    A CO{sub 2} sequestration project is being considered to (1) capture CO{sub 2} emissions from the Consumers Cooperative Refineries Limited at Regina, Saskatchewan and (2) geologically sequester the captured CO{sub 2} locally in a deep saline aquifer. This project is a collaboration of several industrial and governmental organizations, including the Petroleum Technology Research Centre (PTRC), Sustainable Development Technology Canada (SDTC), SaskEnvironment Go Green Fund, SaskPower, CCRL, Schlumberger Carbon Services, and Enbridge. The project objective is to sequester 600 tonnes CO{sub 2}/day. Injection is planned to start in 2012 or 2013 for a period of 25 years for a total storage of approximately 5.5 million tonnes CO{sub 2}. This report presents an assessment of the leakage risk of the proposed project using a methodology known as the Certification Framework (CF). The CF is used for evaluating CO{sub 2} leakage risk associated with geologic carbon sequestration (GCS), as well as brine leakage risk owing to displacement and pressurization of brine by the injected CO{sub 2}. We follow the CF methodology by defining the entities (so-called Compartments) that could be impacted by CO{sub 2} leakage, the CO{sub 2} storage region, the potential for leakage along well and fault pathways, and the consequences of such leakage. An understanding of the likelihood and consequences of leakage forms the basis for understanding CO{sub 2} leakage risk, and forms the basis for recommendations of additional data collection and analysis to increase confidence in the risk assessment.

  11. Initial results from seismic monitoring at the Aquistore CO2 storage site, Saskatchewan, Canada

    The Aquistore Project, located near Estevan, Saskatchewan, is one of the first integrated commercial-scale CO2 storage projects in the world that is designed to demonstrate CO2 storage in a deep saline aquifer. Starting in 2014, CO2 captured from the nearby Boundary Dam coal-fired power plant will be transported via pipeline to the storage site and to nearby oil fields for enhanced oil recovery. At the Aquistore site, the CO2 will be injected into a brine-filled sandstone formation at ~3200 m depth using the deepest well in Saskatchewan. The suitability of the geological formations that will host the injected CO2 hasmore »been predetermined through 3D characterization using high-resolution 3D seismic images and deep well information. These data show that 1) there are no significant faults in the immediate area of the storage site, 2) the regional sealing formation is continuous in the area, and 3) the reservoir is not adversely affected by knolls on the surface of the underlying Precambrian basement. Furthermore, the Aquistore site is located within an intracratonic region characterized by extremely low levels of seismicity. This is in spite of oil-field related water injection in the nearby Weyburn-Midale field where a total of 656 million m3 of water have been injected since the 1960`s with no demonstrable related induced seismicity. A key element of the Aquistore research program is the further development of methods to monitor the security and subsurface distribution of the injected CO2. Toward this end, a permanent areal seismic monitoring array was deployed in 2012, comprising 630 vertical-component geophones installed at 20 m depth on a 2.5x2.5 km regular grid. This permanent array is designed to provide improved 3D time-lapse seismic imaging for monitoring subsurface CO2. Prior to the onset of CO2 injection, calibration 3D surveys were acquired in May and November of 2013. Comparison of the data from these surveys relative to the baseline 3D survey data from 2012 shows excellent repeatability (NRMS less than 10%) which will provide enhanced monitoring sensitivity to smaller amounts of CO2. The permanent array also provides continuous passive monitoring for injection-related microseismicity. Passive monitoring has been ongoing since the summer of 2012 in order to establish levels of background seismicity before CO2 injection starts in 2014. Microseismic monitoring was augmented in 2013 by the installation of 3 broadband seismograph stations surrounding the Aquistore site. These surface installations should provide a detection capability of seismic events with magnitudes as low as ~0. Downhole seismic methods are also being utilized for CO2 monitoring at the Aquistore site. Baseline crosswell tomographic images depict details (meters-scale) of the reservoir in the 150-m interval between the observation and injection wells. This level of resolution is designed to track the CO2 migration between the wells during the initial injection period. A baseline 3D vertical seismic profile (VSP) was acquired in the fall of 2013 to provide seismic images with resolution on a scale between that provided by the surface seismic array and the downhole tomography. The 3D VSP was recorded simultaneously using both a conventional array of downhole geophones (60-levels) and an optical fibre system. The latter utilized an optical fiber cable deployed on the outside of the monitor well casing and cemented in place. A direct comparison of these two methodologies will determine the suitability of using the fiber cable for ongoing time-lapse VSP monitoring.« less

