    The 5,000-acre FAA Technical Center site is located 8 miles northwest of Atlantic City, Atlantic Count, New Jersey, within the Atlantic Coastal Plain. In 1942, a Naval Air Base, including most of the existing runways, was constructed over two-thirds of the property. Interest in the property was transferred to the Federal Aviation Administration (FAA) in 1958 for use as research and development facilities and for the 1979 construction of the existing Technical/Administration Building. From 1978 to 1985, transformers containing PCB oil were stored on a 25- by 75-foot concrete pad, referred to as Area G, located at the lumber yard near building 125 in the western portion of the property. Some transformers are known to have leaked, contaminating the concrete pad and surrounding soil. During 1989, the entire concrete pad and contaminated soil were collected, excavated, and disposed of in an approved TSCA cell of a landfill. The ROD addresses principal threats to human health or the environment associated with PCB releases from the Area G transformer storage location. Based on the results of subsequent sampling, it is believed that Area G no longer poses a threat to human health or the environment.

    This report documents the results of a collaborative project to demonstrate a solid state lighting (SSL) general illumination product in an outdoor area walkway application. In the project, six light-emitting diode (LED) luminaires were installed to replace six existing high pressure sodium (HPS) luminaires mounted on 14-foot poles on a set of exterior walkways and stairs at the Federal Aviation Administration (FAA) William J. Hughes Technical Center in Atlantic City, New Jersey, during December, 2007. The effort was a U.S. Department of Energy (DOE) SSL Technology Gateway Demonstration that involved a collaborative teaming agreement between DOE, FAA and Ruud Lighting (and their wholly owned division, Beta LED). Pre- and post-installation power and illumination measurements were taken and used in calculations of energy savings and related economic payback, while personnel impacted by the new lights were provided questionnaires to gauge their perceptions and feedback. The SSL product demonstrated energy savings of over 25% while maintaining illuminance levels and improving illuminance uniformity. PNNL's economic analysis yielded a variety of potential payback results depending on the assumptions used. In the best case, replacing HPS with the LED luminaire can yield a payback as low as 3 years. The new lamps were quite popular with the affected personnel, who gave the lighting an average score of 4.46 out of 5 for improvement.

    We have investigated the feasibility of using natural attenuation methods for ecosystem restoration in New York/New Jersey Harbor. Measurements were made of the most probable number of sulfate-reducing bacteria (SRB) in native sediments and in samples, which had been supplemented with an appropriate electron donor and electron acceptor. The results showed that the activity of the endogenous microbial population in the native sediment was high enough to make possible adequate chemical transformation rates. The bioavailability of the zinc in the sediments was measured using the BIOMET biosensor technique. The bioavailability of the zinc was effectively eliminated following the microbial activities. We concluded that natural attenuation could be used effectively in treating sediments from Newark Bay and surrounding waters and that the resultant materials could likely be used in environmental restoration projects of the type proposed for construction in South Kearny, NJ.

    This study traces the history of a single family residence in Skillman, NJ designed by Harrison Fraker. The house, built in 1978, was conceived as primarily passive solar house intended to rely on solar energy for most of its heating needs. Solar features include direct gain windows, water walls and sunspace. The study documents original solar features, identifies changes over time and evaluates performance of the house. The owners have removed movable insulation and significantly reduced the amount of thermal mass over the life of the building. The owner reported comfort level changes intuitively consistent with those modifications. The owner is contemplating further changes to make the house more marketable, changes likely to further alter the remaining passive solar features. Builders Guide software was used to calculate changes in solar performance of the house related to building modifications. Calculations of solar performance generally correspond to anecdotal information from the owner. The author's attempts with Energy 10 program showed some promise, but are as yet inconclusive. At this time BG appears to be more useful and user friendly to the average practitioner with limited time and design resources. As a practicing architect the author is most interested in lessons to be learned from the past as they might contribute to future projects. Information gleaned from this study did confirm intuitively expected and currently disseminated thinking regarding passive solar design. The thermal mass proved to be vulnerable to change. Features which required daily manual adjustment were quickly discarded. Desire for comfort was driving force in changing the house and took precedence over the need to save energy or money.

