Assistance to States on Policies Related to Wind Energy Issues

This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. The effect of this effort has been to provide an extensive resource of information about wind information for state policymakers in a form that is useful to them. This non-partisan information has been used as state policymakers attempt to develop their own policy proposals related to wind energy in the states.

This report describes a detailed end-use forecast of office equipment energy use for the US commercial sector. We explore the likely impacts of the US Environmental Protection Agency`s ENERGY STAR office equipment program and the potential impacts of advanced technologies. The ENERGY STAR program encourages manufacturers to voluntarily incorporate power saving features into personal computers, monitors, printers, copiers, and fax machines in exchange for allowing manufacturers to use the EPA ENERGY STAR logo in their advertising campaigns. The Advanced technology case assumes that the most energy efficient current technologies are implemented regardless of cost.

Weatherization Assistance Program Technical Assistance Center

The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

Evaluation of the District of Columbia Energy Office Residential Conservation Assistance Program for Natural Gas-Heated Single-Family Homes

At the request of the U.S. Department of Energy (DOE), Oak Ridge National Laboratory (ORNL), with assistance from the District of Columbia Energy Office (DCEO) performed an evaluation of part of the DCEO Residential Conservation Assistance Program (RCAP). The primary objective of the evaluation was to evaluate the effectiveness of the DCEO weatherization program. Because Weatherization Assistance Program (WAP) funds are used primarily for weatherization of single-family homes and because evaluating the performance of multi-family residences would be more complex than the project budget would support, ORNL and DCEO focused the study on gas-heated single-family homes. DCEO provided treatment information and arranged for the gas utility to provide billing data for 100 treatment houses and 434 control houses. The Princeton Scorkeeping Method (PRISM) software package was used to normalize energy use for standard weather conditions. The houses of the initial treatment group of 100 houses received over 450 measures costing a little over $180,000, including labor and materials. The average cost per house was $1,811 and the median cost per house was $1,674. Window replacement was the most common measure and accounted for about 35% of total expenditures. Ceiling and floor insulation was installed in 61 houses and accounts for almost 22% of the expenditures. Twenty-seven houses received replacement doors at an average cost of $620 per house. Eight houses received furnace or boiler replacements at an average cost of about $3,000 per house. The control-adjusted average measured savings are about 20 therms/year. The 95% confidence interval is approximately +20 to +60 therms/year. The average pre-weatherization energy consumption of the houses was about 1,100 therm/year. Consequently, the adjusted average savings is approximately 2% ({+-}4%)-not significantly different than zero. Most RCAP expenditures appear to go to repairs. While some repairs may have energy benefits, measures selected to meet repair needs generally have smaller energy benefits per unit cost than measures selected for energy conservation purposes. To the extent that extensive repairs are necessary or desirable, expectations of energy savings need to be adjusted. Since 2002, the DCEO has implemented a number of program improvements it believes enhance program performance. In 2003, DCEO published formal guidance for weatherization in RCAP (DCEO 2003). Consequently, the results of this study may not adequately represent the current performance of the program. DCEO should re-examine current RCAP weatherization patterns and energy savings to assess the effects of program changes.

The goal of the Environmental Protection Agency`s (EPA) Office of Radiation and Indoor Air is to protect the public and the environment from exposures to radiation and indoor air pollutants. The Office develops protection criteria, standards, and policies and works with other programs within EPA and other agencies to control radiation and indoor air pollution exposures; provides technical assistance to states through EPA`s regional offices and other agencies having radiation and indoor air protection programs; directs an environmental radiation monitoring program; responds to radiological emergencies; and evaluates and assesses the overall risk and impact of radiation and indoor air pollution. The Office is EPA`s lead office for intra- and interagency activities coordinated through the Committee for Indoor Air Quality. It coordinates with and assists the Office of Enforcement in enforcement activities where EPA has jurisdiction. The Office disseminates information and works with state and local governments, industry and professional groups, and citizens to promote actions to reduce exposures to harmful levels of radiation and indoor air pollutants.

