    This report documents the results of the environmental management assessment performed at the National Renewable Energy Laboratory (NREL) in Golden, Colorado. The onsite portion of the assessment was conducted from September 14 through September 27, 1993, by DOE`s Office of Environmental Audit (EH-24) located within the Office of the Assistant Secretary for Environment, Safety, and Health (EH-1). During this assessment, the activities conducted by the assessment team included reviews of internal documents and reports from previous audits and assessments; interviews with US Department of Energy (DOE) and NREL contractor personnel; and inspections and observations of selected facilities and operations. The environmental management assessment of NREL focused on the adequacy of environmental management systems and assessed the formality of programs employing an approach that recognizes the level of formality implementing environmental programs may vary commensurate with non-nuclear research and development operations. The Assessment Team evaluated environmental monitoring, waste management and National Environmental Policy Act (NEPA) activities at NREL, from a programmatic standpoint. The results of the evaluation of these areas are contained in the Environmental Protection Programs section of this report. The scope of the NREL Environmental Management Assessment was comprehensive and included all areas of environmental management. At the same time, environmental monitoring, waste management, and NEPA activities were evaluated to develop a programmatic understanding of these environmental disciplines, building upon the results of previous appraisals, audits, and reviews performed at the NREL.

    The United States Agency for International Development (USAID) Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) program is designing its second phase of assistance to the Government of Mexico (GOM). In preparation for program design, USAID has asked the National Renewable Energy Laboratory (NREL) to assist in identifying options for enabling renewable energy in Mexico and reducing greenhouse gas (GHG) emissions in the energy sector. The NREL team conducted a literature review and consulted with over 20 Mexican agencies and organizations during a two-week temporary duty assignment (TDY) to Mexico to identify gaps, opportunities, and program theme areas for Mexico.

    The Solar Energy Research, Development, and Demonstration Act of 1974 authorized a federal program to develop solar energy as a viable source of the nation`s future energy needs. Under this authority, the National Renewable Energy Laboratory (NREL) was created as a laboratory of the Department of Energy (DOE) to research a number of renewable energy possibilities. The laboratory conducts its operations both in government-owned facilities on the NREL South Table Mountain (STM) Site near Golden, Colorado, and in a number of leased facilities, particularly the Denver West Office Park. NREL operations include research in energy technologies, and other areas of national environmental and energy technology interest. Examples of these technologies include electricity from sunlight with solar cells (photovoltaics); energy from wind (windmills or wind turbines); conversion of plants and plant products (biomass) into liquid fuels (ethanol and methanol); heat from the sun (solar thermal) in place of wood, oil, gas, coal and other forms of heating; and solar buildings. NREL proposes to continue and expand the present R&D efforts in C&R energy by making infrastructure improvements and constructing facilities to eventually consolidate the R&D and associated support activities at its STM Site. In addition, it is proposed that operations continue in current leased space at the present levels of activity until site development is complete. The construction schedule proposed is designed to develop the site as rapidly as possible, dependent on Congressional funding, to accommodate not only the existing R&D that is being conducted in leased facilities off-site but to also allow for the 20-year projected growth. Impacts from operations currently conducted off-site are quantified and added to the cumulative impacts of the STM site. This environmental assessment provides information to determine the severity of impacts on the environment from the proposed action.

    The SWERA Programme provides easy access to credible renewable energy data to stimulate investment in, and development of, renewable energy technologies. The Solar and Wind Energy Resource Assessment (SWERA) started in 2001 to advance the large-scale use of renewable energy technologies by increasing the availability and accessibility of high-quality solar and wind resource information. SWERA began as a pilot project with funding from the Global Environment Facility (GEF) and managed by the United Nations Environment Programme's (UNEP) Division of Technology, Industry and Economics (DTIE) in collaboration with more than 25 partners around the world. With the success of the project in 13 pilot countries SWERA expanded in 2006 into a full programme.     Effective solar radiation measurements for research and economic analyses require a strict protocol for maintenance, calibration, and documentation to minimize station downtime and data corruption. The National Renewable Energy Laboratory's Concentrating Solar Power: Best Practices Handbook for the Collection and Use of Solar Resource Data includes guidelines for operating a solar measurement station. This paper describes a suite of automated and semi-automated routines based on the best practices handbook as developed for the National Renewable Energy Laboratory Solar Resource and Meteorological Assessment Project. These routines allow efficient inspection and data flagging to alert operators of conditions that require immediate attention. Although the handbook is targeted for concentrating solar power applications, the quality-assessment procedures described are generic and should benefit many solar measurement applications. The routines use data in one-minute measurement resolution, as suggested by the handbook, but they could be modified for other time scales.