    The Aquistore Project, located near Estevan, Saskatchewan, is one of the first integrated commercial-scale CO2 storage projects in the world that is designed to demonstrate CO2 storage in a deep saline aquifer. Starting in 2014, CO2 captured from the nearby Boundary Dam coal-fired power plant will be transported via pipeline to the storage site and to nearby oil fields for enhanced oil recovery. At the Aquistore site, the CO2 will be injected into a brine-filled sandstone formation at ~3200 m depth using the deepest well in Saskatchewan. The suitability of the geological formations that will host the injected CO2 has been predetermined through 3D characterization using high-resolution 3D seismic images and deep well information. These data show that 1) there are no significant faults in the immediate area of the storage site, 2) the regional sealing formation is continuous in the area, and 3) the reservoir is not adversely affected by knolls on the surface of the underlying Precambrian basement. Furthermore, the Aquistore site is located within an intracratonic region characterized by extremely low levels of seismicity. This is in spite of oil-field related water injection in the nearby Weyburn-Midale field where a total of 656 million m3 of water have been injected since the 1960`s with no demonstrable related induced seismicity. A key element of the Aquistore research program is the further development of methods to monitor the security and subsurface distribution of the injected CO2. Toward this end, a permanent areal seismic monitoring array was deployed in 2012, comprising 630 vertical-component geophones installed at 20 m depth on a 2.5x2.5 km regular grid. This permanent array is designed to provide improved 3D time-lapse seismic imaging for monitoring subsurface CO2. Prior to the onset of CO2 injection, calibration 3D surveys were acquired in May and November of 2013. Comparison of the data from these surveys relative to the baseline 3D survey data from 2012 shows excellent repeatability (NRMS less than 10%) which will provide enhanced monitoring sensitivity to smaller amounts of CO2. The permanent array also provides continuous passive monitoring for injection-related microseismicity. Passive monitoring has been ongoing since the summer of 2012 in order to establish levels of background seismicity before CO2 injection starts in 2014. Microseismic monitoring was augmented in 2013 by the installation of 3 broadband seismograph stations surrounding the Aquistore site. These surface installations should provide a detection capability of seismic events with magnitudes as low as ~0. Downhole seismic methods are also being utilized for CO2 monitoring at the Aquistore site. Baseline crosswell tomographic images depict details (meters-scale) of the reservoir in the 150-m interval between the observation and injection wells. This level of resolution is designed to track the CO2 migration between the wells during the initial injection period. A baseline 3D vertical seismic profile (VSP) was acquired in the fall of 2013 to provide seismic images with resolution on a scale between that provided by the surface seismic array and the downhole tomography. The 3D VSP was recorded simultaneously using both a conventional array of downhole geophones (60-levels) and an optical fibre system. The latter utilized an optical fiber cable deployed on the outside of the monitor well casing and cemented in place. A direct comparison of these two methodologies will determine the suitability of using the fiber cable for ongoing time-lapse VSP monitoring.

    A program is being carried out for the US Nuclear Regulatory Commission (NRC) by the Idaho National Engineering and Environmental Laboratory (INEEL), to conduct an independent risk assessment of the consequences of failures initiated by intergranular stress corrosion cracking (IGSCC) of the reactor vessel internals of boiling water reactor (BWR) plants. The overall project objective is to assess the potential consequences and risks associated with the failure of IGSCC-susceptible BWR vessel internals, both singly and in combination with the failures of others, with specific consideration given to potential cascading and common mode effects on system performance. This paper presents a description of the overall program that is underway to modify an existing probabilistic risk assessment (PRA) of the BWR/4 plant to include IGSCC-initiated failures, subsequently to complete a quantitative PRA.

