    The U.S. Department of Energy (DOE) is developing a national voluntary energy asset score system that includes an energy asset score tool to help building owners evaluate their buildings with respect to the score system. The goal of the energy asset score system is to facilitate cost-effective investment in energy efficiency improvements of commercial buildings. The system will allow building owners and managers to compare their building infrastructure against peers and track building upgrade progress over time. The system can also help other building stakeholders (e.g., building operators, tenants, financiers, and appraisers) understand the relative efficiency of different buildings in a way that is independent from their operations and occupancy. This report outlines the technical protocol used to generate the energy asset score, explains the scoring methodology, and provides additional details regarding the energy asset score tool. This report also describes alternative methods that were considered prior to developing the current approach. Finally, this report describes a few features of the program where alternative approaches are still under evaluation.

    The U.S. Department of Energy (DOE) is developing a national voluntary energy asset score system to help building owners to evaluate the as-built physical characteristics (including building envelope, the mechanical and electrical systems) and overall building energy efficiency, independent of occupancy and operational choices. The energy asset score breaks down building energy use information by simulating building performance under typical operating and occupancy conditions for a given use type. A web-based modeling tool, the energy asset score tool facilitates the implementation of the asset score system. The tool consists of a simplified user interface built on a centralized simulation engine (EnergyPlus). It is intended to reduce both the implementation cost for the users and increase modeling standardization compared with an approach that requires users to build their own energy models. A pilot project with forty-two buildings (consisting mostly offices and schools) was conducted in 2012. This paper reports the findings. Participants were asked to collect a minimum set of building data and enter it into the asset score tool. Participants also provided their utility bills, existing ENERGY STAR scores, and previous energy audit/modeling results if available. The results from the asset score tool were compared with the building energy use data provided by the pilot participants. Three comparisons were performed. First, the actual building energy use, either from the utility bills or via ENERGY STAR Portfolio Manager, was compared with the modeled energy use. It was intended to examine how well the energy asset score represents a buildings system efficiencies, and how well it is correlated to a buildings actual energy consumption. Second, calibrated building energy models (where they exist) were used to examine any discrepancies between the asset score model and the pilot participant buildings [known] energy use pattern.     Under contract to Pacific Northwest National Laboratory, HaydenTanner, LLC conducted an in-depth analysis of the potential market value of a commercial building energy asset rating program for the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

    This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

This report is an assessment of the 4/27/2012 release of HEST.     The University of Wisconsin Department of Engineering Professional Development (EPD) has completed the sponsored project entitled, Development of a Total Energy, Environment and Asset Management (TE2AM™) Curriculum. The project involved the development of a structured professional development program to improve the knowledge, skills, capabilities, and competencies of engineers and operators of commercial buildings. TE2AM™ advances a radically different approach to commercial building design, operation, maintenance, and end-­‐of-­‐life disposition. By employing asset management principles to the lifecycle of a commercial building, owners and occupants will realize improved building performance, reduced energy consumption and positive environmental impacts. Through our commercialization plan, we intend to offer TE2AM™ courses and certificates to the professional community and continuously improve TE2AM™ course materials. The TE2AM™ project supports the DOE Strategic Theme 1 -­‐ Energy Security; and will further advance the DOE Strategic Goal 1.4 Energy Productivity. Through participation in the TE2AM™ curriculum, engineers and operators of commercial buildings will be eligible for a professional certificate; denoting the completion of a prescribed series of learning activities. The project involved a comprehensive, rigorous approach to curriculum development, and accomplished the following goals: 1. Identify, analyze and prioritize key learning needs of engineers, architects and technical professionals as operators of commercial buildings. 2. Design and develop TE2AM™ curricula and instructional strategies to meet learning needs of the target learning community. 3. Establish partnerships with the sponsor and key stakeholders to enhance the development and delivery of learning programs. 4.     Connecticut recently launched a statewide residential energy labeling program that will make energy efficiency labels ubiquitous across the state. Using the Energy Department’s Home Energy Score, EnergizeCT’s Home Energy Solutions program will provide an energy efficiency score and recommend efficiency improvements to residents across the state. Similar to a vehicle’s miles-per-gallon rating, the Home Energy Score helps homeowners and homebuyers determine a home’s expected energy use. It also provides recommendations for improving energy efficiency.

This report is an assessment of the 4/27/2012 release of HEST. Predictions of electric and natural gas consumption were compared with weather-normalized utility billing data for a mixture of newer and older homes located in Oregon, Wisconsin, Minnesota, North Carolina and Texas.

    This report is one of a set of three documents that have collectively identified and recommended research and development capabilities that will be required to advance nuclear energy in the next 20 to 50 years. The first report, Nuclear Energy for the Future: Required Research and Development Capabilities—An Industry Perspective, was produced by Battelle Memorial Institute at the request of the Assistant Secretary of Nuclear Energy. That report, drawn from input by industry, academia, and Department of Energy laboratories, can be found in Appendix 5.1. This Idaho National Laboratory report maps the nuclear-specific capabilities from the Battelle report onto facility requirements, identifying options from the set of national laboratory, university, industry, and international facilities. It also identifies significant gaps in the required facility capabilities. The third document, Executive Recommendations for Nuclear R&D Capabilities, is a letter report containing a set of recommendations made by a team of senior executives representing nuclear vendors, utilities, academia, and the national laboratories (at Battelle’s request). That third report can be found in Appendix 5.2. The three reports should be considered as set in order to have a more complete picture. The basis of this report was drawn from three sources: previous Department of Energy reports, workshops and committee meetings, and expert opinion. The facilities discussed were winnowed from several hundred facilities that had previously been catalogued and several additional facilities that had been overlooked in past exercises. The scope of this report is limited to commercial nuclear energy and those things the federal government, or more specifically the Office of Nuclear Energy, should do to support its expanded deployment in order to increase energy security and reduce carbon emissions.     Fort Carson, a United States Army installation located south of Colorado Springs, Colorado, is seeking to be a net-zero energy facility. As part of this initiative, the base will be constructing a micro-grid that ties to various forms of renewable energy. To reduce petroleum consumption, Fort Carson is considering grid-connected vehicles (GCVs) such as pure electric trucks to replace some of its on-base truck fleet. As the availability and affordability of distributed renewable energy generation options increase, so will the GCV options (currently, three all-electric trucks are available on the GSA schedule). The presence of GCVs on-base opens up the possibility to utilize these vehicles to provide stability to the base micro-grid. This poster summarizes work to estimate the potential impacts of three electric vehicle grid interactions between the electric truck fleet and the Fort Carson micro-grid: 1) full-power charging without management, 2) full-power charging capability controlled by the local grid authority, and 3) full-power charge and discharge capability controlled by the local grid authority. We found that even at relatively small adoption rates, the control of electric vehicle charging at Fort Carson will aid in regulation of variable renewable generation loads and help stabilize the micro-grid.
