    ParGrid is a 'wrapper' that integrates a coupled Power Grid Simulation toolkit consisting of a library to manage the synchronization and communication of independent simulations. The included library code in ParGid, named FSKIT, is intended to support the coupling multiple continuous and discrete even parallel simulations. The code is designed using modern object oriented C++ methods utilizing C++11 and current Boost libraries to ensure compatibility with multiple operating systems and environments.

    Renewable energy integration studies require wind data sets of high quality with realistic representations of the variability, ramping characteristics, and forecast performance for current wind power plants. The Wind Integration National Data Set (WIND) Toolkit is meant to be an update for and expansion of the original data sets created for the weather years from 2004 through 2006 during the Western Wind and Solar Integration Study and the Eastern Wind Integration Study. The WIND Toolkit expands these data sets to include the entire continental United States, increasing the total number of sites represented, and it includes the weather years from 2007 through 2012. In addition, the WIND Toolkit has a finer resolution for both the temporal and geographic dimensions. Three separate data sets will be created: a meteorological data set, a wind power data set, and a forecast data set. This report describes the validation of the wind power data set.

  9. Security Assessment Simulation Toolkit (SAST) Final Report

    The Department of Defense Technical Support Working Group (DoD TSWG) investment in the Pacific Northwest National Laboratory (PNNL) Security Assessment Simulation Toolkit (SAST) research planted a technology seed that germinated into a suite of follow-on Research and Development (R&D) projects culminating in software that is used by multiple DoD organizations. The DoD TSWG technology transfer goal for SAST is already in progress. The Defense Information Systems Agency (DISA), the Defense-wide Information Assurance Program (DIAP), the Marine Corps, Office Of Naval Research (ONR) National Center For Advanced Secure Systems Research (NCASSR) and Office Of Secretary Of Defense International Exercise Program (OSD NII) are currently investing to take SAST to the next level. PNNL currently distributes the software to over 6 government organizations and 30 DoD users. For the past five DoD wide Bulwark Defender exercises, the adoption of this new technology created an expanding role for SAST. In 2009, SAST was also used in the OSD NII International Exercise and is currently scheduled for use in 2010.

  15. A toolkit for integrated deterministic and probabilistic assessment for hydrogen infrastructure.

    There has been increasing interest in using Quantitative Risk Assessment [QRA] to help improve the safety of hydrogen infrastructure and applications. Hydrogen infrastructure for transportation (e.g. fueling fuel cell vehicles) or stationary (e.g. back-up power) applications is a relatively new area for application of QRA vs. traditional industrial production and use, and as a result there are few tools designed to enable QRA for this emerging sector. There are few existing QRA tools containing models that have been developed and validated for use in small-scale hydrogen applications. However, in the past several years, there has been significant progress in developing and validating deterministic physical and engineering models for hydrogen dispersion, ignition, and flame behavior. In parallel, there has been progress in developing defensible probabilistic models for the occurrence of events such as hydrogen release and ignition. While models and data are available, using this information is difficult due to a lack of readily available tools for integrating deterministic and probabilistic components into a single analysis framework. This paper discusses the first steps in building an integrated toolkit for performing QRA on hydrogen transportation technologies and suggests directions for extending the toolkit.

    This paper describes the GridPACK framework, which is designed to help power grid engineers develop modeling software capable of running on todays high performance computers. The framework contains modules for setting up distributed power grid networks, assigning buses and branches with arbitrary behaviors to the network, creating distributed matrices and vectors, using parallel linear and non-linear solvers to solve algebraic equations, and mapping functionality to create matrices and vectors based on properties of the network. In addition, the framework contains additional functionality to support IO and to manage errors.

    The advent of coupled earth system models has raised an important question in parallel computing: What is the most effective method for coupling many parallel models to form a high-performance coupled modeling system? We present our solution to this problem--The Model Coupling Toolkit (MCT). We explain how our effort to construct the Next-Generation Coupler for NCAR Community Climate System Model motivated us to create this toolkit. We describe in detail the conceptual design of the MCT and explain its usage in constructing parallel coupled models. We present preliminary performance results for the toolkit's parallel data transfer facilities. Finally, we outline an agenda for future development of the MCT.

    The purpose of this study was to develop an assessment of the national utility system`s needs for electric transmission during the period 1995-2020 that could be met by future reduced-cost HVDC systems. The assessment was to include an economic evaluation of HVDC as a means for meeting those needs as well as a comparison with competing technologies such as ac transmission with and without Flexible AC Transmission System (FACTS) controllers. The role of force commutated dc converters was to be assumed where appropriate. The assessment begins by identifying the general needs for transmission in the U.S. in the context of a future deregulated power industry. The possible roles for direct current transmission are then postulated in terms of representative scenarios. A few of the scenarios are illustrated with the help of actual U.S. system examples. non-traditional applications as well as traditional applications such as long lines and asynchronous interconnections are discussed. The classical ``break-even distance`` concept for comparing HVDC and ac lines is used to assess the selected scenarios. The impact of reduced-cost converters is reflected in terms of the break-even distance. This report presents a comprehensive review of the functional benefits of HVDC transmission and updated cost data for both ac and dc system components. It also provides some provocative thoughts on how direct current transmission might be applied to better utilize and expand our nation`s increasingly stressed transmission assets.

    This particular consortium implementation of the software integration infrastructure will, in large part, refactor portions of the Rocstar multiphysics infrastructure. Development of this infrastructure originated at the University of Illinois DOE ASCI Center for Simulation of Advanced Rockets (CSAR) to support the center's massively parallel multiphysics simulation application, Rocstar, and has continued at IllinoisRocstar, a small company formed near the end of the University-based program. IllinoisRocstar is now licensing these new developments as free, openmore » source, in hopes to help improve their own and others' access to infrastructure which can be readily utilized in developing coupled or composite software systems; with particular attention to more rapid production and utilization of multiphysics applications in the HPC environment. There are two major pieces to the consortium implementation, the Application Component Toolkit (ACT), and the Multiphysics Application Coupling Toolkit (MPACT).     Southwestern Power Administration (Southwestern) needs to renew expiring power sales contracts with new term (10 year) sales contracts. The existing contracts have been in place for several years and many will expire over the next ten years. Southwestern completed an Environmental Assessment on the existing power allocation in June, 1979 (a copy of the EA is attached), and there are no proposed additions of any major new generation resources, service to discrete major new loads, or major changes in operating parameters, beyond those included in the existing power allocation.   12. A toolkit for detecting technical surprise.

    The detection of a scientific or technological surprise within a secretive country or institute is very difficult. The ability to detect such surprises would allow analysts to identify the capabilities that could be a military or economic threat to national security. Sandia's current approach utilizing ThreatView has been successful in revealing potential technological surprises. However, as data sets become larger, it becomes critical to use algorithms as filters along with the visualization environments. Our two-year LDRD had two primary goals. First, we developed a tool, a Self-Organizing Map (SOM), to extend ThreatView and improve our understanding of the issues involved in working with textual data sets. Second, we developed a toolkit for detecting indicators of technical surprise in textual data sets. Our toolkit has been successfully used to perform technology assessments for the Science & Technology Intelligence (S&TI) program.

