    These guidelines establish a uniform reporting system (URS) for grants and cooperative agreements. The purpose is to simplify reporting requirements, standardize reporting, and ensure that no assistance recipient submits more reports than needed to achieve accountability for public funds. This system replaces the many reporting procedures previously imposed by DOE component organizations. Uniform terminology and data elements will minimize ambiguity of meaning and intent. A glossary of terms is provided. A checklist is used to identify all reporting requirements at the time of award. The recipient is encouraged to discuss the requirements before the time of award in order to ensure that they are appropriate. The Guidelines describe planning forms which can be included in the Federal assistance application or proposal to present the planned approach and desired results. Flexibility has been built into the system to ensure that the information requested is relative to the activity performed. A recipient of Federal assistance submits information only once in each reporting period. The reporting system provides recipients with a formal method for identifying problems, including those originated by the Federal government. For purposes of illustration, a hypothetical project - partially funded by DOE under a cooperative agreement - using all the Program Management forms is presented in Part II, Program Management. Part III, Technical Information uses a research grant to illustrate Technical Reporting. Appendix B provides a complete example of the reporting requirements on a research grant.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    NUREG-0700, Revision 1, provides human factors engineering (HFE) guidance to the US Nuclear Regulatory Commission staff for its: (1) review of the human system interface (HSI) design submittals prepared by licensees or applications for a license or design certification of commercial nuclear power plants, and (2) performance of HSI reviews that could be undertaken as part of an inspection or other type of regulatory review involving HSI design or incidents involving human performance. The guidance consists of a review process and HFE guidelines. The document describes those aspects of the HSI design review process that are important to the identification and resolution of human engineering discrepancies that could adversely affect plant safety. Guidance is provided that could be used by the staff to review an applicant`s HSI design review process or to guide the development of an HSI design review plan, e.g., as part of an inspection activity. The document also provides detailed HFE guidelines for the assessment of HSI design implementations. NUREG-0700, Revision 1, consists of three stand-alone volumes. Volume 2 is a complete set of the guidelines contained in Volume 1, Part 2, but in a checklist format that can be used by reviewers to assemble sets of individual guidelines for use in specific design reviews. The checklist provides space for reviewers to enter guidelines evaluations and comments.

    Oak Ridge National Laboratory (ORNL) has been awarded $6.8 million in the Department of Energy (DOE) American Recovery and Reinvestment Act (ARRA) funds as part of an overall $114.8 million ECOtality grant with matching funds from regional partners to install 125 solar-assisted Electric Vehicle (EV) charging stations across Knoxville, Nashville, Chattanooga, and Memphis. Significant progress has been made toward completing the scope with the installation of 25 solar-assisted charging stations at ORNL; six stations at Electric Power Research Institute (EPRI); and 27 stations at Nissan's Smyrna and Franklin sites, with three more stations under construction at Nissan's new lithium-ion battery plant. Additionally, the procurement process for contracting the installation of 34 stations at Knoxville, the University of Tennessee Knoxville (UTK), and Nashville sites is underway with completion of installation scheduled for early 2012. Progress is also being made on finalizing sites and beginning installations of 30 stations in Nashville, Chattanooga, and Memphis by EPRI and Tennessee Valley Authority (TVA). The solar-assisted EV charging station project has made great strides in fiscal year 2011. A total of 58 solar-assisted EV parking spaces have been commissioned in East and Middle Tennessee, and progress on installing the remaining 67 spaces is well underway. The contract for the 34 stations planned for Knoxville, UTK, and Nashville should be underway in October with completion scheduled for the end of March 2012; the remaining three Nissan stations are under construction and scheduled to be complete in November; and the EPRI/TVA stations for Chattanooga, Vanderbilt, and Memphis are underway and should be complete by the end of March 2012. As additional Nissan LEAFs are being delivered, usage of the charging stations has increased substantially.     To develop a specific RADiological Patient Safety System (RADPASS) checklist for interventional radiology and to assess the effect of this checklist on health care processes of radiological interventions. On the basis of available literature and expert opinion, a prototype checklist was developed. The checklist was adapted on the basis of observation of daily practice in a tertiary referral centre and evaluation by users. To assess the effect of RADPASS, in a series of radiological interventions, all deviations from optimal care were registered before and after implementation of the checklist. In addition, the checklist and its use were evaluated by interviewing all users. The RADPASS checklist has two parts: A (Planning and Preparation) and B (Procedure). The latter part comprises checks just before starting a procedure (B1) and checks concerning the postprocedural care immediately after completion of the procedure (B2). Two cohorts of, respectively, 94 and 101 radiological interventions were observed; the mean percentage of deviations of the optimal process per intervention decreased from 24 % before implementation to 5 % after implementation (p < 0.001). Postponements and cancellations of interventions decreased from 10 % before implementation to 0 % after implementation. Most users agreed that the checklist was user-friendly and increased patient safety awareness and efficiency. The first validated patient safety checklist for interventional radiology was developed. The primary objective of this project is to develop a nanomanufacturing process which will reduce the manufacturing energy, environmental discharge, and production cost associated with current nano-scale thin-film photovoltaic (PV) manufacturing approaches. The secondary objective is to use a derivative of this nanomanufacturing process to enable greener, more efficient manufacturing of higher efficiency quantum dot-based photovoltaic cells now under development. The work is to develop and demonstrate a scalable (pilot) microreactor-assisted nanomaterial processing platform for the production, purification, functionalization, and solution deposition of nanomaterials for photovoltaic applications. The high level task duration is shown. Phase I consists of a pilot platform for Gen II PV films along with parallel efforts aimed at Gen III PV quantum dot materials. Status of each task is described.

