    An electron launching voltage monitor measures MITL voltage using a relationship between anode electric field and electron current launched from a cathode-mounted perturbation. An electron launching probe extends through and is spaced from the edge of an opening in a first MITL conductor, one end of the launching probe being in the gap between the MITL conductor, the other end being adjacent a first side of the first conductor away from the second conductor. A housing surrounds the launching probe and electrically connects the first side of the first conductor to the other end of the launching probe. A detector detects the current passing through the housing to the launching probe, the detected current being representative of the voltage between the conductors. 5 figs.

    The analytical tool used to evaluate accidents aboard a Titan IV launch vehicle involving a Radioisotope Thermoelectric Generator (RTG) is discussed. The Launch Accident Scenario Evaluation Program-Titan IV version (LASEP-T) uses a Monte Carlo approach to determine the response of an RTG to various threatening environments. The threatening environments arise from a complex interplay of probabilistic and deterministic processes, and are therefore parameterized by a set of random variables with probability distributions. The assessment of the RTG response to a given environment is based on both empirical data and theoretical modeling. Imbedding detailed, complex response models into the LASEP-T calculation was not practical. Simpler response models have been constructed to capture both the inherent variability due to the phenomenology of the accident scenario along with the uncertainty of predicting response behavior. The treatment of variability and uncertainty as it pertains to the launch accident evaluation of RTG response will be discussed.

    The West Coast Regional Carbon Sequestration Partnership (known as WESTCARB) was established in Fall 2003. It is one of seven research partnerships co-funded by DOE to characterize regional carbon sequestration opportunities and conduct pilot-scale validation tests. The California Energy Commission manages WESTCARB and is a major co-funder. WESTCARB is characterizing the extent and capacity of geologic formations capable of storing CO2, known as sinks. Results are entered into a geographic information system (GIS) database, along with the location of major CO2-emitting point sources in each of the six WESTCARB states, enabling researchers and the public to gauge the proximity of candidate CO2 storage sites to emission sources and the feasibility of linking them via pipelines. Specifically, the WESTCARB GIS database (also known as the carbon atlas) stores layers of geologic information about potential underground storage sites, such as porosity and nearby fault-lines and aquifers. Researchers use these data, along with interpreted geophysical data and available oil and gas well logs to estimate the region's potential geologic storage capacity. The database also depicts existing pipeline routes and rights-of-way and lands that could be off-limits, which can aid the development of a regional carbon management strategy. The WESTCARB Carbon Atlas, which is accessible to the public, provides a resource for public discourse on practical solutions for regional CO2 management. A key WESTCARB partner, the Utah Automated Geographic Reference Center, has developed data serving procedures to enable the WESTCARB Carbon Atlas to be integrated with those from other regional partnerships, thereby supporting the U.S. Department of Energy's national carbon atlas, NATCARB

    LaunchMON is a tool infrastructure that allows a HPC tool to deploy tool daemons into the right remote nodes. It makes use of a target resource manager (RM)'s Automatic Process Acquisition Interface (APAI) to identify the remote nodes and processes of a parallel program, and also exploits the same RM's efficient MPI job launching capability on co-locating daemons with the job. To support a wide range of HPC tools that are inherently distributed software, LaunchMONmore » provides the tool with distributed application programming interface sets: the front end (FE) API, the back end (BE) API and the middleware (MW) API. They each support a tool's front end, back end daemons and middleware communication daemons, respectively.     As compact and light weight power sources with reliable, long lives, Radioisotope Power Systems (RPSs) have made space missions to explore the solar system possible. Due to the hazardous material that can be released during a launch accident, the potential health risk of an accident must be quantified, so that appropriate launch approval decisions can be made. One part of the risk estimation involves modeling the response of the RPS to potential accident environments. Due to the complexity of modeling the full RPS response deterministically on dynamic variables, the evaluation is performed in a stochastic manner with a Monte Carlo simulation. The potential consequences can be determined by modeling the transport of the hazardous material in the environment and in human biological pathways. The consequence analysis results are summed and weighted by appropriate likelihood values to give a collection of probabilistic results for the estimation of the potential health risk. This information is used to guide RPS designs, spacecraft designs, mission architecture, or launch procedures to potentially reduce the risk, as well as to inform decision makers of the potential health risks resulting from the use of RPSs for space missions.

