    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team.     The effect of laser irradiation on electrodeposition processes has been investigated. These studies demonstrated that the addition of laser irradiation to an electroplating process can dramatically enhance plating rates and current efficiencies, as well as improve the morphology of the resultant electrodeposit. During the course of these investigations, the mechanism for the laser enhancement of electrodeposition processes was determined. Experimental evidence was obtained to show that laser irradiation of the substrate results in increased metal ion concentrations at the surface of the electrode due to a laser-induced Soret effect. The laser-induced Soret effect has important implications for laser-assisted electrochemical processing. The increase in the surface concentration of ions allows efficient electrodeposition from dilute solutions. As such, laser- assisted electrodeposition may develop into an environmentally conscious manufacturing process by reducing waste and limiting worker exposure to toxic chemicals.

    An impact assisted segmented cutterhead device is provided for cutting various surfaces from coal to granite. The device comprises a plurality of cutting bit segments deployed in side by side relationship to form a continuous cutting face and a plurality of impactors individually associated with respective cutting bit segments. An impactor rod of each impactor connects that impactor to the corresponding cutting bit segment. A plurality of shock mounts dampening the vibration from the associated impactor. Mounting brackets are used in mounting the cutterhead to a base machine.

    The U.S. Department of Energy (DOE) Oak Ridge Office (ORO) of Environmental Management (EM) requested the technical assistance of Oak Ridge Institute for Science and Education (ORISE) to characterize a tract of land associated with the David Witherspoon, Incorporated (DWI) Volunteer Equipment and Supply Company (VESC). This tract of land (hereinafter referred to as Screen Arts) is located in the Vestal Community in the 2000-block of Maryville Pike in south Knoxville, Tennessee, as shown in Figure A-1. This tract of land has been used primarily to store salvaged equipment and materials for resale, recycle, or for disposal in the former landfill once operated by DWI. The DWI Site industrial landfill and metal recycling business had been permitted by the Tennessee Division of Radiological Health to accept low-level radiologically contaminated metals. DWI received materials and equipment associated with operations from DOE sites, including those in Oak Ridge, Tennessee; Paducah, Kentucky; and Portsmouth, Ohio. It is likely that items stored at Screen Arts may have contained some residual radiological materials.

    Objective was to follow the cognitive and creative processes demonstrated by student research participants as they integrated a developing knowledge of ``big`` science, as practiced at LLNL, into a personal and idiosyncratic visual, graphical, or multimedia product. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

    The Solar 2 Green Energy, Arts and Education Center is an 8,000 sq.ft. demonstration project that will be constructed to Platinum LEED certification and will be the first carbon-neutral, net-zero energy use public building in New York City, giving it local and national appeal. Employing â??greenâ? building features and holistic engineering practices throughout its international award-winning design, Solar 2 will be powered by a 90kW photovoltaic (PV) array in conjunction with a geothermal heating and cooling system and a high efficient design that seeks to reduce the overall energy load of the building. Solar 2 will replace our current 500 sq.ft. prototype facility - known as Solar 1 - as the educational and cultural centerpiece of a five-block public greenway on the East River in Stuyvesant Cove Park, located along two acres of public riverfront on a newly reclaimed, former brownfield in lower Manhattan. Designed as a public-use complex for year-round environmental education exhibits and onsite activities for all ages and backgrounds, Solar 2 will demonstrate energy-efficiency technologies and sustainable environmental practices available now to all urban residents, eco-tourists, teachers, and students alike. Showcasing one of Solar 2â??s most striking design elements is the PV roof array with a caf?© and river vistas for miles of New York Cityâ??s skylines. Capping the building as a solar-powered landmark, and visible from the FDR Drive, the PV array is also designed to provide visitors below a view of the solar roof when standing outside, as well as directly underneath it. Recognized by an international jury of architects, civil engineers and urban designers by the Swiss-based Holcim Foundation, the Solar 2 design was awarded the prestigious Holcim North American 2008 Gold Award for Sustainable Construction for â??innovative, future-oriented and tangible sustainable construction projects,â? selected from more than 1900 entries. Funding from the Department of Energy was provided to assist with the ongoing design work of Solar 2, including architecture, engineering and the development of construction specifications. The work performed during the project period brought this process as far along as it could go pending the raising of funds to begin construction of the building. Once those funds are secured, we will finalize any additional details needed before beginning the bidding process and then moving into construction. DOEâ??s funding was extremely valuable in helping Solar One determine the feasibility of a net-zero construction on the site and allowed for the design to project to meet the high standards necessary for LEED Platinum status.