    This report summarizes work performed by Argonne National Laboratory on fatigue and environmentally assisted cracking (EAC) in light water reactors from July 1998 to December 1998. Topics that have been investigated include (a) environmental effects on fatigue S-N behavior of primary pressure boundary materials, (b) irradiation-assisted stress corrosion cracking of austenitic stainless steels (SSs), and (c) EAC of Alloys 600 and 690. Fatigue tests have been conducted to determine the crack initiation and crack growth characteristics of austenitic SSs in LWR environments. Procedures are presented for incorporating the effects of reactor coolant environments on the fatigue life of pressure vessel and piping steels. Slow-strain-rate tensile tests and posttest fractographic analyses were conducted on several model SS alloys irradiated to {approx}0.3 and 0.9 x 10{sup 21} n {center_dot} cm{sup -2} (E > 1 MeV) in helium at 289 C in the Halden reactor. The results have been used to determine the influence of alloying and impurity elements on the susceptibility of these steels to irradiation-assisted stress corrosion cracking. Fracture toughness J-R curve tests were also conducted on two heats of Type 304 SS that were irradiated to {approx}0.3 x 10{sup 21} n {center_dot} cm{sup -2} in the Halden reactor. Crack-growth-rate tests have been conducted on compact-tension specimens of Alloys 600 and 690 under constant load to evaluate the resistance of these alloys to stress corrosion cracking in LWR environments.

    The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project`s objectives in FY95 were to validate DOE`s PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex.

    The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light & Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be ``fuel- blind``). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

The fatigue strain-vs.-life data are summarized for the effects of various material, loading, and environmental parameters on the fatigue lives of carbon and low-alloy steels and austenitic SSs. Effects of the reactor coolant environment on the mechanism of fatigue crack initiation are discussed. Two methods for incorporating the effects of LWR coolant environments into the ASME Code fatigue evaluations are presented. Slow-strain-rate tensile tests and posttest fractographic analyses were conducted on several model SS alloys irradiated to {approx}0.9 x 10{sup 21} n {center_dot} cm{sup -2} (E > 1 MeV) in He at 289 C in the Halden reactor. The results were used to determine the influence of alloying and impurity elements on the susceptibility of these steels to IASCC. A fracture toughness J-R curve test was conducted on a commercial heat of Type 304 SS that was irradiated to {approx}2.0 x 10{sup 21} n {center_dot} cm{sup -2} in the Halden reactor. The results were compared with the data obtained earlier on steels irradiated to 0.3 and 0.9 x 10{sup 21} n {center_dot} cm{sup -2} (E > 1 MeV) (0.45 and 1.35 dpa). Neutron irradiation at 288 C was found to decrease the fracture toughness of austenitic SSs. Tests were conducted on compact-tension specimens of Alloy 600 under cyclic loading to evaluate the enhancement of crack growth rates in LWR environments. Then, the existing fatigue crack growth data on Alloys 600 and 690 were analyzed to establish the effects of temperature, load ratio, frequency, and stress intensity range