    The Globus grid toolkit is a collection of software components designed to support the development of applications for high-performance distributed computing environments, or ''computational grids'' [14]. The Globus toolkit is an implementation of a ''bag of services'' architecture, which provides application and tool developers not with a monolithic system but rather with a set of stand-alone services. Each Globus component provides a basic service, such as authentication, resource allocation, information, communication, fault detection, and remote data access. Different applications and tools can combine these services in different ways to construct ''grid-enabled'' systems. The Globus toolkit has been used to construct the Globus Ubiquitous Supercomputing Testbed, or GUSTO: a large-scale testbed spanning 20 sites and included over 4000 compute nodes for a total compute power of over 2 TFLOPS. Over the past six months, we and others have used this testbed to conduct a variety of application experiments, including multi-user collaborative environments (tele-immersion), computational steering, distributed supercomputing, and high throughput computing. The goal of this paper is to review what has been learned from these experiments regarding the effectiveness of the toolkit approach. To this end, we describe two of the application experiments in detail, noting what worked well and what worked less well. The two applications are a distributed supercomputing application, SF-Express, in which multiple supercomputers are harnessed to perform large distributed interactive simulations; and a tele-immersion application, CAVERNsoft, in which the focus is on connecting multiple people to a distributed simulated world.

    Although the use of Geographic Information Systems (GIS) by centrally-located operations staff is well established in the area of emergency response, utilization by first responders in the field is uneven. Cost, complexity, and connectivity are often the deciding factors preventing wider adoption. For the past several years, Oak Ridge National Laboratory (ORNL) has been developing a mobile GIS solution using free and open-source software targeting the needs of front-line personnel. Termed IMPACT, for Incident Management Preparedness and Coordination Toolkit, this ORNL application can complement existing GIS infrastructure and extend its power and capabilities to responders first on the scene of a natural or man-made disaster.

    The Wind Integration National Dataset (WIND) Toolkit described in this report fulfills these requirements, and constitutes a state-of-the-art national wind resource data set covering the contiguous United States from 2007 to 2013 for use in a variety of next-generation wind integration analyses and wind power planning. The toolkit is a wind resource data set, wind forecast data set, and wind power production and forecast data set derived from the Weather Research and Forecasting (WRF) numerical weather prediction model. WIND Toolkit data are available online for over 116,000 land-based and 10,000 offshore sites representing existing and potential wind facilities.

    Waste heat to power (WHP) is the process of capturing heat discarded by an existing process and using that heat to generate electricity. In the industrial sector, waste heat streams are generated by kilns, furnaces, ovens, turbines, engines, and other equipment. In addition to processes at industrial plants, waste heat streams suitable for WHP are generated at field locations, including landfills, compressor stations, and mining sites. Waste heat streams are also produced in the residential and commercial sectors, but compared to industrial sites these waste heat streams typically have lower temperatures and much lower volumetric flow rates. The economic feasibility for WHP declines as the temperature and flow rate decline, and most WHP technologies are therefore applied in industrial markets where waste heat stream characteristics are more favorable. This report provides an assessment of the potential market for WHP in the industrial sector in the United States.

    In response to the U.S. Department of Energy's goal of using 20% wind energy by 2030, the Wind Integration National Dataset (WIND) Toolkit was created to provide information on wind speed, wind direction, temperature, surface air pressure, and air density on more than 126,000 locations across the United States from 2007 to 2013. The numerical weather prediction model output, gridded at 2-km and at a 5-minute resolution, was further converted to detail the wind power production time series of existing and potential wind facility sites. For users of the dataset it is important that the information presented in the WIND Toolkit is accurate and that errors are known, as then corrective steps can be taken. Therefore, we provide validation code written in R that will be made public to provide users with tools to validate data of their own locations. Validation is based on statistical analyses of wind speed, using error metrics such as bias, root-mean-square error, centered root-mean-square error, mean absolute error, and percent error. Plots of diurnal cycles, annual cycles, wind roses, histograms of wind speed, and quantile-quantile plots are created to visualize how well observational data compares to model data. Ideally, validation will confirm beneficial locations to utilize wind energy and encourage regional wind integration studies using the WIND Toolkit.

    Cascading failures present severe threats to power grid security, and thus vulnerability assessment of power grids is of significant importance. Focusing on analytic methods, this paper reviews the state of the art of vulnerability assessment methods in the context of cascading failures in three categories: steady-state modeling based analysis; dynamic modeling analysis; and non-traditional modeling approaches. The impact of emerging technologies including phasor technology, high-performance computing techniques, and visualization techniques on the vulnerability assessment of cascading failures is then addressed, and future research directions are presented.

    Risk assessment of large scale power systems has been an important problem in power system reliability study. Probabilistic technique provides a powerful tool to solve the task. In this paper, we present the results of a study on probabilistic vulnerability assessment on WECC system. Cumulant based expansion method is applied to obtain the probabilistic distribution function (PDF) and cumulative distribution function (CDF) of power flows on transmission lines and voltage. Overall risk index based on the system vulnerability analysis is calculated using the WECC system. The simulation results based on WECC system is used to demonstrate the effectiveness of the method. The methodology can be applied to the risk analysis on large scale power systems.

    Construction and operation of a 60-unit (300 GW) domestic SPS over the period 2000 to 2030 would stress many segments of US society. A significant commitment of resources (land, energy, materials) would be required, and a substantial proportion of them would have to be committed prior to the production of any SPS electricity. Estimated resource demands, however, seem to be within US capabilities. Modifications will be required of institutions called upon to deal with SPS. These include financial, managerial and regulatory entities and, most particularly, the utility industry. Again, the required changes, while certainly profound, seem to be well within the realm of possibility. Enhanced cooperation in international affairs will be necessary to accommodate development and operation of the SPS. To remove its potential as a military threat and to reduce its vulnerability, either the SPS itself must become an international enterprise, or it must be subject to unrestricted international inspection. How either of these objectives could, in fact, be achieved, or which is preferable, remains unclear. Forty-four concerns about the SPS were identified via a public outreach experiment involving 9000 individuals from three special interest organizations. The concerns focused on environmental impacts (particularly the effects of microwave radiation) and the centralizing tendency of the SPS on society. The interim results of the public outreach experiment influenced the scope and direction of the CDEP; the final results will be instrumental in defining further societal assessment efforts.