    We analyze how the radiation pressure interaction between a mechanical element and an intensely driven optical cavity mode can be exploited for generating squeezed light. We study in particular how the performance of the optomechanical device can be improved when a homodyne-based feedback loop is added to control the motion of the mechanical element of the system. We show that, when driving the cavity at resonance, an appropriate proportional feedback control is able to improve the generation of ponderomotive squeezing, which should be detectable with state-of-the-art apparatuses.

    The pairing of science and art has proven to be a powerful combination since the Renaissance. The combination of these two seemingly disparate disciplines ensured that even complex scientific theories could be explored and effectively communicated to both the subject matter expert and the layman. In modern times, science and art have frequently been considered disjoint, with objectives, philosophies, and perspectives often in direct opposition to each other. However, given the technological advances in computer science and high fidelity 3-D graphics development tools, this marriage of art and science is once again logically complimentary. Art, in the form of computer graphics and animation created on supercomputers, has already proven to be a powerful tool for improving scientific research and providing insight into nuclear phenomena. This paper discusses the power of pairing artists with scientists and engineers in order to pursue the possibilities of a widely accessible lightweight, interactive approach. We will use a discussion of photo-realism versus stylization to illuminate the expected beneficial outcome of such collaborations and the societal advantages gained by a non-traditional pa11nering of these two fields.

    This project seeks to educate state policymakers through a coordinated approach involving state legislatures, regulators, energy officials, and governors staffs. NCSLs activities in this project focus on educating state legislators. Major components of this proposal include technical assistance to state legislatures, briefing papers, coordination with the National Council on Electricity Policy, information assistance, coordination and outreach, meetings, and a set of transmission-related activities.

  1. Environmentally assisted cracking of LWR materials

    Research on environmentally assisted cracking (EAC) of light water reactor materials has focused on (a) fatigue initiation in pressure vessel and piping steels, (b) crack growth in cast duplex and austenitic stainless steels (SSs), (c) irradiation-assisted stress corrosion cracking (IASCC) of austenitic SSs, and (d) EAC in high- nickel alloys. The effect of strain rate during different portions of the loading cycle on fatigue life of carbon and low-alloy steels in 289{degree}C water was determined. Crack growth studies on wrought and cast SSs have been completed. The effect of dissolved-oxygen concentration in high-purity water on IASCC of irradiated Type 304 SS was investigated and trace elements in the steel that increase susceptibility to intergranular cracking were identified. Preliminary results were obtained on crack growth rates of high-nickel alloys in water that contains a wide range of dissolved oxygen and hydrogen concentrations at 289 and 320{degree}C. The program on Environmentally Assisted Cracking of Light Water Reactor Materials is currently focused on four tasks: fatigue initiation in pressure vessel and piping steels, fatigue and environmentally assisted crack growth in cast duplex and austenitic SS, irradiation-assisted stress corrosion cracking of austenitic SSs, and environmentally assisted crack growth in high-nickel alloys. Measurements of corrosion-fatigue crack growth rates (CGRs) of wrought and cast stainless steels has been essentially completed. Recent progress in these areas is outlined in the following sections.

    The Westinghouse Electric Corporation has undertaken to investigate, develop, and characterize laser-assisted processing techniques utilized to produce the fine line, thin metal grid structures that are required to fabricate high-efficiency solar cells. Two basic techniques for metal deposition will be investigated, as follows: (1) photochemical decomposition of liquid or gas phase organometallic compounds utilizing either a focused, CW ultraviolet laser (System 1) or a mask and ultraviolet flood illumination, such as that provided by a repetitively pulsed, defocused excimer laser (System 2), for pattern definition, and (2) thermal deposition of metals from organometallic solutions or vapors utilizing a focused, CW laser beam as a local heat source to draw the metallization pattern. The purpose of this contract is to investigate the various existing laser-assisted film deposition techniques in order to develop a new, cost-effective technology for solar cell metallization. The tasks that will be performed in the conduct of these investigations are detailed. In the first three months of this contract, a comprehensive literature search has been carried out on the various state-of-the-art laser-assisted techniques for metal deposition, including laser chemical vapor deposition and laser photolysis of organometallics, as well as laser-enhanced electroplating. A compact system for the experiments involving laser-assisted photolysis of gas-phase compounds has been designed and constructed. Initial experiments on laser-enhanced electro-plating have yielded very promising results, with linewidths as fine as 25 ..mu..m and plating speeds as high as 12 ..mu..m/sec being achieved.

