    A demonstration compressed natural gas (CNG) bus has been operating on The University of Texas at Austin shuttle system since 1992. This CNG vehicle, provided by the Blue Bird Company, was an opportunity for the University to evaluate the effectiveness of a CNG bus for shuttle operations. Three basic operating comparisons were made: (1) fuel consumption, (2) tire wear, and (3) vehicle performance. The bus was equipped with a data logger, which was downloaded regularly, for trip reports. Tire wear was monitored regularly, and performance tests were conducted at the Natural Gas Vehicle Technology Center. Overall, the data suggest that fuel costs for the CNG bus are comparable to those for University diesel buses. This is a result of the lower fuel price for natural gas. Actual natural gas fuel consumption was higher for the CNG buses than for the diesel buses. Due to weight differences, tire wear was much less on the CNG buses. Finally, after installation of a closed-loop system, the CNG bus out-performed the diesel bus on acceleration, grade climbing ability, and speed.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Texas Army National Guard (ARNG) property in Austin, Texas. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing, preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining, site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Bee Caves Armory property, the requirements of the Department of Defense Installation Restoration Program. Of concern is the potential for hazardous waste to be present on the property as a result of the former Nike Missile Base operations or in the form of original construction materials. Environmentally sensitive operations associated with the property from that period include (1) underground fuel storage, (2) hazardous materials storage/use, (3) disposal of hazardous waste and (4) release of hazardous waste water.

    'EFRC:CST at the University of Texas at Austin - A DOE Energy Frontier Research Center' was submitted by the EFRC for Understanding Charge Separation and Transfer at Interfaces in Energy Materials (EFRC:CST) to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. EFRC:CST is directed by Xiaoyang Zhu at the University of Texas at Austin in partnership with Sandia National Laboratories. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009. These collaboratively-organized centers conduct fundamental research focused on 'grand challenges' and use-inspired 'basic research needs' recently identified in major strategic planning efforts by the scientific community.     Patterns of microearthquakes detected downhole defined fracture orientation and extent in the Austin chalk, Giddings field, TX and the 76 field, Clinton Co., KY. We collected over 480 and 770 microearthquakes during hydraulic stimulation at two sites in the Austin chalk, and over 3200 during primary production in Clinton Co. Data were of high enough quality that 20%, 31% and 53% of the events could be located, respectively. Reflected waves constrained microearthquakes to the stimulated depths at the base of the Austin chalk. In plan view, microearthquakes defined elongate fracture zones extending from the stimulation wells parallel to the regional fracture trend. However, widths of the stimulated zones differed by a factor of five between the two Austin chalk sites, indicating a large difference in the population of ancillary fractures. Post-stimulation production was much higher from the wider zone. At Clinton Co., microearthquakes defined low-angle, reverse-fault fracture zones above and below a producing zone. Associations with depleted production intervals indicated the mapped fractures had been previously drained. Drilling showed that the fractures currently contain brine. The seismic behavior was consistent with poroelastic models that predicted slight increases in compressive stress above and below the drained volume.

    The old diagnostic neutral beam injector first operated at the University of Texas at Austin is ready for rejoining the joint Texas experimental tokamak (J-TEXT). A new set of high voltage power supplies has been equipped and there is no limitation for beam modulation or beam pulse duration henceforth. Based on the spectra of fully striped impurity ions induced by the diagnostic beam the design work for toroidal charge exchange recombination spectroscopy (CXRS) system is presented. The 529 nm carbon VI (n = 8 ? 7 transition) line seems to be the best choice for ion temperature and plasma rotation measurements and the considered hardware is listed. The design work of the toroidal CXRS system is guided by essential simulation of expected spectral results under the J-TEXT tokamak operation conditions.

    Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.

    In the spring of 2002, the Department of Energy provided an initial 1-year grant to the Bureau of Economic Geology (BEG) at The University of Texas at Austin (UT). The grant covered the one-year operational expenses of a worldclass core and cuttings facility located in Houston, Texas, that BP America donated to the BEG. The DOE investment of $300,000, matched by a $75,000 UT contribution, provided critical first-year funds that were heavily leveraged by the BP gift of $7.0 million in facilities and cash. DOE also provided a one-month extension and grant of $30,000 for the month of May 2003. A 5-year plan to grow a permanent endowment in order to manage the facility in perpetuity is well under way and on schedule. The facility, named the Houston Research Center, represents an ideal model for a strong Federal, university, and private partnership to accomplish a national good. This report summarizes the activities supported by the initial DOE grant during the first 13 months of operation and provides insight into the activities and needs of the facility in the second year of operation.