  16. The mediation of environmental assessment's influence: What role for power?

    Considerable empirical research has been conducted on why policy tools such as environmental assessment (EA) often appear to have 'little effect' (after Weiss) on policy decisions. This article revisits this debate but looks at a mediating factor that has received limited attention to-date in the context of EA - political power. Using a tripartite analytical framework, a comparative analysis of the influence and significance of power in mediating environmental policy integration is undertaken. Power is analysed, albeit partially, through an exploration of institutions that underpin social order. Empirically, the research examines the case of a new approach to policy-level EA (essentially a form of Strategic Environmental Assessment) developed by the World Bank and its trial application to urban environmental governance and planning in Dhaka mega-city, Bangladesh. The research results demonstrate that power was intimately involved in mediating the influence of the policy EA approach, in both positive (enabling) and negative (constraining) ways. It is suggested that the policy EA approach was ultimately a manifestation of a corporate strategy to maintain the powerful position of the World Bank as a leading authority on international development which focuses on knowledge generation. Furthermore, as constitutive of an institution and reflecting the worldviews of its proponents, the development of a new approach to EA also represents a significant power play. This leads us to, firstly, emphasise the concepts of strategy and intentionality in theorising how and why EA tools are employed, succeed and fail; and secondly, reflect on the reasons why power has received such limited attention to-date in EA scholarship. - Highlights: Black-Right-Pointing-Pointer Conducts empirical research on the neglected issue of power. The toolbox consists of five basic modules: a parameter estimator for model calibration, a preprocessor, an AHU model simulator, a steady-state detector, and a comparator. Research trends in the field are outlined, and potential analytic and normative lines of inquiry are identified.     Safe, efficient, and economic operation of nuclear systems (nuclear power plants, fuel fabrication and storage, used fuel processing, etc.) relies on transmission of accurate and reliable measurements. During operation, sensors degrade due to age, environmental exposure, and maintenance interventions. Sensor degradation can affect the measured and transmitted signals, including sensor failure, signal drift, sensor response time, etc. Currently, periodic sensor recalibration is performed to avoid these problems. Sensor recalibration activities include both calibration assessment and adjustment (if necessary). In nuclear power plants, periodic recalibration of safety-related sensors is required by the plant technical specifications. Recalibration typically occurs during refueling outages (about every 18 to 24 months). Non-safety-related sensors also undergo recalibration, though not as frequently. However, this approach to maintaining sensor calibration and performance is time-consuming and expensive, leading to unnecessary maintenance, increased radiation exposure to maintenance personnel, and potential damage to sensors. Online monitoring (OLM) of sensor performance is a non-invasive approach to assess instrument calibration. OLM can mitigate many of the limitations of the current periodic recalibration practice by providing more frequent assessment of calibration and identifying those sensors that are operating outside of calibration tolerance limits without removing sensors or interrupting operation. This can support extended operating intervals for unfaulted sensors and target recalibration efforts to only degraded sensors.

    Wind power has become a mainstream power source in the U.S. electricity portfolio, supplying 4.9% of the nation’s electricity demand in 2014. With more than 65 GW installed across 39 states at the end of 2014, utility-scale wind power is a cost-effective source of low-emissions power generation throughout much of the nation. The United States has significant sustainable land-based and offshore wind resource potential, greater than 10 times current total U.S. electricity consumption. A technical wind resource assessment conducted by the Department of Energy (DOE) in 2009 estimated that the land-based wind energy potential for the contiguous United States is equivalent to 10,500 GW capacity at 80 meters (m) hub and 12,000 GW capacity at 100 meters (m) hub heights, assuming a capacity factor of at least 30%. A subsequent 2010 DOE report estimated the technical offshore wind energy potential to be 4,150 GW. The estimate was calculated from the total offshore area within 50 nautical miles of shore in areas where average annual wind speeds are at least 7 m per second at a hub height of 90 m.

    The Department of Energy (DOE) is considering several options for generating electrical power to meet future energy needs. The satellite power system (SPS), one of these options, would collect solar energy through a system of satellites in space and transfer this energy to earth. A reference system has been described that would convert the energy to microwaves and transmit the microwave energy via directive antennas to large receiving/rectifying antennas (rectennas) located on the earth. At the rectennas, the microwave energy would be converted into electricity. The potential environmental impacts of constructing and operating the satellite power system are being assessed as a part of the Department of Energy's SPS Concept Development and Evaluation Program. This report is Revision I of the Preliminary Environmental Assessment for the Satellite Power System published in October 1978. It refines and extends the 1978 assessment and provides a basis for a 1980 revision that will guide and support DOE recommendations regarding future SPS development. This is Volume 2 of two volumes. It contains the technical detail suitable for peer review and integrates information appearing in documents referenced herein. The key environmental issues associated with the SPS concern human health and safety, ecosystems, climate, and electromagnetic systems interactions. In order to address these issues in an organized manner, five tasks are reported: (I) microwave-radiation health and ecological effects; (II) nonmicrowave health and ecological effectss; (III) atmospheric effects; (IV) effects on communication systems due to ionospheric disturbance; and (V) electromagnetic compatibility.     An assessment was performed to determine the effects of aging on the performance and availability of surge protective devices (SPDs), used in electrical power and control systems in nuclear power plants. Although SPDs have not been classified as safety-related, they are risk-important because they can minimize the initiating event frequencies associated with loss of offsite power and reactor trips. Conversely, their failure due to age might cause some of those initiating events, e.g., through short circuit failure modes, or by allowing deterioration of the safety-related component(s) they are protecting from overvoltages, perhaps preventing a reactor trip, from an open circuit failure mode. From the data evaluated during 1980--1994, it was found that failures of surge arresters and suppressers by short circuits were neither a significant risk nor safety concern, and there were no failures of surge suppressers preventing a reactor trip. Simulations, using the ElectroMagnetic Transients Program (EMTP) were performed to determine the adequacy of high voltage surge arresters.

  14. Externalities and electric power: an integrated assessment approach

    This paper describes an integrated assessment approach for considering the options that electric utilities have to meet the anticipated demand for their power. The objective that this paper considers is one of meeting the demand for power, with an acceptable degree of reliability, at minimum cost. The total cost is the sum of the private cost of producing the electric power plus the external costs that result from its production. These external costs, or externalities, are effects on the well-being of third parties that producers and consumers of electric power do not take into account in their decisions. The external costs include many different types of effects such as illness, ecosystem damage, and road damage. The solution to the problem of minimizing total cost is addressed in two steps. The first step uses damage function methods to establish a common metric for the weights of the different objectives (i.e., external costs). The damage function analysis also reduces the dimensionality of the analysis in the second step, and identifies criteria to include in that analysis. The second step uses multi-criteria decision methods. This analysis includes the most important externalities that the damage function analysis identifies and, in addition, potentially important factors that can not be quantified reliably using damage function methods. An example of the latter are the damages from global climate change. The two-step method that this paper describes addresses many of the limitations of the damage function method and multi-criteria methods, that arise when they are used separately. This linked method can be used by electric utilities for their integrated resource planning. It can also be adapted to other applications.

    We discuss the design and ongoing development of the Monitoring Extreme-scale Lustre Toolkit (MELT), a unified Lustre performance monitoring and analysis infrastructure that provides continuous, low-overhead summary information on the health and performance of Lustre, as well as on-demand, in-depth problem diagnosis and root-cause analysis. The MELT infrastructure leverages a distributed overlay network to enable monitoring of center-wide Lustre filesystems where clients are located across many network domains. We preview interactive command-line utilities that help administrators and users to observe Lustre performance at various levels of resolution, from individual servers or clients to whole filesystems, including job-level reporting. Finally, we discuss our future plans for automating the root-cause analysis of common Lustre performance problems.