    Presently, the US EPA is constructing a new complex at Research Triangle Park, North Carolina to consolidate its research operations in the Raleigh-Durham area. The National Computer Center (NCC) is currently in the design process and is planned for construction as partof this complex. Implementation of the new technologies can be planned as part of the normal construction process, and full credit for elimination of the conventional technologies can be taken. Several renewable technologies are specified in the current plans for the buildings. The objective of this study is to identify measures that are likely to be both technically and economically feasible.

    The Quinault Indian Nation (Nation) initiated this study on conservation and production of renewable energy because this approach created the opportunity: • To become self-sufficient and gain greater control over the energy the Nation uses; • To generate jobs and businesses for its members; • To better manage, sustain, and protect its resources; • To express the cultural values of the Nation in an important new arena. The Nation has relatively small energy needs. These needs are concentrated at two separate points: the Quinault Beach Resort and Casino (QBRC) and Taholah on the Quinault Indian Reservation (QIR). Except for the town of Queets, energy needs are small and scattered. The needs vary greatly over the season. The small scale, widely dispersed, and variable nature of these needs presents a unique challenge to the Nation. Meeting these needs requires a resource and technology that is flexible, effective, and portable. Conservation is the most cost-effective way to meet any need. It is especially effective in a situation like this where production would leave a high per unit cost. This plan is based on first gaining energy savings through conservation. Major savings are possible through: 1. Upgrading home appliances on the QIR. 2. Weatherizing homes and facilities. 3. Changes in lighting/ventilation in the QBRC pool room. These elements of the plan are already being implemented and promise to save the Nation around a quarter of its present costs. Wood biomass is the best resource available to the QIN for energy production either on-site or for commercial development. It is abundant, flexible and portable. Its harvesting has high job potential and these jobs are a good fit for the present “skill set” of the QIN. This plan focuses on using wood biomass to produce energy and other value-added products. Our study considered various technologies and approaches to using wood for energy. We considered production for both on-site and commercial production

    Since 2005, Pacific Northwest National Laboratory (PNNL) has been asked by Installation Management Command (IMCOM) to conduct strategic assessments at selected US Army installations of the potential use of renewable energy resources, including solar, wind, geothermal, biomass, waste, and ground source heat pumps (GSHPs). IMCOM has the same economic, security, and legal drivers to develop alternative, renewable energy resources overseas as it has for installations located in the US. The approach for continental US (CONUS) studies has been to use known, US-based renewable resource characterizations and information sources coupled with local, site-specific sources and interviews. However, the extent to which this sort of data might be available for outside the continental US (OCONUS) sites was unknown. An assessment at Camp Zama, Japan was completed as a trial to test the applicability of the CONUS methodology at OCONUS installations. It was found that, with some help from Camp Zama personnel in translating and locating a few Japanese sources, there was relatively little difficulty in finding sources that should provide a solid basis for conducting an assessment of comparable depth to those conducted for US installations. Project implementation will likely be more of a challenge, but the feasibility analysis will be able to use the same basic steps, with some adjusted inputs, as PNNL’s established renewable resource assessment methodology.