    Exploratory drilling in the Atlantic coastal plain region decreased in 1980. Seven wells were drilled, five of which were completed, for a total footage of 80,968 ft (24,679 m). Six of the wells were located in the Baltimore Canyon Trough, and one was located in the Southeast Georgia Embayment. No exploratory wells were drilled in the Georges Bank Basin or in the onshore portion of this region in 1980. Tenneco and Exxon reported gas shows in two wells in the Baltimore Canyon Trough; the remaining completed wells were reported as dry holes. No lease sales were held in 1980, but two sales are scheduled for 1981 in the Middle and South Atlantic. 1 figure, 2 tables.

    The largest Atlantic outer continental shelf (OCS) lease sale was the first one, Sale 40 in 1976. Ninety-three Baltimore Canyon Trough petroleum leases were issued, and industry's winning bids total $1.1 billion. The highest bonus bids were for leases overlying the Schlee Dome, then called Great Stone Dome, a large structure with a very large fetch area. By 1981, seven dry wells on the dome moderated this initial flush of optimism. However, subeconomic quantities of gas and light oil were discovered on the nearby Hudson Canyon Block 598-642 structure. Now after 9 lease sales, 410 lease awards, and 46 exploration wells, United States Atlantic petroleum exploration activity is in a hiatus. Fifty-three leases remain active under suspensions of operation. Twenty-one lease blocks, about 50 mi offshore from Cape Hatteras, have been combined as the Manteo Exploration Unit. Mobil and partners submitted an exploration plant for the unit in 1989. The Atlantic OCS has petroleum potential, especially for gas. With only 46 exploration wells, entire basins and plays remain untested. During the present exploration inactivity, some petroleum evaluation of the Atlantic OCS continues by the Minerals Management Service and others. Similarities and differences are being documented between United States basins and the Canadian Scotian Basin, which contains oil and gas in commercial quantities. Other initiatives include geochemical, thermal history, seismic stratigraphic, and petroleum system modeling studies. The gas-prone Atlantic OCS eventually may make an energy contribution, especially to nearby East Coast markets.

    The role of mesoscale eddies in transporting Agulhas leakage is investigated using a recent technique from nonlinear dynamical systems theory applied on geostrophic currents inferred from the over two-decade-long satellite altimetry record. Eddies are found to acquire material coherence away from the Agulhas retroflection, near the Walvis Ridge in the South Atlantic. Yearly, 1 to 4 coherent material eddies are detected with diameters ranging from 40 to 280 km. A total of 23 eddy cores of about 50 km in diameter and with at least 30% of their contents traceable into the Indian Ocean were found to travel across the subtropical gyre with minor filamentation. No more than 5\\% of such cores pour their contents on the North Brazil Current. While ability of eddies to carry Agulhas leakage northwestward across the South Atlantic is supported by our analysis, this is more restricted than suggested by earlier ring transport assessments.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to address them, wind and wildlife materials and sample model ordinances. Video and presentations from each in-person meeting and webinar recordings are also available on the site. At the end of the two-year period, PennFuture has accomplished its goal of giving a unified voice and presence to wind energy advocates in the Mid-Atlantic region. We educated a broad range of stakeholders on the benefits of wind energy and gave them the tools to help make a difference in their states. We grew a database of over 500 contacts and hope to continue the discussion and work around the importance of wind energy in the region.

