    The Energy-Related Business Development Project was designed by the US Department of Energy Weatherization Assistance Program (DOE/WAP) to promote activities which demonstrate strategies for providing weatherization services without Federal Funds or which promote energy-related business development activities. In December 1985, 38 community action agencies were selected through a competition grant process to participate in this demonstration project. The purpose of this project was to provide training and technical assistance to the selected grantees - to help them develop skills in business development through the identification and evaluation of potential and existing local agency energy-related ventures. This project provided support for grantees to research and package energy-related business plans capable of receiving outside financing.

    The Department of Energy and its contractors are faced with environmental concerns and large waste management costs. Federal legislation and DOE Orders require sites to develop waste minimization/pollution prevention programs. In response to these requirements, the Kansas City Plant developed a pollution prevention tool called a pollution prevention opportunity assessment (PPOA). Pilot assessments resulted in the development of a graded approach to reduce the amount of effort required for activities that utilized nonhazardous and/or low-volume waste streams. The project`s objectives in FY95 were to validate DOE`s PPOA Graded Approach methodology, provide PPOA training and technical assistance to interested DOE personnel and DOE contractors, enhance the methodology with energy analysis and tools for environmental restoration activities, implement a DOE-wide PPOA database, and provide support to DOE EM-334 in the completion of a report which estimates the future potential for pollution prevention and waste minimization in the DOE complex.

    As energy efficiency in buildings continues to move from discreet technology development to an integrated systems approach, the need to understand and integrate complementary goals and targets becomes more pronounced. Whether within Department of Energy’s (DOE) Building Technologies Program (BTP), across the Office of Energy Efficiency and Renewable Energy (EERE), or throughout DOE and the Federal government, mutual gains and collaboration synergies exist that are not easily achieved because of organizational and time constraints. There also cases where federal agencies may be addressing similar issues, but with different (and sometimes conflicting) outcomes in mind. This report conducts a comprehensive inventory across all EERE and other relevant Federal agencies of potential activities with synergistic benefits. A taxonomy of activities with potential interdependencies is presented. The report identifies a number of federal program objectives, products, and plans related to building energy efficiency and characterizes the current structure and interactions related to these plans and programs. Areas where overlap occurs are identified as are the challenges of addressing issues related to overlapping goals and programs. Based on the input gathered from various sources, including 20 separate interviews with federal agency staff and contractor staff supporting buildings programs, this study identifies a number of synergistic opportunities and makes recommends a number of areas where further collaboration could be beneficial.

    This document presents an overview of work at Martin Marietta Energy Systems, Inc., (Energy Systems) during FY 1993--FY 1994 that was funded by the Department of Energy`s (DOE`s) Assistant Secretary for Environment, Safety and Health (ASEH). To illustrate the programmatic breadth of Energy Systems and to establish the context within which this work was accomplished, this document also includes representative descriptions of ASEH-related work at Energy Systems done for other sponsors. Activities for ASEH cover a wide variety of subjects that are geared towards the environmental, safety, and health aspects of DOE operations. Amounts from the fund will be available for making expenditures for purposes of conducting surveys of current scrap tire piles, developing tire management plans, and carrying out plans relating to the reduction and elimination of existing scrap tire piles, including recycling, recovering, and reusing scrap tires.     This document provides an overview of renewable resource potential at Fort Gordon, based primarily upon analysis of secondary data sources supplemented with limited on-site evaluations. This effort focuses on grid-connected generation of electricity from renewable energy sources and also on ground source heat pumps for heating and cooling buildings. The effort was funded by the American Recovery and Reinvestment Act (ARRA) as follow-on to the 2005 Department of Defense (DoD) Renewables Assessment. This report includes a brief description of how experiential opportunities assist students in the selection of a career and a list of opportunities in the private sector and government. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. Workforce development activities will facilitate the hiring of students to work with professionals in both the private and public sectors, as well as assist in preparing a workforce for careers in national security.     In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs.     This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    In principle, paying for waste management services should be easy. Each person should be responsible for paying for his or her share of waste management costs. The price paid should be based on the most equitable, most environmentally sound, and most efficient management method. Everyone knows that life is not that simple. In the real world, decisions about how to pay for waste management services are based upon a variety of factors, including cost, equity, administrative ease, legal restrictions, legislative policies and mandates, historic precedent, and politics.     This survey reviews efforts by CESA member clean energy funds to promote the use of biomass as a renewable energy source. For each fund, details are provided regarding biomass eligibility for support, specific programs offering support to biomass projects, and examples of supported biomass projects (if available). For the purposes of this survey, biomass is defined to include bio-product gasification, combustion, co-firing, biofuel production, and the combustion of landfill gas, though not all of the programs reviewed here take so wide a definition. Programs offered by non-CESA member funds fall outside the scope of this survey. To date, three funds--the California Energy Commission, Wisconsin Focus on Energy, and the New York State Energy Research and Development Authority--have offered programs targeted specifically at the use of biomass as a renewable energy source. We begin by reviewing efforts in these three funds, and then proceed to cover programs in other funds that have provided support to biomass projects when the opportunity has arisen, but otherwise do not differentially target biomass relative to other renewable technologies.