    Ultrafast diffraction at X-ray free-electron lasers (XFELs) has the potential to yield new insights into important biological systems that produce radiation-sensitive crystals. An unavoidable feature of the 'diffraction before destruction' nature of these experiments is that images are obtained from many distinct crystals and/or different regions of the same crystal. Combined with other sources of XFEL shot-to-shot variation, this introduces significant heterogeneity into the diffraction data, complicating processing and interpretation. To enable researchers to get the most from their collected data, a toolkit is presented that provides insights into the quality of, and the variation present in, serial crystallography datamore » sets.     The Microgrid Design Toolkit (MDT) is a decision support software tool for microgrid designers to use during the microgrid design process. The models that support the two main capabilities in MDT are described. The first capability, the Microgrid Sizing Capability (MSC), is used to determine the size and composition of a new microgrid in the early stages of the design process. MSC is a mixed-integer linear program that is focused on developing a microgrid that is economically viable when connected to the grid. The second capability is focused on refining a microgrid design for operation in islanded mode. This second capability relies on two models: the Technology Management Optimization (TMO) model and Performance Reliability Model (PRM). TMO uses a genetic algorithm to create and refine a collection of candidate microgrid designs. It uses PRM, a simulation based reliability model, to assess the performance of these designs. TMO produces a collection of microgrid designs that perform well with respect to one or more performance metrics.

    A calculational thermodynamic equilibrium analysis of the compatibility of ceramic-ceramic composites and a nonequilibrium assessment based on the literature of their use in proposed multimegawatt space nuclear power systems was performed. The five candidate composites included Al/sub 2/O/sub 3/-reinforced Al/sub 2/O/sub 3/, SiC-whisker-toughened Al/sub 2/O/sub 3/, SiC-whisker-toughened Si/sub 3/N/sub 4/, SiC-fiber-reinforced ZrC, and carbon-fiber-reinforced ZrC. The reactor concepts included Brayton cycle (continuous and burst mode) and Rankine cycle. It was determined that Al/sub 2/O/sub 3/-reinforced Al/sub 2/O/sub 3/ and carbon-fiber-reinforced ZrC are compatible in the Brayton-cycle continuous-mode system and that Al/sub 2/O/sub 3/-reinforced Al/sub 2/O/sub 3/, SiC-fiber-reinforced ZrC, and carbon-fiber-reinforced ZrC are compatible in the Rankine-cycle system. None of the candidate ceramic composite systems was likely to be sufficiently stable under Brayton-cycle burst-mode conditions.

    Regional wind integration studies in the United States require detailed wind power output data at many locations to perform simulations of how the power system will operate under high-penetration scenarios. The wind data sets that serve as inputs into the study must realistically reflect the ramping characteristics, spatial and temporal correlations, and capacity factors of the simulated wind plants, as well as be time synchronized with available load profiles. The Wind Integration National Dataset (WIND) Toolkit described in this paper fulfills these requirements. A wind resource dataset, wind power production time series, and simulated forecasts from a numerical weather prediction model run on a nationwide 2-km grid at 5-min resolution will be made publicly available for more than 110,000 onshore and offshore wind power production sites.

    In the Risk Informed Safety Margin Characterization (RISMC) approach we want to understand not just the frequency of an event like core damage, but how close we are (or are not) to key safety-related events and how might we increase our safety margins. The RISMC Pathway uses the probabilistic margin approach to quantify impacts to reliability and safety by coupling both probabilistic (via stochastic simulation) and mechanistic (via physics models) approaches. This coupling takes place through the interchange of physical parameters and operational or accident scenarios. In this paper we apply the RISMC approach to evaluate the impact of a power uprate on a pressurized water reactor (PWR) for a tsunami-induced flooding test case. This analysis is performed using the RISMC toolkit: RELAP-7 and RAVEN codes. RELAP-7 is the new generation of system analysis codes that is responsible for simulating the thermal-hydraulic dynamics of PWR and boiling water reactor systems. RAVEN has two capabilities: to act as a controller of the RELAP-7 simulation (e.g., system activation) and to perform statistical analyses (e.g., run multiple RELAP-7 simulations where sequencing/timing of events have been changed according to a set of stochastic distributions). By using the RISMC toolkit, we can evaluate how power uprate affects the system recovery measures needed to avoid core damage after the PWR lost all available AC power by a tsunami induced flooding. The simulation of the actual flooding is performed by using a smooth particle hydrodynamics code: NEUTRINO.

    The U.S. power industry is under great pressure to provide reactive power or Var support. Although it is generally known that there are technical benefits for utilities and industrial customers to provide local reactive power support, a thorough quantitative investigation of the economic benefit is greatly needed. This paper seeks to provide a quantitative approach to evaluate the benefits from local reactive power compensation. This paper investigates the benefits including reduced losses, shifting reactive power flow to real power flow, and increased transfer capability. These benefits are illustrated with a simple two-bus model and then presented with a more complicated model using Optimal Power Flow. Tests are conducted on a system with seven buses in two areas. These simulations show that the economic benefits can be significant, if compared with capacity payment to central generators or power factor penalties applied to utilities. This economic value may give utilities a better understanding of the Var benefits to assist their cost-benefit analysis for Var compensation. In addition, since the economic benefits are significant, this paper suggests that the future reactive power market should consider local Var providers.

Thus, general software suites aimed at the professional geographic information system (GIS) community might not be the best solution for a first responder with little training in GIS terminology and techniques. On the other hand, commonly used web-based map viewers may not have the capability to be customized for the planning, response, and recovery (PR&R) mission. Data formats should be open and foster easy information flow among local, state, and federal partners. Tools should be free or low-cost to address real-world budget constraints at the local level. They also need to work both with and without a network connection to be robust. The Incident Management Preparedness and Coordination Toolkit (IMPACT) can satisfy many of these needs while working in harmony with established systems at the local, state, and federal levels. The IMPACT software framework, termed the Geospatial Integrated Problem Solving Environment (GIPSE), organizes tasks, tools, and resources for the end user. It uses the concept of software wizards to both customize and extend its functionality. On the Tasks panel are a number of buttons used to initiate various operations. Similar to macros, these task buttons launch scripts that utilize the full functionality of the underlying foundational components such as the SQL spatial database and ORNL-developed map editor. The user is presented with a series of instruction pages which are implemented with HTML for interactivity. On each page are links which initiate specific actions such as creating a map showing various features. Additional tasks may be quickly programmed and added to the panel. The Incident Management Preparedness and Coordination Toolkit (IMPACT) can satisfy many of these needs while working in harmony with established systems at the local, state, and federal levels. The IMPACT software framework, termed the Geospatial Integrated Problem Solving Environment (GIPSE), organizes tasks, tools, and resources for the end user. It uses the concept of software wizards to both customize and extend its functionality. On the Tasks panel are a number of buttons used to initiate various operations. Similar to macros, these task buttons launch scripts that utilize the full functionality of the underlying foundational components such as the SQL spatial database and ORNL-developed map editor. The user is presented with a series of instruction pages which are implemented with HTML for interactivity. On each page are links which initiate specific actions such as creating a map showing various features. Additional tasks may be quickly programmed and added to the panel.     Wind production, which has expanded rapidly in recent years, could be an important element in the future efficient management of the electric power system; however, wind energy generation is uncontrollable and intermittent in nature. Thus, while wind power represents a significant opportunity to the Bonneville Power Administration (BPA), integrating high levels of wind resources into the power system will bring great challenges to generation scheduling and in the provision of ancillary services. This report addresses several key questions in the broader discussion on the integration of renewable energy resources in the Pacific Northwest power grid. More specifically, it addresses the following questions: a) how much total reserve or balancing requirements are necessary to accommodate the simulated expansion of intermittent renewable energy resources during the 2019 time horizon, and b) what are the most cost effective technological solutions for meeting load balancing requirements in the Northwest Power Pool (NWPP).