As of April 19, 1991, technical, operational and analytic support and assistance to the offices and divisions of the Office of Renewable Energy, under contract DE-AC01-86CE30844 was completed. The overall work effort, initiated February 20, 1986, was characterized by timely, comprehensive, high quality, professional responsiveness to a broad range of renewable energy program operational support requirements. These are no instances of failure to respond, nor unacceptable response, during the five-year period. The technology program areas covered are Solar Buildings Technology, Wind Energy Technology, Photovoltaic Energy Technology, Geothermal Energy Technology, Biofuels and Municipal Waste Technology, Solar Thermal Technology, Hydropower Energy Technology, Ocean Energy Technology, and Electric Energy Systems and Energy Storage. The analytical and managerial support provided to the office and staff of the Deputy Assistant Secretary for Renewable Energy enabled a comprehensive evaluation of program and policy alternatives, and the selection and execution of appropriate courses of action from amongst those alternatives. Largely through these means the Office has been able to maintain continuity and a meaningful program thrust through the vacillations of policies and budgets that it has experienced over that it has experienced over the past five years. Appended are summaries of support activities within each of the individual technology program areas, as well as a complete listing of all project deliverables and due-dates for each submittal under the contract.

The US Department of Energy (DOE) has recognized the opportunity to achieve energy, economic, and environmental benefits by promoting energy-efficient lighting through federal policies, including lighting standards, financial incentives, and information programs. To assist in this process, the Office of Conservation and Renewable Energy`s Office of Codes and Standards invited Lawrence Berkeley Laboratory to assess prospective national impacts for a variety of policy options. Some progress has already been made in developing lighting policies at both the federal and state levels. The US DOE`s Office of Building Technologies has evaluated lighting efficiency incentives as part of its analysis for the National Energy Strategy. Fluorescent and incandescent lamp standards are included in the national Energy Policy Act of 1992 (P.L. 102-486, October 24, 1992). A few states have analyzed or implemented lamp and luminaire standards. Many policy-related issues merit further investigation. For example, there is considerable debate over issues such as mandatory or voluntary standards versus component labeling and other education-oriented strategies. Several different technologies are involved that interact with each other-lamps (incandescent, compact fluorescent, and HID), ballasts (for fluorescent and HID lamps), and fixtures with reflectors and lenses. Control systems and operation patterns must also be considered (timers, automated dimming, or occupancy sensors). Lighting applications are diverse, ranging from offices, restaurants, hallways, hospital operating rooms, to exterior lights. Lighting energy use influences heating and cooling requirements in buildings. Successful lighting system design must also address interactions between architectural design elements and daylighting availability. Proper system installation and ongoing operation and maintenance are crucial. The economic aspects of the preceding points must also be considered for policy making.

Technical Assistance Program: Off to a Running Start (Newsletter)

This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Winter 2012. Between December 2, 2011, and January 15, 2012, 46 American Indian and Alaska Native Tribes submitted applications to receive technical assistance through the program, which provides Tribes with on-the-ground technical support from DOE and National Renewable Energy Laboratory (NREL) staff to help move tribal energy efficiency and renewable energy projects forward. The applications are being considered through the Strategic Technical Assistance Response Team (START) selection process, which incorporates expert reviews and outreach to Tribes who present a need for assistance with their community-based energy efficiency and renewable energy projects. The final successful applicants will be selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with each unique project or community. At least three selected Tribes in Alaska will receive technical assistance between March and May 2012, and up to five selected Tribes in the contiguous United States will receive technical assistance between March and August 2012. During the months of START Program activity, DOE and NREL experts will work in the two locations. In Alaska, START experts will work directly with community-based project teams to analyze local energy issues and provide assistance with energy projects and cost savings initiatives. This effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide further assistance and expertise. In the lower 48 states, NREL experts will work with the selected renewable energy START projects to evaluate financial and technical feasibility and provide early development technical assistance to better position the projects for financing and construction. This on-the-ground technical assistance is part of a broader DOE-IE effort to make reliable, accurate technical information and skills-based training available to tribal communities throughout the United States. The primary goal of the START initiative, according to DOE-IE Director Tracey A. LeBeau, is to bring about the next generation of energy development in Indian Country. Through energy project planning, quality training, and technical assistance, The START program will leverage the early-stage resource characterization and pre-feasibility investments that DOE has made in Indian Country over the years, and unlock the energy resources that exist on tribal lands to help build a 21st century tribal energy economy. Working collaboratively with a select group of Tribes and Alaska Native entities, the DOE Office of Indian Energy, NREL, and the Denali Commission will empower tribal leaders to make informed energy decisions and help build capacity to bring tribal energy visions to fruition and get renewable energy projects off the ground, said LeBeau. Ultimately, these efforts will serve to further the Obama Administration and DOE's shared commitment to provide Native American and Alaska Native communities with the tools and resources they need to foster tribal energy self-sufficiency and sustainability, advancing job creation and enhancing economic competitiveness.