  17. Hybrid eolian dunes of William River Dune field, northern Saskatchewan, Canada

    A series of northwest-southeast aligned, large-scale (up to 30 m high) eolian dunes, occurring in a confined (600 km/sup 2/) desert area in northern Saskatchewan, Canada, was examined in the field. Observations were made of dune morphology and internal structure, and patterns of sand movement on the dunes were analyzed in relation to wind events during the summer of 1981. Present cross-sectional profiles exhibit steeper northeast slopes, the lower segment of which are intermittently covered by psammophilous grasses. Dune structure is dominated by northeast-dipping accretion laminae. Three /sup 14/C dates from organic material cropping out on the lower southwest slopes reveal that the dunes have migrated as transverse bed forms at rates of roughly 0.5 m/yr during the last few hundred years. However, a progressive increase in height, bulk, and symmetry along the dune axis from northwest to southeast, suggests an along-dune component of sand transport. This view is supported by (1) field measurements of airflow and along-dune sand transport patterns on 2 dunes, and (2) the present-day wind regime (1963-78). Dominated by north-northeast to northeast winds from January to June and by west-southwest winds from July to December, the resultant potential sand transport vector is toward the southeast, virtually identical to the dune axis.

    This report documents work undertaken by the Pacific Northwest Laboratory (PNL) and its contractors to assist the Bonneville Power Administration (Bonneville) in assessing the potential environmental consequences of new power resources. A major purpose of this effort is to describe and evaluate the techniques available for economic valuation of environmental costs. Another is to provide estimates of the environmental costs associated with specific power resources called for under Bonneville's Resource Programs. Bonneville's efforts to extend valuation techniques to as many impacts as can be reliably assessed represents a substantial advance in the application of state-of-the-art economic techniques to environmental assessments. This economic analysis evaluates effects on human health, wildlife, crops, and visibility impacts associated with air pollution.     The Department of Energy (DOE), recognizing the need to maintain a strong science and engineering base at a time when enrollments in these disciplines were declining, implemented several educational programs. Among these were educational programs to provide faculty and students of US colleges and universities with energy-related training and research experience. Associated Western Universities (AWU), a nonprofit organization, administered post-secondary educational programs for DOE through grants and, occasionally, subcontracts. The objectives of the audit were to determine whether: (1) DOE was achieving its goal of enhancing US science and engineering education and (2) AWU was appropriately accumulating and classifying its costs. It was found that DOE was not fully achieving its objective of enhancing science and engineering education for students of US colleges and universities. In addition, it was found that AWU had not complied with cost principles for nonprofit organizations as required under the terms of the grants. Specifically, AWU misclassified a $13,000 overrun of direct program cost as indirect cost, incurred $40,000 of idle facility costs that were unallowable under the terms of the grant, misclassified indirect costs as direct costs, and claimed reimbursement for consultant costs that were inappropriate under the terms of the consulting contract. These discrepancies resulted in $53,000 of questionable costs, as well as costs having been charged to the Office of Energy Research (ER) grant that should have been charged to the Richland and Idaho grants. The authors recommended that the Managers of the Richland and Idaho Operations offices take actions to ensure that the objectives of DOE`s educational programs are met. In addition, they recommended that the Manager, Idaho Operations Office, direct the Contracting Officer to have AWU comply with the appropriate cost principles for nonprofit organizations.

    Oak Ridge National Laboratory was requested by the Regional Office for Central America and Panama to conduct a mid-term evaluation of the Cares Project, which is being implemented by the National Rural Electric Cooperative Association.     Different stable elements, and some natural and man-made radionuclides, were used as tracers or associated in other ways with nuclear devices that were detonated at Bikini and Enewetak Atolls as part of the U.S. nuclear testing program from 1946 through 1958. The question has been raised whether any of these materials dispersed by the explosions could be of sufficient concentration in either the marine environment or on the coral islands to be of a health concern to people living, or planning to live, on the atolls. This report addresses that concern. An inventory of the materials involved during the test period was prepared and provided to us by the Office of Defense Programs (DP) of the United States Department of Energy (DOE). The materials that the DOE and the Republic of the Marshall Islands (RMI) ask to be evaluated are--sulfur, arsenic, yttrium, tantalum, gold, rhodium, indium, tungsten, thallium, thorium-230,232 ({sup 230,232}Th), uranium-233,238 ({sup 233,238}U), polonium-210 ({sup 210}Po), curium-232 ({sup 232}Cu), and americium-241 ({sup 241}Am). The stable elements were used primarily as tracers for determining neutron energy and flux, and for other diagnostic purposes in the larger yield, multistage devices. It is reasonable to assume that these materials would be distributed in a similar manner as the fission products subsequent to detonation. A large inventory of fission product and uranium data was available for assessment. Detailed calculations show only a very small fraction of the fission products produced during the entire test series remain at the test site atolls. Consequently, based on the information provided, we conclude that the concentration of these materials in the atoll environment pose no adverse health effects to humans.