Brief discussions on the methods of heat exchanger analysis and design are provided, as are the thermophysical properties of the working fluids and seawater. An interactive code capable of analyzing OTEC power system performance is included for use with an IBM personal computer.

    When constructing visualization pipelines using toolkits such as Visualization Toolkit (VTK) and Generic Mapping Tools (GMT), developers must understand (1) what toolkit operators will transform their data from its raw state to some required view state and (2) what viewers are available to present the generated view. Traditionally, developers learn about how to construct visualization pipelines by reading documentation and inspecting code examples, which can be costly in terms of the time and effort expended. Once an initial pipeline is constructed, developers may still have to undergo a trial and error process before a satisfactory visualization is generated. This paper presents the Visualization Knowledge Project (VisKo) that is built on a knowledge base of visualization toolkit operators and how they can be piped together to form visualization pipelines. Developers may now rely on VisKo to guide them when constructing visualization pipelines and in some cases, when VisKo has complete knowledge about some set of operators (i.e., sequencing and parameter settings), automatically generate a fully functional visualization pipeline.

    In this paper we evaluate the impact of a power uprate on a pressurized water reactor (PWR) for a tsunami-induced flooding test case. This analysis is performed using the RISMC toolkit: the RELAP-7 and RAVEN codes. RELAP-7 is the new generation of system analysis codes that is responsible for simulating the thermal-hydraulic dynamics of PWR and boiling water reactor systems. RAVEN has two capabilities: to act as a controller of the RELAP-7 simulation (e.g., component/system activation) and to perform statistical analyses. In our case, the simulation of the flooding is performed by using an advanced smooth particle hydrodynamics code called NEUTRINO. The obtained results allow the user to investigate and quantify the impact of timing and sequencing of events on system safety. The impact of power uprate is determined in terms of both core damage probability and safety margins.

    Presently, there are two SPS reference design concepts (one using silicon solar cells; the other using gallium arsenide solar cells). A materials assessment of both systems was performed based on the materials lists set forth in the DOE/NASA SPS Reference System Report: Concept Development and Evaluation Program. This listing identified 22 materials (plus miscellaneous and organics) used in the SPS. Tracing the production processes for these 22 materials, a total demand for over 20 different bulk materials (copper, silicon, sulfuric acid, etc.) and nealy 30 raw materials (copper ore, sand, sulfur ore, etc.) was revealed. Assessment of these SPS material requirements produced a number of potential material supply problems. The more serious problems are those associated with the solar cell materials (gallium, gallium arsenide, sapphire, and solar grade silicon), and the graphite fiber required for the satellite structure and space construction facilities. In general, the gallium arsenide SPS option exhibits more serious problems than the silicon option, possibly because gallium arsenide technology is not as well developed as that for silicon. Results are presented and discussed in detail. (WHK)

    The effectiveness of combined heat and power (CHP) systems for power interruption intolerant,"premium power," facilities is the focus of this study. Through three real-world case studies and economic cost minimization modeling, the economic and environmental performance of"premium power" CHP is analyzed. The results of the analysis for a brewery, data center, and hospital lead to some interesting conclusions about CHP limited to the specific CHP technologies installed at those sites. Firstly, facilities with high heating loads prove to be the most appropriate for CHP installations from a purely economic standpoint. Secondly, waste heat driven thermal cooling systems are only economically attractive if the technology for these chillers can increase above the current best system efficiency. Thirdly, if the reliability of CHP systems proves to be as high as diesel generators they could replace these generators at little or no additional cost if the thermal to electric (relative) load of those facilities was already high enough to economically justify a CHP system. Lastly, in terms of greenhouse gas emissions, the modeled CHP systems provide some degree of decreased emissions, estimated at approximately 10percent for the hospital, the application with the highest relative thermal load in this case

  4. AN ASSESSMENT OF FLYWHEEL HIGH POWER ENERGY STORAGE TECHNOLOGY FOR HYBRID VEHICLES

    An assessment has been conducted for the DOE Vehicle Technologies Program to determine the state of the art of advanced flywheel high power energy storage systems to meet hybrid vehicle needs for high power energy storage and energy/power management. Flywheel systems can be implemented with either an electrical or a mechanical powertrain. The assessment elaborates upon flywheel rotor design issues of stress, materials and aspect ratio. Twelve organizations that produce flywheel systems submitted specifications for flywheel energy storage systems to meet minimum energy and power requirements for both light-duty and heavy-duty hybrid applications of interest to DOE. The most extensive experience operating flywheel high power energy storage systems in heavy-duty and light-duty hybrid vehicles is in Europe. Recent advances in Europe in a number of vehicle racing venues and also in road car advanced evaluations are discussed. As a frame of reference, nominal weight and specific power for non-energy storage components of Toyota hybrid electric vehicles are summarized. The most effective utilization of flywheels is in providing high power while providing just enough energy storage to accomplish the power assist mission effectively. Flywheels are shown to meet or exceed the USABC power related goals (discharge power, regenerative power, specific power, power density, weight and volume) for HEV and EV batteries and ultracapacitors. The greatest technical challenge facing the developer of vehicular flywheel systems remains the issue of safety and containment. Flywheel safety issues must be addressed during the design and testing phases to ensure that production flywheel systems can be operated with adequately low risk.

  5. Aging assessment of large electric motors in nuclear power plants

    Large electric motors serve as the prime movers to drive high capacity pumps, fans, compressors, and generators in a variety of nuclear plant systems. This study examined the stressors that cause degradation and aging in large electric motors operating in various plant locations and environments. The operating history of these machines in nuclear plant service was studied by review and analysis of failure reports in the NPRDS and LER databases. This was supplemented by a review of motor designs, and their nuclear and balance of plant applications, in order to characterize the failure mechanisms that cause degradation, aging, and failure in large electric motors. A generic failure modes and effects analysis for large squirrel cage induction motors was performed to identify the degradation and aging mechanisms affecting various components of these large motors, the failure modes that result, and their effects upon the function of the motor. The effects of large motor failures upon the systems in which they are operating, and on the plant as a whole, were analyzed from failure reports in the databases. The effectiveness of the industry`s large motor maintenance programs was assessed based upon the failure reports in the databases and reviews of plant maintenance procedures and programs.

    As power generation from variable distributed energy resources (DER) grows, energy flows in the network are changing, increasing the requirements for ancillary services, including voltage support. With the appropriate power converter, DER can provide ancillary services such as frequency control and voltage support. This paper outlines the economic potential of DERs coordinated in a microgrid to provide reactive power and voltage support at its point of common coupling. The DER Customer Adoption Model assesses the costs of providing reactive power, given local utility rules. Depending on the installed DER, the cost minimizing solution for supplying reactive power locally is chosen. Costs include the variable cost of the additional losses and the investment cost of appropriately over-sizing converters or purchasing capacitors. A case study of a large health care building in San Francisco is used to evaluate different revenue possibilities of creating an incentive for microgrids to provide reactive power.

