    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     The Characterization of the Weatherization Assistance Program (WAP) Network was designed to describe the national network of State and local agencies that provide WAP services to qualifying low-income households. The objective of this study was to profile the current WAP network. To achieve the objective, two national surveys were conducted: one survey collected data from 49 State WAP agencies (including the coterminous 48 States and the District of Columbia), and the second survey collected data from 920 (or 81 percent) of the local WAP agencies.

    The U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Programs Office (WIPO) launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of low-income residences without the utilization of additional taxpayer funding. Sixteen WIPP grantees were awarded a total of $30 million in Weatherization Assistance Program (WAP) funds in September 2010. These projects focused on: including nontraditional partners in weatherization service delivery; leveraging significant non-federal funding; and improving the effectiveness of low-income weatherization through the use of new materials, technologies, behavior-change models, and processes.

    The U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund) has opened the calendar year (CY) 2015 Notice of Allocation Availability (NOAA) funding round for the New Markets Tax Credit Program (NMTC Program). The NOAA makes up to $5 billion in tax credit allocation authority available for the CY 2015 round, pending Congressional authorization. Eligible parties must be certified as Community Development Entities (CDEs) by the CDFI Fund.     Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees.     This technical memorandum is intended to provide readers with information that may be useful in understanding the purposes, performance, and outcomes of the Department of Energy's (DOE's) Weatherization Assistance Program (Weatherization). Weatherization has been in operation for over thirty years and is the nation's largest single residential energy efficiency program. Its primary purpose, established by law, is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, the handicapped, and children.' The American Reinvestment and Recovery Act PL111-5 (ARRA), passed and signed into law in February 2009, committed $5 Billion over two years to an expanded Weatherization Assistance Program. This has created substantial interest in the program, the population it serves, the energy and cost savings it produces, and its cost-effectiveness. This memorandum is intended to address the need for this kind of information. Statistically valid answers to many of the questions surrounding Weatherization and its performance require comprehensive evaluation of the program. DOE is undertaking precisely this kind of independent evaluation in order to ascertain program effectiveness and to improve its performance. Results of this evaluation effort will begin to emerge in late 2010 and 2011, but they require substantial time and effort. In the meantime, the data and statistics in this memorandum can provide reasonable and transparent estimates of key program characteristics. The memorandum is laid out in three sections. The first deals with some key characteristics describing low-income energy consumption and expenditures.     The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    Rolls-Royce Corporation has completed a cooperative agreement under Department of Energy (DOE) contract DE-FC21-96MC33066 in support of the Advanced Turbine Systems (ATS) program to stimulate industrial power generation markets. This DOE contract was performed during the period of October 1995 to December 2002. This final technical report, which is a program deliverable, describes all associated results obtained during Phases 3A and 3B of the contract. Rolls-Royce Corporation (formerly Allison Engine Company) initially focused on the design and development of a 10-megawatt (MW) high-efficiency industrial gas turbine engine/package concept (termed the 701-K) to meet the specific goals of the ATS program, which included single digit NOx emissions, increased plant efficiency, fuel flexibility, and reduced cost of power (i.e., $/kW). While a detailed design effort and associated component development were successfully accomplished for the 701-K engine, capable of achieving the stated ATS program goals, in 1999 Rolls-Royce changed its focus to developing advanced component technologies for product insertion that would modernize the current fleet of 501-K and 601-K industrial gas turbines. This effort would also help to establish commercial venues for suppliers and designers and assist in involving future advanced technologies in the field of gas turbine engine development. This strategy change was partly driven by the market requirements that suggested a low demand for a 10-MW aeroderivative industrial gas turbine, a change in corporate strategy for aeroderivative gas turbine engine development initiatives, and a consensus that a better return on investment (ROI) could be achieved under the ATS contract by focusing on product improvements and technology insertion for the existing Rolls-Royce small engine industrial gas turbine fleet.

