    Under Title IX of the 1990 Clean Air Act Amendments, Congress reauthorized the National Acid Precipitation Assessment Program (NAPAP) to continue coordinating acid rain research and monitoring, as it had done during the previous decade, and to provide Congress with periodic reports. In particular, Congress asked NAPAP to assess all available data and information to answer two questions: (1) What are the costs, benefits, and effectiveness of Title IV? This question addresses the costs and economic impacts of complying with the Acid Rain Program as well as benefit analyses associated with the various human health and welfare effects, including reduced visibility, damages to materials and cultural resources, and effects on ecosystems. (2) What reductions in deposition rates are needed to prevent adverse ecological effects? This complex questions addresses ecological systems and the deposition levels at which they experience harmful effects. The results of the assessment of the effects of Title IV and of the relationship between acid deposition rates and ecological effects were to be reported to Congress quadrennially, beginning with the 1996 report to Congress. The objective of this Report is to address the two main questions posed by Congress and fully communicate the results of the assessment to decision-makers. Given the primary audience, most of this report is not written as a technical document, although information supporting the conclusions is provided along with references.

    By Congress in 1977 as an independent entity within the Department of Energy, the Energy Information Administration (EIA) is the principal and authoritative source of comprehensive energy data for the Congress, the Federal Government, the States, and the public. During 1992, EIA provided information and analysis in response to many energy-related issues and events, including Hurricane Andrew. In addition, EIA made substantial strides in a number of critical special projects, most notably development of the National Energy Modeling System, preparation of National Petroleum Council studies on petroleum refining and natural gas, and establishment of oxygenate data program mandated by the Clean Air Act Amendments of 1990. EIA also took advantage of new opportunities for international consultations and energy information exchanges. This report to Congress contains energy-related information on the following: petroleum; natural gas; integrated analysis and forecasting; electricity; coal; energy markets and end use, nuclear, statistical standards, and information services. The appendices include: data collection surveys of the Energy Information Administration; Analytic models of the Energy Information Administration; EIA publication -- EIA products available on diskette; and Major laws affecting EIA, 1974-1992.

A large national laboratory reaches diverse audiences with different types of publications.     We have developed and assessed a multiauthor science blog on the topic of nanotechnology and sustainability as a tool to improve the written communication and public engagement skills of graduate students. Focus group studies revealed that after participation in the blog, student authors felt more confident and capable of communicating technical topics to general audiences. Students' research mentors viewed this as an important component of their students' education, as indicated by survey data. Important design aspects of this effort include participation of an editor as well as having flexible content and target-audience guidelines. We have explicitly outlined aspects of the effort we see as critical in order to enable others to replicate this model in related settings.

    The end of session for Congress (October 1994) marked a disturbing end for environmental concerns which did not see Congressional action. EPA`s agenda of worker protection, chemical monitoring and criminal enforcement will most likely resurface. Legislation that died included Superfund reform, Clean Water Act and Product liability. However, NAFTA got passed, as did a hazardous materials transportation reauthorization and risk assessment in an agricultural bill.

    In the Autumn of 1996, consumers and Members of Congress from the Northeast expressed concern about high prices for heating oil and historically low levels of inventories. Some Members of Congress advocated building a Federal inventory of heating oil as part of the Strategic Petroleum Reserve (SPR). Regional reserves are authorized as part of the SPR for import dependent regions by the Energy Policy and Conservation Act. In response, the Department of Energy (DOE) proposed a series of studies related to heating fuels, including a study of the desirability, feasibility, and cost of creating a Federal reserve containing distillate fuel. This report documents that study.

    This document presents the current DOE program objectives and the strategy for implementing the proposed program for the integral MRS facility. If the MRS proposal is approved by Congress, any needed revisions to the Program Plan will be made available to the Congress, the State of Tennessee, affected Indian tribes, local governments, other federal agencies, and the public. The proposal for constructing an MRS facility must include: the establishment of a federal program for the siting, development, construction, and operation of MRS facilities; a plan for funding the construction and operation of MRS facilities; site-specific designs, specifications, and cost estimates for the first such facility; a plan for integrating MRS facilities with other storage and disposal facilities authorized by the NWPA. 32 refs., 14 figs., 1 tab.

    This report was prepared in response to the guidance provided by the Congress in the course of the Fiscal Year 1995 appropriations process for the Department of Energy`s (DOE) Office of Fossil Energy (FE). As described in detail below, DOE was directed to make the international dissemination of Clean Coal Technologies (CCTs) an integral part of its policy to reduce greenhouse gas emissions in developing countries. Congress directed DOE to solicit ``Statements of Interest`` in commercial projects employing CCTs in countries projected to have significant growth in greenhouse gas emissions. Additionally, DOE was asked to submit to the Congress a report that analyzes the information contained in the Statements of Interest, and that identifies the extent to which various types of Federal incentives would accelerate the commercial availability of these technologies in an international context. In response to DOE`s solicitation of 18 November 1994, 77 Statements of Interest were received from 33 companies, as well as five additional materials. The contents of these submittals, including the requested Federal incentives, the CCTs proposed, the possible host countries, and the environmental aspects of the Statements of Interest, are described and analyzed in the chapters that follow.