    Management of Nuclear Safety, Industrial Safety, Industrial Hygiene, and Fire Protection programs, functions, and field support resources for Tank Waste Remediation Systems (TWRS) has, until recently, been centralized in TWRS Safety, under the Emergency, Safety, and Quality organization. Industrial hygiene technician services were also provided to support operational needs related to safety basis compliance. Due to WHC decentralization of safety and reengineering efforts in West Tank Farms, staffing and safety responsibilities have been transferred to the facilities. Under the new structure, safety personnel for TWRS are assigned directly to East Tank Farms, West Tank Farms, and a core Safety Group in TWRS Engineering. The Characterization Project Operations (CPO) safety organization will remain in tact as it currently exists. Personnel assigned to East Tank Farms, West Tank Farms, and CPO will perform facility-specific or project-specific duties and provide field implementation of programs. Those assigned to the core group will focus on activities having a TWRS-wide or programmatic focus. Hanford-wide activities will be the responsibility of the Safety Center of Expertise. In order to ensure an effective and consistent safety program for TWRS under the new organization program functions, goals, organizational structure, roles, responsibilities, and path forward must be clearly established. The purpose of the TWRS Safety Program Plan is to define the overall safety program, responsibilities, relationships, and communication linkages for safety personnel under the new structure. In addition, issues associated with reorganization transition are addressed, including training, project ownership, records management, and dissemination of equipment. For the purpose of this document ``TWRS Safety`` refers to all safety professionals and technicians (Industrial Safety, Industrial Hygiene, Fire Protection, and Nuclear Safety) within the TWRS organization, regardless of their location in the organization.

In doing so, this document articulates the vision and recommendations of the ESnet Steering Committee regarding ESnet`s development and its support of computer networking facilities and associated user services. To afford the reader a perspective from which to evaluate the ever-increasing utility of networking to the Energy Research community, we have also provided a historical overview of Energy Research networking. Networking has become an integral part of the work of DOE principal investigators, and this document is intended to assist the Office of Scientific Computing in ESnet program planning and management, including prioritization and funding. In particular, we identify the new directions that ESnet`s development and implementation will take over the course of the next several years. Our basic goal is to ensure that the networking requirements of the respective scientific programs within Energy Research are addressed fairly. The proliferation of regional networks and additional network-related initiatives by other Federal agencies is changing the process by which we plan our own efforts to serve the DOE community. ESnet provides the Energy Research community with access to many other peer-level networks and to a multitude of other interconnected network facilities. ESnet`s connectivity and relationship to these other networks and facilities are also described in this document. Major Office of Energy Research programs are managed and coordinated by the Office of Basic Energy Sciences, the Office of High Energy and Nuclear Physics, the Office of Magnetic Fusion Energy, the Office of Scientific Computing, and the Office of Health and Environmental Research. There are several additional documents referenced within this one and all are supplemental or flow down from this Program Plan. The overall science goal of the DOE Office of Fusion Energy Sciences (FES) Fusion Simulation Program (FSP) is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in International Thermonuclear Experimental Reactor (ITER) research and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. [1]. Initial FSP research will focus on two critical Integrated Science Application (ISA) areas: ISA1, the plasma edge; and ISA2, whole device modeling (WDM) including disruption avoidance. The first of these problems involves the narrow plasma boundary layer and its complex interactions with the plasma core and the surrounding material wall. The second requires development of a computationally tractable, but comprehensive model that describes all equilibrium and dynamic processes at a sufficient level of detail to provide useful prediction of the temporal evolution of fusion plasma experiments. The initial driver for the whole device model will be prediction and avoidance of discharge-terminating disruptions, especially at high performance, which are a critical impediment to successful operation of machines like ITER. If disruptions prove unable to be avoided, their associated dynamics and effects will be addressed in the next phase of the FSP.