    APEX -- the ATLAS Positron Experiment -- is designed to measure electrons and positrons emitted in heavy-ion collisions. Its scientific goal is to gain insight into the puzzling positron-line phenomena observed at the GSI Darmstadt. It is in operation at the ATLAS accelerator at Argonne National Lab. The assembly of the apparatus is finished and beginning 1993 the first positrons produced in heavy-ion collisions were observed. The first full scale experiment was carried out in December 1993, and the data are currently being analyzed. In this paper, the principles of operation are explained and a status report on the experiment is given.

    The ATLAS pixel detector is a high precision silicon tracking device located closest to the LHC interaction point. It belongs to the first generation of its kind in a hadron collider experiment. It will provide crucial pattern recognition information and will largely determine the ability of ATLAS to precisely track particle trajectories and find secondary vertices. It was the last detector to be installed in ATLAS in June 2007, has been fully connected and tested in-situ during spring and summer 2008, and is ready for the imminent LHC turn-on. The highlights of the past and future commissioning activities of the ATLAS pixel system are presented.

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 gives rise to a set of issues that require special attention to assure that payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compability between SP-100 systems and the NSTS.

    Heavy-ion accelerators are tools used in the research of nuclear and atomic physics. The ATLAS facility at the Argonne National Laboratory is one such tool. The ATLAS control system serves as the primary operator interface to the accelerator. A project to upgrade the control system is presently in progress. Since this is an upgrade project and not a new installation, it was imperative that the development work proceed without interference to normal operations. An additional criteria for the development work was that the writing of additional ``in-house`` software should be kept to a minimum. This paper briefly describes the control system being upgraded, and explains some of the reasons for the decision to upgrade the control system. Design considerations and goals for the new system are described, and the present status of the upgrade is discussed.

    In the future, there will be a need for constant cargo launches from Earth to Mars in order to build, and then sustain, a Martian base. Currently, chemical rockets are used for space launches. These are expensive and heavy due to the amount of necessary propellant. Nuclear thermal rockets (NTRs) are the next step in rocket design. Another alternative is to create a launcher on the lunar surface that uses magnetic levitation to launch cargo to Mars in order to minimize the amount of necessary propellant per mission. This paper investigates using nuclear power for six different cargo launching alternatives, as well as the orbital mechanics involved in launching cargo to a Martian base from the moon. Each alternative is compared to the other alternative launchers, as well as compared to using an NTR instead. This comparison is done on the basis of mass that must be shipped from Earth, the amount of necessary propellant, and the number of equivalent NTR launches. Of the options, a lunar coil launcher had a ship mass that is 12.7% less than the next best option and 17 NTR equivalent launches, making it the best of the presented six options.

    FermiCloud is a private cloud developed by the Fermi National Accelerator Laboratory for scientific workflows. The Cloud Bursting module of the FermiCloud enables the FermiCloud, when more computational resources are needed, to automatically launch virtual machines to available resources such as public clouds. One of the main challenges in developing the cloud bursting module is to decide when and where to launch a VM so that all resources are most effectively and efficiently utilized and the system performance is optimized. However, based on FermiCloud’s system operational data, the VM launching overhead is not a constant. It varies with physical resource (CPU, memory, I/O device) utilization at the time when a VM is launched. Hence, to make judicious decisions as to when and where a VM should be launched, a VM launch overhead reference model is needed. The paper is to develop a VM launch overhead reference model based on operational data we have obtained on FermiCloud and uses the reference model to guide the cloud bursting process.