    The Hanford Environmental Dose Reconstruction (HEDR) Project will estimate radiation doses people may have received from exposure to radioactive materials released during past operations at the US Department of Energy's (DOE) Hanford Site near Richland, Washington. The HEDR Project was initiated in response to public concerns about possible health impacts from past releases of radioactive materials from Hanford. The TSP recognized early in the project that special mechanisms would be required to effectively communicate to the many different concerned audiences. Accordingly, the TSP directed PNL to examine methods for communicating causes and effects of uncertainties in the dose estimates. After considering the directive and discussing it with the Communications Subcommittee of the TSP, PNL undertook a broad investigation of communications methods to consider for inclusion in the TSP's current communications program. As part of this investigation, a literature review was conducted regarding risk communications. A key finding was that, in order to successfully communicate risk-related information, a thorough understanding of the knowledge level, concerns and information needs of the intended recipients (i.e., the audience) is necessary. Hence, a preliminary audience analysis was conducted as part of the present research. This report summarizes the results of this analysis. 1 ref., 9 tabs.

    Section 208 of the Energy Reorganization Act of 1974 identifies an abnormal occurrence (AO) as an unscheduled incident or event that the Nuclear Regulatory Commission (NRC) determines to be significant from the standpoint of public health or safety. The Federal Reports Elimination and Sunset Act of 1995 requires that AOs be reported to Congress on an annual basis. This report includes those events that NRC has determined to be AOs during fiscal year 1997. This report addresses two AOs at NRC licensed facilities. One involved an event at a nuclear power plant, and one involved materials overexposure. The report also addresses four Agreement State AOs. Two of these AOs involved overexposures and two involved radiopharmaceutical misadministrations. In addition, Appendix C of the report includes five events of loss of control of licensed materials.

    The U.S. Government is almost totally unprepared to deal with disruptions in oil imports. Oil import disruptions--such as the 1973 oil embargo and the 1979 Iranian shortfall--pose a significant threat to national security, and the lack of effective contingency planning and program development to data is serious and requires immediate attention. The Government must make a determined commitment to emergency preparedness now, while oil markets are slack, to prepare for any future disruption.

    Congress has had a dual role with regard to high level radioactive waste, being involved in both its creation and its disposal. A significant amount of time has passed between the creation of the nation's first high level radioactive waste and the present day. The pace of addressing its remediation has been highly irregular. Congress has had to consider the technical, regulatory, and political issues and all have had specific difficulties. It is a true odyssey framed by an imperative and accountability, by a sense of urgency, by an ability or inability to finish the job and by consequences. Congress had set a politically acceptable course by 1982. However, President Obama intervened in the process after he took office in January 2009. Through the efforts of his Administration, by the end of 2012, the US government has no program to dispose of high level radioactive waste and no reasonable prospect of a repository for high level radioactive waste. It is not obvious how the US government program will be reestablished or who will assume responsibility for leadership. The ultimate criteria for judging the consequences are 1) the outcome of the ongoing NRC's Nuclear Waste Confidence Rulemaking and 2) the concomitant permissibility of nuclear energy supplying electricity from operating reactors in the US.     Dr. Tannenbaum was the 2002-2003 APS Congressional Science Fellow. He worked in the office of U.S. Rep. Edward Markey (D-MA) on nuclear nonproliferation issues. His work in Congressman Markey's office focused on issues including missile defense, the nuclear program in Iran, prevention of the transfer of U.S. nuclear technology to North Korea, and the security of nuclear sites in Iraq. Dr. Tannenbaum will discuss this experience and observations concerning 'underinformed and uninformed' decision-making in Congress. He will also briefly discuss goals of the Center for Science, Technology and Security Policy at the American Association for the Advancement of Science. Finally, he will discuss ways in which physicists can get more involved in the political process.