    This paper provides a preliminary analysis of the impacts of a proposed 20% national renewable portfolio standard (RPS) by 2021, which has been advanced in the U.S. Congress by Senator Jeff Bingaman of New Mexico. The paper was prepared before the America Recovery and Reinvestment Act was signed into law by President Barack Obama on February 17, 2009, and thus does not consider important changes in renewable energy (RE) policy that need to be addressed in follow-on analysis. We use NREL's Regional Energy Deployment System (ReEDS) model to evaluate the impacts of the RPS requirements on the energy sector and consider design issues associated with renewable energy certificate (REC) trading markets.

    In recent years, increased national attention has been focused on the potential effects of renewing, or not renewing, the licenses of nuclear power plants as the oldest of them approach the end of the 40-year operating period allowed by their original licenses. As part of a larger study for the US Nuclear Regulatory commission (NRC), the authors conducted an assessment of the potential socioeconomic impacts to those communities throughout the country in which nuclear power plants are located and which, therefore, are most directly affected by renewal of nuclear power plant licenses. This paper focuses on six key issues that are traditionally considered essential in the assessment of social impacts: Population; housing; tax payments; local public services; land use and development; and economic structure.

    When electricity is generated - either from a renewable or non-renewable power plant - the electrons added to the grid are indistinguishable. So, on what basis can a consumer of electricity claim to be using renewables? In the United States, renewable energy certificates (RECs) were developed as states passed renewable portfolio standards (RPSs) and were requiring fuel mix disclosure labels. RECs are also used in the voluntary market, where customers are buying renewables to meet sustainability goals. The concept of RECs is used most widely in the United States, but international markets also have tradable renewable electricity certificates. This fact sheet reviews how to ensure that RECs are not double-counted, roles of electricity regulators, renewable generators and purchasers. It concludes with a discussion of the international use of RECs.

    In 2005, the National Renewable Energy Laboratory (NREL) completed an assessment of the potential for solar and wind energy development on National Forest System (NFS) public lands managed by the US Department of Agriculture, U.S. Forest Service (USFS). This report provides an update of the analysis in the NREL report, and extends the analysis with additional siting factors for solar and wind energy. It also expands the scope to biomass and geothermal energy resources. Hydropower is acknowledged as another major renewable energy source on NFS lands; however, it was not analyzed in this project primarily because of the substantially different analysis that would be needed to identify suitable locations. Details about each renewable energy production technology included in the study are provided following the report introduction, including how each resource is converted to electrical power, and examples of existing power plants. The analysis approach was to use current and available Geographic Information System (GIS) data to map the distribution of the subject renewable energy resources, major siting factors, and NFS lands. For each major category of renewable energy power production, a set of siting factors were determined, including minimum levels for the renewable energy resources, and details for each of the other siting factors. Phase 1 of the analysis focused on replicating and updating the 2005 NREL analysis, and Phase 2 introduced additional siting factors and energy resources. Source data were converted to a cell-based format that helped create composite maps of locations meeting all the siting criteria. Acreages and potential power production levels for NFS units were tabulated and are presented throughout this report and the accompanying files. NFS units in the southwest United States were found to have the most potentially suitable land for concentrating solar power (CSP), especially in Arizona and New Mexico.     The thermochemical research platform at the National Bioenergy Center, National Renewable Energy Laboratory (NREL) is primarily focused on conversion of biomass to transportation fuels using non-biological techniques. Research is conducted in three general areas relating to fuels synthesis via thermochemical conversion by gasification: (1) Biomass gasification fundamentals, chemistry and mechanisms of tar formation; (2) Catalytic tar reforming and syngas cleaning; and (3) Syngas conversion to mixed alcohols. In addition, the platform supports activities in both technoeconomic analysis (TEA) and life cycle assessment (LCA) of thermochemical conversion processes. Results from the TEA and LCA are used to inform and guide laboratory research for alternative biomass-to-fuels strategies. Detailed process models are developed using the best available material and energy balance information and unit operations models created at NREL and elsewhere. These models are used to identify cost drivers which then form the basis for research programs aimed at reducing costs and improving process efficiency while maintaining sustainability and an overall net reduction in greenhouse gases.