    Shell Oil Company donated its proprietary core and sample repository to the Bureau of Economic Geology, The University of Texas at Austin, in 1994. This collection of geologic materials is composed of 325,000 boxes of rocks and samples housed in a 32,700-ft{sup 2} warehouse in Midland, Texas. The material includes cores from more than 3,000 wells (75,000 boxes) and cuttings from more than 90,000 wells (260,000 boxes). In addition to the warehouse space, the repository consists of layout rooms, a processing room, and office space. The U.S. Department of Energy provided $375,000 under Grant Number DE-FG22-94BC14854 for organizing the collection, staffing the facility, and making the material available to the public for the first 5 years of operation. Shell Oil Company provided an endowment of $1.3 million to cover the cost of operating the facility after the fifth year of operation.

    The City of Houston is committed to achieving a sustainable solar infrastructure. In 2008, Houston was named a United States Department of Energy (DOE) Solar America City. As a Solar America City, Houston teamed with the Houston Advanced Research Center (HARC), Sandia National Laboratory (Sandia), industry, and academia, to implement the Solar Houston Initiative and prepare the Solar Houston Plan. The Solar Houston initiative was focused on identifying and overcoming barriers associated with establishing a solar infrastructure that is incorporated into the City of Houstons overall energy plan. A broad group of Houston area stakeholders, facilitated by HARC, came together to develop a comprehensive solar plan that went beyond technology to address barriers and establish demonstrations, public outreach, education programs and other activities. The plan included proposed scopes of work in four program areas: policies, solar integration, public outreach, and education. Through the support of the DOE SunShot Rooftop Solar Challenge (RSC) grant to the Texas Collaboration (San Antonio, Austin, and Hosuton), Houston has been able to implement several of the recommendations of the Solar Houston Plan. Specific recommendations that this project was able to support include; Working with the other Texas Solar America Cities (San Antonio and Austin), to harmonize permitting and inspection processes to simplify for installers and lower soft costs of installation; Participating in state level solar policy groups such as the Texas Renewable Energy Industries Association (TRIEA); Continued coordination with the local transmission and distribution utility (CenterPoint) and retail electric providers (REP); Identification of opportunities to improve permitting and interconnection; Providing training on PV systems to City inspectors; Educating the public by continuing outreach, training, and workshops, particularly using the the Green Building Resources Center; Evaluating methods of addressing financial barriers to residential solar; Maintaining www.solarhoustontx.org; and Continuing meetings with stakeholders to get ongoing feedback from the solar community on their needs. The following sections provide a brief summary of the activities completed under each of the nine tasks specifically related to the RSC grant. Reports and other backup information are included in the appendices.