  8. Will Russian Scientists Go Rogue? A Survey on the Threat and the Impact of Western Assistance

    The collapse of the Soviet Union sparked fears throughout the world that rogue nations and terrorist organizations would gain access to weapons of mass destruction (WMD). One specific concern has been 'WMD brain drain.' Russians with knowledge about nuclear, chemical, and biological weapons could now depart to any country of their choice, including rogue nations seeking to produce WMD. Meanwhile, Russian science fell into a protracted crisis, with plummeting salaries, little funding for research, and few new recruits to science. These developments increased both the incentives and the opportunities for scientists to sell their knowledge to governments and terrorist organizations with hostile intentions toward the United States. Recognizing the threat of WMD brain drain from Russia, the United States, and other governments implemented a host of programs designed to reduce the risk. Despite, or perhaps partly because of, massive assistance from the West to prevent scientists with WMD knowledge from emigrating, the threat of Russian WMD brain drain has recently faded from view. Yet we have seen no evidence that these programs are effective and little systematic assessment of the current threat of WMD migration. Our data from an unprecedented survey of 602 Russian physicists, biologists, and chemists suggest that the threat of WMD brain drain from Russia should still be at the forefront of our attention. Roughly 20 percent of Russian physicists, biologists, and chemists say they would consider working in rogue nations such as North Korea, Iran, Syria, or Iraq (still considered a rogue state at the time of the survey). At the same time, the data reveal that U.S. and Western nonproliferation assistance programs work. They significantly reduce the likelihood that Russian scientists would consider working in these countries. Moreover, Russian grants do not reduce scientists' propensity to 'go rogue'. These survey findings have clear policy implications: the U.S. and its allies must continue to adequately fund nonproliferation assistance programs rather than hastily declare victory. The U.S. should remain engaged with former Soviet WMD scientists until they are willing and able to find support for their research from competitive, civilian-oriented, privately funded projects. Otherwise, we run a great risk that WMD expertise will migrate from the former Soviet Union to countries or organizations that harbor hostile intentions toward the U.S. Assistance programs work to reduce the threat of WMD brain drain, but their task is not complete. Now is not the time to pull back.

At its meeting in May 2003, TREF discussed the content of this information document and took note of supplementary information provided in a presentation by CERN's Equal Opportunities Officer, accompanied by the Chairman of the Equal Opportunities Advisory Panel. The Forum concluded that this supplementary information should be included in a revised version of the document, as indicated in section 3 and Annex 1 below. Finally, the Forum took note of a main issue raised by the Panel, namely the need for crèche facilities available to CERN staff. This led to a study commissioned by the Management, recommending the setting up of crèche facilities on the CERN site (Annex 2). However, given the current financial constraints, funding could only be found by setting priorities in the next 5-Yearly Review.