    Briefing Products are a new NARAC/IMAAC product line designed to communicate the consequences of a radiological, nuclear, chemical or biological agent incident to non-technical decision makers and key leaders. Each Briefing Product addresses a single decision or issue focused on potential actions that should be considered when responding to a hazard, while avoiding the use of technical or regulatory jargon. Briefing Products do not make protective action recommendations, although they do concretely assist decision-makers with development of their own protective actions by quoting or paraphrasing the published guidance relevant to the decision at hand. Briefing Products are produced in sets tailored to specific types of incident which together depict the key decisions and characteristics of the incident. Each Briefing Product in the set consists of three elements: (1) Primary Effects, (2) Key Points and (3) Presenter Notes. Both the Primary Effects and Key Points are ready for direct presentation, while the Presenter Notes are designed to provide background information to the presenter and are not for direct presentation to the audience. The Briefing Products themselves are alternative presentations of results from the customary standard NARAC/IMAAC technical products. Currently, Briefing Products are available for detonation of both RDDs (Radiological Dispersal Devices) and INDs (Improvised Nuclear Devices). A new set of products tailored to nuclear power plant (NPP) accidents is currently under development. This paper describes the scope, structure and content of the Briefing Product sets. Examples from the two sets of Briefing Products now available are presented.

    The theme of the National Recycling Coalition's (NRC, Washington, DC) recent 13th Annual Congress and Exposition in Portland, OR, was ''Jump into the Mainstream: Recycle,'' which is an action organizers of the show set out to prove is currently happening across this country. Indeed, this year's congress was designed to demonstrate how far recycling has jumped into the mainstream of American life, and show attendees what it will take to make recycling succeed in the future. Lending testament to recycling's increasing visibility, the most dominant topic at this year's show was the creation of national recycling policy. Through this agenda, and other programs that surfaced at the congress, NRC is hoping to move closer to its goal of making recycling as mainstream as taking out the garbage. NRC's board of directors unanimously voted to adopt a draft advocacy message that promotes recycling initiatives at the national level, but rejected a proposed demand-side initiative that would have established post-consumer-content recycling rates for certain materials, with product-specific, minimum-content standards as an alternative method of compliance. The initiative had called for glass, metal, paper, plastic, and wood used in primary and secondary packaging to achieve a 50% post-consumer recycling rate by the year 2000. As an alternative method of compliance, individual companies could meet the following post-consumer, minimum-content standards for products: glass, metal, paper, plastic, and wood packaging: 40% by 2000; newsprint and tissue paper: 50% by 2000; and printing and writing papers: 25% by 2000.

    As established by the Nuclear Waste Policy Act of 1982, as amended, the United States Department of Energy`s Office of Civilian Radioactive Waste Management is responsible for managing and disposing of the Nation`s spent nuclear fuel from civilian nuclear power reactors and high-level radioactive waste from defense activities. The program will provide leadership in developing and implementing strategies that assure the health and safety of the public and workers, protect the environment, and merit public confidence, in an economically viable manner. To accomplish the program`s mission, we are developing a waste management system culminating in a geologic repository for permanent disposal deep beneath the surface of the earth. Our goals include: (1) determining whether Yucca Mountain, Nevada, designated by the Nuclear Waste Policy Amendments Act of 1987 as the only site currently to be evaluated, is suitable for a geologic repository; (2) resolving the issue of acceptance of spent fuel from nuclear utilities in 1998; (3) developing more effective working relationships with external parties who have an interest in the waste disposal mission; and (4) establishing a new funding mechanism that will permit efficient and effective execution of our mission and achievement of our goals. This report contains details of the program`s accomplishments and activities over the past fiscal year and the audited financial statements for the Nuclear Waste Fund.