    The Texas Hydrogen Highway project has showcased a hydrogen fuel cell transit bus and hydrogen fueling infrastructure that was designed and built through previous support from various public and private sector entities. The aim of this project has been to increase awareness among transit agencies and other public entities on these transportation technologies, and to place such technologies into commercial applications, such as a public transit agency. The initial project concept developed in 2004 was to show that a skid-mounted, fully-integrated, factory-built and tested hydrogen fueling station could be used to simplify the design, and lower the cost of fueling infrastructure for fuel cell vehicles. The approach was to design, engineer, build, and test the integrated fueling station at the factory then install it at a site that offered educational and technical resources and provide an opportunity to showcase both the fueling station and advanced hydrogen vehicles. The two primary technology components include: Hydrogen Fueling Station: The hydrogen fueling infrastructure was designed and built by Gas Technology Institute primarily through a funding grant from the Texas Commission on Environmental Quality. It includes hydrogen production, clean-up, compression, storage, and dispensing. The station consists of a steam methane reformer, gas clean-up system, gas compressor and 48 kilograms of hydrogen storage capacity for dispensing at 5000 psig. The station is skid-mounted for easy installation and can be relocated if needed. It includes a dispenser that is designed to provide temperaturecompensated fills using a control algorithm. The total station daily capacity is approximately 50 kilograms. Fuel Cell Bus: The transit passenger bus built by Ebus, a company located in Downey, CA, was commissioned and acquired by GTI prior to this project. It is a fuel cell plug-in hybrid electric vehicle which is ADA compliant, has air conditioning sufficient for Texas operations, and regenerative braking for battery charging. It uses a 19.3 kW Ballard PEM fuel cell, will store 12.6 kg of hydrogen at 350 Bar, and includes a 60 kWh battery storage system. The objectives of the project included the following: (a) To advance commercialization of hydrogen-powered transit buses and supporting infrastructure; (b) To provide public outreach and education by showcasing the operation of a 22-foot fuel cell hybrid shuttle bus and Texas first hydrogen fueling infrastructure; and (c) To showcase operation of zero-emissions vehicle for potential transit applications. As mentioned above, the project successfully demonstrated an early vehicle technology, the Ebus plug-in hybrid fuel cell bus, and that success has led to the acquisition of a more advanced vehicle that can take advantage of the same fueling infrastructure. Needed hydrogen station improvements have been identified that will enhance the capabilities of the fueling infrastructure to serve the new bus and to meet the transit agency needs. Over the course of this project, public officials, local government staff, and transit operators were engaged in outreach and education activities that acquainted them with the real world operation of a fuel cell bus and fueling infrastructure. Transit staff members in the Dallas/Ft. Worth region were invited to a workshop in Arlington, Texas at the North Central Texas Council of Governments to participate in a workshop on hydrogen and fuel cells, and to see the fuel cell bus in operation. The bus was trucked to the meeting for this purpose so that participants could see and ride the bus. Austin area transit staff members visited the fueling site in Austin to be briefed on the bus and to participate in a fueling demonstration. This led to further meetings to determine how a fuel cell bus and fueling station could be deployed at Capital Metro Transit. Target urban regions that expressed additional interest during the project in response to the outreach meetings and showcase events include San Antonio and Austin, Texas. In summary, the project objectives were achieved in the following ways: Through presentations and papers provided to a variety of audiences in multiple venues, the project team fulfilled its goal of providing education and outreach on hydrogen technology to statewide audiences. The project team generated interest that exists well beyond the completion of the project, and indeed, helped to generate financial support for a subsequent hydrogen vehicle project in Austin. The University of Texas, Center for ElectroMechanics operated the fuel cell-electric Ebus vehicle for over 13,000 miles in Austin, Texas in a variety of routes and loading configurations. The project took advantage of prior efforts that created a hydrogen fueling station and fuel cell electric-hybrid bus and continued to verify their technical foundation, while informing and educating potential future users of how these technologies work.

    Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As a local sponsor for HPwES, Austin Energy's HPwES program offers a complete home energy assessment and a list of recommendations for efficiency improvements, along with cost estimates. The owner can choose to implement only one or the complete set of energy conservation measures. Austin Energy facilitates the process by providing economic incentives to the homeowner through its HPwES Loan program and its HPwES Rebate program. In 2005, the total number of participants in both programs was approximately 1,400. Both programs are only available for improvements made by a participating HPwES contractor. The individual household billing data - encompassing more than 7,000 households - provided by Austin Energy provides a rich data set to estimate the impacts of its HPwES program. The length of the billing histories is sufficient to develop PRISM-type models of electricity use based on several years of monthly bills before and after the installation of the conservation measures. Individual household savings were estimated from a restricted version of a PRISM-type regression model where the reference temperature to define cooling (or heating degree days) was estimated along with other parameters. Because the statistical quality of the regression models varies across individual households, three separate samples were used to measure the aggregate results. The samples were distinguished on the basis of the statistical significance of the estimated (normalized) cooling consumption. A normalized measure of cooling consumption was based on average temperatures observed over the most recent nine-year period ending in 2006. This study provided a statistically rigorous approach to incorporating the variability of expected savings across the households in the sample together with the uncertainty inherent in the regression models used to estimate those savings. While the impact of the regression errors was found to be relatively small in these particular samples, this approach may be useful in future studies using individual household billing data. The median percentage savings for the largest sample of 6,000 households in the analysis was 32%, while the mean savings was 28%. Because the number of households in the sample is very large, the standard error associated with the mean percentage savings are very small, less than 1%. A conservative statement of the average savings is that is falls in the range of 25% to 30% with a high level of certainty. This preliminary analysis provides robust estimates of average program savings, but offers no insight into how savings may vary by type of conservation measure or whether savings vary by the amount of cooling electricity used prior to undertaking the measure. Follow-up researchers may want to analyze the impacts of specific ECMs. Households that use electricity for heating might also be separately analyzed. In potential future work several methodological improvements could also be explored. As mentioned in Section 2, there was no formal attempt to clean the data set of outliers and other abnormal patterns of billing data prior to the statistical analysis. The restriction of a constant reference temperature might also be relaxed. This approach may provide evidence as to whether any 'take-back' efforts are present, whereby thermostat settings are lowered during the summer months after the measures are undertaken (reflected in lower reference temperatures in the post-ECM period). A more extended analysis may also justify the investment in and use of the PRISM software package, which may provide more diagnostic measures with respect to the reference temperature.     Since early 1977, the Bureau of Economic Geology has been evaluating several salt-bearing basins within the State of Texas as part of the national nuclear repository program. The Bureau, a research unit of The University of Texas at Austin and the State of Texas, is carrying out a long-term program to gather and interpret all geologic and hydrologic information necessary for description, delineation, and evaluation of salt-bearing strata in the Palo Duro and Dalhart Basins of the Texas Panhandle. The program in FY 79 has been subdivided into four broad research tasks, which are addressed by a basin analysis group, a surface studies group, a geohydrology group, and a host-rock analysis group. The basin analysis group has delineated the structural and stratigraphic framework of the basins, initiated natural resource assessment, and integrated data from 8000 ft (2400 m) of core material into salt-stratigraphy models. Salt depth and thickness have been delineated for seven salt-bearing stratigraphic units. Concurrently, the surface studies group has collected ground and remotely sensed data to describe surficial processes, including salt solution, slope retreat/erosion mechanisms, geomorphic evolution, and fracture system development. The basin geohydrology group has begun evaluating both shallow and deep fluid circulation within the basins. The newly formed host-rock analysis group has initiated study of cores from two drilling sites for analysis of salt and the various lithologies overlying and interbedded with salt units. This paper, a summary report of progress in FY 79, presents principal conclusions and reviews methods used and types of data and maps generated.