    NREL's fleet test and evaluation team assesses the fuel savings potential of semi-automated truck platooning of line-haul sleeper cabs with modern aerodynamics. Platooning reduces aerodynamic drag by grouping vehicles together and safely decreasing the distance between them via electronic coupling, which allows multiple vehicles to accelerate or brake simultaneously. In 2014, the team conducted track testing of three SmartWay tractor - two platooned tractors and one control tractor—at varying steady-state speeds, following distances, and gross vehicle weights. While platooning improved fuel economy at all speeds, travel at 55 mph resulted in the best overall miles per gallon. The lead truck demonstrated fuel savings up to 5.3% while the trailing truck saved up to 9.7%. A number of conditions impact the savings attainable, including ambient temperature, distance between lead and trailing truck, and payload weight. Future studies may look at ways to optimize system fuel efficiency and emissions reductions.

    This presentation summarizes opportunities for hydrogen energy storage and power-to-gas and presents the results of a market analysis performed by the National Renewable Energy Laboratory to quantify the value of energy storage. Hydrogen energy storage and power-to-gas systems have the ability to integrate multiple energy sectors including electricity, transportation, and industrial. On account of the flexibility of hydrogen systems, there are a variety of potential system configurations. Each configuration will provide different value to the owner, customers and grid system operator. This presentation provides an economic comparison of hydrogen storage, power-to-gas and conventional storage systems. The total cost is compared to the revenue with participation in a variety of markets to assess the economic competitiveness. It is found that the sale of hydrogen for transportation or industrial use greatly increases competitiveness. Electrolyzers operating as demand response devices (i.e., selling hydrogen and grid services) are economically competitive, while hydrogen storage that inputs electricity and outputs only electricity have an unfavorable business case. Additionally, tighter integration with the grid provides greater revenue (e.g., energy, ancillary service and capacity markets are explored). Lastly, additional hours of storage capacity is not necessarily more competitive in current energy and ancillary service markets and electricity markets will require new mechanisms to appropriately compensate long duration storage devices.

  15. Summary of results from the National Renewable Energy Laboratory`s vehicle evaluation data collection efforts

    The U.S. DOE National Renewable Energy Laboratory conducted a data collection project for light-duty, alternative fuel vehicles (AFVs) for about 4 years. The project has collected data on 10 vehicle models (from the original equipment manufacturers) spanning model years 1991 through 1995. Emissions data have also been collected from a number of vehicles converted to natural gas (CNG) and liquefied petroleum gas (LPG). Most of the vehicles involved in the data collection and evaluation are part of the General Services Administration`s fleet of AFVs. This evaluation effort addressed the performance and reliability, fuel economy, and emissions of light- duty AFVs, with comparisons to similar gasoline vehicles when possible. Driver-reported complaints and unscheduled vehicle repairs were used to assess the performance and reliability of the AFVs compared to the comparable gasoline vehicles. Two sources of fuel economy were available, one from testing of vehicles on a chassis dynamometer, and the other from records of in-service fuel use. This report includes results from emissions testing completed on 169 AFVs and 161 gasoline control vehicles.

    The National Renewable Energy Laboratory (NREL), the nation`s primary solar and renewable energy research laboratory, proposes to expand its wind technology research and development program activities at its National Wind Technology Center (NWTC) near Golden, Colorado. NWTC is an existing wind energy research facility operated by NREL for the US Department of Energy (DOE). Proposed activities include the construction and reuse of buildings and facilities, installation of up to 20 wind turbine test sites, improvements in infrastructure, and subsequent research activities, technology testing, and site operations. In addition to wind turbine test activities, NWTC may be used to support other NREL program activities and small-scale demonstration projects. This document assesses potential consequences to resources within the physical, biological, and human environment, including potential impacts to: air quality, geology and soils, water resources, biological resources, cultural and historic resources, socioeconomic resources, land use, visual resources, noise environment, hazardous materials and waste management, and health and safety conditions. Comment letters were received from several agencies in response to the scoping and predecisional draft reviews. The comments have been incorporated as appropriate into the document with full text of the letters contained in the Appendices.     With funding from the U.S. Department of Energy’s Vehicle Technologies Office, the National Renewable Energy Laboratory (NREL) conducts real-world performance evaluations of advanced medium- and heavy-duty fleet vehicles. Evaluation results can help vehicle manufacturers fine-tune their designs and assist fleet managers in selecting fuel-efficient, low-emission vehicles that meet their economic and operational goals. In 2011, NREL launched a large-scale performance evaluation of medium-duty electric vehicles. With support from vehicle manufacturers Smith and Navistar, NREL research focused on characterizing vehicle operation and drive cycles for electric delivery vehicles operating in commercial service across the nation.