    This report provides a distribution reliability measurement ''toolkit'' that is intended to be an asset to regulators, utilities and power users. The metrics and standards discussed range from simple reliability, to power quality, to the new blend of reliability and power quality analysis that is now developing. This report was sponsored by the Office of Electric Transmission and Distribution, U.S. Department of Energy (DOE). Inconsistencies presently exist in commonly agreed-upon practices for measuring the reliability of the distribution systems. However, efforts are being made by a number of organizations to develop solutions. In addition, there is growing interest in methods or standards for measuring power quality, and in defining power quality levels that are acceptable to various industries or user groups. The problems and solutions vary widely among geographic areas and among large investor-owned utilities, rural cooperatives, and municipal utilities; but there is still a great degree of commonality. Industry organizations such as the National Rural Electric Cooperative Association (NRECA), the Electric Power Research Institute (EPRI), the American Public Power Association (APPA), and the Institute of Electrical and Electronics Engineers (IEEE) have made tremendous strides in preparing self-assessment templates, optimization guides, diagnostic techniques, and better definitions of reliability and power quality measures. In addition, public utility commissions have developed codes and methods for assessing performance that consider local needs. There is considerable overlap among these various organizations, and we see real opportunity and value in sharing these methods, guides, and standards in this report. This report provides a ''toolkit'' containing synopses of noteworthy reliability measurement practices.     This report analyzes the current economic and environmental performance of combined heat and power (CHP) systems in power interruption intolerant commercial facilities. Through a series of three case studies, key trade-offs are analyzed with regard to the provision of black-out ridethrough capability with the CHP systems and the resutling ability to avoid the need for at least some diesel backup generator capacity located at the case study sites. Each of the selected sites currently have a CHP or combined heating, cooling, and power (CCHP) system in addition to diesel backup generators. In all cases the CHP/CCHP system have a small fraction of the electrical capacity of the diesel generators. Although none of the selected sites currently have the ability to run the CHP systems as emergency backup power, all could be retrofitted to provide this blackout ride-through capability, and new CHP systems can be installed with this capability. The following three sites/systems were used for this analysis: (1) Sierra Nevada Brewery - Using 1MW of installed Molten Carbonate Fuel Cells operating on a combination of digestor gas (from the beer brewing process) and natural gas, this facility can produce electricty and heat for the brewery and attached bottling plant. The major thermal load on-site is to keep the brewing tanks at appropriate temperatures. (2) NetApp Data Center - Using 1.125 MW of Hess Microgen natural gas fired reciprocating engine-generators, with exhaust gas and jacket water heat recovery attached to over 300 tons of of adsorption chillers, this combined cooling and power system provides electricity and cooling to a data center with a 1,200 kW peak electrical load. (3) Kaiser Permanente Hayward Hospital - With 180kW of Tecogen natural gas fired reciprocating engine-generators this CHP system generates steam for space heating, and hot water for a city hospital.     This is a comprehensive design study of two Inertial Fusion Energy (IFE) electric power plants. Conceptual designs are presented for a fusion reactor (called Osiris) using an induction-linac heavy-ion beam driver, and another (called SOMBRERO) using a KrF laser driver. The designs covered all aspects of IFE power plants, including the chambers, heat transport and power conversion systems, balance-of-plant facilities, target fabrication, target injection and tracking, as well as the heavy-ion and KrF drivers.     A review team established by the Department of Energy conducted an assessment of the US biomass power industry. The review team visited with more than 50 organizations representing all sectors of the biomass power industry including utilities, independent power producers, component manufacturers, engineering and construction contractors, agricultural organizations, industrial users, and regulatory organizations. DOE solicited industry input for the development of the Biomass Power Division`s Five Year Plan. DOE believed there was a critical need to obtain industry`s insight and working knowledge to develop the near- and long-term plans of the program. At the heart of this objective was the desire to identify near-term initiatives that the program could pursue to help accelerate the further development of biomass power projects.

    This is a preliminary assessment of the potential for geologic carbon sequestration for the Tennessee Valley Authority's (TVA) John Sevier and Kingston power plants. The purpose of this assessment is to make a 'first cut' determination of whether there is sufficient potential for geologic carbon sequestration within 200 miles of the plants for TVA and Oak Ridge National Laboratory (ORNL) to proceed with a joint proposal for a larger project with a strong carbon management element. This assessment does not consider alternative technologies for carbon capture, but assumes the existence of a segregated CO{sub 2} stream suitable for sequestration.

    We present TECA, a parallel toolkit for detecting extreme events in large climate datasets. Modern climate datasets expose parallelism across a number of dimensions: spatial locations, timesteps and ensemble members. We design TECA to exploit these modes of parallelism and demonstrate a prototype implementation for detecting and tracking three classes of extreme events: tropical cyclones, extra-tropical cyclones and atmospheric rivers. We process a modern TB-sized CAM5 simulation dataset with TECA, and demonstrate good runtime performance for the three case studies.

The purpose of the system definition efforts was to identify and define candidate SPS concepts and to evaluate the concepts in terms of technical and cost factors. Although the system definition efforts consisted primarily of evaluation and assessment of alternative technical approaches, a reference system was also defined to facilitate economic, environmental, and societal assessments by the Department of Energy. This reference system was designed to deliver 5 GW of electrical power to the utility grid.     In this paper we discuss how the legitimacy of the impact assessment process is a key issue in conflict mediation in environmental impact assessment. We contrast two EIA cases in hydro-power generation plans made for the Ii River, Finland in different decades, and evaluate how impact assessment in these cases has contributed to the creation, mediation and resolution of conflicts. We focus on the elements of distributional and procedural justice that made the former EIA process more legitimate and consensual and the latter more conflictual. The results indicate that it is crucial for conflict mediation to include all the values and interests of the parties in the goal-setting process and in the definition and assessment of alternatives. The analysis also indicates that procedural justice is the most important to help the people and groups involved to accept the legitimacy of the impact assessment process: how different parties and their values and interests are recognized, and how participation and distribution of power are organized in an impact assessment process. It is confirmed in this article that SIA may act as a mediator or a forum providing a process through which competing knowledge claims, various values and interests can be discussed and linked to the proposed alternatives and interventions.

    The Regulatory and Permitting Information Desktop (RAPID) Toolkit combines the former Geothermal Regulatory Roadmap, National Environmental Policy Act (NEPA) Database, and other resources into a Web-based tool that gives the regulatory and utility-scale geothermal developer communities rapid and easy access to permitting information. RAPID currently comprises five tools - Permitting Atlas, Regulatory Roadmap, Resource Library, NEPA Database, and Best Practices. A beta release of an additional tool, the Permitting Wizard, is scheduled for late 2014. Because of the huge amount of information involved, RAPID was developed in a wiki platform to allow industry and regulatory agencies to maintain the content in the future so that it continues to provide relevant and accurate information to users. In 2014, the content was expanded to include regulatory requirements for utility-scale solar and bulk transmission development projects. Going forward, development of the RAPID Toolkit will focus on expanding the capabilities of current tools, developing additional tools, including additional technologies, and continuing to increase stakeholder involvement.