    Pacific Northwest National Laboratory provided assistance to Fort Hunter Liggett to determine the opportunities for solar energy development on the site. Increasing use of renewable energy is mandated by several executive orders and legislation. Fort Hunter Liggett has many attributes that enhance its suitability for renewable energy development. First, the site is located south of San Francisco in a remote portion of the costal foothills. Brush and forest fires are frequent and often result in power outages, which subsequently impacts the site’s training mission. In addition, the site’s blended electric rate during fiscal year (FY) 2010 was high at 12 ¢/kWh. Lastly, the solar resource is moderately high; the site receives nearly 5.7 kWh/m2/day on a south facing, latitude-tilted surface. In light of these factors, the site is a clear candidate for a solar photovoltaic array. Prior to Pacific Northwest National Laboratory’s (PNNL) involvement, the site secured funding for a 1 megawatt (MW) photovoltaic (PV) array that will also provide shading for site vehicles. To best implement this project, PNNL conducted a site visit and was tasked with providing the site technical guidance and support regarding module selection, array siting, and other ancillary issues.

    This technical report provides an overview of existing and potential financing structures for renewable energy project development in Alaska with a focus on four primary sources of project funding: government financed or supported (the most commonly used structure in Alaska today), developer equity capital, commercial debt, and third-party tax-equity investment. While privately funded options currently have limited application in Alaska, their implementation is theoretically possible based on successful execution in similar circumstances elsewhere. This report concludes that while tax status is a key consideration in determining appropriate financing structure, there are opportunities for both taxable and tax-exempt entities to participate in renewable energy project development.

    Across the international field of safeguards there has been a rising awareness of the need for development of the next generation of safeguards professionals. The 2010 International Atomic Energy Agency Safeguards Symposium includes a suggested topic of 'developing safeguards professionals.' This can first be addressed by making university students and young professionals aware of safeguards and the unique career opportunities it encompasses. Then, once someone decides to go into safeguards he/she needs to be offered professional development opportunities in order to become a more effective member of the international safeguards community. This paper begins to do that by reviewing opportunities currently available. There are not many opportunities that are well advertised and this paper will serve to raise awareness of what does already exist and therefore benefit the international safeguards community. The current opportunities that will be discussed include training programs, graduate degrees, organizational outreach, professional networks, and intensive topic specific programs. The paper will also identify current needs and holes in the current offerings of professional development opportunities and suggest ways they can be filled. In the conclusion the paper addresses what types of programs are still needed.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs? The answers could have important implications for the future of U.S. energy efficiency. This report focuses on a selected set of ARRA-funded energy efficiency programs administered by state energy offices: the State Energy Program (SEP) formula grants, the portion of Energy Efficiency and Conservation Block Grant (EECBG) formula funds administered directly by states, and the State Energy Efficient Appliance Rebate Program (SEEARP). Since these ARRA programs devote significant monies to energy efficiency and serve similar markets as utility customer-funded programs, there are frequent interactions between programs. We exclude the DOE low-income weatherization program and EECBG funding awarded directly to the over 2,200 cities, counties and tribes from our study to keep its scope manageable. We summarize the energy efficiency program design and funding choices made by the 50 state energy offices, 5 territories and the District of Columbia. We then focus on the specific choices made in 12 case study states. These states were selected based on the level of utility customer program funding, diversity of program administrator models, and geographic diversity. Based on interviews with more than 80 energy efficiency actors in those 12 states, we draw observations about states strategies for use of Recovery Act funds. We examine interactions between ARRA programs and utility customer-funded energy efficiency programs in terms of program planning, program design and implementation, policy issues, and potential long-term impacts. We consider how the existing regulatory policy framework and energy efficiency programs in these 12 states may have impacted development of these selected ARRA programs. Finally, we summarize key trends and highlight issues that evaluators of these ARRA programs may want to examine in more depth in their process and impact evaluations.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain its mission and capabilities. To resolve these resource constraints, we recommend the creation of an endowment, funded entirely through private contributions. Our initial estimates for the endowment are that a €2B principal. This level of capitalization could provide significant support to all aspects of the IAEA’s mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