Topics that have been investigated include (a) environmental effects on fatigue S-N behavior of austenitic stainless steels (SSs), (b) irradiation-assisted stress corrosion cracking (IASCC) of austenitic SSs, and (c) EAC of Alloy 600. The effects of key material and loading variables, such as strain amplitude, strain rate, temperature, dissolved oxygen (DO) level in water, and material heat treatment, on the fatigue lives of wrought and cast austenitic SSs in air and LWR environments have been evaluated. The mechanism of fatigue crack initiation in austenitic SSs in LWR environments has also been examined. The results indicate that the presence of a surface oxide film or difference in the characteristics of the oxide film has no effect on fatigue crack initiation in austenitic SSs in LWR environments. Slow-strain-rate tensile tests and post-test fractographic analyses were conducted on several model SS alloys irradiated to {approx}2 x 10{sup 21} n {center_dot} cm{sup -2} (E > 1 MeV) ({approx}3 dpa) in He at 289 C in the Halden reactor. The results were used to determine the influence of alloying and impurity elements on the susceptibility of these steels to IASCC. Corrosion fatigue tests were conducted on nonirradiated austenitic SSs in high-purity water at 289 C to establish the test procedure and conditions that will be used for the tests on irradiated materials. A comprehensive irradiation experiment was initiated to obtain many tensile and disk specimens irradiated under simulated pressurized water reactor conditions at {approx}325 C to 5, 10, 20, and 40 dpa. Crack growth tests were completed on 30% cold-worked Alloy 600 in high-purity water under various environmental and loading conditions. The results are compared with data obtained earlier on several heats of Alloy 600

    The Department of Energy (DOE) and its contractors are faced with a large waste management problem as are other industries. One of the tools used in a successful waste minimization pollution prevention (WMin/P2) program is a process waste assessment (PWA). The purpose of this project was to share the Kansas City Plant`s (KCP`s) PWA expertise with other DOE personnel and DOE contractors. This consisted of two major activities: (1) The KCP`s PWA graded approach methodology was modified with the assistance of DOE/Defense Program`s laboratories, and (2) PWA training and technical assistance were provided to interested DOE personnel and DOE contractors. This report documents the FY93 efforts, lesson learned, and future plans for both PWA-related activities.

    This research addresses the high priority research need for developing inert anode and wetted cathode technology, as defined in the Aluminum Industry Technology Roadmap and Inert Anode Roadmap, with the performance targets: a) significantly reducing the energy intensity of aluminum production, b) ultimately eliminating anode-related CO2 emissions, and c) reducing aluminum production costs. This research intended to develop a new electrometallurgical extraction technology by introducing microwave irradiation into the current electrolytic cells for primary aluminum production. This technology aimed at accelerating the alumina electrolysis reduction rate and lowering the aluminum production temperature, coupled with the uses of nickel based superalloy inert anode, nickel based superalloy wetted cathode, and modified salt electrolyte. Michigan Technological University, collaborating with Cober Electronic and Century Aluminum, conducted bench-scale research for evaluation of this technology. This research included three sub-topics: a) fluoride microwave absorption; b) microwave assisted electrolytic cell design and fabrication; and c) aluminum electrowinning tests using the microwave assisted electrolytic cell. This research concludes that the typically used fluoride compound for aluminum electrowinning is not a good microwave absorbing material at room temperature. However, it becomes an excellent microwave absorbing material above 550C. The electrowinning tests did not show benefit to introduce microwave irradiation into the electrolytic cell. The experiments revealed that the nickel-based superalloy is not suitable for use as a cathode material; although it wets with molten aluminum, it causes severe reaction with molten aluminum. In the anode experiments, the chosen superalloy did not meet corrosion resistance requirements. A nicked based alloy without iron content could be further investigated.