    Systems engineering is being used to identify work to cleanup the Hanford Site. The systems engineering process transforms an identified mission need into a set of performance parameters and a preferred system configuration. Mission analysis is the first step in the process. Mission analysis supports early decision-making by clearly defining the program objectives, and evaluating the feasibility and risks associated with achieving those objectives. The results of the mission analysis provide a consistent basis for subsequent systems engineering work. A mission analysis was performed earlier for the overall Hanford Site. This work was continued by a ``capstone`` team which developed a top-level functional analysis. Continuing in a top-down manner, systems engineering is now being applied at the program and project levels. A mission analysis was conducted for the Liquid Effluents Program. The results are described herein. This report identifies the initial conditions and acceptable final conditions, defines the programmatic and physical interfaces and sources of constraints, estimates the resources to carry out the mission, and establishes measures of success. The mission analysis reflects current program planning for the Liquid Effluents Program as described in Liquid Effluents FY 1995 Multi-Year Program Plan.

    The Department of Energy (DOE) has established a national Research, Development, Demonstration, Testing, and Evaluation (RDDT&E) Program for pollution prevention and waste minimization at its production plants During FY89/90 the Office of Environmental Restoration and Waste Management (EM), through the Office of Technology Development (OTD), established comprehensive, pollution prevention technical support programs to demonstrate new, environmentally-conscious technology for production processes. The RDDT&E program now entails collaborative efforts across DOE. The Pollution Prevention Program is currently supporting three major activities: The DOE/US Air Force Memorandum of Understanding Program is a collaborative effort to utilize the combined resources of DOE and the Department of Defense, eliminate duplication of effort in developing technologies, and to facilitate technology solutions aimed at reducing waste through process modification, material substitution or recycling. The Waste Component Recycle, Treatment and Disposal Integrated Demonstration (WeDID) will develop recycle, treatment, and disposal processes and associated technologies for use in the dismantlement of non-nuclear weapons components, to support US arms treaties and policies. This program will focus on meeting all security and regulatory requirements (with additional benefit to the commercial electronics industry). The Environmentally Conscious Manufacturing Integrated Demonstration (ECMID) will effectively implement ECM technologies that address both the needs of the DOE Complex and US electronics industry, and encourage strong interaction between DOE and US industry. The ECMID will also develop life cycle analysis tools that will aid decisionmakers in selecting the optimum process based on the tradeoffs between cost an environmental impact.

    Hawaii has abundant natural energy resources, especially biomass, that could be used to produce alternative fuels for ground transportation and electricity. This report summarizes activities performed during 1988 to June 1991 in the first phase of the Alcohol Transportation Fuels Demonstration Program. The Alcohol Transportation Fuels Demonstration Program was funded initially by the Energy Division of the State of Hawaii's Department of Business, Economic Development and Tourism, and then by the US Department of Energy. This program was intended to support the transition to an altemative transportation fuel, methanol, by demonstrating the use of methanol fuel and methanol-fueled vehicles, and solving the problems associated with that fuel. Specific objectives include surveying renewable energy resources and ground transportation in Hawaii; installing a model methanol fueling station; demonstrating a methanol-fueled fleet of (spark-ignition engine) vehicles; evaluating modification strategies for methanol-fueled diesel engines and fuel additives; and investigating the transition to methanol fueling. All major objectives of Phase I were met (survey of local renewable resources and ground transportation, installation of methanol refueling station, fleet demonstration, diesel engine modification and additive evaluation, and dissemination of information on alternative fueling), and some specific problems (e.g., relating to methanol fuel contamination during handling and refueling) were identified and solved. Several key issues emerging from Phase I (e.g., methanol corrosion, flame luminosity, and methanol-transition technoeconomics) were recommended as topics for follow-on research in subsequent phases of this program.

    In the early 1990s, only a handful of utilities offered their customers a choice of purchasing electricity generated from renewable energy sources. Today, more than 600 utilities—or about 20% of all utilities nationally—provide their customers a “green power” option. Because some utilities offer programs in conjunction with cooperative associations or other publicly owned power entities, the number of distinct programs totals more than 130. Through these programs, more than 50 million customers have the ability to purchase renewable energy to meet some portion or all of their electricity needs—or make contributions to support the development of renewable energy resources. Typically, customers pay a premium above standard electricity rates for this service. This report presents year-end 2005 data on utility green pricing programs, and examines trends in consumer response and program implementation over time. The data in this report, which were obtained via a questionnaire distributed to utility green pricing program managers, can be used by utilities to benchmark the success of their green power programs.