    The 5,000-acre multipurpose FAA Technical Center site is a Federal Facility eight miles northwest of Atlantic City, in Atlantic County, New Jersey. Atlantic City's municipal water supply is provided by nine ground-water supply wells located just north of the reservoir on FAA property as well as by water drawn directly from the reservoir. Land use in the site vicinity includes forested land and commercial and residential areas. There are 25 known areas of contamination at the FAA Technical Center. Further areas of contamination will be addressed in future Records of Decision. Soil and ground water at the site are contaminated with VOCs apparently attributable to the jet fuel farm. Subsurface jet fuel contamination is probably the result of leaking pipes, storage tanks, and spills associated with above-ground and underground storage tanks, associated valves, piping, and dry wells, or a truck loading stand. As an interim remedial measure, free product recovery pumps were installed in 1988-89 in three onsite wells to recover the hydrocarbon plume floating on the water table. The primary contaminants of concern affecting the soil and ground water are VOCs including benzene, toluene, and xylenes; and other organics including PAHs (naphthalene) and phenols.

    This study, supported by the US Department of Energy, Wind Powering America Program, Maryland Department of Natural Resources and Chesapeake Bay Foundation, analyzed barriers to wind energy development in the Mid-Atlantic region along with options for overcoming or mitigating them. The Mid-Atlantic States including Delaware, Maryland, North Carolina and Virginia, have excellent wind energy potential and growing demand for electricity, but only two utility-scale projects have been installed to date. Reasons for this apathetic development of wind resources were analyzed and quantified for four markets. Specific applications are: 1) Appalachian mountain ridgeline sites, 2) on coastal plains and peninsulas, 3) at shallow water sites in Delaware and Chesapeake Bays, Albemarle and Pamlico Sounds, and 4) at deeper water sites off the Atlantic coast. Each market has distinctly different opportunities and barriers. The primary barriers to wind development described in this report can be grouped into four categories; state policy and regulatory issues, wind resource technical uncertainty, economic viability, and public interest in environmental issues. The properties of these typologies are not mutually independent and do interact. The report concluded that there are no insurmountable barriers to land-based wind energy projects and they could be economically viable today. Likewise potential sites in sheltered shallow waters in regional bay and sounds have been largely overlooked but could be viable currently. Offshore ocean-based applications face higher costs and technical and wind resource uncertainties. The ongoing research and development program, revision of state incentive policies, additional wind measurement efforts, transmission system expansion, environmental baseline studies and outreach to private developers and stakeholders are needed to reduce barriers to wind energy development.

    Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

Those countries (or persons of wealth) starting the early colonization of the ocean may obtain advantages through additional territory or creating their own independent state. An old idea is building a big ship. The best solution to this problem, however, is the provision of floating cities, islands, and states. The author idea is to use for floating cities, islands, and states a cheap floating platform created from a natural ice field taken from the Arctic or Antarctic oceans.     The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

    The idea for CARINA developed at a workshop (CO2 in the northern North Atlantic) that was held at the HANSE-Wissenschaftskolleg (HANSE Institute for Advanced Study) in Delmenhorst, Germany from June 9 to 11, 1999. While the main scientific focus is the North Atlantic, some data from the South Atlantic have been included in the project, along with data from the Arctic Ocean. Data sets go back to 1972, and more than 100 are currently available. The data are also being used in conjunction with other projects and research groups, such as the Atlantic Ocean Carbon Synthesis Group.     This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    Some initial investigations into various atmospheric phenomena and the influence of the solar cycle on weather have been made. Strongly negative North Atlantic Oscillation (NAO) indices, which cause cold and dry winter weather in North West Europe, rarely occur during periods of high solar activity. Coupling between the troposphere and stratosphere is discussed, particularly in the context of Polar-night jet oscillation events (defined by Hitchcock et al., 2013) and the Quasi-Biennial Oscillation. The energy of North Atlantic hurricanes (as indicated by the Accumulated Cyclone Energy Index, ACE) is also linked to solar activity, via UV heating at the tropopause (Elsner et al., 2010), and is suggested as a possible mechanism through which solar activity could influence the NAO. Finally the lack of solar influence on the NAO before $\\sim$ 1950 is addressed, with a possible cause being the smaller solar cycle amplitudes. This short report contains several ideas, which may be worth pursuing further.