    The Defense Nuclear Agency is sponsoring a technical study of the requirements of a vehicle to meet the OPCW`s future needs for enhanced chemical weapons verification capabilities. This report provides information about the proven mechanisms by which the U.S. provided both short- and long-term assistance to the IAEA to enhance its verification capabilities. Much of the technical assistance has generic application to international organizations verifying compliance with disarmament treaties or conventions. In addition, some of the equipment developed by the U.S. under the existing arrangements can be applied in the verification of other disarmament treaties or conventions. U.S. technical assistance to IAEA safeguards outside of the IAEA`s regular budget proved to be necessary. The U.S. technical assistance was successful in improving the effectiveness of IAEA safeguards for its most urgent responsibilities and in providing the technical elements for increased IAEA {open_quotes}readiness{close_quotes} for the postponed responsibilities deemed important for U.S. policy objectives. Much of the technical assistance was directed to generic subjects and helped to achieve a system of international verification. It is expected that the capabilities of the Organization for the Prohibition of Chemical Weapons (OPCW) to verify a state`s compliance with the {open_quotes}Chemical Weapons Convention{close_quotes} will require improvements. This report presents 18 important lessons learned from the experience of the IAEA and the U.S. Program of Technical Assistance to IAEA Safeguards (POTAS), organized into three tiers. Each lesson is presented in the report in the context of the difficulty, need and history in which the lesson was learned. Only the most important points are recapitulated in this executive summary.

This final report summarizes both the findings and the recommendations that emerged from the forty (40) visits to grantees and subgrantees. The remarks are not intended to be detailed and exhaustive.     Previous research has shown that addition of lignin-derived liquids to coal stirred in tetralin under mild reaction conditions (375{degree}C and 300--500 psig) results in a marked enhancement in the rate of coal depolymerization. A mathematical model was developed to study the kinetics of coal depolymerization in the presence of liquid-derived liquids. In the present study, a reaction pathway was formulated to explain the enhancement in coal depolymerization due to lignin (solid) addition. The model postulated assumes that the products of lignin obtained during thermolysis interact with the reactive moieties present in coal while simultaneous depolymerization of coal occurs. A good fit between the experimental data and the kinetic model was found. The results show that in addition to the enhancement in the rate of coal depolymerization, lignin also reacts (and enhances the extent of depolymerization of coal) with those reaction sites in coal that are not susceptible to depolymerization when coal alone is reacted in tetralin under identical reaction conditions. Additional work is being carried out to determine a thorough materials balance on the lignin-assisted coal depolymerization process. A number of liquid samples have been obtained which are being studied for their stability in various environments. 5 refs., 4 figs., 1 tab.

The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC.     In the last report, it was shown that when lignin is added to coal, the rate of coal depolymerization is enhanced. The results,-reported were based upon a number of experiments conducted for the following three reasons: (i) to generate enough quantities of liquid products so that their stability in various environments can be ascertained, (ii) to closely characterize the reaction products, so that individual atomic mass balances can be performed, and (iii) to determine the reproducibility of the experiments conducted. The stability of liquid products was characterized by determining their solubility in pentane and benzene. Exposure of the coal- and coal+lignin-derived liquids to air at 40 and 80{degrees}C led to a decrease in the pentane-soluble and asphaltene fractions with a concomitant enhancement in the benzene insoluble fraction. However, relatively no degradation was observed for the liquid samples exposed to an inert (N{sub 2}) atmosphere. Preliminary data show that the coal+lignin-derived liquids are more stable than that obtained by coal liquefaction. In this quarterly report, individual atomic mass balances on various experiments conducted with coal, lignin and coal+lignin mixtures are also reported. Although the overall mass recoveries of 95--98% of the total mass charged to the reactor were obtained, the atomic mass balance data are somewhat difficult to interpret due to the possible incorporation of tetralin (solvent) in the reaction products.