    A multi-level (facility and programmatic) risk assessment was conducted for the facilities in the Nevada National Security Site (NNSS) Readiness in Technical Base and Facilities (RTBF) Program and results were included in a new Risk Management Plan (RMP), which was incorporated into the fiscal year (FY) 2010 Integrated Plans. Risks, risk events, probability, consequence(s), and mitigation strategies were identified and captured, for most scope areas (i.e., risk categories) during the facilitated risk workshops. Risk mitigations (i.e., efforts in addition to existing controls) were identified during the facilitated risk workshops when the risk event was identified. Risk mitigation strategies fell into two broad categories: threats or opportunities. Improvement projects were identified and linked to specific risks they mitigate, making the connection of risk reduction through investments for the annual Site Execution Plan. Due to the amount of that was collected, analysis to be performed, and reports to be generated, a Risk Assessment/ Management Tool (RAMtool) database was developed to analyze the risks in real-time, at multiple levels, which reinforced the site-level risk management process and procedures. The RAMtool database was developed and designed to assist in the capturing and analysis of the key elements of risk: probability, consequence, and impact. The RAMtool calculates the facility-level and programmatic-level risk factors to enable a side-by-side comparison to see where the facility manager and program manager should focus their risk reduction efforts and funding. This enables them to make solid decisions on priorities and funding to maximize the risk reduction. A more active risk management process was developed where risks and opportunities are actively managed, monitored, and controlled by each facility more aggressively and frequently. risk owners have the responsibility and accountability to manage their assigned risk in real-time, using the RAMtool database.

    The US Department of Energy (DOE) Environmental Management (EM) program faces significant technical and financial challenges in cleaning up the environmental legacy of nuclear weapons production and research and development, while facing an uncertain future in obtaining the needed funding to perform this work. Many of these requirements, including State and Federal regulations and negotiated agreements, continue to be a significant contributor to EM program costs and schedules. Historically, the sites have managed their programs focusing on their individual site`s needs. While this approach maximized successes at individual sites, it has resulted in a more costly program than if more integration across the DOE system occurred. In July 1996, the DOE Assistant Secretary for EM, Al Alm, chartered a contractor led effort to perform complex-wide integration in support of the ten-year plan process to develop a suite of technically defensible, integrated alternatives to meet the EM mission. This report documents opportunities for waste and nuclear materials management integration activities in six areas: transuranic (TRU) waste, mixed low-level waste (MLLW), low-level waste (LLW), environmental restoration (ER), high-level waste (HLW), and spent nuclear fuel (SNF). The opportunities represent technically defensible solutions which reduce cost, accelerate schedules, and result in no significant increase in risk.

    The interface between mathematics and biology has long been a rich area of research, with mutual benefit to each supporting discipline. Traditional areas of investigation, such as population genetics, ecology, neurobiology, and 3-D reconstructions, have flourished, despite a rather meager environment for the funding of such work. In the past twenty years, the kind and scope of such interactions between mathematicians and biologists have changed dramatically, reaching out to encompass areas of both biology and mathematics that previously had not benefited. At the same time, with the closer integration of theory and experiment, and the increased reliance on high-speed computation, the costs of such research grew, though not the opportunities for funding. The perception became reinforced, both within the research community and at funding agencies, that although these interactions were expanding, they were not doing so at the rate necessary to meet the opportunities and needs. A workshop was held in Washington, DC, between April 28 and May 3, 1990 which drew together a broadly based group of researchers to synthesize conclusions from a group of working papers and extended discussions. The result is the report presented here, which we hope will provide a guide and stimulus to research in mathematical and computational biology for at least the next decade. The report identifies a number of grand challenges, representing a broad consensus among the participants.