    This report documents the objectives, analytical approach, and design of the National Energy Modeling System (NEMS) Renewable Fuels Module (RFM) as it relates to the production of the 1995 Annual Energy Outlook (AEO95) forecasts. The report catalogues and describes modeling assumptions, computational methodologies, data inputs, and parameter estimation techniques. A number of offline analyses used in lieu of RFM modeling components are also described. The RFM consists of six analytical submodules that represent each of the major renewable energy resources--wood, municipal solid waste (MSW), solar energy, wind energy, geothermal energy, and alcohol fuels. The RFM also reads in hydroelectric facility capacities and capacity factors from a data file for use by the NEMS Electricity Market Module (EMM). The purpose of the RFM is to define the technological, cost and resource size characteristics of renewable energy technologies. These characteristics are used to compute a levelized cost to be competed against other similarly derived costs from other energy sources and technologies. The competition of these energy sources over the NEMS time horizon determines the market penetration of these renewable energy technologies. The characteristics include available energy capacity, capital costs, fixed operating costs, variable operating costs, capacity factor, heat rate, construction lead time, and fuel product price.

    This study analyzes the performance of various commercially available radiometers used for measuring global horizontal irradiances and direct normal irradiances. These include pyranometers, pyrheliometers, rotating shadowband radiometers, and a pyranometer with fixed internal shading and are all deployed at the National Renewable Energy Laboratory's Solar Radiation Research Laboratory. Data from 32 global horizontal irradiance and 19 direct normal irradiance radiometers are presented. The radiometers in this study were deployed for one year (from April 1, 2011, through March 31, 2012) and compared to measurements from radiometers with the lowest values of estimated measurement uncertainties for producing reference global horizontal irradiances and direct normal irradiances.

    Consistent cost and performance data for various electricity generation technologies can be difficult to find and may change frequently for certain technologies. With the Annual Technology Baseline (ATB), National Renewable Energy Laboratory provides an organized and centralized dataset that was reviewed by internal and external experts. It uses the best information from the Department of Energy laboratory's renewable energy analysts and Energy Information Administration information for conventional technologies. The ATB will be updated annually in order to provide an up-to-date repository of current and future cost and performance data. Going forward, we plan to revise and refine the values using best available information. The ATB includes both a presentation with notes (PDF) and an associated Excel Workbook. The ATB includes the following electricity generation technologies: land-based wind; offshore wind; utility-scale solar PV; concentrating solar power; geothermal power; hydropower plants (upgrades to existing facilities, powering non-powered dams, and new stream-reach development); conventional coal; coal with carbon capture and sequestration; integrated gasification combined cycle coal; natural gas combustion turbines; natural gas combined cycle; conventional biopower.     This paper presents an analysis of performance data on the two 6-kW{sub ac} grid-connected photovoltaic systems at the National Renewable Energy Laboratory (NREL). The performance parameters analyzed include dc and ac power, aperture efficiency, energy, capacity factor and performance index which are compared to plane-of-array irradiance, ambient temperature, and back-of-module temperature as a function of time, either daily or monthly. Power ratings of the systems were also obtained for data corresponding to different test conditions. This study has shown, in addition to expected seasonal trends, that system monitoring is a valuable tool in assessing performance and detecting faulty equipment. In addition, methods applied for this study may be used to evaluate and compare systems employing different cell technologies.

    The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.