    Previous research has shown that addition of lignin and lignin-derived liquids to coal stirred in tetralin under mild reaction conditions (375{degrees}C and 300--500 psig) results in a marked enhancement in the rate of coal depolymerization. In this quarterly report, overall mass balances on experiments conducted with tetralin, coal, lignin and coal-lignin mixture are reported. Overall mass recoveries of 95--99% of the total mass charged to the reactor were obtained. A number of experiments were conducted on coal, lignin and coal-lignin depolymerization. A careful statistical analysis of the data shows that coal depolymerization is enhanced by 10.4%, due to the lignin addition. The liquids obtained are being examined for their elemental composition, and molecular weight determination by size exclusion chromatography. The stability of the liquid products is being examined in various environments. The gaseous product analyses show that the major gases produced during the course of depolymerization are CO, CH{sub 4}, and CO{sub 2}. When coal and lignin are reacted together, the amount of CO and CH{sub 4}produced respectively 12% and 38% greater than the corresponding amount of gases calculated, based on the weighted average of values obtained for coal and lignin alone. The data obtained show that lignin addition to coal is synergistic in that not only is the extent of coal depolymerization increased, but the gas produced contains higher concentrations of more desirable gaseous products.

  2. Ignition assist systems for direct-injected, diesel cycle, medium-duty alternative fuel engines: Final report phase 1

    This report is a summary of the results of Phase 1 of this contract. The objective was to evaluate the potential of assist technologies for direct-injected alternative fuel engines vs. glow plug ignition assist. The goal was to demonstrate the feasibility of an ignition system life of 10,000 hours and a system cost of less than 50% of the glow plug system, while meeting or exceeding the engine thermal efficiency obtained with the glow plug system. There were three tasks in Phase 1. Under Task 1, a comprehensive review of feasible ignition options for DING engines was completed. The most promising options are: (1) AC and the ''SmartFire'' spark, which are both long-duration, low-power (LDLP) spark systems; (2) the short-duration, high-power (SDHP) spark system; (3) the micropilot injection ignition; and (4) the stratified charge plasma ignition. Efforts concentrated on investigating the AC spark, SmartFire spark, and short-duration/high-power spark systems. Using proprietary pricing information, the authors predicted that the commercial costs for the AC spark, the short-duration/high-power spark and SmartFire spark systems will be comparable (if not less) to the glow plug system. Task 2 involved designing and performing bench tests to determine the criteria for the ignition system and the prototype spark plug for Task 3. The two most important design criteria are the high voltage output requirement of the ignition system and the minimum electrical insulation requirement for the spark plug. Under Task 3, all the necessary hardware for the one-cylinder engine test was designed. The hardware includes modified 3126 cylinder heads, specially designed prototype spark plugs, ignition system electronics, and parts for the system installation. Two 3126 cylinder heads and the SmartFire ignition system were procured, and testing will begin in Phase 2 of this subcontract.

  3. Calculations to assist in a new Hiroshima yield estimate. Final report, August 19-December 31, 1983

    This report describes calculations and analysis performed in an attempt to provide a new estimate for the yield of the Hiroshima weapon. Newly discovered meteorological data was adapted for use in one- and two-dimensional hydrodynamic codes, and a series of calculations was then run for different values of yield. The objective was to determine what yield produced an overpressure record which could best be correlated with an actual trace measured at a parachute-dropped canister. Altitude of the bomb and canister-carrying aircraft at drop time was also a variable parameter. The analysis provides an estimate of 16.6 + 0.3 kt for the yield of the Hiroshima weapon. A drop altitude of near 35,500 feet is shown to be consistent with the signal time-of-arrival. This yield value is within the range of other estimates, but the drop altitude is higher than that previously assumed to be reasonable.