    The Lawrence Livermore National Laboratory (LLNL) under the sponsorship of the US Nuclear Regulatory Commission (NRC) has developed this program plan for research in equipment qualification (EQA). In this report the research program which will be executed in accordance with this plan will be referred to as the Equipment Qualification Research Program (EQRP). Covered are electrical and mechanical equipment under the conditions described in the OBJECTIVE section of this report. The EQRP has two phases; Phase I is primarily to produce early results and to develop information for Phase II. Phase I will last 18 months and consists of six projects. The first project is program management. The second project is responsible for in-depth evaluation and review of EQ issues and EQ processes. The third project is responsible for detailed planning to initiate Phase II. The remaining three projects address specific equipment; i.e., valves, electrical equipment, and a pump.

    The Utah Heavy Oil Program (UHOP) was established in June 2006 to provide multidisciplinary research support to federal and state constituents for addressing the wide-ranging issues surrounding the creation of an industry for unconventional oil production in the United States. Additionally, UHOP was to serve as an on-going source of unbiased information to the nation surrounding technical, economic, legal and environmental aspects of developing heavy oil, oil sands, and oil shale resources. UHOP fulGilled its role by completing three tasks. First, in response to the Energy Policy Act of 2005 Section 369(p), UHOP published an update report to the 1987 technical and economic assessment of domestic heavy oil resources that was prepared by the Interstate Oil and Gas Compact Commission. The UHOP report, entitled 'A Technical, Economic, and Legal Assessment of North American Heavy Oil, Oil Sands, and Oil Shale Resources' was published in electronic and hard copy form in October 2007. Second, UHOP developed of a comprehensive, publicly accessible online repository of unconventional oil resources in North America based on the DSpace software platform. An interactive map was also developed as a source of geospatial information and as a means to interact with the repository from a geospatial setting. All documents uploaded to the repository are fully searchable by author, title, and keywords. Third, UHOP sponsored Give research projects related to unconventional fuels development. Two projects looked at issues associated with oil shale production, including oil shale pyrolysis kinetics, resource heterogeneity, and reservoir simulation. One project evaluated in situ production from Utah oil sands. Another project focused on water availability and produced water treatments. The last project considered commercial oil shale leasing from a policy, environmental, and economic perspective.

    ABSTRACT The state of science, technology, engineering and math (STEM) education in the United States has seen some unfavorable assessments over the past decade. In early February, 2010 the House of Representatives heard testimony on undergraduate and graduate education. The message from the panel, which included experts from academia, STEM-based industries, and the National Science Foundation (NSF) was dire and required an urgent response. The experts along with the committee���¢��������s chairperson, U. S. Representative Daniel Lipinski (D-IL) cited that the complexity of Science, Technology, Engineering, and Mathematics applications and coursework and the methodology utilized to teach these subjects are forcing students out of these disciplines. As the National Academies described in its 2007 report Rising Above the Gathering Storm, successful STEM education is not just an academic pursuit���¢��������it���¢��������s a necessity for competing in the knowledge-based economy that the United States had a key role in creating. The potential for action is being made available again as the America COMPETES Act of 2007 is up for reauthorization. Its initial focus was on STEM education at the K-12 levels, but efforts at the undergraduate and graduate levels are needed to retain students to fill the jobs left vacant as baby boomers retire. The Educational Advancement Alliance, Inc. (EAA) has for two decades created programs that have not only addressed the issues of ensuring that students are aptly prepared for college but have focused its efforts over the past decade on increasing the number of students who pursue degrees in STEM disciplines. For the EAA, the introduction of the wonders of science begins at the elementary and middle school level via the Learning Lab, a state-of-the-art mobile science laboratory that visits students in grades 4-6 at the various schools throughout Philadelphia and The Math/Tech Academy which meets on Saturdays for students in grades 5-7. For the past two years the EAA has assisted college graduates in their quest to attain advanced degrees in STEM by providing fellowships. The EAA continued this effort by recruiting and providing fellowships to students who aspired to continue their education at the graduate level. The fellowships provided funding for tuition, fees, books, technology, and stipends to assist with room, board, and living expenses during the academic year and salary, transportation, and living expenses to those students who secured internships with the Department of Energy. Additionally the EAA designed and implemented needed support systems to ensure successful completion of the Masters degree programs, including but not limited to membership in professional associations, attendance at industry and academic conferences, and professional development workshops, and tutorial assistance if needed. This program assisted over 80 students directly and society-at-large by helping to educate and develop future physicists, engineers, biostatisticians, and researchers who will have the necessary skillsets to fill the increasing numbers of positions that require such expertise.

