    When the Occidental Chemical Co., Niagara Falls, N.Y., set out to remediate and contain wastes and ground water at its upstate New York site, they found that part of the proposed cutoff wall would be located in land reclaimed from the Niagara River. The fill was rock blasted out for a tunnel years ago, and the presence of boulders rule out conventional barrier-wall construction techniques. Occidental's first approach to containment had been a conventional soil-bentonite wall. Because of the area's geography and the location of the wastes, a portion of the wall had to be aligned along the riverbank. The company wanted to separate the plant area from the river, and decided to extend the barrier to the concrete headwall for intakes at the nearby Robert Moses Niagara Power Plant. This meant about 2,000 ft of the barrier wall would run through shot-rock fill placed during construction of the powerplant in the 1960s. Conduits for that plant were constructed by blasting rock to form open-cut tunnels several miles long. Some of the resulting shot rock was placed along the riverbank, extending the shoreline about 200 ft into the river near the now-contaminated site. The Rober Moses Parkway, a four-land highway, was constructed on the reclaimed land about 100 ft from the new shoreline.

    The Boulder Canyon Hydroelectric Project (BCH) was purchased by the City of Boulder, CO (the city) in 2001. Project facilities were originally constructed in 1910 and upgraded in the 1930s and 1940s. By 2009, the two 10 MW turbine/generators had reached or were nearing the end of their useful lives. One generator had grounded out and was beyond repair, reducing plant capacity to 10 MW. The remaining 10 MW unit was expected to fail at any time. When the BCH power plant was originally constructed, a sizeable water supply was available for the sole purpose of hydroelectric power generation. Between 1950 and 2001, that water supply had gradually been converted to municipal water supply by the city. By 2001, the water available for hydroelectric power generation at BCH could not support even one 10 MW unit. Boulder lacked the financial resources to modernize the facilities, and Boulder anticipated that when the single, operational historical unit failed, the project would cease operation. In 2009, the City of Boulder applied for and received a U.S. Department of Energy (DOE) grant for $1.18 million toward a total estimated project cost of $5.155 million to modernize BCH. The federal funding allowed Boulder to move forward with plant modifications that would ensure BCH would continue operation. Federal funding was made available through the American Recovery and Reinvestment Act (ARRA) of 2009. Boulder determined that a single 5 MW turbine/generator would be the most appropriate capacity, given the reduced water supply to the plant. Average annual BCH generation with the old 10 MW unit had been about 8,500 MW-hr, whereas annual generation with a new, efficient turbine could average 11,000 to 12,000 MW-hr. The incremental change in annual generation represents a 30% increase in generation over pre-project conditions. The old turbine/generator was a single nozzle Pelton turbine with a 5-to-1 flow turndown and a maximum turbine/generator efficiency of 82%. The new unit is a

  11. Predicted Versus Actual Savings for a Low-Rise Multifamily Retrofit in Boulder, Colorado

    To determine the most cost-effective methods of improving buildings, accurate analysis and prediction of the energy use of existing buildings is essential. However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In NREL's report titled 'Assessing and Improving the Accuracy of Energy Analysis of Residential Buildings,' researchers propose a method for improving the accuracy of residential energy analysis methods. A key step in this process involves the comparisons of predicted versus metered energy use and savings. In support of this research need, CARB evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings.     To determine the most cost-effective methods of improving buildings, accurate analysis and prediction of the energy use of existing buildings is essential. However, multiple studies confirm that analysis methods tend to over-predict energy use in poorly insulated, leaky homes and thus, the savings associated with improving those homes. In this project, the Building America CARB team evaluated the retrofit of a multifamily building in Boulder, CO. The updated property is a 37 unit, 2 story apartment complex built in 1950, which underwent renovations in early 2009 to bring it into compliance with Boulder, CO's SmartRegs ordinance. Goals of the study were to: 1) evaluate predicted versus actual savings due to the improvements, 2) identify areas where the modeling assumptions may need to be changed, and 3) determine common changes made by renters that would negatively impact energy savings. Other issues that were investigated include the effects of improving building efficiency on tenant comfort, the impact on tenant turnover rates, and the potential market barriers for this type of community scale project.

    This report examines the economic impacts (including job creation) from the Boulder County, Colorado, ClimateSmart Loan Program (CSLP), an example of Property-Assessed Clean Energy (PACE) financing. The CSLP was the first test of PACE financing on a multi-jurisdictional level (involving individual cities as well as the county government). It was also the first PACE program to comprehensively address energy efficiency measures and renewable energy, and it was the first funded by a public offering of both taxable and tax-exempt bonds.

    Interest in small hydroelectric development (< 5 MW) has recently focused attention on steep streams and the resident trout populations they contain. High-gradient boulder-bed streams have been the sites of relatively few studies of salmonid spawning habitat, although they have geomorphic and hydraulic characteristics - and therefore gravel distributions - that are quite different from the more commonly described lower-gradient channels. The authors documented gravel distribution in seven high-gradient stream reaches in the eastern Sierra Nevada. Gravels occurred only in locations characterized by relatively low shear stress; they formed small pockets in sites of low divergence and larger deposits upstream of natural hydraulic controls. In 1986 (a wet year), all tracer gravels placed in gravel pockets at nine sites on four streams were completely swept away, and substantial scour, fill, and other channel changes occurred at many sites. In 1987 (a dry year), tracer gravels and the channel cross sections were generally stable. Periodic mobility of gravel may explain why brown trout Salmo trutta are more abundant than rainbow trout Oncorhychus mykiss in the study reaches, where high flows occur every May and June during snowmelt. Brown trout are fall spawners, and their fry emerge long before the high snowmelt flows, whereas rainbow trout are spring spawners whose eggs are in the gravel, and thus vulnerable to scour, during snowmelt flows.