    This report characterizes the Department of Energy s Weatherization Assistance Program (WAP) as it was administered in Program Year 2008. WAP has supported energy efficiency improvements to the homes of low-income households in the United States since 1976. The program provides grants, guidance, and other support to grantees: weatherization programs administered by each of the 50 states, the District of Columbia and some Native American tribes. Although there have been studies of some grantee-administered weatherization programs, the overall effectiveness of the national weatherization program has not been formally evaluated since Program Year 1989. Since that time, the program has evolved significantly, with an increased focus on baseload electric usage, continued evolution of diagnostic tools, new guidelines and best practices for heating-related measures, and adjustments in program rules. More recently, the program has also adjusted to large, temporary funding increases and changes in federal rules spurred by the American Recovery and Reinvestment Act (ARRA). Because the Weatherization Assistance Program of today is dramatically different from the one evaluated in 1989, DOE determined to undertake a new comprehensive evaluation of the national program. This new national evaluation is managed by Oak Ridge National Laboratory (ORNL). Under a competitive solicitation process, ORNL selected APPRISE, Inc., Blasnik & Associates, Dalhoff Associates and the Energy Center of Wisconsin to conduct the evaluation. The national evaluation comprises two independent evaluations. The first evaluation of which this report is a part focuses on Program Year 2008 (PY08). The second evaluation focuses on the ARRA-funded years of 2009 through 2011. This report, together with its companion the Eligible Population Study addresses specific program characterization goals established for the greater evaluation.     End-use energy efficiency is increasingly being relied upon as a resource for meeting electricity and natural gas utility system needs within the United States. There is a direct connection between the maturation of energy efficiency as a resource and the need for consistent, high-quality data and reporting of efficiency program costs and impacts. To support this effort, LBNL initiated the Cost of Saved Energy Project (CSE Project) and created a Demand-Side Management (DSM) Program Impacts Database to provide a resource for policy makers, regulators, and the efficiency industry as a whole. This study is the first technical report of the LBNL CSE Project and provides an overview of the project scope, approach, and initial findings, including: • Providing a proof of concept that the program-level cost and savings data can be collected, organized, and analyzed in a systematic fashion; • Presenting initial program, sector, and portfolio level results for the program administrator CSE for a recent time period (2009-2011); and • Encouraging state and regional entities to establish common reporting definitions and formats that would make the collection and comparison of CSE data more reliable. The LBNL DSM Program Impacts Database includes the program results reported to state regulators by more than 100 program administrators in 31 states, primarily for the years 2009–2011. In total, we have compiled cost and energy savings data on more than 1,700 programs over one or more program-years for a total of more than 4,000 program-years’ worth of data, providing a rich dataset for analyses. We use the information to report costs-per-unit of electricity and natural gas savings for utility customer-funded, end-use energy efficiency programs. The program administrator CSE values are presented at national, state, and regional levels by market sector (e.g., commercial, industrial, residential) and by program type (e.g., residential whole home programs, commercial new

    The U.S. Department of Energy's (DOE's) Weatherization Assistance Program was created by Congress in 1976 under Title IV of the Energy Conservation and Production Act. The purpose and scope of the Program as currently stated in the Code of Federal Regulations (CFR) 10CFR 440.1 is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden' (Code of Federal Regulations, 2005). DOE sponsored a comprehensive evaluation of the Program in the early 1990's to provide policy makers and program implementers with up-to-date and reliable information they needed for effective decision making and cost-effective operations. Oak Ridge National Laboratory (ORNL) managed the five part study which was based primarily on data from Program Year (PY) 1989 and supplemented by data from 1991-92 (Brown, Berry, and Kinney, 1994). In more recent years, ORNL has conducted four metaevaluations of the Program's energy savings using studies conducted by individual states between the years 1990-1996 (Berry, 1997), 1996-1998 (Schweitzer and Berry, 1999), 1993-2002 (Berry and Schweitzer, 2003), and 1993-2005 (Schweitzer, 2005). DOE announced through its Weatherization Program Notice 05-1 (DOE, 2004) that it would undertake a new national evaluation of the Program because the Program that was evaluated comprehensively in the early 1990's is vastly different from the Program of today. The Program has incorporated new funding sources, management principles, audit procedures, and energy-efficiency measures in response to findings and recommendations resulting from the 1989 National Evaluation, the Weatherization Plus strategic planning process, and other federal, state, and local initiatives