The provisions of the contract specified an initial year and renewable optional periods of two (2) additional years. This report covers the monitoring of grantees and subgrantees for the first option year, or what is the second year of the contract. The first two (2) weeks of the second year's activities were devoted to scheduling the agencies to be monitored. The actual field monitoring began on October 14, 1986, and was completed on May 22, 1987. During this seven-month period, thirty-five (35) agencies were visited and evaluated under this contract.

This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering.     Transportation is vital to the U.S. economy and society. As such, U.S. Presidents have repeatedly stated that the nation needs to reduce dependence on petroleum, especially for the highway transportation sector. Throughout history, highway transportation fuel transitions have been completed successfully both in United States and abroad. Other attempts have failed, as described in Appendix A: Historical Highway Fuel Transitions. Planning for a transition is critical because the changes can affect our nation's ability to compete in the world market. A transition will take many years to complete. While it is tempting to make quick decisions about the new fuel(s) of choice, it is preferable and necessary to analyze all the pertinent criteria to ensure that correct decisions are made. Doing so will reduce the number of changes in highway fuel(s). Obviously, changes may become necessary because of occurrences such as significant technology breakthroughs or major world events. With any and all of the possible transitions to new fuel(s), the total replacement of gasoline and diesel fuels is not expected. These conventional fuels are envisioned to coexist with the new fuel(s) for decades, while the revised fuel and vehicle infrastructures are implemented. The transition process must analyze the needs of the primary 'players,' which consist of the customers, the government, the fuel industry, and the automotive industry. To maximize the probability of future successes, the prime considerations of these groups must be addressed. Section 2 presents a succinct outline of the Checklist. Section 3 provides a brief discussion about the groupings on the Checklist.

    Studies done in the last 40 years have provided information to construct a checklist of the Jemez Mountains. The present database and checklist builds on the basic list compiled by Teralene Foxx and Gail Tierney in the early 1980s. The checklist is annotated with taxonomic information, geographic and biological information, economic uses, wildlife cover, revegetation potential, and ethnographic uses. There are nearly 1000 species that have been noted for the Jemez Mountains. This list is cross-referenced with the US Department of Agriculture Natural Resource Conservation Service PLANTS database species names and acronyms. All information will soon be available on a Web Page.

    A visual inspection checklist for the evaluation of fielded photovoltaic (PV) modules has been developed to facilitate collection of data describing the field performance of PV modules. The proposed inspection checklist consists of 14 sections, each documenting the appearance or properties of a part of the module. This tool has been evaluated through the inspection of over 60 PV modules produced by more than 20 manufacturers and fielded at two different sites for varying periods of time. Aggregated data from a single data collection tool such as this checklist has the potential to enable longitudinal studies of module condition over time, technology evolution, and field location for the enhancement of module reliability models.

    IIEC, a division of CERF, has developed an extensive base of experience implementing activities that support climate action by developing USIJI projects in transitional countries within Asia, Latin America, Central and Eastern Europe, and southern Africa. IIEC has been able to provide a range of technical and policy assistance to governments and industry in support of sustainable energy use. IIEC continues to work in key countries with local partners to develop and implement energy efficiency policies and standards, develop site-specific projects, and assist governing bodies to establish national priorities and evaluation criteria for approving GHG-mitigation projects. As part of this project, IIEC focused on promoting a series of activities in Thailand and South Africa in order to identify GHG mitigation projects and work within the national approval process of those countries. The sections of this report outline the activities conducted in each country in order to achieve that goal.

    Biological processes are fundamentally driven by complex interactions between biomolecules. Integrated high-throughput omics studies enable multifaceted views of cells, organisms, or their communities. With the advent of new post-genomics technologies omics studies are becoming increasingly prevalent yet the full impact of these studies can only be realized through data harmonization, sharing, meta-analysis, and integrated research,. These three essential steps require consistent generation, capture, and distribution of the metadata. To ensure transparency, facilitate data harmonization, and maximize reproducibility and usability of life sciences studies, we propose a simple common omics metadata checklist. The proposed checklist is built on the rich ontologies and standards already in use by the life sciences community. The checklist will serve as a common denominator to guide experimental design, capture important parameters, and be used as a standard format for stand-alone data publications. This omics metadata checklist and data publications will create efficient linkages between omics data and knowledge-based life sciences innovation and importantly, allow for appropriate attribution to data generators and infrastructure science builders in the post-genomics era. We ask that the life sciences community test the proposed omics metadata checklist and data publications and provide feedback for their use and improvement.