    The objectives of this project are to evaluate the feasibility of carbon dioxide (CO{sub 2}) sequestration in Texas low-rank coals and to determine the potential for enhanced coalbed methane (CBM) recovery as an added benefit of sequestration. there were two main objectives for this reporting period. first, they wanted to collect wilcox coal samples from depths similar to those of probable sequestration sites, with the objective of determining accurate parameters for reservoir model description and for reservoir simulation. The second objective was to pursue opportunities for determining permeability of deep Wilcox coal to use as additional, necessary data for modeling reservoir performance during CO{sub 2} sequestration and enhanced coalbed methane recovery. In mid-summer, Anadarko Petroleum Corporation agreed to allow the authors to collect Wilcox Group coal samples from a well that was to be drilled to the Austin Chalk, which is several thousand feet below the Wilcox. In addition, they agreed to allow them to perform permeability tests in coal beds in an existing shut-in well. Both wells are in the region of the Sam K. Seymour power station, a site that they earlier identified as a major point source of CO{sub 2}. They negotiated contracts for sidewall core collection and core analyses, and they began discussions with a service company to perform permeability testing. To collect sidewall core samples of the Wilcox coals, they made structure and isopach maps and cross sections to select coal beds and to determine their depths for coring. On September 29, 10 sidewall core samples were obtained from 3 coal beds of the Lower Calvert Bluff Formation of the Wilcox Group. The samples were desorbed in 4 sidewall core canisters. Desorbed gas samples were sent to a laboratory for gas compositional analyses, and the coal samples were sent to another laboratory to measure CO{sub 2}, CH{sub 4}, and N{sub 2} sorption isotherms. All analyses should be finished by the end of December. A preliminary report shows methane content values for the desorbed coal samples ranged between 330 and 388 scf/t., on ''as received'' basis. Residual gas content of the coals was not included in the analyses, which results in an approximate 5-10% underestimation of in-situ gas content. Coal maps indicate that total coal thickness is 40-70 ft in the Lower Calvert Bluff Formation of the Wilcox Group in the vicinity of the Sam K. Seymour power plant. A conservative estimate indicates that methane in place for a well on 160-acre spacing is approximately 3.5 Bcf in Lower Calvert Bluff coal beds. When they receive sorption isotherm data from the laboratory, they will determine the amount of CO{sub 2} that it may be possible to sequester in Wilcox coals. In December, when the final laboratory and field test data are available, they will complete the reservoir model and begin to simulate CO{sub 2} sequestration and enhanced CH{sub 4} production.