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    Since 1976, the US Department of Energy (DOE) has operated one of the largest energy conservation programs in the nation -- the low-income Weatherization Assistance Program. The program strives to increase the energy efficiency of dwellings occupied by low-income persons in order to reduce their energy consumption, lower their fuel bills, increase the comfort of their homes, and safeguard their health. It targets vulnerable groups including the elderly, people with disabilities, and families with children. The most recent national evaluation of the impacts of the Program was completed in 1984 based on energy consumption data for households weatherized in 1981. DOE Program regulations and operations have changed substantially since then: new funding sources, management principles, diagnostic procedures, and weatherization technologies have been incorporated. Many of these new features have been studied in isolation or at a local level; however, no recent evaluation has assessed their combined, nationwide impacts to date or their potential for the future. In 1990, DOE initiated such an evaluation. This evaluation is comprised of three ``impact`` studies (the Single-Family Study, High-Density Multifamily Study, and Fuel-Oil Study) and two ``policy`` studies. Altogether, these five studies will provide a comprehensive national assessment of the Weatherization Assistance Program as it existed in the 1989 Program Year (PY 1989). This report presents the results of the first phase of the Single-Family Study. It evaluates the energy savings and cost effectiveness of the Program as it has been applied to the largest portion of its client base -- low-income households that occupy single-family dwellings, mobile homes, and small (2- to 4-unit) multifamily dwellings. It is based upon a representative national sample that covers the full range of conditions under which the program was implemented in PY 1989.

    This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Winter 2012. Between December 2, 2011, and January 15, 2012, 46 American Indian and Alaska Native Tribes submitted applications to receive technical assistance through the program, which provides Tribes with on-the-ground technical support from DOE and National Renewable Energy Laboratory (NREL) staff to help move tribal energy efficiency and renewable energy projects forward. The applications are being considered through the Strategic Technical Assistance Response Team (START) selection process, which incorporates expert reviews and outreach to Tribes who present a need for assistance with their community-based energy efficiency and renewable energy projects. The final successful applicants will be selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with each unique project or community. At least three selected Tribes in Alaska will receive technical assistance between March and May 2012, and up to five selected Tribes in the contiguous United States will receive technical assistance between March and August 2012. During the months of START Program activity, DOE and NREL experts will work in the two locations. In Alaska, START experts will work directly with community-based project teams to analyze local energy issues and provide assistance with energy projects and cost savings initiatives. This effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide further assistance and expertise. In the lower 48 states, NREL experts will work with the selected renewable energy START projects to evaluate financial and technical feasibility and provide early development technical assistance to better position the projects for financing and construction. This on-the-ground technical assistance is part of a broader DOE-IE effort to make reliable, accurate technical information

    Performance data for July 1995 reflects a 4% unfavorable schedule variance and is an improvement over June 1995. The majority of the behind schedule condition is attributed to EM-30, (Office of Waste Management). The majority of the EM-30 schedule variance is associated with the Tank Waste Remediation System (TWRS) Program. The TWRS schedule variance is attributed to the delay in obtaining key decision 0 (KD-0) for Project W-314, ``Tank Farm Restoration and Safe Operations`` and the Multi-Function Waste Tank Facility (MWTF) workscope still being a part of the baseline. Baseline Change Requests (BCRs) are in process rebaselining Project W-314 and deleting the MWTF from the TWRS baseline. Once the BCR`s are approved and implemented, the overall schedule variance will be reduced to $15.0 million. Seventy-seven enforceable agreement milestones were scheduled FYTD. Seventy-one (92%) of the seventy-seven were completed on or ahead of schedule, two were completed late and four are delinquent. Performance data reflects a continued significant favorable cost variance of $124.3 million (10%). The cost variance is attributed to process improvements/efficiencies, elimination of low-value work, workforce reductions and is expected to continue for the remainder of this fiscal year. A portion of the cost variance is attributed to a delay in billings which should self-correct by fiscal year-end.

    The US Department of Energy's Weatherization Assistance Program (WAP) funds local agencies to provide weatherization services to low-income households. This report describes the most salient features of this program, examines relationships between organization and program outcomes, and presents recommendations for the program's further development. Data were collected by written surveys administered to local weatherization agencies, a telephone survey of 38 states and eight DOE support offices, and site visits to selected local agencies. Locally controlled factors found to be significantly related to program performance include the amount of the weatherization director's time spent on program administration, the use of established client selection criteria, the frequency of evaluation of local goal attainment, and the type of weatherization crews used. Factors controlled at the state or federal levels that influence program performance include delays in state reimbursements of local agency expenditures and local flexibility in the choice of weatherization measures. Data-gathering difficulties experienced during this project indicate a need for possible improvements in goal-setting and record-keeping procedures.

This research was one component of the Recovery Act evaluation of WAP. The report presents the results of surveys administered to Grantees (i.e., state weatherization offices) and Subgrantees (i.e., local weatherization agencies). The report also documents the ramp up and ramp down of weatherization production and direct employment during the Recovery Act period and other challenges faced by the Grantees and Subgrantees during this period.