STATE RESEARCH, OUTREACH AND TECHNICAL ASSISTANCE TO IMPROVE THE NATIONíS TRANSMISSION AND DISTRIBUTION SYSTEMS

The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the duration of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on Electricity Policy as part of its transmission and distribution work. The National Council on Electricity Policy (National Council) is a venture between NASEO, NARUC, NCSL, National Association of Clean Air Agencies (NACAA) and the National Governors Association (NGA). The National Council also includes several federal members including FERC, DOE, and the U.S. Environment Protection Agency (EPA). NASEO members serve on the policy committee and NASEO General Council Jeff Genzer is a member of the National Council's Executive Committee. NASEO staff participated on regularly scheduled policy committee and executive committee calls and helped to plan agendas and publications for various state decision-makers. Specifically, NASEO organized state energy officials and participating in formulating the agenda for meetings, including the Mid-Atlantic Distributed Generation Workshop in New Jersey in September 2007. NASEO shared the results of these meetings through its website, email communications and direct conversations with state energy officials. NASEO participated as a member of the National Action Plan for Energy Efficiency (NAPEE) Leadership Committee, representing the interests and expertise of the state energy offices. In addition, NASEO was part of the Long-Term Vision Committee. NASEO members also participated in these activities and NASEO has encouraged further efforts of its membership with regards to NAPEE. NASEO has worked to ensure that its membership has the most timely and accurate information about transmission and distribution technology and policy. Its work with other associations has facilitated greater partnerships to enhance activities across the nation and encourage state energy offices to collaborate with public utility commissions, legislatures and executives to improve modern transmission and distribution. NASEO has identified transmission and distribution as a key area for further action.

There is a growing body of qualitative and a limited body of quantitative literature supporting the common assertion that policy drives development of clean energy resources. Recent work in this area indicates that the impact of policy depends on policy type, length of time in place, and economic and social contexts of implementation. This work aims to inform policymakers about the impact of different policy types and to assist in the staging of those policies to maximize individual policy effectiveness and development of the market. To do so, this paper provides a framework for policy development to support the market for distributed photovoltaic systems. Next steps include mathematical validation of the framework and development of specific policy pathways given state economic and resource contexts.

The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energyís (DOEís) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LMís goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

Decommissioning activities enable the DOE to reuse all or part of a facility for future activities and reduce hazards to the general public and any future work force. The DOE Office of Environment, Health and Safety has prepared this document, which consists of decommissioning principles and acceptance criteria, in an attempt to establish a policy that is in agreement with the NRC policy. The purpose of this document is to assist individuals involved with decommissioning activities in determining their specific responsibilities as identified in Draft DOE Order 5820.DDD, ``Decommissioning of US Department of Energy Contaminated Surplus Facilities`` (Appendix A). This document is not intended to provide specific decommissioning methodology. The policies and principles of several international decommissioning programs are also summarized. These programs are from the IAEA, the NRC, and several foreign countries expecting to decommission nuclear facilities. They are included here to demonstrate the different policies that are to be followed throughout the world and to allow the reader to become familiar with the state of the art for environment, safety, and health (ES and H) aspects of nuclear decommissioning.

Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets.