    The US Department of Energy (DOE) has undertaken a preliminary, three-year program to investigate the impacts of the construction and operation of a satellite power system, of unprecedented scale. The Department of Energy's program, titled The Concept Development and Evaluation Program, focused its investigations on a Reference System description that calls for the use of either silicon (Si) or gallium aluminum-arsenide (GaAlAs) photovoltaic cells on 60 satellites to be constructed in GEO over a 30-yr period. Rectennas would be constructed on the ground to receive microwave energy from the satellites. Each satellite-rectenna pair is designed to produce 5 GW of power on an essentially continuous basis for use as a baseload power source for an electric power distribution system. The environmental assessment part of the program was divided into five interdependent task areas. The present document constitutes the final technical report on one of the five task areas, the Assessment of the Atmospheric Effects, and as such presents an in-depth summary of work performed during the assessment program. The issues associated with SPS activities in the troposphere are examined. These include tropospheric weather modification related to rectenna operations and rocket launches, and air quality impacts related to rocketlaunch ground clouds. Then progressing upward through the various levels of the atmosphere, the principal middle and upper atmospheric effects associated with rocket effluents are analyzed. Finally, all of the potential SPS atmospheric effects are summarized.

    Over the past 15 years, the most well-publicized efforts to assess trends in U.S. electric power system reliability have focused only on a subset of all power interruption events (see, for example, Amin 2008 and Campbell 2012)—namely, only the very largest events, which trigger immediate emergency reporting to federal agencies and industry regulators. Anecdotally, these events are thought by many to represent no more than 10% of the power interruptions experienced annually by electricity consumers. Moreover, a review of these emergency reports has identified shortcomings in relying on these data as reliable sources for assessing trends, even with the reliability events they report (Fisher et al. 2012). Recent work has begun to address these limitations by examining trends in reliability data collected annually by electricity distribution companies (Eto et al. 2012). In principle, all power interruptions experienced by electricity customers, regardless of size, are recorded by the distribution utility. Moreover, distribution utilities have a long history of recording this information, often in response to mandates from state public utility commissions (Eto et al. 2006). Thus, studies that rely on reliability data collected by distribution utilities can, in principle, provide a more complete basis upon which to assess trends or changes in reliability over time.

  7. Life cycle assessment of a biomass gasification combined-cycle power system

    The potential environmental benefits from biomass power are numerous. However, biomass power may also have some negative effects on the environment. Although the environmental benefits and drawbacks of biomass power have been debated for some time, the total significance has not been assessed. This study serves to answer some of the questions most often raised in regard to biomass power: What are the net CO{sub 2} emissions? What is the energy balance of the integrated system? Which substances are emitted at the highest rates? What parts of the system are responsible for these emissions? To provide answers to these questions, a life cycle assessment (LCA) of a hypothetical biomass power plant located in the Midwest United States was performed. LCA is an analytical tool for quantifying the emissions, resource consumption, and energy use, collectively known as environmental stressors, that are associated with converting a raw material to a final product. Performed in conjunction with a technoeconomic feasibility study, the total economic and environmental benefits and drawbacks of a process can be quantified. This study complements a technoeconomic analysis of the same process, reported in Craig and Mann (1996) and updated here. The process studied is based on the concept of power Generation in a biomass integrated gasification combined cycle (BIGCC) plant. Broadly speaking, the overall system consists of biomass production, its transportation to the power plant, electricity generation, and any upstream processes required for system operation. The biomass is assumed to be supplied to the plant as wood chips from a biomass plantation, which would produce energy crops in a manner similar to the way food and fiber crops are produced today. Transportation of the biomass and other materials is by both rail and truck. The IGCC plant is sized at 113 MW, and integrates an indirectly-heated gasifier with an industrial gas turbine and steam cycle. 63 refs., 34 figs., 32 tabs.

    High voltage direct current (HVDC) power transmission continues to be an emerging technology nearly thirty years after its introduction into modern power systems. To date its use has been restricted to either specialized applications having identifiable economic advantages (e.g., breakeven distance) or, rarely, applications where decoupling is needed. Only recently have the operational advantages (e.g., power modulation) of HVDC been realized on operating systems. A research project whose objective was to identify hardware developments and, where appropriate, system applications which can exemplify cost and operational advantages of integrated ac/dc power systems is discussed. The three principal tasks undertaken were: assessment of equipment developments; quantification of operational advantages; and interaction with system planners. Interest in HVDC power transmission has increased markedly over the past several years, and many new systems are now being investigated. The dissemination of information about HVDC, including specifically the symposium undertaken for Task 3, is a critical factor in fostering an understanding of this important adjunct to ac power transmission.

    Title 3 of the 1990 Clean Air Act Amendments (CAAA) mandated that the US Environmental Protection Agency (EPA) evaluate the need to regulate mercury emissions from electric utilities. In support of this forthcoming regulatory analysis the U.S. DOE, sponsored a risk assessment project at Brookhaven (BNL) to evaluate methylmercury (MeHg) hazards independently. In the US MeHg is the predominant way of exposure to mercury originated in the atmosphere. In the BNL study, health risks to adults resulting from Hg emissions from a hypothetical 1,000 MW coal-fired power plant were estimated using probabilistic risk assessment techniques. This study showed that the effects of emissions of a single power plant may double the background exposures to MeHg resulting from consuming fish obtained from a localized area near the power plant. Even at these more elevated exposure levels, the attributable incidence in mild neurological symptoms was estimated to be quite small, especially when compared with the estimated background incidence in the population. The current paper summarizes the basic conclusions of this assessment and highlights issues dealing with emissions control and environmental transport.

To that end, this report lists and provides abstracts for various technical and economic assessments related to applications of High-Temperature Superconductors (HTS) to the electric power sector. Those studies deemed most important are identified and summarized. These assessments were identified by two means. First, members of the Executive Committee identified some reports as worthy of consideration and forwarded them to Argonne National Laboratory. Twelve assessments were selected. Each of these is listed and summarized in the following section. Second, a bibliographic search was performed on five databases: INSPEC, NTIS, COMPENDEX, Energy Science & Technology, and Electric Power Database. The search consisted of first selecting all papers related to High Temperature Superconductors. Then papers related to SMES, cables, generators, motors, fault current limiters, or electric utilities were selected. When suitable variants of the above terms were included, this resulted in a selection of 493 citations. These citations were subjected to review by the authors. A number of citations were determined to be inappropriate (e.g. a number referred to digital transmission lines for electronics and communications applications). The reduced list consisted of 200 entries. Each of these citations, with an abstract, is presented in the following sections.

    The principal idea of this paper is to present the new capabilities available in the PHISICS toolkit, connected with the implementation of the depletion code MRTAU, a generic depletion/ decay/burn-up code developed at the Idaho National Laboratory. It is programmed in a modular structure and modern FORTRAN 95/2003. The code tracks the time evolution of the isotopic concentration of a given material accounting for nuclear reaction happening in presence of neutron flux and also due to natural decay. MRTAU has two different methods to perform the depletion calculation, in order to let the user choose the best one respect his needs. Both the methodologies and some significant results are reported in this paper.