    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings, and the homes on these farms. The expected measurable outcomes of the project were to improve the environment and stimulate the economy by: • Reducing annual fossil fuel emissions by 1,942 metric tons of carbon dioxide equivalent, reducing the total annual energy use on at least 323 small animal farms and 100 farm homes by at least 8,000 kWh and 2,343 therms per farm. • Stimulating the economy by creating or retaining at least 69 jobs, and saving small animal farmers an average of $2,071 per farm in annual energy expenditures. B. Project Scope The MAESTRO team chose the target population of small farms because while all agriculture is traditionally underserved in energy efficiency programs, small farms were particularly underserved because they lack the financial resources and access to energy efficiency technologies that larger farms deploy. The MAESTRO team reasoned that energy conservation, financial and educational programs developed while serving the agricultural community could serve as a national model for other states and their agricultural sectors. The target population was approximately 2,365 small animal farm operations in Missouri, specifically those farms that were not by definition a confined animal feeding operation (CAFO). The program was designed to create jobs by training Missouri contractors and Missouri University Extension staff how to conduct farm audits. The local economy would be stimulated by an increase in construction activity and an increasing demand for energy efficient farm equipment. Additionally, the energy savings were deemed critical in keeping Missouri farms in business. This project leveraged funds using a combination of funds from the Missouri Department of Natural Resources’ Missouri Energy Center and its Soil and Water Conservation Program, from the state's Linked Deposits, MASBDA's agricultural loan guarantee programs, and through the in-kind contribution of faculty and staff time to the project from these agencies and MU. The Persian Gulf crisis indicated the US must diversify oil sources; increased competition and deregulation in electric power generation and gas production are providing more opportunities for independent power producers at home and abroad; and Latin America's need for foreign financial and technical assistance are providing an important pull'' factor. Electricity needs in the developing world wig be huge in the years to come. In Latin America and the Caribbean, 66,500 mg of new capacity will be required by 1999. The developing world will require US $100 billion in energy investment a year. But Latin American countries will have trouble obtaining funds. The region will need to rely heavily on private international sources to finance future energy requirements. Multilateral development bank participation win remain critical, however, serving as a catalyst for government reform and private investment in the sector. In particular, World Bank lending will be focused on countries with a clear commitment to pricing reform, regulatory reform, competitive markets, non-market barriers, and technology transfer. Opportunities for foreign participation in the Latin American oil sector are particularly large in Ecuador, Peru, Argentina, and Venezuela. Mexico's plans for reform in the oil sector, a delicate issue in that country, appear to be less defined and likely to occur farther into the future. The conference made clear that a regulatory entity is needed even when the sector is owned by the government. Regulatory processes must be fair and transparent in order to ensure adequate financial and technical performance.

    Implementing solar energy projects at federal facilities is a process. The project planning phase of the process includes determining goals, building a team, determining site feasibility and selecting the appropriate project funding tool. This fact sheet gives practical guidance to assist decision-makers with understanding and selecting the funding tool that would best address their site goals. Because project funding tools are complex, federal agencies should seek project assistance before making final decisions. High capital requirements combined with limits on federal agency energy contracts create challenges for funding solar projects. Solar developers typically require long-term contracts (15-20) years to spread out the initial investment and to enable payments similar to conventional utility bill payments. In the private sector, 20-year contracts have been developed, vetted, and accepted, but the General Services Administration (GSA) contract authority (federal acquisition regulation [FAR] part 41) typically limits contract terms to 10 years. Payments on shorter-term contracts make solar economically unattractive compared with conventional generation. However, in several instances, the federal sector has utilized innovative funding tools that allow long-term contracts or has created a project package that is economically attractive within a shorter contract term.

    Kyrgyzstan is a country of 4.3 million persons in Central Asia with Kazakhstan bordering to the north, China to the southeast, Uzbekistan to the west, and Tajikistan to the southwest. Among Kyrgyzstan's major ethnic groups, Kyrgyz account of 52% of the population, Russians 22%, and Uzbeks 13%. Since independence Sept. 7, 1991, from the Soviet Union, Kyrgyzstan has found itself in a very difficult position. The situation in the energy sector is particularly strained. Oil and gas production are minimal, there are no refineries in the country, and all petroleum products are brought in from Russia, Kazakhstan, and Uzbekistan. Natural gas in supplied from Turkmenistan. Although there are domestic reserves of coal, imports from Russia and Kazakhstan account for 55% of supply. However, there is significant hydropower potential in Kyrgyzstan. Energy officials have clearly identified development of this resource as the path to energy independence and economic progress. An overview of Kyrgyzstan's energy sector is given in this article for crude oil, natural gas, coal resources, electrical power, and investment opportunities.