    The objective of this research is to assist the recovery of non-contacted oil from known reservoirs on the Outer Continental Shelf in the Gulf of Mexico. Thus far, research has consisted of data collection from Minerals Management Service (MMS); literature and operators; screening of reservoirs for detailed studies; modification of two public domain simulators; development of a predictive model; and design of several laboratory experiments for studying attic oil recovery. The methodology for data collection from MMS, literature and operators is keyed on 208 sands containing 1,289 reservoirs, representing 60% of the original oil in place (OOIP) in the Gulf of Mexico. This data collection is presently in progress after several delays concerning confidentiality agreements between MMS, DOE, and LSU and its subcontractors. Modifications on two public domain computer reservoir simulators, BOAST II and MASTER, is underway. Modifications will consist of developing a code to handle steeply dipping oil reservoirs and a radial grid format for near wellbore studies. Modifications for steeply dipping reservoirs have been successfully implemented. At present, modifications to BOAST II for radial grid systems are producing acceptable results in a reasonable, though long, period of time. Research of all phases listed above are in progress; therefore, no results or conclusions can be reported at this time.

  9. Avian Field guide and checklist for Kunsan Air Base, Korea.

    This report summarizes the results of the avian surveys conducted at Kunsan Air Base (AB). This on-going survey is conducted to comply with requirements of the Environmental Governing Standards (EGS) for the Republic of Korea, the Integrated Natural Resources Management Plan (INRMP) for Kunsan AB, and the 8th Fighter Wing's Bird Aircraft Strike Hazard (BASH) Plan. One hundred sixteen bird species representing 34 families were identified and recorded. Seven species are designated as Cultural Property Monuments, and their protection is accorded by the Korean Ministry of Culture and Tourism. Six species appear on the Korean Association for Conservation of Nature's(KACN's) list of Reserved Wild Species and are protected by the Korean Ministry of Environment. Combined, only ten different species are Republic of Korea (ROK)-protected because the Eurasian Spoonbill, Peregrine Falcon, and Eurasian Oystercatcher are listed by both agencies. The primary objective of the avian survey at Kunsan AB was to determine what species of birds are present on the airfield and their respective habitat requirements during the critical seasons of the year. This requirement is specified in Annex C.4.a.(1-4) of the 8th Fighter Wing BASH Plan(8FWOPLAN 91-202). The second objective was to initiate surveys to determine what bird species are present on Kunsan AB throughout the year, and from the survey results determine if threatened, endangered, or other Korean-listed bird species are present on Kunsan AB. This overall census satisfies Criterion 13-3.e of the EGS for Korea. The final objective was to formulate management strategies within Kunsan AB's operational requirements to protect and enhance habitats of known threatened, endangered, and ROK-protected species in accordance with EGS Criterion 13-3.a and also that are favorable for the reproduction of indigenous species in accordance with the EGS Criterion 13-3.h.

Molecular species will be converted to atomic species in a low-pressure inductively coupled plasma. The non-equilibrium environment created by the plasma will allow control over the S/Se ratio in these films. Tasks of the proposed program center on developing and validating monoatomic chalcogen chemistry, tuning of low-pressure monomer chalcogen sources, and evaluating plasma-assisted coevaporation (PACE) for CIGS coevaporation. Industrial researchers at ITN are adapting PACE technology to CIGSS co-evaporation and validating PACE process for fabrication of thin-film photovoltaics. In2Se3 films, which are used as precursor layers in high-efficiency CIGS depositions, were used this year as the first test case for examining the advantages of PACE listed above. Gradually, the investigation is being extended to the complete high-efficiency three-stage co-evaporation process.