The compute nodes are coupled for data communications by at least two independent data communications networks, where each data communications network includes data communications links connected to the compute nodes. Typical embodiments carry out hardware fault administration by identifying a location of a defective link in the first data communications network of the parallel computer and routing communications data around the defective link through the second data communications network of the parallel computer.

    Research that was supported by this contract has contributed substantially to progress in our understanding of new particle formation in the atmosphere. Objectives included the development of new measurement methods, the application of those new instrument systems in atmospheric field studies, and the interpretation of results from those studies. We developed the "Nano TDMA" to measure the hygroscopicity and volatility of 4-20 nm particles. We used this instrument system to characterize properties of atmospheric particles in the Atlanta atmosphere in July/August 2002 as well as to study properties of diesel exhaust particles. We also developed the thermal desorption chemical ionization mass spectrometer (TDCIMS) to measure the chemical composition of nanoparticles as small as 7 nm with a time resolution of 10-20 minutes. The TDCIMS is currently the only instrument that can perform such measurements. Atmospheric field measurements were carried out in Atlanta (July/August 2002; we refer to this as the ANARChE study) and in Boulder, CO (2003/04). In the ANARChE study we measured, for the first time, the composition of freshly nucleated particles as small as 7 nm using the TDCIMS. The ANARChE study also included the first nano-TDMA measurements of the volatility and hygroscopicity of freshly nucleated particles as small as 4 nm. Other parameters that were measured included particle size distributions (3 nm-2 µm), and sulfuric acid and ammonia concentrations. Key discoveries from the ANARChE study are: (1) freshly nucleated particles in Atlanta consist primarily of ammonium and sulfate; evidence for significant amounts of other species such as organics and nitrates was not found; (2) new particle formation occurs when rates of cluster loss to preexisting particles are small compared to rates of lost to the next larger cluster size by growth; a dimensionless parameter L describes the ratio of these rates, and measurements showed that new particle formation was always

    Prognostic atmospheric dispersion models are used to generate consequence assessments, which assist decision-makers in the event of a release from a nuclear facility. Differences in the forecast wind fields generated by various meteorological agencies, differences in the transport and diffusion models, as well as differences in the way these models treat the release source term, result in differences in the resulting plumes. Even dispersion models using the same wind fields may produce substantially different plumes. This talk will address how ensemble techniques may be used to enable atmospheric modelers to provide decision-makers with a more realistic understanding of how both the atmosphere and the models behave.

The air sample/carrier gas mixture is pulled through a first moisture trap which adsorbs water from the air sample. The mixture then passes through a combustion chamber where hydrogen gas in the form of H.sub.2 or HT is combusted into water. The manufactured water is transported by the air stream to a second moisture trap where it is adsorbed. The air is then discharged back into the atmosphere by means of a pump.

    We provide a pedagogic derivation of the formula needed to analyze atmospheric data and then derive, for the subset of the data that are fully-contained events, an analysis tool that is quantitative and numerically efficient. Results for the full set of neutrino oscillation data are then presented. We find the following preliminary results: 1.) the sub-dominant approximation provides reasonable values for the best fit parameters for {delta}{sub 32}, {theta}{sub 23}, and {theta}{sub 13} but does not quantitatively provide the errors for these three parameters; 2.) the size of the MSW effect is suppressed in the sub-dominant approximation; 3.) the MSW effect reduces somewhat the extracted error for {delta}{sub 32}, more so for {theta}{sub 23} and {theta}{sub 13}; 4.) atmospheric data alone constrains the allowed values of {theta}{sub 13} only in the sub-dominant approximation, the full three neutrino calculations requires CHOOZ to get a clean constraint; 5.) the linear in {theta}{sub 13} terms are not negligible; and 6.) the minimum value of {theta}{sub 13} is found to be negative, but at a statistically insignificant level.

    The atmospheric emitted radiance interferometer (AERI) is a ground-based instrument that measures the downwelling infrared radiance from the Earth’s atmosphere. The observations have broad spectral content and sufficient spectral resolution to discriminate among gaseous emitters (e.g., carbon dioxide and water vapor) and suspended matter (e.g., aerosols, water droplets, and ice crystals). These upward-looking surface observations can be used to obtain vertical profiles of tropospheric temperature and water vapor, as well as measurements of trace gases (e.g., ozone, carbon monoxide, and methane) and downwelling infrared spectral signatures of clouds and aerosols. The AERI is a passive remote sounding instrument, employing a Fourier transform spectrometer operating in the spectral range 3.3–19.2 μm (520–3020 cm-1) at an unapodized resolution of 0.5 cm-1 (max optical path difference of 1 cm). The extended-range AERI (ER-AERI) deployed in dry climates, like in Alaska, have a spectral range of 3.3–25.0 μm (400–3020 cm-1) that allow measurements in the far-infrared region. Typically, the AERI averages views of the sky over a 16-second interval and operates continuously.
