    A model of nuclear fusion consisting of a wave packet impinging into a well located between square one dimensional barriers is treated analytically. The wave function inside the well is calculated exactly for the assisted tunneling induced by a perturbation mimicking a constant electric field with arbitrary time dependence. Conditions are found for the enhancement of fusion.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists.     We describe the basic ideas of MPI parallelization of the N-body Adaptive Refinement Tree (ART) code. The code uses self-adaptive domain decomposition where boundaries of the domains (parallelepipeds) constantly move -- with many degrees of freedom -- in the search of the minimum of CPU time. The actual CPU time spent by each MPI task on previous time-step is used to adjust boundaries for the next time-step. For a typical decomposition of 5^3 domains, the number of possible changes in boundaries is 3^{84}. We describe two algorithms of finding minimum of CPU time for configurations with a large number of domains. Each MPI task in our code solves the N-body problem where the large-scale distribution of matter outside of the boundaries of a domain is represented by relatively few temporary large particles created by other domains. At the beginning of a zero-level time-step, domains create and exchange large particles. Then each domain advances all its particles for many small time-steps. At the end of the large step, the domains decide where to place new boundaries and re-distribute particles. The scheme requires little communications between processors and is very efficient for large cosmological simulations.

    The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

    We introduce and study the task of assisted coherence distillation. This task arises naturally in bipartite systems where both parties work together to generate the maximal possible coherence on one of the subsystems. Only incoherent operations are allowed on the target system while general local quantum operations are permitted on the other, an operational paradigm that we call local quantum-incoherent operations and classical communication (LQICC). We show that the asymptotic rate of assisted coherence distillation for pure states is equal to the coherence of assistance, a direct analog of the entanglement of assistance, whose properties we characterize. Our findings imply a novel interpretation of the von Neumann entropy: it quantifies the maximum amount of extra quantum coherence a system can gain when receiving assistance from a collaborative party. Our results are generalized to coherence localization in a multipartite setting and possible applications are discussed.

    The pairing of science and art has proven to be a powerful combination since the Renaissance. The combination of these two seemingly disparate disciplines ensured that even complex scientific theories could be explored and effectively communicated to both the subject matter expert and the layman. In modern times, science and art have frequently been considered disjoint, with objectives, philosophies, and perspectives often in direct opposition to each other. However, given the technological advances in computer science and high fidelity 3-D graphics development tools, this marriage of art and science is once again logically complimentary. Art, in the form of computer graphics and animation created on supercomputers, has already proven to be a powerful tool for improving scientific research and providing insight into nuclear phenomena. This paper discusses the power of pairing artists with scientists and engineers in order to pursue the possibilities of a widely accessible lightweight, interactive approach. We will use a discussion of photo-realism versus stylization to illuminate the expected beneficial outcome of such collaborations and the societal advantages gained by a non-traditional pa11nering of these two fields.

    The Characterization of the Weatherization Assistance Program (WAP) Network was designed to describe the national network of State and local agencies that provide WAP services to qualifying low-income households. The objective of this study was to profile the current WAP network.     Previous research has shown that addition of lignin-derived liquids to coal stirred in tetralin under mild reaction conditions (375{degree}C and 300--500 psig) results in a marked enhancement in the rate of coal depolymerization. A mathematical model was developed to study the kinetics of coal depolymerization in the presence of liquid-derived liquids. In the present study, a reaction pathway was formulated to explain the enhancement in coal depolymerization due to lignin (solid) addition. The model postulated assumes that the products of lignin obtained during thermolysis interact with the reactive moieties present in coal while simultaneous depolymerization of coal occurs. A good fit between the experimental data and the kinetic model was found. The results show that in addition to the enhancement in the rate of coal depolymerization, lignin also reacts (and enhances the extent of depolymerization of coal) with those reaction sites in coal that are not susceptible to depolymerization when coal alone is reacted in tetralin under identical reaction conditions. Additional work is being carried out to determine a thorough materials balance on the lignin-assisted coal depolymerization process. A number of liquid samples have been obtained which are being studied for their stability in various environments. 5 refs., 4 figs., 1 tab.

  19. Interface-assisted molecular spintronics

    Molecular spintronics, a field that utilizes the spin state of organic molecules to develop magneto-electronic devices, has shown an enormous scientific activity for more than a decade. But, in the last couple of years, new insights in understanding the fundamental phenomena of molecular interaction on magnetic surfaces, forming a hybrid interface, are presenting a new pathway for developing the subfield of interface-assisted molecular spintronics. The recent exploration of such hybrid interfaces involving carbon based aromatic molecules shows a significant excitement and promise over the previously studied single molecular magnets. In the above new scenario, hybridization of the molecular orbitals with the spin-polarized bands of the surface creates new interface states with unique electronic and magnetic character. This study opens up a molecular-genome initiative in designing new handles to functionalize the spin dependent electronic properties of the hybrid interface to construct spin-functional tailor-made devices. Through this article, we review this subject by presenting a fundamental understanding of the interface spin-chemistry and spin-physics by taking support of advanced computational and spectroscopy tools to investigate molecular spin responses with demonstration of new interface phenomena. Spin-polarized scanning tunneling spectroscopy is favorably considered to be an important tool to investigate these hybrid interfaces with intra-molecular spatial resolution. Finally, by addressing some of the recent findings, we propose novel device schemes towards building interface tailored molecular spintronic devices for applications in sensor, memory, and quantum computing.

    The transmission of an excitation along a spin chain can be hindered by the presence of small fixed imperfections that create trapping regions where the excitation may get caught (Anderson localization). A certain degree of noise, ensuing from the interaction with a thermal bath, allows to overcome localization (noise-assisted transport). In this paper we investigate the relation between noise-assisted transport and (quantum) computation. In particular we prove that noise does assist classical computation on a quantum computing device but hinders the possibility of creating entanglement.

    The intrinsic idea of superdense coding is to find as many gates as possible such that they can be perfectly discriminated. In this paper, we consider a new scheme of discrimination of quantum gates, called ancilla-assisted discrimination, in which a set of quantum gates on a $d-$dimensional system are perfectly discriminated with assistance from an $r-$dimensional ancilla system. The main contribution of the present paper is two-fold: (1) The number of quantum gates that can be discriminated in this scheme is evaluated. We prove that any $rd+1$ quantum gates cannot be perfectly discriminated with assistance from the ancilla, and there exist $rd$ quantum gates which can be perfectly discriminated with assistance from the ancilla. (2) The dimensionality of the minimal ancilla system is estimated. We prove that there exists a constant positive number $c$ such that for any $k\\leq cr$ quantum gates, if they are $d$-assisted discriminable, then they are also $r$-assisted discriminable, and there are $c^{\\prime}r\\textrm{}(c^{\\prime}>c)$ different quantum gates which can be discriminated with a $d-$dimensional ancilla, but they cannot be discriminated if the ancilla is reduced to an $r-$dimensional system. Thus, the order $O(r)$ of the number of quantum gates that can be discriminated with assistance from an $r-$dimensional ancilla is optimal. The results reported in this paper represent a preliminary step toward understanding the role ancilla system plays in discrimination of quantum gates as well as the power and limit of superdense coding.