    A key part of preparedness in the event of a chemical warfare agent (CWA) or toxic industrial chemical (TIC) release at a large facility, such as an airport or subway, is to develop a concept of operations that allows for an effective incident response and recovery. This document is intended as a component of the concept of operations and will be used in the Emergency Operations Center (EOC) as a decision tool for the Unified Command (UC). The Checklist for Facility Response, Remediation, and Recovery presented in this document is principally focused on the Consequence Management Phase (see Figure 1; LLNL 2007a and 2007b) of a chemical release. Information in this document conforms to the National Response Plan (NRP) (DHS 2004) and the National Incident Management System (NIMS 2004). Under these two guidance documents, personnel responsible for managing chemical response and recovery efforts--that is, the decision-makers--are members of an Incident Command (IC), which is likely to transition to a UC in the event of a CWA or TIC attack. A UC is created when more than one agency has incident jurisdiction or when incidents cross political jurisdictions. The location for primary, tactical-level command and management is referred to as the Incident Command Post (ICP), as described in the NRP. Thus, regardless of whether an IC or a UC is used, the responsible entities are located at an ICP. Agencies work together through designated members of the UC to establish their designated Incident Commanders at a single ICP and to establish a common set of objectives and strategies and a single Incident Action Plan. Initially during the Crisis Management Phase (see Figure 1), the Incident Commander is likely to be the Chief of the fire department that serves the affected facility. As life-safety issues are resolved and the Crisis Management Phase shifts to the Consequence Management Phase, the work of characterization, decontamination, and facility clearance begins.     The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     This report presents the results of a preliminary review of chemical safety within the Department of Energy (DOE). The review was conducted by Chemical Safety Oversight Review (CSOR) Teams composed of Office of Environment, Safety and Health (EH) staff members and contractors. The primary objective of the CSOR was to assess, the safety status of DOE chemical operations and identify any significant deficiencies associated with such operations. Significant was defined as any situation posing unacceptable risk, that is, imminent danger or threat to workers, co-located workers, the general public, or the environment, that requires prompt action by EH or the line organizations. A secondary objective of the CSOR was to gather and analyze technical and programmatic information related to chemical safety to be used in conjunction with the longer-range EH Workplace Chemical Accident Risk Review (WCARR) Program. The WCARR Program is part of the ongoing EH oversight of nonnuclear safety at all DOE facilities. `` The program objective is to analyze DOE and industry chemical safety programs and performance and determine the need for additional or improved safety guidance for DOE. During the period June 6, 1992, through July 31, 1992, EH conducted CSORs at five DOE sites.     This fiscal year 2012 year-end report summarizes activities carried out under DOE Water Power task 2.1.7, Permitting and Planning. Activities under Task 2.1.7 address the concerns of a wide range of stakeholders with an interest in the development of the MHK industry, including regulatory and resource management agencies, tribes, NGOs, and industry. Objectives for 2.1.7 are the following: • To work with stakeholders to streamline the MHK regulatory permitting process. • To work with stakeholders to gather information on needs and priorities for environmental assessment of MHK development. • To communicate research findings and directions to the MHK industry and stakeholders. • To engage in spatial planning processes in order to further the development of the MHK industry. These objectives are met through three subtasks, each of which are described in this report: • 2.1.7.1—Regulatory Assistance • 2.1.7.2—Stakeholder Outreach • 2.1.7.3—Coastal and Marine Spatial Planning As the MHK industry works with the regulatory community and stakeholders to plan, site, permit and license MHK technologies they have an interest in a predictable, efficient, and transparent process. Stakeholders and regulators have an interest in processes that result in sustainable use of ocean space with minimal effects to existing ocean users. Both stakeholders and regulators have an interest in avoiding legal challenges by meeting the intent of federal, state, and local laws that govern siting and operation of MHK technologies. The intention of work under 2.1.7 is to understand these varied interests, explore mechanisms to reduce conflict, identify efficiencies, and ultimately identify pathways to reduce the regulatory costs, time, and potential environmental impacts associated with developing, siting, permitting, and deploying MHK systems.

This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team.
