straight Pipe and Welds). The rationale and objectives of this task are discussed after a brief review of experimental data which existed after the IPIRG-1 program.

    Many countries--reflecting very different geographies, markets, and power systems--are successfully managing high levels of variable renewable energy (RE) on the grid. Australia (South Australia), Denmark, Germany, Ireland, Spain, and the United States (Colorado and Texas), for example, have effectively integrated variable RE utilizing diverse approaches. Analysis of the results from these case studies reveals a wide range of mechanisms that can be used to accommodate high penetrations of variable RE (e.g., from new market designs to centralized planning). Nevertheless, the myriad approaches collectively suggest that governments can best enable variable RE grid integration by implementing best practices in five areas of intervention: lead public engagement, particularly for new transmission; coordinate and integrate planning; develop rules for market evolution that enable system flexibility; expand access to diverse resources and geographic footprint of operations; and improve system operations.

    Innovative strategies for effective basin-scale salinity management have been developed in the Hunter River Basin of Australia and more recently in the San Joaquin River Basin of California. In both instances web-based stakeholder information dissemination has been a key to achieving a high level of stakeholder involvement and the formulation of effective decision support salinity management tools. A common element to implementation of salinity management strategies in both river basins has been the concept of river assimilative capacity for controlling export salt loading and the potential for trading of the right to discharge salt load to the river - the Hunter River in Australia and the San Joaquin River in California. Both rivers provide basin drainage and the means of exporting salt to the ocean. The paper compares and contrasts the use of monitoring, modeling and information dissemination in the two basins to achieve environmental compliance and sustain irrigated agriculture in an equitable and socially and politically acceptable manner.

  18. Experiment to Characterize Tropical Cloud Systems

    A major experiment to study tropical convective cloud systems and their impacts will take place around Darwin, Northern Australia in early 2006. The Tropical Warm Pool International Cloud Experiment (TWP-ICE) is a collaboration including the DOE ARM (Atmospheric Radiation Measurement) and ARM-UAV programs, NASA centers, the Australian Bureau of Meteorology, CSIRO, and universities in the USA, Australia, Japan, the UK, and Canada. TWP-ICE will be preceded in November/December 2004 by a collaborating European aircraft campaign involving the EU SCOUT-O3 and UK NERC ACTIVE projects. Detailed atmospheric measurements will be made in the Darwin area through the whole Austral summer, giving unprecedented coverage through the pre-monsoon and monsoon periods.

    Liquified petroleum gases (LPG) has been used for transportation in Europe, the United States, Japan and to a much lesser extent in Australia for many years. In most cases, the vehicles have been powered by engines designed for petrol operation and subsequently converted to use LPG. The application of LPG as an automotive fuel in different countries depends heavily on the availability of the fuel and the tax policy of the government. The demand for dual fuel equipment is increasing. Some of the problems facing Australia to convert vehicles to LPG use emphasize the institutional and hardware obstacles. Before LPG can be considered to be a safe, viable alternative fuel to petrol, improvements will have to be made in safety standards, in reduced exhaust emissions, in increased fuel efficiency, and in the involvement of car manufacturers.