  20. PMU-Aided Voltage Security Assessment for a Wind Power Plant: Preprint

    Because wind power penetration levels in electric power systems are continuously increasing, voltage stability is a critical issue for maintaining power system security and operation. The traditional methods to analyze voltage stability can be classified into two categories: dynamic and steady-state. Dynamic analysis relies on time-domain simulations of faults at different locations; however, this method needs to exhaust faults at all locations to find the security region for voltage at a single bus. With the widely located phasor measurement units (PMUs), the Thevenin equivalent matrix can be calculated by the voltage and current information collected by the PMUs. This paper proposes a method based on a Thevenin equivalent matrix to identify system locations that will have the greatest impact on the voltage at the wind power plant’s point of interconnection. The number of dynamic voltage stability analysis runs is greatly reduced by using the proposed method. The numerical results demonstrate the feasibility, effectiveness, and robustness of the proposed approach for voltage security assessment for a wind power plant.

    Objective is to assess the reliability of steam generators of pressurized water reactor (PWR) power plants in the United States and abroad. The assessment is based on operation experience of both domestic and foreign PWR plants. The approach taken is to collect and review papers and reports available from the literature as well as information obtained by contacting research institutes both here and abroad. This report presents the results of the assessment. It contains a general background of PWR plant operations, plant types, and materials used in PWR plants. A review of the worldwide distribution of PWR plants is also given. The report describes in detail the degradation problems discovered in PWR steam generators: their causes, their impacts on the performance of steam generators, and the actions to mitigate and avoid them. One chapter is devoted to operating experience of PWR steam generators in foreign countries. Another discusses the improvements in future steam generator design.

  4. Direct Carbon Fuel Cells: Assessment of their Potential as Solid Carbon Fuel Based Power Generation Systems

    Small-scale experimental work at Lawrence Livermore National Laboratory (LLNL) has confirmed that a direct carbon fuel cell (DCFC) containing a molten carbonate electrolyte completely reacts solid elemental carbon with atmospheric oxygen contained in ambient air at a temperature of 650-800 C. The efficiency of conversion of the chemical energy in the fuel to DC electricity is 75-80% and is a result of zero entropy change for this reaction and the fixed chemical potentials of C and CO{sub 2}. This is about twice as efficient as other forms power production processes that utilize solid fuels such as petroleum coke or coal. These range from 30-40% for coal fired conventional subcritical or supercritical boilers to 38-42% for IGCC plants. A wide range of carbon-rich solids including activated carbons derived from natural gas, petroleum coke, raw coal, and deeply de-ashed coal have been evaluated with similar conversion results. The rate of electricity production has been shown to correlate with disorder in the carbon structure. This report provides a preliminary independent assessment of the economic potential of DCFC for competitive power generation. This assessment was conducted as part of a Director's Research Committee Review of DCFC held at Lawrence Livermore National Laboratory (LLNL) on April 9, 2004. The key question that this assessment addresses is whether this technology, which appears to be very promising from a scientific standpoint, has the potential to be successfully scaled up to a system that can compete with currently available power generation systems that serve existing electricity markets. These markets span a wide spectrum in terms of the amount of power to be delivered and the competitive cost in that market. For example, DCFC technology can be used for the personal power market where the current competition for delivery of kilowatts of electricity is storage batteries, for the distributed generation market where the competition for on-site power

  6. Challenges and Opportunities in Using Automatic Differentiation with Object-Oriented Toolkits for Scientific Computing

    The increased use of object-oriented toolkits in large-scale scientific simulation presents new opportunities and challenges for the use of automatic (or algorithmic) differentiation (AD) techniques, especially in the context of optimization. Because object-oriented toolkits use well-defined interfaces and data structures, there is potential for simplifying the AD process. Furthermore, derivative computation can be improved by exploiting high-level information about numerical and computational abstractions. However, challenges to the successful use of AD with these toolkits also exist. Among the greatest challenges is balancing the desire to limit the scope of the AD process with the desire to minimize the work required of a user. They discuss their experiences in integrating AD with the PETSc, PVODE, and TAO toolkits and the plans for future research and development in this area.

    The US has invested heavily in research, development, and demonstration of efficient and environmentally acceptable technologies for the use of coal. The US has the opportunity to use its leadership position to market a range of advanced coal-based technologies internationally. For example, coal mining output in the Czech Republic has been decreasing. This decrease in demand can be attributed mainly to the changing structure of the Czech economy and to environmental constraints. The continued production of energy from indigenous brown coals is a major concern for the Czech Republic. The strong desire to continue to use this resource is a challenge. The Energy and Environmental Research Center undertook two major efforts recently. One effort involved an assessment of opportunities for commercialization of US coal technologies in the Czech Republic. This report is the result of that effort. The technology assessment focused on the utilization of Czech brown coals. These coals are high in ash and sulfur, and the information presented in this report focuses on the utilization of these brown coals in an economically and environmentally friendly manner. Sections 3--5 present options for utilizing the as-mined coal, while Sections 6 and 7 present options for upgrading and generating alternative uses for the lignite. Contents include Czech Republic national energy perspectives; powering; emissions control; advanced power generation systems; assessment of lignite-upgrading technologies; and alternative markets for lignite.

    The NetLogger Toolkit is designed to monitor, under actual operating conditions, the behavior of all the elements of the application-to-application communication path in order to determine exactly where time is spent within a complex system Using NetLogger, distnbuted application components are modified to produce timestamped logs of "interesting" events at all the critical points of the distributed system Events from each component are correlated, which allov^ one to characterize the performance of all aspects ofmore » the system and network in detail. The NetLogger Toolkit itself consists of four components an API and library of functions to simplify the generation of application-level event logs, a set of tools for collecting and sorting log files, an event archive system, and a tool for visualization and analysis of the log files In order to instrument an application to produce event logs, the application developer inserts calls to the NetLogger API at all the critical points in the code, then links the application with the NetLogger library All the tools in the NetLogger Toolkit share a common log format, and assume the existence of accurate and synchronized system clocks NetLogger messages can be logged using an easy-to-read text based format based on the lETF-proposed ULM format, or a binary format that can still be used through the same API but that is several times faster and smaller, with performance comparable or better than binary message formats such as MPI, XDR, SDDF-Binary, and PBIO. The NetLogger binary format is both highly efficient and self-describing, thus optimized for the dynamic message construction and parsing of application instrumentation.     Section 1 of this report provides a background about the DOE High Performance Power Systems (HIPPS) program. There are two kinds of HIPPS cycles under development. One team is led by the Foster Wheeler Development Corporation, the other team is led by the United Technologies Research Center. These cycles are described. Section 2 summarizes the feedback from the survey of the repowering needs of ten electric utility companies. The survey verified that the utility company planners favor a repowering for a first-of-a-kind demonstration of a new technology rather than an all-new-site application. These planners list the major factor in considering a unit as a repowering candidate as plant age: they identify plants built between 1955 and 1965 as the most likely candidates. Other important factors include the following: the need to reduce operating costs; the need to perform major maintenance/replacement of the boiler; and the need to reduce emissions. Section 3 reports the results of the market assessment. Using the size and age preferences identified in the survey, a market assessment was conducted (with the aid of a power plant data base) to estimate the number and characteristics of US generating units which constitute the current, primary potential market for coal-based repowering. Nearly 250 units in the US meet the criteria determined to be the potential repowering market.