    There is controversy about the measurement of statistical associations between bright quasars and faint, presumably foreground galaxies. We look at the distribution of galaxies around an unbiased sample of 63 bright, moderate redshift quasars using a new statistic based on the separation of the quasar and its nearest neighbour galaxy. We find a significant excess of close neighbours at separations less than about 10 arcsec which we attribute to the magnification by gravitational lensing of quasars which would otherwise be too faint to be included in our sample. About one quarter to one third of the quasars are so affected although the allowed error in this fraction is large.

    The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP.     In this paper we explore the structure and applicability of the Distributed Measurement Calculus (DMC), an assembly language for distributed measurement-based quantum computations. We describe the formal language's syntax and semantics, both operational and denotational, and state several properties that are crucial to the practical usability of our language, such as equivalence of our semantics, as well as compositionality and context-freeness of DMC programs. We show how to put these properties to use by constructing a composite program that implements distributed controlled operations, in the knowledge that the semantics of this program does not change under the various composition operations. Our formal model is the basis of a quantum virtual machine construction for distributed quantum computations, which we elaborate upon in the latter part of this work. This virtual machine embodies the formal semantics of DMC such that programming execution no longer needs to be analysed by hand. Far from a literal translation, it requires a substantial concretisation of the formal model at the level of data structures, naming conventions and abstraction mechanisms. At the same time we provide automatisation techniques for program specification where possible to obtain an expressive and user-friendly programming environment.

    The continuing objective of the Inertial Confinement Fusion (ICF) Program is the demonstration of thermonuclear fusion ignition and energy gain in the laboratory. The underlying theme of all ICF activities as a science research and development program is the Department of Energy's (DOE's) Defense Programs (DP) science-based Stockpile Stewardship and Management (SSM) Program. The extension of current program research capabilities in the National Ignition Facility (NIF) is necessary for the ICF Program to satisfy its stewardship responsibilities. ICF resources (people and facilities) are increasingly being redirected in support of the performance, schedule, and cost goals of the NIF. One of the more important aspects of ICF research is the national nature of the program. Lawrence Livermore National Laboratory's (LLNL's) ICF Program falls within DOE's national ICF Program, which includes the Nova and Beamlet laser facilities at LLNL and the OMEGA, Nike, and Trident laser facilities at the University of Rochester (Laboratory for Laser Energetics, UR/LLE), the Naval Research Laboratory (NRL), and Los Alamos National Laboratory (LANL), respectively. The Particle Beam Fusion Accelerator (PBFA) and Saturn pulsed-power facilities are at Sandia National Laboratories (SNL). General Atomics, Inc. (GA) develops and provides many of the targets for the above experimental facilities. LLNL's ICF Program supports activities in two major interrelated areas: (1) target physics and technology (experimental, theoretical, and computational research); and (2) laser science and optics technology development. Experiments on LLNL's Nova laser primarily support ignition and weapons physics research. Experiments on LLNL's Beamlet laser support laser science and optics technology development. In addition, ICF sciences and technologies, developed as part of the DP mission goals, continue to support additional DOE objectives. These objectives are (1) to achieve diversity in energy sources through inertial fusion energy (IFE) research and (2) to maintain a competitive US economy through new development of technologies of interest for government and industrial use, including Laboratory Directed Research and Development (LDRD). This Overview is divided into sections that include Target Physics and Technology, Laser Science and Optics Technology, the National Ignition Facility, and Inertial Fusion Energy/New Technologies. These sections summarize the findings within the many articles written for refereed journals and the ICF Quarterly Report, and also discuss important results from FY 1996 that have not been covered explicitly in the articles.

    This report summarizes activities in the Department of Energy's Price-Anderson Amendments Act (PAAA) Enforcement Program in calendar year 1997 and highlights improvements planned for 1998. The DOE Enforcement Program involves the Office of Enforcement and Investigation in the DOE Headquarters Office of Environment, Safety and Health, as well as numerous PAAA Coordinators and technical advisors in DOE Field and Program Offices. The DOE Enforcement Program issued 13 Notices of Violation (NOV`s) in 1997 for cases involving significant or potentially significant nuclear safety violations.