    Medical robotics includes assistive devices used by the physician in order to make his/her diagnostic or therapeutic practices easier and more efficient. This chapter focuses on such systems. It introduces the general field of Computer-Assisted Medical Interventions, its aims, its different components and describes the place of robots in that context. The evolutions in terms of general design and control paradigms in the development of medical robots are presented and issues specific to that application domain are discussed. A view of existing systems, on-going developments and future trends is given. A case-study is detailed. Other types of robotic help in the medical environment (such as for assisting a handicapped person, for rehabilitation of a patient or for replacement of some damaged/suppressed limbs or organs) are out of the scope of this chapter.

    The influence of collective and multilocal environments on the energy transfer between the levels of a dimer is studied. The dynamics of energy transfer are investigated by considering coupling of collective environment with the levels of the dimer in the presence of both two individuals and mutually correlated multilocal environments. It is shown that every way of coupling we consider assists, though differently, the probability of transition between the levels of dimer. The probability of transition is strongly enhanced when the two local environments are mutually correlated. -- Highlights: The dynamics of energy transfer between the levels of a dimer are studied. Coupling of collective as well as individual environments are considered. The environments are in spin star configurations. The environment assists the energy transfer between the levels. For correlated multilocal environments, the transition probability is almost 100%.

    Because of the technological advances made during the past several years, flare system design has become more important with respect to the economics of plant operation. There are many options available to the engineer during the initial design phase of a flare system for a chemical process industries (CPI) plant. An earlier CEP article covered the basics of flare design and how to choose and size the right equipment, such as stack height and diameter, tip design, pilots and pilots flame detectors, seals, and so on. One of the most important factors is how to achieve smokeless operation, which is accomplished by either steam-assisted or air-assisted elevated flare stack assemblies. This article compares the two approaches and outlines the advantages and disadvantages of each with respect to economics, practicality, and operability. Table 1 summarizes the data for a typical plant in the U.S. Gulf Coast area that will be used as the basis for comparing costs.

    The electron assisted low energy $dd$ reactions in deuterized metals are investigated. It is shown that if a metal is irradiated with slow, free deuterons then the $e+d+d\\rightarrow e^{\\prime }+p+t$ and $e+d+d\\rightarrow e^{\\prime }+n+$ $^{3}He$\\ electron assisted $dd$ processes will have measurable probabilities even in the case of slow deuterons. The cross sections and the yields in an irradiated sample are determined. The results are associated with the so called anomalous screening effect. It is concluded that the electron $dd$ processes have to be taken into account when evaluating the experimental data of low energy fusion reactions in metals.

    Entangled qubits can increase the capacity of quantum error-correcting codes based on stabilizer codes. In addition, by using entanglement quantum stabilizer codes can be construct from classical linear codes that do not satisfy the dual-containing constraint. We show that it is possible to construct both additive and nonadditive quantum codes using the codeword stabilized quantum code framework. Nonadditive codes may offer improved performance over the more common stabilizer codes. Like other entanglement-assisted codes, the encoding procedure acts only on the qubits on Alice's side, and only these qubits are assumed to pass through the channel. However, errors in the codeword stabilized quantum code framework give rise to effective Z errors on Bob's side. We use this scheme to construct entanglement-assisted nonadditive quantum codes, in particular, ((5,16,2;1)) and ((7,4,5;4)) codes.

    Methods for laser-assisted isotope separation of tritium, using infrared multiple photon dissociation of tritium-bearing products in the gas phase. One such process involves the steps of (1) catalytic exchange of a deuterium-bearing molecule XYD with tritiated water DTO from sources such as a heavy water fission reactor, to produce the tritium-bearing working molecules XYT and (2) photoselective dissociation of XYT to form a tritium-rich product. By an analogous procedure, tritium is separated from tritium-bearing materials that contain predominately hydrogen such as a light water coolant from fission or fusion reactors.

    A polymer assisted deposition process for deposition of metal nitride films and the like is presented. The process includes solutions of one or more metal precursor and soluble polymers having binding properties for the one or more metal precursor. After a coating operation, the resultant coating is heated at high temperatures under a suitable atmosphere to yield metal nitride films and the like. Such films can be conformal on a variety of substrates including non-planar substrates. In some instances, the films can be epitaxial in structure and can be of optical quality. The process can be organic solvent-free.