    This fifth annual report on the implementation of the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976 (Public Law 94-413, as amended by Public Law 95-238, referred to as the Act) complies with the reporting requirements established in Section 14 of the Act. In addition to informing the Congress of the progress and plans of the Department of Energy Electric and Hybrid Vehicles Program, this report is intended to serve as a communication link between the Department and all of the public and private interests involved in making the program a success. The Annual Report represents the major summary of the Electric and Hybrid Vehicles Program activities; since July 1981, DOE has ceased publication of the EHV Quarterly Reports with Congressional approval. The fourth quarter activities for FY 1981 are included in this report. During FY 1981, significant progress was made toward implementing the policies established by Congress in the Act. There has been a noticeable increase in interest shown by both the automobile manufacturing and the supply sectors of our economy in electric and hybrid vehicles. The Federal Reports Elimination and Sunset Act of 1995 (PL 104-66) requires that AOs be reported to Congress on an annual basis. This report includes those events that NRC determined to be AOs during fiscal year 1996. This report addresses eighteen AOs at NRC-licensed facilities. Two involved events at nuclear power plants, eleven involved medical brachytherapy misadministrations, and five involved radiopharmaceutical misadministrations.     Congress passed the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) (Public Law 96-510), commonly known as Superfund, in 1980. The Superfund Amendments and Reauthorization Act (SARA) (Public Law 99-499), which amended CERCLA in 1986, added Section 120 regarding the cleanup of contaminated sites at Federal facilities. Under Section 120(e)(5) of CERCLA, each department, agency, or instrumentality of the Federal government responsible for compliance with Section 120 must submit an annual report to Congress concerning its progress in implementing the requirements of Section 120. The report must include information on the progress in reaching Interagency Agreements (IAGs), conducting Remedial Investigation and Feasibility Studies (RI/FSs), and performing remedial actions. Federal agencies that own or operate facilities on the National Priorities List (NPL) are required to begin an RI/FS for these facilities within 6 months after being placed on the NPL. Remediation of these facilities is addressed in an IAG between the Federal agency, the U.S. Environmental Protection Agency (EPA), and in some instances the state within which the facility is located. This report, prepared by the U.S. Department of Energy`s (DOE`s) Office of Environmental Management, is being submitted to Congress in accordance with Section 120(e)(5) of CERCLA. It is DOE`s Eighth Annual Report to Congress and provides information on DOE`s progress in implementing CERCLA Section 120 in Fiscal Year 1994 (FY 94), i.e., from October 1, 1993, to September 30, 1994. Presenters educated student on reducing net greenhouse gas emissions, improving fuel efficiencies, indigenous energy alternative such as ethanol and improving bioenergy crop plants. Sessions surrounding developing bioenergy crop plants were held relating to the growth and development, cell wall synthesis and architecture to improve the next generation of energy plants. This grant was used to supplement registration and provide lodging support for graduate students, post-doctorals, and early career scientists attending the congress. Among these awardees partially funded by DOE and other agencies were 18 individuals, including nine graduate students, two post-doctorals, and seven early career scientists. The PIs on the grant worked closely with the Minority Affairs and International committees of ASPB to identify appropriate travel awardees; among the 18 awardees, nine were female, and two were African-American.     Section 208 of the Energy Reorganization Act of 1974 identifies an abnormal occurrence as an unscheduled incident or event that the Nuclear Regulatory Commission determines to be significant from the standpoint of public health or safety and requires a quarterly report of such events to be made to Congress. This report covers the period from January 1 through March 31, 1990. for this reporting period, there were 10 abnormal occurrences. One involved the loss of vital ac power with a subsequent reactor coolant system heat-up at the Vogtle Unit 1 nuclear power plant during shutdown. The event was investigated by an NRC Incident Investigation Team (IIT). The other nine abnormal occurrences involved nuclear material licensees and are described in detail under other NRC-issued licenses: eight of these involved medical therapy misadministrations; the other involved the receipt of an unshielded radioactive source at Amersham Corporation in Burlington, Massachusetts. The latter event was also investigated by an NRC IIT. No abnormal occurrences were reported by the Agreement States. The report also contains information that updates a previously reported abnormal occurrence.

    This Annual Report to the Congress describes the Department of Energy's activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board. During 2000, the Department completed its implementation and proposed closure of one Board recommendation and completed all implementation plan milestones associated with two additional Board recommendations. Also in 2000, the Department formally accepted two new Board recommendations and developed implementation plans in response to those recommendations. The Department also made significant progress with a number of broad-based safety initiatives. These include initial implementation of integrated safety management at field sites and within headquarters program offices, issuance of a nuclear safety rule, and continued progress on stabilizing excess nuclear materials to achieve significant risk reduction.

One industrial radiographer overexposure event and four medical misadministrations that were reported by the Agreement States are also discussed, based on information provided by the Agreement States as of November 1, 1993. The report also contains information updating four previously reported abnormal occurrences at NRC-licensed facilities and three reported by the Agreement States, and includes information on two other events of interest.

    This Office of Inspector General Semiannual Report to the Congress covers the period from October 1, 1995, through March 31, 1996. The report summarizes significant audit, inspection, and investigative accomplishments for the reporting period, a large portion of which facilitated Department of Energy management efforts to improve management controls and ensure efficient and effective operation of its programs. A major accomplishment during this period was the completion of financial statement audits for Fiscal Year 1995. Annual financial statement audits are mandated by the Chief Financial Officers Act of 1990. Narratives of our most significant reports are grouped by measures which the Office of Inspector General uses to gauge its performance. The common thread that ties the performance measures together is their emphasis on supporting Department efforts to produce high quality products at the lowest possible cost to the taxpayer. During this reporting period, the Office of Inspector General issued 67 audit and 15 inspection reports. For reports issued during the period, the Office of Inspector General made audit recommendations that, when implemented by management, could result in $134.6 million being put to better use. Management committed to taking corrective actions which the Office of Inspector General estimates will result in a more efficient use of funds totaling $333.2 million. Office of Inspector General investigations led to 6 criminal convictions and 1 pretrial diversion, as well as criminal and civil prosecutions which resulted in fines and recoveries of $10,942,714. The Office of Inspector General also provided 33 investigative referrals to management for recommended positive action.
